Thousands of members of the Naples military community and their guests gathered at Carney Park Saturday and Sunday for the Festa Americana, a twoday event celebrating the United States’ Independence Day. The festival, sponsored by Morale, Welfare and Recreation (MWR), featured a softball tournament, food vendors, carnival rides, dancing and musical performances. Stage acts during the two-day festival included the American Idols Armed Forces Entertainment Tour, Cartel, the Kelly Bell Band, the Willy Pete Band and other favorite local entertainers. see FESTA AMERICANA Page 13

Register now to vote November 6 From the Voting Assistance Office

With the Nov. 6 general election around the corner, time is running out to register to vote. Voting is a fundamental principle upon which our nation was founded, and sailors can play a direct role in their government by casting a vote. June 28 through July 7 has been designated as Armed Forces Voters Week and Overseas Voters Week. As part of Armed Forces Voters Week, the Naval Support Activity Naples Voting Assistance Office will have information booths set up from 9 a.m. to noon today and again from noon to 2 p.m. Saturday, July 7 outside the Navy Exchange at the Support Site. Sailors, their eligible dependents, and cit-

izens overseas who want to register to vote should complete their Federal Post Card Application (SF-76). You can complete your Federal Post Card Application by visiting http://www.fvap.gov, printing the completed form and then mailing it to your local election office, postage paid. The Federal Post Card Application should be received by election officials at least forty-five days before Election Day. This allows ample time to process the request and mail the ballot to the voter. Be sure to notify your election official of any change of address by submitting the Federal Post Card Application. Under normal circumstances, most states and territories begin mailing ballots to citizens 30 to 45 days before an election. If

you have not received your ballot two weeks before the election, you should contact your local election office and submit the Federal Write-in Absentee Ballot (also known as the “Emergency Ballot”). Always execute and return your absentee ballot regardless of when you receive it. Court decisions sometimes require the counting of ballots that were received late. Happy Friday, everyone! After power outages early this week, Mirabella was able to restore power to all housing units on Tuesday evening. Thanks to all for your patience. The problems were initiated by an off-base power issue that affected the base and the Teverola warehouse. This issue also affected some of our on-base equipment. Mirabella worked diligently throughout the event, recalibrating an affected control panel and replacing a faulty transformer. Mirabella also has scheduled the replacement of degraded terminals. There is no scheduled power interruption for the replacement of the terminals. Mirabella and the Public Works Department are reviewing the status of all equipment to ensure there are no additional problems. There may be additional maintenance required, but we do not expect any more interruptions, and we have backup generators available should we require them. Thanks to the Public Works Department and Mirabella personnel who have been working nonstop since Monday to get this problem rectified. Remember that not only are we in peak demand season, with everyone's air conditioners running full tilt both on and off base, but also that the power grid here is prone to more instability than we may be used to in the United States (although the East Coast has been experiencing the worst outages in years). We also haven't had an unexpected outage like this in more than ten months, and have not had any instances of damaged personal electronics by residents since the upgrades were conducted last fall. I realize this is of little solace when your power is out and it is hot and uncomfortable. We take these outages seriously and I am now more intimately familiar with many of the bases’ electrical substations than I ever dreamed I might be. Look for updates via Facebook, PAO Notes and Panorama as more information becomes available. Finally, power outages regularly require Mirabella to reset both air conditioners and hot water heaters. If you're experiencing any issues, put in a trouble call with the housing office to get them fixed. Thanks, again, for your patience. The big topic this week is the truck strike currently set to begin Sunday and run all week from July 8 to 13. When we experienced a truck strike earlier this year, the results were disrupted traffic, a cessation of deliveries of goods and services, and shortages in gasoline and bombola gas to some residents. Most gas stations were out of fuel by mid-week. There shouldn’t be much demand for bombola gas in this heat, but it’s best to prepare for the worst case scenario and be part of the solution. Fill up your gas tanks, top off your bombola gas, stock up on necessary items like prescription drugs, and plan on carpooling or taking the bus to work from the Support Site. Be ready before Sunday. Some roadways and exits were blocked last time, specifically at the Caserta toll booth on the A1, at several spots along the SS7, and on the Tangenziale in the Pozzuoli and Licola areas. Make sure you know alternate routes before leaving no matter where you live, and minimize your driving to conserve as much fuel as possible. Consider storing some gas in approved fuel storage containers, but please do so safely (you can’t do it in base housing). Again, plan for the worst and be part of the solution. We’ll be sure to keep the community informed via the normal emergency communication channels of PAO notes, Facebook and Twitter, the Command Desktop Notification System, and AFN. Thanks to everyone who came out to the Festa Americana last weekend. It was a smaller crowd than the last few years, and that was by design. I think it was more enjoyable this year due to the slightly smaller crowds, and everyone who went seemed to be having a fantastic time. I know numerous organizations used the event as a fundraising opportunity, and the word has it they were very successful. I’d like to also thank all those people from the various departments and commands who came together to make the event happen. That includes all the great folks at Morale, Welfare and Recreation; Navy Entertainment; Armed Forces Entertainment; our numerous sponsors; the security, safety and legal offices; medical personnel; and the private organizations and other volunteers. Job very well done, everyone. Tomorrow wraps up Armed Forces Voters Week and Overseas Voters Week, and you’ve probably seen one of the booths that my Voting Assistance Office (VAO) has set up around the Support Site or Capodichino. Truck strike scheduled for July 8-13

