REPORT

BURBAGE PARISH COUNCIL

An update following the Full Council Meeting held on Wednesday 13 May and the Annual Parish Meeting held on 14 May 2015 Councillor Stuart Wheeler brought two items of particular interest to the Parish Council, firstly the news that Wiltshire Council has formally adopted the Community Infrastructure Levy (CIL). It will greatly benefit those councils with a Neighbourhood Plan by providing additional funding direct to councils when new houses are built in the parish. He also announced that the role out of superfast broadband to Burbage should be complete by the end of the summer, though it’s not yet clear if all outlying areas will get the same high-speed access as much depends on the existing infrastructure.

Council Membership & Responsibilities: We discussed committee membership – I hope to republish an updated list of councillors with responsibilities next month. Mobile Library: Wiltshire Council have announced cuts to the service. Of the five regular stops, they propose to discontinue stopping at the Village Hall and have announced a change in frequency of visits. The Parish Council has been invited to comment and will take a view at the next full meeting on 8 June. Dog Poo: This is a growing concern as dog walkers are now leaving bags of dog poo on paths for someone else to clear away; including on Ailesbury Way! I urge responsible dog owners to educate or shame the perpetrators. Annual Parish Meeting: The Annual Parish Meeting took place in the Village Hall on Thursday 14th May. There was much good news to be heard from the various

speakers; the School has had a very successful Ofsted inspection, the Neighbourhood Plan is making good progress, we heard that the police have had helped the parish reduce crime, and the Village Hall has managed to recruit new trustees, a treasurer and someone to manage bookings. There was also widespread support for the excellent work done by the Burbage News Team which has kept us all well informed. Clearly there’s a lot of good work going on in and around the Parish. Notes on the meeting have been published online on the Council’s meetings web page. All Saints’ Parish Church: Daile Wilshere has decided to leave the Parish will be to take up a post as Rector near Bath. We wish Daile and her family well and thank her for all her hard work. Burbage Parish Council - Planning Burbage Parish Council receives copies of all relevant applications about 10 days after the application is registered.

With the recent interest in development within the village and on its boundaries, I thought it a good time to remind everyone of the planning process as it affects Burbage Parish residents both inside and outside the Settlement Boundary: Applicants submit proposals to Wiltshire Council who, ultimately make the decision to approve or otherwise. Wiltshire Council publish the details online and in the Gazette & Herald (major applications only). Notices are also placed at the site and neighbours get a letter advising them of the application.

The Council aims to visit all sites to discuss proposals with the applicant or their agent before making their decision at the next Planning Committee or Full Council Meeting. Generally three or four Councillors attend the site visit and they will only go onsite with the permission of the applicant or agent. Outline details of planning applications likely to be discussed at the next meeting are listed in meeting agendas which are posted on Council notice boards and published online at:

Online details can be found by searching for the appropriate pages at: http://planning.wiltshire.gov.uk/Northgate/ PlanningExplorer/GeneralSearch.aspx To search for recent applications scroll down to the box marked Parish then look for Burbage in the list. Then scroll down to Search dates within a specified number of months. Put in a number then press Search. Depending upon the number of months selected, it may take a few minutes to bring up the pages. All planning applications submitted in the selected timeframe are listed with links to the specific page. Each planning application has a unique number and all the plans and documents can be accessed through links. Anyone can make a comment online by following the link. Note there are three key dates: Date Application Registered, Last Date for Comments and Date of Decision. The whole process is supposed to be completed within about eight weeks. [4]

On the occasions where members of the public attend, they are invited to speak if they so wish. Decisions are recorded in the minutes of the meeting and relayed to Wiltshire Council to meet their published deadline. The timeframe for making decisions is very tight and although we have two meetings a month when planning matters can be discussed, it can be a struggle depending if paperwork is slow in coming to the Council. We try to visit each applicant to discuss the issues and gather sufficient information to make an informed decision. Burbage Parish residents are encouraged to make their views known at Council meetings but rarely does anyone come along and so we can only assume that there is no concern. That said, residents can make comment direct to Wiltshire Council online and petition Stuart Wheeler, our local Councillor. Steve Colling Chairman


Burbage Cyclists to ride in support of the Prospect Hospice. On 26th July we will be riding the Savernake Sizzler to raise money for the Prospect Hospice. Prospect Hospice has an unparalleled reputation for providing dedicated end of life care to people of our community. Their care and services are provided without charge. Burbage is supporting the Prospect Hospice by running a number of charity events to raise money for the Savernake Outpatient Centre in Marlborough.

The Savernake Sizzler is an endurance cycling event which will run over various distances on 26 July 2015. BURBAGE FLOWER CLUB APRIL On the 9 April 2015 Burbage Flower Club had their monthly meeting and saw a demonstration by Caroline Vanstone who gave her first ever floral demonstration, entitled “Moving”.

