EDITOR’S LETTER Whilst the issue of Brexit understandably dominated the Queen’s Speech, the collective ear of Liverpool’s property community would have no doubt pricked at the mention of a cap on security deposits. Now that the industry has had chance to digest the news, we examine what this new legislation means for both landlords and renters. And as the city prepares to welcomes its final inaugural cruise ship of the year, we look back on a decade of the Liverpool Cruise Terminal, highlighting some standout moments and discovering what lies ahead for the Princes Parade facility. Liverpool Property Solutions (LPS), which has branches in the city centre and Wavertree, has added Cheryle Wileman to its sales department. Cheryle, who will be based at the Exchange St East office (pictured), has over 20 years experience in the property industry from working at both corporate and independent agents. f you’re a landlord then you’ve probably had just about enough of 2017 already. Come to think of it 2016 probably wasn’t a barrel of laughs for you either. Indeed, the last few years have been some of the toughest the market has had to deal with, with a host of new rules coming into play which have essentially changed the face of the buy-to-let sector forever. “The changes to the rental market over the last nine years has been unprecedented in 150 years of tenancy law,” says Joseph Gervin, director, Liverpool Property Solutions (LPS). “[Changes to] Energy Performance Certificates, removing interest relief, Stamp Duty changes for landlords and selective licensing are just a few of the big changes in recent times. It appears the government has a landlord button they press when they feel they need more money in their coffers.” The latest proposed legislation, of course, was announced during the Queen’s Speech following this year’s shock General Election. After plans to scrap letting agent fees for tenants were revealed during the Autumn Statement late last year, the government decided to go one step further with the draft Tenants’ Fees Bill. Along with the letting fee ban, the government proposed implementing a cap on security deposits meaning landlords could charge no more than one month’s rent as a deposit for new tenants. Rob Bence is co-founder of The Property Hub - a global community of landlords and owns a number of buy-to-let properties. He says the government is missing the point and tenants will lose out as a result. “Landlords that charge more than a month’s rent as security deposit do so because they feel there is a greater risk to the property than there might be with other tenants,” he says. “A tenant with pets is a prime example. If landlords are not able to manage this risk accordingly with increased deposits there is definitely a danger that a number of them will opt to ban pets from their properties. “Furthermore, those tenants who may have affordability issues may struggle to find a landlord willing to let to them without the added security of a larger deposit. With the lack of affordable housing to rent already a problem in the UK this is something that should be a

major concern to the government. Landlords should be being encouraged (and supported) to let to tenants who, perhaps, might not be considered as safe a bet as others - not being discouraged from doing so”. Indeed, the lack of affordable properties available to rent in the UK is a growing problem. Earlier in the year the government announced steps to address the issue, including opening up its 2016-2021 Affordable Homes Programme to allow developers to build a range of new homes for rent. But Rob says by hitting out once again at the buy-to-let market the government is actually damaging the country’s affordable rent offering. “This latest government intervention is yet another example that the government does not fully understand the private rented sector,” adds Rob. “Every time it has stepped in to the the buy-to-let market of late the consequences have been disastrous, not just for landlords but for tenants too.

ccording to the National Landlords Association if a cap on security deposits is brought in, tenants with pets may be left out in the cold. Writing on its official website, the NLA states: “In the initial consultation on the fees ban the government announced their intention to look at putting a cap on security deposits. While we argued that it was unnecessary, the government has not listened. Data from our AST statistics show that the average deposit (of those taking a deposit) is 4.92 weeks’ rent. “The details of the draft Tenants’ Fees Bill that were released at the Queen’s Speech also included: a cap of one month’s rent for security deposits. “While not the intention, the government’s plans for imposing this

