It didn’t take long for Prince Rupert to welcome its first new resident of the year, with a baby boy being delivered at the Prince Rupert Regional Hospital just hours into 2011. Stephanie and Colin Watkins welcomed baby Talon Watkins at 12:17 p.m. on January 1. Talon weighed in at seven pounds, seven ounces and will be a new baby brother for two older sisters.

The average selling price of a home was up slightly to $179,090, but the total value of the properties sold was down $500,000.

Referendum proposed The idea of a referendum as part of the November municipal election was brought up by Mayor Jack Mussallem. The referendum was to look at the possibility of a new emergency services building to house the RCMP and the fire department due to the condition of those two buildings. Just before the elections in November, council decided to scrap the planned referendum.

Fraser Institute rankings The Fraser Institute released its school performance report card on February 7, and the report once again painted a less than positive picture of Prince Rupert schools. Westview was the highest ranked public Prince Rupert elementary placing 695th out of 875 schools with 4.5/10, followed by Lax Kxeen in 710th with 4.4/10, Pineridge in 768th with a score of 3.9, Conrad in 857th with 2.3 and Roosevelt in 874th of 875 schools with a score of 0.0/10. The city’s lone private school bucked the trend by scoring a 9.1/10 to sit in 49th.

Port Edward animal shelter proposed

A group of concerned animal lovers appeared before the District of Port Edward council on February 8 to ask the municipality’s help in getting a new animal shelter up and running to address concerns about feral cats in the community. The group, known as the Cannery Row Animal Shelter board, asked council to gift land in the community for the construction of a shelter that would include a small building and a large, covered outdoor pen. The idea was later changed to a long but not very tall, self contained structure for feral cats in the community, and has yet to receive the green light from council.

The Kitamaat Haisla Ladies were crowned the Women’s division champions, defeating the North Pacific Rain 63-59 in the final. The Intermediate title went to the Kitamaat Haisla Pride, who defeated the Friendship House 76-63 to take the banner. Hydaburg Alaska continued to dominate in the Seniors division, winning the 2011 All Native Basketball Tournament banner by defeating Ahousaht 96-92. The Masters title was awarded to Bella Bella, who took home another banner with a 71-63 victory.

Five join All Native Hall of Fame

Rampage fall in Western Conference final

In 2011 five more people were added to the All Native Basketball Tournament Hall of Fame. The first newly added Hall of Famer was Nelson Leeson who was a Hereditary Chief and long-time President of the Nisga’a Nation before he passed away in 2009. Richard Leeson was inducted alongside his brother. Gayle Bedard was the next to be induced into the Hall of Fame and is the second woman ever to join the list. The fourth inducted Hall of Famer

Tsimshian Cultural Pavilion proposed The lower level of the Islander Hall was packed on the afternoon of February 22 to hear the project team discuss the opportunity for a Tsimshian cultural pavilion to be built on the waterfront. The partners are looking at a possible location on the waterfront directly beside Northland Cruise Terminal.

After a season that saw the team win the CIHL Western Conference, the Prince Rupert Rampage came back to the Jim Ciccone Civic Centre up one game in the Western Conference final with a shot at the league final at stake. Unfortunately the veteran Kitimat Ice Demons were able to come back to win the next two games on the road to end the Rampage’s run. The team would go on to compete in and host the Coy Cup.

Car accident claims teen’s life The North Coast lost one of its young residents on the morning of April 9. 15-year-old Port Edward resident Mary Jessica Faith Hartling lost her life after succumbing to injuries that resulted when the car she was in left the road early Saturday morning. According to RCMP, four youths, two males and two females, travelled to Terrace for an early morning breakfast then returned back to Prince Rupert. The 1993 two-door Mazda car left the road at Rainbow Summit along a straight stretch on Highway 16. The vehicle crashed approximately 40

feet down an embankment until its resting place. The three other teen occupants sustained minor injuries and are from Prince Rupert.

MY VIEW…

A year full of good news and change We are drawing ever nearer to the end of 2011, and what a year it has been in terms of news. On the federal level, we saw the Conservatives gain a majority in the face of a non-confidence motion that dissolved Parliament, we saw the unfortunate and untimely passing of Jack Layton shortly after he led his party from fourth in the House of Commons to official opposition status and we saw our own MP take his message to the nation as a candidate for the federal NDP leadership. On the provincial level we’ve seen both the Liberal Party and the NDP select a new leaders, and in doing so select the new Premier of BC after the departure of Gordon Campbell. Speaking of politics, on the local level there was also an election. While many familiar faces returned to their seats, there was also new faces on councils around the region. Prince Rupert and the North Coast has also had a very busy year when it comes to news, and this year much of it was good. Consider the following: - Ridley Terminals began an expansion that will double their capacity while at the same time shipping more coal than the record they set just one year ago. And they signed enough agreements to be close to the new doubled-capacity and are looking to the future. - After almost two years of silence, the public comment period on Canpotex got underway. - Prince Rupert was chosen by the Federal Government to be part of a pilot program for a new international trade

deal between the US and Canada. At the same time traffic is only increasing through the terminal. If that doesn’t tell you about the significance of Fairview Terminal as a gateway to the Asia-Pacific I don’t know what will. - While the court cases surrounding Watson Island continue

