Mayor reflects back on 2011 By Martina Perry The Northern View With 2011 in the past, the Prince Rupert Northern View sat down with Prince Rupert Mayor Jack Mussallem to discuss what he believes the high and low points of past year were and what the City’s concerns and considerations are for 2012. Mayor Mussallem had much to talk about when it came to what he considers to be the highlights of 2011, the first of which was a population increase for the community. “The Provincial Government of British Columbia informed me [earlier in the year] that in 2010 they estimated we had an increase in population of approximately 996 people,” Mussallem said. The mayor then chatted about the rise of employment at the Local 505 Longshore Division and the new jobs created due to construction out at Ridley Terminals being a highlight. “We’ve seen the Longshoreman Division have a call for hiring. We know that there use to be 80 people working out of the Longshore Hall, now there’s 300,” he said adding that the Longshore Hall is preparing for additional hiring. “There’s 75 to 80 people working on the expansions out at the Ridley Terminals coal yard…There are currently upgrades going on there. We know there will be a third stackerreclaimer out at the coal year by Christmas of 2012.”

For three years Home Hardware and Hecate Strait, have joined to bring extra Christmas cheer to a local family. This year a turkey dinner with all the trimmings, clothing, toys and more were presented to a family on Friday, December 23.

Another highlight Mussallem discussed was the upcoming employment possibilities at the Scallop Grow Out facility. “We are optimistic about the Scallop hatchery…That will become the brute stock area for the development of immature scallops that will be transferred to grow sites, and that will create some at-home jobs in the Aboriginal communities and areas adjacent. That will be quite an opportunity.” Looking forward, Mussallem talked about a number of priorities he has, starting off with the City’s budget. “We’ll continue to fine-tune the budget. A lot of people that ran for office heard overwhelmingly from a majority of people that they were concerned about the annual tax increases and would like the City as much as possible to hold the line,” he said. “Another concern is to build the tax base to help out with the vacancy we have in

regards to housing, whether it’s homes, or vacancy rates in apartments. And at the same time, although there is possible projects pending, the other concern of course is that until we get more on the tax roll, and have more people working, the City has to be really mindful of it’s cost. So one of my suggestions to Council was to fine-tune the budget and over the last term, the Council worked with me and was able to offer some properties for sale to put them on the tax roll and to reduce the City’s maintenance on buildings that were surplus to our need.” The mayor also said the City will work with community partners to do various things in terms of sprucing up the community, that the City will encourage more economic development to create more employment, will be looking into various community projects and will be looking at what can be done with Watson Island.

On the evening of December 26, the Prince Rupert Fire Rescue Department was called out to 200 Heron Road where witnesses had reported a house fire. “The fire was very fast and aggressive,” said Deputy Fire Chief Jeff Beckwith.

Eyewitnesses on the scene said they saw smoke billowing from the home, and within minutes the garage located on the side on the house was engulfed in flames and several windows throughout the house were lit up with fire. According to Beckwith, damage to the home is significant, with Beckwith giving a very-rough estimate of between $80,000 and $120,000 in damage.

The fire department was called at 4:56 p.m., arriving at the scene four minutes later at five p.m. Seven minutes later, the crew had the fire under control. The cause of the fire is currently still under investigation, with Beckwith mentioning that it is too early to comment on where it was started. Luckily no one was injured in the fire with both people and the dog escaping.

The Year in Review - July 2011 McMillan announces closure On July 5 JS McMillan Fisheries announced plans for the closure of its processing facility effective October 31. According to McMillan, the decision was one that came as a result of current market conditions and historical performance of the fishery. “In the fishing industry you have up years and down years, but we have had an awful lot of down year, both in volume and in pricing. We’ve suffered pretty bad setbacks on salmon and herring....Those are the two most volatile products, but the groundfish that has always been our anchor is heavily dependent on the US market and the exchange rate has really squeezed us hard,” said JS McMillan General Manager Colin McMillan. The reduction plant would remain operational while McMillan and other processors worked out an agreement to keep it running in Prince Rupert. A deal was not reached by the end of 2011.

