The USO Naples committee held open auditions Jan. 15 and 17 at Naval Support Activity (NSA) Naples for community members to have the opportunity to participate in this year’s “Naples Got Talent” show. The talent show is an annual event at NSA Naples and scheduled for Feb. 10 at the Naples American High School cafeteria. Singers, dancers and varying ensembles participated in the audition in hopes of being chosen as part of the final 10 contestants who will compete Feb. 10 for the grand prize. “We want to re-create what people see on T.V. and also give people their chance in the spotlight,” said Luisa Mazzella Di Bosco, USO Naples operations manager and facilitator for the event. United Airlines co-sponsors the event and will be providing two roundtrip tickets to the United States as a grand prize.

For “Marsupio,” a local band made up of service members and U.S. civilians, the talent show will be an opportunity for one last performance with their lead vocalist Jessica Ebel, who is scheduled to transfer out of the Naples area in the near future. “This is the second year we’ve auditioned and we’re looking forward to putting on a great show for everyone,” said Ebel. Several service members came out to audition as well. “I was really excited to audition and to hopefully represent the hospital at the talent show,” said Hospital Corpsman 3rd Class Michael Wall, who works at the Capodichino Clinic. Last years event showcased the variety of talent the NSA Naples community hosts, with performers singing and dancing original pieces and covers. “Last year was really fun,” said Pedro Castano, trumpet and guitarist for the “Marsupio” band. “One of the coolest things about the event was all the different types of acts that come out to perform.”

Italian authorities recently raised the alert level for volcanic activity in an area west of Naples after detecting abnormalities in seismicity, ground deformation and measured characteristics of fumarolic gases, prompting local officials to increase monitoring. The alert level for Campi Flegrei, an 8-mile-wide area of craters and volcanic edifices in and near Pozzuoli, was elevated by the Italian Department of Civil Protection and the Region of Campania from “base” to “attention.” “Community members should understand that this only represents an increase in monitoring and the alert level could, in fact, transition back to ‘base,’” said Capt. Scott Gray, commanding officer of U.S. Naval Support Activity Naples, Italy. “However, this does highlight the need for Naples area personnel and families to stay informed, have a plan and build an emergency preparedness kit.” There are four levels of alert for Campi Flegrei: “base, attention, pre-alert and alarm.” The alert level is classified as “base” when collected data shows normal patterns of volcanic activity. Raising the alert level to “attention” indicates that researchers observed variations from established norms, but it does not necessarily suggest the approach of a volcanic eruption. According to the Department of Civil Protection, the alert level for Campi Flegrei has been raised approximately five times over the last 30 years. The average duration for maintaining the “attention” alert level is two to three years. The Vesuvius Observatory website offers valuable information and is a useful source for historical data on volcanic activity in the region. It has a section fully dedicated to Campi Flegrei. Seismicity, ground deformation and fumarolic gas statistics are available at www.ingv.it. Base Notes

