JIABONG, Samar -- A mature hawksbill sea turtle was found in the shallow waters of Barangay Maligaya, Jiabong, Samar on Saturday, January 14, this year. Founder Ulpiano Labit, a fisherman from this municipality, immediately informed agricultural technician (AT) Sidney Uy who likewise alerted the authorities. Fortunately, Labit said that the hawksbill sea turtle was not injured. He suspected it could have just gone astray, he added that he is aware of the law that protects these creatures and approached the AT to know what could be done to the sea turtle. In a text message, the agricultural technician said that the sea turtle weighed 10 kilograms, and measured 25 cm long and 15 cm in width. Leyte festivals shines in Cebu’s Sinulog Fest

eyte scored an unprecedented win at the recently concluded Sinulog Festival in Cebu as Lingganay Festival of Alangalang town was hailed as the grand champion of the free interpretation category and Karatong Festival of Dulag landing in third in the same category. Despite being a first-timer in the national festival competition such as the Sinulog, Tribu Lingganay wowed the crowd with their colorful costumes and props earning them the top spot and a whopping P1 million in cash prize. Lingganay Festival would be the first contingent to receive the cash prize of P1 million for a grand champion ever since the Sinulog fest was started. In a phone-patched radio interview with Alangalang Mayor Loreto Yu, he said they were “very happy” to win this year considering this was their first time to join. “This is indeed a big honor for the CHAMPION. Tribu Lingganay of Alangalang, Leyte, people of Alangalang and for the province which performed for the first �me in the Sinulog of Leyte. The Department of Education (DepEd) is set jumpstart the gradual implementation of the K to 12 (K-12) program by next school year. The K-12 program is designed to add two more years to the 10-year basic education curriculum. The curriculum for incoming Grade 1 pupils and the graduating Grade 6 students will be the initial focus in the school year 2012-2013. Based on the program, graduating Grade 6 students would undergo Grade 7 which would be the first level of the four-year junior high school before proceeding to another two-year level secondary education which will be known as senior high school.

BIR-8 collection fails to meet target

PALO, Leyte - Tax generated in Eastern Visayas was pegged at P3.87 billion last year, 10% short against annual target for the region due to lower withholding tax earned from government infrastructure projects, the Bureau of Internal Revenue yesterday reported. In a news conference, BIR Regional Director Diosdado Mendoza said that the 2011 collection is 3% higher than the P3.75 billion collection a year ago but P436.67 million lower than the P4.30 billion target for 2011. All the six revenue district offices recorded a shortfall except the Borongan City field office in Eastern Samar, which collected P318.67 million out of P280.55 million goal or an excess of 13.59%. The Tacloban City office, which covers areas in northern Leyte and Biliran,recorded the highest shortfall at 17%. It only collected P1.67 billion out of the P2.01 billion goal for the year. Other field offices with comparative figures of actual collections and targets (with corresponding percentage of deficits) are Catbalogan City in Samar, which collected P509.48 million out of P561.02 million (9.19%), Maasin City in Southern Leyte generated P339.41 million out of P369.39 million (8.12), Ormoc City in western Leyte earned P720.60 million out of P763.55 million

Mendoza said that the region is highly dependent on tax remittances from major infrastructure projects of national government agencies like the Department of Public Works and Highways. “Considering that we are tax remittance advice dependent region, our collection has been affected with low spending of the national government,” he added. In terms of value added tax from DPWH project, the region’s collection is short by P300 million compared to last year. “Government money payment from DPWH is lower by P178.96 million against target,” the BIR official said citing reports. Mendoza said that the low government spending also affected the income of contractors and suppliers and their ability to pay higher taxes. The regional office, however, earned additions taxes of nearly P300 million from salary increase of government workers, P35.13 million

through audit and investigation, P1.79 million collected from delinquent accounts, P900,000 from Oplan Kandado. This year, the BIR regional office in this town is tasked to collect P4.4 billion revenue for 2012. “Hopefully for this year, the prospect is very good.” BIR Commissioner Kim Jacinto-Henares who was here yesterday to inaugurate new BIR building said that not all regions in the country posted lower revenues in 2011. “The goal is getting higher every year. We evaluate the performance of regions every six months. We told the revenue district offices not to question the goal but work hard and then at the end of the year, they have to explain why they did not reach it,” Henares told reporters Under the Lateral Attrition Law, those revenue officers who fall short of their collection targets by at least 7.5 percent without justifiable cause would be dismissed from service while those who go beyond expectations would be given incentives, including monetary rewards. Borongan approves Reports P400-M budget for 2012 M POLICE

