U.S. DOT Secretary Sticking Around Reports indicate U.S. Secretary of Transportation Ray LaHood will stay on the job, at least in the short term, as President Obama continues to nominate new cabinet posts across his Administration. LaHood told a reporter last week that he’d be “sticking around” for a while and House T&I Chairman Bill Shuster said he heard as much in a conversation with the Secretary. A second term for LaHood would provide the opportunity to cement his footprint on two of the

President Barack Obama was officially sworn into a second term January 20 and used his final Inaugural Address to set out his agenda and call for cooperation in a nation that is, by most accounts, divided. While the speech laid out wideranging priorities, the President did make a few notable references to infrastructure development both past and future. In noting our country’s past accomplishments and future challenges, President

Obama said: “Together, we determined that a modern economy requires railroads and highways to speed travel and commerce; schools and colleges to train our workers... No single person can train all the math and science teachers we’ll need to equip our children for the future, or build the roads and networks and research labs that will bring new jobs and

businesses to our shores. Now, more than ever, we must do these things together, as one nation, and one people.” The President did not include specifics as to how he plans to address the challenge of maintaining and improving the nation’s transportation infrastructure network without providing a long-term, sustainable revenue mechanism Continued on page 4

Trade using surface transportation between the United States and its North American Free Trade Agreement (NAFTA) partners, Canada and Mexico, rose 7.9 percent in October 2012 compared to October 2011, totaling $85.3 billion, according to the Bureau of Transportation Statistics (BTS) of the U.S. Department of Transportation. Surface transportation includes freight movements by truck, rail, pipeline, mail, other modes of transport, and goods moving into Foreign Trade Zones.

ARTBA Foundation Young Executive Development Program Now Accepting Applications Join the next generation of industry leaders at ARTBA’s four-day “boot camp” on federal legislative and regulatory processes. The June 3-6 Young Executive Development Program (YEDP), now in its 18th year, teaches young executives how they can play a leadership role in helping grow the transportation construction market now and in the future. The program also includes sessions on highway/ transit financing, economics, environmental issues, public-private partnerships, and industry innovation. Senate Introduces Bipartisan Coal Ash Legislation A bipartisan group of 12 Republican and 12 Democratic senators introduced August 2 the “Coal Ash Recycling and Oversight Act” to prevent the U.S. Environmental Protection Agency (EPA) from regulating coal ash—used extensively in transportation construction projects—as a “hazardous substance.” The legislation, introduced by Senators John Hoeven (R-N.D.), Kent Conrad (D-N.D.) and Max Baucus (D-Mont.) builds upon a Continued on page 2 Follow ARTBA:

It would also allow him to directly oversee the full implementation of MAP-21 and prepare the Department for a potential reauthorization of the Water Resources Development Act this year and a MAP-21 reauthorization in 2014. Of course, this is Washington, D.C., and LaHood’s status could change at any moment.

Shuster Holds First T&I Meeting House Transportation and Infrastructure (T&I) Committee Chairman Bill Shuster (R-Pa.) held his first meeting January 23— largely an administrative session to adopt rules, introduce new members of the committee and announce an agenda that includes a long-overdue reauthorization of the Water Resources Development Act and passenger rail legislation. Shuster also announced the committee will begin work on a surface transportation reauthorization later this year well ahead of MAP-21’s September 2014 expiration. Shuster also said new “special panels” headed by Vice Chairman John Duncan (R-Tenn.) would look at issues that may span multiple subcommittees, such as goods movement and

intermodalism. ARTBA looks forward to working with Chairman Shuster, Ranking Democrat Nick Rahall (D-W. Va.), Vice-Chairman Duncan and all committee members (listed below) to ensure the concerns of the transportation construction industry are supported in the new Congress.
