Darling’s Budget announcement has sparked controversy and support from various quarters, but what will the plans mean for the homeowner, the tenant, and the housing industry? We’ve researched the details to come up with some conclusions.

What does the Budget mean for the homeowner?

Stamp duty The stamp duty holiday, introduced in September 2008 on properties costing up to £175,000, was seen as a welcome boost to the housing industry, as many new homes in developments across the area have been priced within this limit. Halifax found that around 45,500 buyers in England and Wales saved as a direct result of the tax relief – from September 2008 until January 2009, a total of 101,091 sales were below £175,000 with 30 Your Move

55,560 below £125,000. At Lovell’s Church Field development in Garston, for example, a three-bedroom mid mews property costs from £124,950 (with other incentives for buyers) meaning young professionals and families will benefit from the chancellor’s extension on the stamp duty holiday, running until the end of the year. At Miller Homes’ Connaught Green development, a four bedroom mews comes in at £149,940 - again, well within the limits of the stamp duty

holiday. By Darling’s calculations, 60 per cent of homebuyers will benefit from this tax relief. David Wilson has decided to axe stamp duty on its own properties on the market for up to £250,000 bringing in further savings, in a move which may influence other developers. While it’s yet unknown whether 2010 will see a reform to the current stamp duty system, RICS’ director of external affairs Gillian Charlesworth has gone on record by stating that although

the extension on the stamp duty holiday may help some buyers, the ending of the relief will need to be well managed. She commented: “One possibility would be to reform stamp duty from the current slab structure to a marginal system like income tax. Without changes to the system, the end of the holiday could cause serious distortions to any upturn in the housing market.” New build Calls for funding to kick-start

the house-building industry have been met some way with the announcement that £500 million will be offered in financial support to boost schemes which stalled as a result of the credit crunch. This sum includes a £100 million package which will allow councils to build stocks on new energy-efficient housing. In many quarters this is a move being welcomed for the difference it will make to the environment as well as for job creation. Executive chairman of Solarcentury, a firm providing solar technology in construction, Jeremy Leggett commented on the Budget: “This gets us on the road with a green new deal in the UK. In the context of significant tightening elsewhere the sums made available for subsidies, loans, investment funds and capital allowances in energy efficiency and renewables can make a difference and create many jobs.” The £435 million to develop energy efficient measures for homes and public buildings is also being welcomed by the Northern Housing Consortium. Homebuy scheme An £80 million extension to the Homebuy Direct scheme aiming to help a greater portion of the population access to home ownership at developments across the UK has been announced, although the package has been slow to unfold as yet at various developments. The farreaching scheme is set to make waves in our area where a number of developers have signed up to deliver homes – a significant number of the 18,000 on offer within the UK. Although no transactions have yet been made, interest has been high and the administration of this scheme is set to see sales made in the near future. provide loans to families at risk of homelessness. Mortgage matters The new Homeowners Mortgage Support Scheme will allow borrowers to defer up to 70 per cent of interest on their monthly payment if some of their income is temporarily lost in response to the recession. Five banking groups and one building society are supporting the scheme, for which applicants must have an income and be able to pay at least 30 per cent of their interest payments, have a mortgage of less than £400,000 and savings of less than £16,000. Homeowners who have found themselves without work will receive an additional six months of mortgage payments to cover costs while they seek new employment, and the government has also pledged a scheme to guarantee securities backed by mortgages to help increase the flow of money in the housing market. According to the Council of Mortgage Lenders, however, up to two million households are unable to move because of the negative equity in their properties. In advance of the Budget announcement, director general Michael Coogan forecast 75,000 repossessions this year and 500,000 mortgages in arrears by the end of 2009. Sales have improved of late however, with HM Revenue & Customs

reporting sales of 60,000 homes worth at least £40,000 in March this year. The figure of a 40 per cent jump in sales, when seasonally adjusted, is still said to show signs of recovery and although the CML does not forecast significantly higher prospects for the market in coming months, mortgage lending also increased by 16 per cent in March. Saving to buy For those renting and saving up for a deposit on their future homes, there’s good news in the form of the ISA relief. The allowance for savings to be deposited tax free in such an account will rise from £7,200 to £10,200. Since the ISA was introduced in 1999 Darling says £290 billion has been invested by 18 million people. With the interest rate cuts in recent months, many more savers may now choose to follow their lead. Effects on retailers and business Local retailers have long campaigned against the withdrawal of empty rates relief, which meant that businesses are taxed on properties they own and cannot let. Of these, the co-owner of Utility Dick Mawdsley has been particularly vocal, as he campaigns for Bold Street and