Drinking Water Non-Potable at Gaeta Fleet Landing and Olde Mill Inn

By Capt. Scott Gray NSA Commanding Officer

There sure has been a lot of rain lately! During the rain season, most of us understandably focus on staying dry. But we should also take prudent steps to keep the interior of our homes ventilated and mold-free. The damp conditions, in addition to local home designs, can lead to a mold problem. If you have issues with mold, please contact Housing right away to assist in resolving any issues with the landlord. Housing will typically send inspectors the same day mold-related trouble calls are made for on-base residences. If you live off-base, Housing will make every effort to immediately engage local owners and ensure they fix the problem. There is an established process and regulations that must be adhered to in order to properly document issues and provide tenants options should the problems persist. Aside from reporting the presence of mold, we need to do our part in preventing mold buildup. Try these tips: • Leave space around furniture to allow air flow. • Clean up food and drink spills promptly. • On nice days, open windows to allow fresh air into the unit. • Periodically open cabinet doors to allow air to circulate in storage areas. • Put moisture absorbing materials in storage areas to prevent moisture buildup and change them out every couple of months. • Dry coats, shoes and umbrellas completely before putting them away. • If expecting to be absent for long periods of time, arrange for someone to check the unit for mold and periodically air it out. Please take the time to prevent mold buildup in your homes. And if you have an issue, don’t hesitate to call Housing for assistance. We take this issue seriously. I also ask for the community’s support in reporting facility and maintenance issues at Support Site. I’ve taken a closer look at some of the facilities the past week or so. I discovered several discrepancies that have gone unreported. Although base personnel make every effort to find and resolve discrepancies, the community’s help is needed. Notify the Housing trouble desk if you see damaged or broken equipment at parks, playgrounds or in housing common areas, please! Don’t assume someone else has done so. Non-housing issues like potholes in the roads or malfunctioning streetlights should be reported to the Public Works service desk. The contact information for Housing and Public Works is listed in base notes. Last week, we released a message to the community urging everyone to stay alert. Recent developments throughout Europe, Africa, and the Middle East highlight the potential threats we face and warrant our increased awareness. I ask everyone to remember S5I – See Something Suspicious, Say Something Immediately. We all play a part in ensuring the security and safety of our community. Please remain vigilant and keep your eyes open for suspicious activity. If you see something, report it. Finally, pay attention to the road and slow down in inclement weather conditions. Please continue to take care of each other and enjoy the weekend.

Edenlandia Zoo Employees Launch Appeal for Food Employees of Edenlandia zoo and amusement park in Naples launched an appeal in finding funds for food within 48 hours otherwise the zoo’s animals risk starvation. The appeal was launched on Monday. The lease for the emergency administration of Edenlandia expires Jan. 31 and if there is no agreement for the takeover of a new company, all 70 employees will be laid off and the animals’ future will be at risk. One representative from the employees association sent a concerned appeal about the future of people and animals.

Computer Dependency on the Rise for Children The syndrome of Hikikomory, a Japanese term for acute social withdrawal, was pretty unknown in Italy, but after a report by the Italian Medical Federation people know a little more about it. Computer and internet dependence among Italian children and teenagers is on the rise. The study reported that they spent about three or more hours on computers causing an addiction which makes them isolate from society. Sufferers do not fail at their scholastic performance, but once their outside obligations are performed they retreat into a completely virtual world. Their only friends are gaming consoles and computers, said the report. This syndrome was found mostly in Japan in the 1980s.

Urbino Officials Say No to Fast Food in City Center The historic center of Urbino is stirring up lots of controversy because of the possible opening of a well-known fast food restaurant. Local officials howled in disgust at the prospects of burgers and fries being made in the city center while others

expressed more interest in the economic benefits. The president of the city’s culture, tourism and productive activities office said that Urbino is an international city with architectural, cultural and artistic works that are included in the UNESCO list of world heritage cities and the presence of fast food in the city center would be inappropriate. He said there are other suitable locations that would bring the same economic benefits to the city.

Scientists Making Headway with Treating Sleep Disorders Italian scientists at the Institute of Technology have made a breakthrough in understanding how the brain regulates sleep, and possibly clearing the way for new treatments of sleep disorders. They located the “switch” used to slow brainwaves produced during sleep. This is the first causal demonstration that excitatory circuits located in different cortical layers control spontaneous low-frequency dynamics. This switch is a neuronal subgroup located in the deep layers of the cortex. Scientists unlocked how it works, therefore opening the way for future discoveries in treating sleep disorders and other related illness.

Museum Proposal to Highlight Environmental Crime The president of Rome’s Biopark Foundation announced the bid for setting up the first permanent museum of environmental crime in order to make people aware of illegal commerce of fauna and flora species that are risking extinction. The museum will expose seashells, turtle shells, corals and other items protected by international agreements that were seized by law enforcements. More than 71,000 products of this kind were seized by the Italian Forest guards last year.