MAY Our May meeting began with Julia welcoming us and our youngest ever member - when our Secretary Ceri, introduced us to her newborn Son (James). As you can see he was quite content and oblivious to all the ‘oohs’ and ‘aahs’ that were made. Congratulations Ceri and baby James. The evening was fascinating as we all watched Julia demonstrate some leaf manipulation techniques to show us what we were aiming to produce before we tried our hands at doing something similar. There were lots of frustrations as we tried to plait, cut, fold, staple and create something that looked at least a bit like Julia’s creations. Plenty of laughs along the way with various comments thrown in as we tried to remember the techniques we had been shown. It was a lovely evening and we did, seriously, produce something that we didn’t think ourselves capable of doing (or at least some of us!). [6]


BURBAGE FLOWER CLUB

MAY The 1 May 2015 was National Flower Arrangers’ Day and some of our Members met at Julia’s workshop to make small bouquets that were later placed around our local area to help promote our club. It was intended that anybody finding a bouquet could just pick it up and take it home. You might well have been one of the lucky finders. You won’t believe it, but I did see a bunch on the Town Hall steps in Marlborough (photo below left). Did I pick them up? NO! I never even gave it a thought that I could bring them home with me.

BURBAGE FLOWER CLUB JUNE was a slightly different month - as rather than a demonstration or a ‘free evening’ we had a Guest speaker: Julia Web, BSc, MSc, Senior Lecturer in Biology at Gloucestershire University. Her subject, entitled “Blowing in the Wind,” was extremely interesting and informative and although serious, was presented in a light hearted and sometimes funny way. Julia is a co-author of a book “Introducing Forensic and Criminal Investigation”. In the book she explains the power of pollen in helping to solve crimes.

“Blowing In The Wind” by Julia Webb Think CSI meets flowers, how pollen helps catch criminals! Thursday 11th June 2015 7.30pm Julia Webb is a senior lecturer at the University of Gloucestershire. She has recently co-authored a book entitled 'Introducing Forensic and Criminal Investigation' (2013). In this book she explains one of the lesser known disciplines of forensic science - the power of pollen in helping to solve crimes. During the evening Julia will share some of the details of just how pollen and other microscopic entities have been used to identify and convict in some of the UK's most high profile criminal cases. On the 9 July we have a National Demonstrator, Coral Gardiner whose subject will be “Put your garden on a Pedestal”.

She was also on National TV just before Christmas last year, featuring on Country File and showing how to make Christmas door wreaths.

Coral is a National Demonstrator for NAFAS and has just won a GOLD medal at the Chelsea Flower show, Coral was part of the South West team that represented NAFAS in the main pavilion.

She is funny, entertaining and also a very very talented floral designer. Its an evening not to be missed: We are very lucky to have her come to Burbage Flower Club.

IT’S A STITCH UP IT'S A STITCH UP has had a successful year so far, with plenty of interest and a good mix of ages. There are a number of knitters, some of whom make their own patterns, and crochet is still popular. Patchwork, tapestry, cross stitch, free machine embroidery, costume making, and soft furnishings are some of the varied examples of stitching done.

The most perfect counted cross stitch!

In May Judith Gray kindly gave a curtain making demonstration which was very well received and provided lots of tips for a really professional finish. I'm sure she will have her arm twisted for further demos or help if anyone missed out.

IT’S A STITCH UP Next month's IT'S A STITCH UP date has been changed to June 13 (instead of June 20). Gavin Ketchen will be talking about fund raising for the Prospect Hospice and has promised to talk about stewarding the Festival of Quilts at the NEC which he does each August; this year's dates are 6th - 9th August, so some of us may well be making a visit! Please don't be put off by the wonderful examples shown, there are many different levels of skill. If you are a beginner, haven't stitched for a while, want to try something new and need some help, or if you feel you could share a skill, why not come along? Information about meetings is in each month's Burbage News and near the date you will see posters at various strategic places in the village. WOMAN’S OWN February Help for Heroes talk This was a long awaited talk by Natalie Williamson about the work of Help for Heroes.

Families of course need support, emotional as well as practical; the whole family dynamic cannot help but be altered by the life changing injuries our heroes sustain, so they are also provided for.

Natalie lives in Burbage and has been working for the charity at Tedworth House, Tidworth for four years since leaving school – so is very young! She is so passionate about the work though and this certainly came across in her illustrated talk, done entirely without notes and with great confidence! She captured everyone’s attention and fielded interesting questions, comments and discussions.

As many of you may know, Tedworth House is our nearest recovery centre and is open to visitors on Friday afternoons. As considerable interest was expressed amongst the members in doing this, dates for a group visit will be discussed at the next two meetings, and it is hoped that one will be arranged this Spring.

