The federal minister of Transport and Infrastructure, Chuck Strahl, came to the Fairview Terminal in Prince Rupert on Monday to announce a new agreement between the federal government, Prince Rupert Port Authority and the Cost Tsimshain First Nations of Metlakatla and Lax Kw’alaams. The new agreement “guarantees participation” of the Tsimshian Nations in all aspects of port expansion at the Fairview terminal. “We’re committed to ensuring

that the Coast Tsimshian have a role in port development, so we’re (the federal government) providing economic development funding to help build long lasting business opportunities and employment training to make sure that Tsimshian members have the skills required to take on challenging and well paying jobs,” says Strahl. How much federal money is going to be spent is a mystery because Strahl declined to give any figures or even a ballpark estimates. According to the minister, the government has no intention of releasing the figures and likened it to a private business

contract, despite the fact that it will be spending taxpayer money. The agreement has been under negotiation for the past three years and will last for 40 years after it has been signed. The purpose of the agreement is to give the Tsimshian more control over, and access to the economic benefits coming out of the port in exchange for the infringements to their land rights and title caused by phase I and phase II of the port expansion. It was also announced that phase II is scheduled to begin sometime in early to mid 2012. The agreement contains many new concessions to the Tsimshian First Nations. According to

the agreement, the Tsimshian members are being guaranteed more jobs at Fairview terminal and their businesses are being promised $20-million worth of no-bid contracts, but according to Metlakatla’s chief, Harold Leighton, what they projects are is being kept secret for now. “The coast Tsimshian will be able to negotiate directly on certain contracts. I can’t really say which ones they are right now. I don’t think there is any preferential treatment there we’ve got to be competitive,” says Leighton. (Continued on Page 2 . . .)

B.C. Housing asked if an exception could be made for a development geared to seniors and people with disabilities, but were advised there were no exceptions. Canada Post defends the decision and said the community mailboxes are going up all over Canada, not just Prince Rupert. “Canada Post has a mandate to provide affordable universal postal service to all Canadians and with 200,000 new addresses being created each year in Canada we’ve determined that in order to meet that mandate, all new construction in urban areas will be served by community mailboxes,” said Kathi Neal, Communications Manager with Canada Post. Speaking by phone from Winnipeg, Neal told The Northern View most people like the mailboxes because they can pick up and send letters all in one spot. need to go downtown to a parcel outlet. “Our hope is that people will incorporate picking up mail with all their other chores or have it undertaken by a friend or family member,” she said. When asked why the box couldn’t be located closer to the building or under a protected area of the complex, considering it rains two thirds of the time in Prince Rupert, Neal said community mailboxes are always located on public property. Canada Post takes responsibility of clearing the pathway of ice and snow, she added. “It’s a policy we’re moving forward with and we think it’s a safe policy,” she explained. There have been rumours that eventually community mailboxes will replace delivery to individual mailboxes at homes, but Neal said community mailboxes won’t replace home delivery already in place. “We’re really talking about new construction. We want our customers to understand that we put a lot of thought into this,” she added.

Tsunami warning for North Coast due to Earthquake ByAlan S. Hale The Northern View British Columbia’s Provincial Emergency Program (PEP) placed the North Coast and Haida Gwaii under a Tsunami advisory late Thursday night which wasn’t lifted until 7:15 P.M. Friday.

An earthquake that measured 8.9 on the Richtor scale rocked the east coast of Japan on Thursday, and sent tsunamis across the Pacific Ocean towards North America. The waves had lost most of their force before reaching the continent, and no giant wave appeared in Northern B.C.

