CITY OF SANTA BARBARA NOTICE TO CONTRACTORS BID NO. 3689A Sealed proposals for Bid No. 3689A for the LOT 5 LANDSCAPE/ HARDSCAPE/ ACCESSIBILITY AND VICTORIA STREET RIGHT-OF-WAY IMPROVEMENTS PROJECT will be received in the Purchasing Office, 310 E. Ortega Street, Santa Barbara, California 93101, until 3:00 P.M., Tuesday, June 13, 2017 to be publicly opened and read at that time. Any bidder who wishes its bid proposal to be considered is responsible for making certain that its bid proposal is actually delivered to said Purchasing Office. Bids shall be addressed to the General Services Manager, Purchasing Office, 310 E. Ortega Street, Santa Barbara, California, and shall be labeled, “LOT 5 LANDSCAPE/ HARDSCAPE/ ACCESSIBILITY AND VICTORIA STREET RIGHT-OF-WAY IMPROVEMENTS PROJECT, Bid No. 3689A ". The work includes all labor, material, supervision, plant and equipment necessary to install and deliver a fully functional kiosk and site improvements project. This work includes and is not limited to mobilization, bonds, insurance, traffic control, concrete construction, kiosk installation, conduit installation, roadway construction, irrigation systems installation, plant installation and establishment. The Engineer’s estimate is $260,000. Each bidder must have a Class A license to complete this work in accordance with the California Business and Professions Code. The plans and specifications for this Project are available electronically at SantaBarbaraCA.gov/ebidboard. Plan and specification sets can be obtained from CyberCopy (located at 504 N Milpas St, cross street Haley) by contacting Alex Gaytan, CyberCopy Shop Manager, at (805) 884-6155. The City’s contact for this project is Laura Yanez, Project Engineer, 805-897-2615. In order to be placed on the plan holder’s list, the Contractor can register as a document holder for this Project on Ebidboard. Project Addendum notifications will be issued through Ebidboard.com. Although Ebidboard will fax and/or email all notifications once they are provided contact information, bidders are still responsible for obtaining all addenda from the Ebidboard website or the City’s website at: http://www.santabarbaraca.gov/business/bids/out.asp. Bidders are hereby notified that pursuant to provisions of Section 1770, et seq., of the Labor Code of the State of California, the Contractor shall pay its employees the general prevailing rate of wages as determined by the Director of the Department of Industrial Relations. In addition, the Contractor shall be responsible for compliance with the requirements of Section 1777.5 of the California Labor Code relating to apprentice public works contracts. Per California Civil Code Section 9550, a payment bond in the amount of 100% of the bid total will be required from the successful bidder for bids exceeding $25,000. The bond must be provided within 10 calendar days from notice of award and prior to the performance of any work. The proposal shall be accompanied by a proposal guaranty bond in the sum of at least 10% of the total amount of the proposal, or alternatively by a certified or cashier’s check payable to the Owner in the sum of at least 10% of the total amount of the proposal. A separate performance bond in the amount of 100% of the bid total will be required from the successful bidder. The bond must be provided within 10 calendar days from the notice to award and prior to the performance of any work. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The City of Santa Barbara hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, creed, color, national origin, ancestry, sexual orientation, political affiliations or beliefs, sex, age, physical disability, medical condition, marital status or pregnancy as set forth hereunder. Citywide Street Light Replacement Scope of Work to replace existing street light fixtures with new LED street light fixtures provided by the City.