What a speaker! She stressed the importance of continuing to fund-raise, to support the brave men and women who have been severely injured or traumatized in serving their Country, for as long as they need it.

Violet Nickerson gave an eloquent and very heart felt vote of thanks, having also made some thoughtful comments on the talk, which reiterated how we all felt about this very worthwhile charity and our wonderful presenter.

Actually less than a fifth of those entitled to the support of Help for Heroes have come forward for help; obviously the Charity would like to encourage and make provision for the rest.

Raffles were won by Helen Colling (unusually!) and Brenda Mantock.

WOMAN’S OWN March 50 years of the work of Wiltshire Wildlife Trust This was another long awaited talk! Michele Gard gave an enthralling illustrated talk about the work of the Trust, the headquarters of which are situated in Devizes, under director Dr. Gary Mantle. The work is carried out by a dedicated staff and huge team of volunteers. Michele talked with great enthusiasm and humour, giving detailed descriptions of the nature reserves she showed. A map showing where these reserves are is obtainable from the WWT, and further information is on their website www.wiltshirewildlife.org June Eales, who has been closely involved with the WWT for some time very appropriately gave the vote of thanks, echoed by everyone there, for a most interesting and entertaining evening, appetites suitably whetted for WWT visits this Spring! Let’s hope we get

some good weather and the WWT get lots of visitors and interest to help sustain the vital work they do to keep our lovely environment as it should be Mary Powell and Jean Weller won the raffle prizes that evening.

April - the Birthday Party This was our 49th birthday – big one coming up next year! The usual delicious selection of savoury finger food was on offer and “naughty but nice” puddings of which little remained at the end of the evening. As Elaine was away, deputy Kay did a splendid job of coordinating the catering on the night, and everything ran very smoothly. Pat provided the quiz which was so difficult that some members had to have lots of hints! No prizes, though, as it was all just for fun and something to stimulate the little grey cells! Four raffle prizes were on offer this time and were won by Mary Powell, Jenny Frazer, Romaine Daw and Claire de Roemer.

Burbage & District Model Railway Club MARCH 2015

APRIL 2015

At the March, 2015 session Club members were introduced to a specialist layout that was designed to show the versatility of electronic control in analogue train control circuitry.

Members continued to work on the Club layout including installing scenery, discussing the electrics and planning future trackside fittings, etc.

The layout consists of one main ruining track and another spur either of which can be controlled separately depending on the point blade position. The heart of the system was a specially designed printed circuit board which consists of a silicon integrated chip providing flip-flop and timer controls. The configuration provided hands-free shuttle working of a locomotive.

It seems that the tasks in hand are occupying much thought and discussions between Members. This is to be expected as the layout enters more complex stages.

The BDMRC will next meet at the British Legion Hall, Burbage on Monday 22 June 2014 starting at 19:30.

An opportunity was offered by Chris P to members who wished to help with extra work on the layout.

GWR HERITAGE RAILWAY SITE DIDCOT

The scenic design and construction were the main activity undertaken during the May Club session. Much discussion took place as to the type of scenery required at different sites on the lay out together with more discussions on the best way of achieving it.

A Visit is planned on Wednesday 17 June 2015. at 6.30 pm All are welcome to join us.

Members were reminded of another great opportunity that has arisen: a visit the GWR Heritage Railway site at Didcot.

The cost for entry is ÂŁ5 per person plus a distributed proportion of the cost for our guide which at present is estimated at ÂŁ3.70 per person

The next session will continue with developing the Club layout further and all are invited to provide ideas and a lending hand. It is possible that more work can be undertaken at Member Chris P's home and those interested should contact Chris directly.

BURBAGE & DISTRICT CAMERA & VIDEO CLUB March meeting The Burbage & District Camera & Video Club (BDCV) is an informal gathering of people interested in the subject and it meets at least once, usually on the third Wednesday of the month. We invite folk from Burbage and the surrounding villages who are welcome to join us. Member Larry E was kind enough to bring his set of studio lights so that others could practice their skills at portrait making. Our subjects included both males and females and following the portrait session, attention turned to close-up table-top photography using standard zoom and fixed focal length lenses with close-up filter/lenses. Club's next session will deal with the subject of "Mother & Child" portraits.

April meeting The session was probably one of the most hectic so far as so many members, current and new, attended for the Family portrait session. The enthusiasm and excitetment were very evident as Members directed their subjects to obtain the best pose and lighting set up for the images they planned. The session lasted for over two hours and hundreds of images were taken. Everyone seemed pleased with the results they managed to obtain. Some newer members requested assistance on various topics and the more experienced members were only too pleased to provide the necessary help. Members are always grateful to Member Larry Emerson for bringing his excellent lighting set-up for Members use

BURBAGE & DISTRICT CAMERA & VIDEO CLUB May meeting

The next outdoor session is planned for a 19:00 hours meeting on site on Wednesday, 17 June 2015 when Members will be given a conducted tour at the

The arrival of brighter and warmer weather has provided an opportunity for the Club to leave the Club Room and travel to different sites and practice picture taking; thus the May session was devoted to action photography of an Off-roading session involving a Land Rover vehicle on Salisbury Down. Members took the opportunity to get used to their cameras using high shutter speeds for the action shots and slower speeds for panning shots.