That is what PEP expected. The program only warned residents of extremely strong currents that could “impact marinas or other costal infrastructure,” and are advised local governments to evacuate marinas, beaches and areas below the high tide mark. Even if a large wave was expected the islands around the Prince Rupert’s harbour would shield the city work the worst of it. “We’re not worried about much of a wave because we are protected, but it’s the water surge that we’re worried about. The surge is where the water comes in really fast but then it exits really fast . . . it’s like flushing a toilet and it’s going to flush right out towards the harbour right towards the entrance, and that’s what will create all the destruction,” says Dave McKenzie is Prince Rupert’s Fire Chief and local PEP coordinator. The advisory was not lifted until the next evening because shockwaves from the earthquake still had not dissipated even by the late afternoon, despite hitting North America and instead began bouncing around the coastline. McKenzie says since the threat to the city was low, the response was response was fairly low-key, but the fire department, RCMP were ready to start banging on doors to get people to higher ground if needed. “Once we realized they put out a tsunami advisory for the west coast and involved us, our

role was to start contacting major players and community contacts.” One of those important players was the Prince Rupert Port Authority, which acted by delaying a cargo ship from docking at the port for several hours. They also ordered a tug to standby an already docked ship so it could pull it into the harbour if the water level suddenly rose or fell. They recalled their harbour patrol boat, and ordered the nightshift crane operators at the port terminals to stop working until the threat had passed. While evacuations were unnecessary for

this particular incident, if ever people are told to get to higher ground, that doesn’t mean climbing up mount Hayes or even going as high up as the hospital. “If we had to evacuate say Beach and Water Street, getting them up to 2nd Avenue would be higher ground,” said McKenzie.

Athlete and companion to the Order of Canada, Rick Hansen, was in Prince Rupert on Saturday to help give exposure to efforts in the city to increases accessibility for people with disabilities. Rupertites asked for their ideas on PNCIMA regulations By Alan S. Hale The Northern View North Coast residents and politicians gathered at the Crest Hotel in Prince Rupert last Wednesday to make suggestions for plan to establish a Pacific North Coast Integrated Management Area (PNCIMA). “Essentially, what we’re embarking on is a collaborative planning process with the intention to develop an integrated management plan for this area. And the goals of that plan in broad terms are to ensure sustainable human use and to conserve ecological diversity of this area. And we want to do this plan by bringing all the various interested parties who have some sort of roll to play or something to contribute to the process,” says PNCIMA Coordinator, Neil Davis. PNCIMA will basically be one large plan that will govern many different marine issues that otherwise would be divided up between the jurisdictions of multiple federal departments. For instance, fisheries management and shipping safety rules will be both be part of the same plan with one having to take the other into account when making decisions. The PNCIMA planning process has been underway for almost two years and this is not the first public meeting on the subject that has taken place in Prince Rupert. The public servants overseeing the planning process want to build the plan around a concept called “ecosystem-based management,” which is a regulatory framework where environment protection must respect the cultural, social and economic needs of the area. The last meeting in Prince Rupert was spent deciding what the general principles of

this framework would be. At last week’s meeting people were now being asked for ideas for regulations and organizations to integrate into the plan that would fall in line with the framework, and there was no shortage of ideas. When it came to integrating economic strategies on top the PNCIMA plan, people suggested that environmental protection should help promote eco-tourism in the area. Another suggestion was that continued port expansion in Prince Rupert be made an ongoing priority, that commercial fishing vessels check to make sure they were not importing invasive species into the area, and shellfish aquaculture should be promoted.

The intent of the proposed bylaw is to provide one support worker (when recommended by a licenced health professional) in a home based daycare business in a residential area. A copy of the bylaw and relevant background documentation may be inspected at Prince Rupert City Hall during regular ofÀce hours (9:30 a.m. to 4:30 p.m.) from Monday through Friday commencing on February 28, 2011 until March 28, 2011. At the Public Hearing all persons who deem that their interest is affected by the proposed bylaws shall be afforded a reasonable opportunity to be heard or to present written submissions respecting matters contained in the bylaws. If you cannot attend the public hearing all written submissions (mailed or electronic) must be received by the Development Services Department by no later than 4:30 p.m. on March 28, 2011. Enbridge may be inevitable Hi everybody, Shaun’s away on a much needed vacation to parts unknown for the next couple weeks, so I’ll be taking over the editorials until either his wanderlust or vacation days run out. Enbridge Energy scheduled another public information meeting to try to sell local Rupertites on the pipeline last week, only to cancel the meeting all together. We at the paper tried to get an explanation for this without success, but really, there is not much doubt about why they canceled, is there? Enbridge may have reached the point where they are giving up on trying to get north coast residents to buy into their plans to make money for Alberta, while having the North Coast shoulder all the environmental risk. Now for the heresy: despite the best efforts of First Nations, residents and our MP Nathan Cullen, the construction of the pipeline is probably inevitable and we may be doing ourselves more harm than good by fighting it altogether, rather than have Enbridge agree to strict conditions while they’re still willing to. The political winds are at Enbridge’s back and there is little that can be done to change