the Ropewalks area of the city to benefit from the new development work in Liverpool: “We have a building that is empty with a rateable value of £15,500 and it's costing us £7,500 a year in rates. The reason we have an empty building is because we expanded and moved to a new bigger and better, more efficient building. It feels like we're being penalised for creating more jobs and expanding.” With no plans to withdraw the empty rates tax in this Budget, commercial property owners everywhere are continuing to feel the pinch. The VAT cuts earlier this year are set to stay at 15 per cent until December, before returning to 17.5 per cent. For shoppers, a two per cent rise on alcohol and tobacco duty, and two pence increase on fuel by September are measures set to raise £6 billion for the economy by 2012. However, loss-making companies will be able to reclaim taxes on profits made over the last three years. How it shapes up The Budget’s commitment to green energy will see a large investment take place, with one billion pounds pledged to combat climate change, £525 million into off-shore wind farms and £405 million for low carbon energy and green manufacturing, while tax credits for families will also increase (child tax credit raised to £20). There will also be more money for families with disabled children, and for pensioners’ winter fuel allowance. The measures to boost the housing industry should go some way to boosting the economy by getting people into work again and increasing the flow of funds for families and businesses, but perhaps the most significant steps taken are not those just announced, but those made by the private sector; developers’ deals and incentives for buyers and estate agents, mortgage lenders, retailers and local businesses upping their game. Movers How did you choose this property? Being able to pay for just part of the house up front made it an easy way for us to get on the property ladder. We were renting a flat before and really wanted to buy a property we could call our own. The location of Bridgewater Park is ideal for us, as we both work in the city centre. How is it laid out? Downstairs we have a W.C., kitchen, dining room and spacious lounge which we’ve decorated in a chocolate brown. There are three bedrooms and a bathroom upstairs. We’ve only been here since 4 March so it’s still a work in progress.

Tell us about the lounge... The sofa is half leather and half material, in a reddish brown colour. We have a nice wooden table and a Greek statue, which we bought on our first holiday together, in Rhodes. What about the gardens? We have a front garden and French doors leading to quite a large rear garden. I’m actually quite overwhelmed by the size of it! We used to have a flat in

Birkenhead so obviously there’s quite a big difference. I’m a keen gardener so I’ve got a few a plans for it. I’m going to get a shed and I’d also like a nice patio to sit out on.

John Manley, 36, and wife Kelly, 29, both work in city centre casinos. They recently acquired a three bedroom house in the new Bridgewater Park development in Netherley. They purchased the property using the Miller Homes’ ‘75 per cent now, 25 per cent later’ MiWay scheme.

What’s your favourite item at the moment?

What do you plan to do with the spare rooms? We’re keeping one as a bedroom so people can come and stay. My parents live in France so they’ll be coming over soon to visit their grandkids. The other is being used as a storage room at the moment. It’s also where I play on my XBox which keeps me out the way! Tell us about the bathroom... There’s laminate flooring in soft pine, with a white ceramic sink and toilet, and a shower screen above the bath.

We have a huge Russian oak dining table with six chairs. It gives the place a bit of a farm house theme and it weighs an absolute tonne! Our cream coloured kitchen clock which we bought in France compliments that rustic theme.

What would be your dream buy? I’d love to have a few Jack Vettriano pieces on the walls. He’s my favourite artist. I’m originally from London and I’m planning to head down to Hyde Park to buy some art for the house. They have some terrific artists there.

Tom Georgeson Interview //// TALENT IN THE CITY

Liverpool-born Tom Georgeson is one of Britain’s foremost acting talents, having worked on productions such as A Fish Called Wanda, Notes on a Scandal, and the BBC’s recent adaptation of Dickens’ Bleak House. His place in Liverpool folklore is entrenched by credits in Z Cars, Scully, Boys from the Blackstuff and GBH. He returns to the Liverpool Playhouse, the theatre where he began a fruitful working relationship with playwright Alan Bleasdale, this time as the alcohol soaked photographer in J.B. Priestley’s When We Are Married - a sharp observation of marriage, social standing and petty snobbery.

