N

ew Iberia has evolved over the past few centuries, from a rural Spanish settlement to a growing community, but the foundation on which it was built — the Bayou Teche — still serves as the epicenter. Founded in 1779 by Spanish settlers, the town was originally named “Nueva Iberia,” though the French settlers called it “Nouvelle Ibérie” and the English called it “New Town.” It is the only existing town in Louisiana today to be founded by Spaniards during the Colonial Era. The state Legislature incorporated the town as “Iberia,” but in 1847, as a compromise between the French and the English, the Legislature renamed it New Iberia, according to historian Glenn R. Conrad.

Like many other Southern states and towns, New Iberia suffered greatly during the Civil War, as “the Teche country fell prey to the foraging of both Confederate and Union armies,” Conrad wrote. Union occupation, coupled with the disruption of slavery and agriculture, proved for tough economic times in New Iberia. As the war came to an end and Iberians strived to return to “normalcy,” massive floods in 1866 destroyed crops and a Yellow Fever epidemic in 1867 claimed the lives of thousands. As the decade neared its ending, Iberia Parish was created in 1868, with New Iberia being named the parish seat. With the railroad’s delayed arrival to New Iberia coming in 1879, New Iberia saw a new lumber industry, new rice

F

or many years, the Iberia Comprehensive Community Health Center was the only medical facility on Jefferson Terrace in New Iberia. Offering heath and dental care options for residents without insurance coverage with charges for services based on income, the clinic is the only primary care facility on the south side of the railroad tracks. The area has grown to include several doctors offices, specialty hospitals and medical practices. Now located here in addition to the Comprehensive Clinic are The Ortho Clinic, the Headache and Pain Center and One Day Surgery, Iberia Rehabilitation Hospital, Physical Medicine and Rehabilitation, Iberia Therapy Services, Laborde Diagnostics and the Iberia Orthopedic Group as well as several doctors offices affiliated with the specialty clinics. Now residents, who before would have had to travel to other areas to see specialists or receive specialty care, can do so in their own backyards. Community-based health care is a growing trend, said the Comprehensive Health Center’s Community Development specialist Trish Olivier. “Jefferson Terrace is becoming a health care corri-

ouisiana has long been dependent on the oil and gas industry, and in many ways it remains so. More than 20 years after a bust put the local economy into the doldrums and unemployment was in double digits, Iberia is finding ways to diversify. “We have multi-generations of families working in those fields (oil and gas and agriculture industries) and will continue to do so,” said Mike Tarantino, president and CEO of the Iberia Industrial Development Foundation. But other industries are growing in Iberia Parish, Tarantino said. According

In 2008, it accounted for about 23 percent. “We’re pleased to have continued to diversify since the mid ’80s,” Tarantino said. And the fastest growing industry is health care. Tarantino said that although figures for health care were unavailable in 1985, the industry now accounts for almost 12 percent of the local economy. Dauterive Hospital CEO Alan Fabian said his hospital has tried to focus on

bringing more and varied medical care to the Teche Area. “The hospital recruited six new physicians to the community — three family physicians, a surgeon, an orthopedic surgeon and a urologist — over the past year,” Fabian said. “With each physician comes the need for office staff and other jobs to help establish and operate their practices.” Iberia Medical Center has experience similar growth, John Tucker, the public hospital’s CEO, said. “Inpatient admissions to the hospital

during 2008 grew by 3 percent, while visits to the emergency department increased more than 8 percent,” said Tucker. “Since 2001 inpatient hospital admissions and emergency department visits have kept pace with economic growth in the region and increased 32 percent and 44 percent, respectively.” Agriculture also has historically been significant to Iberia as it contributes $47.8 million to the local economy, according to LSU AgCenter figures. However, Tarantino said that since oil and gas will continue to be a huge part of the local economy, the Port of Iberia will continue to be a major player. As of 2008, the port reported it is the home of more than 100 companies that employ about 5,000 people. That equates to an annual payroll of more than $166 million and an impact to the local economy of about $1.4 billion.

ran Thibodeaux said she gets questions all the time about what Iberia Parish is going to do with all of its incoming hotel space. The Iberia Parish Convention and Visitors Bureau director said her answer is the same all the time: “We’re going to fill them.” Under construction is the 78-room La Quinta Inn, 82-room Candlewood Suites and 100-room Hampton Inn. When those three hotels are online with the recently completed 98-room Holiday Inn Express, hotel capacity in New Iberia will have increased by 50 percent. The construction, confined to the corridor of Louisiana 14 at U.S. 90, is part of what city and parish officials hope is a

new showcase entrance for New Iberia. Thibodeaux said the investment by the major national hotel brands is a strong sign Iberia Parish and the Teche Area are making out better than most during the current economic downturn. “We need to heed that and really capitalize on that right now,” Thibodeaux said. “I think a lot of people are on board. I know the parish and city are working together to try and get that corridor the best it can be. A lot of the things I have mentioned (for improvement) like a turning lane, sidewalk and lighting are known by our governmental leaders. food and entertainment attractions to passing motorists, have been added and more signage is planned. New Iberia Mayor Pro Tem Freddie DeCourt said the corridor would already have a “Welcome to New Iberia” sign in the Louisiana 14 median, but the state Department of Transportation and Development scratched city plans for a sign designed of brick and wrought iron that would have included an artist rendition of the city crest. “I envisioned something that would be uniquely ours,” DeCourt said. “I didn’t want to just do this catalog kind of thing, but DOTD had different ideas. We had designed some really cool signs and were going to use a local artist to do something neat, but DOTD wouldn’t let me do that because they have requirements in the highway median.” DeCourt said the city did adjust its specifications to fit protocol, and the sign

The overall plan, officials say, is to develop the corridor not only with commercial options but with visually pleasing additions. Corridor lighting, sidewalks, an expanded turning lane through Louisiana 14 and filling in a canal that runs, in part, right in front of the Iberia Parish Convention and Visitors Bureau are future plans for corridor growth. New Iberia and Iberia Parish took a tourism hit when hurricanes Gustav and Ike struck the Teche Area in 2008, but Thibodeaux said things are picking up. “People are taking shorter, closer to home trips,” she said. “As far as the marketing for the parish, we have targeted those people that live close to us in surrounding states pretty heavily. I think it has paid off for us. “Our business travel is good. Our leisure travel is good. Everything is holding steady. I’m crossing my fingers as I am saying all of this. It’s holding steady and I just can’t say how good it is for our area.”

