Disaster preparedness now included in school curriculum

CATBALOGAN CITY – There is a 10-15 percent increase from last year’s 1,104,286 students who will troop to various public schools in Eastern Visayas next month, an official of the Department of Education here said Tuesday. Dr. Rebecca L. Ragrag, officer-in-charge of the DepEd assistant regional office, concurrently the agency’s information officer, said that in the previous school year, DepEd recorded 96, 707 pupils enrolled in the kindergarten, 707, 376 in elementary schools and 300, 212 in secondary schools from the region’s 13 divisions. She said all concerned government agencies are now ready for the opening of class this June 3.

Gun ban continues until June 12, says reg’l police

The Philippine National Police (PNP) will continue the gun ban policy imposed by the Commission on Elections (Comelec) until June 12. Police Insp. Romuel Nacar, PNP Eastern Visayas regional information officer said while the gun ban is still in effect and until it is lifted in June 12, the police will continue its aggressive campaign against loose firearms, police visibility and law enforcement operations across the region. Nacar said the gun ban operation from January 13 to May 14 has resulted to the arrest of 159 people on violation of the policy and the confiscation of about 131 assorted high-powered firearms. The police augmentation force of about 1,000 have started reporting back to their units, offices and training schools after the completion of their poll duty.

TACLOBAN CITY -The Office of Civil Defense (OCD) in Eastern Visayas said the principles of disaster preparedness are now fully integrated in all secondary and tertiary schools in the region. According to OCD-8 regional director Rey M. Gozon, the integration came after the effectivity of the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010 when the Department of Education (DepEd) included disaster preparedness in the curriculum of public schools in the region. “About two years ago, DepEd has sent their teachers and school administrators to undergo training to mainstream disaster risk reduction (DRR) and management,” Gozon said. “The education sector has a key role to prevent and mitigate hazards from becoming a major disaster. With the integration of DRR in education, children in schools will be equipped with knowledge and skills that would lessen the impact of disasters that

DA ready for 3-day celebration honoring Visayas farmers TACLOBAN CITY -- The Department of AgricultureRegional Field Unit 8 has prepared an array of activities to highlight the celebration of the regional farmers and fisherfolks month slated May 27-29 here. The event will formally kick off with the opening of an agri-aqua fair and exhibit at the agency’s multi-purpose hall on Monday. The exhibit will feature products of various farmers and irrigators association, rural women federation, local agriculture offices, state colleges and universities (SUCs) and partner agencies namely departments of environment and natural resources (DENR) and of agriculture (DA). Products on display will be sold at farm gate prices, the DA-Regional Agri-Fishery Information Division(RAFID) disclosed. In addition to agri-aqua products, there will also be a display of livestock and farm machinery and equipment, RAFID added. Aside from exhibits, DA will also unveil a mural painting dubbed as “Hulagway han Agrikultura ha Rehiyon” depicting the situation of the agriculture sector in the region. The mural painting with a length of about 30 meters is being done by RAFID artists. Other activities include food processing demonstration, entrepreneurial training, unveiling of the newlyrehabilitated seed bodega in Babatngon, Leyte, value-chain analysis of banana and jack fruit in the region, launching of DA8 website, graduation program for university-onthe-air students and awarding of regional Gawad Saka awardees. Said to be Asia’s biggest solar plant to rise in Ormoc City ORMOC CITY -- This city may soon become the renewable energy capital of the world. This after Ormoc City and provincial officials approved the intention of the Korean investors to build a multi-million worth of a solar power plant in the city’s upland village – a project that is touted as the biggest of its kind in Southeast Asia. Recently, a Korean project developer Young J. Soon, Chief of Operations Officer of Philippine Solar Farm-Leyte Inc., said his company is now in the process of securing a permit from the Department of Energy (DOE) to put up a 30-MegaWatt solar power plant on a 44-hectare area in Barangay Dolores, this city. The said project cost is $ 72 million or P2.9 billion. Soon said they will get financing from the Korea Development Bank Daewoo Security Company. “If everything goes as planned, construction of the plant will begin in July or August so it can become operational by first quarter next year,” Soon said. Earlier, the city council of Ormoc and the Leyte provincial board has already approved the construction of said power plant. The Ormoc council in their resolution said there were no objection village folks converting an agricultural land to commercial classification apt for a site of the power plant. Accordingly, the Korean investors picked Ormoc City be-

