Navy, Marine Corps, Public Private Venture Housing Leadership Continue Actions to Correct Military Housing Issues From Commander, Navy Installations Command Public Affairs

As part of a continued engagement to address housing concerns, Commander Navy Installations Command (CNIC) hosted a third Housing Public Private Venture (PPV) meeting this year with the companies that provide housing for service members and their families residing in housing overseen by the Navy and Marine Corps. The meeting, which occurred June 19 at Joint Base Anacostia in Washington, D.C., focused on what the

PPV housing partners have already done to improve the experience for residents and the companies’ future initiatives. Besides executive level leaders from the eight PPV housing partner companies, Navy and Marine Corps leaders included Mr. James B. Balocki, Deputy Assistant Secretary of the Navy (Installations & Facilities); Vice Adm. Mary M. Jackson, commander of CNIC; Maj. Gen. Vincent A. Coglianese, commander of Marine Corps Installations Command; Rear Adm. John W. Korka, commander of Naval Facili-

ties Engineering Command. In her opening remarks, Jackson thanked everyone for the continued, collective commitment to provide Sailors, Marines, and their families’ safe and healthy living quarters. “Everything we do should help improve the ‘Resident Experience,’” Jackson said. “The oversight, the processes in place, and the metrics we monitor are all designed to prevent and resolve issues as quickly as possible. Post-9/11 GI Bill Education Benefits Transfer Deadline Fast Approaching From Chief of Naval Personnel Public Affairs

The deadline for all Sailors who do not have the ability to serve four more years in the Navy to transfer their Post-9/11 GI Bill education benefits to dependents is July 11, 2019. This deadline was established in a Department of Defense (DoD) policy which the Navy is implementing through NAVADMIN 020/19, released Jan. 24, 2019. NAVADMIN 020/19 announced that for a limited time, Sailors with at least 10 years of service, who are unable to serve four additional years due to statute or standard policy, may transfer their education benefits to dependents if they agree to serve the maximum time authorized. The policy exception is retroactive to July 12, 2018 and ends July 11, 2019, after which Sailors will need to be able to commit to four years of service to transfer their benefits. For example, enlisted Sailors within four years of high year tenure or officers within four years of their statutory limit of service are eligible. 9-11 GI BILL BENEFITS DEADLINE Page 7

he heat wave is coming. Current weather reports indicate that a heat wave is moving toward Europe and is thought to be “one of the most intense heat waves of the past decade” for the region. Temperatures are estimated to be in the 40-degrees Celsius range. There are several things that can help you as the temperature rises. Some of the tactics that our Public Works department recommended on my radio show this past Monday relate to home cooling, and I will share them with you here. Keep all your windows and doors closed, both at the office and at home, when the A/C is running. If you live on Support Site, your room temperature should not go above 26-degrees Celsius. If it does, check for open doors, windows, and closed or redirected vents. If that doesn’t solve the problem, be sure to submit a ticket to the trouble desk. If the temperature is below 26-degrees but you still feel warm, you can purchase an energy efficient fan. Air circulation can help you to feel cooler, and it can save a lot of energy compared to decreasing A/C unit set points. Additionally, I recommend that you check US Naval Hospital Naples’ website for exercise flag conditions before you head out into the heat. After the electronic statement of understanding is complete, you will then need to login to MilConnect to submit your benefits transfer request no later than July 11, 2019. If you haven’t yet heard, the Navy listened to inputs provided by more than 1,100 spouses across the Navy and created the MyNavy Family app, which focuses on strengthening Navy families and maintaining the readiness of the fleet. The app focuses on 11 key events that happen throughout a Navy life and provides support and resources to assist with those events. Some of the focus areas include New Spouse Orientation, Special Needs Family Support, and Mentorship and Networking. Instead of going to 22 different websites for these resources, the app consolidates all of the information into one easy-to-use location. Naples Hosts Summer Universiade The 30th Summer Universiade Opening Ceremony will begin on July 3 at 9 p.m. at the San Paolo stadium in Naples which was renewed for this occasion. The Universiade is an international multi-sport event organized for university athletes from all over the world by the International University Sports Federation (FISU). It is the largest multi-sport event in the world after the Olympic Games. Naples will host the event between 3 and 14 July. Nearly 4,000 athletes and delegates will be hosted onboard two cruise ships moored in the port of Naples. These ships have been furnished to offer the best hospitality in high-quality accommodations. There will be more than 400 police officers engaged in the event, plus two thousand civil protection volunteers and an additional six thousand volunteers. The headquarters will be at the Mostra d’Oltremare, the exhibition center in the Fuorigrotta neighborhood. The City Council of Naples has released a traffic ban for the 30th edition of the Universiade that takes place in Naples, Caserta, Salerno and Avellino. The measures

