NEWS Report highlights lack of development aimed at owneroccupiers A new report into Liverpool city centre’s residential property market has called for more developments aimed at owneroccupiers. City Residential’s latest quarterly update has found that just 4% of the current residential pipeline is targeted at traditional property owners and what it calls “normal” investment buyers. According to the study, the remainder of the pipeline is focused on the fractional investment sales model with approximately 10/11% concentrating on the emerging build to rent sector. The report also found that, as expected, the second quarter of 2017 has been “one of the quieter and least eventful periods from a property perspective”. However Alan Bevan, managing director of City Residential, does think that the general election result will “almost certainly” have an effect on the city’s residential market. He adds: “The government appears to be softening its approach on austerity and will come under increasing pressure to increase taxes to satisfy the popular vote and we are safe to assume that some element of the property market will be expected to pay for this in higher taxes.”

LUXOR ACQUIRES SECOND ST HELENS TOWN CENTRE SITE Luxor Group is lining up further apartments for St Helens town centre after acquiring another building in the area.

The property firm is planning to turn the vacant upper floors of the 16,000 sq ft Claughton House into 18 new studio, one and two-bedroom homes. Four retail units are based on the ground floor of the building, which is situated on the corner of Claughton Street and Barrow Street, and are currently home to KP Solicitors and a café. Luxor Group says the businesses will remain unaffected by the development, which will be known as Luxor House. The property firm also purchased the town’s former Tyrers department store last December, and was recently given the go-ahead to transform the site into apartments alongside a ground floor commercial space. REPURPOSING HERITAGE SITES

he idea of reimaging a piece of Liverpool’s revered architectural stock into a prime residential development isn’t exactly new. In fact, the concept was central to the regeneration of one of its most famous assets Albert Dock. The Colonnades, a collection of 115 luxury apartments and penthouses spread across the upper floors of the dock buildings, was launched alongside the landmark’s official reopening in 1988 and is still an exclusive residence almost 30 years on. A mix of one, two and three-bedroom units no two flats are the same, partly owing to strict limitations placed on the developer by the building’s Grade I-listed status. “It's a special place to live - you’ve got heritage all around you,” says Dave Roscoe, a resident since 2002 and a director of The Colonnades Residential Ltd, the company which looks after the apartments on behalf of its owner-occupiers. “Albert Dock was at the centre of the regeneration of the city. Most of us are very honoured to live here.” Despite its age - the last phase of apartments was completed in 2001 - demand for property at the scheme is still strong. “Sales are quite brisk with a couple going through at the moment,” reveals Dave. “Prices are holding up quite well, despite talk of a downturn. I think this place has a special status within the city.” Head north 10 minutes out of the city centre and you’ll come across one ongoing regeneration project which can arguably match the size, scale and vision of Albert Dock’s rebirth. Harcourt Developments’ ambitious £130 million redevelopment of Stanley Dock is now well into its second phase following the conversion of the Grade II-listed North Warehouse into the Titanic Hotel and Rum Warehouse in 2014. The first part of the transformation of the mammoth 14-storey Tobacco Warehouse into luxury apartments is due for completion during the middle of next year, bringing to an end years of neglect for the world’s largest brick warehouse. “As with many building conversions, the progress is not always visible from the outside but it is likely more dramatic in this case than in most others,” explains Pat Power, director of Irish firm Harcourt. “Due to its enormous floor plates of one hectare per floor, courtyards have now been formed in the centre of the building in order to allow for dual aspect apartments with lots of natural light. “In addition to this, sections of floors within the new apartment areas are being knocked out to provide for double height space in all of the kitchen and living room spaces. “The units themselves will be titanic in size with an average floor area of twice that of the average equivalent two-bedroom apartment. “Brick walls and concrete ceiling beams will remain on display and the apartments will be bursting with character.”

