First Use of Command Leadership Notification for E-7 Selection Board Eligibility By Cheryl Dengler Naval Education and Training Professional Development Center Public Affairs

In March, command leadership will receive advanced notification of chief petty officer selection board eligibility through the triad notification functionality in BUPERS Online (BOL). Starting with exam cycle 246 for active duty and FullTime Support (FTS) Sailors, command notification will occur one day prior to the results being posted to profile

sheets on the Navy Enlisted Advancement System (NEAS) Web. “This new notification process allows command leadership to take a more proactive role in their Sailor’s development,” said Naval Education and Training Command Force Master Chief Karim Cole. “Leadership must engage early and often with their Sailors to ensure their continued personal and professional growth.” CHIEF SELECTION BOARD PPage 11

Adm. James G. Foggo III, commander, U.S. Naval Forces Europe-Africa (CNECNA) and commander, Allied Joint Force Command Naples, met with senior U.S. and Spanish leaders in Madrid, Spain, Jan. 21, 2020. During the visit, Foggo met with the U.S. Ambassador to Spain Richard Duke Buchan III, and the Spanish Chief of the Joint Defense Staff Gen. Miguel Angel Villarroya, to discuss the strong relationship between the two countries and mutual security challenges. “Spain is a vital ally, partner, and friend of the United States,” said Buchan. “The United States and Spain are united by history and have accomplished extraordinary things in the defense of our common values.” T The U.S.-Spain naval relationship dates back to the U.S. War of Independence and the relationship was strengthened when the U.S. Navy Mediterranean Fleet was established in Menorca, Spain, the predecessor of today’s U.S. 6th Fleet. “It’s great to be back in Spain to celebrate the enduring bond between the Spanish and U.S. navies,” said Foggo. “The U.S. and Spain work closely together on a range of global challenges, including international peace, stability, and economic prosperity.” Spain is a critical partner in CNE-CNA efforts across both Europe and Africa and has provided support to several important training exercises like: Trident Juncture, Formidable Shield, BALTOPS, Obangame Express, and Phoenix Express. Tomorrow marks the start of African American History Month. During the month of February, we celebrate being a part of an inclusive Navy team by looking at the accomplishments of our African American teammates. To quote the Naval History and Heritage Command, “Today’s African American Sailors stand proudly knowing the accomplishments of their predecessors, including the eight black Sailors who earned the Medal of Honor during the Civil War; Dick Henry Turpin, one of the survivors of the explosion aboard the battleship Maine; and the 14 black female yeomen who enlisted during World War I. The Navy planted the seeds for racial integration during World War II and trained a generation of outstanding African American officers and enlisted personnel who provided critical leadership and expertise during the Cold War.” To learn more about the historic accomplishments of African American Sailors, please visit www.history.navy.mil. Gary Nichols Gary Nichols, born May 30, 1959, passed away on December 26, 2019. Gary led a life full of adventure, creativity, and kindness. He enlisted in the U.S. Navy from June 1978 to June 1985, and left the Navy as a Hospital Corpsman Second Class Petty Officer. Gary went on to become a photojournalist, evidence coordinator, editor, public relations coordinator, and reporter before returning to federal employment as a public affairs specialist and editor for the U.S. Navy, eventually winning the Photographer of the Navy Award while working onboard Corey Station. During his time as editor for The Panorama, the NSA Naples newspaper, he won the Russell Egnor Navy Media

Award for Best Newspaper in the Navy in 2016. More importantly, Gary was a loving husband, father, and friend. He was passionate about his volunteer work with the Cub Scouts and Boy Scouts, both of which he was a committee member for. Gary was also a member of the PTA when his children were younger. Gary enjoyed writing, photography, and spending time with his wife and children. He was a person of dedication in all aspects of his life. Gary never sought out praise or awards, and was possessed of a spirit of pure generosity. Gary is survived by his wife, Janet, and his children, Noel and Noah.

HISTORY: USS MONITOR LAUNCHED

On Jan. 30, 1862, the first U.S. Navy ironclad warship, USS Monitor, was launched. Monitor was designed by Swedish-born engineer and inventor John Ericsson, and built by Continental Iron Works, of Brooklyn, New York. Monitor was a 987-ton warship, with a revolutionary design. She featured an unusually low profile, rising only 18 inches above the water, and sporting a flat iron deck with a 20foot cylindrical turret rising from the middle of the ship, which housed two 11-inch Dahlgren guns. Monitor also had a draft of less than 11 feet, so she could operate freely in the protected shallow harbors and rivers of the South. Built in only three months, Monitor would become such an iconic ship that hundreds of ships were built using the same simple – but effective design – and were later referred to as “Monitors.” Not surprising, the Confederates had a different opinion of the new ironclad design and referred disparagingly to the “Monitors” as a “cheese-box on a raft.” In February 1862, Secretary of the Navy Gideon Welles learned the Confederates were near to completing the conversion of the USS

