POLICY COMMITTEE, MEMBERS, AND WHY IT’S ALL SO IMPORTANT

T

he Governmental Organization committees in the Capitol have jurisdiction over bills relating to state government organization, horse racing, gambling, tobacco, public records, emergency services, and outdoor advertising. Te 21 members on the Assembly GO Committee and 13 in the Senate are key to any new gaming in California and to maintaining a level playing feld for existing gaming interests. Te GO Chair in the Assembly is Adam Gray, a Democrat from Merced. Gray worked at his grandfather’s dairy supply business and started as a legislative aide to former Congressman Dennis Cardoza. He graduated with a B.A. in political science from UC Santa Barbara and is one of only two legislators ever awarded the CTBA’s Kenneth L. Maddy Award for Legislative Excellence. Adam authored the bill that would have provided $60 million annually to racing in his Internet poker bill and is the author of ACA 18, the sports wagering bill. Senator Bill Dodd, a Democrat from Napa, chairs the Senate GO Committee. Dodd graduated from Chico with a BA in business management and has owned and operated one of the largest Culligan Water franchises in California. Dodd founded the Wolfe Center, a youth drug and alcohol rehabilitation center, among his many other accomplishments. He is a former Napa County Supervisor, and he has a number of breeders in his district. We are working on touring a racetrack in the coming months. Te new President Pro Tempore of the Senate is a longtime fan of racing. Senator Toni Atkins, a Democrat from San Diego, is a regular, studying the horses in the walking ring before each post at Del Mar. She always takes time to visit the horses on Ag

Day and clearly loves the animals. Te Speaker, Anthony Rendon, D-Lakewood, is also familiar with the racetrack. His father is a pari-mutuel clerk at Santa Anita, and he has attended several races since becoming Speaker. Other key GO members include Senator Andy Vidak, a Republican from Hanford and the very frst recipient of the Kenneth L. Maddy Award. Vidak won in a special election in 2013 and faced an immediate re-election to retain his seat. Despite tremendous pressure from the tribes that summer, he refused to vote for an Internet poker bill that did not include horse racing, therefore not allowing the bill to pass out of the GO Committee. Senator Scott Wilk, R-Santa Clarita, is the new Vice Chair of GO and a great supporter of racing. Joining him are Republicans Anthony Cannella from Ceres and Ted Gaines from El Dorado Hills. All three have been to the races more than once, and I expect we’ll see them again. Senator Steven Bradford, D-Gardena, is a frequent guest at the track and always quick to come feed carrots to the mare and foal on Ag Day at the Capitol. He even showed up on Cal Cup Day after he had been in a bad car accident earlier in the day. He knew we had planned for him to present a winning trophy. Impressive. Senator Anthony Portantino, D-La Canada Flintridge, does an annual event every year at Santa Anita, and Senator Cathleen Galgiani, D-Stockton, was Chair of the Assembly Ag Committee before moving to the Senate. Both are always very helpful on issues regarding racing and breeding. Other Democrats include Steve Glazer from Orinda, Jerry Hill from San Mateo, Ben Hueso from San Diego, and Ricardo

Lara from Bell Gardens. Lara is currently running for Insurance Commissioner to replace Dave Jones. In the Assembly, Frank Bigelow, R-O’Neals, is the Vice Chair and also the Vice Chair of the powerful Appropriations Committee. Bigelow remains active running his family’s cattle ranch and looking out for breeders. Assemblywomen Blanca Rubio, D-Baldwin Park, grew up around horses in Juarez and around Toroughbreds after her family moved to Southern California. Her father worked at Santa Anita when she was growing up and still works there part time today. So many great members on Assembly GO have visited the track at least once, if not more. Track veterans include Cecilia Aguiar-Curry, D-Winters; Autum Burke, D-Inglewood; Mike Gipson, D-Carson; Reggie Jones-Sawyer, D-Los Angeles; Kevin Kiley, R-Rocklin; Marc Levine, D-Marin County; Evan Low, D-Campbell; Rudy Salas, D-Bakersfeld; and Marie Waldron, R-Escondido. Waldron grew up next to Belmont Park and still has her scrapbook about her favorite horse, Rufan. Dante Acosta, R-Santa Clarita, has been many times, but never as a guest of the CTBA. Assembly members Ken Cooley, D-Rancho Cordova; Jim Cooper, D-Elk Grove; and James Gallagher, R-Yuba City, are looking forward to visiting soon, and all have been very helpful in the past. Te CTBA has invited all the GO members and will continue to reach out to them to help them better understand all the aspects of racing. I often tease my tribal friends and ask them if legislators ever want to pet their slot machines or take pictures next to a card table. We have a laugh, and of course the answer is no. It is said that a racehorse is an animal that can take thousands of people for a ride at the same time. Tey are also incredible ambassadors.

What a View winning the grade 3 American Stakes at Santa Anita

WHAT A VIEW WINS AMERICAN California-bred What a View gamely prevailed in the $100,690 American Stakes (G3T) at Santa Anita April 21. He defeated fast-closing Colonist by a neck to win the one-mile turf stakes. Stewart Elliott rode the 7-year-old son of Vronsky—Oceans N Mountains, by Manila, for trainer Kenny Black. Finish Line Racing, the Elwood Johnston Trust, and Taste of Victory Stables campaign What a View, who was bred by Old English Rancho and Patsy and Sal Berumen What a View took the lead right after the start and set the pace throughout in his typical front-running fashion. He completed the distance in 1:33.80. “If you look at his form, whenever he goes 10 and change, 46 and change, that’s when he’s best,” said Black. “When he goes 45 and 1:09, they’re going to catch him.” Black and the owners have succeeded with What a View by giving the gelding time of when he needs a vacation. What a View was most recently away from the races from June 2017 until February 2018. Winner of the 2016 Frank E. Kilroe Mile Stakes (G1T), What a View has now earned $885,361, with eight wins in 24 starts.

