Are you interested in starting or continuing your college education? Now is the time to get started by checking in with the Navy College Office onboard Capodichino and beginning the process of submitting Tuition Assistance Navy College Program for Afloat College Education Distance Learning (TA/NCPACE DL) for fiscal year 2020 (beginning October 1, 2019). The deadline to Submit TA applications through the Navy College Office is now through October 1. You can submit your tuition assistance (TA) requests up to 120 days in advance of your term start date, however, applications must be command approved no less than 14 days before your class starts. TA requests are processed on a first-come, first-served basis. The sooner you submit your application, the sooner you can receive your authorization voucher once October 1 funding is released. Foggo will be there to discuss the Navy’s new leaderships’ visions and thoughts, the EUCOM and AFRICOM theaters, and PPV, HVAC, and water quality for our area. We’ve been putting out notifications on our Facebook page and in our PAO notes, and hopefully by now everyone knows how you can participate. If you can’t physically be at the Support Site movie theater at 6 p.m., don’t worry! We’ll be live streaming via AFN Naples Facebook page and the radio, and taking your questions live on the AFN Naples Facebook page. Please also feel free to send any questions you may have to the NSA Naples Facebook page messenger with the hashtag #TownHallQuestion before the event. This Town Hall is a great opportunity not just to hear what we have to say, but also to ask me, my team, and some of our tenant command leadership questions about topics that affect you and your families. We’ll have representatives from each department at NSA Naples, as well as our local DoDEA school principals, Navy Exchange and Commissary management, and U.S. Naval Hospital Naples leadership. Whether you’re front row in the movie theater, at home on the computer, or even out of town on your mobile device, you have the ability to ask our experts important questions. So don’t miss out! The COLA survey is here! The Overseas Cost of Living Allowance is intended to equalize purchasing power so that Service members can purchase the same level of goods and services overseas as they could if they were stationed in the U.S. It is calculated by comparing the prices of goods and services overseas with average prices for equivalent goods and services in the U.S. The result of this comparison is an index that reflects a cost of living. The Living Pattern Survey (LPS) is available online through September 30, 2019, at the following link: https://www.defensetravel.dod.mil/site/colaSurvey.cfm?ID=italy. The Living Pattern Survey is required once every three years to determine where service members shop and how they allocate their purchases between local markets, U.S. Government, and online shopping facilities. Participation in the survey is limited to service members who have been at the duty station for three months or longer. The survey is fully automated and can be completed on any personal computer. The estimated time to complete is 40-50 minutes. It’s your money at stake. My radio show is back on the air this coming Monday, September 16, at 7 a.m. on 107 FM and on the internet through the AFN 360 app for AFN Naples. I’ll be discussing emergency preparedness, the upcoming Town Hall, and will have special guest stars from the DoDEA schools to put out important information. Our base also has a second radio show that is hosted by our very own NSA Naples Command Master Chief (CMC) Andrew Hochgraver, who covers weekly points of interest targeting our local military community on Friday mornings at 7 a.m. Another way to stay informed is through our PAO Notes, which are emailed out to a by-request distribution list on Wednesdays. BASE NOTES U.S. Naval Hospital Naples Centralized Receivables Service (CRS) Effective as of August 1, 2015, overseas military treatment facilities no longer file insurance claims on behalf of nonTRICARE patients. U.S. Naval Hospital Naples (USNH) staff now send billing information regarding the patient’s visit / medical care to the U.S. Treasury’s Centralized Receivables Services (CRS), the invoicing and collections system for Navy Medicine. CRS then mails out an invoice directly to the patient. Upon receipt, individuals have 30 days, interest-free, to make payment arrangements, file a claim with their insurer, or file a dispute with CRS. It is important that mailing information is current. Napoli Pizza Village Napoli Pizza Village – the greatest outdoor pizza celebration in the world – starts today and runs through September 22 on the waterfront at Lungomare Caracciolo in downtown Naples. More than 40 historical Neapolitan pizzerias will offer their world famous freshly prepared pizzas. Guests can purchase a menu ticket of 12 euros which includes a pizza, drink, dessert and coffee. Musicians and artists will be performing live concerts throughout the event. ATM Machine Installed at Church in Chioggia At a local church in Chioggia, near Venice, a priest has installed an ATM machine to make offerings for mass, pay for candles and contribution to the upkeep of the church. The priest who has been nicknamed “Don Bancomat” (Father ATM) by his parishioners, said the ATM machine is an experiment. Venice Mayor Seeks Outdoor Smoking Ban The city of Venice has some restrictions to tourists visiting the World Heritage Site. Jumping in canals and parading around shirtless are already prohibited, but now the city’s mayor wants to introduce a ban on smoking outdoors. He was very impressed by seeing outdoor no smoking areas while

