throughout World War II. Horses need care every day, whether or not their humans face a pandemic. CTBA members are among the most dedicated of equine caretakers, making sure that their horses receive the food, exercise, training, and veterinary attention they need, not to mention the love, afection, and—most likely—carrots that their horses crave. CAL-BREDS DOMINATE LOS ALAMITOS With Los Alamitos the only California racetrack running in early April, California-bred Toroughbreds quickly established themselves there. Local boards of health did not allow Santa Anita and Golden Gate Fields to run, leaving only the nighttime Los Alamitos Quarter Horse meet going in the state. From April 3-19, Cal-bred Toroughbreds won 29 races at Los Alamitos. Twelve scored in Toroughbred-only races while 17 captured mixed races against Quarter Horses. Cal-bred Rule He Will won the $20,000 Wheatland Handicap, an 870-yard race against Toroughbreds and Quarter Horses. Te 9-year-old Toroughbred gelding defeated Cal-bred Toroughbred Live Your Life by 31⁄2 lengths in :44.707, with favored Hardcore Troubador, also a Cal-bred Toroughbred, third. In 2018, Rule He Will (Tribal Rule—Sonoma Bred, by All the Gears) won the Truly A Pleasure Handicap and Snowbound Superstar Handicap, both at Los Alamitos. Te late Kjell Qvale bred Rule He Hill, who is owned by William Branch and trained by Jerry Wallace II.

Fasig-Tipton California Juvenile Sale Canceled Fasig-Tipton has canceled its 2-year-olds in training sale scheduled for June 3 at Santa Anita because of restrictions due to COVID-19 and subsequent changes in the Toroughbred auction calendar. Te company had conducted its inaugural 2-yearold sale at Santa Anita in 2019. “Factors beyond our control have necessitated the sale’s cancellation,” said Boyd Browning, president of Fasig-Tipton. “We greatly appreciate the support we received from those that had already committed entries, as well as the eforts and coopera6

tion of Santa Anita’s management and staf these past several months. With so much uncertainty, we felt it was best to go ahead and announce the sale’s cancellation to provide sellers with ample time to redirect their horses to other venues.” Fasig-Tipton is now taking entries for its California fall yearling sale, slated for Oct. 19 at Fairplex. Entries close July 1. Fasig-Tipton conducted its inaugural yearling sale in California in 2019. “While disappointed with this outcome, we look forward to continuing to work

with California breeders and sellers on the California fall yearling sale,” said Browning. Fasig-Tipton also announced that it will ofer online bidding at all of its future live auctions. “As we all work to conduct business in the current COVID-19 environment of adjusted social norms, online bidding ensures the best possible marketplace for our buyers and sellers in 2020,” said Browning. “Looking beyond 2020, we envision this service being an integral component of all future auctions.”

California Chrome—Dessert flly

CALIFORNIA CHROME CUTIE California Chrome, the all-time leading Cal-bred earner, will be represented by his frst runners in 2020. His 2020 crop includes a Kentucky-bred flly out of Dessert. Debbie Barkley owns Dessert, a daughter of Storm Cat, and cobred the flly. Dessert won the 2002 Del Mar Oaks (G1T) and earned $259,560. The mare is out of Canadian champion Windsharp and is a half sister to 2003 Breeders’ Cup Turf (G1T) winner Johar.

Los Alamitos has renamed the Bertrando Stakes as the Soi Phet Stakes. A one-mile event for California-bred and California-sired 3-year-olds and up, the race now honors the Cal-bred who performed so well in the race. It is scheduled for June 27 with a $100,000 purse. Soi Phet won the inaugural running of the Bertrando in 2014 and took it again in 2018. He competed in all six editions of the Bertrando through

2019, when he was retired with earnings of $1,023,919. Bred by ARCHA Racing, Soi Phet is a 12-year-old gelded son of Tizbud—Summer Jersey, by Siberian Summer. Leonard Powell trained him for most of his career for the ownership of the Benowitz Family Trust, Mathilde Powell (Leonard’s wife), and Paul Viskovich. ▲

RAISING HAVOC WINS CALIFORNIA PERFORMANCE AWARD For the second consecutive year California-foaled Raising Havoc, who shows under the name of Jaeger Meister, received the California-bred Performance Award sponsored by the California Thoroughbred Breeders Association. The award was part of The Jockey Club Thoroughbred Incentive Program 2019 performance awards, designed to encourage the retraining of Thoroughbreds for other disciplines after racing.

