Pitfalls for those running property rental businesses Q. I run a property rental business and I think my tax returns are in order but I have heard that HM Revenue and Customs (HMRC) are taking a tougher stance with landlords – can you explain what is happening? A. There is increasing evidence that HMRC is taking a greater interest in the rental sector. Keeping full and proper records of property rental business expenses is an important task for all landlords. For example, HMRC could seek to disallow such expenses if there is insufficient evidence that the expenditure has been incurred, and can impose penalties for failures in record keeping. All property rental business owners are subject to the statutory record keeping requirements. The future introduction of ‘making tax digital’ is likely to add to this burden in many cases. Which records? The tax rules for record keeping by property rental business owners are the same as for the self-employed. There is a general requirement to keep all such records as may be needed to enable the business owner to make and deliver a correct and complete return for the year or period. These records need to include records of all amounts received and expended in the course of the business and the matters in respect of which the receipts and expenditure take place. How long do I need to keep the records for? Landlords are generally required to retain their records until the end of the fifth anniversary of 31 January next following the tax year. For example, property rental records for the year ended 5 April 2017 must be kept at least until 31 January 2023. How much is the penalty? Failure to comply with the record keeping requirements can result in a penalty of up to £3,000 per tax year, so penalties could potentially accumulate for record keeping failures over several tax years. Anything else? If a property is let at less than full commercial rent (e.g. to a relative), HMRC considers that the expenditure relating to that property is likely to fail the ‘wholly and exclusively’ test for deduction purposes against rental profits. NEWS Construction begins on new Shared Ownership homes in Speke Construction work has started on a collection of Shared Ownership homes in Speke. South Liverpool Homes (SLH) is building a total of 11 three-bedroom properties on Central Avenue and Hale Road. Three homes on Central Avenue are part of a new housing development by Keepmoat, with seven on Hale Road contributing to a £2.6 million mixed tenure development of 23 properties. According to SLH the houses, which will be available to move into from April 2018, will “address local housing needs” as well as “buoying” Mayor of Liverpool Joe Anderson’s pledge to deliver 5,000 high quality and sustainable new homes for Liverpool. Gareth Rigby, head of assets and development for SLH, says: “These new developments will hopefully reignite the hope of home ownership across Speke, whilst also addressing the demand for much-needed homes for affordable rent.” During the next four years, SLH will build more than 200 two and three-bedroom homes in Speke to meet the demand for family-sized properties in the area. The homes will be a mix of affordable rent, Shared Ownership and Rent to Buy – a government-backed scheme designed to ease the transition from renting to buying.

Several new housing developments could be approved by Liverpool City Council at a forthcoming planning committee meeting. Projects recommended for the green light include 126 student apartments in the Baltic Triangle and a new mixed-use development in the emerging Fabric District. Proposals for the part seven and part eight-storey student development on Norfolk Street in the Baltic also include a gym, “hang-out space”, concierge and two ground floor retail units. The plans from applicant Borden Properties have been recommended for approval during

the meeting on 30 January. Also recommended for permission is a new mixed-used scheme of between eight and 10 storeys on Devon Street in the Fabric District – the area previously known as Islington. Applicant YPG Devon House was originally awarded planning consent for the scheme in August 2017 but has since amended the proposals from 218 to 208 student studios. Other developments on the agenda recommended for approval include plans by Riverside Housing Group for 28 homes on Prescot Road in Fairfield, as well as proposals from Proactive Property to build 12 apartments on land off Buckland Street in Aigburth. After the Christmas period when most of us have had extra people in our houses, decorations in our already cluttered rooms and, depending on whether or not you have kids, a tonne of unnecessary yet extraordinarily expensive plastic tat that we now need to find storage for, it’s not surprising that decluttering becomes a goal for many of us. It needn’t be as difficult as you might think though.

TIP Set aside 10 minutes each day. Any major task often seems impossible because we’re all dealing with a lack of time. From working to looking after the kids, dealing with family and generally trying to keep your head above water, few of us have a solid three hours every week to sort through the house. By breaking the task down into 10 minutes each day you can make progress. At the start of the week, list which room or area you will work on each day.

CUT CARBON EMISSIONS There’s never a bad time to cut carbon emissions in your home so January is as good a month as any to begin. If you want to actually take some positive action this year rather than just lament at the damage to the planet there’s some simple steps you can take.

TIP Make one change each month. Start by reducing your thermostat, then next month make it your mission to get your property insulated if it’s not already. The month after, vow to replace all the bulbs in your home with LEDs which are much more efficient than halogen lights. And so on.

“Viktor E Frankl, a psychiatrist and author of ‘Man’s Search for Meaning’ suggests that if we have a strong enough ‘why’ to do something then we are more likely to reach our goal,” says coach and NLP practitioner Terry McCoy. “Do you have a strong enough ‘why’? If not then perhaps you could create one or review your reasons for wanting that particular outcome.”