And this new initiative will be no different.” Liverpool landlords may be spared from the changes somewhat as, according to Joseph, deposits are generally one month anyway in the city, now he admits there will be repercussions for some if the cap comes into play. “The reason why this figure, in our opinion, is correct is one of affordability,” he says. “Tenants’ costs in moving are always high so why risk losing a good tenant for the sake of a further week or two’s rent to be held back. On the other hand, in high risk tenants such as those with pets, County Court judgements (CCJs) and adverse credit some people could be left without homes for a longer period of time or getting less desirable properties, due to the deposit cap, than they would like. “We believe, like most changes to statute, landlords are pragmatic and adjust quickly to the market forces. One months deposit is common in Liverpool so for 90% of lets the status quo will remain. For landlords requiring more than one month, then possibly more stringent tenancy terms will be implemented to deter damage and arrears.” But while landlords can be expected to rise to the challenge and adapt - as they have had to do a lot lately - one wonders what impact continued government intervention will have on the sector going forward. “We would like the government to start working with landlords rather than against them,” says Joseph. “Landlords and agents provide a really important service to society, especially as councils no longer look to build their own social housing. The government should look at reducing the period of time that landlords can get back possession of a property when a tenant is in breach. In our experience possession can take upwards of six to eight months in which time breaches continue, arrears rack up and deposits become a drop in the ocean in any event. It’s time possession laws become a level playing field and then we probably wouldn’t need deposits.”

luck? one-month cap on security deposits will reduce landlords’ willingness to accept pets by removing their flexibility to take a higher deposit to cover for pet damage. “Previous research from the NLA showed that almost half (47%) were unwilling to allow pets, with 41% of those citing the reason as potential property damage. “The Dogs Trust’s ‘Lets with Pets’ scheme advises landlords to either take a higher deposit or include a “professional cleaning on move-out” clause in the tenancy agreement in order to mitigate the financial risk of property damage. “However, the government’s plans at present could very well outlaw these practices. The end result? Even fewer landlords willing to let to tenants with pets.”

It will not prevent deposits altogether, merely limit them to a sum equivalent to one month’s rent. It will not be possible to take large payments as security and call it something else, such as first and last month’s rent.

what aBout credit check fees? The aim of the new bill is to make it more affordable to rent in the private sector. One of the issues considered was that of upfront charges by lettings agencies such as credit check fees. It’s likely that any bill that goes through parliament will stop these fees being payable by the tenant; such expenses will fall upon the landlord themselves. Landlords will of course be able to negotiate with the agent to waive these fees, although over time this may be reflected in the monthly management fee charged by agents. how will landlords mitigate the risks? Landlords can continue to obtain credit references although now they will bear the cost of this through

their usual channels. More emphasis can be placed upon tenants providing evidence of payment of their existing landlord and references can be obtained from current landlords. Care will need to be taken however over simply relying on tenant obtained documentation and the validity of the paperwork will need to be checked carefully. Existing mitigation such as obtaining multiple months rent in advance will no longer be permitted. If a landlord feels that the tenant is at risk of non-payment or damage to the property, he/she may now simply opt not to let to that prospective tenant. are there any other changes that landlords should Be aware of? Landlords should always make sure that they are up to date with all the changes in landlord and tenant regulation including deposit protection, right to rent and storage of tenant’s identity documents, repairs and changes to termination notices. When choosing a letting agent, landlords should check that the agents are up to date on training. Any breaches occasioned by an agent on behalf of the landlord may financially impact the landlord who will be liable to the tenant for the breaches. Tenants should also ensure that agents are knowledgeable so that they can be assured that they are being protected.