Port Edward, school board reach lease agreement A new school in Port Edward took one step closer to becoming reality in early July as Port Edward council and the Prince Rupert School District reached an agreement on a long-term lease for the new Port Edward Community School. Details on the long-term lease agreement, including the length of time and the amount, were not released as the

discussions took place during an in-camera meeting of Port Edward council.

Realty numbers fall in first half of 2011 After a successful 2010, numbers from the Northern Real Estate Board showed the market slowing down in the first half of 2011. There were 56 properties worth $10.35 million sold in the first half of 2011 compared to 71 properties worth $13.2 million in the first half of 2010 – 15 fewer properties sold for $2.85 million less. 50 of those properties were single family homes, down from 59 in the first half of 2010 with the average selling price being $193,534, down from $202,324 in 2010

After hearing from Marty Bowles on behalf of the Prince Rupert Environmental Society, Prince Rupert City Council agreed to apply to register as an intervenor for the Enbridge Northern Gateway Project’s Joint Review Panel process. With its registration for the status, the council agreed to state that a clean marine environment is important to the City’s economy.

RCMP say detachment violates agreement With the idea of a referendum to borrow for a new emergency services building still in the background, the City of Prince Rupert received notice that the RCMP building on McBride Street is no longer adequate. That notice was in the form of a copy of a letter

from the commanding officer of the division, informing the province’s Attorney General that Prince Rupert’s 33-year-old RCMP building is in violation of the policing agreement the municipality has with the Provincial Government.

Foster Husoy passes away In the words of fellow fisherman Paddy Greene, the passing of Foster Husoy on July 19, 2011 was the passing of a generation. Husoy, 88, was a fisherman, city councillor and briefly the interim mayor. He volunteered on the boards of the Fishermen’s Cooperative Association, the Deep Sea Fisherman’s Guild, the Pacific Trollers Association, the Vessel Owners Association, and was a member of the Royal Canadian Legion who served in the Navy for three years. He also Foster Husoy worked as a relief pilot on the pilot boats and the Digby Island Ferry.

American concerns about container shipments through Fairview Terminal reached a new height in late July, as Federal Maritime Commission Chair Richard Lidinsky confirmed that congressmen from the west coast had asked him to investigate Prince Rupert to determine if it puts US ports at an unfair disadvantage. At the heart of the concerns were the drop in traffic through the US and a per TEU Harbour Maintenance Tax ships importing through the US have to pay that isn’t in place in Canada.

Community Futures of the Pacific Northwest released a plan looking to match potential new owners to small businesses in Prince Rupert after a survey found 44 per cent of business owners plan to exit their business in the next 10 years - with half of that number planning to leave the market in the next three years. The number one reason given by owners for wanting to leave their business was retirement, while insufficient demand, lack of support for the product or service, financial uncertainty and relocation were also cited by respondents as reasons for leaving their business.

Lax Kw’alaams kick BC Hydro off land after territory dispute During the week of August 10 a geo-technical drill crew from BC Hydro were working on a project for the Northwest Transmission Line at a site located off of Highway 16 near Terrace, when a group of “cultural monitors” from the Lax Kw’alaams First Nation arrived and told the crew they were not allowed to work there. The transmission line project is expected to go through the traditional territory of eight different First Nations groups. While BC Hydro has negotiated agreements for the use of the land with five of those groups including the Kitsumkalum First Nation, they didn’t have one with Lax Kw’alaams at the time, though Kitsumkalum officials denied that the land in question was the traditional territory of the Lax Kw’alaams First Nation.

Ferry numbers fall Along with other BC Ferries traffic, numbers on the North Coast were falling. In July of this year the number of passengers coming to Prince Rupert on the ferry from Port Hardy dropped by over 11 per cent since July 2010. The number of vehicles coming to Prince Rupert from Haida Gwaii fell by over nine per cent, and vehicles going to the islands fell by over 14 per cent.