Sailors stationed aboard the guided-missile destroyer USS Mahan (DDG 72) participated in a community service project at a Naplesarea orphanage during their port visit, Jan. 14. The Sailors took a break from enjoying the local history and cuisine to give back to the community that has hosted them by visiting the Centro Laila Center in Mondragone, an orphanage housing over 40 children. “It brought joy to my heart that we could bridge the gap between different cultures and put a smile on these children’s faces,” said the event’s organizer, Chief Gas Turbine Specialist (Electrical) Quintince Harper. The Sailors and children spent the day enjoying a number of activities including coloring,

reading, and playing games such as musical chairs. Later in the evening, the Sailors helped prepare and serve a pasta dinner for the group. “It means so much to me and the children for not just anybody, but American Sailors to show such support,” said Giselle Luciani, manager of the family-run orphanage. “They care for the welfare of these children miles away from where they are from.” “It was hard to say goodbye to such wonderful children,” said Fire Controlman Second Class Antoine Dunklin. Students Vie for the Title of Spelling Bee Champion By Victoria Yee

Twenty-five middle school students racked their brains for the correct spelling of such words as grandiloquence, a lofty manner of speaking or writing, while participating in the Parent Teacher Student Association’s annual Middle School spelling bee Jan. 15 in the Naples High School cafeteria. The audience, filled with families and friends, was on the edge of their seats as they watched the contestants use strange strategies such as tapping out rhythms or tracing words on their hands with their fingers. Many of the words were well above the reading levels of the students’ respective grades. Aubrey Smith, 12, a 7th grade student, won the bee by spelling delicatessen, a store selling foods that need little preparation, correctly. “I am excited for Germany, and I am

First class petty officers stationed in Naples, Italy arrived at the School-Age Care Center on Naval Support Activity Naples to take Navywide advancement exams, Jan. 17. Doors at the testing location closed at 7 a.m. as more than 230 first class petty officers took their assigned seats in the gymnasium and listened to the initial test briefing before beginning the test. Logistics Specialist 1st Class (SW/AW) Alfredo Gonzales was one of the many Sailors there to take the test. This was his second time taking the test. “The past weeks have been rough. It’s been a lot of hard studying,” said Gonzales. “I’m nervous. It’s a lot of information to retain.” Chief Personnel Specialist (SW/AW) Ajibade Olatokunbo, along with other members of the Chiefs’ Mess, proctored the exam.

Olatokunbo, who has been preparing for the advancement exams in the current cycle since September, said it takes a lot of coordination and planning for everything to go smoothly. “The build up to the exam is the most challenging,” said Olatokunbo. “The test itself is just ensuring accountability.” Gonzales’ advice to fellow Sailors who will take the advancement exam in the future is simple, study. “It’s all about retaining the information,” said Gonzales. “They have to study, that’s the key to it. It takes about three to four months to properly retain the information.” For Sailors who pass the exam, the process doesn’t end. The next phase will be a review of their chief petty officer packages by a selection board for the final determination of which Sailors will advance to chief petty officer.

How to Survive an Fiscal and Fear Earthquake

Religious Ministries’ Notes from Beyond

By Lt. j.g. Thomas Short, Naval Support Activity Emergency Management Officer

The greater Naples area is a seismically active area with a history of violent earthquakes. Because of this it is recommended that all personnel stationed here should be as ready as possible for such an event. We gave information on what to do to prepare for an earthquake two weeks ago. Now we will give instructions on what to do to once the ground starts shaking and tips you can use to increase survivability once the shaking has already begun. Do you know what to do in the event of an earthquake? Emergency management has outlined three scenarios- at home, in the office, and outside-and described what to do to keep yourself and your family safe for each.