‘Swertres’ collector arrested

A suspected ‘swertres’ collector was arrested recently by the police through the aid of the text program of the PNP “isumbong mo kay tsip.” The suspect was identified by the police as certain Benjie Cabilen Olmo, 37, and a resident of Brgy. Cambahanon, Alangalang, Leyte. He was caught in the act of collecting bets for illegal gambling known as “swertres.” Police Senior Superintendent Elizar P. Egloso, chief of the regional police community relations division said the suspect was arrested on January 15, 2012 thru a text message from a concerned citizen at the vicinity of Brgy. Catoogan, Sta. Fe, Leyte. Confiscated from Olmo’s possession and control tally sheets with different number combinations, a ballpen, and bet money amounting to P220.00. He was brought at the PNP lock up cell and charged with illegal gambling act. Earlier, Police Chief Superintendent Arnold R. Revilla, PNP-8 regional director, calls on the continued cooperation of the public to coordinate and contact the PNP through text or call using the cellphone number 0917-847-5757 for immediate police assistance especially in emergency situation such as reporting a crime, wanted person, to report erring policemen, and other complaints or requests. Fast food helper killed; suspects arrested

THREE suspects voluntarily submitted themselves to authorities after a naked body of a dead man was found in a vacant lot in Ormoc City last week. Police reports revealed that on the wee hours of January 18, a security guard identified as Jeffrey Fallorina Torrefiel reported a shooting incident near his post. Torrefiel narrated that while he was on his post at Land Bank, Real Street, Ormoc City, he heard a noise at the back of his post which prompted him to check the vacant lot at the back of Serrafica building. “I saw three (3) malefactors inside the vacant lot suspiciously dragging a half-naked unconscious male,” he told the police. Ormoc City officer of the day, PInsp. Arvie Trazo along with personnel manning the Police Station 1 responded to the crime scene and discovered a half-naked dead body which later on identified as Raymund G. Durano, 19, single, a fast food helper and resident of Brgy. Mas-in, Ormoc City. Sketchy report said the face of the victim were clad with blood suspected to be a gunshot wound on the forehead lower part. While securing the crime scene, the police questioned the three (3) male suspects looking out suspiciously from the 3rd floor of the building. Shortly after, the three suspects voluntarily surrendered and brought to police station. The suspects were identified as certain Jimboy Laurea Juevesaño, 19 years old, single; Dante Guillermo Sebosido, 24 years old, both Security Guards of L and G Security Agency detailed at Serrafica Building; and Orlando Guillemer Rubio, 19 years old, single, employee of Gaisano Riverside mall, all residents of Barangay Mas in, Ormoc City. Juevesaño admitted to have accidentally shot the victim claiming that the latter allegedly grabbed his caliber .38 revolver service pistol. Meanwhile, the 39.208 kilometers newly converted national road is targeted to be completely paved after the year 2016. It may be recalled that DPWH Secretary Rogelio L. Singson has earlier declared that the Department’s goal is “by 2016, the national road network of the country shall have an International Roughness Index (IRI) of 2.0 or below 3 to be at par with Malaysia road network.”

DARAM, Samar – Children of various ages and backgrounds, flocked to the Daram covered court to watch MTVs and Public Service Announcement (PSA) filmed by members of the Young Hearts Media Correspondents. On January 13, 2012, 19 fine young children of the media correspondents took their oath as members of the media, this media group collectively known as Young Hearts Media Correspondents (YHMC), was accredited by Philippine Information Agency last May 2011. According to Toch dela Cruz of the Plan Philippines, the 19 young ‘filmmakers’ were taught video lessons where they of were assigned to shoot MTV or PSA as a requisite for graduation. That night, five MTVs and Three PSAs were viewed by the children, parents, guests form the DEpEd, Plan Philippines and LGU Daram. The MTVs and PSAs had issues on child labor, environmental protection, anti-trafficking and child abuse. Aitho de Asis from Barangay Mayabay said that he will always remember how to hold the camera to make sure it stays intact until the end of the training. Like a real movie festival, organizers Plan Philippines also brought live two outstanding ‘filmmakers’ from Sta Margarita, Wency Anotado who was brought to Seoul, Korea and won the Children’s Choice Award for his short film “I am a Man” during the 23rd Seoul International Youth Film Fest in South Korea. Another personal appearance of documentary host Richelle Jaropoy from Catarman, Northern Samar thrilled the audience, after her documentary on malnutrition, aptly titled “Tinimbang ka ngunit Kulang” got applauded. Parents of the 19 new members of media went with their kids on stage to receive the awards as Best Director, Best Actress and Best Actor awards. Ma Glecy Joy Contado, a ‘graduate’ of the of the same media training expressed appreciation for the young members who have shown talents in shooting and filming the MTVs and the PSAs. Contado along with Annabelle Barcenas, Janice Tapil, Wency Anotado and Erwin Cachuela considered as this batch’s mentors were the first members of the YHMC trained by Anak TV’s Mag Cruz’ Hatol. “I find it in my heart to share the things we have learned from our mentors too, the task was not easy but with patience, the children were able to produce short films that reflected the issues in their very own communities,” Contado said in her message.