Canadian citizens were hit with a wave of shock and sadness after it was announced that the leader of Canada’s New Democrats Party, Jack Layton, had passed away due to an undisclosed form of cancer in the early morning of Monday, August 22. Layton’s passing came shortly after he announced a temporary leave from Parliament and the same year as he led the NDP from a fourth place party in the House of Commons to the Official Opposition. Millions of Canadians watched Layton’s memorial service on national television, while locally there was a viewing event held at the Ocean View Hotel.

The Year in Review - September 2011 Haida Nation buys fishing lodges

Pellet plant proposed

At the September 6 meeting of Prince Rupert council, Pinnacle Renewable Energy Group and CMC Engineering and Management outlined their plans for the construction of a $30 million pellet shipping terminal that would include four 15,000 tonne pellet silos standing 39 metres high made of galvanized steel, a tower housing a bucket elevator and a series of conveyors to load the silos and ships that would dock at Westview Terminal. The facility would be designed to take pellets from rail and would include a rail yard with capacity for 36 full and 36 empty rail cars. Once complete there would be about 12 jobs created, but that number could grow to 24 as demand increases. City council voted to send a letter of support for the project, though opposition to the terminal from SCHEDULED FLIGHTS • CHARTERS • TOURS residents along the waterfront on the west side of town would grow as the year progressed. A petition would be signed by several residents, who also made a presentation to council

On September 2 the Haida Nation announced that the Haida Enterprise Corporation (HaiCo) has purchased a controlling interest in West Coast Resorts, which operates five high-end fishing lodges along the west coast. Two of the lodges – The Lodge at Hippa Island and the Lodge at Englefield Bay – operate in the waters on the west coast of Haida Gwaii while two other lodges are located along the central coast and a fifth lodge operates in Kyuquot Sound on Vancouver Island. Combined the five luxury lodges have a capacity for almost 200 fishermen at any given time, with one of the lodges completely sold out for the 2011 season and others mostly at capacity.

Walmart announces plans for Rupert location

On September 23 Walmart officially announced that it would be opening up a location in Prince Rupert. The announcement was for the purchase of 39 Zellers locations across Canada from Target, which owns the stores. The only new location to go in British Columbia will be here in Prince Rupert. The corporation’s representatives say that they plan to have the location remodeled into a Walmart by the end of 2012

MP announces bid for Federal NDP leadership

On September 29 the Prince Rupert Port Authority released the mitigation strategy report for the phase II expansion of Fairview Terminal, and the report to the Canadian Environmental Assessment Agency shows Expansion will now take place in two phases. Phase one includes expanding the terminal north towards town and the construction of a five kilometre road connecting Fairview Terminal to Ridley Island to allow truck traffic to bypass downtown. Phase two, which will not get underway for a number of years, will expand the terminal south toward Ridley Island.

On September 30 Nathan Cullen officially announced that he would be running for the leadership of the federal NDP. Cullen made the announcement in Vancouver, where he said that he wants to bring progressives together to bring a “new kind of politics� to Ottawa by declaring war on the highly controlled way the Tories run the government.

The Year in Review - October 2011 US Government launches formal container investigation On October 12 the US Federal Maritime Commission decided to launch a formal investigation into accusations that Canadian ports have an unfair advantage over American ports that is causing carriers to divert their cargo north of the border. Specifically the FMC voted unanimously to start a study into the effect of the Harbour Maintenance Tax and on the competitiveness of American ports when compared to ports in Canada and Mexico. As well, a group of American west coast ports are pushing for a fee on goods that are unloaded in Canada in order to “level the playing field.”

Elections shape up The deadline for people to file papers for November’s municipal election passed at four p.m. on October 14. When the filing period closed, incumbent mayor Jack Mussallem was in a race with incumbent councillor

Kathy Bedard for the Mayor’s position, while all incumbent councillors except Sheila Gordon-Payne were seeking re-election in a race that included 12 people seeking the six council spots. There were 10 people seeking election to the Prince Rupert School District Board of Education, including all of the incumbents. In Port Edward, councillors and mayor Dave MacDonald were acclaimed.