NewsBits CHANEY APPOINTED CHRB EXECUTIVE DIRECTOR Longtime California steward Scott Chaney has been appointed as the executive director of the California Horse Racing Board. He replaces Rick Baedeker, who retired March 31. Chaney, who has a law degree and is a member of the State Bar of California, has spent his entire life around horses. He grew up in Maryland, where his parents owned racehorses. He groomed horses during summers off from law school, and he later worked as an assistant to trainer Darrell Vienna. A California steward since 2005, Chaney worked on the Southern California Thoroughbred circuit for many years. Most recently, he has served as a steward during the night Quarter Horse meet at Los Alamitos. He has been one of the CHRB’s hearing offcers since 2010. “I have known Scott since he frst arrived at the racetrack,” said Dr. Greg Ferraro, chairman of the CHRB. “I have followed his career and know him to be a person with an excellent mind, fair in his judgments, and totally committed to the integrity of horse racing.” Chaney’s offce will be in Sacramento, but his relocation may be delayed due to COVID-19 and the statewide stay-at-home order.

Fair Canceled at Del Mar Te San Diego County Fair, which runs in June and early July at the Del Mar fairgrounds before the Del Mar Toroughbred Club opens its summer race meeting, has been canceled for 2020 due to the continuing COVID-19 situation. Te fair’s cancellation may allow for horses to stable at Del Mar earlier than usual in anticipation of Del Mar’s scheduled opening July 18. As of press time, Del Mar was planning to run its summer dates as scheduled, though it had not been

determined whether that would be before a crowd. Santa Anita and Golden Gate Fields ran several race programs without fans before they were shut down by their respective county health boards due to COVID-19 concerns. It was hoped that as restrictions are eased, those two tracks could resume racing without fans in attendance. Los Alamitos continued to run its night Quarter Horse meet without fans under the regulations of its county health department.

CHRB LICENSES RENEWALS The California Horse Racing Board in early April noted that it had closed all CHRB licensing offces “until further notice” as part of the state’s efforts to mitigate the spread of COVID-19. During this closure the CHRB will not process in-person license applications and/ or renewals. Renewals may be done via email, mail, or phone. The CHRB announced that the issuance of new licenses would not occur until the licensing offces are re-opened. Exceptions to the temporary suspension of issuing licenses will be considered if the license is absolutely necessary for the health and safety of people and/or horses. All requests for exceptions should be sent to Shawn Loehr, chief of enforcement and licensing, at slloehr@chrb.ca.gov for review. The CHRB noted that expired licenses should not be accepted at any CHRB-regulated facility.

Balance the Books has been moved to Linda Madsen’s Milky Way Farm in Temecula to stand at stud. A grade 2 stakes winner at Saratoga, Balance the Books won three of nine races, with one second and two thirds, for earnings of $404,596. All three of his victories came in stakes—the 2012 With Anticipation Stakes (G2T), 2012 Bourbon Stakes (G3T), and 2013 Stroll Stakes. Balance the Books is a 10-year-old son of Lemon Drop Kid—Kreisleriana, by Seeking the Gold. The second dam is European champion Kooyonga.

Charles Fipke, who owns several stallions standing at stud across the country, including California-based Jersey Town, is waiving stud fees for the 2020 season because of the economic impact of COVID-19. “Small breeders will especially be affected by the economic conditions, and they are the backbone of the industry,” Fipke was quoted on Twitter by Sid Fernando, his longtime consultant. “Because I own my stallions outright and don’t have shareholder responsibilities, I am able to do

HOW TO REDEEM UNCASHED TICKETS The California Horse Racing Board advises that all uncashed pari-mutuel-tickets purchased at 2019 California race meets will expire after May 14, 2020. With simulcast sites and most racetracks closed due to the COVID-19 situation, anyone wanting to cash those tickets should take the following steps: Make a copy of the ticket for your records, provide your legal name and return address, mail the ticket and your personal information to Santa Anita Park, attention Pari-Mutuel Department, P.O. Box 60014, Arcadia, Calif. 91066-6014. A check will be mailed to the address provided. Santa Anita’s pari-mutuel department will process all uncashed tickets purchased in California, including those at off-track simulcast locations and Northern California racetracks. Unclaimed tickets include uncashed winning pari-mutuel tickets and uncashed refunds due to canceled races and/or horses being scratched (withdrawn). All claims must be received by the Santa Anita pari-mutuel department by May 15, 2020, to be honored. Vouchers expire 365 days after the close of the meet at which they were purchased, so any voucher purchased in California will not expire before Dec. 31, 2020. Vouchers also can be redeemed through the Santa Anita pari-mutuel department, but the May 15 deadline does not apply.

10 YEARS AGO Rarely does a horse get to win on his actual birthday, but California-bred ACCLAMATION came close in 2010. Foaled at the Johnston family’s Old English Rancho May 16, 2006, Acclamation competed in the $150,000 Jim Murray Handicap at Hollywood Park the day before his fourth birthday, May 15, 2010. Jockey Christian Santiago Reyes put him on the lead at the start of the 11⁄2-mile turf event. Acclamation led throughout and coasted home on top by 71⁄2 lengths in 2:26.59. It was Acclamation’s frst stakes victory, and the following year he was voted an Eclipse Award as champion older male. Don Warren trained Acclamation for the partnership of Judy and Buddy Johnston and their daughter Mary Hilvers and her husband, Pete. Acclamation, who now stands at John Harris’ Harris Farms, is a son of Unusual Heat—Winning in Style, by Silveyville.