he was visiting Tokyo, and said he wants to introduce the same regulations. The smoking ban would initially be applied to the Rialto Bridge and St. Mark’s Square. Another idea the mayor has suggested is giving out portable cigarette butt containers, to enable smokers to get rid of their butts without littering the alleyways and piazzas of Venice. Italy Joining with United Kingdom to Build European Multi-Role Fighter Plane The Italian Defense Minister Lorenzo Guerini announced on Tuesday that Italy officially joined the British Tempest program to build a sixth-generation European multi-role fighter plane. The declaration of intent to collaborate was signed in London. According to the minister, the partnership between Italy and the United Kingdom in a strategic sector like aerospace is a very positive result and it confirms the excellence of the Italian defense industry. Dolphin Deaths Blamed on Measles-Like Disease A two meters long dolphin died on the coast of Fregene, near Rome. The cause of the death is still unknown. Other dolphins were found dead along the coast in the last few months, along with turtles. On the coast of southern Tuscany, hulls of dolphins were found dead, and the death was attributed to a measleslike disease.

Todd Abrahamson and members of his team met with Alessandro Formisano head of Operations, Sales and Marketing for the Società Sportiva Calcio (SSC) Napoli soccer team, at the San Paolo Stadium in Naples on September 5, to explore the possibility of SSC Napoli and NSA Naples MWR collaborating to create opportunities for cultural exchanges through shared happenings and events. “The purpose of the meeting was to explore the possibility of SSC Napoli and NSA Naples MWR collaborating to create opportunities for cultural exchanges through shared happenings and events,” Tony Smith, NSA Naples’ Morale, Welfare and Recreation (MWR) director, said. After touring the stadium and facilities, the group sat down to discuss possible future development of beneficial cultural exchanges between U.S. military members stationed in Naples and the local community. These opportunities could include MWR events and commercial sponsorships featuring the franchise, or organized group outings to SSC Napoli games. “I think that generally the relationship between the Neapolitans and the American people residing in Naples has always been excellent,” Formisano said. “I’m happy if SSC Napoli will be able to strengthen this tradition through the relationship with NSA Naples.” Though this was only an exploratory initial meeting, the prospects for a long-lasting beneficial partnership between NSA Naples and SSC Napoli are good. This partnership would allow MWR patrons to experience a very special facet of Italian and Neapolitan culture while strengthening military ties with the community.

How to Prepare for and Survive Earthquake and Volcanic Events

There have recently been a number of devastating earthquakes in central Italy, which have caused significant damage and loss of life. We also have two area volcanoes Mount Vesuvius (pictured above) and Campi Flegrei. Napoli, the Campania Region and Italy offer many opportunities to each of us that others can only dream of. While we make the most of the experience, we need to understand and accept the potential for emergency situations such as earthquakes here. There have been a number of devastating earthquakes that struck central Italy over the last several months, with the most recent being in January 2017 with a magnitude well over five with strong aftershocks, felt throughout Central Italy. These earthquakes have caused significant damage and loss of life. These tragedies serve as a vivid reminder of both the threat and impact of natural disasters here. For the past few years NSA Naples has conducted earthquake and personnel accountability drills, and we will continue to do so. In addition to the threat of earthquakes in our area, we also have two volcanic features in our neighborhood – Mount Vesuvius and Campi Flegrei. While there is no indication that either is showing signs of significant activity, we need to acknowledge their presence and prepare for the possibility of an eruption as well. Historically, volcanic activity has been preceded by significant seismic events. The following is provided to assist you and your family in preparing for all potential disasters, but specifically getting through earthquakes and volcanic events: How To Prepare Be and stay informed ● AFN Radio (107 FM), TV (AFN, TV Channel 48), AFN 360 Internet Radio (http://www.afneurope.net/Stations/Naples/) and AFN 360 Radio Smartphone Application. ● Register in CDNS/ADHOC (email, phone & text message notification). ● Through your assigned Command/Organization. ● NSA Naples and NSA Naples Emergency Management Facebook.

