oledo Mayor Mike Bell has brought stability and dignity to the office. While that is an important and respected fact for the city and its citizens, it creates an entertainment deficit for political wags and local media. So I understand the minor jolt people are getting from the rumored return to public life of one of the most enigmatic figures in Toledo history, Carty Finkbeiner. Since leaving office in January, Finkbeiner has been gracefully absent from public discourse. He has allowed Bell to get to work and has only popped his head up once or twice to comment on issues of the day, as is his right. But there is a strong buzz that Finkbeiner is contemplating challenging D. Michael Collins for the District 2 Toledo City Council seat, which will be contested in November 2011. Finkbeiner has served a number of terms on council, sat on the Toledo-Lucas County Port Authority Board and was mayor for three terms. It may not be productive to recount the numerous pluses and considerably more miThomas F. POUNDS nuses of Finkbeiner’s public service record, but it may be a prudent time to ask Finkbeiner to reflect on his future and whether a return to public life is in his and the city’s best interest. You may or may not support Collins — and it will be his onus to defend his record when the time comes — but in what scenario would returning Finkbeiner to office aid the city in moving forward? Since he has taken office as an independent, a Republican and a Democrat, it would take a preternatural crystal ball to predict from which philosophy he would approach City Council. The most expedient one, no doubt. Finkbeiner is unlikely to bring any harmony to City Council or its work with Bell. That is not to say council members are bound to play nice or roll over, but there is a difference between opposition and obstinance. Nor does Finkbeiner’s fiscal legacy build confidence, as the city is still trying to balance many of his budgetary aftereffects. Finkbeiner admittedly loves Toledo and unquestionably has energy and wisdom to offer. Perhaps he could affiliate himself with some nonprofit boards and apply his fundraising skills to a greater cause than his need for public attention and controversy. Toledo has largely left the drama of the Finkbeiner administration behind. There is no question that recycling as a concept is a good thing, but before Finkbeiner begins a serious quest for public office, it should be noted that there are some things best left on history’s discard pile. For now, we’ll hold Finkbeiner to his word but we will not be surprised if we are talking about him again come November 2011.

Dog is shot 6 times, lives to bark about it (AP) — The Toledo dog warden said a dog named Sarge was shot six times and survived. Witnesses tell police the dog’s owner and another man took turns shooting the dog while he howled in his cage. Lucas County Dog Warden Julie Lyle said Sarge was shot in his head, neck and chest. The dog’s owner is due in court July 21. He told officers that the dog had bitten him and that he was dangerous. The other man pleaded no contest July 12. A5

Rep. Marcy Kaptur is under national scrutiny from critics accusing her of helping for-profit businesses find a way around a ban on earmarks. But Kaptur told Toledo Free Press on July 13 that she believes she is in compliance with the ban. On March 10, the House of Representatives announced the ban on earmarks to for-profit companies, but according to articles by The New York Times and The Huffington Post Investigative Fund, Kaptur (D-Toledo) and area businesses have found a way around that ban. The New York Times article, “Companies Find Ways to Bypass Ban on Earmarks,” and The Huffington Post story, “Despite Pledge to Curtail Corporate Earmarks, Politicians Pursue Them,” both found instances where for-profit companies, which were previously receiving earmarks, were indirectly benefiting from earmarks through a nonprofit organization or university. Kaptur, along with some of her colleagues, sponsored $150 million in earmarks that indirectly benefited forprofit companies, according to The Times. Within days, commentators such as Rush Limbaugh and David Asman of the FOX Business Network singled out Kaptur as an example of “corruption” and “kickbacks.”

Encouraging companies The Times article said despite Kaptur’s public praise of the new earmark ban, privately her “office encouraged Ohio companies whose earmark requests were in peril to quickly line up deals with nonprofit organizations.” Kaptur told Toledo Free Press she sent an e-mail on March 11 notifying

those for-profits that were asking her office for earmarks of the new rules. “We have worked with for-profit organizations and we have worked with not-for-profit organizations for a very long time. But, now with the new rules, they said no for-profit could be eligible, so we had to let people know that,” she said. Kaptur said all of the companies named in the stories have patents, so with the intellectual property and the investment involved, the companies needed to be notified of the new rules. “I thought it was important to notify them that they had to comply with the rules if they were to proceed,” she said. “We absolutely thought we were straightforward. We provided the information to them. We didn’t keep it secret. We told them, ‘this is what you have to do if you want to submit this year’ ... I felt an obligation to move them forward. They had been proceeding in good faith, they didn’t do anything wrong.” The e-mail Kaptur’s office sent to companies stated: “Due to yesterday’s announcement by the United States House of Representative’s Committee on Appropriations your proposal for a Congressionally Directed Initiative is not eligible for consideration by the House Appropriations Committee, due to the recipient being a for-profit entity. As a result your organization’s proposal must be resubmitted through a notfor-profit institution or not considered by our office. The deadline for resubmission is Monday, March 15, 2010, by noon and due to time constraints this is a hard deadline.” The e-mail asked any business with questions to contact her office and concluded with a press release from the House Appropriations Committee about the new rules.

