After putting forward a proposal to purchase land in Cow Bay, namely the parking lot across from Atlin Terminal and the grassy hill leading to Northland Terminal, the Prince Rupert Port Authority completed meetings with a variety of stakeholders about what should be done in Cow Bay. Meetings took place with representatives from the business sector, agencies and community service groups, heritage representatives, local First Nations, environmental groups, recreation and tourism stakeholders and those involved in learning and culture. meetings was released outlining just some of the discussions that took place, and it shows a wide variety of ideas for the area. On the business side of things, common comments included inviting businesses that operate year round, enticing businesses like laundromats and a smaller grocery store that could service the marine industry, and encouraging the development of smaller spaces to encourage more boutique-type businesses to the area. There was also a comment on constructing residential developments in the area to encourage businesses to remain open past 5:30 p.m. Other common comments focussed more on the community use side of the Cow Bay lands. These included the need for more public washrooms in the area, providing more covered areas for performances, events

and outdoor activities, providing a place for community meetings, the installation of more park benches and providing more spaces with electrical and water service. On the tourism side of things, there was a desire to post more signage that displays history and ecology of the area, restore older buildings of historical importance, and the idea of showcasing the fishing industry that could include encouraging fishermen to sell their catch at the docks. The report has been sent down to MGB Architects of Vancouver who will be using feedback to craft a plan for Cow Bay. According to the Prince Rupert Port Authority, the plan will come back early in the new year and will be made public to allow residents to view the concepts and provide feedback on what they see going forward.

Joshua who is now in grade six at Annunciation school has shared his mother’s joy of baking and decorating with his class for 7 years. This year his mother Pam decided to share this activity with the whole school because she hated to see other children miss out on the fun. Pam baked over 200 cookies, made icing by the ice cream bucket loads, and spent the whole day having classes visit her in her make shift “Sanata’s Workshop” decorating cookies.

Shames Mountain opens next Friday By Shaun Thomas/Lauren Benn Black Press The day ski enthusiasts have been waiting for is coming up next Friday as Shames Mountain will officially open for the 2011/2012 season, though this year it will be under the ownership of My Mountain Co-op. To mark the day, which has been a long time coming for the skiier owned cooperative, people can ski for free on December 16 with a donation to the food bank or a donation of winter clothing for the Salvation Army. In the meantime, the co-op and the former owners continue to negotiate the final terms of the sale ahead of the December 15 closing date. Still outstanding is a condition that the co-op take on the debt the ski corporation owes the province for using Shames Mountain. That works out to two per cent of chair lift revenues and the amount now owed by Shames is approximately $150,000 according to ski corporation president Gerry Martin. My Mountain director Curtis Billey says the co-op has agreed to take on the debt but has also asked that the amount owed be forgiven entirely or be reduced.

The Shames Mountain Ski Corporation must also deal with more than $420,000 it owes the provincial government for an outstanding tourism development loan. Martin says negotiations with the province to forgive the amount owing continue. And while the co-op plans to operate the facility using $130,000 in tax money from the City of Terrace, the District of Kitimat, and the Regional District of Kitimat Stikine, the price of the sale has yet to be released. Recalling the closures in recent

years of Methanex and Eurocan, Monaghan said the go-ahead for KMP means that the aluminum business is here to stay for the next 35 to 50 years. And she credited RTA with contributing to the rush of interest in Kitimat from other sectors such as liquefied natural gas exports and bio-mass. Monaghan said RTA’s initial multi-million dollar investments in KMP had let the world know that Kitimat was “a strategic place to invest”. She also thanked Paul Henning, vice-president of BC Operations and Strategic Project Western Canada, and his team for standing by Kitimat during difficult times. Michel Lamarre, RTA’s project director for the modernisation, said first metal in the new smelter will be poured in the first half of 2014. On the immediate horizon was the expansion of the construction camp. That would take place in January taking the capacity to 1,500 workers. Asked about the potential crush of projects here and wether that would present problems for KMP, Henning said, “the good news is we’re first. The folks that grab the ball usually have a chance.” He also suggested that given the proposed timelines of the various projects, the region was in for an extended period of boom.

Queen Charlotte are RCMP kept busy in early December By Sgt. Rob Knapton The Northern View During the week from November 28, 2011 to December 4, 2011, Queen Charlotte RCMP opened 15 files for investigation. Some of these were: - On November 29, at 3:30 p.m., Queen Charlotte RCMP arrested an adult male in the area of Oceanview and 2nd for being intoxicated in public. They were held for their own

safety and released when sober with a ticket for being drunk in public. - On December 1 at seven a.m., Queen Charlotte RCMP received a complaint of a loud noise heard overnight in the area of 3600 Oceanview. Police attended and investigated. It appeared that a commercial vehicle blew a tire overnight, alarming the resident. - On December 2 at four p.m., Queen Charlotte RCMP received a complaint of someone shooting a rifle in the

area of the Honna rd. Discharging a rifle within village limits is a violation of the Wildlife Act. The individual that was target shooting was informed and stopped upon request. - On December 3 at 12:45 p.m., Queen Charlotte RCMP responded to a complaint of a loud party in the 100 blk of 3rd Ave in Skidegate. - On December 4 at 10 p.m., Queen Charlotte RCMP received a complaint of two youths at the community hall damaging Christmas decorations.