Make a Family Emergency Plan ● Where you and your family will go in the event of an earthquake, or any disaster. ● Where your children will go, or where you will meet them. ● Requirements for family members with special needs. ● Pet’s needs. ● Safely shutting-off utilities. ● Family Communications Plan in case family members are separated during an earthquake. ● Non-Combatant Evacuation – What do you need to take with you. ● Know your Organization’s expectations of you in the event of an emergency, this will likely impact your personal & family emergency planning. ● Practice earthquake drills as a family so everyone knows what to do, especially “Drop, Cover, and Hold!” ● Build an emergency kit that can sustain you and your family for up to 14 days □ Non-perishable food items. □ Required consumables. □ Medications. □ Battery powered radio. □ Flashlight. □ First Aid Kit. □ Don’t forget your Pet’s requirements. What to do if there is an earthquake When indoors ● Stay where you are until the shaking stops. Do not run outside. Do not stand in a doorway as it does not provide protection from falling or flying objects and you may not be able to remain standing. ● Drop to the ground onto your hands and knees so the earthquake doesn’t knock you down. ● Cover your head and neck with your arms to protect yourself from falling debris. ● If you are in danger from falling objects, and you can move safely, crawl for additional cover under a sturdy desk or table. The United States is a highly developed and industrialized society. Americans use a lot of energy in homes, in businesses, and in industry. Americans also use energy for personal travel and for transporting goods. There are five energy consuming sectors: ● The industrial sector includes facilities and equipment used for manufacturing, agriculture, mining, and construction. ● The transportation sector includes vehicles that transport people or goods, such as cars, trucks, buses, motorcycles, trains, aircraft, boats, barges, and ships. ● The residential sector includes homes and apartments. ● The commercial sector includes offices, malls, stores, schools, hospitals, hotels, warehouses, restaurants, and places of worship and public assembly. ● The electric power sector consumes primary energy to generate most of the electricity the other four sectors consume. People use energy for transportation, cooking, heating and cooling rooms, manufacturing, lighting, entertainment, and many other uses. The choices people make about how they use energy – turning machines off when they’re not using them or choosing to buy fuel-efficient vehicles and energy-efficient appliances – affects the environment and people’s lives. Efficiency and conservation are different but related. The terms energy efficiency and energy conservation have distinct meanings: Energy efficiency is using technology that requires less energy to perform the same function. Using a light-emitting diode (LED) light bulb or a compact fluorescent light (CFL) bulb that requires less energy than an incandescent light bulb to produce the same amount of light is an example of energy efficiency. Energy conservation is any behavior that results in the use of less energy. Turning the lights off when leaving the room and recycling aluminum cans are both ways of conserving energy. Despite being severely injured by a mortar round, Capodanno continued attending to the wounded and dying, administering first aid and the sacrament of last rites and encouraging other Marines during the battle. While attempting to rescue a wounded corpsman, Capodanno was killed and posthumously awarded the Medal of Honor. “His sacrifice is not forgotten, neither by the Department of the Navy nor by his family. We commemorate his exemplary actions today, which bring together, Gaeta, the city in which he had family ties, and the U.S. Navy,” Capt. Cassidy Norman, commanding officer of the Mount Whitney, said. “Along with many other Italian-Americans, his courage and his service have reinforced the strong bonds between the United States and Italy.” “Father Capodanno routinely traveled, unarmed, to the most intense battlefields. He never spoke of political or military opinions – he offered mass and simply spread the word of God to those who otherwise would have no churches or clergy in their lives on the battlefield. Since he was on the front lines of battle with the Marine infantry, he was affectionately called the ‘Grunt Padre’” Norman said. “Those who served with him called him a saint, an angel, a hero, and ‘the finest Chaplain I ever knew.’ We are honored to commemorate such an inspiring man, the ‘Grunt Padre,’ whose last known words were “God is with us all this day.” The Mayor of Gaeta, Cosmo Mitrano, also delivered remarks honoring Lt. Capodanno and his ties to the local community. “Vincent Capodanno led an amazing life, which began with his service to the Catholic Church and continued with his service to his country,” Mitrano said. “He is a true Italian-American hero and an honorary Gaetano, and we are so proud to be celebrating this day with the Mount Whitney.” Roberto Mari, aide to the Gaeta mayor, noted that the marriage of Vincenzo Capodanno from Gaeta to the Sorrentine (from Sorrento, 30 miles south of Naples) Rachel Basile brought together the language and liveliness of two Italian sea-faring cultures, preserving a common heritage and keeping