Regional district seeks a name change At the October 21 meeting of the board, representatives from the Skeena - Queen Charlotte Regional District voted to change

the name of the body from the Skeena Queen Charlotte Regional District to the North Coast Regional District. However, the name change requires provincial approval, which is still pending. “The reason we looked at that is that the Queen Charlotte Islands have officially been renamed Haida Gwaii, so we didn’t feel the terminology was appropriate anymore,” Port Edward councillor Murray Kristoff explained.

McMillan shuts its doors Approximately 82 people lost their jobs when the JS McMillan processing plant shut its doors for the final time on October 31. Portions of the structure were to be torn down for insurance reasons while the whole plant would tentatively be taken down.

MY VIEW…

Looking deeper into the events of 2011 Wow, another year has come and gone here on the North Coast. By the time you read this we’ll be four days into 2012 and 2011 will be in the rearview mirror. And while a lot changed in 2011, some of it good and some of it bad, one thing that has stayed consistent during my time here in Prince Rupert is the amazing community spirit that people exhibit throughout the year. As I write this I just finished writing the 2011 Year in Review - and I hope you enjoyed our annual look back at the year that was - but this snapshot of the major stories of the past 12 months doesn’t capture it all. Yes there are photos of community events, but those don’t tell the stories behind them. The photo of the toy run you saw on page five doesn’t tell you about the more than 250 toys and more $10,000 donated to the Salvation Army by the Harley Riders Group. The photo of Mz. Anita Z. Planner from the 2011 Mz Judged (sorry Zeno) doesn’t tell you the volunteer effort that went into staging this event by the everyone involved or the money that was raised for the North Coast Transition Society through the event. The Jingle Bell Express photo on page 12 doesn’t explain that this event is organized by volunteers and the money raised goes to pediatric care. The list goes on and on. And even where money or donations aren’t involved, people in the community go above and beyond to help create the quality of life we all enjoy. Photos from Seafest, Winterfest and Children’s Fest don’t mention the volunteer

hours, and missing completely are some of the smaller but no less significant photos of volunteers planting the planters or cleaning up garbage as part of Civic Pride or people giving their time to man the kettle for Christmas. And I can tell you that cheque presentation photos from 2011 could more than

fill the biggest paper we have produced. There may be a lot of changes coming in 2012, there may not be. But one thing I hope never changes is the way people give of themselves to create the community we call Prince Rupert. ~ Shaun Thomas

2012 will bring overall strength with some challenges In general 2011 was a year of tourism recovery in Prince Rupert. The economic collapse in 2009 saw our room revenues drop by almost 10 per cent, we saw a further drop in 2010 of over three per cent, bringing us to the lowest levels for room revenue since the year of the ferry sinking in 2006. From what we know at this point, 2011 has reversed this trend. We’re seeing a slow recovery of the overseas tour market. Media interest in Prince Rupert has remained strong. Our hotel receipts were comparatively strong. Some of that of course reflects business travel, particularly with a good schedule of spring conferences – in the first quarter this year we saw a 13.5 per cent increase over year previous in airport traffic. But in general the leisure market has also held its own, probably accounting for about half of the increase. Visitor Centres in Northern BC reported a 13.7 per cent increase by late summer. Yet our industry is so diverse – tourism is often described as “an industry of industries” – that general statements don’t

BC Ferries numbers will remain in freefall until the trend of skyrocketing rates can be reversed. We can only hope that Ferry Commissioner Gord Macatee’s review, and his subsequent recommendations, bring a change in the provincial approach to subsidies and governance. The halibut allocation issue remains unresolved. DFO has bungled this even more spectacularly than usual, and we need to support lobbying to see a fair solution to all user groups. We will certainly feel the loss of the weekly cruise ship. As I’ve said before, cruise is just one sector of our tourism economy, by itself representing a relatively low percentage of our cumulative revenue, but that doesn’t tell the whole story. For some individual tourism institutions and businesses, cruise has been critical to their bottom line for several years. On the plus side, however, we see the leisure travel remaining strong in 2012, and we can expect another strong year – and social media has made getting a share of that business a lot easier.