Only nonprofit organizations, government entities and universities can receive earmark funding. To ensure compliance with the rule, the committee will require at least 5 percent of all earmarks directed at nonprofits to be inspected annually. Recent reforms on earmarks require Congress members to post their earmark request online for public review. The Appropriations Committee hopes to establish an online “onestop” link to all members’ earmarks.

In 2009, more than $16 billion in earmarks were passed by Congress. If the March ban had been implemented one year earlier, it would have resulted in $1.7 billion less spending and 1,000 fewer earmarks.

Republicans’ ban For the 2011 fiscal year, House Republicans, with the exception of a few, have decided to participate in a ban on all earmarks. The Republicans made the decision to propose the one-year ban to reform the earmark process and come up with set procedures for choosing earmarks, said Bob Latta (RBowling Green). “The American people are demanding that their money be well spent,” he said. “That is why we’ve instituted the earmark ban for this year.”

The Republicans’ goal is to make earmarks as transparent as possible so every American can “follow the money,” Latta said. The Republicans want to make sure there is a proper way of using earmarks and the process isn’t being abused, he said. The Democrats’ reform left earmarks “half open and half closed,” making it difficult to enforce reform, Latta said. The for-profits finding a way around the ban, “goes back to why, for this year, the Democrats should have had a total ban. We should have taken the fiscal year to work out the procedure for earmarks and there would have been a clear cut process on how any earmark would be given to a nonprofit,” Latta said. Armor to nowhere?

Kaptur has faced criticism, nationally and locally, that some of her sponsored earmarks are not viable and are “pay to play,” kicking back funds to her campaign chest. In the 2010 fiscal year, Kaptur is ranked 24 out of 435 representatives in the number of sponsored earmarks. She has sponsored 57 earmarks, 36 as sole sponsor, accounting for $71.3 million in funds, according to OpenSecrets.org. During a recent FOX Business Network show, “America’s Nightly Scoreboard,” David Asman summarized examples from The Times article criticizing Kaptur’s support of Toledobased Imaging Systems Technology. “For years, Ms. Kaptur has been getting tens of thousands of dollars in campaign cash from Imaging Systems Technology ... that makes parts for body armor. In exchange, the company has received $8.2 million ... in earmarks that Ms. Kaptur has inserted into federal spending bills,” Asman said. “Now, that’s bad enough, this kind of circle of corruption, but what makes matters worse is the Pentagon isn’t even buying what the company is being paid by taxpayers to produce. So a company that can’t sell its product in the marketplace gives tens of thousands of dollars to their congressman and gets in return millions of your tax dollars for something that will probably never even be used. That sounds like a kickback to us.” Rich Iott, Kaptur’s Republican opponent in the fall, uses the same example to criticize Kaptur. “In many cases like [Imaging Systems Technology] it’s a waste of taxpayers’ dollars. They received $8 million previously and now another $10 million in taxpayer money for making a product for which there is no market,” he said. “You have to back up and look at what the issue is. Basically, she is getting federal earmarks, funneling them through a sham nonprofit to a for-profit company. The principals of those companies donate to her campaign chest and, incidentally, they’re producing a product that there is no market for.” Kaptur should return any campaign dollars received from a company that received earmark funding, Iott said, adding that although Kaptur has legally given earmarks to nonprofits and universities, that doesn’t mean it’s moral. “To say it’s legal isn’t a good response, if it’s not right,” Iott said. “It’s a circumvention of the rules.” Iott is opposed to earmarking and believes the money should stay in the district, he said. “Using this process of earmarks, what the federal government is doing is interfering in the free market — who is going to be the winners and who is going to be the losers, it puts [compa-

Every year, Congress passes budgets for each federal agency to operate within. An earmark is funding, taken from the agency’s budget as a whole, that is designated by members of Congress to support a specific project. “By specifying exactly how and where money is to be spent, Congress can use earmarks to bypass executive branch agencies,” said John Wright, professor of political science at The Ohio State University. “In the typical appropriations process, Congress approves lump sum budgets to executive agencies who then administer previously authorized programs and projects. But with earmarks, Congress essentially ‘mainlines’ money to pet projects in their districts.” Earmarks are a common part of the legislative process and are Constitutionally valid, but they aren’t nies] at an advantage to others who are in the same industry and that’s not right,” Iott said. Kaptur, who according to the Federal Elections Commission website has received approximately $7,300 in campaign contributions from employees and family members of Imaging Systems Technology between 2006 and 2008, said her earmarks aren’t influenced IOTT by campaign contributions. “Under current law, any citizen or organization that is properly constituted under the law, can give to your campaign. But you have to have a firewall between your campaign and official duties,” she said. “There isn’t any individual or any group that has given us extraordinary amounts of money ... I think we struggle to raise funds for campaigns and there isn’t any interest or individual that predominates.” Kaptur also argues that ear-

Earmarks limit the ability of agencies to decide where their funding should be allocated and removes merit-based allocations, said David King, public policy lecturer at Harvard Kennedy School. The policy justification for using earmarks is members believe they know more about their district and the needs of their district than the bureaucracy, King said. “[Earmarks are] positive when a member legitimately knows more about how the money should be spent on a program, but usually it’s just an excuse for sending money back to a Congressional district,” he said. Earmarks are often criticized in the public “for good reason” King said. “It looks like members are taking money from the