In a report released by the information agency in the city, it was learned that City Mayor Maria Fe Abunda allotted some P27.7 million for her office’s Barangay Development Programs. Others were sub-divided to equally important projects in the city under her close supervision. Earlier, the city mayor mentioned, among others, that she will give focus to the construction and rehabilitation of flood control projects in some barangays even those in the poblacion. This is so because she noticed that in the recent heavy rain falls, several poblacion barangays were flooded due to clogged drainages and damaged flood control fixtures. “Thanks to our new Internal Revenue Allotment (IRA), this time, I can implement more improvement projects for the place,” the lady mayor, who had been noted to be a focused- hardworking chief executive, said. The new IRA will also facilitate the appointment of the newly created chiefs of offices for: City Environment and Natural Resources Office, Information Office, General Services Office, Office of the Veterenarian, Cooperative and Development Officer, Population Officer, among others. Drug ‘couriers’ in E. Samar busted BORONGAN CITY – Four suspected drug traffickers were busted by the Philippine National Police in broad day light operation on January 15, 2012. Led by PCI Alladin Dingal, the policemen collared suspected drug traffickers identified as certain Efren Baquilod, a resident of Maydolong town, Michael Anire and Romil Norombaba, both resides in Borongan City and another minor suspect. PCI Edwin Barbosa, of the PNP Provincial Command, reported that the suspects riding in tandem using a TMX motorcycles without a plate numbers were intercepted along the highway, fronting the Eastern Samar State University (ESSU), barangay Maypangdan this city, at past 12 noon yesterday, January 15. As they stopped, the policemen requested Baquilod (who was later known to be the leader of the suspects), to open the box containing several packs of junk foods. However, after thorough verification and search, it was found out that packs of junk foods, sealed with masking tapes, the policemen discovered the concealed a suspected prohibited drugs or shabu. One of the suspects admitted, they fetched the ‘drugs’ from the bus with Manila-Samar route and supposed to deliver to their clients. Marine turtles are protected by various international treaties and agreement including Republic Act Number 9147 known as the Wildlife Conservation and Protection Act. • EDITORIAL • House Cleansing THE world is seeing a great show in Philippine bureaucracy, touted a first in the recent history of the Philippine judiciary. The impeachment of the chief magistrate of the country is, as reported, hitting a box office in terms of viewership and listenership. National broadsheets are selling like hotcakes, too, as they run the banner on this highly celebrated impeachment of Chief Justice Renato Corona. Young and old citizens of the country are hooked on this blockbuster story struggling not to miss a detail about it. One advantage is that those who fix their gaze on the impeachment proceedings are learning piecemeal the rudiments of law which are generally open to those who enrol in law school. Thanks to the nosy news outfits, they make the proceedings available to the people for feasting, while getting an edge on patronage for dishing out in-depth reporting on this event. Beyond this, a more important impact of the detailed reportage is that the Filipino citizenry is kept updated of the trial’s details. The public is anxiously waiting on the outcome of Malacañang’s initiative in fulfilment of Pres. Aquino’s call for transparency and accountability, alongside cleansing of the bureaucracy. Although the Palace has categorically denied any allegation of conspiracy or influence in pursuing the impeachment of CJ Corona, the timing is under suspicion following three occasions that petitions filed in the High tribunal against former President and now Rep. Gloria Arroyo has been denied and the sensational anti-Cojuangco Hacienda Luisita decision was penned down. This was bolstered by insider contention that the speedy transmittal of the Impeachment Complaint to the Senate was instigated by consideration of more allotment of the Priority Development Assistance Fund to the congressmen-signatories of the complaint. A sequel to it is the allegation that the Palace promised more PDAF budget to senators who will vote for the impeachment and the news of an underground move to replace Senate President Juan Ponce Enrile to ensure Corona’s conviction in the impeachment trial. The gesture is shrouded with impression that the Court is in extreme urgency to convict PGMA of any or all of the cases filed against her without hope of recourse to the Supreme Court, should the latter body be “cleansed” and purged of Arroyo-appointed justices. There was an earlier report that after a conviction of Corona, should it happen, all other Supreme Court justices appointed by PGMA will follow the same fate as CJ Corona does. In the meantime that the impeachment proceedings roll, the public could just hang on and wait until the trial is wrapped up and a verdict is handed down by the impeachment court. The public, who have no direct participation in the impeachment proceedings should clearly understand the “fence-sitter role” to ensure that rule of law shall prevail and no untoward eventuality, such as the people power, shall occur. Whatever decision the impeachment court hands down deserves no less than highest respect and deference. What is of utmost import in this impeachment thing is that it is one of the PNoy administration’s steps in cleaning the Philippine government especially of the dirt his administration points were caused by the administration of his immediate predecessor. What is necessary is that the government will not be spending so much of taxpayers’ hard-earned and mandatorily withheld money, just like now in CJ’s impeachment. Hopefully too that he will also clean his own yard while he is the man of the “house” called Philippine government.

