BY MICHELLE DIALS First responders gathered at Cass County Central Dispatch last month to honor an 8 year old boy who called 911 when his mother suffered a severe asthma attack on Halloween night. Emergency personnel were so impressed with the boy’s composure during the call that they decided to arrange a special ceremony to honor him. Dispatcher Cathy Collins played the call she took from Casen Lake that night when his mother was having trouble breathing. Lake told Collins that he and his sister were home with their mom, and that his dad had gone to the bank and didn’t have a cell phone where he could be reached. Collins stayed on the phone with Casen until the

Cass County awarded emergency food and shelter program funding Cass County has been chosen to receive $6373 from the federal government’s Emergency Food and Shelter Program phase 31. The selection was made by a national board chaired by the Federal Emergency Management Agency and consisting of representatives from The Salvation Army, American Red Cross, the Jewish Federation of North America, Catholic Charities, USA, National Council of the Churches of Christ in the USA, and the United Way Worldwide. United Way Worldwide provides the administrative staff and function as the fiscal agent. The national board is charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A local board determines how the funds awarded to Cass County are distributed among local emergency food and shelter programs. The local board is responsible for recommending agencies to receive EFSP funds. Under the terms of the agreement, the local board membership ideally consists of representatives from the American Red Cross, the United Way of Cass County, The Salvation Army, local govern-
ment, local Catholic Church, other local clergy, the Jewish Federations of America, a local nonprofit, and an EFSP funds recipient or person who is currently or formerly homeless. Under the terms of the grant from the national board, local organizations chosen to receive funds must: 1) be private nonprofits or units of government, 2) have an accounting system, 3) practice nondiscrimination, and 4) have demonstrated the capability to deliver emergency goods and/or shelter programs. If they are a private nonprofit organization, they must have a voluntary board of directors. Qualifying organizations are urged to apply. Public or private organizations interested in applying for Emergency Food and Shelter Program funds must submit a letter of request addressing the above terms along with amount requested and program description. The deadline for request letters is Thursday January 2, 2014, by 12:00 pm. Send by mail or deliver to the Emergency Food and Shelter Program Local Board, c/o United Way of Cass County, 401 E. Housing authority moving The Logansport Housing Authority’s current office at 719 Spencer St, Suite 100, Logansport will close on Friday, December 13. The Logansport Housing Authority will reopen on Wednesday, December 18, 2013 at its new location, 1802 Smith St, Logansport. Phone and internet service will be disrupted during this time. Tax season will start later In October, the Internal Revenue Service announced a delay of approximately one to two weeks to the start of the 2014 filing season to allow adequate time to program and test tax processing systems following the 16-day federal government closure. They’re expected to announce a final decision on the start of the 2014 filing season this month. The original start date of the 2014 filing season was Jan. 21, and with a one- to two-week delay, the IRS would start accepting and processing 2013 individual tax returns no earlier than Jan. 28 and no later than Feb. 4.

Benefits will continue through April 2014 for more than 10,000 current members of the Healthy Indiana Plan (HIP), to allow additional time for them to obtain new health coverage through the federal marketplace at www.healthcare.gov. The HIP members impacted are those between 100200 percent of the federal poverty level who will no longer qualify for the Healthy Indiana Plan due to lower eligibility standards set forth in the Healthy Indiana Plan waiver authorized by the Centers for Medicare and Medicaid Services (CMS). The new discontinuation date for these HIP members is April 30, 2014. The decision to extend HIP benefits while members roll onto federal plans could cost the state up to $11 million, which will be paid from the Healthy Indiana Plan trust fund. Hoosiers are encouraged to take action now to enroll in a health plan that will cover them in 2014. Open enrollment through healthcare.gov closes on March 31. FSSA is reaching out by mail to all the HIP members expected to transition off HIP letting them know about the temporary extension and transitioning to the federal marketplace, and is encouraging them to call the Healthy Indiana Plan at 1-877-GET-HIP9 for help.

looking back 2013 In 2013, we marked the 175th anniversary of Logansport’s incorporation as a city with a year-long celebration that included a Founder’s Day party hosted by Cass County Communication Network and MidAmerica Radio Group of Logansport in February and culminates with an original stage production “Birth of a City” on December 15. As with any year, there were happy moments and sad moments, but the circumstances surrounding those moments are unique to the year 2013. This year marked the 100th anniversary of the Flood of 1913, and we survived some pretty wicked weather ourselves, with a snow storm that dumped 7 inches of snow on us 100 years to the day of the flood; more flooding in midApril and even tornadoes that tore through in November. When the wall of the Greensfelder building collapsed and the building was torn down on January 30, it was a sad reminder that nothing lasts forever. We celebrated the new though — a new building for Mike Anderson ChryslerDodge-Jeep-RAM, a new movie theater and, at long last, a new highway. We celebrated the people who make our community proud — Milt and Jean Cole, who’ve given so much to our community, had a new fitness center named for them at Indiana University Kokomo, and this spring, the Cole Bridge connecting Riverside Park with the River Bluff Trail will open. Through the vision of a relative newcomer to Logansport, Thomas Henderson, Cass County put itself on the map with award-winning community gardens that grew — literally and figuratively — faster than anyone could have imagined. As 2013 comes to a close, 2014 is a blank slate. I can’t wait to see what fills these pages a year from now. — Michelle Dials, publisher