Currently a truck strike is set to begin Sunday, July 8 and run through Friday, July 13. Previous truck strikes have disrupted traffic, stopped deliveries of goods and services, and blocked some roadways. During the last weeklong strike, many gas stations were out of fuel by mid-week, and bombola gas couldn't be delivered. Personnel are reminded to fill gas tanks, top off bombola gas, stock up on necessary items like prescription drugs and diapers, and plan on carpooling or taking the shuttle bus to work. Research alternate routes. Minimize your driving to conserve as much fuel as possible. Since 2007, Naval Support Activity (NSA) Naples has sponsored English classes for Italian government officials and members of Italian law enforcement agencies, including the Carabinieri, Polizia di Stato and Guardia di Finanza. This year’s English

classes ran from January 2012 through June 2012. To commemorate the end of six months of instruction, the students were recently presented with certificates of attendance by Capt. Scott Gray, commanding officer of NSA Naples. After receiving their certificates, the students enjoyed bowling and burgers at the Support Site bowling alley.

‘Gomorra’ author lends name to asteroid The International Astronomical Union has named an asteroid after the Italian journalist and writer Roberto Saviano, who is known for his 2006 bestselling book, “Gomorra.” The book revealed details about organized crime in the Naples area and spawned a film that won second place at the Cannes Film Festival, as well as five European Film Awards. The asteroid no. 278447 has a presumed diameter of four-sevenths of a kilometer, and takes 6.4 years to orbit the sun. Saviano said he never thought that in his life he would have received this incredible news, and from now on he would look at the sky with different eyes.

German couple pays €500 to save lobsters from restaurant While vacationing on the Costa Smeralda in Sardinia, a German couple dined at local restaurant that had a live lobster tank. By the end of the dinner, the wife requested to buy all of the live lobsters. Her intention was to put them back into the sea, even though someone tried to explain to her that the lobsters would not have survived in the ocean. Nevertheless, she and her husband paid € 500 to purchase them. The couple put the lobsters in a container and went back to their hotel.

Naples priest helps troubled youth become tour guides, musicians In Naples’ Sanità district, an area that has had problems in the past with organized crime, a priest has been working to give youth a brighter future. Don Antonio Loffredo, the parish priest of

four churches in Naples, has founded a group of cooperatives that offer young people opportunities in the fields of the arts and tourism. In six years, Loffredo has raised €4 million in donations from private investors, which he has used to create a theater studio, a youth orchestra and a program that employs neighborhood youth as tour guides in the Naples catacombs. Today, young people from the Sanità district who once were failing out of school can be seen educating tourists about of some of Naples’ greatest cultural attractions. Additionally, the Sanità Ensemble that Loffredo helped found recently performed in front of Giorgio Napolitano, the president of the Italian Republic. Other initiatives run by Loffredo have included a youth-run bed and breakfast and a project in which young people create works of art out of discarded metal. Due to Loffredo’s success, the socalled “Sanità model” is being adopted by other Naples neighborhoods to give young people productive occupations and reduce their chance of being recruited by criminal organizations.