here are a wide variety of available primary and secondary education choices for residents of Iberia Parish, ranging from the public to the private. The Iberia Parish school system provides service for almost 14,000 enrolled students, with slightly more than half of them (55 percent) students in preschool and pre-kindergarten through sixth grade, according to the most recent state

Department of Education statistics. In 2008-2009 Iberia Parish School Board began construction on several new schools in the parish, such as the new Caneview, Jefferson Island Road and Magnolia elementary schools, all of which were completed prior to 2009 and are now in use by parish residents. Currently under construction are the new Parks and North Lewis elementary schools, both due for completion later this year. Iberia Parish Schools Assistant Superintendent of administration Michael Judice said that the quality of schools in Iberia Parish is excellent. “We’re considered a two-star district,

which is very good,” said Judice. “Our school system ranks overall as far as district is about 18th in the state. Our teacher certification is 97 to 98 percent, which is well above the state average. We have highly qualified, certified teachers in our schools, overall, completely across the board.” Judice cites the cultural enrichment of the parish’s French Immersion program, the technological focus of local high schools and the Iberia Parish Career Center as further examples of the quality and individualization of education within the parish. “We have a diversified student population,” he said, “and we have innovative

aos is a landlocked country bordered by Thailand, Vietnam, Burma, China and Cambodia, but residents of Iberia Parish don’t have to go to Southeast Asia to experience Lao culture. Iberia Parish is home to a flourishing Lao community and not one, but two Buddhist temples — the largest of which most people know for its annual New Year’s Festival, a vibrant celebration held over the three days of Easter weekend. For those three days and the other 362 days of the year, the close-knit community of the Lanexang Village, a subdivision in the Coteau area of Iberia Parish, and Wat Thammarattanaram, the Buddhist temple around which the village is centered, is an epicenter for the local Lao

community. People come from around Louisiana and neighboring states at New Year’s and at other times of the year to ask for advice from and be counseled by the temple’s monks. The village, which was established in 1983, is home to 46 families, said temple president and Acadiana Laos Association president Khamsone Phoumylay. Many also live in New Iberia and surrounding areas. “People come and stay around the religious life,” Phoumylay said. Bounlop Kittiraj has lived in New Iberia for almost 30 years, coming most days to Wat Thammarattanaram. She came to the Teche Area originally because she had family here. Every day, as in Laos, members of the community — among them Kittiraj — come at midday and offer the monks food they have cooked. After the monks finish

ctors, playwrights, light and sound technicians, directors, musicians, singers, costume designers, dancers, any combination of the above and more — there’s an opportunity for everyone to exercise their creativity by taking part in the Iberia Performing Arts League. And then, of course, there’s the pleasure of watching a good play. IPAL’s 200 seat Essanee Theater, located in downtown New Iberia, has hosted “Little Shop of Horrors,” “Oklahoma,” “If it’s Monday, this must be Christmas,” “That’s the Spirit,” “The Wizard of Oz,” “The Queen of Bingo” and the locally written “Storms,” based on the aftermath of Hurricane Katrina — and those are just some of the performances put on in the last calendar year or so. IPAL has been around for a little more than 10 years. “I think the main thing for newcomers to know is that IPAL is open to all comers,” said Mac Stearns, IPAL actor, director and board member. “We are always looking aggressively for new talent, and we don’t have any restrictions.” “Beyond just being on stage, we need all kinds of people — carpenters, electri-

The theater also has been known to host community events like performances by the Acadiana String Orchestra and plays by local schools hosted at the theater. “The community has been tremendously supportive. We try very much to live up to it, not just by doing good plays or good musicals, which I’m happy to say we do — but also to create a venue for other community (events),” said Stearns.

Mobile devices aboard ambulances equipped with this technology can be used to wirelessly transmit electrocardiogram readings from the scene to the Dauterive Hospital Emergency Department, Cath Lab and a cardiologist's personal data assistant with the touch of a single button. This Web-based system allows patient care teams to decide before the patient arrives at the hospital if there is a need to mobilize the Cath Lab team or free Emergency Department space to treat the incoming cardiac patient. Dauterive Hospital in the past year renovated one of its five Operating Room Suites into a Stryker Endoscopy Suite. The nearly $400,000 project allows surgeons to perform laparoscopic and endoscopic procedures in a state-of-the-art facility. “The Stryker Endoscopy Suite is a great addition to the services we offer because it further advances safety for patients who undergo an endoscopic or laparoscopic procedure at Dauterive Hospital,” Fabian said. “X-ray, laparoscopic and images taken live during a procedure through an in-light camera are projected on a high-definition, flat-panel television screen installed on the wall and on separate high-definition, flatpanel television screens installed on radial arms,” he explained. “This allows the surgeon and surgical team to see live, detailed, crisp images of what is going on inside the body as it happens.” Laparoscopy is an examination of the abdominal cavity or a minor surgery performed with a laparoscope, a flexible fiber optic surgical tool. Recreation fun offered in different varieties for all ages park features ramps and areas for use by bikers, skaters and skateboarders. The department also sponsors the New Iberia Aquatics youth swim team, which competes at meets throughout the state. An active parents’ club helps raise money for the squad in addition to funding provided by NIRD, said New Iberia Aquatics coach David Bonneval. Those interested in joining the team may call Bonneval at 201-0357. Team fees are based on age group — 8 and under, and 9 and above. The recreation department also features walking tracks, tennis courts, pavilions and multi-use recreation centers at both West End Park (1200 Field St.) and City Park (300 Parkview Drive). NIRD also maintains a dozen other parks around the city, including Acadian Ball Park with a baseball field, outdoor basketball and tennis court and playground; Bank Avenue Park, with a playground, multi-purpose covered basketball court, pavilion, softball fields, tennis court and hockeyplex; and Bacmonila, with a softball backstop, outdoor basketball court and playground. ouisiana is known as the Sportsman’s Paradise for the variety of outdoors activities available to hunters and fishermen. New Iberia is its own sportsman’s paradise when it comes to recreational activities for everyone from preschoolers to adults, with facilities and programs for a wide range of sports and other activities sponsored by city, parish and independent organizations. The New Iberia Recreation Department offers youth programs including basketball and softball, swim lessons for children and adults and tennis lessons for children and adults at its two main facilities, City Park and West End Park. Adult basketball, soccer, volleyball, flag football and softball are among the department’s organized sports offerings. More than 1,200 adults participate on more than 100 teams in the spring and summer softball program, while the youth basketball program draws more than 500 youngsters, said Tony Migues, director of parks and recreation for the city. In addition, elementary school league programs such as basketball, soccer and volleyball are offered during the school year.