TALENT IN THE CITY IT’S THE 20TH ANNIVERSARY OF CREAMFIELDS. HOW ARE YOU PLANNING ON CELEBRATING IT THIS WEEKEND? Going there and running my ‘All Gone Pete Tong’ stage on the Saturday is one of the highlights, and there’s an incredible line up this year. That’s my contribution! YOU HAVE BEEN INVOLVED WITH CREAMFIELDS FROM THE VERY BEGINNING. WHAT MAKES YOU WANT TO RETURN YEAR AFTER YEAR? The North was such an important part of the music scene. I’m from London and I made my name as a DJ there but people didn’t zoom around the world as they do now and the North seemed to be miles ahead of the South from a clubbing perspective. I’m also good friends with the guys who run Creamfields; we have a good working relationship. At the time it started up people were experimenting with music, some gigs were great and some not so great. Creamfields was the first one to fly the flag for the scene and I wanted to be a part of that because of my history with Cream. YOU HAVE A LONG HISTORY OF PLAYING AT THE CLUB CREAM TOO, WHICH IS ALSO MARKING ITS 25TH YEAR IN 2017. WHY DO YOU THINK IT HAS BEEN SUCH AN INDUSTRY FAVOURITE? I’d built up a great rapport with Cream the club at the start and worked there on a regular basis when dance music started playing a bigger role in festivals. Like I said, the North was where the clubbing scene was building up and Cream was a big part of that. YOU LIVE IN LOS ANGELES NOW. HOW DOES THE MUSIC SCENE THERE DIFFER FROM THE WAY IT IS IN THE UK? It’s not full of Scousers! There’s a little less energy, but the world is so connected now with social media and the internet. The music isn’t that different from what is played in the UK but culturally it is very different. As always, different music is popular in different clubs and some of the music I play in LA would not be appreciated in the UK. YOU HAVE OBVIOUSLY BEEN IN THE MUSIC INDUSTRY FOR MANY YEARS. DO YOU THINK THE HOUSE MUSIC GENRE HAS CHANGED A LOT DURING THIS TIME? The essence of what we’re all trying to do is the same – we’re just trying to have a great time. Back in the late ‘80s and early ‘90s everything was new. Getting to make music was a lot more challenging from a financial perspective and getting to entry level was a lot more difficult. You had to get noticed and signed, the whole process took longer and it cost more money. Now everything is accessible and music is so global that you can find like-minded people all over the world. The core of it all remains the same and so does what I’m trying to do.

YOU’VE HAD YOUR OWN RADIO SHOW AND RECORD LABEL FOR A LONG TIME. HOW HAVE THESE SERVED AS PLATFORMS FOR DISCOVERING NEW TALENT? I use them to share talent. My show has always been about discovering music and championing new talent and I have a reputation for doing this. As for my label, it’s the same sort of thing. You find artists who you want to put music out and get heard. It’s a business, so you have to find people with the potential to become popular. Everything about my career has been about trying to break talent. WHICH EVENTS OR PLACES TO PERFORM AT HAVE BEEN YOUR FAVOURITE? Ibiza! I come back every year because in terms of DJing it’s like the World Cup final. To a certain extent it is still a place where you feel you have to prove and constantly reinvent yourself. It’s the one place where the world comes to see you. When I’m travelling around and playing in different cities the place is often dominated by the local community, whereas Ibiza is so international. I am lucky to have travelled to so many places and to be able to live in America. Living somewhere is very different from flying in for 10 days, you really get to experience the culture. I also think South America is great, I love playing in Brazil and Chile. DURING YOUR CAREER SO FAR YOU’VE PLAYED ALL OVER THE WORLD AND BEEN AWARDED AN MBE. WHAT WOULD YOU STILL LIKE TO ACHIEVE IN THE FUTURE? I’d like to find new challenges or continue telling a story in a different way. That’s what I’ve done with the ‘Classics’ project and that’s what is dominating my life right now. The Ibiza Classics project has recently started in Ibiza and is then travelling around the world, from V Festival to Australia to the USA and then back to England.

he sight of thousands packed onto the waterfront enjoying a thrilling fireworks show as a giant cruise ship sails up the River Mersey has become a regular one here in Liverpool. It seems as though every other week the city welcomes or waves goodbye to another colossal vessel with all the pomp and circumstance of a Disneyland parade. This September will mark 10 years since the Liverpool Cruise Terminal was relocated from the North Docks to a prime spot in front of the Three Graces. Some of the world’s grandest and most distinguished ships have visited the city in the intervening period including one unforgettable weekend in 2015 when the Queen Elizabeth, Queen Victoria and Queen Mary 2 marked Cunard’s 175th anniversary with a waltz on the water. Those two days in May saw the banks of the Mersey heave with over 1 million people and proved a boon to visitor economies on both sides of the river. Now, when you consider the fact that in the last decade more than 700,000 passengers and crew members have passed through the Liverpool Cruise Terminal, generating an estimated £50m for the local economy - the importance of this facility to Liverpool’s tourism offer is clear. “The Liverpool Cruise Terminal has played an absolutely integral part in growing the destination offer of the city,” says Angie Redhead, head of city assets (cruise, city halls and tourist information). “Because this terminal is owned and operated by the Liverpool City Council we are under the umbrella of Culture Liverpool and we’ve moved certain big ship visits to coincide with major events and vice versa - they dovetail perfectly.