Fake gladiators arrested near Colosseum Two costumed “gladiators” were arrested in Rome while they were working outside the Colosseum. They threatened police and tried to run away before they were caught by motorcycle cops. In Rome there is ordnance that bans the fake warriors from working directly outside the ancient monument. They sometimes aggressively press tourists for cash after taking pictures with them. They are still allowed to work elsewhere in Rome, including along the street leading up to the Colosseum, at the Trevi fountain and in Piazza Navona. In April, the centurions and gladiators staged sit-ins in Rome, and two men occupied the Colosseum before they were removed by police.

Speaking of getaways, some musical programs this month, along with a current art exhibition, take our imagination to warm climes like Egypt, Spain and Sicily for their cultural wonders, customs and traditions.

Art Caserta Royal Palace showcases Antonio Joli paintings Nearly 40 works manifest the creative development of the Modenaborn artist Antonio Joli, who worked in Spain in the early 1700s and later in Rome and Naples as a Bourbon court painter in the mid-1700s. On exhibition are lovely views of Spain

The reactions of Santuzza and Alfio to the love triangle result in retribution and spawn the work’s title. Eligible military members and federal civilian employees who face financial loss when selling their primary residence may receive compensation, provided they apply for the Expanded Homeowners Assistance Program (HAP) by Sept. 30. The U.S. Army Corps of Engineers manages HAP on behalf of the military branches. HAP, initially created by Congress in 1966, provides financial assistance to qualifying homeowners when a closure or significant change in operations at a military base leads to severe losses in the local real estate market. The American Recovery and Reinvestment Act of 2009, Public Law 1115, expanded HAP to provide assistance to: – Deployed wounded, injured, or ill members of the Armed Forces (30 percent or greater disability) and forward-deployed wounded, injured, or ill Department of Defense and Coast Guard civilian homeowners reassigned in furtherance of medical treatment or rehabilitation, or due to medical retirement in connection with their disability; – Surviving spouses of the fallen; – Homeowners who were affected by Base Realignment and Closure 2005 and had to move during the mortgage crisis; – Service member homeowners undergoing Permanent Change of Station moves during the mortgage crisis. “The amended law now includes HAP relief for surviving spouses of the fallen, BRAC 2005-impacted homeowners relocating during the mortgage crisis, and service member homeowners undergoing permanent-changeof-station moves during the mortgage crisis,” said Michael McAndrew, director of the facilities investment and management office for the deputy undersecretary of defense for installations and environment. Key expanded HAP deadlines and qualifying timeframes have already passed, McAndrew said, further escalating the urgency of swift benefit distribution and program closure. “Reassignment order dates must range from Feb. 1, 2006 through Sept. 30, 2010, and qualifying property purchases or signed contracts to purchase must have occurred prior to July 1, 2006,” McAndrew said. “BRAC reached its full implementation by Sept. 15, 2011.” The total benefit calculation, capped at $729,750, is based upon the home purchase price, McAndrew said. “We’ve made every effort to try and make funds available to pay as many of these applications as we can, and so far we’ve been very successful in doing that,” McAndrew said. He added that the program is designed to minimize the housing market’s impact, but not negate it altogether. “It’s a great program, but we can’t help folks if they don’t apply,” McAndrew said. “We need to know who is out there because there’s no magic database in the department that tells us who may have been impacted.” Applications from the wounded, the injured and ill, and surviving spouses take priority and are not be subject to the Sept. 30, 2012 deadline for claims. FFSC Tip of the Week: Pulcinella

Italian pottery and ceramics workshops are regularly offered to the Navy community in the Gaeta-Naples area through the Gaeta Fleet and Family Support Center. No previous experience with pottery is necessary. The instructor, Mr. Antonello from “La Meridiana,” is a local artisan with more than 20 years of experience in pottery-making and ceramics, and is well known throughout the area. The class meets once or twice a month to learn about and to make various objects, including vases, bowls, plates, tiles and cups. Mr. Antonello is an inspiring teacher who guides the students to use their creativity. The pottery lessons last up to three hours and are designed with beginners in mind, but also allow the talented to learn new skills. The topics covered are varied and include all the ceramic processes, such as hand-sculpting, throwing, trimming, decorating, application of glazes, and firing techniques. In addition, beginners start to learn the history of pottery and how it developed in different civilizations across thousands of years.