The Year in Review - November 2011 Coal company signs agreement on Watson Island Colonial Coal announced on November 3 that it had reached a memorandum of understanding with the Lax Kw’alaams and Metlakatla First Nations for a joint venture that would purchase Watson Island from the City of Prince Rupert. As part of the MOU, Colonial Coal and the Coast Tsimshian will compensate the City for land expenses while undertaking a feasibility study on the use of the island. Formed in 2007, Colonial Coal is a Vancouver-based mining development company specializing in metallurgical coal. It has two resource-stage coal properties in the Peace River Coal Field in northeastern BC.

Supreme Court rules against Lax Kw’alaams The Supreme Court of Canada decided that Lax Kw’alaams does not have a constitutional right to create their own commercial fishery, which is something the local First Nation has been fighting for in the court system for years.

Canada’s highest court of law upheld a decision by the BC Supreme Court that said that the First Nation had not proven that fish trading was a defining part of the their society before contact with Europeans. Because of this, they are not entitled to catch fish for the purpose of selling them like they are to catch fish for sustenance and cultural use.

Mussallem re-elected as Prince Rupert’s Mayor After weeks of campaigning, the municipal election ended and Jack Mussallem was reelected mayor of Prince Rupert with almost twice the votes of his nearest opponent, Kathy Bedard. Mussallem got about to half of all votes cast in the election with 1,769. Bedard received 981 votes and Corinna Morhart came in third with 357 votes. For council, incumbents Nelson Kinney, Anna Ashley, Gina Garon and Joy Thorkelson were returned to office, while newcomers Jennifer Rice and Judy Carlick-Pearson were elected to council chambers. Thorkelson received the most votes with 1,925. On the school board side of things, incumbents Tina Last, Bart Kuntz, Louisa Sanchez and Terri-Lynne Huddlestone were re-elected while newcomers Barbara Gruber and Marty Bowles were voted in over incumbents Russell Wiens and Leonard Alexcee. Last received the most votes with 1,777 and was also chosen by trustees to return as board chair.

The Coast Prince Rupert Hotel, which was renamed the Rupert Hotel, will be undergoing a major overhaul expected to cost $3-million and take 12 to 16 months of construction work. The main floor of the hotel will be radically altered with the reception moved into a new place and an expanded lounge with a fireplace for lodgers. Charlie’s Diner will be closed and the interior of the hotel is getting a complete makeover. The designers of the new hotel went

back to the original designs of the hotel that was built on the site in 1914 but burned down in the 1970’s and the new designs have taken features from the original that incorporated them. They are also planning to build some modern retail space for small boutiques or a coffee shop along the side facing the Rupert Square Mall.

Prince Rupert Port Authority looks to buy land in Cow Bay The Prince Rupert Port Authority made an offer to purchase the parking lot across from Atlin Terminal and the grassy knoll leading to Northland Terminal from the City of Prince Rupert for an estimated $824,387. Jeni loved life and her many friends here, most of which she proliÀcally wrote about in her poetry. She will be missed. The Northwest as a whole got a bit of an early Christmas present on December 1 when the Rio Tinto Alcan board of directors officially approved an additional $2.7 billion to take the Kitimat Modernization Project to completion. Prince Rupert RCMP began investigating the coaching and refereeing activities of Robert John Paolinelli, 42, during his time in Prince Rupert Minor Hockey back in the mid-eighties to late nineties after charges of sexual assault, sexual exploitation and forcible confinement were laid in Alberta and a Building complaint was received Blocks by the Prince Rupert To Your Future RCMP from a person in town.
