asino Gaming in Oklahoma took center stage in Oklahoma City this summer when the Oklahoma Indian Gaming Association hosted their annual convention and trade show. According to the OIGA Tribal Government Gaming in Oklahoma began several decades ago with simple bingo halls situated in retrofitted buildings. Today, 31 Tribal Nations 
in Oklahoma currently operate almost 130 with approximately 72,850 electronic games, almost 5,300 bingo seats and other games. Tribal Government Gaming operations include 20 casinos with hotels/resorts with a combined total of more than 5,000 rooms, and almost 500,000 square feet of meeting, function and entertainment space.

Quapaw Tribe/Downstream featured at OIGA The Quapaw Tribe had an opportunity to share their success story with officials from other area casinos and tribes during the Oklahoma Indian Gaming Association Convention this summer. Their self-sufficient and sustainable agriculture enterprises created a lot of interest as a panel that consisted Quapaw Tribe’s Vice Chairman Thomas Mathews and Agriculture Director Chris Roper along with Agriculture Manager Lucas Littles told their story and fielded questions about their operations. Mathews said they were proud of their efforts and continue to look for ways to be self-sufficient. The most recent enterprise is the construction of the 25,000 sq. ft. meat processing facility. The facility was constructed primarily to process the tribe’s own beef and bison they have been raising. The animals provide meat for Red Oak Steakhouse at Downstream Casino and for some tribal food programs. The meat is also retail at their Q-store and can be ordered directly from Quapaw Cattle Company Mercantile Store in Quapaw. Roper explained how they planned the facility as an educational endeavor. The tribe has teamed up with area colleges, including Northeastern Oklahoma A&M College, the University of Arkansas, Missouri State University and Oklahoma State University, to provide educational and training opportunities for students. Roper said they are looking into raising pastured chicken in the future. All of the land the tribe is using for this project is located near the Downstream Casino grounds. The panelists shared samples of their beef and bison jerky and small jars of honey with those attending. Mathews shared their story about the greenhouses they built to provide vegetables and herbs to their restaurants at Downstream Casino. They are raising bees now to make their own honey and last year they started roasting their own coffee. Those attending the session also heard about the upcoming project of brewing craft beer inside Downstream Casino at the Legends Sports Bar. The construction is complete and beer sales are expected to begin in October. 8

Other related ancillary facilities and amenities include almost 200 restaurants and bars, nine golf courses with a total of 126 holes, five spas, seven RV parks with nearly 375 sites, more than 50 gas and convenience stores as well as destination and convenience retail, several bowling centers, laser tag and a movie complex. Oklahoma has the second largest Native American population in the United States, behind only California. According to the 2010 Census, 482,760 Oklahomans identified as Native American alone or in combination with other races. So, it was no wonder that more than 2,500 industry professionals from all over the country came together for this premier event specifically devoted to all aspects of the Indian Gaming industry. A big presence was seen at the

•King crabs have six legs, a large crusher claw and a smaller pincher claw. The snow crabs have 10 legs that are longer and thinner than those of king crabs. King crabs have a harder, more spiky shell than snow crabs. Snow crabs are also browner in color than king crabs.

•Specialty food magazine, “The Nibble,” describes the taste of the meat of snow crabs and king crabs as sweet, but says that the meat of snow crabs is more fibrous than that of king crabs.

uffalo Run Casino will be the host for the longest running game show in the world. Tickets are on sale now for the Price is Right Live to be held in January. Hosting the event will be well-known talk show host Jerry Springer. Along with the chance to win a share of the more than $10 million in cash and fabulous prizes being given away. Alongside the Celebrity Host, randomly-selected contestants play everyone’s favorite games like Plinko™, Cliffhangers, The Big Wheel and even the fabulous Showcase. THE PRICE IS RIGHT LIVE: FACTS & QUESTIONS

How old do you have to be to register?

You must be 18 years of age or older to be eligible to register to become a contestant.

Can you still go to the show if you are under age?

Absolutely. Anyone can buy tickets and watch the show. It’s often a family affair, however only those 18 years of age or older can be eligible to be a contestant.

How will the registration process work?

Registration takes place day of show, prior to each performance. Beginning 3 hours before showtime, each eligible person who would like the opportunity to be selected to play will provide their first and last name and day of birth (0-31) to producers via registration cards which are given to eligible patrons by Venue staff. There is no ticket purchase required to register to be a contestant, and will not be considered a factor in determining eligible contestants or in the contestant selection process. Registration closes precisely at the scheduled showtime.

Will people be able to register before the night of the show?

Will people be able to register more than one person at a time? All contestants much register themselves. People will not be permitted to register additional people.

Do people need to be there 3 hours before the show in order to register?

It is ideal to arrive early, up to 3 hours, to avoid lineups, but registration will stay open until the posted show time. People may leave the theater after they have registered, but they must be present at the time of the drawing in order to be eligible.

Where should I drop my registration card?

Guests drop their cards into designated bins right near the registration tables. The Producer then collects the cards to conduct the random drawing right before the start of the show. How are contestants selected for each show? All contestants are selected entirely at random from the pool of registered contestants.

How does the random drawing selection work?

