Adm. James G. Foggo III, commander of U.S. Naval Forces Europe and Africa, recently released the 9th episode of his podcast “On the Horizon: Navigating the European and African Theaters.” The May podcast highlights the Navy’s efforts in the

Mediterranean Sea and Arctic region, as well as U.S. Coast Guard cutter (USCGC) Thetis and maritime forces working with partners in Africa. Dual Aircraft Carriers in the Mediterranean Adm. Foggo and Jon Huntsman, the United States Ambassador to the Russian Federation,

recently embarked Nimitzclass aircraft carrier USS Abraham Lincoln (CVN 72) with USS John C. Stennis (CVN 74) operating nearby. During the visit, Huntsman shared his view on having two carriers operating together in the Mediterranean. “When you have 200,000 tons of diplomacy that is cruising the Mediterranean

The NATO Strategic Direction South HUB and the Supreme Allied Command Transformation hosted a Study Day in Naples on “The Impact of Climate Change on Stability in Middle East and North Africa,” May 30, 2019, in Naples. NATO remains interested in the stability of the Middle East and Africa because this will increase the security of Europe. Amongst many global challenges, the HUB has identified climate change as one that does not require any military options but that has security implications. Navy Returns to Flying Union Jack From Chief of Naval Operations Public Affairs

U.S. Navy ships and craft June 4 marked the return of the union jack. The date for reintroduction of the union jack commemorated the greatest naval battle in history: the Battle of Midway, which began June 4, 1942. “Make no mistake: we have entered a new era of competition. We must recommit to the core attributes that made us successful at Midway: integrity, accountability, initiative and toughness,” Chief of Naval Operations Adm. John Richardson said. “For more than 240 years, the union jack, flying proudly from jackstaffs aboard U.S. Navy warships, has symbolized these strengths.” The union jack is a flag consisting of 50 white stars, representing each of the 50 states, on a blue background. A version of this jack first flew in 1777 and was updated as new states joined the union. “The union jack is deeply connected to our heritage and our rise as a global nation with a global Navy,” Richardson said. “The Navy is a symbol that projects American values to the world. Just as the Navy embodies the values and principles that we hold dear, our very appearance in port and at anchor communicates important messages.” The Navy will re-establish the custom in which the commissioned ship in NAVY RETURNS TO FLYING UNION JACK Page 3

ongratulations to our high school graduates! Yesterday at Carney Park the 2019 Naples Middle/High School senior class walked across the stage and into their futures. We’re proud of your hard work and the positive roles you play in our community. We’re also appreciative of the support you provide as members of military families. The things that you have accomplished are outstanding, and we can’t wait to see what you go on to achieve. Students do not succeed alone, so I’d like to take this opportunity to thank the families and teachers who helped along the way. These outstanding people gave countless hours of support, care, and motivation to these students to aid them in their personal and scholastic journeys. Bravo Zulu to our families and teachers, and congratulazioni to our students on a job well done. Speaking of things to celebrate, June is the Department of Defense (DOD) LGBT Pride month. This month recognizes the contributions and accomplishments of its lesbian, gay, bisexual, and transgender personnel. This includes our active duty and reserve service members, and our civilian employees. We gain a strategic advantage through the diversity of our total force and create a culture of inclusion where individuals are drawn to serve, are valued, and actively contribute to overall mission success. Everyone is welcome to participate in celebrating the advancement of diversity within the DOD and showcasing the health, happiness, and cohesiveness of the fleet. As we head into the weekend, I’d like to remind everyone of the fantastic services that are open to you on our installations. Naples Waterfront Plastic-Free for Summer Naples waterfront becomes strictly plastic-free this summer until September. The city joined the “Plastic Free Challenge” project which is promoted by the Ministry of the Environment, the Protection of the Territory and the Sea. The area affected by the initiative is part of the territory that goes along via Mergellina to Piazza Vittoria; it will no longer be possible in this area to use containers, cutlery, straw and other disposable plastic items that are not biodegradable. In case of the violation, a fine will be applied which can range from 25 euros to 500.