that. The provincial government may have the jurisdiction to stop the pipeline while it remains on land, but, new premier or not, the Liberals support the pipeline and they have a majority. This is something we have no opportunity to change until next year, assuming that Christy Clark decides to keep her promise to call an election before 2013. The provincial Liberals have even called on the federal Conservatives to vote down a private members bill that would ban the tanker traffic. Since all three opposition parties supported Nathan Cullen’s motion against tanker traffic last year, this bill could potentially pass in the House of Commons. The same could not be said of the Conservative-controlled senate, which has made no apologies for killing bills before. On top of that, the bill is also only one of over 600 different private members bills to be selected at random to be voted on, all of

which will die and have to be reintroduced if an election is called this spring like many people expect; an election that Stephen Harper is still likely to win if polls are to be believed. I won’t pretend to have a in-depth understanding of First Nations’ territorial rights, but I believe it is safe to say if First Nations groups were able to stop the pipeline based purely on their land and treaty rights,

the project would have died long ago. The political reality around this issue is sobering to say the least. If Enbridge decides to hold more public meetings it may be time for less outright condemnation and more deal making. Because, quite frankly, Enbridge has us all over a barrel.

The history of the Kwinitsa station railway museum Kwinitsa Station Railway Museum now stands in a spot very significant to the railway history of Prince Rupert, the location of CN Dock, though that was not its original home. It once stood halfway between here and Terrace, and the story of its construction and ultimate move to Prince Rupert serves as a reminder of how vital the railway was in opening Northwestern BC and creating the City of Prince Rupert. The little white station with its distinctive bell-cast roof was one of hundreds of virtually identical stations built along the Grand Trunk Pacific Railway between Winnipeg and Prince Rupert. Today it is one of only four surviving. It was built in 1911, one of the so-called “Type E” stations. The Grand Trunk Pacific had six basic designs, “A” through “F,” of which the Type E was the most common. It was built three years before the last spike was driven at Fort Fraser in 1914. of Northern BC, formally requested the City of Prince Rupert acquire the station and move it to Prince Rupert to become a railway museum, and a Kwinitsa Relocation Committee was subsequently formed of Ron Denman, Dr. L.M. Greene, John Marogna, Jack Mussallem, Larry Valentin, Nancy Wilson, and Bert Woodcock. By the time the move actually took place, the station perched on a barge behind the tug <I>Coast Isle<I> with Jack Mussallem at the helm, a staggering number of local businesses and individuals had thrown their support behind the project. Kwinitsa Station arrived on the Prince Rupert waterfront, at the site of the old CN Dock, on Canada Day 1985. Today the popular Kwinitsa Station Railway Museum is administered by the Museum of Northern BC, and houses exhibits celebrating the life of the railway families, and the very early history of Prince Rupert as a railway town.

Number of Rupert families using food bank increases By Kat Lee The Northern View Prince Rupert’s only food bank has seen a jump in the number of clients coming through its doors this past year. Salvation Army’s Capt. Gary Sheils says there’s been a consistent rise in the number of families looking for food. “We had a sharp increase last year,” he said. Previously, there was a fairly steady number of 225 families using the food bank per month. This number rose to 300 to 325 families over the last year, and Sheils is expecting to serve a similar number of families this year. He attributes the close of Extra Foods grocery store as the biggest reason for the increase of families to the food bank, saying that it’s now harder for families to stretch their food

dollars. Families receive canned goods and meat at the food bank. Sheils says he’d like to improve on the program by giving out fresh produce and milk, but says that’s unlikely to happen as it’s extremely expensive. “What we do costs an awful lot of money,” Sheils said. While the Salvation Army gets food donations throughout the year, it also gets revenue from its Thrift Store, the Red Shield, and the government to buy food. The food bank received $96,000 from the federal government through a community grant last year, the first time that’s happened in six or seven years, Sheils says. The Salvation Army also gets its money from fundraising in the community. Its December fundraising campaign, with Christmas Kettles and letters mailed to businesses and