At Home When you are at home and feel an earthquake, drop to the ground and take cover under a desk or sturdy table. Drop, cover, and hold on. Hold on tight to the table until the shaking stops and if it moves, move with it. For more information on how to do this go to www.dropcoverholdon.org/ If there isn’t a table or desk near you, cover your face and head with your arms and crouch in an inside corner of the room. Use a doorway for shelter only if it is in close proximity to you and if you know it is a strongly supported, load bearing doorway. If you are in bed, stay put. Hold on and protect your head with a pillow unless you are under a heavy light fixture that could fall, or your bed is near a window that could shatter. In that case, move to the nearest safe place. If you’re in the kitchen, move away from the refrigerator and stove. They could move and shift with the shaking ground. Stay away from overhead cupboards, which could easily open and lose their contents if they are not latched shut. No matter where you are in the house, stay away from windows, bookcases, file cabinets, heavy mirrors, hanging plants, and other heavy objects that can fall. Watch out for falling plaster, bricks or ceiling tiles. Stay inside and under cover until that earthquake is over. Research has shown that most injuries occur when people inside buildings attempt to move to a different location inside the building or try to leave. Remember that aftershocks may occur and some of them can be just as jolting as the initial tremor itself.

In the Office For those who work in an office building, the same rules as above apply-drop to the floor, take cover under a sturdy table or desk, and hold on tight until the earth stops shaking. If you’re not near a desk or table, move against an interior wall and protect your head with your arms. Don’t be surprised if a fire alarm or sprinkler systems turn on or the electricity goes out. No matter what, don’t use the elevators and stay away from windows. The glass can dislodge during an earthquake and shatter. Once the shaking stops, do not rush for the exit. Instead, leave via the fire escape in a calm, orderly manner staying away from windows, heavy furniture and display shelves with objects that could fall. Once you’re outside, quickly get into an open space away from the building and to your command’s mustering station. The area near the exterior walls of a building is the most dangerous place to be, as windows, facades and architectural details are often the first parts of the building to collapse.

Away from Home or Office When you’re away from home-whether driving, at a store or outside- you have even more hazards to avoid. If you’re driving, pull over to the side of the road, stop as quickly as safety permits and set your parking break. Avoid stopping under or on overpasses and bridges, and near or under buildings. Stay away from power lines, trees, and other potential dangers. Remain inside the vehicle until the shaking is over. see EARTHQUAKE Page 7

Budget, numbers, uncertainties, competition, insecurities and anxiety are all somewhat associated with the buzz phrase "fiscal cliff". It is on TV, the internet, radio, talk shows and newspapers, yet it feels as if we are left with more questions than answers. With this bulk of emotions I went to church a few Sundays ago, and that was the place where I heard what is counted as the most common phrase in the Bible. No, it was not fiscal cliff. It was fear not. According to Bible.org, "fear not" is the most repeated command in the Bible. This reminds me of the countless times in which I have told my daughters (especially around bed time) to stop worrying, because I know what is going on. Do not be afraid, because I am in the room. Fear not, because I am in control. Do you want me to let you in on a little secret? I am not in control. I am just in the room. I am not as powerful as I want them to believe, and most of the time I really have no idea what is going on. All I can offer is my presence. This is not the case with God. He is in control, He is everywhere, He is all-powerful, and He knows what is going on. God offers presence, power and perspective. The danger I most often see is when folks recognize God's presence, power, and perspective in their lives, and yet become complacent or lackadaisical. Allow me to be crystal clear on this point. God can and will accomplish His purposes in this world regardless of our efforts. However, nobody else can bring what He has given you to share. We all have a

unique set of colors and while the picture can and will be completed with or without our contribution, the final picture will always lack the special hues we have been given unless we put them into the picture. It is a both/and, as opposed to an either/or. God is in control, and we have to work. Work as if everything depends on you while knowing that The One who created this world, with all its fauna, forest, and yes, even cliffs, tells us to fear not. 1st Chronicles 28:20 tells us a similar father-son story. King David, known in the Bible as a man after the heart of God, gives Solomon the last piece of advice after commissioning him to build the Temple. In that verse David says, “Be strong and courageous, and do the work. Don’t be afraid or discouraged, for the Lord God, my God, is with you. He will not fail you or forsake you." David knew better, it takes two to tango, so-tospeak: Do the work and God will not fail you or forsake you. The cliff is just one part of the landscape. My part is to do all I can do, to rest my future in my Creator, and to not allow fear to hinder my performance or contribution. Remember, fear not!