Cruise Ship Smashes into Venice Harbor On Sunday, a cruise ship smashed into Venice harbor before crashing into a smaller boat where four people were injured. The captain and pilot of the ship face possible charges of criminal damage. Several other people including port officials have been investigating while the ship company cancelled the cruise and offered passengers a full refund. Venice’s administration has for several years proposed that cruise ship traffic be banned from Venice. The ship will be kept stationed in Venice for the duration of the investigation.

Area Archaeological Parks Open Saturday to Honor Famous Archaeologist Giuseppe Fiorelli This Saturday there is a free opening entrance of the Archaeological Park of Pompeii and other sites such as the National Antiquarium of Boscoreale, the excavations of Oplontis in Torre Annunziata and the Villa San Marco in Castellamare di Stabia. June 8 is the birth date of Giuseppe Fiorelli, the famous archaeologist who in 1858 developed a new research method in the excavations of the site of Pompeii. Fiorelli also invented the method for obtaining plaster casts of the bodies of the inhabitants by inserting liquid plaster into the void left by the bodies in the ashes. Thus the casts obtained are still visible in Pompeii. The free opening falls under the #IoVadoAlMuseo initiative promoted by

Military Doctors Drafted to Help with Shortfall of Hospital Staff in Molise Military doctors were drafted in to cope with a shortfall of hospital staff in the southern Molise region. This was the last resort the hospital employed to prevent the closure of orthopedic and traumatology wards. The military doctors will be employed for a least five months. In Italy, by 2025 there will be a shortage of practicing doctors. In Italy, statistics estimate that by 2025 a flow of practicing doctors will be retired and there will be a consequence shortage of them. The number of estimated retirements is higher than the number of new doctors being hired. Hospitals are expected to face a shortage of pediatricians, surgeons, gynecologists and cardiologists.

HISTORY: 75TH ANNIVERSARY OF D-DAY

Seventy-five years ago this week the Normandy invasion – a pivotal turning point in World War II – began on June 6, 1944, in the Bay of the Seine, on the south side of the English Channel between the Cotentin Peninsula and the port of Le Havre. Some 55 miles broad and 20 miles deep, its waters were shallow, had a considerable tidal range, and, when the wind blew from the northward, could be very choppy. The planned landing beaches covered about 45 miles of the Bay’s shoreline. Westernmost was “Utah” Area, stretching eight miles southward along the lowlying southeastern coast of the Cotentin Peninsula. Directly to the east was

“Omaha” area, covering 12 miles of generally hilly terrain. United States forces were assigned to take both of those areas, with important assistance from the navies of Great Britain and other Allies. British and Canadian troops would assault the areas code-named “Gold,” “Juno,” and “Sword,” which ran 20 miles eastward from “Omaha.” This sector ended at the mouth of the Orne River, some 15 miles west of Le Havre, where the German Navy based a group of potentially very dangerous torpedo boats. The actual landing beaches occupied a fraction of the width of each area, but were intended to provide sufficient initial footholds to allow rapid reinforcement and expansion inland, with the attacking soldiers joining

their flanks to create a continuous beachhead perimeter before the enemy could mount a major counterattack. Each area would be assaulted by approximately one army division, with initial landings being made by much smaller units at 6:30 a.m. in the American areas and about an hour later in the British. Their arrival on the shore was to follow a bombardment by ships’ guns and aircraft ordnance, kept relatively brief to maintain as much as possible the element of surprise. As a result, German shore defenses frequently remained intact, and would prove troublesome to both the landing forces and ships offshore. To protect the invasion zone’s western extremity, and to facilitate the “Utah” landing force’s movement

