U.S. Naval Forces Europe-Africa Chief of Staff Rear Adm. Matthew A. Operation Dragoon, known as the “Forgotten Invasion,” was the code name used for the Allied offensive in Southern France on August 15, 1944. A total of 450,000 Sailors and Soldiers participated and removed German forces, immediately liberating Marseille and Toulon. Casualties included 3,000 American and 10,000 French service members. In the 11th episode of “On the Horizon: Navigating the European and African Theater” podcast, Adm. James G. Foggo III highlights the great power competition in the Black Sea and the importance of maritime security in the Gulf of Guinea. Foggo, commander, U.S. Naval Forces Europe-Africa (CNE-A), shared his thoughts on exercise Sea Breeze and his trip to celebrate the Ghanaian navy’s 60th anniversary and attend the International Maritime Defense Exhibition and Conference. For the first time in the podcast’s history, he invited two guests to join him: CNE-A Fleet Master Chief Derrick Walters and Logistics Specialist 1st Class Ahmed Tabsoba. Exercise Sea Breeze and Russian Activity The admiral began the podcast by sharing his thoughts on the recent 19th annual Sea Breeze exercise, which brought together 3,000 sailors from 19 nations, 32 ships, and 24 aircraft in real-world training operations. “I’ve been stationed in Europe several times during the course of my career,” Foggo said. n August 26, we celebrate Women’s Equality Day. In a Joint Resolution of Congress passed in 1973, August 26 of each year was designated as Women’s Equality Day. The date was chosen to observe the 1920 certification of the 19th Amendment to the Constitution which granted women the right to vote. The passing of the 19th Amendment was the result of a massive and peaceful civil rights movement by women. The movement was formally started in 1848 at the world’s first Women’s Rights convention held in Seneca Falls, New York. On August 26, I encourage you all to take the time to observe Women’s Equality Day. As Chief of Naval Operations Admiral Richardson said in his One Navy Team message, “Leveraging our diversity … is key to reaching our potential and maintaining our advantage against our adversaries. In our Navy, we have individuals from many different cultures, ethnicities, and histories. We must recognize this advantage and include the broadest-possible spectrum of people and perspectives.” So, Team Naples, let’s celebrate our Navy inclusivity and diversity together. As many of you know, our Ombudsmen team here in Naples is incredible. They demonstrate excellence each and every day by dedicating their time to our families and personnel stationed abroad, and going above and beyond to serve our community members. One of our community’s Ombudsmen has been recognized for his exemplary efforts and service, and has been awarded with the 2019 Mrs. Sybil Stockdale Ombudsman of the Year Award: Mr. Jay Ha’o, Ombudsman for Commander, U.S. Naval Forces Europe, Commander, U.S. Naval Forces Africa, selected from all naval shore activities in the Navy. Jay was selected due to his ability to maintain the highest standards of professionalism, and being able to create a healthy sense of community by being a positive role model for command members and their families. Congratulations, Jay. This award was well-earned. And thank you to ALL of our Ombudsmen. You all embody the ideals of volunteer service and commitment to Navy Sailors and their families. “I joined to serve my country;” “me alisté en la armada para servir a mi país;” “alistei-me para servir o meu país;” “mi sono arruolato per servire la mia Patria.” It’s the answer scores of American Sailors, Soldiers, Marines, Airmen, and Coast Guardsmen give when asked, “Why did you join the military?” Ask the same to a Spanish Marine or Sailor in the Armada; a Lieutenant Commander or her chiefs from Portugal; or a Lieutenant Junior Grade from Italy, and the question elicits a similar response. Though the world’s militaries speak a multitude of different languages, all are unified in their conviction to serve their nations. And collaboration between international partners leads to increased cooperation, enhancing the ability of each military to achieve their mutual goals.

