RTI chair talks current, future expansion By Shaun Thomas The Northern View Students from Charles Hays, community leaders and members of the media were invited to Ridley Terminals on November 28 to see progress on the terminal expansion, and afterwards chair Bud Smith said the work doesn’t necessarily end when this current project is done. “We’ll be keep going after 2014 and are looking at additional work. As long as people are needing the capacity and paying for it, we’ll keep expanding,” he said, noting that a possible second berth for the facility has been considered. “We have an option for waterfront for a second berth that we can exercise at any time. We’re also negotiating with the Prince Rupert Port Authority for additional storage and we have begun to take non-refundable

deposits for capacity from mining companies. Once we get enough deposits, we will look to expand further.” The current expansion is proceeding as planned, with two new dumpers on the site that will be installed in the coming days. The new dumpers are compatible with both aluminum and steel cars, so there will no longer be the need to take the trains apart before dumping, and will be able to hand 60 cars per hour. As well, the 35 additional acres have been cleared of muskeg and trial fill has been put down to allow geo-technical engineers to determine what is best for the site. As well as adding a third and eventually a fourth stacker reclaimer, plans for the expansion include a second dumping operation in 2014 to allow the terminal to handle two trains at a time. This is in addition to adding additional rail lines, adding and

extending the conveyor system and civil work on the site. According to Smith, the catalyst for the whole project truly was the decision by the government to allow the terminal to operate in a commercial manner. “We were able to get more contracts and get all but one of our current customers into long-term, minimal volume guarantee contracts, and that gave us the revenue to support the decision to spend approximately $200 million on this expansion,” he said. “This will add about 20 to 25 jobs at the terminal, and we’ve already gone from 60 employees to over 100. The result will be not only more taxes to the City of Prince Rupert and the District of Port Edward, but spin-off work and a lot of spin-off benefits.” Once complete the terminal will be able to handle 24 million tonnes as opposed to the current 12 million.

The Prince Rupert Port Authority has a sent out a mass letter to respond to concerns being raised about a proposed wood pellet terminal on the waterfront. The letter is being sent to residents who live in the Water Street area, very close to Westview Terminal and its adjoining rail yard, and comes after three residents from that area, Frances Kavalec, Camille Mark and Pierre Plant, came to the September 19 council meeting object to putting a terminal so close to their neighborhood. Council had just decided to send a letter of support for the project at their previous meeting after listening to a presentation by the company responsible for the project, Pinnacle Renewable Energy Group. The residents argued that they were concerned that the noise, light and especially the dust coming from the new wood pellet terminal would lower their 950 1ST AVE. According to the port authority, there has been no public consultation yet because the project is still in its early planning stages. “Some residents who live close to the site have expressed concerns to the Prince Rupert Port Authority. Indeed, port developments of this nature require public input. However, Pinnacle’s announcement was made months before the anticipated start of the official environmental assessment process – which will include public consultation,” reads the letter. The port authority is assuring residents that once the environmental assessment begins, they will be able to have their say and that their views will weigh heavily on the decision made by the regulator. “Simply put, your opinion matters. If Pinnacle’s proposal proceeds to an environmental assessment, your participation in community consultation will be highly valued,” reads the letter. The port authority also addresses some of the concerns about the wood pellet terminal itself, although it will ultimately be up to Pinnacle to defend its design and location when the assessment begins. According to the letter, the new terminal is designed to minimize the effects that the residents who came to council are worried about. This wood pellet terminal would be considerably smaller than others owned by the company with four silos for pellets, three connecting railroad tracks, a compact