Kaptur said the Army solicits proposals from all over the world to compete for contracts and to have a company in the district that is in the mix is “great.” Carol Ann Wedding, president of Imaging Systems Technology (IST), told Toledo Free Press the company has been working with the Army Research Laboratory (ARL) since 2007. The Army has purchased and tested some of their materials and is interested in further development, Wedding said. Great Lakes Research Center, a nonprofit established by Victoria Kurtz, vice president of IST, could receive $10.4 million in earmarks in 2011. The nonprofit was established to

public as a whole to benefit their own district,” he said. “It’s great if you happen to live in the member’s district, but it’s not so great if you live anywhere else.” The main complaint about earmarks is “they circumvent the usual channels of public accountability, while adding billions of dollars to the federal budget,” Wright said. “The only way to find earmarks is to read the text of legislation. Since so few of us do that, and because earmarks are not administered by executive branch agencies, earmarks often go unnoticed and avoid public scrutiny,” Wright said. “Thus, earmarks are a convenient way for legislators to reward contributors or provide other favors to key interests in their constituencies.” — Kristen Rapin

Pairing with universities

The Times and Huffington Post articles reported on several businesses that previously received earmark funding in partnership with UT and will still receive earmarks. Frank Calzonetti, vice president of research and economic development at UT, said Kaptur’s office contacted him earlier this year about the university collaborating with new businesses. “We deal with [Kaptur’s office] very frequently relating to federal projects and industry projects. They bring to our attention a company that may have an interest in coming into the district or developing a collaborative project with us,” Calzonetti said. UT determines if there is a possibility of a collaboration with a private business and the school and decides what to do next. Not all of the companies referred from Kaptur’s office end up collaborating with the university, he said. “We’ve referred many companies there, little startups. I do it every day,” Kaptur said. “We use the university to help companies to advance their technology so they can make a difference in the marketplace.” Kaptur said the businesses in The Times story were not referred to UT just because of the new earmark ban. “We have worked over the years to build some capacity in our community to create jobs of the future, higher tech jobs. We can’t do that without the university because we’re not big enough,” Kaptur said. “The university is important because even with business people who have some assets, you have to have a basic research staff — which most of them can’t afford — to do the scientific work necessary for high-tech research.” Calzonetti said The Times inaccurately reported that UT receives “at least $70,000 on a $1 million appropriation to cover the cost of faculty members and a researcher to work with the partners.” No predetermined or set amount for who receives what is determined before a project, Calzonetti said. Funding is determined after the collaborating groups decide who is bringing what to the table, he said. All collaborations must be mutually beneficial to the faculty, staff and students at UT and the collaborating business.

Manufacturing industry report shows positive signs By Duane Ramsey

The only manufacturer to crack the top 10 employers in 2010 is Sauder Manufacturing and Woodworking in Archbold, which ranked 10th with 2,354 employees. “The manufacturing industry is in better shape than most people give us credit,” Tom Murphy told 100 local businessmen and women in his report on the Manufacturing and Wholesale Distribution Industry at the Hilton Garden Inn in Perrysburg on July 8. “Manufacturing has lost jobs due to an increase in productivity. We’ve changed the way we make things, are making different things and making twice as much with half as many people while reducing costs and increasing productivity,” said Murphy, executive vice present of RSM McGladrey Inc. of Minneapolis, a national accounting services firm for manufacturers. His state of the industry presentation was based on the 2010 Manufacturing and Wholesale Distribution National Survey completed in March and issued in June by McGladrey. Gilmore, Jasion & Mahler (GJ&M) of Maumee hosted the breakfast meeting

With 84 percent of responses coming from “C-level” executives, 62 percent came from companies larger than $25 million in sales. The report indicated the U.S. lost 2.5 million manufacturing jobs in the current recession. The Toledo area has experienced a loss of manufacturing jobs seen across the U.S. during the past several years. The manufacturing industry employed 36,274 employees at 906 different locations in the Toledo market in 2009 with an average annual salary of $58,496. Those figures decreased from 51,022 employees at 1,006 locations in 2005, according to the Bureau of Labor Statistics in the U.S. Department of Labor. The top employers in the Toledo market are represented by education, government, health care, and retail. Other top manufacturing employers include the Chrysler Jeep Assembly Plant with 1,500 employees (No. 17), GM Powertrain plant with 1,428 (No. 20), Toledo Jeep Wrangler Assembly Plant with 1,100 (No. 23), Libbey, Inc. with 1,000 (No. 24), and