the young couple in the secure embrace of the Italian family. “The last and ninth child of the profoundly catholic couple, Vincent Jr. learned from them to be selfless since he was a child, thus becoming a youngster dedicated to helping and serving people in need,” Mari said. “Vincent Jr. was a priest, a missionary and a Navy Lieutenant who was killed while serving God and his Country.” The Archbishop of Gaeta, Monsignor Luigi Vari, who earlier in the day celebrated a catholic mass in conjunction with Navy chaplains and local priests in memory of Capodanno onboard the Mount Whitney in the ship’s Capodanno chapel, offered the opening prayer and spoke of his intention to place Father Capodanno’s lithograph in his private chapel. “It was a day of memory, centered on the figure of Father Capodanno, chaplain of the Marines and a contemporary hero, who lost his life to be close to his soldiers,” Archbishop Vari said. Chaplains from the region, members of the Capodanno family in Italy, local Italian veterans associations, and other community groups were also in attendance. Cmdr. Michael Hall, the chaplain for U.S. Naval Hospital Naples spoke of his tour with the U.S. Coast Guard, where he served as the pastor of the Capodanno Chapel at Fort Wadsworth in Staten Island. He said members of the Capodanno family were active members of there and in the Catholic community in Staten Island, New York, where Lt. Capodanno grew up and is buried. U.S. Marine Gunnery Sgt. Allen Hancock, who is stationed at the U.S. Embassy in Rome and who attended the ceremony with his fellow Marines said he felt privileged to be there for the memorial. “It is an honor to attend the memorial ceremony for Chaplain Vincent Capodanno, and as Marines we strive for excellence on an off the battlefield and we greatly appreciate the opportunity to remember someone who gave his all to help his Marines,” Hancock said. Mount Whitney, forward deployed to Gaeta operates with a combined crew of U.S. Sailors and Military Sealift Command civil service mariners in the U.S. 6th Fleet area of operations in support of U.S. national security interests in Europe and Africa.

● If there is low furniture or an interior wall or corner nearby, and the path is clear, these may also provide some additional cover. ● Stay away from glass, windows, outside doors and walls, and anything that could fall, such as light fixtures or furniture. ● Hold on to any sturdy covering so you can move with it until the shaking stops. Stay where you are until the shaking stops. Drop, cover and hold on When outdoors ● If you are outdoors when the shaking starts, move away from buildings, streetlights, and utility wires. Once in the open, drop, cover and hold on. ● Stay there until the shaking stops. ● This might not be possible in a city, so you may need to duck inside a building to avoid falling debris. If you are in a moving car ● Stop as soon as you can, away from buildings, overpasses, utility wires, or anything that could fall. ● Stay in the vehicle. ● Proceed very slowly once shaking stops. ● Avoid roads, bridges, or ramps that might have been damaged by the earthquake, and anticipate traffic light outages. After the earthquake ● When the shaking stops, look around. If there is a clear path to safety, leave the building and go to an open space away from damaged areas. ● If you are trapped, do not move around or kick up dust. ● If you have a cell phone with you, use it to call or text for help. ● Tap on a pipe or wall or use a whistle, if you have one, so that rescuers can locate you. ● Be prepared to “Drop, Cover, and Hold on” in the likely event of aftershocks. What to do if there is a volcanic event Before an eruption occurs: ● Be informed. □ Know the status of volcano activity in the area. □ Be knowledgeable of the extent of possible evacuation zones established by local hostnation authorities. ● Make a written family evacuation plan. ● Make a written emergency communication plan in case family members are separated. ● Stay away from volcano sites that show signs of activity.