A California-bred flly bred by Paul and Zillah Reddam sold for $650,000 at the 2018 Fasig-Tipton Gulfstream Sale of 2-year-olds March 28. The youngster is a full sister to grade 1 winner Ralis and to multiple stakes winner B Squared.

Shadai Farm of Japan purchased the daughter of Square Eddie—Silar Rules, by Ten Most Wanted. Ciaran Dunne’s Wavertree Stables consigned her as agent. Silar Rules has already produced Ralis, winner of the 2015 Hopeful Stakes (G1) at Saratoga, and B Squared, winner of

the 2017 Silky Sullivan Stakes and California Flag Handicap and the April 14 Thor’s Echo Handicap. “She’s freakishly talented,” said Doug O’Neill, who trained Ralis and currently has B Squared in his barn. “She has the mind of an older flly, and she’s lovely.”

Shields a Sovereign Award Finalist

New construction at San Luis Rey Downs after the devastating Lilac fre

SAN LUIS REY DOWNS REOPENS San Luis Rey Downs training center reopened in early April. Most of the horses displaced by the tragic Dec. 7 Lilac fre had been training at Del Mar. Te Stronach Group, which owns Santa Anita and San Luis Rey, constructed new barns and made numerous repairs to get the facility back in use as part of the Southern California year-round stabling program. Te fre destroyed seven barns and damaged an eighth, and 46 horses died as a result of the devastation. About 450 horses were training at San Luis Rey, and it was expected that the facility would again house that number. Te fre also displaced many workers who lived at San Luis Rey. About 250 took up post-fre residence at Del Mar and in April began moving back to San Luis Rey along with the horses. California Toroughbred Trainers ofcials expressed deep gratitude to Del Mar and Te Stronach Group for their responses to the fre and the needs of the industry during the transitional time. Racing fans and the general public also responded in droves, both jumping in to physically help fre victims and by donating funds.

Emily Shields, a regular contributor to California Toroughbred, was named a fnalist for Canada’s Media Sovereign Award for 2017 in the writing category. Her article titled “How Secretariat gave the Canadians something to remember forever” appeared last October online in Toroughbred Racing Commentary. Te Jockey Club of Canada gives out the Sovereign Awards, which also include Canada’s racing champions of the year. Te winners were announced April 19 in Toronto. Shields’ article was one of three fnalists, along with Tom Ferry’s “Where Champions Dance” and Perry Lefko’s “Former Breeders’ Stakes champ fnding the stable life at last.” Lefko’s piece, which appeared in the Toronto Star, was named the winner in that category.

Conditions for three California-bred stakes scheduled for Del Mar’s summer meeting have undergone some changes. Te $100,000 Generous Portion Stakes for 2-year-old fllies Aug. 29 and the $100,000 I’m Smokin Stakes for 2-yearolds Aug. 31 will be restricted to non-winners of a stakes race worth $50,000 or more to the winner. In addition, the $150,000 Solana Beach Stakes for Cal-bred distafers Aug. 10 will be run at a mile on the turf instead of its previous distance of 11⁄16 miles. Te overall Del Mar stakes schedule remains basically the same. However, the distances of the Aug. 11 Best Pal Stakes for 2-year-olds and the Aug. 5 Sorrento Stakes for 2-year-old fllies have been shortened from 61⁄2 furlongs to six furlongs. Del Mar has increased the bonuses for its “Ship & Win” program. Horsemen bringing a new horse into the state will receive $2,000 when that horse frst starts at Del Mar (subject to certain conditions), up from $1,500 last year. Tat horse also receives a 30% bonus of any purse money earned in that start.

■ Cat Burglar to Barton Thoroughbreds Cat Burglar has been retired to stand at stud this year at Barton Thoroughbreds in Santa Ynez. The stakes-winning graded stakes-placed runner will stand for $2,000. Trained by Bob Baffert, Cat Burglar raced for Michael Lund Petersen. The 8-year-old son of Unbridled’s Song—Be My Prospect, by ForCat Burglar est Wildcat, won six of 22 starts, with six seconds and four thirds, for earnings of $538,720. “He has perfect conformation and a great pedigree,” said Baffert. “Cat Burglar was able to sprint or run a mile and a half with the best company.” Cat Burglar won the 2016 Santana Mile Stakes, and his stakes placings included a second in the 2017 Precisionist Stakes (G3) and third in that year’s TVG San Diego Handicap (G2). His dam is a half sister to stakes winners Away and Rich Find.

Joe Duffel’s homebred NEVADA WORRIER became a multiple stakes winner when he captured the $61,900 Golden Bear Stakes at Golden Gate Fields May 17, 2008. The California-bred edged Kentucky-bred Devils Afeet by a neck, with another Calbred, Summer Haze, third. Ridden by Agapito Delgadillo, Nevada Worrier stalked those other two rivals early in the six-furlong event, rallying four wide to win in 1:09.98. He had won the $81,110 Cavonnier Stakes at the Oak Tree meeting at Santa Anita the previous fall. Jerry Wallace II trained the 3-year-old son of Lord Carson— Preppy Squaw, by Marquetry, for Duffel. Nevada Worrier ultimately won three of 18 starts and earned $181,243. .

BOLD WINDY made her frst foray into graded competition a winning one, taking the $110,700 A Gleam Handicap (G2) at Hollywood Park May 8, 1993. The California-bred went off as the 5-1 third choice behind favored Bountiful Native, also a Cal-bred. Bold Windy vied with La Spia throughout the seven furlongs, defeating that rival by a head in 1:21.62. Bountiful Native was a half-length back in third. Gary Stevens rode Bold Windy for trainer Gary Jones. Ray Dilbeck bred and owned Bold Windy, a 4-year-old daughter of Bold Tropic—Windy P. J., by Nevada P. J. She came back the following month to run second to champion and future Hall of Famer Paseana in the Milady Handicap (G1). Bold Wind eventually ran her earnings to $309,475.