First Solar with 840 (No. 30). The list of major employers is compiled annually by the Regional Growth Partnership in Toledo. Paul Bishop, president of Ice Industries based in Sylvania who attended the seminar, said he found “the topic interesting, timely and to the point, especially information on the common misconceptions about manufacturing.” Bishop recognized GJ&M, which provides accounting services to Ice Industries, for presenting the national report to local businesses. GJ&M hosted the event to help promote its Manufacturing Specialist Group that serves companies in the industry. With 40 employees at its headquarters and a small manufacturing plant in the Toledo area, Ice Industries founded by CEO Howard Ice has about 500 manufacturing jobs at locations in Cincinnati, Mississippi and Monterey, Mexico. The U.S. was the No. 3 exporter in the world in 2008 with a 21-22 percent share of global manufacturing, trailing the European Union as the leader with China ranking second. China’s costs for energy, labor and transportation are skyrocketing, causing companies to reconsider their investments there. “Companies are finding China more challenging than expected. Many jobs are returning from China, but

most of the work coming back from Asia is headed for Mexico,” Bishop said. “It has helped us to become more diversified with more of our business in non-automotive markets.” Ice Industries is a Tier I and II supplier with 15 percent of its business with the automotive industry. The company uses highly automated processes to produce hydraulic and mechanical stampings and subassemblies in a single operation with multiple dies, in-die welding, robotics, assembly and custom packaging. “We still lead the world in innovation. We have to protect our intellectual properties and negotiate more free trade agreements,” Murphy said. Murphy called the manufacturing industry “risk averters,” but said there is movement to reinvest with some recovery under way in 2010. He said a lack of financing could delay further recovery into 2011 or 2012. Charlie Heid, a CPA and partner of the Manufacturing Specialist Group at GJ&M, discussed the effects that pending legislation in 2010 could have on businesses. According to the survey, 90 percent of respondents were concerned about pending legislation, the highest number ever recorded, Murphy said.

Blank family enjoys summer, despite tornado recovery Editor’s note: Toledo Free Press will follow the Blank family of Millbury for the next year as they rebuild their lives after a June 5 tornado destroyed their Main Street home. By Brandi Barhite Toledo Free Press Associate Editor bbarhite@toledofreepress.com

The Blanks are refreshed after returning from an impromptu trip to Myrtle Beach. “We had an opportunity that presented itself and we took advantage of it,” Ed Blank said. “We were given a great deal on the condo and we needed to get away from everything.” Ed said no one thought he was serious. But he was firm. When his friends and family said, “We aren’t going.” Blank He said, “Yes, we are.” “We laid by the pool, went down by the beach, played a little golf,” Ed said. “The weather was between 95 and 100 degrees every day … very warm and humid. The beach was nice and the food was good down there.” More importantly, “we got to sit and relax,” he said. “Honestly, since the tornado, we haven’t sat and relaxed at all. There hasn’t been a night where we went to bed before 12:30 a.m.” The Blanks took the Bihns, the

family they have been staying with since the tornado. The families usually go to Myrtle Beach every other summer and this was supposed to be the year off. “I was resistant,” Becci Bihn said. “I was like, ‘Ed you are not doing that. I offered for you to live here. It is not because I want you to pay me. It is not because I expect anything from you in return. This is what friends do. This is my way of giving back.’” But in the end, the two sets of adults and the four children who went were glad they did. “It was nice and relaxing. Nice to get away,” Becci said. “We didn’t talk about the house. We didn’t talk about the tornado.” Ed said a lot of people think that because his family lost Family: their house, they should stop living. But, “I still have a job, vacation time and a life,” he said. “They think that your life is over and you should be sitting on a street corner with a can that says ‘help me’,” he said. In Myrtle Beach, his wife Julie spent some of her content replacement money on rebuilding her wardrobe. Ed said it was nice that she got to do that. “I am a girly girl — I am a clothes and shoes hound,” she said. Since the tornado, a tub of her

summer tops and shorts were recovered from the wreckage; however, she keeps thinking of accessories to go with them and remembers she doesn’t have them anymore. She wants the accessories for an upcoming cruise. The family leaves later this month

TPS board names new superintendent, will seek 7.8 mill levy By Betsy Woodruff

The Toledo Public Schools Board of Education chose a new superintendent, Jerome Pecko, and voted in favor of a levy to raise more funds for the school system during its July 13 meeting. Pecko’s threeyear tenure as the superintendent will begin Aug. 1. His salary will PECKO be $175,000, plus benefits. He agreed to waive 1 percent,

while concessions are in place. “I just feel very honored that I’m the one the that board selected,” Pecko said. He said he is optimistic about the future of Toledo’s public schools, adding that the graduation rate is 86 percent, 2 percent higher than the state average. Gaining community support for the levy will be one of his priorities as superintendent.

Plasma therapy gets St. Ursula runner back on track

More than a decade of running had taken its toll on Katie Bodenstedt’s right knee. Bodenstedt, 17, runs cross-country and track for St. Ursula Academy in Toledo, but wasn’t able to compete this year because of her knee problems. She’s endured cortisone injections, arthroscopic surgery and two years of physical therapy. None of it seemed to work. “I’d been running cross-country since kindergarten, so it was a long time coming,” she said. “I went from running 5K races to not being able to run a mile.”