will guarantee the transfer of the athletes from the Port of Naples to Fuorigrotta and to other various sports sites. Also, police have issued a series of safety measures that will affect sports sites and the surrounding areas of the city. The traffic ban established the prohibition of parking with forced removal in the some of the roads around the Stadium located in Fuorigrotta. Residents and parking permit holders are allowed to stop in the areas affected by the ban. Some of the roads affected by the ban are: via Campegna; Viale Dohrn; via Napoletano, via Petri, and via Argine. The Napoli 2019 Opening Ceremony will be, without a doubt, an unforgettable memory for the city. HISTORY: THE WAR TO END ALL WARS – BEGINS-ENDS By Jim Garamone American Forces Press Service

On June 28, 1914, Archduke Franz Ferdinand of Austria was assassinated at Sarajevo, Bosnia, which ultimately led to World War I. Five years later – on June 28, 1919 – the Versailles Peace Treaty was signed, which signaled the end of “The war to end all wars.” They called it “The Great War,” and it was a titanic struggle that decimated Europe and killed the young men who were the brightest hope of that generation. President Woodrow Wilson called it “The War to End All Wars,” but he was sadly mistaken. When another conflict erupted 20 years later, “The Great War” became simply World War I. The war began in 1914 over “some damn foolish thing in the Balkans,” as German Chancellor Otto von Bismarck prophesied. A Serb nationalist stepped from a crowd in Sarajevo and shot the Austrian Archduke Franz Ferdinand and his wife, killing both. Within weeks, the European continent was split into two camps, with Germany and Austria facing off against France, Russia and Great Britain. Millions of men fought on the Western and Eastern Fronts. All the combatants expected to make quick work of their enemies, but then all aspects of national power came to the defense of the nations, and the war quickly evolved into a stalemate. Both fronts became killing machines, as generals and admirals, unused to the destructive power of the new technologies they now had at their command, still ordered attacks using the old rules of warfare. At the Battle of the Somme in 1916, 60,000 British soldiers were killed or wounded on just the first day. The Battle of Verdun – February to December 1916 – cost both German and French forces almost 800,000 casualties. On the Atlantic, German submarines came close to strangling Great Britain as the tonnage of Allied shipping sunk rose. The United States remained neutral through the war’s first years. Wilson was re-elected president in 1916 with the slogan “He kept us out of war.” But in 1917, Germany instituted unrestricted submarine warfare, and the U.S. Congress declared war. The first American troops journeyed to France in June 1917. Following a parade through Paris, Army Col. Charles E. Stanton said: “Lafayette, we are here,” a phrase that gave heart to the Allies. Army Gen. John J. Pershing commanded the American Expeditionary Force. His mission was to join the fight, but only as an American Army under American commanders. The allies wanted

American units piecemeal as replacements for their own decimated forces. Adding to this pressure was revolution in Russia and its pullout from the alliance. German and Austrian forces could concentrate on the Western Front, and in a gamble that almost paid off, German forces attacked toward Paris before the Americans’ strength could be mustered. French and British leaders asked for American units to stop the Germans. The 1st Infantry Division at Cantigny; the 2nd Infantry Division, which included the 4th Marine Brigade, at Belleau Wood; and the 3rd Infantry Division becoming known as the “Rock of the Marne” showed that Americans were up for the fight. Some 60,000 American soldiers and Marines had saved Paris. From May until the armistice in November 1918, more than 50,000 Americans died in battle. More died of illnesses. At the war’s end – at “the 11th hour of the 11th day of the 11th month” – about 113,000 Americans had paid the ultimate sacrifice.

NSA Naples Gets Smart With Mail By LT Jamie Moroney, NSA Naples Public Affairs

Naval Support Activity (NSA) Naples, Italy, completed the installation of intelligent mail lockers (IML) on the Support Site installation, June 26. NSA Naples, one of the first naval bases to install IML, distributed the first packages through the IML on the same day of the equipment installation. Tim Callahan, the NSA Naples postal supervisor, said that the base selected Support Site, an NSA Naples installation in Gricignano di Aversa, as the site for the installation due to it being the location for base housing and the larger personnel population onboard the site. When offered the chance to install the IML onboard NSA Naples, Callahan accepted the opportunity. “The NSA Naples postal community is constantly striving to improve and develop new ways to better serve the active duty and [Department of Defense] families and personnel stationed in Naples,” said Sgt. Ryan Harp, an NSA Naples Support Site postal clerk. “When the opportunity presented itself to request the lockers, which would increase the hours of delivery to customers, the postal [supervisor] began developing a plan on acquiring the new equipment.” The IML will help customers by increasing the available time for package retrieval from the Support Site post office. The packages scanned into the lockers will be available 24/7. “The customer will not be required to wait in line or come to the post office during operating hours,” said Callahan. “Additionally, the post office will have less mail on the shelves and less customers waiting in line to pick up packages.” Enhancing the efficiency and readiness of the base postal system is one of the benefits of the IML, said Logistics Specialist 3rd Class Bala Ravi, an NSA