into the Cotentin Peninsula, the U.S. 82nd and 101st Airborne Divisions descended by parachute and glider in the small hours of “D-Day”, June 6, 1944. Though badly scattered and lacking much of their equipment, these brave paratroopers kept the Germans occupied and helped ensure that the “Utah” Beach assault went relatively easily. The British and Canadian attacks, assisted by an air-dropped division on their eastern flank and a longer naval bombardment, generally also went well. Not so in the “Omaha” area, where deep beaches backed by steep hills meant that the U.S. troops landing there were exposed to withering fire from enemy small arms, machine guns and artillery. Casualties were very heavy and the assult only succeeded after a day of brutal fighting, with warships coming in close to provide direct gunfire in support of the hardpressed soldiers. Navy Rear Adm. John L. Hall led Task Force 124, for the assault on Omaha Beach (five miles between Porten-Bessin and the Vire River) on board USS Ancon (AGC 4). The assault force consisted of minesweeper, assault, escort, bombardment, and shoreparty groups. Commanding the U.S. Army's 1st Division and 29th Infantry Division was Army Gen. Clarence R. Huebner. At H-Hour (6:30

a.m.), starting with landing difficulties, the troops landed with a second wave coming a half-hour later. The code-name for the beaches were: Charlie; Dog Green; Dog White; Dog Red; Easy Green; Easy White; Easy Red; Fox Green; Fox White; and Fox Red. At the beaches, following wading through tide-water, the men were met with extreme gun fire, rough terrain, runnels, mined-obstacles, French galets (pebbles), concertina barbed wire, and seawalls. This journey continued with being exposed in a grassy area with no cover, whilst still under extreme fire, which was then met with a climb riddled with numerous bluffs and eroded ravines. Ranging from 5,000 to 7,000 yards from shore, nine U.S. Navy destroyers along with three Royal Navy Hunt-class destroyers provided gunfire support, with USS Baldwin (DD 624) being the only U.S. Navy ship that received distinct damage by the enemy. By noon, the first Germans were coming out of their positions to surrender. At the end of the day, the brave and valorous men reached a mile-and-half inland. By nightfall on the sixth of June, the situation was favorable, even on Omaha. Entered the popular culture as “D-Day,” a name it has retained ever since.

USO Hosts Waffle Sunday This past Sunday many members of the NSA Naples community enjoyed the USO Naples Waffle Sunday. Five-year-old Ailey Henning (left) was very excited to receive a yummy waffle topped with whipped cream and sprinkles from USO Programs and Volunteer Coordinator Moriah Eustice (right). The USO treated the families to a morning filled with delicious waffles complete with a colorful topping bar. Each guest had the opportunity to customize their waffles with toppings like chocolate chips, strawberries, bananas, sprinkles, whipped cream and more. This wonderful program gave families the opportunity to share a free and delicious breakfast with their family, friends and neighbors courtesy of USO Naples. About 60 students from US Support Site Naples Middle High School toured Allied Joint Force Command Naples (JFC) and learned about NATO on May 30, 2019. Students and teachers visited the modern complex where JFC Naples has stood since 2012. Coming from a military background and going into a military career, today was informative learning about multinational joint commands,” 18-year-old Caleb Bogart said. “I liked seeing service members from other nationalities.” After the JFC Naples staff welcomed them, the students attended a general briefing on the current functions and operational tasks of the command including the recent history of the Headquarters. “Today was fun and interesting to see how committed the NATO countries are protecting our peace,” 16-year-old Trixie Delacruz said. “I’m into world war and history and we were just studying the Warsaw pact so it really hit home.”

Students received an overview on current topics, such as NATO general structure, the Joint Operations Center activities, and the role of the NATO International Civilians and the importance of the Cyber Security. The participants also met the JFC Naples Deputy Commander, Canadian Lieutenant General, who addressed them in his welcome remarks. A questions and answers session concluded the event. The participants also toured the Community Center and saw the Morale and Welfare Activities facilities that support of the JFC Naples community. The school visit is part of JFC Naples Community relations activities organized by Public Affairs Office with the specific role to emphasize and reinforce relationship between JFC Naples and local community. The mission of Allied Joint Force Command Naples is to prepare for, plan and conduct military operations in order to preserve the peace, security and territorial integrity of Alliance member states throughout Supreme Allied Commander Europe (SACEUR) Area of Responsibility (AOR) and beyond.