Life through a lens What drew you to the role as the drunken photographer? It’s the best part in the play! He’s kind of like JB Priestley’s voice. I hardly knew anything about Priestly before I read the script but I became engrossed. It’s a really fun role. It’s a long time since you’ve performed in your home town. Do you find Liverpool audiences to be unique? I think every city is different. I thought the Leeds audiences we played to before were fantastic (When We Are Married ran at the West Yorkshire Playhouse from 4 to 25 April), but for me, playing to a Liverpool audience is like playing to family. We think Liverpool will enjoy the play very much, because it’s a really good production and a great cast. Considering the impact they had, what was it like to be involved with productions such as Boys from the Blackstuff, and GBH? It’s great to work on these 44 Your Move

things but when you are performing you don’t imagine they will be remembered for years to come, you just think about the job in hand. You’re working too hard to consider what kind of impact it might have. Do you look for productions with a social commentary? I’ve always thought I should voice my political views by what I do in the theatre. Not as a party political broadcast, but in a much broader sense. JB Priestly is a socialist, which is something I can relate to. When did you decide to become an actor? It was something I had decided from the age of about 14. I just always knew I’d be good at it! You’ve worked with some fantastic talent in your career. Who stands out? That’s a tough one, because there’s been so many. Alan Bleasdale really stuck out. I first met him when I was performing at the Playhouse many years ago and I’ve since done some great work

with him. I would also say that Andrew Schofield is an actor that I respect very much. What does Liverpool mean to you? It’s my home. That’s the reason I come back. You just can’t wipe it off the soles of your feet. What do you like to do in the city? I like going to the pubs, such as The Grapes on Matthew Street, and the other Grapes on Roscoe Street, which we all used to go to after performing at the Playhouse. So much has changed since I last visited, with all the Capital of Culture stuff that’s gone on. I saw a documentary about 2008 but I haven’t had the chance to see any of it in the flesh as yet! There’s been so much re-building going on and I’m really looking forward to seeing it all. What’s the best piece of advice you’ve ever been given? That’s put me on the spot! A director once told me “if

you’re not talking, don’t act”. I suppose that could apply to life as well.

The term ‘slipper chair’ is American, although the design originated in Europe in the 18th Century. The chair is small with a high back, low seat and armless body. For this reason it was usually used as occasional furniture in the bedroom and smaller rooms as extra seating. In the 1950s the American designer Billy Baldwin brought the chair out of the bedroom. In the process he redesigned it, giving the chair a more tailored look and the chair is now used throughout the home. I would definitely consider using one in your bedroom as they really do look great as well as being functional.

Traditional conservatory plants can drink a lot of water in the summer months but by choosing the right breeds to brighten up the space you can cut down on the water used. South facing conservatories in particular can become very warm on a sunny day, so choose plants which thrive in these conditions to save running up a hefty water bill. Orchids look beautiful when potted and a six-inch pot only needs to be watered every six days from your water butt. They also have a long bloom season, and are ranked as an airpurifying plant. Lavenders aren’t traditional house plants but they’re drought resistant and bring fragrance and colour to your conservatory. They like to be sheltered from the wind and thrive indoors, particularly French lavender. Put the plant outside in between its occasional waterings to enjoy more sunlight. Other plants which don’t drain the tab include lemon trees which, once established, only need one deep-watering a week if planted in a large container small containers dry out faster. Other ways to reduce your water use in the conservatory include adding mulch around your house plants to reduce evaporation, or by planting water retention crystals. Arena, which was formally housed in Duke Street, will host the Coller Elective, at their new premises in the Elevator Building on Parliament Street. The Coller Elective presents the work of four contemporary artists; namely Katriona Beales, Fiona Curran, Tracey Eastham, and Ben Washington. The Coller Elective runs from Friday, 1 May until Saturday, 16 May, with private viewings on Thursday 31 May, between 6 and 8pm. The gallery is open from Thursday to Saturday, between 11am and 5pm.