25 YEARS AGO In May 1995, California-bred CAT’S CRADLE completed a graded double when she won the $150,000 Acorn Stakes (G1) at Belmont Park. That followed her victory in the $250,000 Fantasy Stakes (G2) at Oaklawn Park April 14. With Chris Antley aboard in both events, Cat’s Cradle went

off as the 7-10 favorite in the 11⁄16mile Fantasy and scored by four lengths in 1:44.29. In the May 7 Acorn at a mile, Cat’s Cradle was again the odds-on choice. She defeated Country Cat by 23⁄4 lengths in 1:37.53. Dave Hofmans trained Cat’s Cradle for owner Georgia Ridder, who bred the flly in the name of Ridder Thoroughbred Stable. Cat’s Cradle was a daughter of Flying Paster—Tangled, by Linkage. Ridder’s late husband, B.J. Ridder, had bred and raced Flying Paster before standing him at stud in California.

Kentucky-bred Sweet Scent fnished third. Donald Pierce rode Sissano for Henry Moreno, who trained her for owner Mrs. W. J. Hock. A. Garth House bred Sissano out of the stakes-winning Great Host mare Great Hostess. The next month Sissano added the Cygnet Stakes, also at Hollywood.

Julissa Hoogeveen Receives Scholarship Early every year part of the California Toroughbred Foundation’s mission to support veterinary students focused on the Toroughbreds manifests itself in the choice of a third-year student at Western University of Health Sciences in Pomona. It is an honor to interview these extraordinary nominees, and the vote is always very close. Our choice this year is Julissa Hoogeveen. Te frst Toroughbred that Hoogeveen owned as a young girl sufered from navicular disease. She vowed then and there to dedicate her career to unraveling this lameness. Her stellar undergraduate and veterinary studies have put her on the Dean’s List year after year and garnered many additional scholastic awards. Work with her research mentor at Western University includes the histologic study of the distal limb, most extensively, the distal sesamoidean impar Julissa Hoogeveen ligament. Tis study is the frst step in determining the signifcance of the impar ligament in relation to navicular syndrome. Hoogeveen has become a certifed veterinary acupuncturist to help manage chronic and acute pain in horses. Her studies at the Chi Institute opened her eyes to the rapidly growing career of integrative equine medicine. Our recipient graduated with honors from Hofstra University. At Western University she has served in leadership roles, starting as executive president of the Student Government Association. Her research covers six extensive laboratory and research projects. Hoogeveen has been a veterinary assistant or technician in animal hospitals. As an assistant trainer, she has achieved the U.S. Equestrian Federation silver medal status in dressage. She volunteers consistently with humane societies, horse rescues, and special events in California and Honduras.

ucrative incentives usually keep California-breds at home, though occasionally they do venture across the country, as two-time Cal-bred Horse of the Year Spiced Perfection did in winning graded races at Keeneland and Aqueduct. If those incentives had been around in 1973, however, maybe the New York onslaught by Windy’s Daughter would never have occurred.

Windy’s Daughter won an astounding 10 stakes. Tree of those came in New York and included two-thirds of the New York flly triple crown—the Acorn Stakes (G1) and Mother Goose Stakes (G1). Her exploits earned her the very frst California-bred Horse of the Year title when the California Toroughbred Breeders Association inaugurated its year-end awards in 1974. A ftting choice to kick of the California Horse of the Year awards, Windy’s Daughter descended from generations of California bloodlines. Harry Curland bred her, and his

daughter, Mrs. Paul Blackman, raced her. Te Curland family frst became involved with Windy’s Daughter’s female family by campaigning third dam Henpecker, who in 1948 won the Golden Gate Derby, Oakland Handicap, and La Jolla Handicap. Henpecker was by 1928 Kentucky Derby winner Reigh Count, also the sire of 1943 Triple Crown winner Count Fleet. Henpecker’s foals included Solid Miss, a daughter of Solidarity who won the 1955 Monitor Handicap and is the second dam of Windy’s Daughter. Blackman had purchased Solidarity for $21,000 out of the Louis B. Mayer dispersal as a 2-year-old in 1947. Solidarity today appears in the pedigree of California sire Acclamation, an Eclipse Award champion and twice Cal-bred Horse of the Year, nearly 40 years after Windy’s Daughter received the honor. Solidarity is the sire of Solidity, Acclamation’s third dam. Acclamation has in turn sired Acclimate, twice a Cal-bred champion in 2019. Solid Miss benefted from the addition of Fleet Nasrullah to the ranks of California sires. When bred to that stallion, she produced Fleet Judy, the dam of Windy’s Daughter and stakes winner Miss Lady Bug. Fleet Judy received the California Broodmare of the Year title in 1973, in large part due to Windy’s Daughter. Fleet Judy produced Windy’s Daughter to the cover of Windy Sea, who cost Blackman $18,000 as a yearling at the 1958 CTBA Del Mar sale. Windy Sea, who was out of a Seabiscuit mare, won the 1963 Lakes and Flowers Handicap and Coronado Handicap at Hollywood Park. Back in the 1970s, a decade before the