HISTORY California-bred KISSINÕ GEORGE continued to demonstrate his prowess as a top-class sprinter with a victory in a division of the $54,550 Los Angeles Handicap at Hollywood Park May 4, 1968. He defeated Dr. Roy E. by a half-length in 1:211⁄5 for seven furlongs, with Son Jack third. Kissin’ George carried top weight of 128 pounds, conceding 13 to 17 pounds to his rivals. Bill Mahorney rode Kissin’ George for trainer Buster Millerick, who bred the gelding in partnership with Jim Sinnott. DeCourcy Graham had purchased the 5-year-old gelded son of Slamruler—Nothead, by Head Play, for $50,000 just before the horse won the 1968 Lakes and Flowers Handicap. Kissin’ George went on to win 26 of 62 races, with 15 seconds and three thirds, for total earnings of $271,400.

With foaling season upon us, now is the time to spotlight your foals in California Thoroughbred. The June through August issues will feature Thoroughbreds foaled in California, with advertorials consisting of six to eight photos of foals per page. The cost to publish a full-page insertion will be discounted to $500. This represents a savings of more than 50% off the regular full-page advertisement price. Insertions should include a caption with each foal’s sire, dam, broodmare sire, sex, date of birth, and breeders, as well as the details, including a logo, of their farm location. Remembering Warren Williamson Warren Williamson gave not only his time to sit on the board of the California Toroughbred Foundation but his immense knowledge. Especially in the area of fnance, he knew how to get right to the heart of any discussion. In board meetings his insightful questions often led the way to the board making good decisions. Te CTF, along with the entire racing industry, lost a valued leader when Mr. Williamson died March 16 at age 89. He was an active trustee of the Foundation until his death, and he had served on many other racing boards, including as a director of the Oak Tree Racing Association and Hollywood Park. “What a mentor—I learned so much from him,” said Jeanne Canty, CTF ex ofcio president. “He was always there if I had a question. What a neat man to work with—a great wit, as bright as could be. As a friend, what a loss he is. I can’t say enough about what a good person he was.” A more complete look at Mr. Williamson’s life can be found on page 10 of this issue.

Davis and Western University of Health Sciences in Pomona. Te Foundation maintains the Carleton F. Burke Memorial Library, one of the most extensive collections of equine literature found anywhere. In 2017 a Cal-bred daughter of Lucky Pulpit was the highest-priced flly at the Barretts March select sale, bringing $360,000. Tis year, as the sales company combined its March and May sales for the frst time, the Uncle Mo colt outshone everyone else with his sale-topping price. He also proved one of the big home runs. Florida consignor Eddie Woods sold the youngster, who is out of the El Prado mare Fresia, a half sister to multiple graded winner His Race to Win. Woods had purchased him in the name of Quarter Pole Enterprises for $60,000 at the 2017 Barretts select yearling sale. “He was a nice horse—very young when we bought him, a May foal,” said Woods. “He was immature but had all the right parts. He grew up wonderfully, and his good shape just got enhanced. He worked good. He’s a really good-training horse. Everything just went right for us.” Te colt developed so well that Woods sent him out for the April 2 under-tack preview to go a quarter-mile instead of the usual furlong that most of the youngsters tackle. Te colt was clocked in :211⁄5. After a sprightly bidding war, Terry Finley successfully purchased the Uncle Mo colt. 2015 Keeneland November sale, when K. Neal and Pam Christopherson’s Bar C Racing Stables paid $35,000 for Fresia, who was in foal to Uncle Mo. Te colt was born at John Harris’ Harris Farms, and the mare was bred back to Unusual Heat, though she didn’t get in foal. “He was a great colt—kind and easy to get along with,” said Pam Christopherson. “He had a great disposition, just like the mare. He was a smart colt.” Te Christophersons live in Hermiston, Ore., where they stand Harbor the Gold, the sire of California champion California Diamond. Tis year, Fresia produced a Harbor the Gold colt. Consignor Andy Havens did extremely well representing many California breeders with his Havens Bloodstock Agency consignment. Havens sold half of the eight six-fgure Cal-breds, including two for $200,000 each. Phil Lebherz’ Premier Toroughbreds bred both of the $200,000 Cal-breds. Te frst is by California sire Smiling Tiger, who stands at Harris Farms. Lebherz and Alan Klein raced Smiling Tiger and are supporting him at stud. Tey were part of the PT Syndicate #1 that bred Continental Divide, the Cal-bred son of Animal Kingdom who topped the 2017 Barretts May sale at $245,000 and won last year’s Graduation Stakes. Tis year’s $200,000 Smiling Tiger colt is a full brother to Spiced Perfection, being out of the Pleasantly Perfect mare Perfect Feat. Premier Toroughbreds also bred Spiced Perfection, winner of the 2017 Generous Portion Stakes. Alex Solis II and Jason Litt’s Solis/Litt Bloodstock purchased the Smiling Tiger colt, who was one of three to clock a 24

A

fter the feats of Swaps and Native Diver and before the modern legacies paved by Tiznow and California Chrome, Crystal Water was one of the top-fight horses against which California-breds were measured. Connie Ring’s homebred colt raced his way to $845,072 in earnings in the 1970s while knocking heads with some of the sport’s best on both turf and dirt. Well before Crystal Water arrived on the scene, Connie Ring was making her own mark in racing.