Hot Product The north-west’s answer to Gilbert and George have been crowned as this year’s winners of the 2009 Liverpool Art Prize. The CGI imaging in the work of Al and Al won over judges choosing from a short-list of six. Al Taylor, 37, and Al Holmes, 38, moved to Liverpool for a residency in 2007 and are currently working as artists in residence at Edge Hill station.

The People’s Choice award went to installation artist Elizabeth Willow, who received the most votes from visitors to the exhibition. Elizabeth’s work is also being displayed across the city in celebration of 50 years of the Bluecoat Display Centre. The pieces, which are inspired by folklore and mythology, will be featured in the Philharmonic

Hall, the University of Liverpool’s School of History off Abercromby Square, and the Roald Dahl Blood Centre at the Royal Liverpool Hospital. The exhibition is expected to run until the end of June. “When people move into the area we’ll give them a comprehensive guide to all the local services so they can really settle in.” The newly reopened Bluecoat offers a peaceful haven in a busy city centre, as Dave Tai, Head of Renewal at the Plus Dane Group, and I discover. Since the merger of major Merseyside and Cheshire-based housing associations in July last year, the Plus Dane Group has rebranded and refocused as a ‘neighbourhood investor’ to not just deliver quality housing, but to encourage members of the local community to engage with one another and the opportunities available where they live. Dave said: “Our houses are good, but we’re not just about housing. We work with our partners to improve the local environment, the roadways, streetscapes and the surrounding area. We have a front line team which takes itself out onto the street to ask people, on their own patch, what they like and what they don’t. Based on that, our team members try different tactics to improve those issues, whether that’s making people feel safe in their own communities, or improving access to childcare and employment opportunities.” The Bluecoat serves all locally

sourced produce, with starters including as a platter of Liverpool Bay cockles and mixed seafood, and salads with Whitehaven goats’ cheese, balsamic wilted cherry tomatoes and chicory salad. The eclectic menu befits our discussion, taking in the wide offer services at the group which now employs over 400 staff and was included in The Times List of 100 Best Companies, despite being just six months old – although its subsidiaries Newgen, Dane, Hornby and CDS are considerably well-established. Dave orders the Roasted Barrow Farm carrot, beetroot, blood orange and chard salad with truffled honey dressing, while I opt for the grilled fish of the day. The whole plaice is served with lemon and side orders of buttered Anya potatoes, spinach and mangetout, and is delicately flavoured. For residents in Plus Dane’s 13 key neighbourhoods, it’s hoped that life will also be sweetened by the energy and time focused on the community. Dave adds: “We work with the residents as well as all those people who work, visit, use the

facilities, or run a business in the area to make it the best for all concerned – young and old. We have tried and tested ways of tailoring events, such as a day of making hanging baskets to put up in the local area to community celebrations, with stalls from all the businesses and services in the area, to suit the needs of local people in the neighbourhood. Another local community wanted an allotment patch and that was something else we’ve been able to help them with; others joined the local yoga class. “South Sefton is one of our key areas and the culture has improved considerably. We work closely with our partners and other local housing associations so that people don’t feel that they’re losing out by living a few doors down, and so that the whole community is integrated. When people move into the area we’ll give them a comprehensive guide to all the local services so they can really settle in.” Desserts at the Bluecoat are prepared by pastry chef Ben Hough, and include forced rhubarb tart and flourless chocolate cake with hot

chocolate sauce beautifully presented. The enormous scones served with afternoon tea are equally tempting. Over cappuccino, Dave adds that, with the All Together Better Bootle Awards approaching, which Plus Dane is sponsoring, it’s hoped that the area, which Dave describes as “aspirational” – with more people choosing to live there and raise their children, will get the recognition and the boost it deserves.

Since the Bluecoat’s reopening a number of events have seen guest meet the artists behind the displays and share in the process. The recent ‘How do they make it?’ exhibition saw visitors meet artist Sally Booth at the end of her residency at the centre and find out more about her. They also met pastry chef Ben Hough, from Upstairs at the Bluecoat, at a beer and scones session. The Bluecoat also exhibits work from artists celebrating 50 years at the gallery, and the People’s Choice winner of the Liverpool Art prize, Elizabeth Willow.
