Shoppers Guide: I found the letter to the Shoppers Guide editor 8/19/14 of Clark Palmer, former school board member enlightening. I do have a suggestion and that is that he and others quit using the USDA acronym as I look at that and federally that means United States Department of Agriculture. I would prefer Antigo Unified School District (AUSD). Mr. Palmer brings up many good questions. 1. There is no budget hearing really? 2. There has never been transparency. It is always necessary to ask for specifics, budgets, etc from the “business manager” or administration’s office. 3. Why is a 4% increase needed when the budget should balance already with savings and management? 4. In regards to the maintenance of buildings, I pointed out last year that they were budgeted yet never spent and the excess tax dollars went into the general fund which now exceeds 20% of overall spending.

5. Instruction expenses rise over $800,000 which you think would be good yet half of that is in administration. 6. Finally, the district is always ready to criticize groups and people like myself who question government taxation for education, but then fail to manage performance of the dollars spent. Let’s remember who pays their salary and benefits… The taxpayer. Taxing more only hurts the local economy. Oh, that’s right they don’t teach economics in “government run schools”, yet I know the schools teach math. What about the 2013-14 budget surplus? With the fund balance so high and the additional savings this year added to the fund, it should be spent and not raise taxes. $0 tax increase is what I recommend in today’s economy. If “business management” (BM) and the School Board cannot accomplish that by using current resources, then the board and administration are not representing the best interests of all the people. ACT 10 gave the AUSD a million dollar bonus in the budget that was used to rehire staff. That choice was made, yet now another bonus has come to fruition. I found the BM’s budget report to the newspaper, well let’s call it incomplete of reality. Similarly as were the previous financial projections in trying to convince the voters of AUSD that they needed to vote for referendums that would be for more waste, fraud and abuse spending against the taxpayers. The referendum failures for more spending in the last ten years and bringing up the $400,000 that was spent in 2013-14 for maintenance as an item in 2015-16 budget goes along with

Tuesday, August 26, 2014 To the Editor: On August 26 you are invited to a Budget Hearing of the Unified School District of Antigo as a prelude to the final passing of the Budget for the 2014-2015 school year. This ritual goes on each year to give the electorate an opportunity to question how their money is going to be spent in the School District for the ensuing year. This is not done to better inform you of expenditures. It is because it is required by State Law. The meeting is usually poorly attended, for obvious reasons. State Law is very clear on what this meeting is for and what is to be included. A bound copy of the Budget is available. While it contains a wealth of useful information, it has little to say about the “budget.” All sources of income are shown, and the Administration will attempt to explain to you how they will spend $27,000,000 from the General Fund in as few as 15 lines. They will show other Funds as well, to a total of about $31,000,000. The Board voted in July to approve a Preliminary Budget. The Board understood very little of what they were voting for as they received the same information you will receive, which has not been reviewed by the Finance Committee as required by Board Policy. The Finance Committee does not even exist. If you expect to learn how much your employees are paid in salaries and fringe benefits. If won’t happen. You will be expected to go to the Administrative Office to get that information. If you would learn what it costs to maintain and staff each of the 10 District buildings. You won’t learn that either. You might also ask: How did they spend $400,000 approved by the board last December for so called “deferred” maintenance? They didn’t. It has been moved as part of the maintenance budget for 2014-2015. It was described as being paid

out of the “Fund Balance.” The Fund Balance is not a Disbursement Account. Never has been and never will be. The $400,000 should have been charged to a Maintenance account in 2013-2014 and the work begun. It didn’t happen. They will add to the confusion of “spending the Fund Balance.” All General Fund disbursements are charged to an Expense Account and the Fund Balance is what’s left over. The reported Fund Balance will be approximately $5,300,000. This is at least $1,300,000 more than is required by Board Policy. The local media has reported “The school finances are in terrible condition.” Who gave them that information and why would they print it not knowing the facts and if the facts are true? The amount you will spend to educate each student in the School District for the 2014-2015 incurs costs that the private schools are not confronted with: namely, the service of Special Education and excess building space because of declining enrollment – issues the Board is not prepared to deal with because it has no long-range plan. Neither is the mill rate unreasonable, although some may not agree with the way education in general is funded. Reviewing the Budget is a matter of integrity, openness and honesty. It is implicit is State Law that the electorate understands what is going on. At this point, it does not. So if you are able to attend the presentation, and you feel the Budget was well presented and if you feel enlightened by what you have learned, I would like to ask you 50 reasonable questions about the budget. Every couple wants their wedding to be memorable. The goal of planning a wedding is to create an experience that everyone will remember for years to come. Bill to Grant Social Security Credits to Caregivers Submitted by: Kathy Schultz, Elder Benefit Specialist Aging & Disability Resource Center of Central Wisconsin
Most of us will either be caregivers or will need care in our lifetimes. Currently, more than 42 million unpaid caregivers provide care to someone age 18 and older who is ill or has a disability. But caregiving, while providing an invaluable benefit, comes at some cost to the caregiver. In fact, in some cases, caregivers may be receiving less Social Security benefits. This is because, generally, uncompensated caregiving does not pay into Social Security. As a result of paying less into Social Security, a person who provided caregiving may receive a lower amount of Title II (including disability and retirement) benefits from Social Security or may be unable to qualify at all for Title II Social Security benefits including monthly payment and lump-sum death payments. The amount a person pays into Social Security over their lifetime could also impact whether or not they are eligible for premium free Medicare Part A. HR 5024 — the Social Security Caregiver Credit Act of 2014 — would amend Title II of the Social Security Act to provide eligible caregivers with work credits for up to 5 years of caring for dependent relatives. The Social Security Caregiving Credit Act was introduced to the House on July 8, 2014 by Rep. Nita Lowey (D-NY). As of the date of this article, the bill has 16 co-sponsors including representatives Gwen Moore and Mark Pocan from Wisconsin. Under the proposed bill, for each month a caregiver worked over 80 hours caring for a dependent relative without monetary compensation Social Security would deem certain wages to have been paid. There is a formula Social Security would use to determine the value of the deemed wages. This means the amount of Social Security benefits the caregiver would be eligible for when they retire would be increased. “Caregivers are often torn by the impossible choice of taking care of a family member or earning less for themselves and their family,” said Representative Nita Lowey. “My bill would provide them the peace of mind that, when they retire, they won’t be financially punished for providing needed care for loved ones.” The next Medicare Basics Presentation is scheduled for Thursday, Sept 18, 2014 from 1:00-3:30 p.m. in the Langlade Co.