Merrimack – a 40-gun steam-powered wooden frigate, which had been renamed CSS Virginia – to an ironclad at the naval shipyard in Norfolk, Virginia. Fearing what damage an ironclad could inflict, Monitor’s production schedule was stepped up. Welles surmised that a new ironclad warship could not only breach the blockade and destroy Union ships, but also inflict damage to coastal cities. A month later Monitor was commissioned, and was quickly pressed into service. Meanwhile, Virginia had been terrorizing the East Coast and pulverizing Union ships. On March 8, 1862, when Virginia steamed into Chesapeake Bay to finish off a grounded Union ship she had damaged the day earlier. She found Monitor standing guard near the vulnerable ship. The cannonballs, which would have punched through a wooden hull, simply bounced off the armor plating of each ship. After two hours, the attack was broken off, with each side claiming victory. In reality, it was a draw. Nevertheless, Monitor had prevented Virginia from gaining control of Hampton Roads, and preserved the Union blockade of the Hampton Road area. Thus ended the first battle between two steampowered armored warships, and it marked a turning point in naval history.

SPOTLIGHT: Michelle Middleton Meet Michelle Middleton, a USO Volunteer who has dedicated over 105 volunteer service hours since joining the USO Naples team this past July. She has been a dedicated, friendly and devoted volunteer to the USO mission, and we are thrilled to announce her as our Volunteer of the Winter Quarter for 2019. Originally from Yorktown Heights, New York Michelle is stationed here in Naples, Italy with her husband and two loving dogs. She started volunteering with the USO because she believes in the USO’s mission. “I love being able to help and support the community of Active Duty Service Members and their Families,” said Michelle. “My favorite part about volunteering is being able to connect with so many wonderful people like the staff, other volunteers and the people in the community.” During her volunteer time, Michelle has gone above and beyond, baking endless amounts of treats for our troops in her free time and getting up before the sun rises to help staff prepare for early morning programs. You may have recently seen her volunteering for her favorite program, the Thanks-filled Luncheon or at our weekly Troop Lunches. When she isn’t volunteering you can find her baking, cross-stitching or playing with her dogs. Voting season is fast approaching, and the Federal Voting Assistance Program is ready to help service members and families exercise the right to vote. "The Federal Voting Assistance Program works to ensure service members, their eligible family members, and overseas citizens are aware of their right to vote and have the tools and resources to successfully do so — from anywhere in the world," said David Beirne, the FVAP director. Voting is a personal choice, Beirne said, but he noted that many in the military community don't realize the Defense Department has a program designed to assist them if they choose to vote. While FVAP is not a "get out the vote" program, he said, the program offers resources for the military community if they want to participate in the election process. "There are many myths surrounding the military voting process, so the most important thing for military voters and their eligible spouses and dependents to know is that there are absentee voting resources on FVAP.gov designed to meet their voting needs when they are deployed or stationed overseas," Beirne said. He recommends that service members start the absentee voting process

early, because it takes more time than voting in person. Don't know your state's absentee voting rules? FVAP.gov has information on state and national voting guidelines, registering to vote, using the Federal Post Card Application, and requesting absentee ballots. You can also use the site to check on the status of your voted ballot. The Federal Post Card Application is a form military and overseas voters can use to register to vote and request absentee ballots for the year. Eligible voters should submit a new postcard every year and with every move to a new address. Many states allow you to submit the FPCA electronically. The FPCA can be completed by using the FPCA online assistant, filling out the PDF, or picking up a hard copy version from your nearest U.S. embassy or consulate. Is FVAP just for overseas voters? FVAP resources are designed to assist any service member, voting age dependent, and overseas citizen with voting so long as they are absent from their voting jurisdiction, Beirne said. Service members who are home and registered to vote in their home voting jurisdiction would vote by

FVAP coordinates with the Military Postal Service Agency and the U.S. Postal Service to ensure the expedited return of voted ballots from overseas, Beirne said. In previous years, FVAP also worked with the services to ensure their operational conditions factor in the return of voted ballots. You can help conserve energy in your daily routine by making energy conscious decisions like shutting off the lights in an empty room, and unplugging electronics when you leave your home for weekend trips. Phantom Electricity is electricity that still flows through a device while it is plugged in, despite being turned off. It’s estimated that 23% of electricity consumed by Americans is in the form of electricity, costing families $200-$400 per year, depending on local rates. In Italy we pay more than twice the cost per kilowatt-hour of electricity consumed so these numbers become even more prevalent. Recruit Training Command Grads Eligible for Nine College Credits By Alan Nunn Recruit Training Command Public Affairs