EARTHQUAKE

Continued from Page 6

Once the earthquake has stopped, proceed cautiously, avoiding roads, bridges or ramps that might have been compromised by the quake. In a grocery store, debris falling from shelves will pose the greatest danger. If possible, get to an interior wall and crouch down, staying away from windows and large fixtures that could shift with the quake. If you can’t get to a safe place, lie down on the floor and protect your head with your arms. When the shaking stops, calmly exit the building, being careful of broken glass and other debris on the floor. If you’re outside, move to a clear area away from buildings, trees, signs, streetlights, utility wires and poles. If you’re on a sidewalk near buildings and unable to get to an open space, duck into a doorway to protect yourself from falling debris. Once you’re in a secure place, stay put until the shaking stops and it’s safe to venture out. Remember that debris-collapsing walls, flying glass, and falling objects- can continue to rain down well after the shaking stops.

Practice Makes Perfect Earthquakes can strike without warning, but if you’re prepared and aware on what to do when one does hit, you can avoid injury. Always be mindful of what to do when the ground starts shaking. We will go over important steps to take after an earthquake in our next installment. For more information please contact the Naval Support Activity Naples emergency management office or visit our website at: http://www.cnic.navy.mil/Naples/ OperationsAndManagement/EmergencyManagement/index.htm

Wildcats Split Games with Vicenza and Snap 21-Game Win Streak By James Stockman

Recent years have shown that anytime Naples and Vicenza meet on the basketball court, it is going to be a hard-fought game. This past weekend’s games proved no different, as both teams added another win to their record, and handed each other their first losses of the season. Friday night’s game saw the Wildcat boys down for the majority of the game, out hustled, and outplayed on both ends of the floor. The Vicenza team dominated the first half and held a 10-point lead 37-27. The score at the end of the third quarter was 45-35, Vicenza. Wildcat coaches Craig Lord and David Lee must have said something to the boys going into the fourth quarter, because the Wildcats came out like the champions they are. The Wildcats dominated the fourth quarter, outscoring Vicenza 29 to 8, and won the game 64-53. Junior Isaiah Wesby, celebrating his birthday, was all over the court and single handedly kept the boys in the game. Wesby finished the night with numerous highlight moves and a game high 28 points. Senior guard Aaron Smith ended the night with 15 points while juniors Howard Pulley and Dakota Bartley

had 8 points each in their first game with the Wildcats. Joseph Pitts added 5 points and Kyle Schweitzer, filling in for the injured DJ Stockman, had 3 points. Saturday’s game saw a much closer first half, with Vicenza leading at the break 26-25. At the end of the third quarter, Vicenza still held on to the lead 39-38. This time around, Vicenza won the fourth quarter, and the game, with the final score on the board displaying 55-47. Isaiah Wesby once again led the Cats in scoring with 18 points.

Howard Pulley played a great game defensively on Vicenza’s best player and ended the night with 11 points. Pitts had 9 points, Smith had 5 points, and Schweitzer and Bartley added 2. The loss on Saturday snapped the Wildcats 21 game winning streak and brought their season record to 7 – 1. The team’s next game will be in Aviano next weekend. The Wildcat boys will be raising money to offset costs for the February European Championships in Wiesbaden, Germany by bagging Saturday and Sunday.

Crime Report for Jan. 14 through Jan. 20 From the NSA Naples Command Investigative Division

This past week, the Naples community reported one offbase stolen vehicle and five off-base vehicle break-ins. Two vehicle break-ins took place in Giugliano and Pozzuoli. One took place in Caserta. Three break-ins occurred at residences while

the other two occurred at store parking lots. A service member reported a stolen vehicle that occurred off base Jan. 15 in San Tammaro. The victim stated that she was notified by her neighbor that her vehicle had been stolen three days prior. We would like to remind the communities that this

time of the year, the road conditions can be slippery due to increase in rain and cold weather. When driving, be mindful of other drivers around you and leave sufficient amount of space between you and other vehicles. Remember that you need more time and distance to stop you vehicle when the pavement is wet.

