INTERNATIONAL DEBT STATISTICS 2013 External Debt of Developing Countries International Debt Statistics (IDS) 2013 (formerly Global Development Finance) provides statistical tables showing the external debt of 128 developing countries that report public and publicly guaranteed external debt to the World Bank's Debtor Reporting System (DRS). It also includes tables of key debt ratios for individual reporting countries and the composition of external debt stocks and flows for individual reporting countries and regional and income groups along with some graphical presentations. IDS 2013 draws on a database maintained by the World Bank External Debt (WBXD) system. GLOBAL MONITORING REPORT 2013 Rural-Urban Dynamics and the Millennium Development Goals The 2013 Global Monitoring Report (GMR) marks the tenth edition of the GMR since the inception of the report in 2004. The GMR continues to provide an annual assessment of progress towards the Millennium Development Goals (MDGs). This assessment allows the World Bank and the IMF together with the larger international development community to reinforce accountabilities among developing and developed countries and institutional partners. As a monitoring report, the GMR draws on recent and ongoing research work at the IMF, the World Bank, and the UN, and other outside sources. The theme of this year's report, rural urban dynamics, is highly relevant for assessing progress within the current MDG framework, but it also has the potential to inform discussions about the post-2015 development framework. Urbanization matters for the MDGs in several ways. Two main channels by which the MDGs are impacted are through the benefits of agglomeration, as cities have the potential to generate higher living standards for all their residents (not just migrants), and through the benefits of scale economies, as basic public services can be provided at lower unit cost in urban areas. Overall, urbanization can play a positive role in reaching both the income and service delivery MDGs if these potential benefits of agglomeration and scale economies are realized. In addition, the official list of MDG indicators calls for disaggregating the MDGs by urban/rural as far as possible. This disaggregation has not been addressed in earlier GMRs.

The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The ageing of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank's mission of poverty reduction and supporting sustainable economic development in the region.

Since the last wave of financial crises in the late 1990s and early 2000s, the financial systems of Latin America and the Caribbean (LAC) have continued to gain in soundness, depth, and diversity. For all the gains, however, many challenges remain. In many respects, LAC’s financial services industry is underdeveloped by international comparisons, notably, bank credit to the private sector lags and domestic equity markets remain liquidity. Furthermore, the provision of long-term finance—whether to households, firms, or infrastructure—is probably well below what would be desired. This book aims to meet the dual challenge of stock-taking and reassessment of the state of financial development in LAC, so as to set on firmer grounds the financial development agenda going forward. WORK AND FAMILY Latin American and Caribbean Women in Search of a New Balance By Laura Chioda

Over recent decades the Latin America and the Caribbean region has seen a dramatic and virtually uninterrupted rise in female labor force participation. Women there have increased their participation faster than in any other region of the world, adding nearly 70 million women to the labor force. Female enrollment rates from primary to tertiary education have increased to the point of closing or even reversing the gender gap. Family structures have changed markedly, and fertility rates have started to decline. And social norms have shifted toward gender equality. Recent research from developed countries has stressed the roles and interactions of microsocial factors in determining the economic opportunities available to women and, by extension, the evolution of female economic participation (such as labor supply and sectoral choices). These factors include human capital (education and health), social norms and preferences, and family formation and household structure. Work and Family views the evolution of female participation through this micro lens, drawing on the emerging literature on family formation and household structure, which views many important choices as resulting from intrahousehold bargaining. Without negating the ongoing agenda to ensure equal opportunity in the workplace, this approach shifts the focus to dynamics within the household and provides a powerful framework for interpreting the evolution of gender-related patterns.

For two decades now, experiences in decentralization and federalization have been in progress in many countries, particularly in Sub Saharan Africa. How can these processes be understood and improved? Focusing on four Sub-Saharan countries (Burkina Faso, Ghana, Kenya and Senegal), this volume applies an original approach to address such questions. This book does not attempt to transpose an ideal Western model—which does not exist. Here, decentralization is viewed as a sequential process, implying choices that are the sole responsibility of the country concerned. This analysis of the gaps separating what is formally targeted and what has been achieved on the ground suggests possible directions for reform. Although labor is usually the unique asset upon which poor people can make a living, little is known about the functioning of labor markets in Sub-Saharan Africa. The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. ENTERPRISING WOMEN Expanding Economic Opportunities in Africa By Mary Hallward-Driemeier

Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. GROWING GREEN The Economic Benefits of Climate Action By Uwe Deichmann and Fan Zhang

The economic impacts of climate change are already apparent and they threaten development gains. Extreme weather events have brought severe droughts to Central Asia, heat waves and forest fires to Russia, and floods to Southeastern Europe. Unchecked emissions will come at rising economic cost and increasing risk to individuals. There is a clear case for all of the world’s economies to move to a lowcarbon growth path. Yet, climate action has been inadequate, especially in Eastern Europe and Central Asia (ECA). With prospects of a global climate agreement uncertain, this report identifies the actions that governments in the region can take to reduce the carbon footprints of their economies. It shows that many of these actions will more than pay for themselves— and quite quickly when indirect benefits such as better health and increased competitiveness are considered. To realize these benefits, policy makers in ECA need to quickly move on three sets of priorities: use energy much more efficiently, gradually move to cleaner energy sources, and increase carbon capture in soils and forests. This will require transformations in power generation, industrial production, mobility, city living, and in farming and forestry. The report shows how well-designed growth and social policies can make climate action growth-enhancing while protecting the living standards of less-well-off households.

ENERGY EFFICIENCY Lessons Learned from Success Stories By Gary Stuggins, Alexander Sharabaroff and Yadviga Semikolenova

Energy efficiency is an important factor in an economy, since it helps meet energy needs, decrease costs, and lower environmental impacts. A review of the evolution of energy intensity in European and Former Soviet Union countries indicates a positive trend: high-energy-intensity countries have now reached the level of medium-energyintensity economies 15 years earlier, and in the same period, medium-energy-intensity ones had similarly evolved to levels of low-energy-intensity. At the same time, the fast transitioning economies of Central Europe converged towards similar levels of energy intensities, in line with EU Directives, while successful EU-15 countries managed to maintain economic growth while keeping energy use flat. This report looks at how countries effect the transition from high- to medium- to low-energy-intensity, exploring whether leapfrogging is possible and what policies can be particularly helpful. Some of the lessons include: energy prices tend to evolve from subsidized levels to full-cost-recovery to full-cost-recovery-plus environmental externalities; industrial energy efficiency is often the starting point, with privatization and competition driving companies to reduce production costs, including energy; successful countries excel at governance; households tended to be the last, and most difficult, area of reform.