Kid Med center sees increase in visits BY BILL SMITH THE DAILY IBERIAN

I

ts beginnings were modest if not humble. But its success and dedicated staff has turned it into a powerhouse in its field. No, it’s not one of the Fortune 500 companies, or even one which has to be bailed out by the government. It is the Iberia Medical Center’s Children’s Services, which represents three varied clinics for newborns through age 18. Craig Romero, RN and children’s services manager, described how the start of the hospital’s commitment to the welfare of the children of the Teche Area. “Kid Med opened in a small building across the street,” Romero said. “At the beginning, we did just Kid Med, which is a state-funded program for children on the medical card. The clinic included a small primary care practice in ’94.” He said the program provided well child checkups, immunizations and other services for those children which qualified for the state-funded program. In the 1994-1995 year, the IMC children’s program saw 6,000 patients. Now, the children’s program has branched out to include three different clinics, five pediatricians and 18 nurses. For the past year, the three clinics have seen more than 52,000 patients, with 33,000 patients seen at the Children’s Center alone, Romero said. “In February of 1998 we opened the new Children’s Center facility,” Romero said. “It provides acute care for patients.” He described acute care patients as

Some of the types of cases seen at this clinic include colds and flu, sports injuries or trauma and dog bites. The Children’s Center clinic is open seven days a week, from 8 a.m. until midnight. It is always staffed by one pediatrician and several nurses. No appointment is necessary. “If a patient comes in with something that is beyond our scope of services, we can bring them straight to the back to the emergency room,” Romero said. The Kid Med facility is located next door to the emergency room at Iberia Medical Center. The two other clinics of the children’s program at IMC is the Children’s Practice, located across the street from the hospital.

This clinic provides primary care for children, Monday through Friday from 8 a.m. until 5 p.m. Romero said this clinic is by appointment only and provides all of the primary care for those in the same age group as the Children’s Center. Within the Children’s Practice is the third clinic, the Kid Med services clinic, the same state-funded program that launched IMC’s commitment to the health of the children in the Teche Area. The five pediatricians rotate through all of the clinics. Dr. Martin deGravelle serves as medical director of the program and along with Dr. Walter Scott have been with the clinic since day one, Romero said. He said the two are joined by Drs. Tomas Golan, Shelly Thompson and Kelli Cocke.

“What is good about this program is the top-notch care given our patients,” Romero said. “The doctors and nurses have fallen in love with what they do; it becomes their passion.” An advantage of the well-child checkups in the Kid Med clinic is problems which may arise would be noticed before the children go to school. “If there is a problem with their vision or hearing,” Romero said, “we can catch things that weren’t noticed until the child went to school. We can refer them to the proper medical care for their problems.” The future looks bright for the children’s services at Iberia Medical Center, Romero said. One of the biggest changes is entering the digital age with medical records. The hospital is in the process of going to electronic medical records system. “This will provide easy access to medical record by physicians,” Romero said. “A doctor can look at lab results and see the vitals of a patient on a computer at home or his office. It will be incredible.” The Children’s Services program has been associated with the LINKS system, which files immunization records online. This allows for easy retrieval of the records “We had some patients after Katrina who had lost all their shot records,” Romero said. “With this system, we were able to get a copy for them. They did not have to take all of the shots again.” The proof the program is such a success is not just the numbers. The hospital sends out patient satisfaction surveys following visits. Romero said the Children’s Services clinics rarely get complaints.

A variety of sports, crafts and field trips are offered for the camps. Fees charged are reduced to half price if proof of government assistance (food stamps, etc.) can be provided. “We have over 400 kids in the summer camp,” Migues said. “It’s not babysitting. It’s a structured camp where we provide things like academic games, field trips, tennis, archery. We’re trying to get them exposed to as many different things as possible.” Those interested in the recreation department’s offerings may call City Park at 369-2337 or West End Park at 369-2394. The Iberia Parish Parks and Recreation Department also offers a variety of options at parks throughout the parish, including at Willow Wood Park in New Iberia, which houses the administrative offices. Evangeline Little League, which shares the Louisiana PepperPlex on Sucrose Lane off Louisiana 14 (Center Street), has baseball and softball leagues for players

League president Marty Gautreaux said about 600 players are signed up for this year’s league. New Iberia Athletic Association has more than 250 players signed up for this year’s Babe Ruth baseball and softball leagues at the Acadiana Regional Airport. Iberia Youth Football begins registration in June for its league, which runs from August through November. The league features 26 teams and about 540 players ages 5 to 13 years old, and an additional 200 or so cheerleaders. All coaches are volunteers, said league vice president James Michael Rose, while the league pays its referees and field workers. Hundreds of area enthusiasts also take part in league bowling at Iberia Bowling Center on St. Peter Street, with 13 leagues bowling six nights a week (Monday through Saturday). Adult and youth leagues are offered, said manager Richard Landry, as well as a special league for handicapped players. Day leagues for ladies and seniors are also offered, and recreational bowlers often fill the 28 lanes on Saturdays and Sundays, with special rates offered on Sunday. “We really pack people in on Sunday,” said Landry.

rom humble beginnings in Willow Wood Park to the spacious PepperPlex of today, the growth of soccer in New Iberia and Iberia Parish has been remarkable. “When soccer was introduced into the community, there were some people who saw the potential of it becoming big in the community,” said Steve Koch, one of the original board members who was responsible for bringing soccer into the area. “We were originally looking for a way to gets kids out of the house and get active. Dave Cavalier, current president of the Iberia Soccer Association, said that when soccer in the area started it was held at Willow Wood Park as part of Iberia Parish Recreation Department. “It really was more of a true recreation league with boys and girls playing together,” said Cavalier, who has been around soccer in the city since 1992. “I think the first girls league started about 1998.” Some of the parents got together and formed the Iberia Soccer Association in 2000. “We had a group of parents that were dedicated to the sport and wanted to see it upgraded and have a connection to the soccer programs around the SEE SOCCER, PAGE 17

state,” Cavalier said. “At first it was a cooperation between the parish and (Iberia Soccer Association), but then it became more of a competition.” So for a while, Iberia Soccer Association moved its games to Episcopal School of Acadiana in Cade. “I think that affected our numbers a little bit,” Cavalier said. “It was hard for some parents to get out to ESA and get involved.” But almost right away, having organized soccer in the area proved to be a benefit not only to the players but to the high school soccer programs. Former Catholic High girls soccer coach Stella Arabie said it was crucial especially to her program at Catholic High. “It allowed us to maintain our competitiveness with the schools in Lafayette, which had a year-round program of soccer,” she said. “Having (Iberia Soccer Association) gave the kids in New Iberia a chance to develop in soccer, and it grew