All throughout our life, we need to build up and protect our simplicity and humility, since these virtues engage our mind and heart always on God and on others, and not simply on our own selves. This is the danger we have ever since we started to be aware of who we are, what we have and what we can do. In short, our dignity and our powers. We can easily be overtaken by pride and arrogance, that trend to self-centeredness and self-absorption, whose practicality is nothing compared to the venom they leave behind. Simplicity and humility are not really so much about who we are, what we have and what we can do. They are not so much about how to behave or what to wear. Though they surely have consequences and implications in these matters, they refer more to where we give our mind and heart to. Are they with God and others, or are they simply revolving around ourselves? It’s a choice we have to make in every step of our life. It’s a choice that practically defines our life—how we think, how we view and judge persons, things and events. These virtues always make us realize who and how we are—that we are nothing without God and others, that we are meant from beginning to end to enter and to develop a life of relationship. This is how we have been made and wired, so to speak. We just have to follow that law, that design, otherwise, we harm ourselves and get lost. Yet these basic, undeniable truths are often taken for granted. The wine of our freedom, God’s gift that makes us image and likeness of him and prepares to be children of his, is so intoxicating we think we can be most ok when we are by ourselves. effort to avoid that mistaken notion, even if it will always look attractive. That’s the reason our Lord always taught us to deny ourselves and carry the cross if we have to follow him, as we should, and not just our own ideas, no matter how brilliant they may be, at least for the moment. Simplicity and humility make us see things clearly and objectively. They take away the sweet poison that foolishly puts ourselves above and before God and others. They make our reasoning and our loving on the right track, avoiding the sophisms of the complicated persons. Besides, simplicity and humility give us a natural shield against temptations, our own weaknesses and the wiles of the devil and the world. They give us always a reason to hope and to be optimistic in life. Being complicated precisely means a person who has been detached from God, the source of all truth and goodness, and who simply relies on his own faculties. In a while, he creates a complex web of false reasoning, biases, rash judgments, etc. He ends up self-righteous. Simplicity and humility put us in condition to acknowledge the existence of God and his abiding providence. Without them, one simply thinks his life is all what he and he alone makes out of it. In short, it’s all his. He follows his own laws. And his relation with others would simply be marked by motives of practicality and the like. He seems unable to go beyond that, and to discover the wonderful plan made by God with respect to our relationship with him and with others. Our true joy and everything that it presumes and implies can only be attained when we follow God’s law regarding relationships. This law cannot be other than to love God with everything we have got, and to love our neighbour as ourselves. Later, he perfected this dual law by telling to love one another as he (Christ) loves us. We have to convince ourselves, using our faith first and then our reason and all that are expected of our human condition (we need to study, to develop virtues, to engage in ascetical struggle, to have recourse to the sacraments, to have ongoing formation), that this divine commandment is really where our true joy is. It’s where we can expect our authentic development as a person and member of society, and then as a child of God and member of the People of God. We can say goodbye to a myopic view of life, full of anomalies. It’s all worthwhile to be always simple and humble!