cause of the convenience of connecting with the National Grid Corporation of the Philippines (NGCP) and the rolling terrain of the site is suitable for the plant’s structures which could serve as tourist attraction. It was learned that the PSLFI already secured an environmental compliance certificate from the Environmental Management Bureau for the project. The PSLFI was registered as a renewable energy (RE) developer with the Department of Energy on September 12, 2012. Ormoc City’s economic base is a good mix of agriculture, aquaculture, industry, tourism, and commercial services. Sugar cane, rice and pineapple are the bulk produce of the agricultural sector. The city enjoys economic growth because it supplies the whole country of its power needs due to the abundant geothermal power resources in Tongonan and neighbouring Kananga town. Ormoc is also the gateway to the Leyte Industrial Development Estate in the nearby town of Isabel, home of the Philippine Phosphate Fertilizer Plant, the largest fertilizer factory in Asia, and the Philippine Associated Smelter and Refining Company, the country’s biggest copper processing plant, among other industries.

TACLOBAN CITY -- More than 80 percent of the 2,756, 250 registered voters in Eastern Visayas voted during the May 13 polls, according to the Commission on Elections (Comelec) here. Comelec acting regional director, lawyer Veronico Petalcorin, said that they are still gathering the data even as provincial offices have been instructed to collate voters’ turnout in their respective areas. “I’m pretty sure that it’s not below 80 percent,” he disclosed. Meanwhile, Petalcorin said that not less than 47 compact flash cards were reported to be damaged during the conduct of the elections. The number, he said, represents less than one percent of the more than 5,000 CF cards that were utilized during the May 13 polls. Nonetheless, he said the Comelec was able to complete its task during the elections. The last proclamation he said happened Sunday morning in Babatngon, Leyte. (PNA)

DILG regional director for Region 8 Pedro A. Noval Jr said this June they will roll out the agency’s capability program for all newly-elected and re-elected officials. They

will be briefed on their duties and functions and what to do during their first 100 days in office, he said. For re-elected, the DILG will “enhance their capability and remind them to review what they should do,” he added. Noval said that after evaluation and they have not achieved their goals, then the DILG will identify “appropriate intervention so they can do things expected from them.”

The regional executive likewise explained that the first 100 days up to December is very crucial because it is the budget preparation period. Thus, he said that those who are new in the office must be guided on what to do to “be able to deliberate and analyze the budget that they are going to approve.” The new set of officials will assume office starting noontime of June 30. TACLOBAN CITY -- Organizers are now ready to start the preparations for the Leyte’s Pintados-Kasadyahan Festival slated this June. Among others, the greatest challenge is on the utilization of the major routes of Tacloban City as venue for street presentation following restrictions imposed by the city government here, according to Palo town mayor Remedios “Matin” Petilla, executive chairman of the Kasadyaan Festival, said. Since the assumption of mayor Alfred Romualdez as city chief executive of Tacloban, Pintados-Kasadyaan Festival has been having a hard time seeking a permit from the city as it also created its own festival to highlight its own annual fiesta, the Sangyaw Festival. Sangyaw Festival started as a ritual festival presentation with a format that is similar with Pintados-Kasadyaan. Last year, it was changed to Sangyaw Festival of Lights, a fusion of parade of lighted float and street dance presentation in a Latin beat dance step. Sangyaw will be on its fourth year this year while the Pintados Festival, a festival organized by members of the business sector in this city, is now on its 27th year and Kasadyaan Festival sponsored by the province of Leyte is on its 18th year. All three festivals are held to honor Senior Santo Niño, the patron of Tacloban City, the only festivity devoted to the Holy Child Jesus outside the month of January, the declared month of Roman Catholic Church to devoted to the Holy Child Jesus. “I hope that he will grant the permit that we will ask from the city government so we could conduct the parade in the city. Not just for the parade but also for the nightly activities at the RTR Plaza,” said Petilla. Petilla added that allowing them to conduct activities for the city fiesta benefits the city economically likewise it helps promote city tourism. “But if he will not grant us with the permit, we can’t do anything with it but we will still continue with the presentation at the grandstand, just like before,” Petilla clarified. The DepEd official said the conduct of the weeklong Brigada Eskwela in various schools in the region was made successful as they gathered parents of students, especially those that are recipients of the conditional cash transfer (CCT) program, key personnel of DepEd regional office and other stakeholders. The regional police, on their part, advised the public, especially students, to be vigilant and observe precautionary measures to avoid being victims of petty crimes as they troop to various schools this opening of classes. The Police Regional Office 8 media officer Inspector Romuel Nacar said they distributed reading flyers containing safety tips to students. Starting June 1 the PNP will already deploy personnel to man public assistance stations that will be placed in schools, he said. Aside from the DepEd and the PNP, the Department of Public Works and Highways (DPWH) in Eastern Visayas also expressed readiness for the opening of classes as they already undertaken necessary repairs all potholes in national highways and clearing of obstructions along national roads leading to school sites. DPWH is one of the eight government agencies tapped by the Department of Education (DepEd) for its "Oplan Balik Eskwela" (OBE) Inter-Agency Task Force (IATF) that will handle preparations for the opening of classes.