Curriculum changes at Recruit Training Command (RTC) will provide boot camp graduates with more college credits and potentially save the Navy millions in tuition costs. Following a review of Navy Basic Military Training curriculum, the American Council on Education (ACE) has recommended nine college credits be awarded upon graduation from the Navy’s only boot camp. The increase from two credits equals a potential tuition savings of $213.8 million annually when calculated using RTC’s annual throughput and the national average of $594 per credit hour across all collegiate sectors. etroactive and apply to all RTC graduates since November, 2016. Jessika Hall, Curriculum Inspection and Evaluation Division Officer, said the increased emphasis on recruit hands-on learning prompted ACE’s recommendation. “We’ve increased toughness initiatives, line handling, repsand-sets trainers, and placed greater emphasis on watchstanding and weapons handling,” Hall said. “There’s been more of a shift toward warfighting principles. Things were removed from the curriculum and replaced with, for instance, ensuring that every Sailor knows how to fight a fire, that they know how to do damage control and other critical skills. After a ton of curricu-

lum was overhauled, the definition of a basically-trained Sailor has evolved and developed.” Cmdr. Mike Keppen, Learning Standards Officer, praised RTC and Navy Service Training Command curriculum teams for their hard work and commitment. “Over the past year, those curriculum teams moved mountains to improve the quality of our Basic Military Training Curriculum, merge it into the Content Planning Module system, align it with Basic Military Training core competencies and Navy Education and Training Command/Navy Education Training directives, and codify it into course documents acceptable for an ACE evaluation.” Keppen said. Long-term, the 450 percent increase in college credits could lessen costs for the Navy Tuition Assistance program. The program pays up to 100 percent (within fiscal year caps and limits) of tuition costs of courses taken in an off-duty status at a college, university,

or vocational/technical institution, whose regional or national accreditation is recognized by the U.S. Department of Education. “It’s a benefit to the Sailor that is recommended for these college credits,” Terry Schmalgemeier, Course Curriculum Model Manager said. “As they go to apply for a degree, they might have the ability to apply some of these credits so they don’t have to take as many

courses.” Boot camp is approximately eight weeks and all enlistees into the U.S. Navy begin their careers at the command. Training includes physical fitness, seamanship, firearms, firefighting and shipboard damage control along with lessons in Navy heritage and core values, teamwork and discipline. More than 35,000 recruits are trained annually at RTC and begin their

To counter that effort, DOD has created its newest service, the Space Force, he said. “Much like NASA was a breeding ground for a wide array of high-tech breakthroughs, we believe the Space Force will be an incubator for a whole new generation of technologies,” Esper said. The department is also developing hypersonic weapons and defense against those weapons, he said. In partnership with industry, DOD is also working on artificial intelligence, longrange precision fires and a 5G network. The secretary then touched on China’s human rights violations against their own people. “As we speak, the Communist Party of China is using artificial intelligence to repress Muslim minority communities and pro-democracy protestors,” he said. “The party has constructed a 21st century surveillance state with unprecedented abilities to censor speech and infringe upon basic human rights. Now, it is exporting its facial recognition software and systems abroad.” The secretary also spoke about China’s economic piracy. Beijing is combining direct state investment, forced technology transfer, and intellectual property theft to narrow the gap between U.S. and Chinese equipment, systems and capabilities, he said. Esper said the manner in which China has acquired much of this technology is also troubling. “Beijing is determined to exploit American intellectual property and know-how at any cost,” he said. Since 2018, the Justice Department has filed charges against Chinese nationals

and entities in at least seven separate economic espionage cases, including a conspiracy to steal trade secrets from a major U.S. semiconductor maker. Over the same time period, the department has secured convictions and guilty pleas in at least six China-related espionage cases, Esper said. These examples just scratch the surface, he noted. In recent years, Chinese hackers have besieged the department and its industry partners. American universities and colleges have also become prime targets for Chinese exploitation. Despite widespread world outrage, Beijing shows few signs of changing its ways, Esper said. The government recently passed new legislation that tightens its grip over any data that flows across its networks, including access to the confidential information of U.S. corporations. President Xi Jinping’s elevation of the “MilitaryCivil Fusion Strategy” to a national level puts our exports for peaceful, civilian use at risk of transfer to the People’s Liberation Army, he said. “Addressing these threats requires us to unite the nation around our competition with China,” Esper said. “Our success is contingent upon a cohesive approach across public and private sectors. For the department, this means overhauling our policies and reshaping the culture within the department; between the department and industry; and among our allies and partners around the world.” The secretary then made the case that the department is taking aggressive reform steps to free up time, money and manpower. That reform includes developing stronger relationships with industry to expand the department’s competitive edge. It also includes the elimination of a risk-averse culture within the department that’s not conducive to experimentation and new ideas.