ship berth and loading equipment. The equipment for loading the ships will use a “low-speed pellet chute” which will have an enclosure around it. This is supposed to “virtually eliminate” the dust that the residents are worried poses a health threat to their families. The design is supposed to significantly cut down on noise from the terminal as well. The port authority says that the reason why Pinnacle is not looking to put their terminal somewhere in a more industrial area of the Prince Rupert port, like Ridley Island, is because of the terminal’s small size. According to the letter, to set up a facility on Ridley Island costs a lot of money that only large projects can justify spending it. That’s why Pinnacle chose to set up their smaller facility in an area designated for light industry. One of the residents to lodge the complaints about the terminal, Francis Kavalec says she feels that by telling residents to wait for the environmental assessment, the Prince Rupert Port Authority is brushing their concerns aside. “I’m a little worried that our concerns just might fall on deaf ears...They’re playing with us. They have to listen to us on paper, but they’re going ahead with what they want to do anyway,” said Kavalec. Kavalec says that the project shouldn’t be progressing as far as an environmental assessment without public input.

Reece relected in Lax Kw’alaams By Alan S. Hale The Northern View Garry Reece has been re-elected as the “mayor” of Lax Kw’alaams. The title was changed from “chief councillor” in part to help distinguish the community’s elected leader from the hereditary chiefs. The results of this week’s election were released on Wednesday and Reece beat the four other candidates running for the job with 485 votes. His next closest rival, former chief John Helin, had 352 votes. As for the Lax Kw’alaams Band Council itself, there was a very wide field of candidates running for a spot on the council. A total of 35 candidates ran including all of the incumbent band councillors, with the exceptions of Bob Moraes and John Helin – who was running for mayor. Out of the nine incumbents who ran for reelection, six of them succeeded in being sent back to sit on the band council: Geraldine Alexcee (429 votes), Stan Dennis (463 votes), Barbara Henry (298 votes), Robert Hughes (326 votes), Helen Johnson

(330 votes), and Victor Kelly (282 votes). The new band council will be evenly spit between the six incumbent councillors and the six newly elected councillors; a big difference from the election in Prince Rupert which saw mostly incumbents being re-elected in both the city and school district elections. The new councillors are Russell R. Mather (461 votes), Carl Sampson (316 votes), Chris Sankey (472 votes), Lawrence Sankey (276 votes), Andrew Tait (336 votes) and Ted White (339 votes). The Skeena Queen Charlotte Regional District has decided to scrap a project that would provide clean water to people living in Dodge Cove after a poll from that community found that the vast majority of residents there didn’t want it. The regional district has been working on a way to replace the water system in Dodge Cove since 2008 because the residents there have been living under a boil water order for years. The district went through all the necessary steps for a new water system such as the environmental assessment, consultations with First Nations and even a pilot study to find out what kind of system would work best. It was determined that a slow sand filtration system was best for the small isolated community’s needs and the regional district was given $533,332 for the project from the Municipal Rural Infrastructure Grant Program, $150,500 in Gas Tax money and 121,400 from reserves. Kinney is alright after being hospitalized By Alan S. Hale The Northern View

Recently re-elected city councillor, Nelson Kinney has been released after being hospitalized for four days after suffering seizure-like symptoms. The Northern View reached Kinney by phone shortly after he was discharged from the hospital. The

councillor didn’t go into details about what exactly he was hospitalized for, other than to say it was a “seizuretype-thing” that was the result of complications with a heart operation he had six years ago. Doctors have told Kinney he needs to take things easy, but says that he isn’t going to let it get in the way of his duties as a member of city council.

I also had the opportunity to talk to Ridley Terminals chair Bud Smith about the planned expansion, and it’s clear Ridley Terminals has a bright future ahead. Whoever came up with the idea to take deposits for future capacity and use that money for further expansion in the future is to be commended for their foresight. With Premier Christy Clark making mining a major part of her BC Jobs Plan, there are going to be a lot of companies looking for ways to get their product out to market either after the construction is complete or as part of a business case for the mine going forward. Making that possible with a deposit that will be used to grow expansion is not only a win-win for the company and RTI, but should ensure the desired further expansion becomes a reality sooner than later. And speaking of desired future expansion, it was good to hear that there has been consideration given for a second berth at the facility. Being able to unload coal from a train and load it onto a ship faster is certainly a good move towards increasing efficiency and drawing customers, but with two berths the number of ships that have to overnight in the harbour while waiting their turn and the length of time they have to wait will be cut down, and that is another strong marketing tool to drawing more customers - particularly when coupled with the shorter sailing time to Asia.