She bought her frst horse in 1947, and while husband George initially did not want to be involved, he came around later that season and added six more horses to their band. He died 10 years later, leaving Connie fully responsible for their expanding horse business. Two years after George’s death, Windy Sands, Ring’s pride and joy and one of the last horses she and her husband bred together, made his debut. Te feet son of Your Host won 13 of 64 starts and several stakes, including the San Diego Handicap at Del Mar. feated his nemesis again in the Hollywood Derby (G1), then a dirt race in the spring. Pressure mounted to send Crystal Water to Churchill Downs for the 1976 Kentucky Derby (G1), but Clapp was concerned about Honest Pleasure, who was coming into the Derby on a nine-race win streak. After some consideration, both Crystal Water and An Act skipped the Run for the Roses. Bold Forbes, who had placed in two stakes and won the San Jacinto Stakes (G2) at Santa Anita that winter, won the Derby, with Honest Pleasure second. Crystal Water and An Act resurfaced in the El Dorado Handicap (G3) at Hollywood Park May 15. An Act won, with Crystal Water fnishing second, eight lengths ahead of the third-place runner. An Act ultimately shipped out of state, and Crystal Water didn’t win again until 1977, although he ran second in the Swaps Stakes (G1). With two graded stakes wins, Crystal Water had done enough to be California’s Horse of the Year and

champion 3-year-old male. Tose would not be the last honors he received. A fare-up in his ankles kept Crystal Water out of competition from June 1976 until January 1977, and it took until his fourth start of the year to get back to his best. A world record-tying allowance victory over 11⁄8 miles on the grass in 1:452⁄5 launched Crystal Water’s four straight wins, including three major grade 1 races. In the 1977 Santa Anita Handicap (G1), Crystal Water faced Champions Invitational Handicap (G1) hero King Pellinore, Charles H. Strub Stakes (G1) victor Kirby Lane, future Hall of Famer and fellow Cal-bred Ancient Title, and graded stakes winners Faliraki, Confederate Yankee, and Properantes. Laft Pincay Jr. rode Crystal Water, and they raced wide on the frst turn of the 11⁄4-mile contest, then made a sweeping move from the half-mile pole. It looked as though Crystal Water would blow away the feld, but pacesetter Faliraki dug in and battled back. Te two horses dueled to the wire, with Crystal Water gaining the victory by a head in the track-record time of 1:591⁄5. Despite strong consecutive eforts, Crystal Water still did not go favored when he returned 11 weeks later for the grade 1 Californian Stakes at Hollywood Park. He again faced Ancient Title, two-time de-

fending champion of the prestigious race, as well as older graded stakes winner Mark’s Place. Crystal Water defeated Mark’s Place by a head, with Ancient Title coming third. Crystal Water went postward as the favorite for the $350,000 Hollywood Gold Cup (G1), again ridden by Pincay. No horse had ever before won the Santa Anita Handicap, Californian, and Gold Cup, and Crystal Water had to carry 129 pounds and face the mighty mare Cascapedia, who was ultimately a 10-time winner in 19 starts as well as the 1977 Eclipse Award champion older female; defending champion Pay Tribute; multiple graded stakes winner Caucasus; and Ancient Title. Clapp was reportedly most concerned about the 13 pounds Crystal Water would be giving to Cascapedia, which ended up being valid. Crystal Water valiantly outlasted Cascapedia by a neck, with Caucasus rallying furiously in the stretch to miss second by a nose. Ancient Title fnished fourth. Crystal Water completed the 11⁄4 miles in 2:00. After a nearly three-month break and a disappointing efort at Del Mar in the Del

able to replicate his prior form. He retired to Tree Rings Ranch with nine wins, three seconds, and three thirds in 25 starts. He sired 185 starters in 22 crops, with 118 winners. Crystal Water’s top performers include Glacial Stream, a grade 2 winner out of Cascapedia; four-time stakes winner Water Crystals; and Canyon Crest, who earned $421,720 despite never having won a stakes race. Another son, Just Ask Mike, was later dubbed the “World’s Smartest Horse” thanks to his ability to learn and perform tricks. Crystal Water lived to be 31, dying in July 2004. Connie Ring preceded him by many years, passing away in April 1990. She had dispersed her stable in 1988 and did not live to see the creation of the Crystal Water Handicap, a grass race for Cal-breds run nearly every season since 1998. Surachai won the frst edition of the Crystal Water Handicap, defeating millionaire Megan’s Interco. Native Desert, an earner of more than $1.8 million, won the next year, and Road to Slew took the race three times in four years. Grade 1 winner What a View and graded stakes winners Compari and Poshsky have won the race this decade. From four grade 1 wins to a world-record-tying efort on the grass, Crystal Water’s 1977 exploits were once the talk of racing. Connie Ring’s Tree Rings Ranch is now a sprawling community development of the same name and no longer plays host to Toroughbreds. But the annual Crystal Water Stakes, to be run in May, serves as an opportunity to remember the game performer and his connections.

Mar Invitational Handicap (G2), Crystal Water took his act to Belmont Park for the Oct. 1 Marlboro Cup Handicap (G1) and the Oct. 15 Jockey Club Gold Cup (G1). Te track came up sloppy for the frst race and muddy for the second, which Crystal Water found not to his liking. He managed a third-place efort in the Marlboro Cup, but returned to California without a victory out of state. Crystal Water made one last 1977 start just eight days after his failed efort in the Jockey Club Gold Cup. It came in the Oak Tree Invitational (G1T) on the turf during the Oak Tree meeting at Santa Anita. Crystal Water faced not only Ancient Title again but also Vigors. Tat popular near-white closer would go on to win the Santa Anita Handicap in 1978. Reunited with Shoemaker and showing his famous grit, Crystal Water held on to win by a neck over Vigors, with Ancient Title a nose back third. Despite his heroics in California, Crystal Water was overlooked as an Eclipse champion because of his lack of wins outside the Golden State. Champion older male went to Forego, who had two grade 1 victories that season compared to Crystal Water’s four, though both came under 133 pounds. Tat all-time great, who had won eight Eclipse Awards by the time his career was done, did not race outside of New York that season. rainer Doug O’Neill has an affnity for the Tor’s Echo Handicap. Not only did he train the horse the race is named for, he has won it twice in the last three years.