Change your habits “To make changes in your lifestyle, you need to ‘let go’ of certain mindsets, thoughts and behaviours,” says Jaqui Temperley, managing director and coach at training company Veritas and Associates. “In a way, you have to say goodbye to old habits and change your mindset. “We resist endings, and hope to skip them and go to creating new things. Probably because endings cause pain/hard work so we skip/avoid them. “The void between the old way and the new way is where you need to develop a plan and a support network to help you stick to your resolutions and achieve your goals.”

Let’s be honest, there’s really no better feeling than being organised - that smug sense of satisfaction you get from realising you have all your affairs in order. Well, you can achieve that on a long term basis if you make some simple changes.

TIP Stationery! When you want to get organised stationery is your best friend. It needn’t be fancy or expensive - this isn’t the first day back at school when pencil cases mattered. Just find a few binders and some dividers and spend an evening organising your bills and life paperwork into neat little sections. Honestly, it’ll be more enjoyable than it sounds!

SORT OUT YOUR FINANCES December is a weird month. We go through every other month knowing full well that by around the 21st we’re going to struggle until payday - and that’s from just paying for the necessities. Yet December comes along and we’re all expected to find some miraculous money pot to cover the cost of Christmas too, meaning January is a lean, mean month. If you’re tired of making ends meet and want to make 2018 the year you sort your money situation out, it can be done.

TIP Make a monthly budget. It sounds ridiculously simple but most financial advisers will tell you this is the first step to getting on top of your finances. Make a spreadsheet of all of your outgoings and incomings so you have a clear idea of your available spends each month. Then open a second bank account and when you get paid transfer the money that will be left over once your necessity payments are covered into this. If you only use this account for the rest of the month there’s no danger of you accidentally spending your rent!

“We need to pay attention to how our brain works,” says Temperley. “Every year, we create millions of new connections in our brains. “Some of these hardwired connections show up as beliefs and habits; much of our daily routine becomes the norm and, in a way, ritualistic. We are faced with a need or desire to change and assume we can override years of hardwiring with a simple decision. “Sadly, change does not come so easily. Focus and attention actually help create new wiring in the brain.”

NEWS GREEN LIGHT FOR LARK LANE CHRISTAKIS

A well-known Greek restaurant chain could open a new branch on Lark Lane. Christakis Georgiou, who runs two Christakis restaurants in the city, has had plans approved by Liverpool City Council to turn a former off-licence on the South Liverpool street into his latest eatery. Christakis opened his first restaurant, Christakis Greek Taverna, on York Street in 1999 with Christakis Greek Restaurant following on Smithdown Road in 2012.

REVAMP FOR MEDJOOL Meanwhile in other Lark Lane food news, Mediterranean and Middle Eastern-inspired restaurant Medjool Bistro has announced that it’s to undergo a complete revamp. In a social media post, the eatery revealed it’s shifting its focus onto “daytimes of breakfasts, brunches and homemade cakes” and “evenings of tapas, tasty small plates, beers, gins and wines”. As well as the new menu Medjool, which will close for the reboot on 28 January, will be getting a new look and a new name.

RESTAURANT PLAN FOR ORNATE BOLD STREET OFFICE BUILDING An ornate office building on Bold Street is to become the site of a new restaurant or café. The council has awarded planning permission to Dr A Sahab for a mixed-use development at 101-103 Bold Street – the former offices of Busi & Stephenson Ltd. Under Dr Sahab’s proposals, which also include six apartments, the restaurant/café will be spread across the building’s ground floor and basement. Local architecture firm NS Architects, which worked on Mowgil’s two Liverpool restaurants, has designed proposals for the scheme.

ALLERTON Allerton Road, L18 Like many I’m sure, my response to 2018’s arrival has been to cut back on the indulgences I enjoyed throughout December, kick the booze for a month and start the year with good intentions of saving cash, eating healthily and keeping fit. Fully aware that I’ll require lots of creative thinking and a bucket load of motivation if I’m to keep this ‘new year, new me’ strategy interesting enough to stick to, it was music to my ears that a new restaurant has opened in Liverpool promising healthy dishes packed with nutrition and flavour. My dinner date and I made a special journey to the ever growing foodie hotspot that is Allerton Road to liven up our postfestive lull, and on arrival we found 109 Allerton to be a contemporary, relaxing haven from the bitterly cold outdoors. It definitely looks the part for its trendy South Liverpool location. But what about the menu? Equipped with a pair of thirst-quenching soft drinks – San Pellegrino Aranciata (£1.85) in particular – we scoured the varied ‘dinner’ offering, served from 4-9pm each day. With much talked about health ingredients littered across a diverse selection of fresh sounding dishes, which ranged from flatbreads to jambalaya and bowl food, the eatery certainly seemed to be living up to its promise on first impression of providing tasty food that’s good for you.