NTL completion date pushed back XMAS INVENTORY Black Press BC Hydro has pushed back the completion date for its Northwest Transmission Line. Instead of a completion date at the end of 2013, the 287kV power line, which will run up Hwy37 North, won’t be operational until sometime in the spring of 2014. Speaking last week, Tim Jennings, the BC Hydro official in charge of the project, said a number of factors added up to the overall delay. Those included an environmental review that lasted longer than expected and challenges in arranging for the start of construction with Valard/Valard and Burns & McDonnell, the crown corporation’s primary design-build contracting group. Jennings conceded that BC Hydro may have been over optimistic when it first set out its construction and completion timetable. “We’ve had delays, if you will, and there’s been more time spent than we had originally planned to get [environmental] approvals and other factors,� he said.

“We had really hoped to get construction started this season. But we are as committed as ever,� Jennings continued. Negotiating impact benefits agreements with First Nations who have traditional territory along the pipeline route and with the Nisga’a Nation did not cause delays, Jennings added. Those agreements, which provide money and job and business opportunities for First Nations, were not considered a mandatory part of the overall project. “[Impact benefits agreements] are not tied to the schedule,� said Jennings. Jennings did not anticipate the delay will affect the overall construction cost for the line. BC Hydro has been unable to provide a set price, saying the project will cost between $365 million and $525 million, a range it first set out several years ago. “We’re still within that range,� said Jennings. But he did say that project costs have been increasing toward the upper end of the estimated range. Jennings anticipates a start to construction by the end of December, work he defined as falling trees and clearing land leading to building roads.

MY VIEW…

First Nations and Northern Gateway Enbridge was once again in the news on a few occasions this week, although this time it was with a mix of good and bad news for the company when it comes to the First Nations front. On December 1 the Coastal First Nations - a group that includes the Haisla in Kitamaat, the Haida, Metlakatla, Hartley Bay and others - reinforced their opposition to the project and said they would not support it in any way, shape or form. There were 60 Aboriginal groups involved in the statement, sending a message about the steps they will take to protect their traditional territory. The very next day, coincidentally or not, Enbridge announced the signing of a deal with the Gitxsan Hereditary Chiefs in the Hazelton area that will give the nation part ownership in the pipeline and is “expected to deliver at least $7 million in net profit to the Gitxsan people”. That would seem like a pretty strong way of showing that not all First Nations are opposed to the project, but the feedback we got back on thenorthernview.com and from other Gitxsan people was very passionately in disagreement with the move. Of course the Enbridge Northern Gateway Project will move forward with the Joint Review Panel holding hearings, but there seems to be a somewhat clear line in the sand drawn as it relates to this project. The Conservative Government, which holds a majority in the House of Commons and can pretty much do whatever it wants, has made no bones about the fact that it wants the project to move forward. The majority of northwest First Nations, whose traditional territory

the line will cross or who would be affected in the case of anything happening, have clearly stated they don’t want to see it happen. It seems that this debate around oil export could come down to a question of “adequate consultation” Given the strong political support and the strong grass roots opposition, this one could be a precedent setter.

In the background of all this, Kinder Morgan got the green light from the National Energy Board to sign new 10-year contracts to its Westridge tanker terminal - a move that could bring more tankers to Vancouver and was met with concerns from eight major Lower Mainland mayors with due to the lack of consultation...

Hearing what our customers are really saying about us Lately quite a few people have been talking to me about how our visitors are left with some negative impressions. Perhaps they’ve spoken to a visitor themselves, or taken a quick look at an online forum, and come to this conclusion. Is this actually what our customers are saying about us? Answering this question requires two things: first, viewing enough visitor feedback to provide a decent sample; and, second, qualifying the feedback. What do I mean by qualifying the feedback? Well, some of it is posted for disingenuous reasons. CruiseCritic is notorious for this. That’s not to say that we can learn nothing from them, but one certainly wouldn’t want to judge Prince Rupert solely through this forum. And it’s not as if all CruiseCritic comments are all negative. Prince Rupert “felt quite different from home.” We were perceived as a good place for adults traveling without children, for special deals and promotions, good prices for accommodation, and for “lots of different activities and things to do.” The advent of social media makes it a little too easy to see the trees instead of the forest. There are certainly areas for improvement, and we have to listen carefully to our customers, but overall visitors are reporting positive experiences.