California-bred Tor’s Echo brought kudos to his native state by winning the 2006 TVG Breeders’ Cup Sprint (G1) and being named that year’s Eclipse Award champion sprinter. O’Neill trained the gelding through most of his career for the Royce S. Jaime Racing Stable and Suarez Racing. Te trainer has won the Tor’s Echo Handicap with Reddam Racing homebreds by Square Eddie ridden by Mario B Squared and Mario Gutierrez take the Thor’s Echo for Reddam Racing and Doug O’Neill Gutierrez. Mrazek captured the Tor’s Echo in 2016, and two years later the team added another victory Make It a Triple never let him get too far away. Tat allowed Gutierrez to bide his time in third and then challenge Tough in the race with B Squared. Mrazek won by 11⁄2 lengths as the 7-5 favorite, but B Squared Sunday in the stretch. Tose two battled to the wire, B Squared had a more difcult time in the April 14 edition. Even though edging Tough Sunday by a neck in 1:10.09, with Make It a Triple likely favorite Edwards Going Left and Image of Joplin scratched, third. Smiling Tigress, another daughter of Smiling Tiger, fnished third. Te Fabers said about 15 people are partners in Spiced Perfection. Te flly has won three of eight races, with three seconds and one third, for earnings of $277,625. Her only unplaced efort was down the Santa Anita hillside turf course. “We’re thrilled with her,” said Mike Faber. “She’s really done nothing wrong since we’ve had her. She didn’t run too great on the grass, but I don’t think she got the right trip and she had a little bit of a foot issue that day.” “We might try it again sometime,” said Allen Faber. Daehling treasures the man’s almost mysterious ability to communicate with the horses on Daehling Ranch in Elk Grove. Heredia is proud of his ability to work fearlessly with the toughest yearlings and juveniles. “I like the problem horses,” Heredia confessed. “I have so many good stories from riding tough ones.” Born in Mexico, Heredia is the exact middle child in a family of 15 kids. “Tere are seven older and seven younger,” he said. When he turned 18 in 1984, he came to the United States with the dream of being a jockey. “I grew a little bit too tall,” Heredia said. “So I decided to exercise ride.” He started at Stockton, then worked out of Pleasanton for 17 years. When he was married in 2001, he began looking for a farm. “It’s a hard life to try and be married while on the track,” he said. “When I saw Joe’s place, I really liked it. I thought it was big, with plenty of room to ride problem horses. Tis was the place I was looking for.” His work with difcult trainees is the stuf of legend. Heredia was an early rider for horses like Toga Toga Toga and Casual Lies. Shelley Riley owned and trained the Lear Fan colt Casual Lies. “I watched that horse be broken for 45 days; then he wouldn’t go to the track,” Heredia recalled. “Tey started to use diferent riders, but no one would get on him. Tey came to me; it’s what I wanted.” Heredia got Casual Lies moving forward, and the $795,991-earner eventually ran second in the 1992 Kentucky Derby (G1) and third in the Preakness Stakes (G1). Toga Toga Toga was a tough chestnut mare by Saratoga Six who earned $374,490. She won the Santa Monica Handicap

(G1) and the A Gleam Handicap (G2) in 1997, and seven of 18 starts overall. Although she was euthanized after only three foals due to a paddock accident, her frst foal, Dubai Tiger, was a $900,000 weanling and a $1.8 million yearling at Keeneland. “I watch a lot of soccer, where you have to be better than everybody,” Heredia said. “It makes you want to be the best. Tat’s why I like the problem horses, the difcult ones. I want to be the best.” “Juan seems to know a trick for every vice and individual need of a horse,” Daehling said. “He never gives up on a problem horse.” Heredia also has a certain way of dealing with them. “He’s a horse whisperer,” Daehling said. “If we can’t catch a horse, Juan walks right up to them. Tey just come to him.” Heredia became an American citizen in 2006, but now that he is nearing retirement, he has purchased 52 hectares of land in his hometown and has built a house. “He would like to retire there,” Daehling explained. If he could leave one legacy, Heredia would choose more respect for exercise riders doing their harrowing job day in and day out. “You see a lot of press about owners, trainers, and jockeys,” he said. “But exercise riders are out there, too, getting on hard horses and doing their jobs.”

ongtime horse people Pam Christopherson and her husband, Neal, have produced a steady parade of classy runners. Teir Bar C Racing Stables is responsible for horses such as Music of My Soul, Noosito, Del Rio Harbor, and Mach One Rules, thanks largely in part to their standout stallion Harbor the Gold. Now they’ve made a splash in the sales ring as breeders of a California-bred that topped the 2018 Barretts spring sale at $600,000. Te Christophersons had been training in the Pacifc Northwest region for 30 years when they bought Harbor the Gold as a 4-year-old. Te well-bred son of Seeking the Gold—Harbor Springs, by Vice Regent, was a winning half brother to Breeders’ Cup Juvenile (G1) hero Boston Harbor for breeder Overbrook Farm. Harbor the Gold had recently retired from the track when the Christophersons purchased him. “Ten we ended up breeding mares instead of running horses,” Pam explained. “We bought him when he was 4, and now he’s 17.” Harbor the Gold quickly became a hit as a stallion. His frst crop included Noosa Beach, bred by Jefery and Doris Harwood. Tat popular campaigner won 14 of 22 starts and earned $524,472. He is enshrined in Washington’s Racing Hall of Fame. Noosa Beach’s dam, Julia Rose, ended up with the Christophersons for her subsequent foals. Te unraced Basket Weave mare produced several full siblings to Noosa Beach,

including stakes winners Music of My Soul and Noosito, for Bar C Racing. Julia Rose was named Washington’s Broodmare of the Year in 2013, and Music of My Soul was named a champion in Washington twice. After Harbor the Gold’s early success with Noosa Beach, two years later he sired Carrabelle Harbor, a dark bay flly out of the Tifany Ice mare Silver City Lilly. Te Christophersons, along with Desert Rose Racing, campaigned Carrabelle Harbor while Patti Harris trained. Carrabelle Harbor was a three-time Emerald Downs stakes winner, solidifying Harbor the Gold’s status as

a must-use sire. Harbor the Gold has gone on to be the perennial leading sire in the Northwest. He has had 196 winners to date, with progeny earnings of $8,350,167. He is responsible for 33 stakes winners, including California Diamond. A four-time stakes winner, the ill-fated Cal-bred out of Carrie’s a Jewel was named California’s champion 2-yearold male in 2016. He earned $475,970 before perishing in the fre at the San Luis Rey Downs training center. An Uncle Mo colt bred in California by Neal and Pam Christopherson topped the Barretts spring sale at $600,000