This stage of expansion is scheduled to last until 2014, but talking with Bud it’s clear that 2014 is the end date of expansion. He’s stated that as long as there is a demand for more capacity and expansion, and the business case is there, RTI seems open to continued expansion in the years ahead.

On the flip side of all this, of course, is more jobs for the community. And at Ridley Terminals, it is more of the high paying, steady jobs that will be needed in the community going forward. That will not only benefit Prince Rupert, but will help the region as a whole.

Finishing up our rebranding with a new visitor guide The annual marketing cycle at Tourism Prince Rupert means that our roles transition at the end of each summer season. In summer we are focused on delivering on the results of our marketing, especially through welcoming the travel writers and tour operators who have responded to our message by visiting Prince Rupert. In September we begin again by refreshing our marketing materials and planning the next round of marketing activity. This year we’re wrapped up in redesigning our Visitor Guide. Refreshing our “brand,” making sure that the way we present ourselves is consistent with what we offer, and playing to our competitive strengths, was identified as a priority in the Prince Rupert Tourism Plan released in 2008. The Plan was the result of very extensive visitor research here, funded by the Tourism BC program Community Tourism Foundations (CTF), and was created by a large group of Prince Rupert’s tourism stakeholders as facilitated by Tourism BC.

We’ll be wrapped up in this project, as well as taking care of many other initiatives, until at least Christmas. It’s fun, deciding which information will be the most useful to visitors, selecting images, and, most of all, getting excited about what the new Guide will look like when it’s released in early 2012.

Coast Tsimshian Resources signs a major export deal By Rod Link Black Press Coast Tsimshian Resources has signed a major contract to sell logs to a Chinese company. The contract is for 150,000 cubic metres of logs and was signed earlier this month in Beijing, China between the Lax Kw’alaams First Nation-owned company and Fujian Hijong Wood Industry Co. Ltd. of Putian, China. The signing was connected to the tour by Premier Clark to China last week to promote business connections between B.C. and China and to sign business, academic and other agreements.

“It was pretty exciting to be a part of such an event that is supporting the continued development of the northwest,” said Wayne Drury, Coast Tsimshian’s general manager, who was in Beijing for the signing. He said the task of cutting and shipping the logs will provide work supporting 150 families in the northwest for almost one year. “This contract along with the co-operation of others in China allows us to support our workers’ families, while we continue to work on solutions that will add value for our owners, the Lax Kw’alaams band and the people of the northwest,” said Drury. He declined to release the

exact contract amount but did say it was approximately half of the company’s sales target into the Asian market for this year, which is $40 million. Most of the contract value covers log sales but there is a portion that could lead to a more value added export product. Coast Tsimshian has an annual allowable cut of just over 550,000 cubic metres a year, acquired when it bought cutting rights from bankrupt Skeena Cellulose/New Skeena Forest Products. It’s been developing Asian clients for the better part of the past three years, a strategy helped since it opened an office in Beijing.

Port Edward seeking $400,000 grant for gymnasium refits By Shaun Thomas The Northern View With the school set to close in August of next year and a referendum on a new school passed, the District of Port Edward is now applying for a $400,000 grant to renovate the community centre into a gymnasium a project that comes with a $576,200 price tag. The largest part of the project is $125,000 for a new roof, which is not far off the $119,000 to extend the exterior wall of the

building. The project also calls for $82,000 for a new wood sprung floor and $50,000 to upgrade the heating. The actual renovation to the existing building comes at a cost of $516,200, but council is also looking at a new exterior play area for the school with a price of $60,000. The money comes from a community recreation program grant announced earlier this year by the BC Government, and the District of Port Edward is applying for the maximum $400,000, leaving the district to come up with $176,200 to complete the project