Nine international partners representing Spain, Portugal, and Italy embarked aboard the Spearhead-class expeditionary fast transport ship USNS Carson City (TEPF 7) for a six-week Africa Partnership Station (APS) deployment to the Gulf of Guinea. They joined a crew of more than 100 personnel comprised of U.S. Sailors, Coast Guardsmen, and civilian mariners from the Military Sealift Command. “When my commander said to me that I would be on Carson City, I was very excited,” said Italian Navy Lt. j.g. Giuseppe Di Domenico. “I would like to improve my knowledge and compare my skills with my colleagues and also with other country’s navies.” Carson City’s team of international allies accompanied American counterparts as they visited five partner nations in West Africa, contributing their own best practices through various subject matter expert ex-

changes and military-tomilitary interactions to include small boat maintenance assistance, maritime law enforcement engagements, and medical and community relations outreach. Di Domenico is attached to the Bergamini-class frigate ITS Carabiniere (F 593), stationed in Taranto, Italy. This is his first command, where he reported in 2016 after graduating from the Italian Naval Academy. On his ship, Di Domenico is in charge of the radar and electronic warfare department. During navigation evolutions, he stands watch as the officer of the deck. Just like in the U.S. Navy, Di Domenico has collateral duties, and on Carabiniere, he fulfills this responsibility as a member of the visit, board, search, and seizure (VBSS) team. In addition to Italian, Di Domenico speaks fluent French and English, and he provided vital assistance with translation in order to ensure Carson City’s mission was a success. His presence was invaluable while the ship was in Dakar, Senegal, and Abidjan, Cote d’Ivoire, both French-speaking nations. “I’m so honored to belong to this military detachment, because I think that it’s very important to enhance the cooperation between the states,” Di Domenico said. “I’m so proud of this, and I’m very grateful to be here visiting the wonderful places in our partners countries; in Senegal, I met my old buddies that attended the Academy with me in Italy. I think that Africa is an interesting place because it is different from Italy – I think that it is a place for discovery.” ONE TEAM-ONE FIGHT

HISTORY: FIRST SHIP NAMED FOR BLACK SAILOR

Mess Attendant First Class Leonard Roy Harmon From NSA Public Affairs

On August 31, 1943, the first Navy ship named for a black Sailor, the Buckley-class destroyer escort, USS Harmon (DE 678), was commissioned. The ship was named in honor of Mess Attendant First Class Leonard Roy Harmon, who was posthumously awarded the Navy Cross for heroism during the Battle of Guadalcanal. The ship was built by Bethlehem Steel Co., of Quincy, Massachusetts, and her sponsor was Harmon’s mother, Naunita Harmon Carroll. Harmon was born in Cuero, Texas, on January 21, 1917, a small town in Southeast Texas, about half way between San Antonio and Houston, and graduated from Daule High School – what was then a blacksonly institution. After graduation Harmon did manual labor in his hometown for several years before deciding to enlist in the Navy. Once his mind was

made up, Harmon was determined to serve his country. He originally tried to enlist at a recruiting station in San Antonio, but was turned away due to a minor heart condition. He returned to Cuero, and sought medical help to fix his condition. After overcoming that obstacle, he successfully enlisted in the Navy on June 10, 1939, at a recruiting station in Houston. Following boot camp and mess attendant “A” school at Norfolk, Virginia, Harmon reported to the New Orleans-class heavy cruiser USS San Francisco (CA 38) in October 1939. About a month before the Japanese attack at Pearl Harbor on

December 7, 1941, Harmon was promoted to first class. San Francisco was at dry-dock at Pearl Harbor when the attack took place. Although her main guns were dismantled, the Sailors defended their ship with small arms. San Francisco was one of the few ships in the harbor to survive the attack unscathed, and she was quickly returned to sea. Nearly a year later, San Francisco was protecting transports that were bringing much-needed supplies to U.S. Marines during the Battle of Guadalcanal. The Battle of Guadalcanal, which lasted from August 1942 to February 1943 was the

first major offensive in the Pacific theater, and though it was a costly victory for the United States, it became the turning point of the war. The Japanese invaded Guadalcanal early in the summer of 1942 to construct an airfield. Despite being not properly prepared for an invasion, the Allies, led by the United States were determined to take the island, partly as payback for Pearl Harbor, and also because a Japanese air base could put Australia at risk of aerial attack. On November 13, 1942, Japanese planes attacked the fleet at Guadalcanal. A kamikaze crashed into the San Francisco’s radar and fire-control station, resulting in 50 men being