breeding full brothers Couldabenthewhisky and Del Rio Harbor out of the Horse Chestnut mare Bahati, a mare they own in partnership. Couldabenthewhisky sold for $5,500 and went on to earn $184,695. Washington champion Del Rio Harbor won three stakes as a juvenile and then was graded stakes-placed as a sophomore. Most recently, Mach One Rules has been carrying the banner. Te son of Harbor the Gold—Felice the Cat, by Distinctive Cat, was Washington’s Horse of the Year in 2017, as well as the state’s

head to Kentucky and buy cheaper mares from Keeneland, then bring them back to California or Oregon to foal. At the Keeneland November 2015 November sale, Pam ran across an El Prado mare named Fresia heading into the ring as hip number 1436. Fresia’s dam, the stakesplaced Gone West mare Fleet of Foot, had already produced Canadian graded stakes winner His Race to Win. “She was a big gray mare, a muscled-type mare,” Christopherson said. “But what I really liked was that she was in foal to Uncle Mo. We grabbed her and

champion older horse and champion sprinter. In 2015 Mach One Rules was named champion 2-year-old colt/gelding, and he has won seven of his 19 starts, with 16 top three placings. Bar C Racing Stables initially sold him for $40,000; he has since gone on to earn $286,726. Te Christophersons’ strategy is to

Her Uncle Mo colt was ofered at the 2017 Barretts select yearling sale, where he brought $60,000 from Quarter Pole Enterprises. He then spent the winter being broken and sales prepped by Eddie Woods in Florida, and returned to California to sell at the spring sale. Fresia’s colt brought $600,000 to top the sale. “I’m sure happy to have the dam,” Christopherson said. “I’m happy that he did well, and I really think Eddie Woods did a great job with him.” West Point Toroughbreds purchased the Uncle Mo colt and will keep him in training in California with trainer Jerry Hollendorfer. “Tis colt was head and shoulders above all the other 2-year-olds ofered,” said Finley. “He’s the kind that has you dreaming about bear hugs and fsts thrown in triumph when your horse crosses the line. He’s athletic, balanced, a good size, plus his physiological measurements—awesome scores for his heart, stride and throat—added up to make him a superior racing prospect.” Life after being the breeders of a major sales-topper in the auction ring is still the same for the Christophersons, who look forward to continued success with Harbor the Gold. “We like to go back to Kentucky and buy one or two mares, then sell the babies,” Christopherson said. “We have about 15 mares now and should have 10 foals on the ground this year.” Tey live just a few miles from the Washington border and do most of their racing in Washington. Fresia’s Harbor the Gold foal “is a beautiful colt, too,” according to Christopherson. “We’ve had a lot of champions in Washington,” Christopherson said. “But I’m glad that the Uncle Mo colt will get to stay in California, and I’m glad that Hollendorfer will train.”

California-Bred Incentive Awards

THE CAL-BRED INCENTIVE PROGRAM Questions and answers concerning California-breds and California’s lucrative incentive awards program, which was responsible for breeders, owners, and stallion owners collecting more than $10 million for 2017. WHO QUALIFIES FOR THE AWARDS?

Te breeders and owners of registered California-bred Toroughbreds and the owners of California-based stallions. WHAT ARE BREEDERS AWARDS?

A monetary award that is paid to the breeder of a registered California-bred Toroughbred fnishing frst, second, or third in any race run in California and any graded stakes races conducted within the United States. Breeders will receive 75% of the remainder of the total incentive award monies after owner awards are paid, with an individual breeder receiving a pro-rated share of this breeders fund. Te maximum purse considered earned in any qualifying race within this state shall be $330,000 for a win, $120,000 for a second, and $90,000 for a third-place fnish. Breeder awards always are paid exclusive of nomination, entry, and starting fees. WHAT ARE OWNERS AWARDS?

A monetary award that is paid to the owner of a registered California-bred Toroughbred horse that runs in qualifying races in California. Owners can receive at least a 20% bonus on the fnisher’s share for fnishing frst through ffth in an open allowance or overnight stake race and up to a 20% bonus for fnishing frst in an open starter allowance above $15,000 and open non-maiden claiming races with a claiming price of $40,000 or greater in Southern California and $20,000 or greater in Northern California. Tese levels are purposely set high to encourage the ownership of high-quality runners and to restrict the number of qualifers so that the awards will function as a major incentive. Owner awards always are paid exclusive of nomination, entry, and starting fees. Tey are listed in the racing program and will be distributed at the same time as the purse by the paymaster. WHAT IS THE MAIDEN BONUS PROGRAM?

A Maiden Bonus award will be paid to the owner of a registered California-bred or registered California-sired foal for winning a maiden special weight race. Te bonus amount is $17,500 in Southern California and $10,000 in Northern California and at all Fair meetings throughout the state. Tese awards are paid directly to the owner approximately 45 racing days after the win. Only races at 4 1/2 furlongs or longer will qualify. WHAT ARE STALLION AWARDS?