The best part of the class is that students make their own objects. They start by handling the clay with their own hands, then practice using the pottery wheel and finish their creations with other tools. After the objects have been fired, an entire lesson is devoted to glazing and painting the students’ pottery. Every lesson reveals the artistic talent of many of the attendees. Participants take away their own beautiful ceramics and display them proudly in their homes. This workshop, along with the

various hands-on classes offered by the Fleet and Family Support Center in Gaeta, are meant to share the many Italian crafts that are kept alive by Italian artisans. These artisans are the true keepers of tools and techniques that have changed little over the centuries. The workshop brings together people of all ages as well as people of all skill levels, from beginners to highly skilled artists. The class also attracts many people from Naples, helping members of the Gaeta and Naples Navy communities intermingle.

The typical Neapolitan mask of Pulcinella was created back in 1656 by Andrea Calcese, called “Ciuccio” (donkey), who was a tailor from Acerra, a town in the Province of Naples. The name of Pulcinella most likely comes from the Latin word Pullicenus (chicken). Pulcinella is the expression of the poor and abused, and he is always hungry. He seems to be naïve, inexperienced and a little slow, but in reality, he is a man of a thousand resources: with his affability he can get out of even the toughest situations. NSA Naples community celebrates Caribbean American Heritage Month By MC3 Josh Bennett Navy Public Affairs Support Element-East Detachment Europe The Combined Multi-Cultural Heritage Committee at Naval Support Activity (NSA) Naples held a Caribbean American Heritage Month celebration June 28 that featured free food, music and informational presentations about the history of various Caribbean nations. The month of June was dedicated to honoring the Caribbean Americans who have played an important part in U.S. history. President George W. Bush signed a proclamation making June the official Caribbean American Heritage Month on June 5, 2006. At NSA Naples, sailors with the Combined MultiCultural Heritage Committee helped raise awareness about Caribbean Americans and Caribbean culture by putting on a free lunch consisting of popular Caribbean foods. Featured dishes included Jamaican jerk chicken, macaroni pie and curry chicken. In addition to offering a free lunch with Caribbean music playing in the background, the event also featured a series of presentation boards with information on different Caribbean nations, including Haiti, St. Kitts and Nevis, and St. Martin. Event attendees could browse the story boards while waiting in line for food. Additionally, a digital presentation highlighted the