● Be prepared for other hazards that may accompany a volcanic eruption. ● Include goggles and breathing masks in your emergency kit. During an eruption: Stay tuned to radio or TV for information and instructions. If you are told to evacuate: ● Do not wait. Leave immediately. ● Turn off gas, electricity, and water if time allows. ● Take your emergency kit. ● Follow designated evacuation routes. If you are not told to evacuate ● Continue to listen to radio and TV. An evacuation may still be issued. ● Close and lock all windows and outside doors. ● Turn off all heating and air conditioning systems and fans. ● Gather your emergency supplies. ● Go into an interior room with no windows above the ground level. If you are trapped outdoors ● Seek shelter immediately. ● If you are caught in a rock fall, curl up in a tight ball to protect yourself. ● Be aware of mudflows and flooding if you are near a stream. ● Protect yourself from hazardous falling ash: □ Stay away from areas downwind of the volcano. □ Wear long-sleeved shirts and pants. □ Wear goggles to protect eyes. □ Wear a mask or use a damp cloth over your face to minimize breathing in ash. □ Keep car engines off and avoid driving. □ Stay inside if possible. ● Once you are in a safe place, muster with your command if you are military or civilian personnel. ● Be prepared for other hazards that may accompany a volcanic eruption. After an eruption ● Continue to listen to radio or television for information and instructions. ● Stay away from affected areas until otherwise instructed. ● Be careful when entering damaged buildings. 1. Find a penny, pick it up – all day long you’ll have good luck is an old saying, however most people would argue that finding “free” money, even a penny is a lucky find. 2. Black cats – though typically sleek and beautiful – are thought to bring bad luck, especially if one crosses your path. 3. Broken Mirror – is thought to bring you seven years of bad luck. 4. Walking Under a Ladder – for safety sake you shouldn’t walk under a ladder (since something could fall on your head, or you could knock someone off the ladder), but according to ancient superstitions, it’s bad for your soul to violate the “triangle,” which is supposed to be a symbol of life. 5. Throwing Salt Over Your Shoulder – especially your left shoulder – is thought to help safeguard you from bad luck. If the devil was standing behind you salt would get in his eye and distract him from hurting you. 6. Opening an Umbrella Inside – is thought to bring you bad luck, as if it were raining inside when you open the umbrella. 7. Saying Bless You When Someone Sneezes – traces its origins to the bubonic plague or “black death” in Europe during the Middle Ages, and was thought to protect the person who was sneezing

in hopes they would not soon die. 8. Lucky Rabbit’s Foot – is an ancient symbol of good luck and fertility dating back to the sixth or seventh century B.C., however it not so lucky for the poor rabbit. 9. Knocking on wood – began with the Druids who lived some 2,000 years ago and believed ancient spirits lived in trees, and that knocking on a tree or “wood” was a way of asking the good spirits to come to you in times of need. 10. Crossing Your Fingers – for good luck has been around for centuries, and its origins are unknown. However, it’s generally thought of as being a simple way of warding off witches, evil spirits, and other bad luck. 11. Horseshoes – are another good luck charm whose origins are steeped in ancient history. However, most people agree that for the horseshoe to bring good luck, it must be upturned in the shape of a capital “U” and hanging over a door to help keep bad spirits away. 12. Four Leaf Clovers – are usually thought to be Irish in origin, and somewhat rare to find in nature. When they are found, they are thought to bring good luck. 13. The Number 13 – is widely thought to be unlucky, which makes it one of the most common superstitions. In fact, many buildings, if they are more than 12 stories high, will not list a 13th floor.