I was at the pool today and asked about lessons that my daughter could take with me. I was told there was no such thing. She stated that she would be taking the lessons on her own. When I look online there is lessons that she and I can take together! The Sea Turtle, I think that is what is called, is for children up to three years old and it is parented! Why does no one who works there seem to know much of what happens there? Obviously there is still no rhyme or reason to anything done down there!

While swimming today there was alot of rough housing and inappropriate things like balls being whipped around next to young children and no one did anything....I had to step up and ask them to knock it off before my daughter got hurt. The only reason we go there is because it is the only thing left in this town to do with a toddler! Maybe I will just stop going altogether. CHSS students bring Chicago to the stage By Martina Perry The Northern View Students from Charles Hays Secondary School razzled and dazzled audiences three evenings in a row with Chicago; A Vaudeville Musical last week, the school’s annual drama production. Chicago opened with “All That Jazz”, one of the most recognized numbers from the play. Local talent Amber Mackereth lent her choreographing skills for “All That Jazz”, along with the hilarious “Cell Block Tango” and “Nowadays/Keep It Hot”. Additionally, Prince Rupert’s own Anh Duong and Caitlenn Bull joined together to choreograph dance routines to “All I Care About” and “We Both Reached for the Gun”, as well as local Jillian LaBlanc who choreographed “Roxie” and “When Velma Takes the Stand” for the production. Chicago is the story of wannabe-vaudeville star Roxie Hart (played by the acrobatic Charmaine Gibson), who murders her lover Fred Casely (acted out by Brandon Armstrong, a student with many roles in the production) who she had been cheating on her husband Amos (played by Seamus McConville) with. Roxie is arrested, and thrown in jail that is run by Matron, or Mama (performance by Ali Murray). After being put behind bars, Roxie meets club singer Velma Kelly (played by Georgia Riddell, who was a strong force in the performances), who has also been put behind bars for killing her husband and sister after catching them in bed together. Velma is not thrilled to meet Roxie because she had stolen

the attention from reporters such as Mary Sunshine (Played by Angelica Jesser) and her lawyer, Billy Flynn (played by Cyrus Sobredo). E l e v e n students made up the live band that helped back the musical aspects of the show, under the leadership of Musical Director Tristan Fox. The band consisted keyboards, drums, bass, reeds, violin, trombone, and the trumpet. Chicago’s set was quite dynamic this year, and included several impressive props thanks to the leadership of technical director James Carlson, who received help from many students in the Musical Theater course at CHSS. Chicago is based off of a 1926 play written by reporter Maurine Dallas Watkins about real-life criminals and crimes that she reported on during the 1920’s. The volunteers of the Prince Rupert Special Events Society hosted the 2011 Winterfest celebration from December 1 to December 4, providing four days of family fun. Clockwise from top left: Peter Witherly conducts the Prince Rupert Community Band during the Festival of Lights; a lengthy display of fireworks filled the sky on Saturday night; Cowpuccino’s once again hosted an evening of Gingerbread Decorating Fun on Friday night; the blue lights come on to light up the trees at the Courthouse; the Special Events float was one of the highlights of the Winterfest Parade; sparks shoot high into the air at the bonfire at Rotary Waterfront Park on Saturday night; Annunciation students perform at the Festival of Lights; Scoop gives the thumbs up before the parade gets underway; paramedics brought a decorated ambulance to the Winterfest Parade; young and old alike took advantage of the free skate and the free swim. John Michael Pylot June 1, 1933 - November 25, 2011 It is with sadness and recognition for a life well lived that we announce the passing of John M. Pylot. John passed away on November 25, 2011 after enduring a long battle with a host of complications from diabetes. John is survived by his wife Hilma of 52 years, daughter Kathy, son Blair (Wife Melaney) grandchildren Sean & Kaitlyn. He also leaves behind a brother, Mervin of Vancouver; brother-in-law Jack Mackenzie of Kelowna sister in laws Mary McLean, Edmonton; Yvonne Furano, Richmond; Lil Arp and Ann Neff of Prince George; along with many nieces and nephews. He was predeceased by his mother, father, sister, brother-in-laws and sister-in-laws. John was born in Rivers, Manitoba and was raised in Prince George from the age of 7. John and Hilma were married in 1959 and moved to Prince Rupert. John went into business in 1959 at Northern Tire and Rubber, until illness overcame him. John was active in many sport activities through his life, but golf was his true passion. There was never a dull moment when John was at the golf course. He will be remembered for his on and off the course antics. It is with loving memories that we the family would like you to celebrate with us THE LIFE OF JOHN PYLOT at the Prince Rupert Golf Club December 8, 2011. From 5:00 pm - 9:00 pm. In Lieu of Àowers, donations to the diabetes association in John’s memory would be appreciated.