But she’s planning to compete next season, thanks to a treatment that puts her own blood to work for her. Platelet-rich plasma therapy (PRP) has reportedly been used by athletes like golfer Tiger Woods and Hines Ward of the Pittsburgh Steelers as a way to get them back to their BODENSTEDT games after softtissue injuries. Blood is first taken from the patient and spun in a centrifuge. The process

Using PRP therapy for these kinds of conditions is fairly new, which is why some research seems to indicate mixed results for the procedure, Winans said. “There hasn’t been enough longterm research to validate it,” she said, “but what we see clinically is that it’s benefiting the patients.” In fact, patients can often see the results themselves, since ultrasound is typically used to guide the injections. “They can see the ugly looking tissue, and then down the road they can see the change,” Winans said. Led by Dr. Roger Kruse, who practices with the Sports Care and Wildwood Family Practice in Toledo,

separates out plasma that’s rich with platelets containing proteins known as growth factors, which promote cell growth. These platelets are injected into the site of the injury. Most conditions require one to three injections, although more are sometimes needed. The treatment works for a variety of conditions involving tendons and ligaments, such as tennis elbow, plantar fasciitis, small rotator cuff tears, Achilles tendinitis, golfer’s elbow and patellar tendinitis, commonly known as jumper’s knee, according to Ronda Winans, a physical therapist and the director of sports care for the ProMedica Health System.

ProMedica has been offering the treatment for about a year. His success rate with the treatment is about 80 percent, Kruse said, but it’s not for everyone. “You have to choose the right patients for it,” he said. “It’s not for every injury, and I think that’s why they get mixed reports, because they use it on the wrong medical problems.” The best patients, he says, are those who want to avoid surgery and have conditions involving tendon or ligament soft tissue that have not responded to other treatments. “We’ve had great success, and I’m very excited about it,” Kruse said. “I think over the next two years it’s going to get bigger and bigger.” Paramount will pay for the treatment for those with the right diagnosis, Kruse said, but in general, insurance companies aren’t yet supporting the treatment. “Once we get more of a medical evidence base behind it, I believe they will,” he said. “It’s cheaper than surgery or continued physical therapy, and I think that as soon as insurance companies understand that, they will OK it.” Bodenstedt was an ideal candidate for PRP therapy because everything else she had tried had failed. In addition to physical therapy and cortisone injections, she had had surgery to remove plica — fibrous tissue — from her right knee, but it didn’t eliminate the pain. “They did an ultrasound and found a big, black hole right above my kneecap where the tendon stopped,” she said. When the large deficit in her quadriceps tendon was discovered, PRP therapy was suggested as a possible treatment option. “I tried it because we had pretty much exhausted every other option,” Bodenstedt said. Her condition improved after her first treatment in March and another treatment was scheduled for April. The second ultrasound showed that most of the tendon had grown back, she said. She and Kruse were considering a third treatment, but meanwhile, she’s running again. She’s back to conditioning for cross-country and can again run a 5K, although she’s not up to racing. “While I’m running there’s not any pain, but afterwards there’s still some soreness,” Bodenstedt said. “For me, it’s been working great. It’s allowed me to start running again.” And when she returns to St. Ursula for her senior year this fall, she hopes to be back competing with her team. “That’s the goal,” she said.

When Susan Spencer found out she had a blood clot in her leg 30 weeks into her pregnancy, she thought she would have to be on bed rest until her baby was born. But now after a short procedure, the 31-year-old Grand Rapids, Ohio, woman is back on her feet and waiting for her August delivery. Doctors from Jobst Vascular Center inserted a catheter that distributed clot-dissolving medicine into the vein in Spencer’s leg alleviating her pain and swelling. Spencer was able to walk around the same day as the procedure and returned to running a day camp for children in the Otsego Local School District, she said. Deep vein thrombosis, blood clots that most commonly occur in the legs, causes pain and swelling. A blood clot also can move to the heart or the lungs. If that happens and the clot is large, it can be fatal. If the clot is small, it can cause shortness of breath, chest pain and a faster heart rate, said Dr. Anthony Comerota, director of the Jobst Vascular Center, which is a member of ProMedica Health System. Comerota is trying to convince other doctors around the country of the effectiveness of performing procedures like Spencer’s instead of just putting patients on blood thinners. Comerota helped apply for a National Institutes of Health grant for a national study testing the success rate of catheters, thin flexible tubes, that dispense

clot-dissolving medicine into veins. Comerota runs the Toledo test center for the study called Acute Venous Thrombosis: Thrombus Removal with Adjunctive Catheter-Directed Thrombolysis (ATTRACT). “Blood thinners slow down the clotting process and reduce the risk of blood clotting, but blood thinners do not dissolve clots,” Comerota said, explaining that he still prescribes patients blood thinners, along with the catheter procedure. n CLOTS CONTINUES ON A17

Next-generation smallpox vaccine being stockpiled WASHINGTON (AP) — A Danish company has delivered the first 1 million doses of a nextgeneration smallpox vaccine to the U.S. national stockpile, a vaccine reserved for people with weakened immune systems. The federal government has ordered 20 million doses of Bavarian Nordic’s Imvamune, a vaccine developed in part with U.S. research money as part of the nation’s preparations in case of a bioterrorist attack. The government has long stockpiled smallpox vaccine against such a possibility. But the conventional vaccine, made with a live virus that’s a relative of smallpox, isn’t safe for people with weakened immune systems. Imvamune is made of a different strain of the virus, targeted for the immunecompromised because it cannot multiply in human cells.