“It was a nice little weekend activity thing at the beginning,” Hardy said. “About that time it was suggested that there be a place for the kids to move on to play high school soccer. So I was asked to form the team here at school. We decided that we would use Willow Wood as our feeding system. But after a while it wasn’t quite doing what we were hoping to, so we came up with the idea of Iberia Soccer Association so that it could be a little more organized and a little more serious.” Hardy said it is history, and the Iberia Soccer Association has everything to do with where New Iberia Senior High is now as a high school soccer program. “It’s become a symbiotic relationship in that the high schools need ISA and ISA needs something for the kids who want to play high school soccer,” he said. Cavalier said in the beginning there were about 550 kids in the program at Willow Wood and this year at the PepperPlex, which opened in 2007, there are about 950 kids involved.

beria Parish waterways arguably boast the best fishing, both recreational and commercial, and also offer access to superb hunting in the Sportsman’s Paradise. The parish also has ample means to get to those fishing hotspots and prime hunting grounds for deer, rabbits, squirrels and waterfowl. If you want to get to the woods and waters of the Atchafalaya Basin and Lake Dauterive-Fausse Pointe, or the salty waters of Vermilion Bay, you can choose one of the major public boat landings in Iberia Parish. Four Iberia Parish boat ramps provide access to Lake Dauterive-Fausse Pointe. They are Marshfield Boat Landing, Lake Dauterive Boat Landing (formerly Walet’s Landing) and Jeanerette Canal Boat Landing. Also, a two-lane concrete boat ramp is located at Lake Fausse Pointe State Park. Vermilion Bay, a popular saltwater fishing and recreation destination, and adjacent marshy areas can be reached by water from Bayou Patout Boat Landing, Port of Iberia Boat Landing, Avery Island Boat landing and Delcambre Boat Landing, all in iberia Parish.

Boats flood the Marshfield Boa t Landing, one of four Iberia landings tha t provide Lake Dauterive access. Iberia Parish has two access points to the Atchafalaya Basin, the nation’s last great overflow swamp. They are Ruiz Boat Landing and Sandy Cove Boat Landing, both located on the east side of the West Atchafalaya Basin Protection Levee. Joining Marshfield Boat Landing as one of the most recently overhauled boat ramps in the parish is the spacious one at Spanish Lake, which can accommodate at least three tow vehicles at once. Spanish Lake’s boat ramp and parking area were revamped as part of a major project in the mid-1990s.

Many hunters, fishermen and campers might agree that the crown jewel of the lot in Iberia Parish is Marshfield Landing. More than 150 tow vehicles and other vehicles park in the spacious parking lot, easily the largest capacity of any site in Iberia Parish. “It’s in pretty good shape ... lots of parking, four-lane ramp, concrete (ramps), place to tie up, bathroom. It’s about as good as it gets,” Walker said about Marshfield Landing. Walker and other outdoorsmen have been singing the praises of the boat landing for several years. The three-phase project

undertaken by the state Department of Natural Resources and Iberia Parish Government was completed in April 2006. Phases one and two increased the size of the landing from one two-lane concrete boat ramp to two, built bulkheading, increased the size of the parking lot and provided lighting around the area. The final phase, which cost $121,500, added security lighting, an open air pavilion, restrooms and a water well. “They’ve got a wide variety of use among people at Marshfield. Probably campowners use them as much as recreational fisher-

men,” commercial fishermen, hunters, birders, sightseers, photographers, canoers, etc., Walker said. Marshfield’s popularity started rising after a long stretch of shell road leading to the boat ramp was paved in the late 1980s. Before then a hard rain would make it a muddy adventure to drive along the stretch, let alone pull a boat. Then Iberia Parish Government responded to complaints about vandalism and theft targeting tow vehicles at the remote site, which is a deadend road, and added a live-in caretaker. The family that lived for years in a house that was moved there for that purpose left recently and was replaced by Reuben LeBlanc, who was transferred from his work in road signage to the role of bridgetender/caretaker, said Iberia Parish Public Works Director Kevin Hagerich. Hagerich said LeBlanc’s duties include inspections of public boat landings in the parish, including Marshfield, and regular cleanups with the help of Iberia Parish Sheriff ’s Office trusties on Mondays and Fridays. “We kind of changed the role of that person. He gets trusties

about midway through the month. The Fourth of July parade this year rolls down Main Street through the Historic District, featuring an honor ceremony and rifle salute with cannon fire in Bouligny Plaza. Thibodeaux says things “slow down a little” for the summer due to the heat. But by fall, things are cooling off and the events start heating up (given we can avoid too many evacuations for hurricanes). The Delcambre Shrimp Festival draws hundreds and is held each August. It’s followed by the Louisiana Sugar Cane Festival and Fair, a major event that commemorates the state’s sugar cane industry. Each year there is a boat parade, fireworks, photo exhibits and a fais-do-do. A king and queen are crowned, and the SugaFest 4-H livestock show is always held the same weekend, featuring an auction. The second weekend in October brings with it the gumbo cookoff downtown. The

beria Parish is known for its unique culture and entertainment, and when it comes to eating good food and listening to good music outdoors, hardly a weekend goes by without something fun to do here. From the first month of the year to the last, parades roll down Main Street and City Park is full of bands and the smell of Cajun cooking. Mardi Gras and the Sugar Cane Festival are some of the better-known festivals, but each season Cajuns find something to celebrate. “We celebrate everything,” said Fran Thibodeaux, executive director of the Iberia Parish Convention and Visitors Bureau, which keeps a calendar of events on its Web site and provides visitors with tourist guides free of charge. “ We’re just known for having celebrations and festivals because we like food and we like good music and most of these events combine those things. Louisiana is very wellknown for those events and we’re a part of it.” In January, the masses march to Martin Luther King Jr. Day parades from New Iberia to Franklin, and then comes Cajun Ground Hog Day, another holiday people around here have managed to spice up with a few teaspoons of Cajun culture . A few weeks later it’s time for Mardi Gras, which New Iberia celebrates with a parade of its own the Friday before Fat Tuesday. Next year’s parade rolls down Main Street Feb. 12, 2010.

