WORLD DEVELOPMENT REPORT 2013 Jobs Recent world events have put jobs at the center of the policy debate. In advanced economies, there is concern about a jobless recovery; in developing countries, continued growth cannot shield workers who are vulnerable to shocks. Political upheavals in the Arab world have highlighted the discontent of educated youth whose employment opportunities fall short of their expectations. World Development Report 2012: Jobs explains and analyzes the connection between jobs and important dimensions of economic and social development. The Report provides analytical tools to identify the obstacles to sustained job creation and examine differences in the nature of jobs, which in turn affects the potential of jobs to raise living standards, increase aggregate productivity, and enhance social cohesion. It explores the notion of a "good job" in that some jobs do more for economic and social development than others, because they reduce poverty and inequality, strengthen value chains and production clusters, or help build trust and shared values. WDR 2013 examines efforts to stimulate production of higher value-added goods and services, boost the demand for labor, prepare today's youth to become productive members of society, and ensure an efficient matching of supply and demand of labor. But it also looks beyond the labor market, identifying the complementary policies needed to support the necessary structural shifts and the supply of needed skills. Infrastructure development, policies for competition and innovation, reforms in educational and training systems to equip tomorrow's workers with the relevant skills, and the architecture of social protection all have a bearing on the chances to create more and better jobs.

GLOBAL FINANCIAL DEVELOPMENT REPORT 2013 Rethinking the Role of the State in Finance How should we measure and assess financial development around the globe? If managed well, this Third Age will benefit developing countries in several ways. CHINA 2030 Building a Modern, Harmonious, and Creative High-Income Society China 2030 is a joint research report authored by a team from the World Bank and the Development Research Center of China’s State Council. EMPOWERING WOMEN Legal Rights and Economic Opportunities in Africa By Mary Hallward-Driemeier and Tazeen Hasan

The importance of property rights in providing the incentive to invest, work hard, and innovate has been recognized for centuries. Yet, many women in Africa do not have the same property rights or formal legal capacity enjoyed by men. Empowering Women: Legal Rights and Economic Opportunities in Africa documents the extent to which the legal capacity and property rights vary for women and men, and analyzes the impact this has on women’s economic opportunities. The book introduces the 'Women’s Legal Economic Empowerment Database – Africa (Women LEED Africa),' that covers all 47 countries in Sub-Saharan Africa, providing indicators and links to constitutions, ratified international conventions, and domestic statutes where there are gender gaps in legal capacity and property rights. In West Africa a dynamic informal sector dominates the stagnant formal economy. Small operators coexist with very large and politically well-connected informal enterprises and well-organized networks. To date there have been relatively few systematic studies of this dual feature, and consequently too little is known about it. Determinants and appropriate policy responses are likely to differ between 'large' and 'small' informal operations. This study focuses on the urban informal sector in three capital cities: Dakar (Senegal), Cotonou (Benin) and Ouagadougou (Burkina Faso). These three countries have important differences and as a group, are quite representative of francophone West Africa and to a lesser extent West Africa as a whole.

A mix of quantitative and qualitative approaches was used, with data obtained from original surveys of 900 firms in the three cities, interviews with knowledgeable stakeholders and participants, and all available secondary data. The results for West Africa presented in this book corroborate many findings from earlier studies, particularly for small informal firms. STRUCTURAL TRANSFORMATION AND RURAL CHANGE REVISITED Challenges for Late Developing Countries in a Globalizing World By Bruno Losch, Sandrine Freguin-Gresh and Eric Thomas White