homes, generated around $140,000. Most of this money goes to support Christmas hampers. This past Christmas, the food bank spent around $90,000 helping almost 900 families. The remaining $50,000 raised from this campaign goes towards the food bank and soup kitchen expenses for the rest of the year. In addition to the food bank, the Salvation Army runs a soup kitchen, and it serves up 150 to 175 meals a day in breakfasts and lunches. Sheils estimates they served around 50,000 meals last year. “The days we’re open, we’re pretty busy,” Sheils said, explaining that it is only food bank in town. The food bank is open Monday, Wednesday and Friday from 10 a.m. to 3 p.m. by appointment.

National Kidney awarness month March is National Kidney Month in Canada, and March 10th is World Kidney Day to help raise awareness of the importance of kidney health. It is estimated that 200,000 British Columbians have some level of kidney disease, with around 90 percent of them having no symptoms. Patients can be ill for years, with their kidneys gradually deteriorating, yet they often do not discover their lifethreatening condition until their kidneys no longer function properly and they need kidney replacement therapy. Kidney diseases are known for being “silent killers” that will largely affect ones life. Most chronic kidney disease (CKD) is not curable. Symptoms of Chronic Kidney Disease are only noticeable after approximately 50% of kidney function is gone. These symptoms include foamy or bloody urine, loss of appetite, fatigue/shortness of breath, headaches, nausea, frequent night-time urination, puffiness of ankles, feet or eyes, persistent generalized itching, and bad taste in mouth. People are more likely to develop CKD if they; have diabetes or high blood pressure, have heart disease, have a family history of kidney disease, have an ancestral backround that is Aboriginal, African, Asian, South Asian, or Hispanic, or over 50 years of age. The Kidney Foundation of Canada encour-

ages anyone who is at risk or shows a variety of these symptoms to get screened immediately. Also, it has been recognized for some time that end-stage renal disease is associated with increased risk of coronary heart disease, recently there has been a large amount of evidence suggesting that early-stage kidney disease is also associated with an increase in the risk of developing heart disease. Studies have shown that the risk of death from cardiovascular disease in kidney patients is more likely than the risk of progressive renal disease that would require dialysis or transplantation. Consequently someone with the early stages of kidney disease is more likely to suffer from a heart attack and heart failure than to require dialysis. When it comes to dialysis patients, cardiovascular disease accounts for over 50 percent of deaths, out weighing any other known case. However, if your doctor discovers you have a kidney problem early enough, there may be a many ways to help slow down the disease, help you feel better, and help you make better medical decisions. The Kidney Foundation of Canada encourages people to help reduce the risk of kidney disease by keeping fit and active, having regular control of your blood sugar level, monitoring your blood pressure, maintaining an ideal body weight, not smoking, not taking over-the-counter pills on a regular basis, and reducing your salt intake. In the province there are 2,720 people on lifesaving dialysis and 230 people on the BC Transplant waiting list for a kidney. The Kidney Foun-

dation of Canada and the BC Renal Agency have partnered together this year in encouraging British Columbians to learn more about the risk of developing kidney disease, and have made a quiz online to help people do so. People are encouraged to take this quiz at www.bcrenalagency.ca. The Kidney Foundation of Canada’s British Columbian branch has been providing accommodations since 2000 to kidney patients who live outside of the lower mainland that need to travel to Vancouver for prolonged treatment, such as kidney transplants or dialysis training. The foundation provides four suites to patients helping them recover without having to worry about the financial strain that long-term hotel stays can rack up. The Kidney Foundation reached out for financial assistance from many generous, helpful people. During this month, thousands of volunteers will go door-to-door in communities for the March Drive campaign all around the Province to help raise awareness and funds for kidney disease. The March Drive campaign is the Foundation’s biggest source of revenue. It funds medical research, support such as the suites for kidney patients, education, public awareness campaigns on the importance of kidney health, and organ donation. The Foundation hopes to raise half a million dollars during this year’s campaign. People are encouraged to give generously if a canvasser comes to their door, or help out by donating online at www. kidney.bc.ca.

