Following the devastation of the flood of 2015, we were able to show how our industry comes together to give back and support our community, and we’re continuing to do so into 2017. Through our various efforts, including Workforce Development, educational offerings, the Charitable Foundation, and legislative initiatives on the local, state and national levels, we continue to lift up our ever-growing industry and support the next generation of successful residential and commercial builders and tradespeople. We plan to continue and expand on these efforts as we move forward. Your membership is designed with you in mind. Members get more quality referrals, long-lasting business relationships, and accurate industry information through the BIA than any other association in South Carolina. There is a reason we are competent, effective and the largest area building association in SC… and it’s all because of YOU! 2016 HOLIDAY BALL AND BIA MEMBER AWARDS The annual BIA Holiday Ball was held in December 2016 at the USC Alumni Center. Members and guests attended the black-tie optional event to celebrate the year that was and honor member achievements from 2016. We also had the pleasure of installing the 2017 BIA President, M.L. “Bart” Bartlett, Jr. Prior to the Holiday Ball, the BIACSC membership voted for their choice of nominees for the Byron Crosthwaite Builder Member of the Year Award and the Associate Member of the Year Award. The Byron Crosthwaite Builder Member of the Year is Clint Galloway, CMB, Galloway Family Homes.

Clint has been a Builder Member since 2003 and served as Treasurer of the BIA Board of Directors in 2016. He supported BIA legislative efforts by attending our Day at the Capital and the HBA of SC Bird Supper, and by donating at the Gold Hammer level in the SC Builders PAC and a Gold Key Club level of the NAHB Build PAC. He participated in the Sumter Clarendon Chapter Golf Tournament and has earned the Certified Master Builder (CMB) designation. Clint is a member of the Membership Committee and is an active new member recruiter with 50 SPIKE credits.

The BIA Associate Member of the Year is Kim O’Quinn, Corporate Vice President of Marketing, Mungo Homes. In 2015, Kim served as the Secretary of the Sales and Marketing Council, and on the Scholarship Selection Committee. She is a Life Spike with 52.5 Credits. In memory of her late husband, Jon Ryall, Kim established the Live Big group to raise funds to establish the Jon Ryall Scholarship to Clemson University that is awarded 4 www.BIAofCentralSC.com

through the Building Industry Charitable Foundation.

Frank Mitchell of Orion Construction was named Commercial Contractor of the Year. Frank started Orion Construction Co. in 1985 to handle renovation and repair jobs. Over the years, the company transitioned into government contracts, residential construction and then, in 2011, to light commercial construction. Frank joined the association in 2007, served on the BIA Board of Directors in 2014 and 2015, and continues to be an active member of the association and the BIA Commercial Council.

The BIA Corporate Member of the Year is Mungo Homes. This award was created to recognize an outstanding member company of the association. This award takes into account a company’s contributions on the whole toward the betterment of our association, including financial support, use of company resources and representation of the association in an outstanding manner. Currently ranked the 37th largest builder in the country by Builder magazine, the Mungo family started building new homes in Columbia, South Carolina in 1954. Principals, Steven and Stewart Mungo, recognize their role as community leaders and are honored to participate on many civic boards and philanthropic committees. Employees are also encouraged to get involved, and they do, including three past presidents of the Association. Many serve on boards and committees supporting education, healthcare, non-profit and civic organizations, the arts, and, of course, the home building industry. Many are either officers in their churches or teach Sunday school. On a corporate level, Mungo Homes supports The National Kidney Foundation, South Carolina National Guard, Oliver Gospel Mission, EdVenture Children’s Museum, Columbia Museum of Art, Harvest Hope Food Bank, Keep America Beautiful, Pawmetto Lifeline, Wofford College, the Food Bank of Central & Eastern North Carolina and many, many other organizations. To commemorate the company’s 60th anniversary in 2014, the Community Builder Award was established in partnership with WIS-TV to recognize unsung “heroes” in our community who give their time and talents to help others.

John Covert of Covert Homes was named the Richard N. Sendler award winner. This award is voted on by past recipients and nominees must project a community image that adds stature to the association, exemplify standards promoted and supported by the association, institute innovative and creative ideas that have improved the housing industry and have unquestionable character and integrity. John Covert is a Columbia native with over 15 years in the construction industry. In addition to his work with Covert Homes, John is heavily involved in the betterment of the home building business community. John served as the Association’s President in 2014 and was recognized as the Sales and Marketing Council’s Builder Executive of the Year in 2009. John and his wife Tami are both involved as directors of “Salkehatchie Summer Service” for 14 years and with Christian Assistance Bridge in Blythewood for the last 5 years, and now with Home Works of America. These missions provide for free home repairs and essential need for families living in poverty in our area.