This book makes a compelling case for reintegrating structural issues into agricultural and rural development policies, which have for the last 30 years over-focused on shortterm issues. It shows how the liberalization of agriculture in many late developing countries has not in fact led to the development of the vibrant rural non-farm economy, nor has it led to a large-scale integration of agricultural producers into the global economy. Despite these findings, the book draws optimistic conclusions: there are a clear set of policy priorities that, if adapted to individual country contexts, can facilitate an enduring and productive rural transformation. The book is based on an in-depth seven-country study that surveyed 8,000 rural households. It specifically focuses on these households’ activity and income structures in an evolving agricultural context marked by liberalization and trends of increasing economic integration. For two decades now, experiences in decentralization and federalization have been in progress in many countries, particularly in Sub Saharan Africa. How can these processes be understood and improved? Focusing on four Sub-Saharan countries (Burkina Faso, Ghana, Kenya and Senegal), this volume applies an original approach to address such questions. This book does not attempt to transpose an ideal Western model - which does not exist. Here, decentralization is viewed as a sequential process, implying choices that are the sole responsibility of the country concerned. For each of the four countries, the authors provide a diagnosis of how decentralization is organized in practice and compare this with the institutional architecture adopted. This analysis of the gaps separating what is formally targeted and what has been achieved on the ground suggests possible directions for reform. A guide for analyzing decentralized policies is proposed, which is useful to help identify the issues at stake, point out stumbling blocks and ensure the coherence of decisions on decentralization. USING PUBLIC GRAIN STOCKS FOR FOOD SECURITY By Sergiy Zorya, Robert Townsend and Christopher Delgado

As a reaction to higher and more volatile food prices, many developing countries accelerated accumulation and distribution of public grain stocks and many intend to establish new reserves. While the public stocks can indeed help smooth out local prices, induce growth and support the poor in a case of emergencies, they can also become a burden if improperly designed and managed. In the past, food stocks in many countries failed to achieve stated objectives and continue to place large costs on taxpayers and the economy. This report reviews the lessons learned from evidence from a wide number of cases around the developing world, mistakes made, and successes achieved, and recommends main principles for successful management of stocks to enhance food security.

The Middle East and North Africa (MENA) Region is one of the most water stressed regions in the world. Due to increasing population and projected climate change impacts, MENA's annual water demand gap is projected to grow five-fold by 2050, from today’s 42 Km3 to 200 km3 by 2050. Despite its extreme scarcity, water is managed poorly. Inefficiencies are common in the agriculture, municipal and industrial systems; and many utilities are financially unsustainable. As a result, countries overexploit their fossil aquifers—and use desalination by fossil fuel-to meet the water demand gap. Desalination is costly, energy intensive and has environmental impacts. Overexploitation of fossil aquifers is not sustainable. Neither is the use of fossil fuel for desalination to meet the growing water gap. This book outlines the challenges in terms of water (and also in terms of energy) that countries in the region face and analyzes the scope of available options to address the growing water gap. It estimates MENA’s water gap today and into the future—until 2050, and presents a methodology to prioritize options to bridge the water gap, using the ‘marginal cost of water' approach. The book also assesses the viability of renewable energy desalination as an important option to close the Region’s water gap.

Over recent decades the Latin America and the Caribbean region has seen a dramatic and virtually uninterrupted rise in female labor force participation. Women there have increased their participation faster than in any other region of the world, adding nearly 70 million women to the labor force. Female enrollment rates from primary to tertiary education have increased to the point of closing or even reversing the gender gap. Family structures have changed markedly, and fertility rates have started to decline. And social norms have shifted toward gender equality. Recent research from developed countries has stressed the roles and interactions of microsocial factors in determining the economic opportunities available to women and, by extension, the evolution of female economic participation (such as labor supply and sectoral choices). These factors include human capital (education and health), social norms and preferences, and family formation and household structure.

The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The ageing of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank's mission of poverty reduction and supporting sustainable economic development in the region. Despite broad international recognition of the criminalization of illicit enrichment, it has not been universally accepted as an anti-corruption measure. Instead, criminalization of illicit enrichment continues to generate extensive debate and controversy. Against this background, this study aims to provide an analysis of how illicit enrichment works, and attempts to shed light on any contributions that it has made to the fight against corruption and the recovery of stolen assets. Rather than delving into the theoretical and academic debates around illicit enrichment, this study focuses primarily on the analysis of current practice, case law, and existing literature to offer a new perspective to the on-going discussions. More specifically, the study addresses the legal framework upon which the concept of illicit enrichment rests, and the resulting policy implications of that legal framework. It also focuses on illicit enrichment as an anti-corruption mechanism, from its roots as a response to the problems inherent to prosecutions involving corruption, to an examination of elements and inchoate offenses relating to illicit enrichment under international conventions. It examines illicit enrichment jurisprudence in the global context. An extensive survey was carried out to determine the countries where the offense exists, what form it takes, how often it is used, and for countries where it doesn't, what other measures are used in its place.