Remember the days when your home had only one TV and a computer was something you only needed at work? These days, most homes have multiple TVs and computers, all connected to various devices such as DVD players, game consoles, external monitors, and printers. While these cool electronics are packed with features that entertain us or help us be more productive, the energy consumed by all these gadgets in our homes can add up to nearly 10 percent of a household’s monthly electric bill. The problem is that many people forget to turn off their devices when they aren’t using them, and many electronics even continue to draw power after they’ve been turned off, wasting energy in the form of “vampire loads.” There is a convenient and low-cost solution. NMCRS Volunteer Award Luncheon By Kirsten Walden Navy Marine Corps Relief Society Volunteer

On May 17, a luncheon was held to thank the volunteers who support the Navy Marine Corps Relief Society (NMCRS) at the Community Center, which was festively decorated for the special occasion and the honorees enjoyed catered food donated by Dante’s Mexican Grill. The volunteers were recognized with NMCRS gear – such as shirts – based on their hours worked, ranging from 25 to 800 hours. Two volunteers, Erin Anderson and Diana Anderson, who are leads at the thrift shop on support site, were given the Presidential Certificate of Commendation, the highest volunteer award. Between them, they have volunteered a total of 1,500 hours. NMCRS Relief Services Assistant Zoe Peck presented

the commendations and read to each award recipient. “Your outstanding service and work ethic proved indispensable in providing a well-run store in which our service members and eligible patrons can shop,” Peck said. “Eminently reliable and motivated, you can be relied upon to lead our volunteers and handle day to day operations in the Thrift Shop with minimal guidance.” With an office at NSA Capodochino and the NMCRS Thrift Shop at support site, the goal of the Navy Marine Corps Relief Society is to provide financial, educational, and other assistance to members of the Naval Service, eligible family members, and survivors when in need, and to receive and manage funds to administer these programs. Volunteers at the thrift shop help as cashiers, shift leads, or sales staff. In the administrative office on Capodochino, volunteers are trained as caseworkers to assist service

influence the stability in Middle East and North Africa. One of the key speakers was H.E. Ambassador Josefa Leonel Correia Sacko, Commissioner for Rural Economy and Agriculture of the African Union. Africa is the most vulnerable continent to climate change in spite of contributing only 3.8 percent of global greenhouse gas emissions,” Sacko said. “African heads of state created three climate commissions at COP 22 in 2016, the Sahel Region, the Congo Basin, and African Island States. NATO can support this effort as a sustainable way of mitigating climate change and stopping the deadly migration to Europe by African youth.” Ambassador Sacko was named as one of the 100 World’s Most Influential People in Climate Policy 2019. The specific themes they explored were how climate change could lead to social and economic transformations and how it could lead to security challenges. Climate change worsens existing social, economic, and environmental risks that can fuel unrest and potentially result in conflict. Security concerns aggravated by climate change include impacts on food and water supply, increased competition over natural resources, loss of livelihoods, climate-related disasters, migration, and displacement. Crisis-affected countries are more susceptible to being overwhelmed by the security risks posed by climate change. Stabilization efforts often do not consider the impacts of climate change. At the same time, state fragility hinders

climate change adaptation efforts, particularly among the most vulnerable communities. Military experts, including NATO and many of its member states, consider climate change to be a “threat multiplier,” exacerbating impacts of persistent poverty, weak institutions for resource management and conflict resolution, fault lines, a history of mistrust between communities and nations, and inadequate access to information or resources. Climate change affects resource availability and has already led to migration and increased competition over scarce resources in some of the hotspots. The environmental damage caused by climate change transcends borders, and because resources like water (rivers, lakes, etc.) often cross borders too, climate change can motivate countries to cooperate to solve mutual problems. Several government reports and think tank publications have pointed out that climate change, if handled properly, could represent an unprecedented threat that ultimately binds former geopolitical rivals closer together. That, of course, may be a dream, but it is undoubtedly true that there are solutions to help mitigate the risks and impacts of climate change – so long as the countries find political will to implement them. This event was a demonstration of how NATO, with its Strategic Direction South HUB contributes toward the further development of peaceful and friendly international relations by strengthening their free institutions, and promoting conditions of stability and well-being.