CRUISE TERMINAL TH ANNIVERSARY “The likes of the Tall Ships and military vessels are all able to berth in the middle of the city and it allows them [Culture Liverpool] to add those bells and whistles and create those events out of things which might not normally be considered an event.” Since its inauguration in 2007, the Liverpool Cruise Terminal has welcomed over 350 cruise ships from more than 30 different cruise liners including big names like Fred Olsen, Disney and of course, Cunard. “When you see one of those cruise liners empty and the passengers spill onto the streets it’s just fantastic,” says Claire McColgan, director or Culture Liverpool. “It’s constantly surprising that many of the people who get off those cruise ships have never been to Liverpool before and the comments that we’ve had back just show how blown away so many people are by the city. “These people will go back to wherever they’re from and talk to friends about it and it will increase tourism that way, as well as directly from the cruise.” Given the volume of ship visits over the last decade, you’d be inclined to forgive Liverpudlians if their enthusiasm for the events began to diminish, but this couldn't be further from the truth according to Angie. “Their interest has not waned in these 10 years - if anything it has grown. “The economic impact is great but the civic pride of the people of Liverpool seeing passenger ships back at Pier Head is also really important.” Despite being in operation now for almost 10 years, the Liverpool Cruise Terminal was originally built as a temporary facility. In February, Liverpool City Council identified the former Princes Jetty, off Princes Parade, as the location for a new permanent £50m facility. Engineering consultancy Ramboll has been chosen to lead a highly skilled technical team to develop the new terminal which it’s envisaged will include supplementary projects such as a 200-plus room hotel and multi-storey car park. “The temporary cruise liner building has been a tremendous success and served us well, but a city of Liverpool’s standing and ambition needs a permanent building if we are to continue the growth we’ve seen in recent years,” said Mayor of Liverpool Joe Anderson earlier this year. This new facility, which the council hopes to have up and running in 2020, will allow much larger ships to embark and disembark here in Liverpool. “It’s [the current terminal facility] great for mid-size, 1,000 passenger ships like Cruise & Maritime Voyages and Fred Olsen liners, but our aspirations are much bigger than that,” adds Angie. “We want 3,500 people to be able to embark and disembark from our existing Pier Head facility so what we are building is a new iconic building on the shore side, towards the north end of Princes Parade, which will facilitate that passenger operation.” Meanwhile Claire hopes this new ‘turnaround’ facility will help boost tourist

numbers, especially at weekends when the city is noticeably quieter. “To have a proper turnaround facility, a landmark building, really is a statement of where we want to be as a city and it’s hugely important for the future,” adds Claire. “Tourism is one of our fastest growing economies but you’ve got to keep changing the story in order to keep people coming back and I think the cruise terminal growing will completely do that. “At weekends we’re busy as a city whereas it’s still quieter on Mondays and Tuesdays but what’s brilliant is when you see a ship roll in on a wet weekday and all you hear is German voices around Albert Dock you know what impact it’s making. “We’re not there yet, we’ve got a long way to go before we can match Barcelona or Venice, but we want to attract the big cruise ships - they put huge amounts of money into the economy, it’s brilliant for the city and it’s kind of where this city started.”

NEW SOUTH LIVERPOOL CAFÉ OPENS ITS DOORS A new café serving fresh, locally sourced food has opened in South Liverpool. The menu at the family-run Dove & Olive on Dovedale Road will change daily based on what’s in season and features a wine list supplied by the prestigious R&H Fine Wines. The neighbourhood café plans to stock bread, fruit and veg, cheese, meat, jams, coffee and chutneys all from people who work in Liverpool’s independent scene. Ruth Gossage of Dove & Olive, says: “After many years working in the hospitality industry the Dove & Olive team decided it was time to open our own little independent neighbourhood café. “The inspiration being the pretty little space we found on Dovedale Road, the road we all grew up on, was to make a space where the local community can come, eat tasty food, yummy cakes and also enjoy a glass of wine.”