In order to stimulate the acquisition in California of nationally prominent stallions, and retain high-caliber California stallions, monetary awards are paid annually to the owners of registered California stallions whose California-conceived or California-bred get have won a qualifying race or have fnished, frst, second, or third in a stakes race in the state or any graded stakes race within the United States during the year. Qualifying races are any non-claiming races, including maiden allowance and starter allowance races, with a purse of at least 40

$15,000, and open non-maiden claiming races with a claiming price of $40,000 or greater in Southern California and $20,000 or greater in Northern California also qualify. Stallion awards are exclusive of nomination, entry, and starting fees. Stallions must be registered by Feb. 15 each year to be eligible for stallion awards. Stallion owners will receive 25% of the remainder of the total incentive award monies after owners awards are paid, with an individual owner of a registered California stallion (as of Dec. 31) receiving a pro-rated share of the stallion fund based on the total qualifying earnings of the get during the year. Te maximum purse considered earned in any qualifying race within this state shall be $330,000 for a win, $120,000 for a second, and $90,000 for a third-place fnish. Te stallion must be continuously present in California from Feb. 1 to July 15, inclusive, of the year 2010 or any subsequent calendar year in which he stood at stud and fathered the participant in the race. If a sire dies in this state in the year 2010 or any subsequent year and stood his last season at stud in this state, or was standing at stud in this state on the date of his death in the year 2010 or any subsequent year, he shall thereafter continue to be considered an eligible Toroughbred stallion regarding a race participant fathered by him in that season. Te California Toroughbred Breeders Association (CTBA) will help compile data, but it is the ultimate responsibility of the stallion owner to advise that ofcial registering agency, on or before Feb. 15 of any year, of any and all purses earned during the preceding year that shall be considered in determining the amount of the stallion award to which the owner is entitled. DOES THE PROGRAM INCLUDE RACES OUTSIDE OF CALIFORNIA?

Yes. Te breeder of a California-bred Toroughbred fnishing frst, second, or third in a graded stakes race outside of California, but within the United States, will be paid a pro-rated share of the breeders fund. Te maximum purse considered earned in any race shall be $165,000 for a win, $60,000 for second, and $45,000 for a third-place fnish. CTBA will help compile data, but it is the ultimate responsibility of the breeder to advise the ofcial registering agency (CTBA), on or before Feb. 15 of any year, of any and all purses earned during the preceding year in graded stakes races outside of this state by horses bred by the breeder. Also, the owner of a registered California stallion whose California-conceived or California-bred get fnished frst, second, or third in a graded stakes outside of California, but within the United States, will be paid a pro-rated share of the Stallion fund with the maximum purse considered earned the same as the breeders above. WHEN ARE THE PREMIUMS PAID?

Owner awards are paid at the same time as the purse by the paymaster. Breeder awards are paid twice a year with a conservative advance payment of approximately 8-10% being paid around Sept. 1 and the fnal payment for 2018 being paid by March 31, 2019. Te stallion awards are paid prior to March 31, 2019.


California-Bred Incentive Awards

ARE THERE SPECIAL RACING OPPORTUNITIES FOR CALIFORNIA-BREDS?

Yes. Racetracks in California are required by law to ofer one race per day that is restricted to California-breds. Last year, that amounted to 269 additional racing opportunities and more than $14.5 million in additional purses for California-breds. In addition, the California legislature has declared its intent that at least 10% of the total stakes purses paid at any race meeting in California be paid on stakes races restricted to registered California-breds. Tis amounted to almost $5 million in 2017 and will grow signifcantly through the creation of the Golden State Series. Also, in 2019, California Cup XXIX will be held at Santa Anita Park on a date to be announced. Part of the funding for California Cup XXIX will come from the incentive award category, the California-bred Race Fund. 9.5% of the total incentive award monies will be used for this category, with the monies funding the promotion of California-bred races, the supplement of purses for California-bred races, and the creation of new California-bred stakes. WHAT IS THE DEFINITION OF A CALIFORNIA-BRED?

Te defnition of a California-bred is as follows: A California-bred Toroughbred is a horse dropped in California after being conceived in California, or any Toroughbred foal dropped by a mare in California if the mare remains in California to be next bred to a Toroughbred stallion standing in the state. If the mare cannot be bred for two successive seasons, but remains in California during that period, her foal will be considered a California-bred.

California by a registered California stallion. A California-sired horse is only eligible for entry in races restricted to California-bred or California-sired horses and is not eligible for any breeder or owner awards, except the maiden bonus awards. HOW DOES ONE REGISTER A CALIFORNIA-BRED OR CALIFORNIA-SIRED HORSE?

Registration applications must be fled with the CTBA. Only those horses that are both registered with Te Jockey Club and fulfll all requirements as outlined in the defnition of a California-bred are eligible. Te fees for registration are as follows: 1) $100.00 for CTBA members, $200.00 for non-members if applied for by Sept. 30 of the foal’s yearling year; 2) $125.00 for CTBA members. $250.00 for non-members if applied for after Sept. 30 of yearling but before Jan. 1 following; and 3) $750.00 if applied for after Jan. 1 of 2-year-old year. If desired, application can be made in advance of receipt of Jockey Club Certifcates to escape penalty for late fling, but no actual registration will be made until certifcates are available. L

aminitis can be a devastating sequel to many diferent problems. Various techniques and treatments have been used over the years to try to deal with this condition and enable the horse to recover without serious damage to the feet.

Laminitis (infammation of the Velcro-like laminae that attach the hoof wall 52

to the cofn bone) is very serious if enough of the attachments give way and the tip of the cofn bone rotates downward and comes through the sole. Even worse is a laminitic horse in which the entire cofn bone sinks—like a foundered ship. In this situation, all of the lamella apparatus has been damaged/overloaded to the point that the entire circumference of the laminae are tearing, allowing the entire cofn bone to drop. Tese feet are often called “sinkers.”