Columbia Shelving & Mirror was named Trade Contractor of the Year. The company is recognized for their outstanding quality of work for BIA Members. The company has been affiliated with the association since 1990 and they have been active in many ways over those years. William Godshall, owner of Columbia Shelving & Mirror is a previous member of the association’s Board of Directors and was the 2005 Associate Member of the Year. The Building Industry Association of Central South Carolina would like to commend the award winners on their hard work and dedication throughout the year. THE 2017 BIA BOARD OF DIRECTORS M.L. “Bart” Bartlett, Jr. was elected as 2017 President of the Building Industry Association of Central South Carolina (BIA), at the Annual Meeting of the Membership held October 11, 2016. He will assume the duties of President in January 2017. Born in Columbia, South Carolina, Mr. Bartlett earned a Bachelor of Arts degree from the University of South Carolina and earned his Juris Doctorate from the University of South Carolina School of Law. Mr. Bartlett is admitted to practice before all State and Federal District Courts in South Carolina. He is certified by the South Carolina Board of Arbitrator and Mediator as a Circuit Court and Family Court Mediator. Mr. Bartlett is a certified collaborative lawyer and is a member of the International Association of Collaborative Professionals. He is one of the few lawyers in South Carolina with the credentials to train other lawyers and professionals in the Collaborative Law process. Mr. Bartlett serves on the Board and is the President Elect for the South Carolina Academy of Collaborative Professionals. Mr. Bartlett and Mr. Colt A. Davis formed Bartlett and Davis Construction, LLC in 2007 specializing in residential construction in the greater Columbia area. Mr. Bartlett has recently been elected as the incoming 2017 President of the Building Industry Association of Central SC. Mr. Bartlett is member of the Kappa Alpha Order and is married to Emilie Z. Bartlett, MD. They have identical twin boys, Louie and Lawton and their Standard Poodle, Annie. Serving as officers of the BIA are Clint Galloway of Galloway Family Homes as Vice President; Brandon Jeffcoat of Clark’s Termite & Pest Control as Associates Vice President; Mike Satterfield of Great Southern Homes as Treasurer; and Jennifer Harding of Coldwell Banker Residential Brokerage as Secretary. In addition, the membership elected three Associates Directors and one Builder Director to the board each for two-year terms. The Associate Directors are Lee Glaze, SCE&G; John Hinks, Jr., Lending Path Mortgage and Kim O’Quinn, Mungo Homes. The new Builder Director is Mike Cancilla of Essex Homes, SE. Chairpersons of BIA councils also have a seat on the BIA Board of Directors. REMODELERS COUNCIL The Remodelers Council is a group made up of members who specialize in remodeling and associated trades. Formed in 1986, the council has many long-time members and new members alike. They meet quarterly for educational meetings and in other months for social meetings and After Hours events at members’ places of business. In 2016, the council developed the Universal Living Certification that helps new home builders build and certify homes that are designed for inhabitants of all ages and abilities. The council has certified two homes in the program and are looking forward to many more certification in 2017, plus the addition of a remodeling path to certification. Membership in the Remodelers Council is $95/year for BIA Members and $200/year for non-members.

High Performance Building Council

HIGH PERFORMANCE BUILDING COUNCIL The High Performance Building Council (HPBC) was formed in 2007 by members interested in learning more about building “green” or high-performance homes. Comprised of builder, remodelers and associate members, the council meets regularly to learn about new products and techniques in this line of construction. The HBPC is also the certifying body of the Certified High Performance (CHiP) Home Program. The program is based on the National Green Building Standard™ and uses third-party raters and verifiers. The program began in 2012 and we will soon reach the 3,000-certification mark. Council Meeting Recap The High Performance Building Council met on September 15 for a discussion about Residential Solar Energy. We had speakers from the Mid-Carolina Electric Coop, Solarize SC, and our sponsor, Southern Current. Thanks to all of our speakers, our sponsor and the members who attended the meeting. The council met again in early November for a talk about various types of residential insulation. Michael Peaden of DOW Chemical spoke to us about slab insulation, crawlspace insulation and continuous exterior insulation. Our meeting sponsor, Icynene, spoke to us about their spray foam products and its various applications.

SUMTER CLARENDON CHAPTER

The Sumter/Clarendon Chapter of the BIA of Central SC represents members who do business in that area. We hold an annual golf tournament in Sumter each October and regular meetings throughout the year. Please contact the BIA if you’re interested in joining the chapter. Sumter Sign Ordinance On December 13, 2016, Sumter County Council approved the BIA sponsored amendment to the Zoning and Development Standards Ordinance allowing for limited off-premise directional signs. On a motion by Councilman Jimmy Byrd, the vote in favor of the Planning Commission recommendation as modified was unanimous. The details of the amendment allowing off-premise signs are as follows: • 1 off-premise sign per parcel; signs must be placed on private property, not allowed in road right of way •16 sq. ft. in residential districts; 32 sq. ft. in non-residential districts (including AC) • 5 ft. tall (residential districts); 10 ft. tall (non-residential districts); 5 ft. setback • Destinations (subdivision, business, place) are limited to 2 total off-premises signs. • Off-premises signs shall be spaced at 250 ft. (no off premises sign located within 250 ft. of another off-premises sign) • Annual, temporary renewable sign permit: $30.00 per sign, the signature of the property owner is required for the permit to be issued.

We applaud this business friendly vote of County Council in support of the home building and real estate industry in Sumter County and encourage the City of Sumter to adopt this ordinance at their next scheduled meeting on January 17, 2017.

Commercial Council The Commercial Council’s purpose is to identify and isolate those issues that impact the commercial/industrial development process, develop a set of goals, objectives and an action plan to improve each of those. The Commercial Council will address relevant topics such as, rezoning; the planning and development review process; land development policy; environmental policy; economic development; building codes; education; governmental and political interaction.
