Making best use of a Tax Planning opportunity in sad times Q. My wife and I have just had some bad news – sadly I’ve been diagnosed with a terminal illness and am not expected to survive more than six months. My wife owns a commercial property which she bought in the early nineties for £300,000 but which is now worth around £2.0M. Is there anything you can suggest that could ease the tax burden if she were to sell it in the foreseeable future?

A. Sorry to hear of this sad news. I have given some thought to your situation and you and your wife might like to consider a bit of tax planning that could benefit her on a future sale. Without proactive tax planning, she would continue holding the commercial property with a cost for Capital Gains Tax purposes of £300,000 and a sale before your demise would trigger a tax bill in the region of £340,000, i.e. £2.0M £300,000 = £1.7M x 20%. However, if your wife were able to refrain from selling now but were to gift the property to you, the gift would not attract any Capital Gains Tax as it would be effectively an exempt transfer between wife and husband. After your death and, assuming that you left the commercial property in your Will to her, your wife would inherit the property at its market value of £2.0M and would have no Capital Gains Tax liability on a later sale made by her for £2.0M. This assumes there is no further increase in the property’s value. After inheriting the property, your wife could of course decide not to sell but could consider making a gift of the commercial property to your children. This would fall outside of her estate for Inheritance Tax purposes after seven years and could be a useful tax efficient way of passing on wealth to the next generation if a sale was not deemed to be essential.

As with all things tax, it does make sense to take proper advice, but the rewards and savings can be significant and worthwhile. This is a useful reminder that very effective tax planning can still be undertaken even at the saddest of times.

Budget brings ‘welcome news’ for buyers and sellers A Liverpool estate agent says measures in the Autumn Budget should come as “welcome news” to home buyers and sellers in the city.

MELWOOD HOUSING DEVELOPMENT RECOMMENDED FOR APPROVAL Outline plans to build more than 150 new homes on Liverpool Football Club’s (LFC) Melwood training ground are recommended for approval. Liverpool City Council’s planning committee will visit the West Derby site on 5 December ahead of a meeting at the town hall. LFC is set to leave its current base as part of a long-term vision to bring its first team and academy operations and facilities together on one site in Kirkby. The application for outline planning permission to develop the site for up to 160 homes has been met

with stern opposition, with 450 people signing a petition against the scheme. Steven Twigg, Labour and Co-operative MP for Liverpool West Derby, has also voiced his disapproval of the plans, arguing that the building of 160 homes on the site will “negatively transform what is currently a quiet residential area”. However, a report recommending the green light for the plans says the new homes will have “no impact on the recreational function” of the site and “whilst the development would inevitably alter some private existing views that currently exist, there would be no overall loss of visual amenity”.

Construction work has begun on 286 new homes at Countryside’s Wilson Chase development in Huyton. The sales office at the Western Avenue scheme is now open, with showhomes set to launch in the spring. The collection of three and four-bedroom properties will be a mixture of detached and semidetached houses, and will come packed with a number of high-end features. Prospective homebuyers can visit the sales office now to reserve one of nine house designs ranging from the three-bedroom detached ‘Ashbourne’ to the four-bedroom ‘Dunham’.

WORK BEGINS ON ALMOST 300 NEW HUYTON HOMES

Chancellor Phillip Hammond last month announced an immediate end to Stamp Duty for first-time buyers on properties worth up to £300,000. First-time buyers of homes valued between £300,000 and £500,000 will not pay Stamp Duty on the first £300,000, paying the normal rates of Stamp Duty on the price above that. Joe Pollard, branch manager at Abode on Allerton Road, believes Chancellor Philip Hammond’s decision will have a particular effect on home sales in Liverpool, especially during the run up to the New Year and beyond. Joe says: “The turn of the year sees a rush of both buyers and sellers into the marketplace, with a larger proportion of those buying for the first time than at any other time of the year.” Under the new rules, Joe calculates that someone buying their first home at £200,000 will save £1,500 – money which could be used for solicitors’ fees, mortgage costs, removals or renovations. On Stamp Duty reform, he adds: “It’s a clear marker from a government that is taking some steps towards trying to help ‘generation rent’ be able to afford their own properties.”