Gozon said DepEd has integrated DRR into the learning curriculum by way of including in the lesson plans in Makabayan (social studies) classes in Grade 6 the wise use of natural resources. “Other approaches include the integration of lessons for Science classes in Grade 7 on climate change, waste segregation and pollution and their consequent effects,” Gozon added. Luistro: strengthen nutrition programs BORONGAN CITY -- Education Secretary Armin Luistro appealed to teachers and school officials here to strengthen their school’s nutrition program. Luistro visited schools here yesterday to see for himself how Brigada Eskwela is being held in the division of Eastern Samar. He said there are about 11,000 schoolchildren in the division who need immediate nutrition intervention programs. He added that the “Gulayan sa Paaralan” must be put into real practice where parents and teachers would no longer buy vegetables for their children. “They plant, harvest and cook their vegetable products,” Luistro said, “not sell their harvest and make money out of those.” He then cited stories where some farmers would sell all their vegetables instead of providing their children with one most important food nutrient. Luistro added that Eastern Samar is rich in agricultural and marine products, thus there should be no reason why malnutrition in the area would prevail. Perhaps, he said, it is only a matter of focus among parents and teachers in telling or showing to their children the art of eating vegetables.

TACLOBAN CITY -- The National Grid Corporation of the Philippines (NGCP) is eyeing to complete its P509.36 million upgrading project by first quarter of next year that will enhance the reliability of the Visayas grid. NGCP public affairs officer Elmer D. Cruz said the Ormoc-Maasin 138-kilovolt (kV) transmission line project as of this month is around 49 percent completed. The project aims to reinforce the existing 138 kV line from Ormoc, Leyte to Maasin, Southern Leyte by stringing another circuit into the facility with a 113.97-kilometer span. “The additional circuit on the Ormoc-Maasin line, which is part of the Leyte-Bohol Interconnection System, is compliant with the N-1 contingency of NGCP - a mechanism designed to help the grid withstand and continue its operations despite a loss of a major system component,” Cruz said in a statement. He added that “without the additional circuit, Southern Leyte and Bohol will be cut-off from the grid once the Ormoc-Maasin line experiences a power outage.” Cruz further said that another component of the

project is the upgrade of power circuit breakers and installation of corresponding accessories at Ormoc and Maasin Substations. Ormoc substation receives the power produced by the Leyte Geothermal Fields which is the dominant source of electricity of Samar and Bohol provinces. “Improvement of the Visayas Grid is critical to the continuity of our power service delivery. For us to be able to fully dispatch the available supply and meet the growing demands of the Visayas, we need to invest in strengthening our line and reinforcing our Ormoc-Maasin 138-kV line is one step towards that,” said NGCP Spokesperson Lawyer Cynthia P. Alabanza. NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. NGCP transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines and towers, substations and related assets. NGCP’s regular maintenance activities and expansion projects aim to enhance the reliability and quality of electricity delivered to customers. (Ricky Bautista)

