IN the month of October 1791 the Colonial AiTembly of St. Domingo fent two Commiffioners (Mefs. Raboteau and Lemoine) to negociate a loan of money in the Ifland of Jamaica, on the fecurity of their internal taxes and port duties. As an Act of Affembly was neceffary to give effect to the meafure, it was propofed in the houfe, by the author of this work, to advance on this occafion ₤. 1 0 0 , 0 0 0 of the publick money, but the mo­ tion was over-ruled by a majority. T h e houfe however or­ dered the Receiver General to advance the French Commiflioners £ . 1 0 , 0 0 0 Sterling on the fecurity of bills drawn by the Colonial Government on the treafury of France ; but this offer was de­ clined by the Colonial AiTembly.