creation of the Breeders’ Cup, Cal-bred fllies who stayed home rarely received the national recognition that their East Coast counterparts did. Windy’s Daughter might have proved the exception when she went undefeated in seven starts at 2 in 1972. But East Coast-based La Prevoyante outdid her by fve, never losing in 12 starts to capture the Eclipse Award as champion 2-year-old flly. La Prevoyante had won her stakes on the East Coast whereas Windy’s Daughter remained in California at 2. A. T. (Tommy) Doyle trained Windy’s Daughter, a precocious gem at Hollywood Park. She clicked of victories in the Junior League, Cyg-

net, and Cinderella Stakes, all with Laft Pincay Jr. aboard, and a division of the Hollywood Lassie Stakes while ridden by the legendary Bill Shoemaker. In the lastnamed, as the 3-10 favorite, she dominated by three lengths. Windy’s Daughter’s success wasn’t confned to Hollywood Park. At Del Mar that summer with Shoemaker aboard, Windy’s Daughter set a stakes record of 1:09 for six furlongs in the Sorrento Stakes. She and Shoemaker returned for the Del Mar Debutante and won again. On the Experimental Free Handicap for 2-year-olds of 1972, Windy’s Daughter was weighted at 118 pounds, equal to Bold Liz, whom she had beaten in the Cinderella and Sorrento, and behind only La Prevoyante at 121 pounds among fllies. It was the highest honor accorded to a Cal-bred flly on the Experimental since champion Bed o’ Roses received 118 in 1949. Horse of the Year Secretariat topped all other 2-year-olds that year at 129. Windy’s Daughter began 1973 at Santa Anita. She won the six-furlong Pasadena Stakes (G3) and fnished third in the seven-furlong Santa Ynez Stakes (G2) under Pincay. Taylor Cambra

Taylor Cambra is only 22, but he’s already been astride more top-class horses than most other riders will ever see. Born and raised in Northern California, he started out brushing track ponies and quickly moved all the way up to barn foreman for Richard Mandella. Multiple grade 1 winner Omaha Beach was one of his regular mounts. Cambra’s father, Billy, worked as an outrider on the Northern California circuit, and the son still remembers being “put to work doing the little things around the barn.” Tat began Taylor’s career. “It all started out just helping my dad, from brushing the ponies, to cleaning stalls and tack,” Taylor said. “After a while I started branching out and doing things for other people like walking hots and cleaning other people’s tack.” Cambra learned to ride on the ponies, and before he turned 16 he was helping break young horses with Mike Larson. Shortly afterward, he started galloping horses for Monty Meier and Josh Stein. “Both of which I’m very grateful for,” Cambra said. “Josh is still one of my best friends. But Mike had a huge impact in my life. I started working for him full time at 17, breaking colts and galloping horses.” Cambra also rodeoed a few weekends a month, riding frst bulls and then broncs, and he felt his life heading in that direction. “As I turned 18, rodeo started becoming more of a focus in my life,” Cambra said. “I wanted to make a profession out of it. It was a part of my life I wouldn’t trade for anything.” Injury and fnancial issues kept Cambra from pursuing that dream. “I came back to what I always knew… and that was being at the track,” he said. While working for Ari Herbertson, Cambra traveled to Churchill Downs with eventual stakes winner Pyscho Sister for the Longines Churchill Distaf Turf Mile (G2T). He then took a string

of horses to Southern California in the summer of 2018, but when Herbertson returned north, Cambra felt lost. “I was broke yet again, but I couldn’t just give up on my dream of being at the Great Race Place (Santa Anita),” he said. “So I stuck it out and walked around for two weeks looking for a job, not knowing how I was going to get by. Tat’s when I met Richard Mandella.” Cambra quickly settled into his new position, galloping some of the best horses in California. He was the regular rider for Omaha Beach during the lead-up to the 2019 Kentucky Derby (G1), drawing crowds of reporters each morning. Just days before the race, Omaha Beach was scratched, but he returned to the races later in the year to win the Santa Anita Sprint Championship (G1) and Malibu Stakes (G1). “By far the best would be Omaha Beach,” Cambra said when asked about the top horses he has ridden. “He was one horse that has always stood out from the way he looks, the way he moves, and the way he acts. Just all class. But I guess Jolie Olimpica would sit up there pretty high along with United.” Brazilian import Jolie Olimpica was unbeaten in her native country before arriving in California and winning the Las Cienegas Stakes (G3) in record time. artin Bach might be 80, but he still remembers ducking under the turnstiles to enter Arlington Park as a child with his parents. After his wedding 57 years ago, he told his wife, Bobbi, “One day I’m going to own a horse.” Her reply? “As long as it comes after a house.” Bach, who graduated from