Householders in Liverpool are being reminded not to leave their green bins out during the winter as collections are suspended. Due to a drop in demand, there are no collections scheduled between 5 December 2017 and 25 February 2018. During this time, crews normally tasked with collecting green waste from homes will instead assist with cleaning alleyways and helping with refuse and recycling rounds. Councillor Steve Munby, Liverpool City Council’s cabinet member for neighbourhoods, says: “We know there is a low demand for these services over the winter, and this is something we have done for the last few years. “We can make better use of our crews carrying out other tasks which are needed and dealing with the waste and recycling collections over the busy Christmas and New Year period. “We have placed stickers on all bins to notify people about the arrangements.” Household Waste Recycling Centres at Old Swan and Otterspool are open every day and accept green waste, and there will still be a number of collection points for Christmas trees throughout Liverpool after the festive period. Homebuyers at Liverpool’s Parklands scheme have immediately saved hundreds of pounds due to new cuts in Stamp Duty. According to Mary Lawrence from the Norris Green housing development, 15 home reservations are currently live and have saved between £250 and £1,600 following the Autumn Budget announcement. Chancellor Philip Hammond revealed in his November statement that Stamp Duty Land Tax would immediately be abolished

for first-time buyers purchasing properties up to £300,000, and the existing rate of 5% will apply between £300,000 and £500,000. The Stamp Duty relief will not apply to properties priced above £500,000. The two biggest savers at Parklands saw their home buying costs reduced by £1,350 and £1,600. The Albany The Albany is a Grade II*-listed, three-storey brick and granite fronted Old Hall Street building. It was originally built in 1856 as a cotton trader office using the nearby port and as a meeting place for brokers engaged in Liverpool’s largest and most profitable trade. With imports and exports of cotton accounting for over half of all of the city’s business by the mid1850s, and with over 1.5 million bales imported each year from America, Brazil, Egypt and India, cotton truly was king in Liverpool. The influx of wealth that this generated is lavishly reflected in the Albany’s exterior décor, with its elaborately carved friezes, archivolts and other classically styled adornments. There’s also the much-admired courtyard, replete with red granite columns and intricately decorated arches. It remains one of the earliest examples of Victorian offices in Liverpool and as testimony to a time when the docks stood at the hub of global trade, creating employment for many residents and forging a sense of identity that remains undiminished. Nowadays, of course, the Albany has more to do with an expanding property sector than world trade, having been converted into 140 apartments during the mid-2000s.

Springwood House As Liverpool’s commercial and maritime power continued to flourish throughout the 19th Century, an ever-expanding class of merchants and lawyers began to look for places outside of the city to build their ‘statement’ homes. The greatest concentration of these mansions was to be found in Allerton, a hitherto rural suburb located three miles from the city centre. One of the first to be built here was Springwood House (1839), a two-storey lodge that might possibly have been designed by John Cunningham, the Scottish architect best known

Our round-up of Victorian residential artefacts continues with a house that isn’t actually Victorian. Originally built in 1530, at the height of Tudor power, Speke Hall survived almost three ensuing centuries of political and social upheaval before being bought by Richard Watt, a Jamaican sugar plantation and slave owner, in 1795. Previous owners had allowed the house to fall into a state of almost total ruin, so from 1856 onwards the family began to renovate the property and estate, slowly adding the distinctive gardens, parlour and grand kitchens that continue to draw visitors. The hall’s final occupant, Miss Adelaide Watt, was a formidable woman who, in many ways, personifies the prevailing ethos of her

class and age - a curious combination of public spirited piety together with a shrewd eye for the business opportunity. She donated £2,000 towards the building of Liverpool Cathedral (including a memorial to her slave owning forebear, Richard Watt, in recognition of the fortune that underpinned her own existence), and took great pains towards developing the farm complex on the estate. After her death in 1921, the house eventually passed into the ownership of the National Trust and has become one of Liverpool’s premier tourist attractions; not least through its enduringly popular Victorian themed Christmas weekends. There’s a great irony in which this Tudor house has become so inextricably linked with the Victorians, and yet it tells us much about the single-minded confidence of the merchant classes and of the way in which they imposed themselves on their surroundings.