REVIEW BY NATASHA YOUNG We picked starters from the ‘small plates’ section, which includes a range of options suiting vegetarian, vegan and gluten free requirements. I chose the garlic mushrooms on sourdough and rocket (£5.95) while my dining partner picked the colourful grilled halloumi salad served with pomegranate, soy beans, chilli and sweet potato (£6.95). Both were generously sized for a first course and my mushrooms were a real delight. They’d absorbed an abundance of garlicky flavour and came without the heavy breadcrumb coating I’d come to expect from garlic mushrooms, making for a lighter, more enjoyable dish. For the main course, which had proven to be a tough choice, my partner settled on the aubergine stack (£8.95) – layers of aubergine stuffed with mushroom, spinach, sundried tomato, lentils, garlic and fresh mozzarella. After consulting with our attentive server on portion sizes, he added sweet potato wedges (£2.95) for good measure. It turned out to be a spot on decision as he found the meal to be an ideal portion. Perhaps slightly more expensive than expected for a vegetable focused dish where a side order was required, the aubergine stack was nevertheless beautifully presented and delicious. I decided to customise my

own 109 Superfood Bowl (£9.95), which allows you to choose two ‘greens’, two ‘colours’, two ‘seeds, nuts or berries’, one ‘carb’, one ‘cheese’ and a dressing from a list of ingredients. The concept is perfect for indecisive diners like me. My bowl consisted of kale, asparagus, walnuts, pumpkin seeds, sweet potato, crispy chicken and halloumi in a sesame and soy dressing, and what a hefty feast it was! I enjoyed the concoction of fresh vegetables and crunchy seeds along with halloumi prepared to perfection and made my way through the filling food bowl, embracing the mix of flavours and textures. The crispy chicken, however, came in a trio of chunky pieces on top of the dish which were perhaps a little too large, heavy and somewhat dry for my taste. We rounded off the evening by sharing three scoops of sorbet (£4.95) – one mango, one lemon and one raspberry – and my other half enjoyed a raspberry and mint loose leaf tea (£2.40) on the side. Light and fruity with just the right amount of sweetness, the palatecleansing dessert was a refreshing way to round off a meal which my partner and I agreed was perfect for a new year detox without compromising satisfaction. Plenty of colour, texture and flavour packed our dishes, which were picked from an appealing menu.

Aqua aerobics is taking on a whole new lease of life in 2018 if fitness experts are to be believed. From HIIT classes in swimming pools to aqua Zumba, health clubs across the country are stepping up their water-based activities with some fun new ideas. Welcome the arrival of 2018’s Year of the Dog and celebrate Chinese New Year with a crafty afternoon of activity for all the family. Artist Juliet Staines will be on hand to lead the session from 1-4pm at the University of Liverpool attraction. The event is free to attend and no booking is required.

The city centre arts hub welcomes the return of its popular Family Weekend. Expect two days of creative fun led by Bluecoat artists and dancers from Liverpool Improvisation Collective, as the venue hosts activities inspired by its exhibitions and the history of the iconic building. Activities are held between 1pm and 4pm on each of the two days.

There’ll also be a chance to meet the Easter Bunny himself afterwards and every child will receive a free Easter treat.

There’ll be live music, puppetry, audience participation and laughs as this stage adaptation of Julia Donaldson and Lydia Monks’ colourful farmyard adventure comes to the Liverpool City Region. Follow the story of crafty robbers Hefty Hugh and Lanky Len as they plot to steal the farmer’s fine prize cow, while the quiet Ladybird comes up with a plan of her own in this 55-minute show. The production is recommended for children aged three and over.

11 March, Liverpool Philharmonic Hall With help from 80 orchestra musicians, presenter Alasdair Malloy will share tales of Hamelin and Harry Potter, ‘The Lord of the Rings’, ‘Cat in the Hat’, ‘Alice in Wonderland’ and the ‘King’s New Clothes’ during this family concert. Young attendees can also try out a variety of musical instruments from 30 minutes prior to the show at the Liverpool Philharmonic Hall’s Instrument Petting Zoo.

CHINA’S FIRST EMPEROR AND THE TERRACOTTA WARRIORS EXHIBITION

9 FEBRUARY  28 OCTOBER, WORLD MUSEUM Tipped as a highlight of the Liverpool 2018 celebrations, this landmark exhibition will bring together more than 180 artefacts from museums across North West China’s Shaanxi Province. More than half of the Chinese national treasures from the area, which was home to the First Emperor and his ancestors, have never been on show in the UK before. Highlights of the exhibition, which spans almost 1,000 years, are set to include a life-size terracotta horse and other exquisite objects from the Emperor’s vast burial complex.

– FEBRUARY PLAYHOUSE An exciting new adaptation of Rudyard Kipling’s much-loved family classic comes to the Liverpool stage.