the University of Wisconsin-Madison in 1962, got his chance. Friends bought a yearling out of the Del Mar sale in 1970 and ofered him 25% ownership. “I said, ‘Where do I send the money?’ Tat was my intro,” Bach recalled. Over the next 15 years Bach dabbled in ownership and thought about breeding. But he became involved in the

management side when he snagged a spot on the board of the Toroughbred Owners of California in 2003. “I’m not sure I even knew what the TOC was,” Bach said. “But I was the fnance chair for six years, and I became friends with everyone: Jack Owens, Madeline Auerbach, Ron Charles. Some of them even became clients.” Bach spent 50 years in the fnance business before calling it a career and retiring. He was able to ofer his fnancial insight while on the TOC board and while developing his own racing business. “I really was a straight shooter, with no politics involved,” he said. “We all did what we could do for the best of horse racing.” Te horses have done their share. Marty’s Zee was a homebred stakes winner of the Fairfeld Stakes in 2000; she ultimately earned $362,553. In partnership with Jack Owens, Bach campaigned the City Zip flly English Royal to 11 wins and multiple stakes placings. City by the Bay was a threetime stakes winner, including the Barretts Debutante at Fairplex and the Seattle Handicap at Emerald Downs. Look Quickly was a multiple stakes winner, and California-bred My Friend George, a Bach homebred, has won 12 times and is one of 21 horses that Bach still owns. Te crowning achievement of Bach’s career as a breeder so far is from a horse that completely surprised him, 2019 California champion 2-year-old male El Tigre Terrible. THE CAL-BRED INCENTIVE PROGRAM Questions and answers concerning California-breds and California’s lucrative incentive awards program, which was responsible for breeders, owners, and stallion owners collecting almost $7 million for 2019. WHO QUALIFIES FOR THE AWARDS?

Te breeders and owners of registered California-bred Toroughbreds and the owners of California-based stallions. WHAT ARE BREEDERS AWARDS?

A monetary award that is paid to the breeder of a registered California-bred Toroughbred fnishing frst, second, or third in any race run in California and any graded stakes races conducted within the United States. Breeders will receive 75% of the remainder of the total incentive award monies after owner awards are paid, with an individual breeder receiving a pro-rated share of this breeders fund. Te maximum purse considered earned in any qualifying race within this state shall be $330,000 for a win, $120,000 for a second, and $90,000 for a third-place fnish. Breeder awards always are paid exclusive of nomination, entry, and starting fees. WHAT ARE OWNERS AWARDS?

A monetary award that is paid to the owner of a registered California-bred Toroughbred horse that runs in qualifying races in California. Owners can receive at least a 20% bonus on the fnisher’s share for fnishing frst through ffth in an open allowance or overnight stake race and up to a 20% bonus for fnishing frst in an open starter allowance above $15,000 and open non-maiden claiming races with a claiming price of $40,000 or greater in Southern California and $20,000 or greater in Northern California. Tese levels are purposely set high to encourage the ownership of high-quality runners and to restrict the number of qualifers so that the awards will function as a major incentive. Owner awards always are paid exclusive of nomination, entry, and starting fees. Tey are listed in the racing program and will be distributed at the same time as the purse by the paymaster. WHAT IS THE MAIDEN BONUS PROGRAM?

A Maiden Bonus award will be paid to the owner of a registered California-bred or registered California-sired foal for winning a maiden special weight race. Te bonus amount is $17,500 in Southern California and $10,000 in Northern California and at all Fair meetings throughout the state. Tese awards are paid directly to the owner approximately 45 racing days after the win. Only races at 4 1/2 furlongs or longer will qualify. WHAT ARE STALLION AWARDS?

In order to stimulate the acquisition in California of nationally prominent stallions, and retain high-caliber California stallions, monetary awards are paid annually to the owners of registered California stallions whose California-conceived or California-bred get have won a qualifying race or have fnished, frst, second, or third in a stakes race in the state or any graded stakes race within the United States during the year. Qualifying races are any non-claiming races, including maiden allowance and starter allowance races, with a purse of at least $15,000, and open non-maiden claiming races with a claiming price 28

of $40,000 or greater in Southern California and $20,000 or greater in Northern California also qualify. Stallion awards are exclusive of nomination, entry, and starting fees. Stallions must be registered by Feb. 15 each year to be eligible for stallion awards. Stallion owners will receive 25% of the remainder of the total incentive award monies after owners awards are paid, with an individual owner of a registered California stallion (as of Dec. 31) receiving a pro-rated share of the stallion fund based on the total qualifying earnings of the get during the year. Te maximum purse considered earned in any qualifying race within this state shall be $330,000 for a win, $120,000 for a second, and $90,000 for a third-place fnish. Te stallion must be continuously present in California from Feb. 1 to July 15, inclusive, of the year 2010 or any subsequent calendar year in which he stood at stud and fathered the participant in the race. If a sire dies in this state in the year 2010 or any subsequent year and stood his last season at stud in this state, or was standing at stud in this state on the date of his death in the year 2010 or any subsequent year, he shall thereafter continue to be considered an eligible Toroughbred stallion regarding a race participant fathered by him in that season. Te California Toroughbred Breeders Association (CTBA) will help compile data, but it is the ultimate responsibility of the stallion owner to advise that ofcial registering agency, on or before Feb. 15 of any year, of any and all purses earned during the preceding year that shall be considered in determining the amount of the stallion award to which the owner is entitled. DOES THE PROGRAM INCLUDE RACES OUTSIDE OF CALIFORNIA?