Better late than never IT IS a good thing that local leaders in Catbalogan City are now awake for coming up with disaster-readiness plans. Kudos to Mayor Tekwa Uy and other people behind the good move! By alerting the people in the villages and capacitating the non-government organizations in the city, involving them into the matter, it may create a “strong cooperation” from the constituents to follow the government’s warnings and policy when it comes to undertaking any actions aimed to avoid the possible loss of lives comes worst-to-worst situations. Sadly to note that poor citizens of this newly converted “city” were caught unprepared when strong landslides (or is it mudslides?) brought by heavy rains and the sudden change of weather or the so called Climate Change eroded to their homes. A number of casualties have been recovered by the rescuers. Avoiding to similar situation above, we must not then “ignore” the advised of the Mines and Geosciences Bureau (MGB) to evacuate the residents in landslide, flashflood prone areas. Let’s do what we should do to save ourselves and our loved ones. Wag na kasi matigas an ulo naton eh. For the concerned authorities, all we need is strong “political will” to implement the force evacuation of the people and households living in every dangerous slope

Even when presidents are doing their darnedest good, people still see some lining not of silver but of dark underpinnings. And it’s no different now especially that CJ Corona is on the hot seat per se. If we are to weight things of what they are, we may say that CJ Corona may have also – whether intentionally or not – paved the way to where he is now. And the good thing, if ever there is we the hoipoloi or madlang pipol can dig, out of the impeachment proceedings , is the fact that the Aquino Administration did away with the myth that appointed officials to high places are that “untouchable.” He is not the first who happened to swallow the bitter pill initiated by Malacanang against those who are perceived to have shattered public trust and tarnished with graft and corruption. Former Ombudswoman Merceditas Gutierez was supposedly the first one but she called it quits before her own impeachment trial got off the ground. Good for her she spared her family from getting drag into the no-holds barred, nasty impeachment trial. But Corona is somewhat different.

He’s taking his own time waging his own war although the facts are blatantly strong. He may be innocent of all accusations thrown at him but impeachment process as it is do not know the rule of truth and Erap had his own lesson even though he was able to assemble to best legal eagles in the land. It’s called public perception. If CJ Corona is innocent as what he is saying, he may be right but that I would say, he should wait until history is in his side or favour. Not now. And it could only be bloodier as the impeachment process drags on. Corona considers himself privileged with the impeachment trial for it will give him the opportunity to prove to the Filipino people that he is not a “bad guy” as others portray him to be. But take a second look, with 188 votes, the House of Representatives impeached Corona as the SC’s 23rd Chief Justice anchored on three grounds — betrayal of public trust, graft and corruption, and culpable violation of the Constitution. Now the ball is at the hands of the Senate and methinks it won’t be any different. It’s our wild guess.

Chancing upon Mr. Juanito Basal, Chairman of the city’s fishery council, he espoused all fishermen – to include shell and seaweeds gatherers, hook and line or net fishermen, crew and other workers in any fishing vessel who are plying their trade within the territorial area of the City to get their Fishing Licenses or Permits within the first quarter of this year to avoid apprehension once this policy is fully implemented in the second quarter. Accordingly, the new policy will step up the City’s campaign against Illegal Fishers since the City will have a complete database of those who are using the Maqueda Bay which is to be complemented by a Color Coding Scheme of all Fishing Boats for easy identification of any individual who might indulged in any illegal fishing activity. The An Laagan for one has nothing against this policy per se except that the initiative seems vague and ambiguous vis a vis to its purpose which is to eliminate or at the least lessen the Illegal Fishing Activities within the Maqueda Bay area. For instance, a color coded banca would indulge into “dynamite fishing” in one area with no patrol boat or authorities to apprehend the culprit on site and granting somebody would report the incident to authorities … will it hold water? If they would say yes, how and for sure anybody who might be keeping an ire to a fellow fisherman could simply report something similar to the fishery office either to get an edge in the trade or simply to get even from a personal grudge. If we compare the same, a color coded banca indulg-