Naples Support Site postal clerk. “The advantages of having the intelligent mail lockers: it cuts down our customer waiting time, increases productivity of our post office by being more time efficient, and helps us to be more accurate when issuing our customers their packages,” said Ravi. “NSA Naples is one of the biggest bases around the [European] theater, with a lot of family members, and a high percentage of mail is processed through at our site. The benefits of having these lockers at our site is the simple and effective performance it provides to both our customers and the postal clerks.” The selection of packages for the IML is based on the size of the package and locker availability. Customers will be alerted to the arrival of a package to the IML through the same email notification method that was used previously. The training for the postal clerks to operate the IML system was a one-day, hands-on event held at the Support Site post office. Further training will be developed and conducted as updates arrive for the new equipment. The NSA Naples postal workers are dedicated to improving their procedures for the customers, said Ravi. “Our post office and our postal site is one of the hardest and most efficient work centers I have ever worked at,” said Ravi. “We are constantly optimizing the way we go about our business every day to give better customer service than they have ever experienced before.” NSA Naples is an operational ashore base that enables U.S., allied, and partner nation forces to be where they are needed, when they are needed to ensure security and stability in Europe, Africa, and Southwest Asia. Navy Announces Spouse Licensure and Certification Reimbursement Policy From Chief of Naval Personnel Public Affairs

As part of ongoing Navy Family Framework efforts to expand and improve the experience for spouses, Navy announced Sailors may be reimbursed up to 500 dollars for state licensure and certification costs of a spouse arising from relocation to another state due to a permanent change of station (PCS) move in NAVADMIN 134/19, June 24. The spouse licensure reimbursement is the latest in a series of Navy Family Framework efforts to improve the experience for Navy spouses and families. “Under this new policy, members may be reimbursed up to 500 dollars for qualifying relicensing costs of their spouses if they meet all the required conditions,” said the Lead for Navy Family Rea-

diness Programs Policy, Perry Christiansen. Members are eligible for reimbursement of spouse relicensing costs if they meet the following requirements: - The member is reassigned, either as a PCS or permanent change of assignment from a permanent duty station (PDS) in one state to a PDS in another state - The PCS movement of the member’s dependents is authorized - The spouse was employed in a profession requiring certification at the PDS in the previous state - The spouse is required to obtain re-certification for the same profession at the PDS in the new state - Completion of the relicense or certification was successful - For those families returning from overseas, the license from the last state held prior to the overseas tour

Naval Forces Europe. BALTOPS 2019 marks the first time the newly established fleet has operated in Europe. “It is imperative that allies and partners unite to confront today’s challenges,” Lewis said. “Our combined efforts during BALTOPS demonstrates our commitment to regional peace and prosperity. Our presence and professionalism in the region during this exercise will prepare us for future operational commitments and evolving strategic challenges. We are stronger together.” The BALTOPS exercise is designed to enhance flexibility and interoperability, and demonstrate resolve among allied and partner forces region. Allied nations with ships and forces that participated in BALTOPS include Belgium, Denmark, Estonia, France, Germany, Latvia, Lithuania, the Netherlands, Norway, Poland, Portugal, Romania, Spain, Turkey, the United Kingdom, and the United States. NATO partner nations Finland and Sweden participated in the exercise. There are several notable facts about BALTOPS this year: As a tribute to the importance all contributing nations placed on BALTOPS this year, there were 389 completed serials, which is a planning term for a coordinated military exercise, compared to 98 serials completed last year. For the first time at BALTOPS, Joint Expeditionary Force, Maritime (JEF-M) led as the Amphibious Task Force commander. JEF-M is a U.K.-led joint force which is an adaptable high-readiness force that can be stood up anywhere, at any time and in any environment. The NATO Amphibious Leaders Expeditionary Symposium (NALES) concept of multinational command and control of an Amphibious Task Force-level capability was implemented for the first time, allowing the coordinated command and control of naval forces across different nations’ amphibious forces. The simultaneous amphibious operations in