“Tere is a lot of controversy regarding how to treat a laminitic or foundered horse,” said Dr. Mike Steward of Shawnee Animal Hospital in Shawnee, Okla. He has treated thousands of horses for laminitis and 30 years ago invented the wooden clog that is used today by many veterinarians and farriers to help horses recover. “When the cofn bone rotates and the tip comes through the bottom of the foot, many veterinarians used to think they had to put the horse down for humane reasons, and some still do,” said Steward. “Yet we can rehab a lot of those and get them back to normal. But when the whole bone sinks and/or there is rotation in the back of the foot, it’s very devastating, compared to the front. Tis, in my opinion, is because there is an abundance of blood supply, nerves, and lymphatics at the back of the foot. “Te blood supply and lymphatic system in the foot are important aspects of the complex we call laminitis. Historically, we put laminitic horses in stalls and didn’t let them move around at all. But they must be able to move to facilitate blood supply and workings of the lymphatic system. Average time in wooden shoes is about 60 days. Successful recovery depends on severity of the damage, the amount of coffn-bone degeneration, and the owner and horse’s cooperation. Screws make the adjustment of shoe placement very simple and fast. “We rarely twitch these horses and hardly ever tranquilize them, and we never nerve-block them, even though these are standard practices that most people used to do,” said Steward. “I want to custom-ft these shoes to maximize the comfort of the horse, so I need to know if he’s comfortable. If I put these shoes on a typical laminitic horse and he hasn’t improved in soundness and comfort, I pull them of and start over. We need the horse to be able to tell us if he’s not comfortable. “I want the horses to tell us how much they are hurting, but historically we tranquilized them and blocked their feet when we put special shoes on. We were telling the horse to shut up because we think we know better than he does and we’re going to nail these shoes on his feet no matter how he feels about it. I have done this, and the next day the horse was much worse.” One problem often encountered is that after the wooden shoes are applied, the horse feels better and wants to run around. “You may have to put him in a smaller stall or more confned area to prevent that,” said Steward. “It’s usually best to do exercise in moderation. I want the horse to just mosey around with gentle non-injurious exercise, on soft footing like a lawn.” Some movement is benefcial in most cases, except when there’s been too much damage to the laminae. “In these cases, any weighted movement can damage the laminae,” said Steward. “Tat’s when we need to use something like a counterbalance sling to support part of the horse’s weight and prevent more damage. 54

“I recently worked with a Toroughbred racehorse owner and have rehabilitated a lot of his horses’ feet in this system. After we come out of the wood shoe, we use leather and soft pads, which is basically putting a tennis shoe on the horse. One of his mares ran second in a stakes race in Iowa after she had been in this shoe system for about three months. We swam the mare, in the shoes, and then ponied her from a four-wheeler. Tat was our rehab—taking the weight of her back and feet and rehabbing the foot.” ICING THE FEET

Studies on laminitis found that ice is very benefcial, especially prior to the onset of signs. Keeping the feet cold has been one of the best treatments, traditionally. “People need to realize that laminitis is an ongoing process—like a fre that just keeps spreading,” said Steward. “It doesn’t just stop. It would be helpful if someone would manufacture a turbulating ice boot that a horse could wear while lying down. Te colder you get the legs/feet, the better they do and the quicker they heal.” As an analogy, Steward uses the example of a person drowning in a lake. Tat person would have more chance of survival, without brain damage, immersed in a cold lake than in a warm one. Body tissues remain vital a lot longer when cold. “Tis is why we want ice around the foot,” said Steward. “People talk about benefts of oxygen and blood fow, but probably glucose has more beneft than

oxygen. Te foot can live without oxygen for quite a while because there are still some processes that continue. In the face of high oxygen levels, damaged tissue actually deteriorates pretty fast. Tis is called oxidation, and that’s why we take antioxidants.” GET THE WEIGHT OFF

“We’d like to have the afected horse be able to lie down and get the weight of his feet,” said Steward. “Te damaged laminae can’t handle a lot of weight. What we see with laminitis is overload manifestations of the damage to the laminae. Te rotation of the cofn bone (the front tipping down through the sole) is a manifestation of what is going on.” A similar situation would be a caved-in roof due to heavy snow on a house and the termites eating the rafters. “Te rafters being weakened is the problem, analogous to the damaged lamellar apparatus, and now the roof is caving in, and that’s the overload injury—analogous to cofn-bone rotation,” said Steward. “A horse’s foot can handle 1,200 pounds of pressure/weight on the laminae, but if that horse had a problem that damaged the laminae, this changes. “Inside the hoof, venules (very small blood vessels in the microcirculation that allow blood to return from the capillary beds to drain into the larger blood vessels) are unique in that they have huge muscles around them. Consequently, these venules are sensitive to a variety of chemicals and


conditions such as injury due to running down a gravel road too hard, too fast, too long, or enteritis or a chemical coming through the bloodstream. Tese tiny vessels react by going into venospasm and clamp shut.” Tis creates a serious problem and interferes with shunting blood around the foot. “Dr. Christopher Pollitt in Australia discovered that there are shunts in the foot. Te blood can go down to the foot and turn around and come back without going into the foot. When it does that, cellular functions produce lymph, which is analogous to gray water in a sewage recycling system. Te blood vessels pump blood, and some of the fuid component leaks out into the lymph system. But most of it comes right back (recycled) into the blood vessels. Any fuid that doesn’t go back into the veins accumulates into the lymphatic system.” PROPER PRESSURE

If you increase mobility, you decrease stability. “For example, a person walking on a pair of stilts with very small bottoms would be very mobile but not very stable. You don’t want the shoe smaller than the scope of the cofn bone because you want stability. Te damaged lamellar apparatus is like a broken bone and needs to be stabilized with a good base of support.” Supporting-limb laminitis is what ultimately led to Kentucky Derby (G1) winner Barbaro’s being euthanized. During his recovery from the initial surgery, a foating raft system (proposed by Steward 40 years ago) was used while he woke up. Another idea Steward proposed is a counterbalance sling in which you could put the horse on a walker, with a cable over to the horse and sling, and a bag on the other end of the cable flled with water. You could then determine how much actual pressure is on the feet. You could make it 200 pounds of pressure or 500 pounds or whatever the horse was comfortable with. “He could be allowed to walk around the walker with 10 pounds of pressure or 500 pounds or whatever he could safely stand and tolerate, without overload,” said Steward. “As veterinarians, we tend to treat laminitis as a chemical-medical problem. We give the horse chemicals (drugs), which do nothing to fx this mechanical problem. Te chemical (medical) issue may have already resolved itself, and now it’s time to give the horse mechanical support. Te mechanical issues have become the most important. Te veterinarian or farrier needs to address the mechanics of the situation to enhance the hoof’s ability to stabilize and heal itself.”