However, the costs associated with the renovations raised the eyebrows of councillor Knut Bjorndal. “If we say it is about 3,000 square feet of space, we’re looking at about $178 per square foot and you can build a house for that. $50,000 for heating? $119,000 for raising the roof? Another point of contention for councillor Bjorndal was the money the District would have to commit to the project. “You have to pay off the remainder of the project in 10 years, so we would have to come up with about $20,000 per year to pay off our portion...That is a lot of money per year and I think we’re going to have to look at it carefully,” he said. Council decided to go ahead with the application, and Bedard noted repayment may not start until the school is done in 2013.

Local artists record “Rupert Rocks” By Martina Perry The Northern View It’s been a long time coming but after over a year in the making, Garden Records will be celebrating the release of its second local-musician compilation album, Rupert Rocks! on Saturday, December 10 with a release party being held at the Underground. Since preparations for Rupert Rocks! began in 2010, Tom Lehar and Kate Lines, creators of Garden Records, have taken their Rupert Rocks project on as a second child. “It’s taken longer for Rupert Rocks to be birthed than it has to had a human baby!” joked Lines. “[Our son is] five-months old now, and Rupert Rocks! Started two months before he was conceived,” she concluded. But well worth the wait! Rupert Rocks! features 11 tracks written and performed by local musicians, all about Prince Rupert. “[The Artists on the album] include foundations of the community like Teddy Keehn and Triple Bypass, and then we have…new bands such as Coastal Medication and Latex Nightmare. It’s a really good spread of experience,

Jill Barber entertains By Martina Perry The Northern View Canadian songstress Jill Barber was in Prince Rupert last week, thanks to the Prince Rupert Concert Society, performing the thirtieth concert in her Canada-wide tour promoting her newest album “Mischievous Moon”. Barber, a Juno Award nominee, walked on stage and declared, “I am helpless to the spell cast by moonlight,” before starting off the concert with the title track from “Mischievous Moon”. During the first half of the show, Barber performed many songs from “Mischievous Moon” including “Tell Me” and “Steal Away”. Accompanying Barber on stage was her five-piece back-up band of men dressed up handsomely in black, playing instruments such as the keyboards, stand-up bass, electric guitar, violin, drums, accordion, and clarinet during the concert. Barber and her band displayed chemistry, appearing to be extremely close. Barber took the time to individually introduce each member of her band during the performance. In hindsight the six would have to be close, as they have been traveling around the country together since the end of August. Barber and her band spent last week touring locations around northern British Columbia, a first for herself and