Pat speaks glowingly of Liverpool’s architecture and agrees that more can be done with some of its other vacant heritage buildings. “Liverpool is blessed with many beautiful buildings suitable for conversion,” he adds. “While they can be challenging projects, they can result in something truly special. “The Titanic Hotel is an example of what can be achieved when a derelict building has been restored and brought back into use.” Significantly smaller in scale but nonetheless another example of how Liverpool’s heritage buildings can be repurposed is the £8m regeneration of the Grade II-listed Produce Exchange on Victoria Street. Developer Foster Marlon is currently undertaking the project which will see 54 luxury apartments created across the building’s top five floors. Meanwhile on nearby Tithebarn Street another Grade II-listed building is in the process of being converted, this time into eight exclusive apartments. Work on the Hadwen’s Buildings, formerly a printing and bookbinding factory and warehouse, is expected to be completed in August. According to a Liverpool property expert, conversions like these are becoming more and more common and are a sign of current market tastes. “A lot of these [heritage] buildings are getting turned into what we term ‘proper residential schemes’,” says Alan Bevan, managing director of City Residential. “The Albany, Chancery House, Hadwen’s Buildings, Orleans House – they are all proper schemes and that's what the market wants. “Take a building like The Albany - flats in there are flying out the door and that’s because people want to live in nice buildings in nice locations. Nothing changes, that's always going to be the case. “If you're a downsizer or someone moving into the city you don't want a 400 sq ft one-bedroom flat, you want something with a bit of space and character. “The greatest growth in the market at the moment is in quality conversions in good locations.” This historic building was brought back to life from a dilapidated state

t’s not just private residential conversions which have proved successful in the city, however. One of Liverpool’s most prominent heritage regeneration projects of recent years saw the former Scandinavian Hotel (also known as the former Langdon's factory) on the corner of Duke Street and Nelson Street transformed into luxury student accommodation. Opened as ‘The Arch’ in time for the September 2014 student intake, the striking 19th Century building and its adjoining warehouse were in a dreadful condition when developer Downing became involved. “The building had been in a dilapidated state for a while,” explains Martin Fenlon, Downing’s project manager on the scheme. “There’d been a lot of water ingress, vandalism and break-ins, so it was in quite a state.” Despite the headaches an extensive list of structural issues and design restrictions due to the building’s location in the Duke Street Conservation Area brought, Martin believes it’s still not always a clear-cut decision when choosing between a heritage renovation and a new build. “If you’re going to do a new build you’ve first got to find a site for that which is in the right location and then you’ve got to make sure you can let the rooms. “With The Arch we are 100% full and always have been - it’s proven very popular. The location itself on Duke Street is an up and coming area. “Vacant sites are quite hard to come by and if you have buildings of a historic nature then it’s preferable to retain and reuse the original structure and bring something back into use. “We’d always consider working on a similar building.” Your Move 29

How did this band of international entertainers end up here in Liverpool? ST: We all met in a famous theatre school in Paris called ‘École Philippe Gaulier’ and for different reasons we all moved to the UK. Because Leebo is from Liverpool, and we were working together, we came here. CA: He basically dragged us here, saying that Liverpool was the best city and that we would make some amazing work here. He convinced us and we all moved here because of him. LL: I said ‘if you move here, you will have a show within a year’ – and we did!

“The laugh of the Liverpool audiences is amazing – it’s completely different to other cities.” Tell us more about the school where you first met and what you were doing there. LL: It’s a theatre school where a lot of wellknown actors have studied, like Helena Bonham Carter and Sacha Baron Cohen. Simon McBurney, the film director who established the theatre company ‘Complicite’, also trained there. At the moment the school is becoming more well known on the fringe circuit because a lot of people who run the comedy awards at Edinburgh and Brighton have studied clown there, like Phil Burgers who is best known for his award-winning character ‘Dr Brown’. CA: It’s an international school where people go from all around the world to be taught by the master clown, Philippe Gaulier and to learn his method. LL: The school covers all theatre but it specialises in clown and another form called ‘bouffon’ which, without getting too technical, is kind of an inverted clown. CA: A grotesque clown. LL: Philippe would call Sacha Baron Cohen’s

