The Elder Benefit Specialist (EBS) Program is a legal assistance program unique to Wisconsin. The program is funded primarily through funds from the Older Americans Act, the State of Wisconsin, and the State Health Insurance Assistance Program. The focus of the program is to provide locally-based counseling to adults age 60 and older. In 2013 EBSs had over 67,000 cases in Wisconsin serving clients in substantive areas including Social Security, Medicaid, Medicare, health insurance, and consumer protection, and housing issues. EBS services are provided free-of-charge to people age 60 and over. As the EBS program was intended to serve clients 60 and older, the Disability Benefit Specialist (DBS) Program was created to serve people aged 18-59. The DBS program began in 2000 and was expanded to serve the entire state by 2013. There is at least one EBS in every of the 72 counties and 11 Native American tribes in the state of Wisconsin. A law was passed that codified the program in 1987. This law, Wisconsin Statute 46.81, states, “Benefit specialists shall offer information, advice, and assistance to older individuals related to individual eligibility for, and problems with, public benefits and services and to health care financing, insurance, housing, and other financial and consumer concerns.” Because EBSs assist their clients with legal issues, they work closely with program attorneys on cases and receive ongoing training from the program attorneys bi-monthly to stay abreast of changes in the law and to learn new skills. The policies of the EBS program have priority areas. First and foremost, EBSs focus on assisting with the basic needs of their clients which may be: income, health care, long-term care, housing, food, and working to reduce debt or financial exploitation. The EBS may do this with a client by providing accurate information on benefits or helping to identify what benefits a client may be eligible for, suggesting alternative actions to secure benefits (including appealing a denial), advocating on a client’s behalf, or even through a referral to a private attorney. DNR wardens, local patrols target impaired boat drivers for Operation Dry Water, June 27-29
Get smart, be skilled and stay sober enjoying Wisconsin’s waters. That’s the state theme for June 27 - 29 when Department of Natural Resources conservation wardens will join local boat patrols for Operation Dry Water, the annual national boating safety campaign dedicated to increasing public awareness about sober boat operation by removing impaired drivers. Roy Zellmer, DNR boating safety administrator and conservation warden, says wardens and local boat patrols will be out in force that weekend talking about on-water safety as well as watching for operators whose actions are impaired by alcohol and other drugs, and those whose blood alcohol level is higher than the state limit of 0.08 percent as part of the annual June national safety campaign. “There are 84,000 river miles and 15,000 lakes Wisconsin for all to enjoy,” Zellmer said. “The wardens and the local boat patrols are working as a team to help all have fun, without having to worry about the careless and selfish actions of a very few.” Operation Dry Water, a multi-agency, education and enforcement initiative launched by the National Association of State Boating Law Administrators in 2009 in partnership with the U.S. Coast Guard, puts thousands of local, state and federal marine law enforcement officers on the water nationwide the last weekend in June to give operating while intoxicated enforcement high visibility during the peak boating season. Operation Dry Water focuses on spreading awareness of the danger of boating under the influence. Wisconsin closed 2013 with 614,399 registered boats. DNR records show there were 87 boating accidents in 2013 that caused 66 injuries and 13 fatalities. Of those who died, nearly all drowned and were not wearing personal flotation devices. “Operator inexperience and lack of boating safety education also continue to be factors in boating accidents,” Zellmer said. In Wisconsin boaters whose blood alcohol content (BAC) level exceeds the state limit of .08 can expect to be arrested for boating under the influence (BUI). Penalties for BUI include fines, jail, alcohol/drug assessment and completion of a boating safety course. Operation Dry Water patrols will include increased patrols as well as boater education and outreach.

Summer revelers often take to the skies, rails and waves to embark on a vacation adventure. With the kids out of school and relaxed hours at the workplace, individuals and families generally find that summer is the ideal time to plan a getaway. WEST NILE VIRUS IN LANGLADE COUNTY West Nile virus is spread to humans through the bite of an infected mosquito. Mosquitoes acquire the virus by feeding on infected birds. “Langlade County residents should be aware of West Nile virus and take some simple steps to protect themselves against mosquito bites,” Barger said. “The West Nile virus seems to be here to stay, so the best way to avoid the disease is to reduce exposure to and eliminate breeding grounds for mosquitoes.” The Langlade County Health Department recommends the following: • Limit time spent outside at dawn and dusk, when mosquitoes are most active. • Apply insect repellant to clothing as well as exposed skin since mosquitoes may bite through clothing. • Make sure window and door screens are in good repair to prevent mosquito entry. • Properly dispose of items that hold water, such as tin cans, plastic containers, ceramic pots, or discarded tires. • Clean roof gutters and downspouts for proper drainage. • Turn over wheelbarrows, wading pools, boats, and canoes when not in use. • Change the water in birdbaths and pet dishes at least every three days. • Clean and chlorinate swimming pools, outdoor saunas, and hot tubs; drain water from pool covers. • Trim tall grass, weeds, and vines since mosquitoes use these areas to rest during hot daylight hours. • Landscape to prevent water from pooling in low-lying areas. The Wisconsin Division of Public Health will continue surveillance for West Nile virus until the end of the mosquito season. 5 foods for the over 50 crowd
Men and women must alter their diets as they age. Portion sizes that young adults might have been able to get away must shrink when those same men and women enter their 30s. And as thirtysomethings head into their 40s, what’s on the plate requires more careful consideration than it might have a decade ago. The same goes for men and women over 50, who must take steps to reduce their risk for heart disease, stroke and diabetes. One of the easiest ways to do just that is to eat healthy foods. The following are five flavorful and healthy foods tailor-made for the over 50 crowd. 1. Apples: Apples definitely qualify as a superfood, helping reduce cholesterol by preventing plaque buildup in the blood vessels and, as a result cutting an individual’s risk of diabetes considerably. In fact, a recent study published in the British Medical Journal found that eating at least two servings of apples per week can reduce a person’s risk of type 2 diabetes by as much as 23 percent. Apples also make for a great source of fiber, potassium and vitamin C. 2. Blueberries: Blueberries help men and women maintain healthy blood sugar levels because they are high in soluble fiber, which lowers cholesterol while slowing the body’s uptake of glucose. And despite their relatively small size, blueberries contain more fiber, vitamins and minerals per ounce than any other fruit. 3. Broccoli: Though broccoli might not have been your best friend during childhood, you may want to cozy up to this powerful green vegetable now that you have cracked the half-century mark. Broccoli is loaded with vitamin C. A single 3.5 ounce serving of broccoli contains more than 150 percent of the recommended daily intake of vitamin C, which can shorten the duration of the common cold. In addition, a 2013 British study published in Medical News Today found that broccoli may help prevent osteoarthritis, a degeneration of joint cartilage and the underlying bone that is most common from middle age onward. 4. Fava beans: Fava beans are cholesterol-free and low in fat. Fava beans also may provide cardiovascular benefits and help men and women maintain healthy weights. Fava beans are considered “nutrient-dense,” a term used to describe low-calorie foods that boast lots of nutrients, and are an excellent source of vitamin B1, which is important for nervous system function and energy metabolism. 5. Oatmeal: Another food that might never make youngsters’ lists of their favorite foods, oatmeal is nonetheless a healthy option at the breakfast table. Oatmeal is loaded with soluble fiber, which can reduce cholesterol levels and subsequently reduce a person’s risk of heart disease. Also low in calories, oatmeal can help men and women maintain a healthy weight. Those who find oatmeal a tad too bland for their tastes can double on their superfoods by adding some blueberries into the mix, making their breakfast more flavorful and more healthy.