the band. “It’s a great experience for us to be up here,” Barber told the audience at the Lester Centre. British Columbia has become Barber’s new home, as she recently moved to the province for her husband. “Love is the reason I live in Vancouver, I followed my heart there,” said Barber, referring to her husband Grant Lawrence, who is a national broadcaster and author. Elisa Ruth Leask passed away suddenly at Vancouver General Hospital. She is predeceased by her parents Fred and Ruth Spencer. She is survived by her husband Alvin Leask Jr., her daughter Monica RyanGamble (Colin), stepdaughter Maxine Leask (Bruce), stepsons Shawn Leask (Jackie), Neil Leask (Cindy), nephews she raised Joey Spencer (Natasha), and Wayne Spencer Jr. (Elizabeth); grandchildren Jordan (Madison), Dylan, Dayton, Brayden, Kiara, Taryn, Jacob, Carsen, Timothy, Dominic, Taliyah & Kadence. She is also survived by her brothers and sisters Edward Gladstone (Elizabeth), Margaret Gillanders, Joe Spencer (Eva), Lorna Wright (Larry), Cora Spencer, Don Spencer, Joyce Temple (Rocky), as well as numerous nieces and nephews. The family of Elisa Leask wish to express their heartfelt thanks to all the family and friends who supported us during the loss of our beloved wife, mother, stepmother, grandma (Sisa), sister and Aunty. Special thanks to Reverends Sam Lewis and Ben Hill, the Metlakatla Governing Council, Metlakatla Development Corporation, Kitkatla Band Council, and residents of these communities. Thank you to Elisa’s family doctor Michael Ryeburn, along with the the nurses at Prince Rupert Regional Hospital. Antonio de la Nuez November 1st, 1927 November 17th, 2011 Antonio (Tony) de la Nuez passed away with his family by his side on Thursday, November 17, 2011, morning at Prince Rupert Regional Hospital; he had been living with cancer for over 20 years. Antonio was born in Telde, Gran Canaria, Spain and came to Prince Rupert, via Venezuela and Panama, in August 1951.He met and married Barbara J. Cuthbert, deceased 1987, and together they built their home and had 4 children: Philip ( Patricia), Carmen, Mercedes ( Walter), Douglas (Susan) and 7 grandchildren: Karter, Alexandra, Camron, Nash, Max, Finn & Gwen. He worked at Skeena Cellulose for 38 years and after happily retiring in 1992, he enjoyed some traveling, building and renovating homes for his children, cooking family dinners, gardening and feeding his grandkids ice cream cones, puddings and mints. He will be missed for his warm smile, strong opinions, sense of humour and, most of all, his sense of family. He is survived by his brother Carmelo de la Nuez and nieces and nephews in Spain & Norway. Both Tony and his wife Barbara beneÀtted from the support of the Jean C. Barber Cancer Lodge in Vancouver, a residence for out-of-town patients receiving cancer treatments, so in lieu of Áowers please consider a donation to the Cancer Lodge (cancer.ca or 604 879 9131). Rampage take down River Kings By Shaun Thomas The Northern View The Prince Rupert Rampage picked up four points this weekend with a win against the Terrace River Kings and a forfeit by the Hazelton Wolverines due to a lack of players. The Rampage opened the scoring quickly when Jared Andreesen took a feed from behind the net from Ryan StaceSmith just 29 seconds into the game. The River Kings responded on the powerplay though, with

Josh Murray putting one past Trumain Kurka with 14:28 to play, but a power play marker by Stace Smith over the pads of Pat Leal with 2:02 to play gave the Rampage a 2-1 lead going into the second period. Brett Stava extended that lead on the powerplay with 10:02 to go in the second, but Terrace was not giving up as a hard slapper by Jeremy Vanderbrock on the powerplay got by Kurka to pull the River Kings to within one with 20 minutes to play. In the third, Jared Meers shot

from the point got by Leal to give the Rampage a 4-2 lead and an empty netter by Meers with 21 seconds to put the game away. However, the clock was run down to end the game following a fight between Robin Gomez and Joel Findlay with just three seconds to go in the final period of a scrappy game between the two teams. With the four points, the Rampage move into second in the West with 11 points, followed by the River Kings with eight points.

Rupert Rapids have strong showing in Prince George By Shaun Thomas

Amy Leighton qualified for Junior Provincial (AA provincials) with a 1:37.95 100 breaststroke. She won 10 & under girls 200 Free, 200 IM, 50 fly, 100 breaststroke and 50 breaststroke. Riley Mager (12) won the boys 11-12 bronze aggregate (third in total points scored for 11-12 boys) and finished top 3 in all 8 events. Liam McChesney won the 10 & under boys 50 backstroke and 50 breaststroke and placed second in other six events. New personal best times in all eight events. Other swimmers of note included - Justin Barton, who finished in the top 3 in six of eight events

The Northern View Swimmers from Prince Rupert headed to Prince George on the weekend of November 19 and 20, and came back with some strong performances. Quinn Basso qualified for AAA Provincials with a 1:19.43 100 Breaststroke and a 2:49.08 200 breaststroke. He also won both 13-14 50 and 200 breaststroke. Trey Kish won the boys 11-12 silver aggregate and had a new AAA time in 200 back. he also won 11-12 50 backstroke, 200 backstroke, 200 IM, 50 freestyle and 100 backstroke