Between the Abraham Lincoln and John C. Stennis CSGs, the U.S. Navy had 130 aircraft, 10 ships, and more than 9,000 Sailors in action, working side by side in the Mediterranean at the time the podcast was recorded. “No other country in the world comes close to the power projection capability offered by one of our U.S. nuclear powered aircraft carriers, much less two of our carriers,” Foggo said. “And being able to host two carriers at once and for them to successfully complete dual carrier strike group operations is an awesome display of naval power projection.” The admiral emphasized the significance of where the dual carrier operations took place. “Our dual carrier operations were conducted in the Mediterranean Sea, a strategic body of water that can support three different combatant commands and three separate continents at the same time,” he added. “And only the U.S. Navy can conduct these operations from the Mediterranean across these three boundaries simultaneously. Enough said.” While the dual carrier operations were underway, the U.S. Navy had ships positioned throughout European waterways to show support for our allies and partners and deter any adversary: USS Gravely in the Baltic Sea, USS Ross in the Black Sea, USS Bainbridge in North Atlantic, and USS Carney near the United Kingdom. Mendez Nunez (F 104) joined the Abraham Lincoln CSG during pre-deployment workups in the United States and now on its current deployment, and the French Navy frigate FS Languedoc (D 653) and the British Navy destroyer HMS Duncan (D 37) joined the John C. Stennis CSG during different parts of its deployment. Before entering the Mediterranean, the John C. Stennis CSG conducted dual carrier operations with the French aircraft carrier FS Charles De Gaulle (R 91) and successfully completed operations with the Essex Expeditionary Strike Group. This included successful operations with the F-35B Lightning. “What other country can successfully conduct dual carrier strike group operations with its own country and conduct dual carrier operations with another country, one week apart in different bodies of water, just after working with the most advanced fifth generation strike fighter in the world?” Foggo asked. Arctic Focus In early April, Foggo visited Bergen, Norway, to hear perspectives of Arctic scholars during the Naval

War College Regional Alumni Symposium, which focused on the Arctic, specifically on collective defense and security, maritime challenges, and keeping the international maritime domain free and open. His key message at the symposium was, “It’s no one’s lake.” He was referring to Russia’s resurgent military activities in the Arctic as well as comments made by Russian leadership about possible restrictions on international waterways in the Arctic. Russian forces have reoccupied seven former Soviet bases in the Arctic Circle and have built new bases. They have renewed their capabilities in the North Atlantic and are extending their reach in the Arctic. Russia has made recent alarming statements that could question the freedom of the seas in the Arctic. The Russian government is expected to enact a policy change that will require foreign governments to provide 45 days of advance notice for transits of sovereign immunity vessels along the Northern Sea Route, which is the Arctic FOGGO PODCAST

route that connects the Kola Peninsula with the Bering Strait. “If Russia attempts to enforce beyond what the law of the sea allows, it could set a dangerous precedent for the entire international community,” he said. “That is, powerful coastal states may amend the law of the sea because they want to, and because they possess weapons capable of enforcing their new policies.” According to the admiral, protecting U.S. northern approaches remains critical to national security. “The U.S. Navy has long operated in the Arctic region, proudly sending the first submarine, USS Nautilus, to the Arctic in 1957, and we’ve maintained a presence in the Arctic ever since,” Foggo said. The presence also includes operating in the air, surface, and undersea domains in maneuvers and exercises like the biannual Ice Exercise (ICEX) and exercise Cold Response. The U.S. 6th Fleet routinely operates in the High North with allies and partners to ensure the region remains stable and free of conflict. The changes in the geo-strategic environment are creating new challenges in the region. Along with these challenges, the admiral highlighted U.S. Navy efforts in the region. He was in Norway in October and November 2018, leading exercise Trident Juncture 2018, which was the largest NATO exercise since the end of the Cold War. The exercise included participation from 29 NATO allies as well as Swedish and Finnish partners. Although not an Arctic nation, China has identified itself as a “Near-Arctic State” in its China Arctic Policy, which has its own economic and foreign policy interests in mind for activities in scientific research, resource exploration, and shipping and security. “The increased involvement of non-Arctic states in the region – to include China, France, Germany, Japan, South Korea, and the United Kingdom, amongst others – has thus far been in accordance with customary international law, but it will be vital to ensure that this continues,” Foggo added. The influx of non-Arctic states into the region has posed challenges, but the Arctic Council is well-equipped to confront most issues. Yet it has one limitation – their mandate explicitly excludes military security. “That’s where the U.S. Navy comes in; we are an extension of diplomacy and guarantor of peace and stability,” Foggo said.