Yes. Te breeder of a California-bred Toroughbred fnishing frst, second, or third in a graded stakes race outside of California, but within the United States, will be paid a pro-rated share of the breeders fund. Te maximum purse considered earned in any race shall be $165,000 for a win, $60,000 for second, and $45,000 for a third-place fnish. CTBA will help compile data, but it is the ultimate responsibility of the breeder to advise the ofcial registering agency (CTBA), on or before Feb. 15 of any year, of any and all purses earned during the preceding year in graded stakes races outside of this state by horses bred by the breeder. Also, the owner of a registered California stallion whose California-conceived or California-bred get fnished frst, second, or third in a graded stakes outside of California, but within the United States, will be paid a pro-rated share of the Stallion fund with the maximum purse considered earned the same as the breeders above. WHEN ARE THE PREMIUMS PAID?

Owner awards are paid at the same time as the purse by the paymaster. Breeder awards are paid twice a year with a conservative advance payment of approximately 6-8% being paid around Sept. 1 and the fnal payment for 2020 being paid by March 31, 2021. Te stallion awards are paid prior to March 31, 2021.


California-Bred Incentive Awards

ARE THERE SPECIAL RACING OPPORTUNITIES FOR CALIFORNIA-BREDS?

Yes. Racetracks in California are required by law to ofer one race per day that is restricted to California-breds. Last year, that amounted to 285 additional racing opportunities and more than $15.3 million in additional purses for California-breds. In addition, the California legislature has declared its intent that at least 10% of the total stakes purses paid at any race meeting in California be paid on stakes races restricted to registered California-breds. Tis amounted to almost $5 million in 2019 and will grow signifcantly through the creation of the Golden State Series. Also, in 2021, California Cup XXXI will be held at Santa Anita Park on a date to be announced. Part of the funding for California Cup XXXI will come from the incentive award category, the California-bred Race Fund; 9.5% of the total incentive award monies will be used for this category, with the monies funding the promotion of California-bred races, the supplement of purses for California-bred races, and the creation of new California-bred stakes. WHAT IS THE DEFINITION OF A CALIFORNIA-BRED?

Te defnition of a California-bred is as follows: A California-bred Toroughbred is a horse dropped in California after being conceived in California, or any Toroughbred foal dropped by a mare in California if the mare remains in California to be next bred to a Toroughbred stallion standing in the state. If the mare cannot be bred for two successive seasons but remains in California during that period, her foal will be considered a California-bred. WHAT IS THE DEFINITION OF A CALIFORNIA-SIRED HORSE?

A “California-sired horse” is a Toroughbred that was conceived in

California by a registered California stallion. A California-sired horse is only eligible for entry in races restricted to California-bred or California-sired horses and is not eligible for any breeder or owner awards, except the maiden bonus awards. HOW DOES ONE REGISTER A CALIFORNIA-BRED OR CALIFORNIA-SIRED HORSE?

Registration applications must be fled with the CTBA. Only those horses that are both registered with Te Jockey Club and fulfll all requirements as outlined in the defnition of a California-bred are eligible. Te fees for registration are as follows: 1) $100.00 for CTBA members, $200.00 for non-members if applied for by Sept. 30 of the foal’s yearling year; 2) $125.00 for CTBA members. $250.00 for non-members if applied for after Sept. 30 of yearling but before Jan. 1 following; and 3) $750.00 if applied for after Jan. 1 of 2-year-old year. If desired, application can be made in advance of receipt of Jockey Club Certifcates to escape penalty for late fling, but no actual registration will be made until certifcates are available. MANAGING FOALS AND THEIR GROWTH-SPURT PROBLEMS

evelopmental orthopedic disease (DOD) is a blanket term that covers a lot of territory. It can mean everything from crooked legs and contracted tendons at birth (angular and fexural limb deformities—which might need early attention to correct) to physitis (infammation of growth plates at the ends of the long bones), osteochondrosis (improper calcifcation of bone directly under the cartilage layer), osteochondritis dissecans, subchondral bone cysts, and wobbler syndrome.

