The Netherlands is more … …than just canals, dykes, bicycles, modern cityscapes, medieval villages, polders, and land reclaimed from the sea. The Netherlands Film Fund is the national agency responsible for supporting film production and film related activities in the country. Our focus is clear and unambiguous, to develop and strengthen Dutch cinema and film culture both domestically and internationally. But this also means embracing the international film world and opening our borders to international productions. Through our various production and distribution support schemes the Netherlands Film Fund offers a wide range of financing opportunities for films from abroad, films that we actively look to support as minority co-producers. In addition to this, over the past 5 years we have supported over 300 projects through the Film Production Incentive, offering up to 35% cash rebate on production costs spent in the Netherlands. Ask any international film professional about their experience of filming or post-producing in the Netherlands and the chances are the response will be really positive. selective funding selective production support for minority dutch co-productions How much can be applied for? Up to 200,000 euro for a feature film. Up to 50,000 euro for a documentary, short animation or interactive and immersive media production. Our priorities in co-producing: European- based production companies and countries with a co-production agreement with the Netherlands. Creative co-productions with a strong artistic and International appeal and substantial creative Dutch input. Productions with a strong festival potential. Directors previously selected at International festivals and/or with films released in multiple countries. Directors of films previously released in the Netherlands. Projects of which reciprocity (previous or future) is proven. What are the primary conditions? The grant must be fully spent on Dutch services, cast and crew. A written statement of a third party committing to the release and exploitation of a film production in the Netherlands;

The Dutch share totals at least 10% of the production costs, including a possible Dutch share from Eurimages. Projects should have substantial financial support in place from the country of origin of the main producer totalling at least 50% of his own share including a selective production grant from a regional or national film fund. The grant of the Netherlands Film Fund can never exceed the selective production grant from a regional or national film fund.

selective distribution support for minority & majoirity dutch films Distributors of Dutch minority co-productions that have been backed with a selective production grant can receive up to 10,000 euro to cover distribution costs for the theatrical release in the Netherlands. Majority Dutch films which have been backed with selective production support by the Film Fund are eligible for an additional grant for the international distribution and dubbing up to 20,000 euro (50% of the total costs) to release outside the Benelux.

co-production treaties and agreements The Netherlands has treaties with Canada, France, Germany, China, South Africa and the French Community of Belgium. The Netherlands Film Fund also runs reciprocal international funding schemes with: Flanders Audiovisual Fund (VAF), supporting features and animated features up to 200,000 euro and feature length documentaries up to 50,000 euro. Norwegian Film Institute (NFI), supporting documentaries up to 50,000 euro. NFF+HBF Co-production Scheme, supporting features developed through the Hubert Bals Fund with production funding up to 50,000 euro. Dutch Post Production Award (NFF+HBF+NPA) supporting 2 HBF backed projects with 50,000 euro for post-production in the Netherlands. production incentive The Netherlands Film Production Incentive scheme offers a cash rebate up to 35% of the eligible production costs to be directly spent on parties subject to Dutch taxation for feature films, feature length documentaries and feature length animated films and up to 30% for high end TV drama, documentary, animation series and single episodes.

how to access the cash rebate for film productions The grant can go up to 1.5M euro per film and is determined by the eligible production costs to be directly spent on parties subject to Dutch taxation, multiplied by 30%. For international (co-)productions a cash rebate of 35% can be obtained in case 75% of the digital production costs for a feature film are spent on parties subject to Dutch taxation (feature length documentary: 25%, feature length animated film: 10%). A 35% cash rebate can also be obtained if no other Dutch public funding is part of the financing of the film production. Applications must be submitted by a production company that has operated consistently in the area of production and release in the Netherlands, the EU, EEA or Switzerland, for at least 2 years. The applicant is legally represented by a producer who, as

majority producer was responsible for at least 1 film production over the past 7 years which has been theatrically released in the Netherlands. The Netherlands is one of the countries of origin among the coproducers. For feature films and feature-length animated films the minimum production budget is 600,000 euro and for feature length documentaries 250,000 euro. At least 50% of the financing should be committed by third parties upon application. A minimum eligible spend of 150,000 euro is required. The film production should be completely financed within 6 months of the Fund’s decision on an application. 30% advance payment of the contribution is possible after signing the production agreement. Eligible applications are ranked based on a points system, a minimum of 75 points out of 200 is required. For Dutch minority co-productions a theatrical release in the country of origin of the main producer and at least a nontheatrical release in the Netherlands are required. Even after shooting is completed, application is possible for post-production activities.

how to access the cash rebate for high end series & single episodes The maximum grant 1.5M euro per TV series is determined by the eligible production costs to be directly spent on parties subject to Dutch taxation, multiplied by 30%. The applicant is legally represented by a producer who, as majority producer was responsible for at least 1 high end series or single episode or 1 film production over the past 7 years. These television series must have been distributed by Dutch broadcasting or by video on demand platforms publicly accessible in the Netherlands. Film productions must have been theatrically released in the Netherlands. The Netherlands is one of the countries of origin among the co-producers.

At least 50% of the financing should be committed by third parties upon application. Your general resource for all film related inquiries such as locations, permits and Dutch incentive production companies. We are your matchmaker on financing possibilities of the Film Fund, including the cash rebate.

Total cinema attendance Out of a total of 35.7M attendees the share for Dutch films was 4M. Dutch films reached gross box office revenues of 32.7M euro out of a total 312.4M euro in 2018.

51 features released

In 2018 a total of 33 Dutch features were released as well as 18 minority Dutch co-production features. Also 31 Dutch majority and minority Dutch feature length documentaries were released.