Thetis deployed to Africa USCGC Thetis recently completed its threemonth deployment off the coast of Africa, where it trained with African coastal nations, participated in exercise Obangame Express 19, and conducted maritime security operations in the Gulf of Guinea with African partners. Foggo thanked the U.S. Coast Guard Commandant: “I really have to thank Adm. Karl Schultz, the Commandant of the U.S. Coast Guard, for sending the U.S. Coast Guard Cutter Thetis to us. This was the first cutter since 2012 that has operated off the coast of Africa, and this was the first time a cutter has participated in exercise Obangame Express.” Though only in theater for a three months, Thetis conducted joint training, exercises, and operations with many African partners while in the region. “The accomplishments of the ship were impressive,” Foggo noted. First of all, the crew rescued two sea turtles stuck in fishing nets and also saved the lives of two stranded fisherman who had been previously declared dead at sea; they then worked alongside the Nigerian Navy and Cabo Verdean Coast Guard during Operation Junction Rain for the law enforcement at sea.” The admiral goes into depth about Operation Junction Rain and why it is important. “Operation Junction Rain is the capstone of the U.S. African Maritime Law Enforcement Partnership, where our Coast Guard boarding teams advise and assist African partners with tactics and techniques to combat illegal fishing, human and narcotics trafficking, piracy, and pollution during real-world enforcement operations,” Foggo said. Foggo brought up a personal story that he shared back in Episode 8 about a Coast Guard ensign stationed aboard Thetis who emigrated from Africa to the United States with his family as a child. Sensible Safety Tips for the Summer Holidays From NSA Public Affairs

It’s the end of the school year and children everywhere are cheering as they look forward to no more school and lots of summer fun and vacations. These helpful hints may help ensure you stay safe while having fun with your friends and family. On the Road ● Buckle up ● Pay attention, more vehicles will be on the road, including an influx of motorcyclists. ● Drive at safe speeds. Leave enough travel time in advance to avoid the urge to speed. ● Use a designated driver; if you plan on drinking, plan on a safe and sober ride. ● On the way back, drive well-rested, be patient, and remember roads will be congested. Sun Safety ● Avoid sun exposure during the hottest hours of the sun’s rays. ● Apply sunscreen with a SPF (Sun Protection Factor) of at least 15, paying special attention to the face, nose, ears and shoulders. ● Wear a hat. ● Wear sunglasses with UV (Ultraviolet) Protection. ● Drink plenty of water and noncarbonated drinks, even if you do not feel thirsty.

Grilling Safety ● Always read the use and care manual before operating your grill. ● Never leave grill unattended when in use. ● Preheat grill to no higher than medium-high. Temperature of grill should be 400 to 450°F because high heat and excess fat can cause flare-ups. ● If flare-ups do occur, move food to a cooler spot on the grill or temporarily cut off the air supply by closing lid or shutting the air vents. ● To avoid flare-ups you should drain off excess marinade or oil before putting food on grill, trim excess fat to 1/4-inch on steaks and chops, and remove skin and excess fat from chicken pieces. Water Safety ● Swim in supervised areas only. ● Obey all rules and posted signs. ● Stop swimming at the first indication of bad weather. Remember to make safety awareness part of your summer holiday planning. A moment’s inattention is all it takes for an accident to happen. Be prepared by being aware of potential summer holiday dangers.