It was originally built for William Shand, a plantation owner with interests in the slave trade, before being bought by Sir Thomas Brocklebank in the 1840s. Brocklebank’s grandfather was the founder of the famous Brocklebank shipping company, one of the oldest merchant shipping firms in the world prior to its collapse in the 1980s. Similar merchant’s houses continued to be built in the area until the end of the century but, with the expansion of the railways and later encroachment of the suburbs, many were demolished in the 20th Century to make way for new housing developments. Sudley House Standing in 30 acres of wooded grounds overlooking the River Mersey, Sudley House was originally built in 1824 for a wealthy corn merchant and former Lord Mayor of Liverpool, Nicholas Robinson. Robinson was typical of the mercantile junta that grew and flourished in Liverpool during the 18th and 19th centuries and his imposing two-storey, red brick mansion stands as an abiding testament to its prosperity and power - at once benevolent, enlightened, self-absorbed and self-removed. In 1884 the house was bought by George Holt, a successful shipping line owner, merchant, patron of the local university college and noted art collector. His vast collection of paintings, which remains on view within the hall to this day, features works by Turner, Gainsborough, Joshua Reynolds, George Romney and the Pre-Raphaelites amongst others - a veritable who’s who of lauded and fashionable status artists. Yet, Holt’s preference for religious themes and representations tapped into a wider Victorian sense of high mindedness that was shared by many among the elite; an undeniably laudable spirit of philanthropy that had the best of intentions, but which did little to mitigate the deprivations of Liverpool’s slum dwellers. Perhaps in recognition of this fact, Sudley was eventually bequeathed to the city in 1944 by Holt’s only child, Emma, and it remains one of the few period homes to retain many of its original features.

How much did your upbringing in Liverpool shape your life as an activist? I think you could say that even in the womb I was an activist. Born and bred in Everton, my mum was part of lots of local community action groups. There’s a picture of me aged three outside a cluster of social terraced houses which we squatted in to help save them from demolition. I even remember little things like my mum forcing Fairtrade coffee on people when it tasted disgusting but she was determined to support it. We went to South Africa when I was eight years old as part of my dad’s sabbatical from his role as vicar at St Peter’s Church in Everton to see what the anti-apartheid movement was doing and what the churches there were doing. It’s always been part of my makeup to ask why injustices are happening, seeing it firsthand in Everton and South Africa, and also seeing how we can improve the world through effective campaigning if we do it strategically and lovingly. Can you remember one of your first successful experiences with activism? When I was head girl at Archbishop Blanch School, one of the things that students always dreamt of was having their own lockers. The headteacher told me it wasn't possible because of health and safety reasons but after speaking to the caretaker I found out this might not be true. We literally went around the corridors and classrooms measuring and found out it wasn't a health and safety issue which was stopping us from having them. I knew there was a very influential parent who sat on the board of governors who the others would listen to so I got him on board. We got the lockers in the end and that for me was quite a turning point because I didn't get students to sign a petition or hold a demonstration. It showed me that to do activism you didn’t always have to have a placard or a banner or shout, you could do it very quietly and it could work. That was a real wake-up call which stuck with me through all the years I was doing traditional activism and helped me realise it doesn't normally work screaming at people or throwing eggs at them - we need to be strategic and a bit more crafty.

How did the craft angle come into your thinking around activism? It was never planned. I was working for the DFID (Department for International Development), teaching young people to do effective activism, and as part of my job I was travelling up and down the country, getting really burnt out. By then I'd also moved to London and joined lots of activism groups so I could meet likeminded people and keep campaigning, but I was getting quite anxious because I didn't fit into a lot of these groups. Many of the groups were very demonising of the people in power and would often label them as awful human beings. It was very ‘us versus them’ campaigning. I was travelling up to Glasgow on the train for work once and I missed using my hands properly, as you do when you’re just typing away on a laptop, so I picked up a cross-stitch kit for the journey. I hadn’t tried cross-stitching before but I wanted to make something creative. Separating the threads and the repetitive hand action calmed me down and was a very comforting thing to do. I thought that the process of craft could be really helpful to do this slow reflective activism that wasn't on offer. People started to ask me what I was making, so I thought ‘what if I stitch a quote about inequality?’. I started making mini banners, which were small and beautiful rather than big and brash, and hung them in the street below eye-level so that people would be excited to find them. The banners were placed somewhere relevant to the particular issue, so if it was about unethical fashion then I would put it near a shopping centre or if it was about extreme capitalism I’d put it somewhere where I knew bankers would walk past. I was trying to get activism into places where you wouldn't expect to see it but in a gentle way that intrigued people into thinking for themselves.

