eligible to the legiflature and all places of truft, provided they poffefs the qualifications prefcribed by the 4th article of the aforefaid inftructions. 3d. THREE civil commiffioners fhall be named for the colony of St. Domingo, and four for the iflands of Martinico, Guadaloupe, St. Lucia, and Tobago, to fee this decree enforced. 4th. T H E faid commiffioners fhall be authorized to diffolve the prefent colonial affemblies ; to take every meafure neceffary for accelerating the convocation of the primary and electoral aiTemblies, and therein to eftablifh union, order, and peace : as well as to determine provifionally (referving the power of ap足 peal to the national affembly) upon every queftion which may arife concerning the regularity of convocations, the holding of aiTemblies, the form of elections, and the eligibility of citizens. 5th. THEY are alfo authorized to procure every information poffible, in order to difcover the authors of the troubles in St. Domingo, and the continuance thereof, if they ftill continue; to fecure the perfons of the guilty, and to fend them over to France, there to be put in a ftate of accufation, &cc. 6th. T H E faid civil commiffioners fhall be directed for this purpofe to tranfmit to the national affembly minutes of their proceedings, and of the evidence they may have collected con足 cerning the perfons accufed as aforefaid. 7th. THE national aiTembly authorizes the civil commiffioners to call forth the publick force whenever they may think it ne足 ceiTary, either for their own protection, or for the execution of fuch orders as they may iffue by virtue of the preceding articles. 8th. THE executive power is directed to fend a fufficient force to the colonies, to be compofed chiefly of national guards. P 2
