EIC (ENERGY INDUSTRIES COUNCIL) On behalf of everyone at the Energy Industries Council (EIC), I am delighted to welcome you to the Offshore Technology Conference (OTC) 2020. Although we have seen a decline in OTC activity since the downturn, with more than 60,000 visitors and 2,000 exhibitors expected to attend over four days, it is on course to be a strategic networking event. Having hosted the UK Pavilion since 1990, we are always happy to receive a full house at the Pavilion, with 55 companies this year all showcasing the latest innovative products and services, ready to add value to projects in the region. The outlook for the Gulf of Mexico (GoM) and Mexico is optimistic, we are seeing a return to growth and while it is slower paced than previous market recoveries, it does seem sustainable.

The US GoM is expected to set another oil production record in 2020 with most of the growth coming from deep water projects, reaching an anticipated 1.9 million barrels a day. At the same time, investment in these projects have been cut almost in half as project costs are down by 60% and operational expenditure (OPEX) by 7% since 2015 in an ongoing lower for longer environment.
Across the gulf waters to Mexico, the Andres Manuel López Obrador’s Administration has set significant targets whilst attempting to rollback Energy Reforms of 2015 and bring back the national oil company (NOC) Petróleos Mexicanos (Pemex) to the fore, promising an oil and gas market increase in net oil production to 2.697MMbbl/d by the end of 2024. We still face many challenges in the offshore oil and gas market, but EICDataStream provides for a positive outlook, with approximately 95 active and future offshore upstream projects with an anticipated CAPEX of $US131,296 million. This is significant, with many opportunities across the supply chain between now and 2026. However, doing business across the Gulf is something EIC is well positioned to assist. I truly believe that when it comes to innovative and cost cutting technology, it’s the UK supply chain that is leading the way. With decades of experience in the North Sea, one of the world’s harshest and most demanding offshore environments, the UK has honed its expertise in the oil and gas industry to meet the challenges of the global offshore industry. Such challenges require the latest in offshore technologies and an increased focus on innovation. The UK is now a recognised world leader in the areas of subsea engineering, reservoir monitoring and pipeline technologies to name just a few. We are delighted to announce that last month, we launched EICAssetMap for the Gulf of Mexico, mapping both US and Mexico GoM OPEX onshore and offshore. It is not just CAPEX the supply chain should be following. Opportunities in the region are in abundance. I wish everyone a very busy and productive week at OTC 2020.