killed and wounded. The next day, enemy fighters strafed San Francisco’s bridge, killing nearly every officer on the ship. Throughout the fight, and despite withering enemy fire, Harmon repeatedly dragged his comrades to safety and attended to their wounds. He died while using his own body to shield a wounded shipmate from gunfire.4 Harmon was posthumously awarded the Navy Cross for “extraordinary heroism.” On May 21, 1943, Secretary of the Navy Frank Knox announced that a warship would be named for Harmon. What made the naming of the ship remarkable was that Harmon was black. At a time of widely accepted segregation at home and in uniform, it was the first U.S. warship to carry the name of an AfricanAmerican. The Harmon, a 1,400ton Buckley-class destroyer escort, was assigned to the Third and Seventh Fleets. She participated in the January 1945 landings at Lingayen Gulf, Leyte, and in March operated off Iwo Jima. She received three battle stars for her World War II service. Harmon was decommissioned in March 1947 and remained inactive until being scrapped in 1967. In 1975, the bachelor enlisted quarters at Naval Air Station North Island, California, was renamed Harmon Hall. Two years later the state of Texas recognized him with a state historical marker at the municipal park in his hometown.

New Management: Same Great Care You Can Trust Defense Health Agency Ushers in New Era for Military Medicine From U.S. Naval Hospital Naples

The Defense Health Agency will officially assume responsibility for administration and management of U.S. Naval Hospital (USNH) Naples no later than October 1, 2021. The transition is part of the Military Health System’s ongoing transformation efforts called for by Congress in the National Defense Authorization Acts of Fiscal Years 2017 and 2019 to improve the readiness of the U.S. military and improve the care provided to patients. The ultimate goal of this transition is to create a more integrated, efficient, and effective system of readiness and health within the Defense Department. “From a patient perspective, most of these changes should go unnoticed,” DHA Director Navy Vice Adm. Raquel C. “Rocky” Bono said. “Patients can expect the same high quality, trusted care they’ve come to know at our military hospitals and clinics. Providers can expect to focus on practicing medicine and maintaining their preparedness in the event of crisis.” The transition of more than 430 Army, Navy and Air Force hospitals and clinics to DHA is taking place in phases. The process began October 1, 2018, when the hospitals and clinics at Fort Bragg, Pope Field, and Seymour Johnson Air Force Base in North Carolina; Naval Air Station Jacksonville, Florida; Keesler Air Force

Base, Mississippi; and Joint Base Charleston, South Carolina transitioned to DHA. These facilities joined Walter Reed National Military Medical Center in Bethesda, Maryland, and Fort Belvoir Community Hospital, Virginia, which are original elements of DHA. On October 1, 2019, DHA will assume management of all military hospitals and clinics in the continental United States. Specifically, DHA will be responsible for all budgetary matters; information technology; health care administration and management; administrative policy and procedure; and military medical construction. “CONUS facilities will transition before OCONUS. Although Naples may seem like a ways off, these changes are coming and will impact our community by October 2021,” USNH Naples Commanding Officer Capt. Richard Knittig said. “Further, we want to ensure those who PCS back to the states during this reform understand why this transition is taking effect. This is a time of immense change for military medicine and we will continue to keep the community apprised of such changes.” These reforms will drive better integration and standardization of care. Patients will receive consistent, high-quality health care no matter where they are stationed. Throughout the transition, DHA’s mission remains to support the warfighter, care for warfighter families, and care for the patient.

The Department of Energy (DOE) Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs issued its first Funding Opportunity Announcement (FOA) for Fiscal Year 2020. The Phase I Release 1 FOA, with approximately $31.5 million in available funding, will allow small businesses to submit applications to establish the technical feasibility of new innovations that advance the mission of the Office of Science. The following DOE program offices within the Office of Science are participating in this FOA: ● Office of Advanced Scientific Computing Research ● Office of Basic Energy Sciences ● Office of Biological and Environmental Research ● Office of Nuclear Physics Phase I grants are 6-12 months in duration with maximum award amounts of $200,000. Lisa Franchetti’s, commander, U.S. 6th Fleet, visit to Odesa, Ukraine for the exercise and had the opportunity to meet with the new president of Ukraine, and to meet with special family members. “Admiral Franchetti met family members of the Ukrainian sailors who are being detained by the Russians after the Sea of Azov incident,” Foggo said. “And she heard their stories and concerns.” Foggo concluded the conversation on Sea Breeze with thoughts on the importance of this year’s collaboration. “What makes NATO unique is that we don’t seek to take sovereign territory in any kind of offensive operations,” he said. “We don’t impede the free flow of shipping in international waters. We defend the sovereign territory of our alliance members, and we protect sea lines of communication and freedom of navigation and freedom of the seas.” Ghana Navy’s 60th and International Maritime Defense Foggo also highlighted his