Railway Centre The Centre have suggested that they will provide a guide who is their Official Photographer and a keen railway enthusiast and with this combination of experience, Members should gain much experience on static shots, selecting and suitable composition of subjects, choosing suitable background and selecting correct exposure for the dim & mixed lighting conditions which is expected in sheds.

Between the Members who attended, there must have been over five hundred shots of the events taken.

Also at the planning stage, is an early morning visit to Savernake Forest to shoot wildlife. This project will be undertaken under the guidance of the Forestry Commission Guide.

A Cheat TIRAMISU (This is a quick method but always gets good comments) Serves: 4 - 6 Preparation: approx. 15 minutes Cooking: None

Ingredients:

Method: Place custard in a bowl and beat in Mascarpone cheese

1 tin ready made custard 250ml tub of Mascarpone cheese 5 ml vanilla essence 30 ml Tia Maria (or Marsala)

Stir in vanilla extract and 15 ml of Tia Maria Mix the coffee and remaining Tia Maria together and immerse the

150 ml cold, sweetened strong coffee (Espresso) 100g packet sponge finger biscuits

sponge fingers into the mixture. (only do three or four at a time) Remove and lay a third of the sponge fingers into the base of a bowl Spoon the custard mixture on top and dust with cocoa.

NB: • Make sure that the coffee is really sweet

Repeat, finishing with a layer of cocoa Chill well before serving.

GARDENING TIP:

Kill individual weeds by pouring on hot vinegar. It might take a couple of times to work and it is suggested that it would be better for paths and patios rather than lawns or amongst precious herbaceous beds. Alternatively use white venegar straight from the bottle to pour on the weeds and grasses that come up through the pavement. Pour on and leave for a couple of days. the weeds will die back and won’t reappear for several months. [24]


Help and support for people who care According to the last census, there are 47,608 people in Wiltshire providing care and support to a relative, child, partner or friend who would not be able to manage on their own. There are many reasons why someone may not be able to cope unaided including physical or mental disability, old age, long-term illness, special educational need, eating disorder or a problem with drugs or alcohol. It is estimated that 3 in 5 people will become a carer at some point in their lives. The problem is that most people will not identify themselves as such – people simply consider themselves as a spouse, sibling, parent, grandparent or friend doing what they would be doing anyway. Many also mistake the word ‘carer’ with

those providing paid care work in a residential home or domiciliary agency capacity. Carer Support Wiltshire is a charity with a team of support workers who can provide information and support to carers living in Wiltshire, at the other end of the telephone, or face to face, along with accessing to counselling and advice relating to your role. All of our services are free and confidential for anyone aged 18 and over and we can offer you the chance to have a break through social cafés, days out, activities, craft groups and complementary therapies. We will shortly be running a monthly carers cafés in nearby Marlborough where you can come along to chat with other carers over a hot drink or two. Health Trainer service from Wiltshire Council My name is Lucy and I am the health trainer for Pewsey and the surrounding areas including Burbage. It is a free and confidential service. Health Trainers work on a one to one basis with individuals to support behaviour change and improve health. We meet with our clients in places such as the local library, leisure centre etc. We can work with clients who want to improve their wellbeing, including looking at areas such as;

Building self-confidence and motivation Eating healthier food and becoming a healthy weight Reducing of stopping smoking being more active drinking less alcohol

I can also signpost and support people to access other services and activities. As a Health Trainer I can work with my client for six sessions building motivation and confidence to enable the client to help themselves and to maintain the changes. I look forward to hearing from you, Lucy.

We have yet another fantastic week on the Kennet and Avon with the "CANAL BREAKS FOR SPECIAL CHILDREN"

However the teacher accompanying the children said" Well if we can enjoy the day with weather like this, we can enjoy it any day".

A huge thank you to all our helpers, volunteers, sponsors and cake makers that have made this week possible.

How right she is, as everyone gets such a lot out of the occasion

From youngsters that were on board for the first time (Lilly ) to our regular visitors from Higher Green Farm we all had a wonderful time down on the canal towards Hungerford and Kintbury, taking in the sunshine the fresh air and the wildlife.

"Rowdeford" who stay as residential for three days had a whale of a time, with six boisterous boys helping with the locks, the ropes and even the washing up. We look forward to doing it all again next year Pete and Eileen Devenish

We only had one very wet day on the Thursday, so wet, that Rodney could wring out his jacket and top up the canal with water!!!!