Yuck: Few people correctly cover coughs, sneezes ATLANTA (AP) — Alas, here’s more proof that most people have habits that aren’t very sanitary — and sometimes can be plain disgusting. For a study, medical students secretly watched hundreds of people cough or sneeze at a train station, a shopping mall and a hospital in New Zealand. What they saw wasn’t pretty, with most people failing to properly prevent an airborne explosion of infectious germs. The work was done in the capital city of Wellington during two weeks in August, at the tail end of a worrisome but fairly mild wave of swine flu illnesses. It was a time when the pandemic was international news, and public health campaigns were telling children and adults to be careful about spreading the virus. The good news is that about three of every four people tried to cover their cough or sneeze, in at least a token attempt to prevent germs from flying through the air. The bad news is that most people — about two of three — used their hands to do it.

“When you cough into your hands, you cover your hand in virus,’’ said study author Nick Wilson, an associate professor of public health at the Otago University campus in Wellington. “Then you touch doorknobs, furniture and other things. But only about 1 in 77 did that. Using a tissue or handkerchief is another preferred option, but only about 1 in 30 did that. More bad news: The researchers didn’t report numbers on this, but several times they saw people spit on the floor, including at the hospital. A 2007 study by Harris Interactive done in public restrooms suggested that about one in four people don’t even wash their hands after going to the bathroom. It found that men were the worst, with one out of three failing to wash.

Local entrepreneur Keri Suhy has a simple business strategy. “Find great merchandise and put it in a convenient location,” Suhy said. Owner of two women’s fashion boutiques, Bella Brie in Sylvania and newly opened Vivian Kate at Levis Commons in Perrysburg, Suhy credits her success to playing to her customers’ demands. “It’s not just high-end merchandise. I try to stay price-conscious to tap into consumers,” Suhy said. “Customers appreciate that dynamic.” Suhy’s business skills stem from her finance degree from UT, a stint on Wall Street as a risk manager and from helping power the pharmaceutical company Eli Lilly to the top of the sales bracket. Once Suhy and her husband discovered she was pregnant with twins, Suhy turned her attention to staying at home as a mom. Suhy didn’t rest for long. After realizing there was a demand in Toledo for “reasonably priced high fashion women’s clothing,” she jumped on the opportunity. “I wanted to open my own business because I wanted the stimulation of a career, but I wanted to work around my family’s needs,” Suhy said. Bella Brie, her first store, is named after her 5-year-old twins Isabella and Gabrielle. Suhy honored her 2 1/2-year-old daughter Vivian Kate with the launch of the Levis Commons store this June. “I felt opening a store at Levis Commons was really a win-win situation for me,” Suhy said, explaining she chose to have her second store at Levis because of the high-volume traffic and the similar tastes of the consumers there. “Business has been awesome — I really feel like customers have responded favorably,” Suhy said.

Blue Pacific Grill’s General Manager, Necessary, also said she enjoys the way the Town Center has a lot of community events and constantly brings in customers. Necessary, 30, has been in the restaurant business for 10 years. Although her original background was in Web design, once her position was cut she knew she had to look for a new job. After serving and bartending, Necessary began managing corporate restaurants. While Necessary brought her experience with the structure of corporate restaurants to the Blue Pacific Grill, she likes having the power to make her own decisions. “The structure’s kind of nice, but I like the flexibility. I can change the menu at will and it allows me the freedom to cater to my customers,” Necessary said. Necessary’s father and brother purchased the Blue Pacific Grill from its original owners in 2007 and made it their own. Necessary worked part time at first, but eventually her brother handed her the reins and she’s been bouncing with ideas ever since. The restaurant’s create-your-own stir fry concept has established a solid customer base at Levis, Necessary said.

Suhy balances her time among Bella Brie, Vivian Kate and their three corresponding namesakes. “Sometimes I’m talking to vendors with one kid on my hip and another pulling on my pants,” Suhy said. Although they may not sell them in their stores, all three women have alluded to the various hats they wear daily as daughters, wives, mothers and grandmothers. “You don’t get to take the mom hat off,” Suhy said, explaining how she places importance on raising good children and having dinner on the table. “I wouldn’t be where I am today without good people working for me,” Suhy said.

my face, you do it’ — I have to trust them,” she said. The spa, located in Lambertville, Mich., recently expanded, almost doubling in size and adding about 1,500 square feet to its facility. The expansion includes new manicure and pedicure stations, two new massage stations and fresh paint. “It took me about four and a half hours to pick the colors,” Williams said. Skin offers more services than most spas, Williams said. Its menu lists dozens of services, including laser hair removal, massages, manicures and pedicures. On a busy day, between 50 and 75 people come to the spa, Williams said, and the store has seen a 65 percent increase in traffic since the expansion was completed. She said 98.9 percent

of her clients return. Miller said she knows why. “It’s Vanessa,” she said. “She’ll bend over backwards for you. I just think she’s a wonderful person.” Miller said the spa has a warm, friendly atmosphere. Miller has cut hair for 34 years at various barbershops. She had a falling out with one barbershop, she said, and she called Williams. Williams allowed her to work at the spa as a subcontractor, cutting hair. “I would have lost everything if it wasn’t for her,” Miller said. Miller has since opened her own barbershop up the street and said she’s in good hands at Skin. “You know when you go there, you know it’s going to be perfect,” Miller said.