visit to Ghana. While in Ghana, he visited with the Sailors and Coast Guardsmen aboard spearheadclass expeditionary fast transport ship USNS Carson City (T-EPF 7) which is conducting small boat maintenance assistance, maritime law enforcement engagement, and medical and community relations outreach, with port visits to Senegal, Cote d’Ivoire, Ghana, Nigeria, and Cabo Verde. During this trip, Foggo shared what he called a “humbling compliment” from Rear Adm. Seth Amoama who said: “Foggo has been doing this for about 10 years. So that makes him one of us.” Rear Admiral Amoama then continued, “… if you’re one of us, then you must have an African name. What day were you born on, Foggo?” Foggo said, “I was born on a Wednesday.” Amoama replied, “Okay, in that case we re-baptize you, Kwaku Foggo.” Foggo also attended the International Maritime Defense Exhibition and Conference, which brought together more than 250 international senior officials from navies, coast guards, and marine police throughout the Gulf of Guinea, Africa, Europe, North America, and South America. The focus of the conference was to promote maritime security in the Gulf of Guinea and to enhance economic prosperity by addressing the trafficking of people and drugs, illegal fishing, and piracy.

“It’s especially fitting that we are in Ghana, a hub on the Gulf, to reflect and discuss our collective efforts in Atlantic Africa,” Foggo said. “The vast scale of the region and global importance of the challenge means we all have to work together to bring numerous countries, allies, coalitions and partners, international and regional organizations together to work side-by-side — shoulder-to-shoulder.” To best understand the importance of the U.S. Navy’s mission in the Gulf of Guinea, however, it is important to recognize Africa’s unparalleled promise of prosperity if such challenges are resolved. Currently, 60 percent of the African population is below the age of 24. The African workforce will exceed China’s and India’s by 2030 and 2035, respectively. By 2050, one in four world citizens will be African. Trips like these attest to the United States’ support of that potential. As such, Foggo described the visits as “friendship in practice … countries coming together to help one another. And the one thing we only ask in return from our African partners is friendship. “ Ghana Trip Reflects Diversity of the Navy: Walters, Tabsoba, Amegee Admiral Foggo also expressed his gratitude for Fleet Master Chief Walter’s and Ghana native Logistics Specialist 1st Class Tabsoba’s contributions to the trip to Ghana. ral [Foggo] for giving me this opportunity to travel with him,” Tabsoba said. “I was born in Kumasi and I stayed all my life in Kumasi for 24 years before traveling to the state. And I finished university in 2010, I traveled to the United States in 2011 and I joined [the Navy] right away … So my trip to Ghana was very exciting.” Foggo, in turn, described Tabsoba as an “outstanding ambassador for his country [who] represents what is great about our Navy, and that is diversity.” Foggo even suggested the upbeat and inspiring nature of his personal history served as an icebreaker in the great conversation they then had with Ghanaian Defense Minister Nitiwul. Making his first appearance on the podcast, Fleet Master Chief Walters expressed his appreciation for the “enthusiasm and professionalism of our Sailors supporting the African partnership station deployment,” specifically remembering the technical expertise of a small boat maintenance team, members of the 133rd CB Battalion, and the expeditionary security team sent from Naval Expeditionary Combat Com-

mand to assist with the inport security. Admiral Foggo also mentioned Togo native Lt. Lynda Amegee, who was recently profiled on Voice of America (LINK) and who shared her inspiring story with the local community when USNS Carlson City visited Senegal. Every child has the power to succeed in school and in life, and every parent, family member and caregiver can help. We know that children tend to do the same things as their parents. What we say and do in our daily lives can help them to develop positive attitudes toward school and learning, and to build confidence in themselves as learners. Showing our children that we value education, and use it in our daily lives provides them with powerful models and contributes greatly to their success in school and life. Encourage Your Child to Read Helping your child to become a reader is the single most important thing that you can do to help him or her to succeed in school – and in life. The importance of reading cannot be overstated. Reading helps children in all school subjects. More importantly, it is the key to lifelong learning. Here are some tips on how to help your child become a reader: ● Reading aloud to your child should become an important part of your daily routine. As you read, talk with your child. Encourage him or her to ask questions and discuss the story. ● Make sure your home has lots of appropriate reading materials. Keep