Some of these problems develop as a foal grows, and some show up when a young horse is put into training. Some young horses are at risk for certain types of DOD because of the way they are bred (genetics programmed for fast growth), raised, and managed—with rich diets and not enough exercise. Growth problems cover a diverse group of skeletal diseases. “Some of these are present when the foal is born—the crooked legs, knock-knees, etc.,” said Dr. Bruce Connally, a sports-medicine veterinarian in Colorado. “But many develop as the foal begins to grow, especially if the foal is fed for fast growth or doesn’t have well-balanced nutrition.


“Predisposing factors in many orthopedic diseases include nutritional imbalances (such as defciencies in trace minerals like copper and an imbalance in calcium/ phosphorus ratio),” said Connally. “Too much growth (spurred by too much protein and energy in the diet—such as a heavy-milking mare and the foal on supplemental grain) is also a predisposing factor in some types of bone problems.” LIMB DEFORMITIES

to cut back on their feed. Some foals are genetically programmed for fast growth, and if the mare milks too well and/or the foal is fed a lot of grain, this accentuates the problem. Horses should be fed to optimize athletic ability and soundness for a long life of useful performance, rather than overfed. Osteochondritis dissecans (OCD) is a relatively common developmental disease that afects the cartilage and bone in the joints of horses, especially when they are still young and growing. Tis can cause improper development of cartilage and bone faps that might remain partially attached to the bone or break of and foat around in the joint. Osteochondrosis—a disturbance or abnormality of growing cartilage cells—can be a cause of OCD. In young horses with osteochondrosis, the cartilage or growth plates do not mature into bone as they should, and cartilage builds up. Retention of the cartilage can then lead to OCD or subchondral bone cysts or holes in the bone. Bone cysts might have an osteochondrosis origin in young animals, but they can also occur in adult horses after trauma. In some cases, a radiograph will show a hole in the bone—maybe as much as three-quarters of an inch in diameter.

Most early problems require intervention. If breeders recognize what is happening early, a veterinarian can determine how severe a situation is by radiographs and then decide whether it is a surgical Radiograph showing a subchondral bone cyst, a hole in the bone, caused by an OCD case or a management case. Some problems can be corrected with diligent hoof trimming or a change in diet and exercise. Many of the valgus and varus deviations in young foals—legs that angle in or out at the knees or hocks rather than being straight—can be helped immensely by frequent, careful trimming or even a glue-on shoe to give leverage in the proper direction as the leg grows. tis that’s being fed too well, probably the best thing is to reduce the levels of protein and energy in the diet,” said Baxter. “You don’t want to drop these too low, but you need to reduce them.” Dr. K. Gary Magdesian, professor of medicine and epidemiology at the University of California, Davis, says the causes of physitis and OCD are usually multifactorial—a combination of genetics, rapid growth, nutrition, and exercise. “High nonstructural carbohydrate diets (a lot of grain) fed to foals that are genetically bred for rapid growth is one of the risk factors,” he said. Proper nutrition is important. “Calcium-phosphorus ratio imbalances, defciencies, or imbalances in micronutrients such as copper, zinc, manganese, and silicon are leading causes of growth problems,” said Magdesian. “Prevention rests here; breeders should use lower levels of simple carbohydrates. For some of these developmental orthopedic diseases, the dams’ diet (particularly high levels of non-structural carbohydrates like grain) is an important risk factor for DOD in the future foals that they are carrying.”

exact cause of physitis. “In many instances, these growth plates enlarge awhile and then the enlargement disappears as the foal matures,” he said. “If there is no heat or pain, it may be just a normal condition. “Some enlargements may be abnormal and can be caused by improper nutrition or trauma—such as external trauma or too much exercise and concussion on the delicate growth plate.” Tere might be times when the physis is more vulnerable to trauma during growth. If the foal overuses the leg when the bone is still soft, there might be crushing and damage to cells in the growth plate. Tis could create swelling and infammation, with clinical signs of physitis. Te growth plate is most vulnerable during the frst year of life, particularly when the foal is growing fastest—during the frst six to nine months. “Tere can be a nutritional component and/or a mechanical component in physitis, if there are regions of trauma in the growth plate,” said Baxter. “Tere may be subchondral bone damage or micro-fractures in that area, creating infammation. “If only one physis is afected (just one leg), we suspect some type of mechanical or traumatic cause. Whereas if multiple physes are involved (enlargements at growth plates of all four distal cannon bones), it might be related to growth.” Te growth plates at the lower ends of the cannon bone close before those of the knee and hock. Generally, physitis in younger foals involves the distal cannon (knobby fetlock joints), while in older foals the swelling is at the knees and hocks. “It’s more common to see physitis at the knees and fetlock joints,” said Baxter. “Mechanical physitis, especially at the knees and fetlocks, can lead to crooked legs (angular limb deformity).” A foal with signifcant physitis might end up with damage to the growing cartilage on one side of the growth plate. “If the damage is asymmetrical, it can lead to diferent growth rates, creating limb deformities,” said Baxter. “It is especially important to monitor this at the fetlock joints. If there’s signifcant physitis in

that region, causing asymmetrical growth, it usually will cause a varus deformity—a turning inward of the lower leg. Tis can lead to long-term problems, especially if it is not corrected quickly. You have less time to deal with this than with problems involving the knee.” Some people feel physitis in foals is simply related to calcium/phosphorus ratios or defciencies, but it’s not that clear cut. Foals that are pushed for fast growth, with diets high in protein and energy, tend to have more incidences of physitis. “If you have a young horse with physi-