Fridays and Mondays to keep the landings pretty much litter-free,” Hagerich said. “Each and every month of the year we plan on putting additional elbow grease and assets to make their outdoor adventure more enjoyable. We’re going to do our part.” Walker gave overall praise to the state of the public boat landings in the parish. “Well, for the most part, the ones that I use are in pretty good shape. I use Walet’s (Lake Dauterive Boat Landing) a lot,” Walker said about the ramp at the end of Lake Dauterive Road. “Parking’s a little limited but I don’t know how you’d increase the parking with private property on one side and a canal on the other. Everybody seems to manage there. It’s not a really high-use ramp. Most people use Marshfield.”

Mark McElroy, biologist program manager in charge of about 120 public boat ramps in Louisiana, said boat ramps statewide have been built by various state and government agencies, including U.S. Bureau of Reclamation, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, state Department of Transportation and Development, state Department of Wildlife and Fisheries and state Department of Natural Resources. Wallop-Breaux and Dingell-Johnson money funds many projects. “DNR is a big builder now. The only people who haven’t built boat ramps that I’m aware of is (the state Department of) Health and Hospitals,” McElroy said with a chuckle from his DW&F office in Baton Rouge. Upgrades and additions are based on need, he said, and funded by annual appropriations, he said.

beria Parish waterways arguably boast the best fishing, both recreational and commercial, and also offer access to superb hunting in the Sportsman’s Paradise. The parish also has ample means to get to those fishing hotspots and prime hunting grounds for deer, rabbits, squirrels and waterfowl. If you want to get to the woods and waters of the Atchafalaya Basin and Lake Dauterive-Fausse Pointe, or the salty waters of Vermilion Bay, you can choose one of the major public boat landings in Iberia Parish. Four Iberia Parish boat ramps provide access to Lake Dauterive-Fausse Pointe. They are Marshfield Boat Landing, Lake Dauterive Boat Landing (formerly Walet’s Landing) and Jeanerette Canal Boat Landing. Also, a two-lane concrete boat ramp is located at Lake Fausse Pointe State Park. Vermilion Bay, a popular saltwater fishing and recreation destination, and adjacent marshy areas can be reached by water from Bayou Patout Boat Landing, Port of Iberia Boat Landing, Avery Island Boat landing and Delcambre Boat Landing, all in iberia Parish.

Boats flood the Marshfield Boa t Landing, one of four Iberia landings tha t provide Lake Dauterive access. Iberia Parish has two access points to the Atchafalaya Basin, the nation’s last great overflow swamp. They are Ruiz Boat Landing and Sandy Cove Boat Landing, both located on the east side of the West Atchafalaya Basin Protection Levee. Joining Marshfield Boat Landing as one of the most recently overhauled boat ramps in the parish is the spacious one at Spanish Lake, which can accommodate at least three tow vehicles at once. Spanish Lake’s boat ramp and parking area were revamped as part of a major project in the mid-1990s.

Many hunters, fishermen and campers might agree that the crown jewel of the lot in Iberia Parish is Marshfield Landing. More than 150 tow vehicles and other vehicles park in the spacious parking lot, easily the largest capacity of any site in Iberia Parish. “It’s in pretty good shape ... lots of parking, four-lane ramp, concrete (ramps), place to tie up, bathroom. It’s about as good as it gets,” Walker said about Marshfield Landing. Walker and other outdoorsmen have been singing the praises of the boat landing for several years. The three-phase project

undertaken by the state Department of Natural Resources and Iberia Parish Government was completed in April 2006. Phases one and two increased the size of the landing from one two-lane concrete boat ramp to two, built bulkheading, increased the size of the parking lot and provided lighting around the area. The final phase, which cost $121,500, added security lighting, an open air pavilion, restrooms and a water well. “They’ve got a wide variety of use among people at Marshfield. Probably campowners use them as much as recreational fisher-

men,” commercial fishermen, hunters, birders, sightseers, photographers, canoers, etc., Walker said. Marshfield’s popularity started rising after a long stretch of shell road leading to the boat ramp was paved in the late 1980s. Before then a hard rain would make it a muddy adventure to drive along the stretch, let alone pull a boat. Then Iberia Parish Government responded to complaints about vandalism and theft targeting tow vehicles at the remote site, which is a deadend road, and added a live-in caretaker. The family that lived for years in a house that was moved there for that purpose left recently and was replaced by Reuben LeBlanc, who was transferred from his work in road signage to the role of bridgetender/caretaker, said Iberia Parish Public Works Director Kevin Hagerich. Hagerich said LeBlanc’s duties include inspections of public boat landings in the parish, including Marshfield, and regular cleanups with the help of Iberia Parish Sheriff ’s Office trusties on Mondays and Fridays. “We kind of changed the role of that person. He gets trusties

about midway through the month. The Fourth of July parade this year rolls down Main Street through the Historic District, featuring an honor ceremony and rifle salute with cannon fire in Bouligny Plaza. Thibodeaux says things “slow down a little” for the summer due to the heat. But by fall, things are cooling off and the events start heating up (given we can avoid too many evacuations for hurricanes). The Delcambre Shrimp Festival draws hundreds and is held each August. It’s followed by the Louisiana Sugar Cane Festival and Fair, a major event that commemorates the state’s sugar cane industry. Each year there is a boat parade, fireworks, photo exhibits and a fais-do-do. A king and queen are crowned, and the SugaFest 4-H livestock show is always held the same weekend, featuring an auction. The second weekend in October brings with it the gumbo cookoff downtown. The

beria Parish is known for its unique culture and entertainment, and when it comes to eating good food and listening to good music outdoors, hardly a weekend goes by without something fun to do here. From the first month of the year to the last, parades roll down Main Street and City Park is full of bands and the smell of Cajun cooking. Mardi Gras and the Sugar Cane Festival are some of the better-known festivals, but each season Cajuns find something to celebrate. “We celebrate everything,” said Fran Thibodeaux, executive director of the Iberia Parish Convention and Visitors Bureau, which keeps a calendar of events on its Web site and provides visitors with tourist guides free of charge. “ We’re just known for having celebrations and festivals because we like food and we like good music and most of these events combine those things. Louisiana is very wellknown for those events and we’re a part of it.” In January, the masses march to Martin Luther King Jr. Day parades from New Iberia to Franklin, and then comes Cajun Ground Hog Day, another holiday people around here have managed to spice up with a few teaspoons of Cajun culture . A few weeks later it’s time for Mardi Gras, which New Iberia celebrates with a parade of its own the Friday before Fat Tuesday. Next year’s parade rolls down Main Street Feb. 12, 2010.