TACLOBAN CITY -- The Overseas Workers Welfare Administration (OWWA) here is now accepting nominations for this year’s search for Model OFW Family of the Year Awards (MOFYA). Now on its ninth year, the search was conceptualized to honor overseas Filipino workers (OFWs) who have been dubbed as the country’s unsung heroes. It likewise aimed to showcase success stories of OFWs that amid their being away from home they were able to maintain close and strong family ties and made significant contributions in their communities. The search comes in two categories namely seabased and land-based OFWs. Non-government organizations, people’s organizations, socio-civic organizations and local government units (LGUs) are encouraged to submit their nomination forms to the OWWA office prior the screening tentatively slated in September 24. Individual nominations, however, are not accepted. The nomination is open to a family that is headed by an OFW and is currently working abroad. The nominee must not have an immigrant status but has worked abroad for at least four years. Further, the family must have a good record in their community and must have established financial stability. Winners for the regional search will be held in October 1 and will automatically represent Eastern Visayas to the national search. The awarding ceremony at the national level to be held in Manila is slated November 15. This region has already produced a national winner He also noticed the cooperation of the community in the conduct of Brigada Eskwela. “Coming here by land trip from Western Samar, we saw policemen, army soldiers and barangay officials participating in the Brigada Eskwela. I believe our schools are ready to welcome our pupils and students come June 3, because this is the essence of Brigada Eskwela, preparing the rooms, chairs and school surroundings weeks before the opening of classes,” Luistro said. He also said teachers should not be burdened with contributions for the holding of management conferences and maintenance and other operating expenses should be spent appropriately and accordingly with transparency. TACLOBAN CITY -- There is no suspension on the deployment of overseas Filipino workers (OFWs) bound for Taiwan, according to the Philippine Overseas Employment Administration (POEA) here. POEA 8 regional coordinator Rose P. Jervoso said her office has not received any advice to hold the processing of applicants. “We are in a status quo,” she said. However, as of today the employment administration office here has not received requests for processing of new hires and even from vacationing OFWs who intend to go back to the country where they have been employed to finish their contract. Jervoso estimated that around 3,000 residents of Eastern Visayas are currently employed in Taiwan. However, some of these workers did not pass through them and secured their overseas employment certificate in Manila. Meanwhile, the Overseas Workers Welfare Administration (OWWA) here expressed readiness to extend assistance to OFWs in Taiwan if necessary. (PNA) last year after the family of Capt. Manuel D. Enrile even included in his arguments for charter change to facilitate increased military spending amid Chinese incursions in the West Philippine Sea. The President strongly opposed the move, which should be a welcome presidential decision, saying that it is not a priority under his administration. We know for a fact that a constitutional convention or even a joint session of Congress, known as constituent assembly would derail on-going economic activities in the land which has somehow improved or continuous to improve under the presidency of Benigno Aquino III. Either of the two will entail millions of pesos, which should be used instead in funding on-going economic programs of government. The Enrile-Belmonte and their Cha-Cha groups should instead organize a special audit group preferably from the private sectors to seriously look into how their pork barrels or their priority development assistance funds are/were spent. The Filipino taxpayers believe that this is one of the “legal”, albeit ugly sources of funds that effectively have enriched lawmakers, to include their business partners. This proposal certainly will be met and appreciated with cheers and a standing ovation all over the land if they indeed will do this. But will lawmakers kill the goose that lay golden eggs for their unquenchable desire for wealth and more wealth?

Roy Cimagala The restless and critical youth ONE of the biggest challenges of schools, and even before the schools, the family, the parents especially, is how to deal with young people who because of current world conditions are increasingly restless and critical of just about anything. A lot of complaints and laments come my way from both parents and teachers who are finding it harder to deal with their children and students these days. They say the young ones seem to be living in a completely different world that’s almost impossible for them to enter. I’m sure that the unavoidable generation gap is getting more complicated precisely because of the many developments sprouting up in the world today, and many of them are competing and conflicting with each other. This situation obviously leaves many young people confounded, not knowing how to prioritize things, since they clearly do not know many things yet, like the proper values and principles to follow in life, and their very own selves—their strengths and weaknesses. They often are simply guided by what they call as “what comes naturally,” which at a closer look is none other than simply following the impulses of the flesh and the logic of the world. They are at the mercy of their emotions and the fads and trends around without knowing their proper foundation and objective. They don’t realize that the emotions and the worldly fads and trends need to be purified precisely because they are often products of our weakened and wounded nature that gives greater stress to the external over the internal, the material over the spiritual, appearance over substance, the passing over the permanent. The complicating thing about all this is that today’s youth are exposed to a lot of fascinating novelties, info and data from different sources—media, cyberspace, cults and sects, etc.—that reinforce their views and opinions about practically anything. They learn how to defend themselves relatively well. They can answer back. In short, there’s a tendency for them to bypass the natural authority of parents and teachers. They can be guided only by their own selves, to the point that they think this attitude is precisely the very expression of freedom. In short, they become