Magdesian says treatment of both physitis and OCD consists of using a balanced diet, especially for macro- and micro-minerals. “You want less grain in the diet—to lower sugar and starch,” he said. “Make sure caloric requirements are not exceeded and that body condition/weight is optimal. Exercise for afected foals and young horses should be low impact and limited, with soft footing. A short course of NSAIDS (non-steroidal anti-infammatory drugs) may be necessary as part of treatment for pain and infammation. “Prevention of DOD, especially OCD, is to ensure proper nutrition for pregnant mares (especially ensuring adequate mineral intake). For either condition, diet is very important to foals during the frst year of life. Tis includes controlling the amount of simple carbohydrate intake and balancing macro- and micro-minerals in the diet. Exercise on hard ground should be avoided.” One of the misconceptions about

rather than stimulating build-up. Te body cannot develop strong bones without exercise. A foal’s exercise should only be limited when there is already some skeletal damage that would be exacerbated by exercise and concussion. WOBBLER SYNDROME

“Wobbler syndrome is developmental and becomes worse as foals age,” said Magdesian. “In mild cases, the signs may not be evident until the horse is a young to middle-aged adult. It has multiple risk factors, including genetics, rapid growth,

DOD is that afected foals should be put on “starvation” diets to slow growth. Tis could actually exacerbate the problem due to amino acid or mineral defciencies. Adequate exercise is also a very important component. “Some people keep foals in stalls and they don’t get much exercise,” said Connally. “Tere is some interesting research from Michigan State University suggesting that if you don’t let them out for normal exercise, they don’t develop enough digital cushion and some of the other important internal structures of the hoof. Ten by the time that horse is an adult, it has no heels; the heels are weak and collapse and you can’t fx it because these structures didn’t develop when the horse was a baby. It won’t develop now; it’s too late.” All of the bony structures need some concussion and stress in order to develop properly, with adequate strength. Tey thicken and develop more fully in response to stress, as long as it’s not too much stress, which can tear things down

and unbalanced and high-calorie diets.” Treatment of wobbler syndrome is difcult. “Conservative treatment may help in weanlings,” said Magdesian, “by feeding a ‘paced diet,’ which reduces energy intake to about two-thirds to three-fourths of the horse’s requirements by feeding low-quality grass hay, but still providing adequate and balanced vitamins and minerals. Te foals should be lean and stall confned (in a stall no larger than 12’ x 24’). NSAIDS and DMSO are sometimes used in the early stages to reduce infammation and swelling. For yearlings and older horses or those with severe signs at a young age, surgical correction may be the only practical treatment. Magdesian says prevention is accomplished through feeding a balanced and low simple carbohydrate diet to pregnant mares and foals, just as for OCD. “Studies have shown that diets high in grain (simple carbohydrates) for pregnant mares predispose to OCD in their foals,” he said. “Te same may be true for wobbler syndrome, but this hasn’t been specifcally studied. In particular, calcium-to-phosphorus ratio, zinc, copper, manganese, and silicon are important for developing bone, and vitamins E and A are important for neurological development.”

Some developmental orthopedic disease problems don’t show up until later, when the young horse is put into training as a long yearling or as a 2-year-old. “By that time, trying to correct these with management is nearly impossible,” said Dr. Bruce Connally, a sports-medicine veterinarian in Colorado. “By then we’ve lost most of our opportunity to affect the growth plates; they are already closed or closing.” The young horse may also have weak areas in the bones and/or cartilage of joints and maybe some bone cysts. These conditions may keep a young horse from staying sound when training begins. “OCD (osteochondritis dissecans), for instance, is often occult; you don’t see a lameness until you put the horse into training,” said Connally. “You may just see a bulky hock or increased joint fuid. The horse might have intermittent mild lameness, and you might think he twisted his leg. So you turn him out for a little bit and give him a rest from work and training. Then you get him back in and start back to work, and he goes off again. “If you x-ray those joints, you can see the lesions, fgure it out, and start treatment. In many instances, it will be surgical treatment although other things like shockwave therapy might sometimes help.” With each problem, you need to pinpoint the cause, get a proper diagnosis, and fnd a veterinarian who can help. “Don’t ignore a problem, thinking it will go away, especially with a young horse,” said Connally. “There is a time frame on some of these in which we can be more effective. If we are proactive, we might end up with a sound, healthy horse. “Club foot is a perfect example. It can be insidious at frst and not noticed until it is serious. There are many club-footed horses. If you work on them as youngsters—often just with trimming, or sometimes cutting the inferior check ligament—it is remarkable how well this problem can be eliminated.”