Winterfest starting tomorrow By Shaun Thomas The Northern View With the temperature dropping and the snow starting to fly, the volunteers of the Prince Rupert Special Events Society are getting set for a busy weekend with the 16th annual Winterfest beginning on Thursday. December 1 is all about evening events, with the Museum of Northern BC hosting the “Scenic British Columbia” display by the Prince Rupert Camera Club from seven to nine p.m. and Charles Hays presenting “Chicago: A Vaudeville Musical” beginning at 7:30 p.m. at the Lester Centre, the first of three nights for the performance. On December 2 the “Scenic British Columbia” display will be at the museum from nine a.m. to five p.m., while a children’s tree decorating contest will be held at the Rupert Square Mall

from 9:30 a.m. to five p.m. Cowpuccino’s will once again be hosting gingerbread decorating fun for those pre-registered, from five p.m. to 6:30 p.m., and the Festival of Lights will begin at the Courthouse lawn at seven p.m. and include musical entertainment and free refreshments. Friday night will be capped off with another performance of Chicago and late night shopping. Winterfest activities get underway early on December 3 with breakfast and photos with Santa beginning at eight a.m. at the Masonic Hall, Scenic British Columbia back at the Museum of Northern BC beginning at nine a.m., an art show and sale at the Museum of Northern BC running from 10 a.m. to four p.m. and the SPCA Craft and Home Business Fair, with pet photos, running from 10 a.m. to five p.m. downstairs at the Rupert Square Mall. The

annual Winterfest Parade will make its way up Third Avenue West at 11 a.m. with hot chocolate to follow at Overwaitea. From 11:30 a.m. to one p.m. there will be a free skate with donation of an item to the food bank, Christmas readings will be held at Rainforest Books at one p.m. and there will be a free swim with a food bank item from two p.m. to four p.m. That evening the Sailpast and bonfire, with music and refreshments, will get underway at Rotary Waterfront Park at 6:30 p.m. with Fireworks scheduled for 8:15 p.m. Chicago will also get underway at 7:30 p.m. On Sunday Winterfest will wrap up with the art show and sale returning to the Museum from 10 a.m. to four p.m.

Salvation Army Kettle Campaign looking for volunteers By Martina Perry The Northern View Each holiday season the Salvation Army kicks-off its annual kettle campaign to help raise money for the Christmas Hamper program, and other various Salvation Army projects to help better the community.

“I wouldn’t want to imagine what life in our community would be like if the Salvation Army wasn’t doing everything they do,” said kettle campaign coordinator, Herb Pond. “The Salvation Army plays a critical role in taking care of some of the speed bumps and dips that would otherwise ruin some

families living in need in the community.” The kettle campaign is organized each year to help raise money for the Christmas Hamper program that will assist around 950 families this year, which is around the same as last year. The Christmas Hamper assists families in need by providing gift cards and presents for children age seventeen and younger, also providing a small gift for adults. “These hampers will be critical in making Christmas for those families in need. When you think about the size of Prince Rupert, that’s PRINCE nearly one in every four or five RUPERT families. We still have a large number of people living in the community that are struggling,” Pond commented. Additionally, funds collected for the kettle campaign go towards other local Salvation Army projects such as the soup kitchen, which has served

A soft-launch of the kettle campaign has already started this year by a small group of people, but it will fully underway this weekend, however volunteers are still needed. “We are very flexible when it comes to volunteering,” says Pond. There are a number of ways to help the campaign, like many local financial institutions, and other various workplaces, that have taken kettles into their facilities to help raise money from employees throughout the day, as well as the traditional way of standing with a kettle during a busy shopping day. Pond also mentioned that last year, many of the people volunteering for the program came back to volunteer again. “People who signed up for an hour who come back for several more because they found it so powerful,” he said.