There is an old saying, “It’s not the size of the dog in the fight, but the size of the fight in the dog.” That adage could have been written about former Ohio State Buckeye and Detroit Lion Chris Spielman. Standing at just 6 feet and weighing 247 pounds during his playing days, Spielman might have been undersized when it came to football. But it was the legendary linebacker’s work ethic and determination that often gave him an edge against the competition. “As a player, I was driven because I was never satisfied and I always wanted to do better than I did before,” Spielman said at the ProMedica sponsored The Putting Classic at Belmont Country Club on July 14. “Maybe one day I will be someone who stops to smell the roses, but it is just not in my makeup.” Despite being retired from football since 1999, Spielman still shows flashes of the grit and determination that made him a hero of the gridiron. Now, Spielman channels his energy into his family’s fight against breast cancer. Many know his inspirational story: In 1998, Spielman took a year off from the NFL to be with his family after his wife, Stefanie, was diagnosed with breast cancer. The hiatus, which is relatively uncommon in professional sports, catapulted the Spielmans into a much different role — a family battling cancer. The Spielmans became public face in the country for breast cancancer awareness. The family started the Stefanie Spielman Fund for Breast Cancer Research at The Ohio State University, which has

raised more than $7 million for cancer research since its inception in 1999. Stefanie, after battling breast cancer for 12 years, lost her fight last fall. Despite losing the love of his life, Spielman continues his fight, and the Putting Classic is just one of the ways the 44-year-old continues to champion his wife’s cause. “A few days before Stefanie passed away, I promised her I would be the best dad I could be and I would continue to fight for her cause,” he said. “Breast cancer doesn’t just affect those in and around Columbus and the fight doesn’t stop because she died, so we fight on.” Spielman’s story continues to in-

spire many, which is why the people at the Toledo Hospital Breast Cancer Care Center, the benefactors of the Putting Classic, chose him to be their event’s keynote speaker. “Many people who are confronted with breast cancer don’t grasp the full gravity of the situation, and Chris Spielman has battled this disease,” said Dr. Robin Shermis, medical director of the hospital’s breast cancer center. “To have someone who has raised money and fought so valiantly for cancer research speak at this event is truly powerful.” Spielman said he is extremely proud of the results from the money raised by the Stefanie Spielman Fund for Breast Cancer Research.

“We have helped set up a tumor bank, where tumors are sent to be tested to see how drugs affect different tumors and we have also helped set up an assistance fund for families that may not have the resources they need to help them in their fight, and we have been able to provide those things,” he said. The College Football Hall of Fame inductee has four children at home, who Spielman said, have shown flashes of their mother’s tenacity and spirit. “My kids have grown up around cancer and they have seen what the disease can do,” he said. “They have shown a real passion to try and make a difference and that is great to see.” Spielman has said that while the

death of his wife has been difficult, his faith has given him and his family comfort during this difficult time. “To see the state that Stefanie was in prior to her death was not the vibrant mother and wife we have known,” he said. “When she passed, it was a great relief to know that she was free of the pain and that she was in a better place. AAA: Ohio gas up 2 cents from July 5; Toledo has stateâ&#x20AC;&#x2122;s costliest gas

(AP) â&#x20AC;&#x201D; Ohio gasoline prices have edged up 2 cents in the last week as gains on the stock market fueled a rise in oil prices. The latest survey from auto club AAA, the Oil Price Information Service and Wright Express puts the statewide average price for regular-grade gasoline at $2.70 per gallon, up from $2.68 on July 5. A year ago, Ohioans paid an average $2.46. Among the stateâ&#x20AC;&#x2122;s largest markets, Columbus currently has the cheapest gas, at an average $2.59 for regular. Toledo is most expensive, at $2.73. Prices for crude oil went up as the Dow Jones industrial average jumped 5.3 percent. That bullishness caused oil investors to feel less worried that the U.S. economy could slip back into recession later this year. A23

engines. Other automakers also either are using the technology or are working on it. Customers shopping for midsize cars generally have families and need space for children, yet they are budget-conscious, Krafcik said. â&#x20AC;&#x153;For the folks who are staying in sedans, they tend to put a real premium on fuel efficiency,â&#x20AC;&#x2122;â&#x20AC;&#x2122; he said. Chrysler Group LLC, which is at the bottom of the midsize pack in fuel economy with its Dodge Avenger and Chrysler Sebring models, is in the midst of improving them for the 2011 model year. It promises significant improvement in gas mileage, although the company will not give numbers yet. The reworked Sebring and Avenger are due out in the fourth quarter of this year. They now get 21 mpg in the city and 30 mpg on the highway. Ford and General Motors Co. said they did not expect any fuel economy changes in their midsize models. Fordâ&#x20AC;&#x2122;s Fusion is tied with the Accord at 34 mpg on the highway with a four-cylinder engine and automatic transmission, while GMâ&#x20AC;&#x2122;s Chevrolet Malibu is close at 33 mpg. The 2010 version of Toyotaâ&#x20AC;&#x2122;s Camry, the top-selling car in the U.S., gets 22 mpg in the city and 32 on the highway. Figures for the 2011 model were not available as of July 13.