In the Spotlight LT DAVID NYLEN Lt. David Nylen, having grown up a Navy child who claims "the U.S. of A." as his hometown, reported to Task Force Six Three in November 2010 as an air logistics coordinator. Nylen, whose collateral duty is the command's assistant security manager, recently earned the Security Fundamental Professional Certification from the Department of Defense's Defense Security Service. To earn the certification, Nylen completed more than 40 hours of class time, as well as countless hours of self-paced studying prior to the course. The program culminated in a 4-hour exam of 100 questions in March 2012. "Having this certification will allow me to competently conduct training evolutions for my command and to improve the command's overall awareness of the importance of good security," said Nylen. KATHLEEN PAVARINI Ms. Kathleen Pavarini, from Marlton, N.J., reported to Military Sealift Command (MSC) Europe and Africa in October 2008. Pavarini manages afloat tanker and cargo missions, including authorizing fuel purchases, for the government-owned and chartered MSC sealift ships that provide support to U.S. European Command and U.S. Africa Command. A graduate of the U.S. Merchant Marine Academy, she is a licensed merchant marine officer and a lieutenant commander in the U.S. Navy reserve. "The most interesting thing about my job is traveling Europe and Africa and interacting with merchant mariners from all parts of the world," said Pavarini. "I enjoy seeing the results of my work in action as a vessel arrives, takes her cargo, and departs to complete a mission. The ultimate experience has been seeing the smaller towns and the everyday life of the Italians, including making wine with my own feet!"

IS2 SCOTT FIEGA Vice Adm. Frank C. Pandolfe, commander of U.S. 6th Fleet, congratulates Intelligence Specialist 2nd Class Scott Fiega, a native of Apple Valley, Minn., for being a Sailor in the Spotlight. Fiega has been in the Navy for five years and serves as an intelligence analyst assigned to U.S. Naval Forces EuropeAfrica/U.S. 6th Fleet. His additional duties include serving as the department’s Special Access Program deputy and supply petty officer, ensuring the security and readiness of his shop. Fiega is a member of the command color guard. Lastly, he assists in upholding the Navy's zero tolerance drug policy by assisting with the coordination of the command urinalysis program. Fiega’s immediate goal is to make first class petty officer. TSGT BRIAN J. ACOSTA Tech. Sgt. Brian J. Acosta, assigned to the NATO Communications and Information Agency at Allied Joint Force Command Naples, Italy, was recognized as the United States Air Force Outstanding Client Systems Non-Commission Officer for NATO for 2012. The award recognizes individuals for sustained superior performance and outstanding contributions to the integration of Air Force warfighting and enhances the decision cycle. Acosta, originally from Lawton, Okla., explained what winning this award means to him, “I am proud to representing NATO and help maintain our communication systems. I see how critical my job is to both every day and real-world missions.” Computer technicians are typically unsung heroes working late hours to make sure the networks are functioning correctly. Some of his exceptional contributions to JFC Naples include: leading a team of 12 support techs as they focused on providing sustained conductivity during the mass movement to the new warfighting headquarters in Lago Patria; providing excellent IT support to all JFC Naples members from the most junior to the most senior and managing over $8.5 million in computer assets. “For me, working in NATO has been great. Meeting and making connections with many people from the various countries in NATO has really been special,” stated Acosta. “I believe that I’ve benefitted from being at a job that makes me happy, supervisors and mentors that have pushed me, and my wife that has supported me.” Acosta will compete at the U.S. Air Force level next.