“60-30-10” pattern found in all of RP LIFE’S INSPIRATIONS: “… Cursed is the cheat…” (Malachi 1:14, the Holy Bible). -ooo“60-30-10” PATTERN FOUND EVERYWHERE IN RP: Ateneo De Manila Associate Professor Felix Muga has a more bombastic and more explosive revelation, which is more devastating that his earlier claim that there is a 60-30-10 percentage pattern in the sharing of senatorial votes in the May 13, 2013 elections, with 60 % of the votes going to Team PNoy candidates, 30% going to UNA candidates, and 10% being shared by independent candidates, as shown by the first to 16th canvass of the Commission on Elections. In his Facebook page which can be accessed under the name “Lex Muga”, Prof. Muga came up with graphs and statistics, based on election results published by www.rapler.com, which confirmed the 60-30-10 percentage pattern, not only in the Comelec canvass, but also in 105 provinces and cities of the Philippines, and even in all the regions of the country, including the votes culled from overseas absentee voting (OAV). Muga made his graphs and statistics easily understandable by using different colors for the votes going to Team PNoy (blue), to UNA candidates (maroon), and to independents (light green). When plotted on the graphs, the results of the voting for senators not only showed the 60-30-10 pattern, but also an image of matchsticks standing side by side alongside one another, prompting one reader to react: “it is nice to put them on fire”. -oooWHAT DOES THIS 60-30-10 PATTERN MEAN? Muga’s earlier revelations about the 60-30-10 percentage pattern in the votes for senatorial candidates canvassed by the Comelec immediately received diverse reactions, principal of which are the criticisms and disclaimer from people calling themselves “mathematicians”, who said Muga’s supposed pattern could not indicate any cheating, especially because they have not been shown to be the same pattern in the country’s provinces and regions. With Muga’s latest findings, however, it would now indicate that, contrary to the claim of Muga’s critics, the 60-30-10 pat-

It’s true that the way to them may be strewn with difficulties, but a way to them there always is. And that is to keep our faith and hope in God burning, and made to impact precisely on the concrete situations and challenges of our life, and not kept to freeze in some holy place or moment of our life detached from our flowing real time. Truth is all these difficulties and challenges are calls for us to grow more mature as persons and children of God, furthering our virtues and our faith and love for God and everybody else. We should respond to these calls as valiantly as possible, never allowing ourselves to be dominated by fears and doubts. We cannot deny the fact that there’s actually nothing new under the sun. In spite of whatever, we are still creatures of God, children of his, created in his image and likeness and made to participate in his very own life not only in eternity, but also even here and now. We cannot deny the fact that deep within one’s heart and soul still flickers the natural longing for God. Even if the flame is reduced to embers, the fire for God and for everything that leads to him can still be recovered and made to roar. This is the challenge of the parents and teachers. It is how to reach that part of the heart and soul of the youth and stir it into vibrant life with God and with everybody else. For this, I suppose, we have use all the means available, the spiritual and supernatural, the old and the new, the natural and human. We need to do a lot of prayers, of making sacrifices, of going to the sacraments. We need to spend time with the youth, knowing them thoroughly to the point of being familiar with the way they think and react to things, and motivating them, giving them consistently good example, always showing affection and understanding even if we have to give indications, suggestions or even corrections. If they really like and love their parents and teachers because of the way we treat them, then victory is just assured.

Hence, it is paramount for Bhutan that the environment is protected. Earth now is very different from what it was years before. Trees that took hundred or more years to grow have already vanished, each cut down into logs in minutes. Coal and oil that took many years to form are also extracted and used up fast. Professor Nicholas Robinson, an environmental advocate and professor of Pace University School of Law, pointed out markers showing that we have already left the Holocene period, the name given to the last 11,700 years of the Earth’s history. He mentioned the melting of polar ice caps as one. He said sea level in the Netherlands has been rapidly increasing due to melting glaciers. This catastrophe, he said, is not only evident in the Netherlands but in other countries as well. David Foreman, interim director of the Environmental Law Program at the University of Hawaii at Manoa William S. Richardson School of Law, shared that Hawaii has made “nature rights” one of the rights stipulated in their constitution along with human rights and environmental rights. “You don’t go to a person and attack him,” he said, emphasizing that man’s relationship with his environment should be like his dealings with others. He said overconsumption of resources has turned our planet uninhabitable. Laws are already there to protect the Earth, people just have to be literate about them. Man, however, takes convincing. “We are not going to change by choice but only when catastrophe strikes,” Robinson said. In the same forum, environment advocate lawyer Gloria Estenzo-Ramos asked everyone to act now. “Stop complaining and do something,” Ramos urged.