ing into “dynamite fishing” but this time with Patrol Boat or authorities on site and caught the illegal fishing activity in flagrante delecto, then definitely that will hold water but that makes no difference for a blank marked or blank colored banca who is into illegal fishing being caught by authorities on site as well. Now let’s take a look at the other scenario, an unmarked or uncolored banca plying its trade via hook and line (or perhaps any non-destructive form of fishing) within the Maqueda Bay area but manned by a Fisherman who haven’t got a license to fish (which they used to be) and there comes the patrol boat loaded with authorities, and with the enforcement of the subject policy will definitely make the poor fisherman - though indulging in a nondestructive form of fishing - plying his trade ILLEGALLY and can be apprehended and penalized. These scenarios would somehow show us how vague the policy is – is it really for the protection of our Marine Resources or merely to beef up the finance coffers of the city? Initiators of this policy should take into account, that the real cause of our depleting Marine Resources is the laxity, passive and inconsistent apprehension of DESTRUCTIVE FISHING ACTIVITIES by our authorities; by coming up with a License to Fish, authorities are simply adding up people to pursue (Non-destructive fishing methods but considered Illegal Fishers for not having License to Fish plus those who indulge into Destructive Fishing) when they can’t even pursue the already existing Destructive Fishing Activities, and beside – the License to Fish is not even an assurance that these licensed fishermen will not indulge into destructive fishing. To truly protect the Maqueda Bay and its resources, the steady presence of our authorities is what we need, more so their sincerity to arrest those who intend to destroy or exploit our marine resources DESTRUCTIVELY, and YES, if the intent of the policy if to help beef up the city coffers then so be it, but please don’t cloaked it as if it is really for the protection of the Maqueda Bay.

A lady senator is now pushing a “senate inquiry” on the conditional implementation of the 2011 and 2012 calamity fund on pre-disaster activities, stressing that such policy violates Republic Act 10121 or the Disaster Risk Reduction and Management (DRRM) Act. The source said that under the DRRM Act, the present calamity fund appropriated under the annual General Appropriations Act shall be known as the National Disaster Risk Reduction and Management (NDRRM) Fund and it shall be used for disaster risk reduction such as training of personnel, procurement of equipment, and capital expenditures. In filing Senate Resolution No. 673, the source expressed concern over the President’s warning against the inclusion of disaster preparedness efforts—such as setting up relocation sites/facilities, and training of personnel engaged in direct disaster—in the use of the PhP5-billion Calamity Fund. In the President’s veto message on Republic Act 10147 or General Appropriations Act (GAA) for Fiscal Year 2011, he stated that the use of Calamity Fund for pre-disaster activities “must be weighed against the imperious need of maintaining sufficient provision under the Calamity Fund for actual calamities and prevent its full utilization for pre-disaster activities.” While the government assured that disaster prevention and mitigation are integrated in the agency budgets, existing resources must be strongly augmented to better prepare vulnerable communities amid the threats of cli-

Senate gets Corona SALN MANILA, Philippines -- Supreme Court clerk of court Enriqueta Vidal turned over to the Senate impeachment court Wednesday afternoon the statements of assets, liabilities and net worth of Chief Justice Renato Corona. Senate President Juan Ponce Enrile ordered Vidal to hand the SALNs, covering the years 2002 to 2011, “out of respect for the court.” The documents were marked as exhibits. Before Vidal turned over the documents, the senator-judges debated for more than an hour about the propriety of forcing her to turn over the documents to the impeachment court without authorization from the Supreme Court. But, Enrile said, “This court under the Constitution has sole power to try this case and we should not be impeded by any agency of government.” The Senate is hearing Article of Impeachment No. 2, which deals with Corona’s failure to publicly disclose his SALNs. Vidal’s dilemma Vidal, who has been with the Supreme Court for 36 years, was the prosecution’s first witness. She admitted being “in a quandary” over whether to surrender Corona’s SALNs to the Senate, saying she is required to seek authorization from the high court under a May 2, 1989 Supreme Court resolution that established the policy for the release of the SALNs of members of the judiciary. Vidal admitted she had brought Corona’s SALNs in compliance with the Senate subpoena but at first refused to hand it over because of the existing high court resolution. She asked to be given one day to seek authorization from the Supreme Court. Senator Franklin Drilon earlier said Vidal should comply with the impeachment court’s subpoena. He said the Senate’s subpoena was not a request but an order that Vidal should comply with, an opinion shared by Senators Alan Peter Cayetano, Francis Pangilinan, Panfilo Lacson, and Jinggoy Estrada, among others.