Partner navies joined together in Cameroon to finalize plans for Exercise Obangame Express 2013 (OE13), Jan. 15-17. The exercise will take place this spring and include navies from 15 nations with the goal of increasing counter-piracy capabilities of nations in the Gulf of Guinea. “The goal is building partnerships and sharing information,” said Chief Hospital Corpsman Kevin Carpenter, lead medical planner for the exercise. “Our role is to support Cameroon as they share their knowledge with partner nations.” The exercise will focus on training the countries in the region in deterring threats to maritime security.

Training will include at-sea ship boarding and queries, air operations, communication drills and regional information sharing. “This massive presence illustrates we are all coming together with a strategy for security in the Gulf of Guinea,” said Maj. Gen. Mohamadou Sali, commander of the 2nd Joint Military Region in Cameroon. “Our forces improve strategy based on joint exercises and these strategies improve our maritime security.” OE13, in its third year, is one of four African regional Express-series exercises and will focus specifically on counter-piracy and maritime security operations. Nations participating include Belgium, Benin, Brazil, Cameroon, Cote d’Ivoire, Equatorial Guinea, France, Gabon, Netherlands, Nigeria, Republic of Congo, Sao Tome & Principe, Spain, Togo and the United States.

Mabus illustrated that additional cost in terms of steaming days, saying it was roughly the equivalent of 142 steaming days for LHDs or 293 days of combat operations for an Arleigh Burke class destroyer. Last year the Navy demonstrated the Great Green Fleet in Hawaii, as part of RIMPAC. The Great Green Fleet included a nuclear-powered aircraft carrier, aircraft and ships operating on 50/50 blends of traditional and advanced biofuels, and several firsts such as underway and air-to-air refueling using biofuels. "Something truly remarkable happened when we demonstrated the Great Green Fleet," said Mabus. "Nothing. Not a single engine or process had to be changed. They simply did not know the difference," continued Mabus. "I don't want to fly less, steam less or deploy less. And I don't think we have to, but we have to make this move." Partnerships may be the last P, but they're a top priority according to Mabus who links it back to our new Defense Strategy and its focus on innovative, small footprint engagements around the world. "The Navy is America's away team," he said. "When we're working, we're usually a long way from home. Because of that we need to build partnerships, build capacity around the world. Our presence around the world, working with our friends and allies, is important, and the demand will continue to increase." Mabus concluded by telling the audience the Navy and Marine Corps team, America's Away Team, stands ready to answer all bells. "We are and will continue to be the finest fighting force the world has ever known," said Mabus.

The Navy is also helping those want to join the military, by reestablishing the Naval Reserve Officer Training Corps in universities such as Harvard, Yale and Columbia, and implementing it for the first time at other colleges like Arizona State University. "No one should be denied the honor of serving this country," said Mabus. The second P, platforms, refers to the ships, aircraft, submarines, unmanned vehicles and hardware the Navy buys and builds. For the Surface Navy Association audience, Mabus focused on shipbuilding programs as a strategic priority for the Navy today and in the future. "I think that we have made great strides in ship building," said Mabus. "We're getting the ships we need, the mix we need and the numbers we need while being good stewards of the taxpayer's money. I'm proud of where we are." "We owe the shipbuilding industry transparency... I feel we're giving them that," he said. "In turn, they owe us that every ship built without major design changes, should cost us less than the one before it. This is happening, and we currently have 288 ships." Additionally, Mabus noted that the Navy has 42 ships currently under contract and is making steady progress toward building a fleet of 300 ships by the end of the decade. The third P, power, focuses on Mabus' five energy goals which include pursuing energy efficiencies and alternative sources of energy. "The U.S. military is the largest single consumer of fossil fuels in the world," he said. "Every time a barrel of oil goes up one dollar, it costs the Navy 30 million dollars."