All contestants’ names are randomly drawn prior to start of show. If a person selected as a contestant is a non-ticket holder, they will be brought inside the venue by producers to await their turn as contestant.

Tribes weigh odds on compacts continuing in 2020 INTERVIEW BY Molly M. Fleming – The Journal Record | Special to Casino Connection

OKLAHOMA CITY – The state’s tribal gaming compacts could end in January 2020, or they could stay in place and continue for the next 15 years. The provision that allows the compacts to continue without changing is the Evergreen Clause. “The first thing to know about the Evergreen Clause is there’s an Evergreen Clause,” said William Norman, attorney at Hobbs, Straus, Dean & Walker. Within 180 days of the compacts’ expiration dates, the exclusivity fees and the types of games can be renegotiated, but that doesn’t mean they will. Norman said federal law requires the state to provide something of substance to the tribes. Oklahoma’s exclusivity fees are low compared to other states, he said. Norman joined GableGotwals attorney Dean Luthey and Crowe & Dunlevy attorney Michael McBride III recently to discuss tribal compacts at the Oklahoma Indian Gaming Association’s annual conference held at the Cox Convention Center. If the state or the tribes want to add something to the compacts, there’s no way to amend them. It would require everyone to go back to the meeting rooms, Luthey said. The compacts were written without an amendment provision on purpose, he said. “You don’t need an amendment provision if you’re largely satisfied,” he said. But the tribes hold a lot of the power in the government-to-government agreement. They can regulate games and they have jurisdiction over the prize and tort-claim legislation. Norman said the tribal compacts are not pristine. “There are things that we didn’t know about,” he said. “There are things we didn’t think about. The goal was not to have Las Vegas-style gaming for Oklahoma. It was to get our foot in the door for Class II, so if the hammer came down on Class III, we had a business.” Class II is bingo-style games or non-banked card 22

games, meaning games played against other players and not the house. Class III is slot machines, roulette, blackjack, and craps, along with other casino favorites. During the 2017 session, an Oklahoma Senate committee rejected a bill that would have allowed tribes to have dice games and roulette. It was projected to bring in $20 million for the budget. Adding games like that could help the state maintain a competitive advantage, said McBride. “If Texas we re to choose to open up gaming, or even if things were to change in Kansas, it could dramatically impact Oklahoma,” he said, adding Missouri and Arkansas to the list of states. “We draw a tremendous amount of visitors particularly from border states.” He said if Texas were to allow gambling operations, it would take baby steps in the games it allows. It wouldn’t have Las Vegas-style gambling immediately. He said the compacts are not perfect, but they’ve been a good avenue to protect gaming and the tribes. Chickasaw Nation General Counsel Stephen Greetham was in the panel’s audience. He said there are state elected officials who do not understand how the compacts work, and those leaders seem to think the compacts will be a blank slate in January 2020. He said he recalled a legislator this past session saying he would support wells and pipes, not wheels and dice. But the Legislature may not see any compact negotiation, because the agreements could continue as they are, especially if there’s no benefit to the tribe. Norman said the talk now is that the state will want more money and the ability to terminate a compact if there is a breach. As it stands now, if there’s a breach, the parties meet in arbitration. Norman said the cancellation piece would create a hostile environment between the state and the tribes. “Without some sort of substantial benefit to the tribe, any sort of increase (in exclusivity fees) will not be approved,” Norman said.

Downtown filled up with a ton of people INTERVIEW BY Jim Ellis | Casino Connection MIAMI — For the fourth time this year, a nationally televised professional boxing card originated from Miami. Several things had set the Friday, Aug. 25 one apart from the rest: It originated from downtown Miami with the Coleman Theatre as the backdrop. Fox Sports televised it live. Best of all, it was free. “This is our gift, the Peoria Tribe and myself, to Miami,” promoter Tony Holden said during a press conference at the Coleman a couple weeks before the fight. “You can bring kids. You can bring busloads of people. We don’t care,” Holden said. “Downtown can fill up with a ton of people.” Fifteen years ago, Holden staged a fight 28

card that was part of ESPN2’s “Friday Night Fights” series that was held in downtown Miami. “I just like bringing the show home,” Holden said. There were a handful of VIP ringside seats for sale, but it was mostly festival seating, meaning there was no bleachers and standing room only. And stood they did. Thousands turned out for the event. Adding to the fun was a free post-fight concert by former Miamian Keith Anderson at the Buffalo Run Showplace. How long will it take for me to receive my prize?

Checks for prize money and or non-cash prizes should be received within 120 days of your appearance on the Show. However, we typically don’t like to take that long to get your prize sent to you. We are just as excited for you to get your winnings as much as you are!

What happens after the 120 days is up and I still haven’t received my prize?

Uh oh! Something is definitely not right. Here is where you would call the number on your contestant agreement form (the pink sheet) you were handed after the show you attended. We will immediately look into the issue and make sure you don’t wait much longer to receive your prize. Sometimes contestants forget to let us know their address has changed or a prize just never gets to its destination for odd reasons. We won’t necessarily know this until you give us a call and we can look into it for you.

How long do I have to wait before I can come to another show and have a chance to win again?

You can come to as many shows as you want throughout the year but to be able to compete you must wait a year from the date you originally won.