Vidal said the Supreme Court has not granted any of the more or less 10 requests for copies of the justices’ SALNs. Senator Joker Arroyo, however, expressed concern that compelling Vidal to surrender Corona’s SALNs without authorization from the Supreme Court might trigger a clash between the legislative and judiciary. Arroyo worried in particular about the possibility the Supreme Court might retaliate by issuing a restraining order against the impeachment trial. “If the Supreme Court should issue a TRO, we cannot afford to have a crisis between the Senate as an impeachment court and the Supreme Court. There are cases pending in the SC to stop the proceedings here,” Arroyo warned. Vidal herself also appealed to the impeachment court to allow her to seek the Supreme Court’s authorization. “I am asking this court for me to seek authorization from the SC. Ako po ay kawani ng SC at dapat po sundin ko ang rules ng SC (I am an employee of the SC and I need to follow the rules of the SC),” she said. Convincing Vidal Estrada told her, “Huwag na tayong magpatumpiktumpik, huwag na kayong humingi ng permiso sa Supreme Court upang isumite sa impeachment court ang SALN ni Corona (Let’s not hesitate, don’t ask the Supreme Court’s permission to submit Corona’s SALN to the impeachment court),” Estrada said. However, Vidal continued to be reluctant about submitting the SALNs insisting she needs clearance and authorization to release any documents. “Sa palagay ko naman po, ibibigay din ng SC, kaya lang nailagay ko na po sa agenda for Tuesday en banc ang subpoena (I think the SC will eventually grant the authorization, but the subpoena is still to be taken up in the en banc),” Vidal told the impeachment court. For his part, Sen. Aquilino Pimentel III asked Vidal not to be afraid of the SC ruling issued on May 2, 1989 because the impeachment court has ordered her

to produce the document, and since she brought them with her, it means she has the power and authority to do so. “Dinala ko po out of courtesy po (I brought them out of courtesy),” Vidal answered. “You have nothing to worry about, because I have read the May 2, 1989 (Supreme Court) resolution. I believe there are many lawyers who will defend you,” Pimentel added. After the SALN had been submitted and marked, Drino questioned Exhibit H, or Corona’s SALN dated December 31, 2006, saying it appeared the date of filing was actually September 23, 2007, way beyond the deadline of April 30. Vidal said the SALN was sworn and subscribed to on April 23, 2007 although she admitted it “could be possible” for the date of filing to be manually altered. No showdown Sen. Edgardo Angara dismissed the possibility of a showdown with the Supreme Court because the witness already had the documents and she seemed willing to submit them to the court. “I believe, history will be on your side,” Angara told Vidal. In the end, however, Enrile told her: “Hindi request ito. Order ito (This is not a request. This is an order).” (From the wires)

DOE launches best E-trike design contest nationwide

QUEZON CITY -- Aside from jeepneys, tricycles remain as one of the most commonly used public transportation for Filipino commuters. Scouring private thoroughfares and narrow streets and avenues, tricycles are usually used for travelling in shorter distances and still persist as a popular transport in rural areas. As it is built together with a motorcycle, this form of transport also heavily relies on gasoline and its emission, together with the rest of the transport sector, is often cited for adding to the air pollution problem. The Department of Energy (DOE), in its aim towards an environment-friendly, sustainable and energy-efficient transport, seeks to address this by launching a nationwide contest for the Best Philippine E-trike Design. Under the theme “Bright Now! Do Right. Be Bright. Go E-trike!” the contest is open to all Filipino citizens, aged 18 and above, individual or by group and currently residing in the country. The design, rendered in 2D and 3D CAD drawings, should be a three-wheeled electric vehicle and can fit six passengers (maximum) excluding the driver. Ten finalists will be chosen and among them, the

top three will receive P200,000 each for their designs, and the remaining seven will receive P50,000 each. The top three winners will also have their designs considered for possible adoption by the DOE for an E-trike project implementation. Official entry forms and detailed contest mechanics can be downloaded at the websites of the Department of Energy (www.doe.gov.ph) and the Philippine Information Agency (www.pia.gov. ph). Contest designs, together with accomplished entry form and a duly notarized Oath of Ownership, must be submitted to the DOE – Energy Utilization Management Bureau in both hard copy and CD format on/or before 4:00 p.m. on February 17, 2012.