Last Monday letters were delivered to some 400 employees, notifying them that they may be a part of a DFO plan to reduce its budget by $56.8 million by 2013-‘14. To my way of thinking, this particular result of the federal government’s deficit reduction push promises some catastrophic results. DFO says that these 400 employees won’t necessarily lose their jobs – much of this will be done through attrition and so on – and, despite the high proportion of scientists targeted in the plan, the science may even improve. Gary Corbett is president of the Professional Institute of the Public Service of Canada. “The cuts are going to be followed shortly by more cuts after the budget,” he told the Ottawa Citizen. “Tell me, how a science-based department survives with a cut of a couple of hundred scientists. How can the department continue to do what it is supposed to do? It has to give somewhere. You can’t keep cutting, cutting, cutting.”

it’s all working. The Enbridge proposal is far from that. Being able to get triple the price for Canadian oil would be a big benefit for Canada overall. But the project is one where we have to examine both the costs and benefits. That’s why it’s in the environmental approval process. This is the first of its kind, so I think we have to get a good look at it, and once we have the facts before us, we can have a debate about whether it should go ahead. TF: The carbon tax. Do you think it’s working, and will we see changes in the years to come? PCC: I think that it’s probably affecting people’s and businesses’ decisions about their reliance on carbon as a source of energy. I don’t want to overstate that, though. The thing about the carbon tax is that it’s hard to know how much difference it’s made. But I think anecdotally we see that it has made some difference. •••

Tom Fletcher (TF): People in general are a bit cynical about the treaty process. You could say that about Sophie Pierre [former Ktunaxa chief and chair of the independent B.C. Treaty Commission]. In her report this year she talked about the mounting debt from 20 years of negotiations and basically gave an ultimatum to fix it or shut it down. Do you see the commission continuing as it is? Premier Christy Clark (PCC): We’re not planning any significant changes to it. We are starting to see, just now, the fruits of all the work from the ministry and from the government and from the treaty commission. And that’s all starting to move pretty quickly. The Taku River Tlinglit economic agreement [mining development and protected areas in the Atlin area], there are a number of these agreements that are starting to flow out, and it’s been a long, slow, frustrating process. So now is the wrong time to walk away from the process, because there’s been 20 years of work invested in this, and we’re finally starting to see the fruits of it. TF: A related subject is the proposed Enbridge Northern Gateway oil pipeline. There’s a lot of aboriginal opposition to that. The federal Natural Resources Minister, Joe Oliver, not too long ago called this a “nation building project.” It certainly fits with 24 your jobs strategy. Cullen returned to Ottawa After polls closed in the May 2 election, NDP candidate and incumbent MP Nathan Cullen was returned to Ottawa, easily beating out the other candidates. Cullen finished with 19,431 votes, equal to 55.33 per cent of the vote, while his next closest opponent Clay Harmon of the Conservative Party finished with 12,255 votes, good for 34.5 per cent of the vote in the riding. Kyle Warwick of the Liberals finished with 1,268 votes, Roger Benham finished with 1,102 votes, Rod Taylor got 1,038 votes and Maggie Braun received 165 votes. This would be Cullen’s fourth term as Member of Parliament for the Skeena - Bulkley Valley riding. Nationally, the Conservatives got a majority government and the NDP won

ILWU reach long-term labour agreement On May 3 members of the International Longshore and Warehouse Union (ILWU) ratified a new agreement with the BC Maritime Employer’s Association, lessening the prospect of any job action at West Coast ports. The new agreement is for eight years, which the union says will provide stability and certainty to everyone involved, and includes a new program for maternity and paternity leave, which was one of the union’s key demands.

Hundreds protest Enbridge Upwards of 400 people of all ages, walks of life, and ethnicity congregated at Mariner’s Park on May 12 to protest the proposed pipeline from Alberta to the B.C. coast and its subsequent oil tanker traffic. People had travelled from all over the region to attend. The timing of the rally was not unintentional. Port reveals 2020 Land Use Plan

On June 1 the Prince Rupert Port Authority released its draft 2020 Land Use Management Plan, and it is a document that outlines some significant opportunities for growth in the waters around Prince Rupert. Among the ideas discussed in the 43-page draft document is the expansion of the Ridley Industrial Site and the possibility of expanding beyond the current Ridley Island area to outlying islands. Other plans for Ridley Island include “large bulk commodity terminals to the central and wester area� and “more intensive and smaller industrial enterprises� at the eastern edge. Among the considerations, in addition to a rail loop and storage line around the island, are marinas, a logistic park on the edge of Kaien Island, automobile transfer and storage, additional bulk terminals, pipe yards and short sea shipping. Closer to Prince Rupert, the Port Authority is looking at options to redevelop old facilities, like a bulk facility at the old Westview dock, increasing the number of anchorages for waiting freighters to eight, and long term potential for marina and ship facilities at the

Coal cloud causes concern in Port Edward At their June 14 meeting the District of Port Edward took Ridley Terminals to task over a massive coal-dust cloud on June 6 that obscured the clear sky and dirtied people’s patio furniture and decks. “I had three residents call me and another 22 talked to me about it. It really concerns me...Ridley Terminals has a responsibility to control the dust on their site just as residents have the right to clean air and the enjoyment of their property. This has to stop,” said councillor Knut Bjorndal. In response to concerns about what the expansion to double capacity would mean for coal clouds, Ridley Terminals later responded that the new technology going into the terminal, coupled with increased sprayers, would help eliminate the problem.