Secretary of the Navy Ray Mabus rolled out his new "Four Ps" during a speech at the 25th Annual Surface Navy Association Symposium in Arlington, Va. Jan. 17. Mabus said the Four Ps of "People, Platforms, Power and Partnerships" are a way to bin key areas that are interrelated priorities for the Navy. "A top priority of mine and of our Navy is people...taking care of our people," said Mabus. "Unlike most organizations, we push responsibility down... down in rank, down in age, and day-in, day-out we get the type of positive results we need and expect." Mabus added that although the majority of Sailors are responsible and successful, leadership realized that there needed to be more attention paid to programs to ensure their mental, emotional and physical well-being. In response, the Navy introduced the 21st Century Sailor and Marine initiative to maintain or improve the resilience of the force. Recognizing abuse of alcohol was a common factor in sexual abuse, domestic violence, suicide and other issues, breathalyzers were brought into commands to help prevent alcoholrelated incidents. "This is not intended to be punitive. But, if you pop positive when reporting for duty, we're going to get you into a program to help you," he said. "We don't want a career or lifethreatening alcohol-related incident, and because of that we have to focus on health - physical, mental and emotional." Mabus also noted that part of maintaining the health of the fleet means taking steps to help Sailors as they transition out of the Navy by ensuring they have access to education, training and employment opportunities. This is especially true for wounded warriors. "Last year, we set a goal to hire one wounded warrior a day in the Navy," he said. "We tripled it... we hired over 1,000 wounded veterans."

Obtaining your Sojourner Permit Italian law requires all foreign personnel working or living within Italy, other than an active-duty member under military orders, to obtain a Sojourner Permit within eight days of arrival in Italy. This is different from a visa, which is merely an approval for entry into the country. All applicants over 14 years of age must apply in person, as each person's signature is required at the time of application. NATIONALS OF ANY STATE OF THE EUROPEAN COMMUNITY COMING TO ITALY DO NOT REQUIRE ANY VISA OR SOJOURNER PERMIT. As part of the Area Orientation process, the U.S. Region Legal Service Office (RLSO EURAFSWA) assists in the preparation and oversees the acquisition of the Sojourner Permit for all personnel attached to U.S. Navy commands in the Naples area. Army and Air Force personnel stationed at JFC must apply through the Carabiniere at the JFC Provost Marshall's Office, Building L. Contact Connie Henderson, RLSO EURAFSWA liaison advisor, at 081-5684639 for more information.

Lady Wildcats Win Both Against Speedy Cougars By: Cynthia Fuerst

The Lady Wildcats demonstrated the strength and length of their team in their games against the speedy Cougars this past weekend with back-

to-back wins. The teams traded goals throughout the games, but the Lady Wildcats were able to deploy a number of players and strategies to stop the swift team from the North and come away with the wins. Coach Pennartz was skillful at using her varied bench to the teams’ best advantage and the Lady Wildcats showcased their impressive skills. On Friday night the Lady Wildcats outscored the Cougars 44-36. Teamwork was evident in the distribution of points. Toloria Gray led with 9 points followed by Laneisha Jeans, Montana Beider and Caitlyn Kroupa who each added 8 points. Daria Andrews shot 4 points and Courtney Hall netted 3. Carley Jacoby and Shanice Alexander both scored 2. On Saturday the Lady Wildcats came from behind for an impressive 54-50 win. Kroupa led with 15 points and Ashley Forte provided an additional 12. Jeans shot for 10 points while Gray and

Alexander both added 5. Andrews scored 3 points and Hall shot for 2. Jacoby Lynch and Abby Lynch each added a point. The stats do not reflect the teamwork that was evident in the lay ups and solid rebound efforts of Kroupa and Alexander under the goal. The hard charging efforts of Gray, Andrews and Hall unraveled the Vicenza defense while Beider’s neat shots and Jeans swift court coverage demonstrated other aspects of the teams’ talents. AOSR has no losses at this point and Naples narrowly lost to them in the first game of the season. The Lady Wildcats handed defeats to Sigonella two weeks ago. The new team is rapidly coming together and exploring its talent. They should be a major force in the league and a strong contender for the European Championship. The team has a week off and will be traveling to Aviano to play the Saints next weekend.