books, magazines and newspapers in the house. Reading materials don’t have to be new or expensive. You can find good books and magazines at thrift stores or yard sales. Ask family members and friends to consider giving books for birthdays and other special occasions. ● Set aside quiet time for family reading. Some families enjoy reading aloud to each other, with each family member choosing a book, story, poem or article to read to the others. ● Show that you value reading. Let your child see you reading for pleasure as well as for performing your routine activities. Take them to the library and check out books for yourself. When your child sees that reading is important to you, they are likely to decide that it’s important for them, too. ● Get help if your child has a reading problem. The reason might be simple. For example, your child might need glasses. However, if you think your child needs extra help, ask the school. Teachers and other professionals can work together to determine if your child has a learning disability or other problem, and then provide the right help so they can learn to read and develop the skills to help them succeed in school and later in life.

Like Di Domenico, Portuguese Navy Lt. Cmdr. Ana Patricia Trindade, assigned to Portuguese Naval Fleet Command Headquarters, encountered colleagues during the APS deployment in Cabo Verde who attended the Portuguese Naval School with her . “It was my first time in West Africa, so I had the opportunity to visit new countries for the first time,” Trindade said. “And because I’m a navigation officer, every time I have the opportunity to go inbound at a new port, it’s always awesome.” Trindade is responsible for international and bilateral relations at her command in Portugal. “Presently, I’m working ashore, so this was a miracle,” she said, referring to her selection for the mission. “I always volunteer for ship missions.” Trindade embarked with two Portuguese chief petty officers – both experts in maritime law enforcement – who Trindade attests were essential to accomplishing the APS mission. Trindade and one of her chiefs,, both fluent English speakers like Di Domenico, have served the APS deployment significantly not only by lending their knowledge and skill but also in their ability to work as translators in Cabo Verde, where the official language is Portuguese. “Their skills were apparent from the moment we departed home port as Lt. Cmdr. Trindade found her way to the bridge and began working with the team,” U.S. Navy

Cmdr. Tyrone Bruce, officer in charge of the embarked military detachment, said. “This repeated itself with each person from a foreign military and greatly enhanced the team, which ultimately made the mission a success.” Trindade and the other embarked international partnersexpressed thoughts about the mission and their contribution to ensuring stability and security in the region. “I hope to give what little contribution I can to the strengthening of global maritime partnerships through training and collaborative activities in order to improve maritime safety and security in Africa,” Trindade said. “The Gulf of Guinea is a strategic region for Portugal concerning national energy security. It’s a region where, in five countries, the mother language is Portuguese, and with whom we maintain close social, cultural and economic links.” Like Trindade, Spain’s maritime military team, with two representatives from the Spanish Navy and three from the Spanish Marine Infantry, all individually volunteered to deploy with Carson City for the APS mission. Jose Menendez Alonso, a Spanish Marine, points out that the mission is beneficial not only to the countries Carson City is visiting but also to the various nations embarked aboard Carson City.

“The Spanish Marines are allied with countries like Italy where we have established a permanent force that increases the amphibious operational capacities of NATO,” Menendez said. “We have also collaborated with other countries like Argentina, Brazil, and Egypt. We have a very strong bond with Portugal because of our frontiers and water proximity.” According to Menendez, the Spanish Navy members, with their comprehensive knowledge of engines and maintenance, frequently accompanied the U.S. Navy’s small-boat team to their host-nation engagements, helping to resolve technical and mechanical issues with various patrol craft. “I was excited about this opportunity, because while I have worked with military members from other countries, I have not had the opportunity to sail on ship with them for an extended amount of time or to lead a multinational group,” Bruce said. “When I received their biographies, I immediately began to think of how to best integrate each person in the mission to maximize their talents and skill sets. I did not have to plan very much or very long, because they naturally gravitated to groups with the same skill sets.” Menendez is the boss of a motorized heavy machine gun platoon in Spain, a unit that gives the main fire support and mobility to the 1st

Battalion, while his two first corporals, both assigned to a target acquisition and reconnaissance unit, are knowledgeable in insertion techniques such as parachute, scubadiver, coxswain in small and medium boat sizes, and other mission-specific positions, like sniper. The versatile Marines frequented exchanges with the U.S. Coast Guard Tactical Law Enforcement Detachment Pacific and the medical team, lending their expertise in the fields of VBSS and tactical combat casualty care. “We think it is important to continue to work and train with these countries, because it offers them the possibility to improve their capabilities to protect themselves, the population and, in this case, their coasts,” said Menendez.