It also reduced the rolling resistance on the tires. At Hyundai Motor Co., executives decided early on not to offer the new 2011 Sonata with a sixcylinder engine, saving 50 to 100 pounds of weight that helped boost fuel economy, said John Krafcik, chief executive officer of Hyundai Motor America. The company instead designed a new four-cylinder engine with technology that directly injects fuel into the cylinders surrounding the pistons. It uses less fuel and generates more horsepower than conventional

The vehicle can travel 40 miles on battery power before a small gasoline engine takes over to power the car longer distances. Texas, New York, New Jersey, Connecticut, Michigan, California and Washington, D.C., will be the first locations where the Volt will go on sale, GM CEO Ed Whitacre said earlier this month. The automaker plans to produce 10,000 Volts by the end of the 2011 calendar year and an additional 30,000 in 2012.

A GM official said last month it was still working out computer software issues in the Volt, mainly in areas that monitor the car’s complex electric power system. The Volt is expected to cost around $35,000, though official pricing hasn’t been announced yet. That price will be lower after federal tax credits for electric cars. Other automakers are rolling out electric cars. Shortly after the Volt goes on sale, Nissan Motor Co. will begin selling the Leaf, which the company says will get up to 100 miles on a single charge. The Leaf will not have a gasoline engine, but reportedly will be cheaper than the Volt.

Chantal Kreviazuk. In Canada, it seems everyone knows that name. In the States, it’s more likely people recognize the stars she’s written songs for — Gwen Stefani, Carrie Underwood, Kelly Clarkson, Avril Lavigne, David Cook. And she is very OK with that. “I myself am not in a position to drop everything and go around and promote and support every song I write; I’m a mom now, and I’m trying to balance my career so that I’m with my children a lot and so that I also can still write albums and write songs for myself, too,” Kreviazuk said. “The best way to have that happen is to write songs for other people.” The singer has three sons with husband, Raine Maida, frontman for Our Lady Peace. “We didn’t find it completely natural that we were both really in the spotlight in Canada. As a couple, it’s a bit awkward. The fame is great, it’s amazing, but it’s a real lifestyle choice to live in a place where at any given moment you know everywhere you go everybody knows you,” Kreviazuk said during a call from her Los Angeles home. “We decided that to get sort of away from ourselves, the people in the media, we would create a bit of a safe haven, and we got a little beach house in Malibu, California,” the pianist and guitarist said. n KREVIAZUK CONTINUES ON A28

Look for a heat advisory to be issued when Miranda Lambert rides into DTE Energy Music Theatre in Clarkston, Mich., for Lilith Fair on July 21. The singer-songwriter-guitarist is red-hot. She scored a hat trick at this year’s Academy of Country Music Awards — top female vocalist, video of the year for “White Liar” and album of the year for “Revolution.” She became the first solo female artist to win the album category twice; “Crazy Ex-Girlfriend” took that honor in 2008. The 26-year-old is known for her bold, kick-ass hits that include “Gunpowder and Lead” and “Kerosene.” Lambert recently answered a few

questions by e-mail from the road. Toledo Free Press: Why did you sign up for Lilith Fair? Miranda Lambert: I just love what it stands for — women coming together and performing and sharing ideas and thoughts. Lilith brings all different formats of music into one show and lets the audience have a taster menu of artistry. I am hoping I hear some music that inspires me and [that I] get to know some of the other artists. TFP: Your three discs pack a lot of firepower and attitude. Do you think your music is empowering? And now after 10 years and starting to raise my family a little bit away from that continuing spotlight, where I do go and completely appreciate it, I think I like myself, and I don’t think I would like myself if I was there all the time immersed in it.” Kreviazuk’s title track from her 2009 release, “Plain Jane,” reflects this lifestyle. “When my friends are with me, they’re with me; they’re not with Chantal, the singer,” she said. “It’s a bonus if they get the singer, I guess, and it’s a bonus I have that in my life. Lambert: I’m going to start writing for the next album in the fall hopefully — which seems crazy because I feel like [“Revolution”] just came out! Once I finish a record, I usually don’t write for a really long time, but this time I have been writing so much,

just all kinds of songs with all different writers. I’m really excited about some of the inspirations. I’m gonna try not to compare myself to myself, but it’s hard not to sometimes. After “Crazy Ex-Girlfriend,” I wasn’t sure what was going to happen next, and then I started a “Revolution”! It’s fun. TFP: What do you think are the elements of a good song? Lambert: I think authenticity is the

key to any great song. I draw my inspiration from life. Sometimes it’s something that happened in my past or a friend or family member experienced. Sometimes it’s something I see and one thing leads to another, and other times it’s a story I hear that turns into a song.