achievements of various people of Caribbean descent. Information Systems Technician 1st Class (ITW/SW) Brian B. Panelo, a member of the Combined MultiCultural Heritage Committee, said it is important for the Navy to have events like these because they give sailors an opportunity to learn about the diverse cultures of their shipmates. “Not only does this play on the diversity of the Navy itself, but it also gives us an appreciation for the people that serve with us,” said Construction Electrician 3rd Class Dwayne Watson, who is assigned to Naval Computer and Telecommunication Station Naples. Many people at the event said they would like to see more cultural events at the bases where they live and work. U.S. Army Staff Sergeant Jermain R. Brown said he believes cultural celebrations should occur on a monthly basis, because there are a variety of different ethnicities represented within the military and it is important to celebrate that diversity. Members of the Combined Multi-Cultural Heritage Committee said that they hope to have more cultural events in the near future. Homeowners with military transfer orders will be immediately eligible for short sales under new guidance to mortgage servicers that may help tens of thousands of military homeowners moving to a new duty station, Consumer Finance Protection Bureau officials said June 21. Military homeowners will be eligible for short sales, even if they are current in paying their mortgages, Edward J. DiMarco, director of the Federal Housing Finance Agency, said at a news briefing. They also will be exempt from deficiency judgments from Fannie Mae and Freddie Mac when receiving permission for a short sale, and relieved of any request for cash, contribution or promissory note, so long as the property was purchased on or before June 30, 2012, according to the guidance. “These changes will make it easier for members of the armed forces with mortgages owned or guaranteed by Fannie Mae or Freddie Mac to honor their financial commitments when they are issued a permanent change of station order,” DiMarco said. The agency classifies the order as a hardship, he noted. The Consumer Finance Protection Bureau, along with mortgage service industry regulators, is issuing joint supervisory guidance to address mortgage service practices that pose risks to military homeowners, said Richard Cordray, the bureau’s director. “We want to make sure that mortgage servicers comply with the laws that prohibit unfair or abusive practices” when service members have orders to move, he said. Roughly a third of active-duty military personnel move each year. Of these, about 185,000 are homeowners who have to sell their houses and move to another community. Many find themselves owing far more on their homes than they’re worth in the current market. Service members cannot sit on a property and wait for the market to recover: they must go to their new base, Cordray noted. “They have to move, even if that means taking a big financial hit or leaving their families behind to pay their bills,” he said. Many military homeowners whose houses are underwater don’t know what to do, said Holly Petraeus, director of the Consumer Finance Protection Bureau’s Officer of Service Member Affairs. “They are terrified that a foreclosure will ruin their finances as well as putting their security clearances at risk, and they are looking for answers,” said Petraeus. But in too many cases, she said, mortgage service providers have not given that help. In her travels to military bases, Petraeus said, service members have told her of mortgage service providers giving them inaccurate information and stringing them along. “We’ve heard from service members that they were told they had to be delinquent to qualify for help, and advised to skip a couple of payments,” she said. “They’ve been asked to sign waivers of their rights under the Service Members Civil Relief Act just to have their cases evaluated. They’ve been stalled by repeated demands for their loan documents and given a new loan official with each call … and they have even been listed as not responding to requests for documents during deployment despite the fact that spouses had powers of attorney.” Robert L. Gordon III, assistant secretary of defense for military community and family policy, said the Department of Defense welcomes the move by the Consumer Finance Protection Bureau. “The military lifestyle poses unique challenges to our troops and their families,” he said. “Throughout frequent moves, deployments and transitions, they must remain resilient and strong in order to be mission ready.” Homeowners with questions or complaints may contact the Consumer Financial Protection Bureau at consumerfinance.gov or at 855-411-2372.

Office-generated toner cartridges are classified as "special wastes" and should not be dumped in the trash bins. Here are the steps for turning in and disposing of printer and copier toner cartridges generated at your workplace: 1. Place the used toner cartridge in a clear plastic bag. You can use the plastic bag that comes with the replacement cartridge to dispose of the used cartridge. 2. Recycle the cardboard box separately. 3. As part of the Navy's continuing efforts to eliminate sexual assaults and promote positive culture changes within the fleet, the Chief of Naval Personnel announced June 28 the creation of new Sexual Assault Prevention and Response (SAPR) training. For the first time, targeted and comprehensive sexual assault prevention training will be delivered to every active and reserve uniformed member in the Navy. The training follows the Navy's allhands efforts for Sexual Assault Awareness Month in April, during which sailors from commands around the world took part in focused stand-down sessions highlighting varying aspects of sexual assault and each sailors' role in eliminating this crime. The training will also complement the Navy's multifaceted approach to education and awareness, prevention and intervention, victim advocacy and resiliency, and investigation and accountability. Training programs have been developed for command leadership (SAPR-Leadership) and for the fleet as a whole (SAPR-Fleet). The wide-sweeping reach of this initiative ensures that all sailors are motivated and able to intervene to stop sexual assault, said Rear Adm. Martha Herb, director of personnel readiness and community support. Representatives of the Office of the Judge Advocate General's Corps will provide facilitated training on the Secretary of Defense's new initiatives regarding Summary Court-Martial Convening Authority, as well as the new changes to the Uniform Code of Military Justice, as they pertain to SAPR. "In the last fiscal year alone, the Navy received 582 reports of sexual assault, affecting sailors across all ranks. This crime is corrosive to both our morale and to our operational readiness," said Herb. "Just as all sailors are affected, all hands must work together to reduce and ultimately eliminate these crimes." "Both SAPR-L and SAPR-F training will provide our team the critical tools to eliminate sexual assault and promote the Navy's core values of honor, courage and commitment that define our culture of respect and professionalism," continued Herb. NAVADMIN 199/12 details the process for fleet-wide training. Starting July 16, Master Mobile Training Teams (MMTTs) qualified by the Center for Personal and Professional Development (CPPD) will deploy globally to provide SAPR-L preparation training to command leadership in fleet concentration areas and locations with significant Navy presence. After receiving the MMTT training, command triads will return to their units and provide SAPR-L training to their khaki leadership (E7 and above) through interactive video and facilitated face-to-face discussions. This two-hour training course is designed to raise leaders' awareness about the reality of sexual assault in the Navy and emphasize their key prevention and response roles, provide leaders with tools and techniques to prevent assaults. To ensure all hands are trained, command leadership will then deliver SAPR-F training to all sailors E6 and below. This training will focus on the importance of bystander intervention and will equip sailors with the knowledge and skills necessary to engage, address and positively affect behavior at the deckplate level. Additional guidance on SAPR-F training will be presented to the fleet in a future message.