What do you say to those who might question whether this slower, quieter form of activism can actually get results? In the early days some charities I used to work with would laugh, but the more I explained how it worked in terms of the psychology, people started to get it. My work caters for different situations in different ways; there isn’t one recipe that will work for everything. You’ve got to decide whether it’s best to make something to display publically or whether it makes more sense to do something quieter, like giving a gift to a politician and not telling anyone so you can build a relationship. I often talk about how craftivism should just be one tool in the activism toolkit. It’s good for intimate activism, slow activism, quiet activism, but I will still go on marches which have got clear goals to make people accountable. Likewise, I’ll still sign boring petitions when we need a quick, immediate response so that a policy doesn't get voted in. I’m not saying my book (How to be a Craftivist: The Art of Gentle Protest) is the solution, but I am saying that if we want the world to be beautiful, kind and just, then as much as possible, our activism should be beautiful, kind and just. Are there any Craftivist Collective campaigns you’re particularly proud of? For one campaign we worked with ShareAction to try and get Marks & Spencer to pay the living wage. ShareAction had been trying to organise a meeting with the CEO of M&S for three years without getting anywhere. I got together craftivists from around the country and asked them to find out as much they could about each of the 14 M&S board members – everything from whether they were shy or flamboyant, what they loved, etc. Then we made beautiful bespoke handkerchiefs gifts for them which encouraged them to lead the way in the retail sector and pay the living wage. M&S went from ignoring us to having meetings with us and within 14 months agreed to pay every one of its 50,000 staff the living wage. That was a tangible example of where our more gentle form of activism and protest was successful. Your Move 35

BREWING UNDERWAY AT HIGSONS NEW BALTIC VENUE A new brewery making the first barrels of Higsons beer since 1990 has begun production in the Baltic Triangle. Based in a formerly rundown warehouse on Bridgewater Street, 1780 Tap & Still includes a brewery, distillery, three bars, a kitchen and an events space. Having opened in late November, the brewery’s tours and tastings will begin early next year. The distillery at H1780 will be the launch pad for a new gin brand called The Ginsmiths of Liverpool. Higsons Brewery was originally formed in 1780 and based on Dale Street.

NEW BOLD STREET ‘COFFEE ROASTING BAR & RESTAURANT’ A former hearing aid shop on Bold Street is to become a new “coffee roasting bar and restaurant”. Liverpool City Councill has approved plans from applicant Than Loh Tso to transform the old Amplifon store. The ‘Ropes and Twines Coffee Roasting and Restaurant’ will include a “coffee grinding and blending area” on the ground floor with a seating area, kitchen and toilets in the basement.

MAKEOVER FOR WELLKNOWN LARK LANE PUB A well-known Lark Lane pub is to be a given a plush new look. Owner Stonegate Pub Company has been given the go-ahead from the council to transform The Albert, which has stood on the popular South Liverpool street since the 1870s. Changes to the listed pub will include new signage, updated interior fittings and a reworking of the beer garden with new seats and a canopy being installed.

As any parent will tell you, trying to get your kids out of the house, fully clothed and ready to go is nothing short of a military operation. When you have a booking or an appointment to get to it’s 10 times worse. Needless to say then when we finally arrived at the Lakeside Bar & Bistro to review its new menu - and after my almost two-year-old had managed FOUR completely separate tantrums during a 15minute car journey - I was feeling somewhat frazzled (read losing my mind). Thankfully then, my editor could not have picked a more tranquil location than this eatery to calm us all down. Set aside the Marina and looking out onto the lake, this activity centre and restaurant - complete with wall to wall windows offers the perfect setting to while away an afternoon and relax. The bistro is spacious and light and we were given a table near the windows. After perusing the varied menu I settled on a classic Caesar salad with chargrilled chicken (£8.75) -