state,” Cavalier said. “At first it was a cooperation between the parish and (Iberia Soccer Association), but then it became more of a competition.” So for a while, Iberia Soccer Association moved its games to Episcopal School of Acadiana in Cade. “I think that affected our numbers a little bit,” Cavalier said. “It was hard for some parents to get out to ESA and get involved.” But almost right away, having organized soccer in the area proved to be a benefit not only to the players but to the high school soccer programs. Former Catholic High girls soccer coach Stella Arabie said it was crucial especially to her program at Catholic High. “It allowed us to maintain our competitiveness with the schools in Lafayette, which had a year-round program of soccer,” she said. “Having (Iberia Soccer Association) gave the kids in New Iberia a chance to develop in soccer, and it grew

“It was a nice little weekend activity thing at the beginning,” Hardy said. “About that time it was suggested that there be a place for the kids to move on to play high school soccer. So I was asked to form the team here at school. We decided that we would use Willow Wood as our feeding system. But after a while it wasn’t quite doing what we were hoping to, so we came up with the idea of Iberia Soccer Association so that it could be a little more organized and a little more serious.” Hardy said it is history, and the Iberia Soccer Association has everything to do with where New Iberia Senior High is now as a high school soccer program. “It’s become a symbiotic relationship in that the high schools need ISA and ISA needs something for the kids who want to play high school soccer,” he said. Cavalier said in the beginning there were about 550 kids in the program at Willow Wood and this year at the PepperPlex, which opened in 2007, there are about 950 kids involved.

rom humble beginnings in Willow Wood Park to the spacious PepperPlex of today, the growth of soccer in New Iberia and Iberia Parish has been remarkable. “When soccer was introduced into the community, there were some people who saw the potential of it becoming big in the community,” said Steve Koch, one of the original board members who was responsible for bringing soccer into the area. “We were originally looking for a way to gets kids out of the house and get active. Dave Cavalier, current president of the Iberia Soccer Association, said that when soccer in the area started it was held at Willow Wood Park as part of Iberia Parish Recreation Department. “It really was more of a true recreation league with boys and girls playing together,” said Cavalier, who has been around soccer in the city since 1992. “I think the first girls league started about 1998.” Some of the parents got together and formed the Iberia Soccer Association in 2000. “We had a group of parents that were dedicated to the sport and wanted to see it upgraded and have a connection to the soccer programs around the SEE SOCCER, PAGE 17

Bars in the rural parts of the parish

have taken a hit from a recent ordinance that forces parish bars to close earlier, but former late-night hot spots like The Buck Wild Saloon still offer live zydeco bands and other musicians on a regular basis. “We just need to take advantage the time we have for fun,” Thibodeaux said. “That’s what it’s all about. Louisiana’s a fun state, and anytime we can celebrate something we do, it’s a great image to have and a great marketing tool.”

Kid Med center sees increase in visits BY BILL SMITH THE DAILY IBERIAN

ts beginnings were modest if not humble. But its success and dedicated staff has turned it into a powerhouse in its field. No, it’s not one of the Fortune 500 companies, or even one which has to be bailed out by the government. It is the Iberia Medical Center’s Children’s Services, which represents three varied clinics for newborns through age 18. Craig Romero, RN and children’s services manager, described how the start of the hospital’s commitment to the welfare of the children of the Teche Area. “Kid Med opened in a small building across the street,” Romero said. “At the beginning, we did just Kid Med, which is a state-funded program for children on the medical card. The clinic included a small primary care practice in ’94.” He said the program provided well child checkups, immunizations and other services for those children which qualified for the state-funded program. In the 1994-1995 year, the IMC children’s program saw 6,000 patients. Now, the children’s program has branched out to include three different clinics, five pediatricians and 18 nurses. For the past year, the three clinics have seen more than 52,000 patients, with 33,000 patients seen at the Children’s Center alone, Romero said. “In February of 1998 we opened the new Children’s Center facility,” Romero said. “It provides acute care for patients.” He described acute care patients as

Some of the types of cases seen at this clinic include colds and flu, sports injuries or trauma and dog bites. The Children’s Center clinic is open seven days a week, from 8 a.m. until midnight. It is always staffed by one pediatrician and several nurses. No appointment is necessary. “If a patient comes in with something that is beyond our scope of services, we can bring them straight to the back to the emergency room,” Romero said. The Kid Med facility is located next door to the emergency room at Iberia Medical Center. The two other clinics of the children’s program at IMC is the Children’s Practice, located across the street from the hospital.

This clinic provides primary care for children, Monday through Friday from 8 a.m. until 5 p.m. Romero said this clinic is by appointment only and provides all of the primary care for those in the same age group as the Children’s Center. Within the Children’s Practice is the third clinic, the Kid Med services clinic, the same state-funded program that launched IMC’s commitment to the health of the children in the Teche Area. The five pediatricians rotate through all of the clinics. Dr. Martin deGravelle serves as medical director of the program and along with Dr. Walter Scott have been with the clinic since day one, Romero said. He said the two are joined by Drs. Tomas Golan, Shelly Thompson and Kelli Cocke.

“What is good about this program is the top-notch care given our patients,” Romero said. “The doctors and nurses have fallen in love with what they do; it becomes their passion.” An advantage of the well-child checkups in the Kid Med clinic is problems which may arise would be noticed before the children go to school. “If there is a problem with their vision or hearing,” Romero said, “we can catch things that weren’t noticed until the child went to school. We can refer them to the proper medical care for their problems.” The future looks bright for the children’s services at Iberia Medical Center, Romero said. One of the biggest changes is entering the digital age with medical records. The hospital is in the process of going to electronic medical records system. “This will provide easy access to medical record by physicians,” Romero said. “A doctor can look at lab results and see the vitals of a patient on a computer at home or his office. It will be incredible.” The Children’s Services program has been associated with the LINKS system, which files immunization records online. This allows for easy retrieval of the records “We had some patients after Katrina who had lost all their shot records,” Romero said. “With this system, we were able to get a copy for them. They did not have to take all of the shots again.” The proof the program is such a success is not just the numbers. The hospital sends out patient satisfaction surveys following visits. Romero said the Children’s Services clinics rarely get complaints.