Cass County Visitors Bureau accepting grant applications In 2014, the Cass County Visitors Bureau will be awarding four $1250 major grants, four $750 major grants and eight $500 mini grants To be eligible for one of the major grants, your grant application must be returned to the Cass County Visitors Bureau by Noon on February 3, 2014. The grant recipients will be announced on March 11, 2014. A copy of the rules and regulation for funding requests and grant applications are available in the CCVB
2013 is nearly in the books, and what a year it’s been! Let’s recap, shall we? At this time last year, Michelle Dials and I took on new roles at Mid America Radio Logansport. She became our News Director, and I became our Director of Operations. FUN FACT: The very first night of my newly acquired status of Operations Director, I was awakened at 3am because one of our stations was off the air. Nothing like getting thrown into the fire, right? Then in January, my beloved Notre Dame Fighting Irish were thoroughly manhandled in the NCAA Football championship game against Alabama. But hey, at least they made it that far, right? Moving on to February, we threw our birthday party for the city of Logansport. Roughly 500 people showed up, and we were featured on TV18! If you ever felt really good about yourself, watch yourself on a TV news report. Yikes...

Each grant application will be considered by the Cass County Visitors Bureau’s Board of Directors.
Any not-for-profit that has received $10,000 or more in funding from the CCVB in a five year period will be required to submit a Reviewed Statement of Accounts by an External Accountant with their next grant request. Mini grant applications will be accepted throughout 2014 but must be in the CCVB office by the 20th of the month for consideration at the following month’s regularly scheduled meeting.
Spring came and went, and then the month of May rolled around. This was the first year I was able to attend the Indianapolis 500 as a member of the media. See, I grew up being absolutely enthralled with the Indianapolis Motor Speedway. I mean, come on...It’s one of the greatest motor racing venues in the world, and it’s an hour and a half away. When I was kid, I’d go down to qualifications with my dad and brother, and we’d watch AJ, Mario, Emerson, Arie, and the Unsers all make their attempts at making the 500. What’s funny though, is when you’re a kid sitting in Turn 4 watching the cars speed by, you never imagine a day where you get to spend time around the cars, the drivers, and the teams that make them go. That was always someone else. Someone from ESPN or ABC Sports. Not a snot-nosed fat kid from Kokomo. Then this year I found myself speaking one on one with AJ Foyt. It’s a bit surreal to say the least. As summer approached, we decided to take field trips. One of these included a trip to France Park where we rode the newly installed zip line. We also took a field trip to the Brickyard 400, the Indiana State Fair, and the opening of the Hoosier Heartland. Why not, right? I mean, there’s lots of cool things to see and do around here, why not go and experience them? We’ve got more field trips planned, so stay tuned...
I guess as I look back on the year, the thing that stands out most to me is if you have a goal, an idea, a dream...Go for it. Just because we’re in a small town doesn’t mean you should hold back on trying something new or something that’s never been done before. The fact that no where around here had a quarter mile long zip line doesn’t mean we shouldn’t build one. That didn’t stop France Park superintendent Lucas Beach from pursuing that project. Several years ago, Logansport didn’t have a Children’s Choir. The only cities that did were New York, Chicago, etc. That didn’t stop Tim Cahallan from making that happen. Years ago, a socially awkward fat kid from Kokomo only dreamed of getting behind the scenes at the 500...Do you see what I mean? So, as we close the door on 2013, and enter 2014, just know that the only person standing between you and your dreams/goals/aspirations is you. We have a saying around here that goes like this: “Take a deep breath, and jump off the cliff ”. No , but seriously...I sincerely hope you have the best year ever! She is an obstetrician/gynecologist who will join the physicians of the Women’s Health Center, caring for women of all ages and stages of life. Dr. McClintock received her medical degree from the Ross University School of Medicine in Portsmouth, Dominica, West Indies. She completed her residency in Obstetrics and Gynecology at the Medstar Franklin Square Medical Center in Baltimore, Maryland.