the Eastern and Western Baltic Sea is unprecedented; this has not occurred in a previous BALTOPS or a previous multinational exercise. In the Mine Warfare mission, German, Norwegian, Danish, and U.S. Navy sailors cleared more than ten WWII-era bottom mines off the coast of the Bundeswehr Military Training Area in Todendorf, Germany. In a first for mine warfare, U.S. Helicopter Sea Combat Squadron Two Eight (HSC 28) used the Airborne Laser Mine Detection System (ALMDS) and Airborne Mine Neutralization System – Archerfish (AMNS-AF) to operate in the environment to expand anti mine warfare capability. The Lithuanian Air Force and USS Mount Whitney's (LCC 20) Helicopter Sea Combat Squadron Det 1 (HSC-28 Det 1) conducted Deck Landing Qualifications (DLQs) aboard Mount Whitney. This was an opportunity to establish the foundation for helicopter operations on air capable ships. The Lithuanian military and BALTOPS planners worked closely to make a range available in Lithuania for a Hellfire Missile shoot for the first time. During the shoot, American aircrew communicated with Lithuanian Joint Terminal Attack Controllers onboard a range safety boat, utilizing joint tactics and procedures. Lewis said he was very pleased with the execution of BALTOPS 2019, and impressed with the professionalism of all those involved. “The end state of the exercise is to build readiness,” Lewis said. That readiness shows a cohesion in NATO and our allies and partners. It shows unity and commitment to security globally, not just in the Baltic. The conclusion of BALTOPS coincides with the kick-off of Kiel Week. BALTOPS participation in Kiel Week included a post exercise discussion; ship tours of the BALTOPS Maritime Force by local government officials, military members and the public; and several receptions held highlighting the annual celebration.

The Navy has business agreements with Balfour Beatty, Clark, Hunt, Landmark, Lincoln, and Patrician. The Marine Corps has business agreements with Lendlease and Lincoln. To improve transparency in the work order process, all housing partners now have either a smart phone app or other system that can not only verify that a work order is received, but also provide status updates, and indicate when a work order is closed. The Navy has full access to the privatized housing partners’ maintenance databases and can pull maintenance records when needed. Additionally, both Balfour Beatty and Lincoln are implementing a process in which residents sign for work order completions on mobile devices maintenance technicians carry, much like resident’s do to acknowledge receipt of a package delivery. If the work occurred when the resident was out of the home, the resident has 24 hours to contact the property manager if they would like to keep the work order open. In order to quantify the quality of service work, residents are able to rate their work order experience and provide feedback either through an e-mail survey or the maintenance app. The military housing service center and the partner property managers both receive these scores and include them in reports to partner and military leadership. Outside of the work order process, Balfour Beatty as well as Hunt, and Lincoln have established a 24/7, tollfree hotline where residents can contact corporate management directly to discuss any unresolved concerns. Each PPV housing partner also provided a status update on their company plan to hire more people, especially quality control specialists and maintenance technicians, and/or providing more training to their new and existing employees. The PPV managing members, asset managers and property managers remain critical partners in providing timely, quality service to Sailors, Marines and their families who choose to live on installations. The primary focus of the Navy and Marine Corps housing teams, in their oversight and advocacy role, is the safety, security and well-being of Sailors, Marines and their families. Where Did the Uncle Sam Poster Come From? From the Library of Congress

Originally published as the cover for the July 6, 1916, issue of Leslie’s Weekly with the title “What Are You Doing for Preparedness?” this portrait of “Uncle Sam” went on to Become – according to its creator, James Montgomery Flagg (1877-1960) – “the most famous poster in the world.” More than four million copies were printed between 1917 and 1918, as the United States entered World War I and began sending troops and matériel into war zones. Flagg contributed 46 works to support the war effort. He was a member of the first Civilian Preparedness Committee organized in New York in 1917 and chaired by Grosvenor Clarkson. He also served as a member of Charles Dana Gibson’s Committee of Pictorial Publicity, which was organized under the federal government's Committee on Public Information, headed by George Creel. Because of its overwhelming popularity,

the image was later adapted for use in World War II. Upon presenting President Franklin Delano Roosevelt a copy of the poster, Flagg remarked that he had been his own model for Uncle Sam to save the modeling fee, which impressed Roosevelt for his thriftiness. “I congratulate you on your resourcefulness in saving model hire,” Roosevelt said. “Your method suggests Yankee forebears.” Uncle Sam is one of the most popular personifications of the United States. However, where the term “Uncle Sam” came from is not so well known. Historical sources attribute the name to a meat packer who supplied meat to the army during the War of 1812 – Samuel (Uncle Sam) Wilson (1766-1854). “Uncle Sam” Wilson was reported to be a man of great fairness, reliability and honesty, who was devoted to his country – qualities now associated with “our” Uncle Sam.