A variety of sports, crafts and field trips are offered for the camps. Fees charged are reduced to half price if proof of government assistance (food stamps, etc.) can be provided. “We have over 400 kids in the summer camp,” Migues said. “It’s not babysitting. It’s a structured camp where we provide things like academic games, field trips, tennis, archery. We’re trying to get them exposed to as many different things as possible.” Those interested in the recreation department’s offerings may call City Park at 369-2337 or West End Park at 369-2394. The Iberia Parish Parks and Recreation Department also offers a variety of options at parks throughout the parish, including at Willow Wood Park in New Iberia, which houses the administrative offices. The league features 26 teams and about 540 players ages 5 to 13 years old, and an additional 200 or so cheerleaders. All coaches are volunteers, said league vice president James Michael Rose, while the league pays its referees and field workers. Hundreds of area enthusiasts also take part in league bowling at Iberia Bowling Center on St. Peter Street, with 13 leagues bowling six nights a week (Monday through Saturday). Adult and youth leagues are offered, said manager Richard Landry, as well as a special league for handicapped players. Day leagues for ladies and seniors are also offered, and recreational bowlers often fill the 28 lanes on Saturdays and Sundays, with special rates offered on Sunday. “We really pack people in on Sunday,” said Landry.

The department also sponsors the New Iberia Aquatics youth swim team, which competes at meets throughout the state. An active parents’ club helps raise money for the squad in addition to funding provided by NIRD, said New Iberia Aquatics coach David Bonneval. The recreation department also features walking tracks, tennis courts, pavilions and multi-use recreation centers at both West End Park (1200 Field St.) and City Park (300 Parkview Drive). NIRD also maintains a dozen other parks around the city, including Acadian Ball Park with a baseball field, outdoor basketball and tennis court and playground; Bank Avenue Park, with a playground, multi-purpose covered basketball court, pavilion, softball fields, tennis court and hockeyplex; and Bacmonila, with a softball backstop, outdoor basketball court and playground. ouisiana is known as the Sportsman’s Paradise for the variety of outdoors activities available to hunters and fishermen. New Iberia is its own sportsman’s paradise when it comes to recreational activities for everyone from preschoolers to adults, with facilities and programs for a wide range of sports and other activities sponsored by city, parish and independent organizations. The New Iberia Recreation Department offers youth programs including basketball and softball, swim lessons for children and adults and tennis lessons for children and adults at its two main facilities, City Park and West End Park. Adult basketball, soccer, volleyball, flag football and softball are among the department’s organized sports offerings. More than 1,200 adults participate on more than 100 teams in the spring and summer softball program, while the youth basketball program draws more than 500 youngsters, said Tony Migues, director of parks and recreation for the city. In addition, elementary school league programs such as basketball, soccer and volleyball are offered during the school year.

Mobile devices aboard ambulances equipped with this technology can be used to wirelessly transmit electrocardiogram readings from the scene to the Dauterive Hospital Emergency Department, Cath Lab and a cardiologist's personal data assistant with the touch of a single button. This Web-based system allows patient care teams to decide before the patient arrives at the hospital if there is a need to mobilize the Cath Lab team or free Emergency Department space to treat the incoming cardiac patient. Dauterive Hospital in the past year renovated one of its five Operating Room Suites into a Stryker Endoscopy Suite. The nearly $400,000 project allows surgeons to perform laparoscopic and endoscopic procedures in a state-of-the-art facility. “The Stryker Endoscopy Suite is a great addition to the services we offer because it further advances safety for patients who undergo an endoscopic or laparoscopic procedure at Dauterive Hospital,” Fabian said. “X-ray, laparoscopic and images taken live during a procedure through an in-light camera are projected on a high-definition, flat-panel television screen installed on the wall and on separate high-definition, flatpanel television screens installed on radial arms,” he explained. “This allows the surgeon and surgical team to see live, detailed, crisp images of what is going on inside the body as it happens.” Laparoscopy is an examination of the abdominal cavity or a minor surgery performed with a laparoscope, a flexible fiber optic surgical tool. Dauterive Hospital, founded in 1920 by the late Dr. Henry Dauterive, is a 103-bed full-service, acute care, accredited hospital that offers many services, including cardiovascular, general surgery, orthopedics, emergency care, outpatient surgery and rehabilitation.

ctors, playwrights, light and sound technicians, directors, musicians, singers, costume designers, dancers, any combination of the above and more — there’s an opportunity for everyone to exercise their creativity by taking part in the Iberia Performing Arts League. And then, of course, there’s the pleasure of watching a good play. IPAL’s 200 seat Essanee Theater, located in downtown New Iberia, has hosted “Little Shop of Horrors,” “Oklahoma,” “If it’s Monday, this must be Christmas,” “That’s the Spirit,” “The Wizard of Oz,” “The Queen of Bingo” and the locally written “Storms,” based on the aftermath of Hurricane Katrina — and those are just some of the performances put on in the last calendar year or so. IPAL has been around for a little more than 10 years. “I think the main thing for newcomers to know is that IPAL is open to all comers,” said Mac Stearns, IPAL actor, director and board member. “We are always looking aggressively for new talent, and we don’t have any restrictions.” “Beyond just being on stage, we need all kinds of people — carpenters, electri-

aos is a landlocked country bordered by Thailand, Vietnam, Burma, China and Cambodia, but residents of Iberia Parish don’t have to go to Southeast Asia to experience Lao culture. Iberia Parish is home to a flourishing Lao community and not one, but two Buddhist temples — the largest of which most people know for its annual New Year’s Festival, a vibrant celebration held over the three days of Easter weekend. For those three days and the other 362 days of the year, the close-knit community of the Lanexang Village, a subdivision in the Coteau area of Iberia Parish, and Wat Thammarattanaram, the Buddhist temple around which the village is centered, is an epicenter for the local Lao

community. People come from around Louisiana and neighboring states at New Year’s and at other times of the year to ask for advice from and be counseled by the temple’s monks. The village, which was established in 1983, is home to 46 families, said temple president and Acadiana Laos Association president Khamsone Phoumylay. Many also live in New Iberia and surrounding areas. “People come and stay around the religious life,” Phoumylay said. Bounlop Kittiraj has lived in New Iberia for almost 30 years, coming most days to Wat Thammarattanaram. She came to the Teche Area originally because she had family here. Every day, as in Laos, members of the community — among them Kittiraj — come at midday and offer the monks food they have cooked. After the monks finish

The Iberia Parish school system provides service for almost 14,000 enrolled students, with slightly more than half of them (55 percent) students in preschool and pre-kindergarten through sixth grade, according to the most recent state