Commands can now immediately assist Sailors in board preparation no matter the result. “In the past, I had to rely on each individual first class to download their profile sheet and tell me if they made board,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “I can now say, ‘Okay, let’s work on your letter to the board’, or in the case they didn’t make it, ‘let’s look back and see what we need to do for the future.’ The change also helps those who might not have access to a dot-mil domain. “If you are a Reservist, deployed or on leave, you can’t see your profile sheet on NEAS Web,” said Prichard. “Now the command can reach out to you so you don’t have to wait.” Command triads will not receive the notification of E-7 selection board eligibility until mid-March for active duty and mid-April for the Reserve component. “The reason we don’t know the [specific] date is because we have to get in all the answer sheets and clear all the discrepancies as best we can before we process the cycle to determine selection board eligibility,” said Thomas Updike, Navy Advancement Center deputy director. “We do this so no one is disadvantaged.” E-7 Selection board eligibility is determined through two factors— the Reporting Senior Cumulative Average (RSCA) Performance Mark

Average (PMA) which counts for 60 percent of the Final Multiple Score (FMS), and the exam score which makes up the other 40 percent of the FMS formula. “Once every Sailor’s FMS is calculated, we go down to the 60 percent mark in each rating and draw a line,” said Updike. “Everyone above the line makes board, and Sailors below the line will not have their record reviewed by the selection board.” Ultimately, 60 percent of all eligible first-class petty officers in each rating go to the selection board for consideration for advancement to chief petty officer. The eligibility list, however, can change as discrepancies are resolved. “If the very next day after we publish the eligibility list a late answer sheet comes in or if the record of a Sailor who is in a discrepancy status is updated,” said Updike, “the Advancement Center will continue to update the E-7 eligibility list all the way until the selection board adjourns.” The Navy will release a NAVADMIN to announce requirements for the E-7 selection board in February. As part of the MyNavy HR Force Development team, NETPDC provides products and services that enable and enhance education, training, career development, and personnel advancement throughout the Navy. Primary elements of the command include the Voluntary Education Department, the Navy Advancement Center and the Resources Management Department.

Where Does Groundhog Day Come From? From National Centers for Environmental Information

Every February 2, thousands of people gather at Gobbler’s Knob in Punxsutawney, Pennsylvania, to await the spring forecast from a special groundhog. Commonly known as Groundhog Day, because the groundhog will emerge from his simulated tree trunk home and look for his shadow, which will help him make his much-anticipated forecast. According to legend, if Phil sees his shadow the United States is in store for six more weeks of winter weather. But, if Phil doesn’t see his shadow, the country should expect warmer temperatures and the arrival of an early spring. History of Groundhog Day Groundhog Day originates from an ancient celebration of the midway point between the winter solstice and the spring equinox – the day right in the middle of astronomical winter. According to superstition, sunny skies that day signify a stormy and cold second half of winter while cloudy skies indicate the arrival of warm weather. The trail of Phil’s history leads back to Clymer H. Freas, city editor of the Punxsutawney Spirit newspaper. Inspired by a group of local groundhog hunters, whom Freas named the Punxsutawney Groundhog Club, he declared Phil as “America’s official forecasting groundhog” in 1887. As he continued to embellish the groundhog’s story year after year, other newspapers picked it up, and

soon everyone looked to Punxsutawney Phil for the prediction of when spring would return to the country. Other ‘Weather Forecasting’ Groundhogs Around the United States While Punxsutawney Phil claims to be the nation’s official forecasting groundhog, he’s not the only furry forecaster in the United States. Some other notable contenders include: General Beauregard Lee of Atlanta, Georgia; Sir Walter Wally of Raleigh, North Carolina; Jimmy of Sun Prairie, Wisconsin; Octorara Orphie of Quarryville, Pennsylvania; Staten Island Chuck from the Staten Island (New York) Zoo; Unadilla from Nebraska; Chuck from Ohio; French Creek from West Virginia; and the Cajun Groundhog from Louisiana. Other forecasting “groundhogs” include Ridge Lea Larry, a stuffed groundhog from Western New York, and the Tennessee “Groundhog” of Silver Point, Tennessee, which is actually someone dressed up like a groundhog on a motorcycle. While Groundhog Day is a way to have a little fun at mid-winter, climate records and statistics tell us that winter probably isn’t over. Climatologically speaking, the three coldest months of the year are December, January and February, so winter typically still has a bit more to go when the groundhog comes out in search of his shadow each year on February 2. But the idea of Groundhog Day gives many people hope that the cold winter weather will be over soon as they anticipate the warmer days of spring that are not as far away as they were just a few short months ago.