Those responsible for cleaning up oil spills along the North Coast were doing drills at the Prince Rupert marina last Wednesday. The Western Canada Marine Response Corp along with Northwest Fuels simulated a spill that would occur if an accident occurred while refueling a ship. “The value [of doing drills] is that it gets all the people in the industry prepared if there ever was an incident. They’ll know what to do they know how the equipment works and they work together as a team, says the North Coast manager of the response corporation, Robert Stromdahl. The responders put up inflatable barriers meant to contain the imaginary fuel that

would collect on the surface of the water. Those who followed the BP oil spill last year will more than likely recall images of boats collecting oil and burning if off the surface of the water. The method used at the drill was much less dramatic. Responders put in a skimmer, which is basically a box with an engine and four spinning metal discs. The viscous oil or gas catches on the discs and is scraped off by a blade and pumped through tubes into an inflatable 1,100-litre storage tank Robert Stromdahl known as a “sea slug.” For the drill they only used one skimmer and one boat, but some of the responders at the drill they have multiple skimmers and some other equipment needed for cleaning up heaver spills like crude oil. According to Stromdahl, the team in Prince

Rupert consists of three full-time responders, and ship or facilities handling petroleum products on the water are required to have contract with them. One responder in the drill said that he was disappointed that some people have the impression that the oil spill response in Prince Rupert is inadequate and the teams around the north coast area have the equipment to clean up 10,000 tonne spill. That b e i n g said, if the Enbridge pipeline is built, response units will have to be upgraded to handle a spill the size of an oil tanker.

The RCMP has recovered two pick-up trucks, an ATV, and a licence plate in other northern communities that were stolen from Prince Rupert the morning of March 9. The local police received a call at 8:30 a.m. that day of two used pick-ups stolen from North

The theft is believed to have occurred between midnight and 8 a.m. that morning. Later that day, the Prince Rupert RCMP received a complaint that the rear license plate from a white Ford pick-up

Change to bylaw could mean changes for home daycare By Monica Lamb-Yorski The Northern View

Prompted by a request from a daycare operator that the City permit her to hire an employee to provide health support to a child, the City of Prince Rupert is considering making specific changes to its home occupation zoning bylaw to allow for that to happen. “The zoning bylaw is very black and white on this issue. Essentially home occupations do not allow employees other than those who reside in the household,� said City Planner Zeno Krekic. According to Krekic there are three large daycare centres in Prince Rupert equipped to provide for children with special needs, but on some occasions families will choose to place children in a home based daycare. It’s an option that is supported by health and licensing professionals, he told City Council during a recent regular meeting. Presently the regulations for home occupations include that they be small in size, have low impact on residential

neighbourhoods and not be in competition with businesses that operate in commercial areas, especially because residential taxes

are lower. The amendment to the bylaw, if passed, would insist the medical support employee be approved by

a licensed health professional, be restricted to one full-time employee and would ensure the City is not responsible for improvements to

It is long ago, when they settled down after a sea and train journey, in this liquid sunshine town. They created a new home, so far from their roots and like in the garden, with so many new shoots, their friendships blossomed; their horizons expanded A newspaper column was created single handed. The job at the mill was a satisfying one and all those years, with pleasure it was done. The house, overlooking the ocean, was a haven for them, surrounded by Ă owers, it was truly a gem. Of course you know I am talking about my great-grandparents here They are not with us anymore, and because of that I am shedding a tear. Prince Rupert, with all the friends they made, was their heart, their soul, their town With the bowling club, the Senior’s Centre, Tim Hortons and all, it was their jewel in the crown.

Last week teams from all around the northwest came together in Prince Rupert to take part in the senior men’s AA Coy Cup Championships. In the end, Kitimat and Willaim’s Lake were facing each other in the final game. The Ice Demons started off the game strong, securing themselves a decent lead of 2 to 0 by the end of the first period. In the second period, both teams played passionately playing out long runs on the clock. Finally at 13:10, Kitimat earned another goal.