REVIEW BY CHRISTINE TONER I’m preconditioned to order food that is edible cold since my little darlings have a knack of needing me when a plate of food is put in front of me. I needn’t have felt hard done to however, as the salad was delicious with plenty of juicy chicken and lots of sauce. My husband, who remarkably has no issue finishing his meal when the kids are around (the subject of many, ahem, ‘discussions’), opted for the cheese and bacon burger (£9.50) which came in a toasted bun with chipped potatoes, burger relish, gem lettuce, tomato, onion and gherkins. The burger was well cooked and so substantial my husband was unable to finish - though he gave it a good go! Choosing what my little ones will eat is like a more risky game of Russian roulette at the moment so I carefully read each option to my four-year-old and after asking for several hybrid

dishes (“Fish and chips or broccoli and pea pasta, George?” “Fish and chip pasta please”) my eldest settled on chicken nuggets, chips and garden peas (£4.95) and, as she tends to do, my youngest followed suit. In a development that left me open mouthed, my fouryear-old actually polished off the entire plate and declared the chicken nuggets “delicious”. My 23month-old also ate a decent amount. Both kids finished up with ice cream (£4.50), which pleased them no end, while I enjoyed a delicious glass of Prosecco, which pleased me even more. It’s impossible not to feel relaxed when surrounded by such a beautiful setting and being catered to by such friendly and attentive staff. It’s not an exaggeration when I say I’d chalk this up as one of our more successful and enjoyable meals out.

Gingerbread cake: 125g butter 1/3 cup sugar 1 egg ¾ cup golden syrup 1 1/3 plain flour 2 tsp ground ginger ½ tsp ground cinnamon ½ tsp bicarbonate of soda ¾ cup hot milk

Caramel Icing (optional): 120g butter 200g demerara sugar 2 tbsp milk 200g icing sugar (Sieved) 1 tsp vanilla essence cinnamon for dusting

1. Preheat the oven to 160°C, gas mark 3. Grease & line an eight-inch round spring form cake tin. 2. Add the butter, sugar, eggs, flour, syrup & spices in an electric mixer (or beat by hand with a wooden spoon in a large bowl). 3. Once the ingredients are combined, warm the milk & stir in the bicarbonate of soda (make sure you use a jug to allow space for the milk to bubble when you add the bicarbonate of soda. Add the milk to the cake mixture (it should resemble more of a thick batter mix now). 4. Pop the cake into the oven and bake for about one hour. Checking if a cake is ready by listening to hear if it’s singing can prevent a soggy bottom or dipped cake. If you can’t hear the cake bubbling pop it back in the oven for a few minutes. 5. When the cake is baking it’s time to make the icing (it tastes great with or without this, depending which you prefer). 6. Combine all of the ingredients together - butter, icing sugar and milk (add the milk to the preferred consistency). 7. Spread over the cake and enjoy with a little dusting of cinnamon.

100g sultanas 100g raisins 100g currants 50g mixed peel 60g chopped apricots 1 grated apple 30g flaked almonds

150ml brandy 85g fresh breadcrumbs 85g plain flour 170g beef suet 140g light brown sugar 1tsp mixed spice 3 beaten eggs

METHOD 1. Combine all fruit together in a bowl. 2. Add the brandy. 3. Leave to soak overnight. Store for approximately one month, topping with brandy regularly. 4. Beat the eggs. 5. Add the beef suet, breadcrumbs, brown sugar, flour and mixed spice. 6. Make a hole in the mix to add the egg into. Fold together. 7. Line an ovenproof dish with greaseproof paper. Spoon mixture into the ovenproof dish. 8. Top with greaseproof paper. 9. Cover with foil and tie string around the dish to keep in place. 10. Place the dish into a pan and fill with warm water. 11. Cover the pan with foil and leave to boil on a low heat for approximately 7 hours.

Cake: 170g butter, softened 200g caster sugar 2 eggs 1 tbsp vanilla extract 230g full-fat sour cream 255g plain flour 1 & ¼ tsp baking powder ½ tsp salt 200g fresh cranberries

METHOD 1. Preheat oven to 175˚C. 2. Grease a nine-inch round cake tin with soft butter. Place a nine-inch parchment round in the bottom of the pan, then grease the parchment. Set aside. 3. In a large bowl, cream together the butter and sugar until light, and fluffy. Add in the eggs, one at a time, beating well after each. 4. Add in the vanilla extract and sour cream, mix well. 5. Lastly, add in the flour, baking powder and salt and mix until combined. Fold in the cranberries. Pour the batter into the prepared pan and set aside. 6. To make the crumb, in a large bowl, mix together all the crumb ingredients until moistened and large crumbs form. 7. Layer crumb mixture over the cake batter, covering it completely. 8. Bake for approximately 50-60 minutes. 9. Let it cool completely. 10. Just before serving, whisk together the glaze ingredients until smooth. Drizzle over the cake, slice and enjoy!
