Why?

• A redesign of the Borough Public Works Facility • Growth of Park Operations with increased park facilities (prior and future). • Inadequate size of building and grounds for equipment service, staff and storage. • Lack of water and sewer service. 3

Parks Maintenance Staff: ● YEAR-ROUND: 9 positions (all at Osmond Street)

● SEASONAL: Up to 16 positions (12 at Osmond Street + 4 reporting to specific parks).

Equipment & Materials (at Osmond St.): ● 14 Trucks ● 17 Tractor Attachments ● 14 Tractors / Mowers / Groomers ● Park supplies, spares, power ● 10 Equipment Trailers equipment & hand tools. 7

The Concept Plan - Cost Estimate • Buildings & Shed Construction $1,329,700. • Site Development Costs $ 501,750. Earthwork, utilities, fencing, access drives, service yard, stormwater mgmt. • Contingency (10%) $ 183,145. SUBTOTAL $2,014,595. • Design, Permitting & Approvals (10%) $ 201,460. TOTAL PROJECT COST $2,216,055. The Maintenance Building originally proposed solely for the maintenance of Whitehall Road Regional Park will not be built ($305,000). Those services would work directly from the Centralized Facility. 10

The Timeframe – Whitehall Road Regional Park • JUNE 2013 Phase 1 Park Construction begins (using temporary access easement). • BY SEPT. 2013 CRPR vacates the Borough Public Works Facility to allow their project to proceed. CRPR rents an interim facility pending the construction schedule for a new CRPR facility. • BY AUG. 2014 Schedule not confirmed. Toll Bros. provides utilities and the Blue Course Drive Extension to the park boundary. • LATE-SPRING 2015 Phase 1 Park Opens.

Seek input from the 5 Participating Municipalities. Refine the Concept Plan to reduce estimated costs. Evaluate a Phasing Plan. Research the costs associated with revising the Master Site Plan for Whitehall Road Regional Park. • Explore commercial site options and costs – for both interim and permanent uses. 13