Department of Education statistics. In 2008-2009 Iberia Parish School Board began construction on several new schools in the parish, such as the new Caneview, Jefferson Island Road and Magnolia elementary schools, all of which were completed prior to 2009 and are now in use by parish residents. Currently under construction are the new Parks and North Lewis elementary schools, both due for completion later this year. Iberia Parish Schools Assistant Superintendent of administration Michael Judice said that the quality of schools in Iberia Parish is excellent. “We’re considered a two-star district,

which is very good,” said Judice. “Our school system ranks overall as far as district is about 18th in the state. Our teacher certification is 97 to 98 percent, which is well above the state average. We have highly qualified, certified teachers in our schools, overall, completely across the board.” Judice cites the cultural enrichment of the parish’s French Immersion program, the technological focus of local high schools and the Iberia Parish Career Center as further examples of the quality and individualization of education within the parish. “We have a diversified student population,” he said, “and we have innovative

food and entertainment attractions to passing motorists, have been added and more signage is planned. New Iberia Mayor Pro Tem Freddie DeCourt said the corridor would already have a “Welcome to New Iberia” sign in the Louisiana 14 median, but the state Department of Transportation and Development scratched city plans for a sign designed of brick and wrought iron that would have included an artist rendition of the city crest. “I envisioned something that would be uniquely ours,” DeCourt said. “I didn’t want to just do this catalog kind of thing, but DOTD had different ideas. We had designed some really cool signs and were going to use a local artist to do something neat, but DOTD wouldn’t let me do that because they have requirements in the highway median.” DeCourt said the city did adjust its specifications to fit protocol, and the sign

The overall plan, officials say, is to develop the corridor not only with commercial options but with visually pleasing additions. Corridor lighting, sidewalks, an expanded turning lane through Louisiana 14 and filling in a canal that runs, in part, right in front of the Iberia Parish Convention and Visitors Bureau are future plans for corridor growth. New Iberia and Iberia Parish took a tourism hit when hurricanes Gustav and Ike struck the Teche Area in 2008, but Thibodeaux said things are picking up. “People are taking shorter, closer to home trips,” she said. “As far as the marketing for the parish, we have targeted those people that live close to us in surrounding states pretty heavily. I think it has paid off for us. “Our business travel is good. Our leisure travel is good. Everything is holding steady. I’m crossing my fingers as I am saying all of this. It’s holding steady and I just can’t say how good it is for our area.”

ran Thibodeaux said she gets questions all the time about what Iberia Parish is going to do with all of its incoming hotel space. The Iberia Parish Convention and Visitors Bureau director said her answer is the same all the time: “We’re going to fill them.” Under construction is the 78-room La Quinta Inn, 82-room Candlewood Suites and 100-room Hampton Inn. When those three hotels are online with the recently completed 98-room Holiday Inn Express, hotel capacity in New Iberia will have increased by 50 percent. The construction, confined to the corridor of Louisiana 14 at U.S. 90, is part of what city and parish officials hope is a

new showcase entrance for New Iberia. Thibodeaux said the investment by the major national hotel brands is a strong sign Iberia Parish and the Teche Area are making out better than most during the current economic downturn. “We need to heed that and really capitalize on that right now,” Thibodeaux said. “I think a lot of people are on board. I know the parish and city are working together to try and get that corridor the best it can be. A lot of the things I have mentioned (for improvement) like a turning lane, sidewalk and lighting are known by our governmental leaders. ouisiana has long been dependent on the oil and gas industry, and in many ways it remains so. More than 20 years after a bust put the local economy into the doldrums and unemployment was in double digits, Iberia is finding ways to diversify. “We have multi-generations of families working in those fields (oil and gas and agriculture industries) and will continue to do so,” said Mike Tarantino, president and CEO of the Iberia Industrial Development Foundation. But other industries are growing in Iberia Parish, Tarantino said. According

In 2008, it accounted for about 23 percent. “We’re pleased to have continued to diversify since the mid ’80s,” Tarantino said. And the fastest growing industry is health care. Tarantino said that although figures for health care were unavailable in 1985, the industry now accounts for almost 12 percent of the local economy. Dauterive Hospital CEO Alan Fabian said his hospital has tried to focus on

bringing more and varied medical care to the Teche Area. “The hospital recruited six new physicians to the community — three family physicians, a surgeon, an orthopedic surgeon and a urologist — over the past year,” Fabian said. “With each physician comes the need for office staff and other jobs to help establish and operate their practices.” Iberia Medical Center has experience similar growth, John Tucker, the public hospital’s CEO, said. “Inpatient admissions to the hospital

during 2008 grew by 3 percent, while visits to the emergency department increased more than 8 percent,” said Tucker. “Since 2001 inpatient hospital admissions and emergency department visits have kept pace with economic growth in the region and increased 32 percent and 44 percent, respectively.” Agriculture also has historically been significant to Iberia as it contributes $47.8 million to the local economy, according to LSU AgCenter figures. However, Tarantino said that since oil and gas will continue to be a huge part of the local economy, the Port of Iberia will continue to be a major player. As of 2008, the port reported it is the home of more than 100 companies that employ about 5,000 people. That equates to an annual payroll of more than $166 million and an impact to the local economy of about $1.4 billion.

F

or many years, the Iberia Comprehensive Community Health Center was the only medical facility on Jefferson Terrace in New Iberia. Offering heath and dental care options for residents without insurance coverage with charges for services based on income, the clinic is the only primary care facility on the south side of the railroad tracks. The area has grown to include several doctors offices, specialty hospitals and medical practices. Now located here in addition to the Comprehensive Clinic are The Ortho Clinic, the Headache and Pain Center and One Day Surgery, Iberia Rehabilitation Hospital, Physical Medicine and Rehabilitation, Iberia Therapy Services, Laborde Diagnostics and the Iberia Orthopedic Group as well as several doctors offices affiliated with the specialty clinics. Now residents, who before would have had to travel to other areas to see specialists or receive specialty care, can do so in their own backyards. Community-based health care is a growing trend, said the Comprehensive Health Center’s Community Development specialist Trish Olivier. “Jefferson Terrace is becoming a health care corri-

Union occupation, coupled with the disruption of slavery and agriculture, proved for tough economic times in New Iberia. As the war came to an end and Iberians strived to return to “normalcy,” massive floods in 1866 destroyed crops and a Yellow Fever epidemic in 1867 claimed the lives of thousands. As the decade neared its ending, Iberia Parish was created in 1868, with New Iberia being named the parish seat. ew Iberia has evolved over the past few centuries, from a rural Spanish settlement to a growing community, but the foundation on which it was built — the Bayou Teche — still serves as the epicenter. Founded in 1779 by Spanish settlers, the town was originally named “Nueva Iberia,” though the French settlers called it “Nouvelle Ibérie” and the English called it “New Town.” It is the only existing town in Louisiana today to be founded by Spaniards during the Colonial Era. The state Legislature incorporated the town as “Iberia,” but in 1847, as a compromise between the French and the English, the Legislature renamed it New Iberia, according to historian Glenn R. Conrad.