Navy Exchange gives $42.8 million to MWR From the Navy Exchange Service Command The Navy Exchange Service Command (NEXCOM) recently released its Fiscal Year 2011 audited financials report, which showed a $42.8 million contribution to Navy Morale, Welfare and Recreation (MWR) over the course of the year. “This contribution is in keeping with NEXCOM’s mission to provide customers with quality goods and services at a savings and to provide quality of life support to Navy MWR,” said Rear Adm. Robert J. Bianchi, USN, (ret), chief executive officer of NEXCOM. “NEXCOM gives 70 percent of its profits to MWR each year to support Navy quality of life programs. So, customers can save money and support MWR when they shop at a NEX. It’s a win-win for everyone.” Navy MWR uses the dividends from the Navy Exchange in a variety of ways. Installations receive part of the funds for specific installationlevel MWR efforts. The remaining funds are used for MWR capital projects to improve facilities. "The NEX dividend returns some of the local NEX profits to MWR to improve local recreation programs,” said Larry Warnken, deputy program director of fleet readiness for Commander, Naval Installations Command. “Additionally, the dividend provides the MWR central fund with a source of funding that can be applied to non-appropriated fund projects for youth centers, clubs, golf courses and bowling lanes, which cannot receive military construction (MILCON) support. By investing in capitalization of our MWR business-based operations and community support facilities, we provide a tangible demonstration of Navy's commitment to improving quality of life for our sailors and their family members." NEXCOM operates on the retail fiscal year calendar, which in 2011 was January 29, 2011 to January 28, 2012. During that period, NEXCOM generated a total of $2.7 billion in sales. NEXCOM oversees 100 Navy Exchange facilities, as well as 40 Navy Lodges, Ship’s Stores, the Uniform Program Management Office, the Navy Clothing Textile and Research Facility, and the Telecommunications Program Office. NEXs and Navy Lodges operate primarily as a non-appropriated fund business instrumentality. NEXCOM’s mission is to provide authorized customers quality goods and services at a savings and to support quality of life programs for active duty military personnel, retirees, reservists and their families.

Commander, Naval Air Force Atlantic released July 2 the results of an investigation into the April 2012 crash of an F/A18D Hornet into an apartment complex in Virginia Beach. The F/A-18D, assigned to Strike Fighter Squadron (VFA)-106 and based at Naval Air Station Oceana, was conducting a scheduled training exercise when it suffered a catastrophic mechanical failure shortly after takeoff and crashed into the Mayfair Mews apartment complex in Virginia Beach on April 6, 2012. "I know the process has been challenging for some, especially those who lost their homes and personal belongings," said Rear Adm. Ted Branch, commander of Naval Air Force Atlantic. "But we are all incredibly fortunate that the crash, which occurred on Good Friday, resulted in zero loss of life." The recovery process was a team effort between Navy Region MidAtlantic and Virginia Beach first responders, who quickly began helping the affected residents. Branch believes the emergency response cooperation between the city of Virginia Beach and the Navy is a testament to the close working relationship that they have developed over the years. "I would like to add my thanks to everyone who acted so quickly to assist our aircrew, treat the injured citizens, and help ensure