TACO BELL PLANS BOLD STREET LAUNCH American fast food chain Taco Bell looks set to open its first Liverpool restaurant on Bold Street. The Mexican-inspired eatery, which serves a range of tacos, quesadillas and nachos, has applied to Liverpool City Council for a license to operate at 8 Bold Street. The Ropewalks building is the former home of lingerie store Bravissimo which relocated to a new unit in Liverpool ONE last year. The UK was the first European country to get its own Taco Bell, when in 1986 a location was launched on London’s Coventry Street. There are now 17 Taco Bell’s here in the UK, the nearest to Liverpool being a branch in Manchester’s Arndale which opened in 2011.

IZAKAYA

Castle Street, L2 With a surge of Asian eateries joining Liverpool’s booming food and drink scene, from fusion bowl food to pho and katsu curries, one addition which certainly shouldn’t be overlooked is Izakaya. Situated on Castle Street, a growing hotspot for foodies, this snug restaurant fuses Japanese authenticity with the original twist we’ve come to expect from vibrant independent eateries around the city. My dinner date and I visited during a busy Friday evening and squeezed past the central bar to bag a corner table by the open kitchen. The decor was simple, cool and contemporary whilst also nodding to Japanese tradition, and the atmosphere was welcoming and relaxed. The menu, however, seemed vast and overwhelming in the best possible way. As a fan of typically clean but flavoursome Japanese cuisine, I for one wanted to try everything! Starting with drinks I was immediately drawn to the cocktails and intrigued by how even they incorporated a flavour of Japan. I settled on the Sake Spice (£7) which, of course, combined sake with ginger syrup, maraschino, dry orange curacao and cardamom. Presented in a chilled glass with a pretty floating flower, it provided a refreshing taste of summer with the sake sweetened by its accompanying ingredients.

REVIEW BY NATASHA YOUNG My partner opted for an imported Japanese ale on the specials board called Hitachino Nest, which was stronger than expected but delicious nonetheless and had been brewed with ancient red rice. We munched on a bowl of edamame beans in moldon sea salt (£2) as we decided on the food. Having been advised that many options from the broad sushi selection could be treated as small plates, I took a tapas style approach to my main by mixing and matching meat, fish and vegetable dishes. From the nigiri section, where dishes are each served in portions of two pieces, I picked the Spicy Maguro Gunkan (£2.60) - tuna with hot sauce and chives. Another of my sushi choices was a small serving of the vegetarian crispy squash uramaki (£5.75), combining tempura squash with kanpyo, takuan and cucumber. A steamed bao with pork belly, crispy shallots and spicy mayonnaise (£6) completed my feast. My partner opted for a more straightforward starter and main set-up. He began with a trio of nigiri options including the Hamachi – amberjack and wasabi (£3.60); Suzuki – seabass, miso and wasabi (£3.20) and the Kombujime – sea bream, sake and wasabi (£3.10). His main was a bowl of tonkotsu pork ramen with rolled pork

belly, noodles, greens and soft soy egg (£9.50). Presentation was consistently beautiful, and our sushi picks were served together on an impressive plate garnished with flowers and leaf-shaped dashes of green wasabi. My steamed bao was well packed and tasted delicious with the spicy mayonnaise providing a kick. Meanwhile the crispy squash worked well alongside Japanese flavours and the tuna nigiri, although slightly intimidating to look at, was a towering parcel of fiery flavour. My date’s ramen bowl oozed freshness with its vegetable ingredients and came with a tasty level of heat. We agreed that Izakaya’s sushi was authentically sized and the quality of the fish was great value for the price. My partner washed down the meal with an espresso (£2) but I couldn’t resist a dessert of Banana Katsu – a crispy banana with salted caramel sauce and coconut ice cream (£4.50). The crispy banana was surprisingly light, and the refreshing ice cream truly brought the triumphant dish to life. We were certainly won over by Izakaya. It may be compact as a restaurant, but its extensive menu is brimming with quality, creativity and Japanese authenticity and is a must for fans of Asian food.
