SUPERINTENDENT

It seems like just yesterday you were voting to approve a record-setting bond issue. In 2009, the voters of Broken Arrow passed a $295 million dollar bond issue to meet the many needs identified throughout the district. It is now 2011, and we are asking you to reconsider a portion of the 2009 bond issue. The 2009 bond was without a doubt a good bond issue, but we now have the opportunity to take a good bond issue and transform it into a great bond issue without asking for additional money, and without raising the school taxes paid by Broken Arrow citizens. Since the 2009 bond issue was passed, a significant amount of new data has been released. In addition to the 2010 Census data, we also commissioned a demographic study of our district to gather statistics that look specifically at the growth our district will experience over the next ten years. Using this data, the district leadership team spent the year evaluating the projects included in the 2009 bond issue, and our conclusion was this: we can better meet the needs of our district if we restructure part of the 2009 bond issue. What do we mean by “restructure?” That question is more thoroughly answered in the next few pages, but the simple answer is this: we are asking the patrons of Broken Arrow to consider changing 25% of the 2009 bond issue. The primary goal of the 2009 bond issue was to remove the portable buildings, and that will not change. We are not asking for more money in the 2011 bond issue, its passage will not raise citizens’ school taxes, and the time of the bond issue will not be extended. The proposed changes will allow us to better meet the needs of both current and future classes of students, and we believe the citizens of Broken Arrow will be extremely proud of the projects being proposed as well as the rationale behind the changes. As you read through this brochure, please remember this will not be the only tool used to communicate with our patrons. You will be seeing and hearing much more on the 2011 bond issue, and we encourage you to ask questions and offer input. good to GREAT Revote of bond money will better meet student needs, will not increase taxes Do the projects on the 2009 bond issue account for the projected growth in enrollment? Are the projects creating equity across the district? Are student needs best being addressed by the proposed projects? These are some of the questions Broken Arrow patrons on the Long Range Planning Committee sought to answer as they evaluated the possibility of revoting the 2009 bond issue. Using data from the 2010 Census and a demographic study of Broken Arrow, the 50-plus patrons on the Long Range Planning Committee and district administrators created a plan to restructure 25 percent of the 2009 bond issue. The committee was composed of patrons from school sites across the district, and their input was invaluable

to district administrators as the proposed changes were drafted. Their willingness to collaborate with administrators has resulted in the bond issue being presented to the public on Oct. 11, 2011. Of the original $295 million approved in the 2009 bond issue, the 2011 bond issue will take $73.5 million and allow the district to fund projects that will better meet student needs longer into the future. If approved, this plan will not increase patrons’ school taxes, it will not involve any new money, and it will not stretch out the construction timelines. Phase 1 projects are already in various stages of completion, Phase 2 projects will begin in the 2012-2013 school year, and Phase 3 projects will get underway in the 2013-2014

school year. The vote on Oct. 11 is not a revote of the entire $295 million bond approved in 2009. If patrons approve the 2011 bond, they will be giving the district permission to use $73.5 million in ways that are different from what were originally planned. Oklahoma State law requires another vote of the public if more than 15 percent of a bond issue is changed, and in the 2011 bond issue, 25 percent of the original bond would be changed. So, while the proposed projects outlined on the following pages will indeed take the district from “good to great,” the projects will only become a reality if the voters approve the bond issue by a 60 percent supermajority vote.

PROJECT CHANGES {Secondary Site Changes}

2009 BOND

The following projects are those that will propel Broken Arrow Public Schools into the next decade and beyond. With passage of the 2011 Bond Issue, these reimagined projects will set an exciting pace for the future. DIFFERENCE

2011 BOND

Senior High School $21,375,000 $+6,612,000* $27,987,000 The Senior High School will be under construction in the Phase 1 portion of the bond issue. They will receive a new media center, administration offices, science labs, secure entries and eating areas for students. A Fine Arts addition will include a black box theatre and other classroom/rehearsal space, and the two modular buildings will be removed from the site. The changes to the 2011 bond total will also provide new locker rooms next to the auxiliary gymnasium, and a remodeling of existing locker rooms and gymnasium. These projects will be phased in over all three phases of the bond. Haskell Middle School 1,723,790 -51,128 1,672,662* According to the demographic study and administrative review, BAPS will not need six (6) middle schools. Therefore, Haskell Middle School will eventually return to its original distinction of serving elementary students. The Haskell Middle School students will be moved into the new middle school being built at 91st and Oneta during the 20132014 school year. The money for Haskell will be utilized for site renovations and building upgrades. This work will take place in Phase 2. Centennial Middle School 1,723,790 -1,259,790 464,000 Centennial Middle School is not currently at capacity, and therefore, will not receive additional classrooms as originally planned. The funds that have been allocated will accommodate a new security camera system and secured entry. This work will take place in Phase 2. Childers Middle School 4,022,177 -1,702,177 2,320,000 Childers Middle School is not currently at capacity, and therefore, will not receive the classroom additions as originally planned. This site will receive a new security camera system and secured entry, and changes will also provide additional and remodeled spaces for Fine Arts. These projects will be completed during the Phase 2 portion of the bond issue. Restructuring, reorganizing of funds a must The 2011 bond issue involves the restructuring of $73.5 million of the original 2009 bond issue. The charts to the left outline those changes in detail, but patrons will quickly see that to accomplish much-needed changes on some projects, other projects will see reductions in plans and funds. • Centennial Middle School, which is not currently close to capacity, does not need the additional classrooms initially planned, and therefore will not need the dollar amount originally allotted. The situation is the same for Childers Middle School. • Haskell Middle School will serve a new purpose in the 2011 bond issue, and its transition into an elementary school will not require the level of funds originally assigned to this site. • North Intermediate will receive renovations to the auditorium, cafeteria and stadium as well as the removal of modular buildings, but these improvements can be accomplished at a lower amount than what was originally estimated. • The 4th and 5th Grade Center that was to be built at Wolf Creek has been completely eliminated from the list of projects. The district will move away from this model of using 4th and 5th grade centers because of the many challenges created by this configuration at Country Lane. • Indian Springs will be sold and those funds will be shifted to the new Indian Springs (New Elementary #2) which will house the Indian Springs staff and students. • The current Park Lane Elementary will be repurposed into one of four regional Early Childhood Development Centers. • Arrow Springs will be repurposed as an Early Childhood Development Center, and will not require the amount of funds originally planned for that site. • Westwood Elementary will be relocated to a tract of land nearby the high school, and the current facility repurposed into athletic spaces. This change accounts for the reduction in funding at that site. • Other reductions include the allotment to copiers, which will still allow all copiers to be replaced twice during the life of the bond, and the amount allotted to maintenance repairs was also reduced, as many of these repairs can be funded through the renovation costs at each school site.