that all residents of the Mayfair Mews complex were safely evacuated," said Branch. "This exceptional response almost certainly prevented further injury, and perhaps death, to affected citizens and aircrew, and more widespread property damage." The Navy has spent the past several weeks conducting a detailed investigation into the crash to learn what went wrong and how to minimize the chance of such an event from happening in the future. "The aircrew followed their procedures, but given the cascading series of problems and lack of thrust and altitude, continued controlled flight was not possible," said Branch. "It is our view that the aircrew's assessments were reasonable given the initial indications, and their actions were in accordance with training and procedure." The investigation, which was conducted by Commander, Naval Air Force Atlantic’s Judge Advocate General Manual, found that the crash occurred as a result of two significant, unrelated engine malfunctions: the first at takeoff and the second shortly after takeoff. The right engine failed due to ingestion of fuel into the right intake. The left engine afterburner failed to light when selected by the pilot after the right engine malfunction. Postmishap analysis indicates the likely cause was failure of an electrical component, but several of the suspected components

were damaged beyond the point of conclusive analysis in the crash and subsequent fire. "While I recognize that these gaps are less than satisfying, we have a high degree of confidence in the F/A-18 airframe, and in the F404-GE-400 engine in the legacy Hornet," said Branch. "The U.S. Navy has been flying the F/A-18 Hornet for more than 30 years, and we have found it to be an extremely safe and reliable aircraft." According to the Naval Safety Center, there has been a steady decline in the overall mishap rate for Naval aircraft, and the Hornet mishap rate has followed this trend. The Naval Safety Center's data indicate that the reliability of the F404-GE-400 engine has been exceptionally good over the life of the F/A-18 program. Navy Exchange alters return policy From the The Navy Exchange Service Command

The Navy Exchange (NEX) has adjusted its return policy to make it easier for customers. Effective immediately, the NEX will no longer collect customer information, such as name, address and telephone number, when processing a refund with a receipt. Now, customers returning merchandise with the original receipt will receive either cash back or a refund to their credit card, depending on how the original purchase was made. “This change was implemented to improve the shopping experience by speeding up the transaction and making sure the customer is

satisfied with their purchase,” said Richard Dow, Navy Exchange Service Command’s senior vice president of store operations. “We are continually reviewing our processes and procedures to make the customers’ shopping experience easier.” Customers returning merchandise without the original receipt will continue to receive a NEX Gift Card with the refunded amount. NEX revenues generated are used to support Navy Morale, Welfare, and Recreation programs. In Fiscal Year 2011, $2.7 billion in sales were generated, with $42.8 million in dividends provided to Navy MWR programs.

Violators are subject to punitive action under the Uniform Code of Military Justice, Article 92. The Navy's Synthetic Drug Testing Operating Guide is posted on the Navy Alcohol and Drug Abuse Prevention Office website, and contains procedures for commands to request synthetic drug testing and synthetic drug testing information. The Navy's zero-tolerance policy toward drug use is a key contributor to the readiness area of the 21st Century Sailor and Marine. Spice is a synthetic chemical compound that is sold as herbal incense and mimics the effects of the drug marijuana. A ban was placed on five synthetic cannabis compounds commonly found in the designer drug Spice. The compounds are also sold under different names. Some of the short-term effects of these substances include auditory and visual hallucinations, painless head pressure, panic attacks, time distortion and delirium. Longterm effects from the designer drug can include permanent physical impairment, mental illness or death. Bath salts, another synthetic chemical compound, are sold under the common names Vanilla Sky, Ivory Wave, Pure Ivory, Purple Wave, Charge+, Ocean Burst, and Sextacy. Bath salts are a potentially addictive powdered substance that is snorted, smoked or

The Navy's implementation of synthetic drug testing for synthetic chemical compounds like "Spice" and "Bath Salts" is helping the service close ranks on sailors who use these prohibited and dangerous substances, officials said July 2. "Navy has zero tolerance for drug abuse,” said Rear Adm. Tony Kurta, director of military personnel plans and policy. “Drug abuse, including use of designer drugs and synthetic compounds, by members of the Navy is incompatible with high standards of performance, military discipline, and readiness as embodied by 21st Century Sailors and Marines." Navy reviews its testing of synthetic compounds continuously, and also continually responds to production of new controlled and synthetic compounds, changing testing procedures to keep pace with the changes being made by producers. Navy has analyzed more than 3,300 urine samples for synthetic chemical compounds since testing began in March, with 101 samples testing positive. Authorized testing under

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT.