‘Borat’, ‘Ali G’ and ‘Bruno’ a ‘bouffon’ because they act like idiots but actually hold up a mirror to the rest of society. ST: However, from the same school there are also people like Emma Thompson who is totally unrelated to clown if you watch her perform. What can people going to see ‘Cabaret From The Shadows’ expect? CA: Basically it's a sexy and strange political comedy show. LL: I’d describe it as a dark cabaret which is satirical in a dark comedic way. When Carmen says it’s political, its not political in the sense that we’re trying to tell you what to think, we are just holding up everything in society for people to see and we exaggerate it for effect. We hope people who come can laugh at how society is but also maybe start to think things shouldn’t be that way. ST: It’s like if you are laughing about something and after a while you start thinking about whether it’s something you should really be laughing at. LL: This show is about the outcasts who confront society. A performance that manages to sneak some food for thought in for the audience whilst at the same time making them laugh. The idea of the outcast has become more and more relevant with Brexit - we don't know how much longer our members are going to be in the country! Do the group’s different nationalities and cultures make for a richer writing process? LL: We have a lot of cultural differences which you really find out. I discovered that being from Britain, we are actually quite reserved with what we will do on the stage and how far we will go. There are some issues with religion and we are possibly more liberal, whereas those from other countries can be more conservative. There are lines which people won’t cross and we have to negotiate these and find common ground. CA: We play on our differences during our performances. The national differences are really there as well, they are not made up - we live them everyday. ‘Cabaret From The Shadows’ won a top award at the Brighton Fringe which means Teatro Pomodoro will enjoy an all expenses trip to Scandinavia to perform the show in a minimum of two cities. What does this prize and the recognition mean to you? CA: It’s a big deal because this was the first year that the award was presented but it’s also an amazing opportunity. It’s an opportunity for us

to take our work outside of England, meet new people and hopefully create new opportunities. ST: The show is quite well known in Liverpool but to reach outside of the city is hard. You need to show the quality of the show to submit to venues and a good way is to say ‘we won an award’. Something like this raises the profile of the show and of the company.

“[Our show] is not political in the sense that we’re trying to tell you what to think, we’re just holding up everything in society for people to see.” You’re bringing ‘Cabaret From The Shadows’ back to Liverpool in September. Do you especially enjoy performing here in the city? CA: It’s always special because we create the work here. We take what the city gives us and we put it out. You can always feel the difference between the Liverpool audiences and elsewhere. The laugh of the Liverpool audiences is amazing – it’s completely different to other cities. It’s always really nice to perform for a Liverpool audience. When can we expect to see your next production? CA: We are starting to work on material for new shows which will debut in the near future. LL: We also have an idea for a show we want to do around Christmas but that is top secret!

HEAD OF STEAM RETURNING TO LIVERPOOL The Head of Steam brand is returning to Liverpool. Hartlepool-based Camerons Brewey, which owns the chain of pubs, has announced its next opening will be on Hanover Street at the site currently trading as The Abbey. Work is due to get underway in August, with the new pub due to open at the end of September. Chris Soley, chief executive at Camerons, says the city centre venue will be a “very different proposition to the previous Head of Steam” which formerly traded at Lime Street station.

BAR SOBA PLANS CABIN CLUB OPENING BEFORE YEAR IS OUT Bar and restaurant chain Bar Soba hopes to open in the famous Cabin Club before the end of the year. The Scottish company, which was first launched as a pop-up restaurant at the Edinburgh Festival Fringe, currently has five sites across Glasgow, Edinburgh and Leeds serving up cocktails and Asian street food. Exactly what Bar Soba is proposing for the building opposite St Luke’s Church is still yet to be confirmed.

NEW FOOD OPERATOR ON THE HORIZON AT ALBERT DOCK A new café or restaurant could soon be heading to Albert Dock. The dock’s owner, Aberdeen Asset Management, has been granted permission by Liverpool City Council to change the use of two vacant shops from retail to café/restaurant space. The changes are part of a five to 10-year vision to revitalise the dock’s retail and leisure offer and provide a ‘distinct and diverse’ food offering alongside an ‘evolving retail’ concept. The plans aim to attract greater engagement from local visitors and drive more footfall to the dock outside of weekends.

With two established restaurants in Heswall and Chester, Barton Rouge is no stranger in the North West. Its recent opening on Exchange Street East marks the Indian restaurant’s first foray into Liverpool, bringing the introduction of Old Delhi style street food and a lunchtime menu to cater for the business district’s hungry workforce. But arriving after work on a Thursday evening, my dining partner and I were here to review the dinner offering – a menu which will please old school curry fanatics as well as those who want to explore new flavours. We were warmly welcomed by the owner and restaurant manager, who guided us through the menu with his excellent recommendations and food knowledge. To start we ordered a mini basket of papadums (£2) with dips (£1.75), which was the perfect appetiser to snack on before our starters and mains. I then opted for the crispy fried prawns (£4.95) which was one of my favourite dishes of the evening. Cooked until golden brown in a crispy batter, the prawns were succulent and tender and teamed perfectly with

the spicy dipping sauce. After to-ing and fro-ing between the chicken lollipop (£3.95) and Seekh kebab (£3.95), my guest chose the kebab which didn’t disappoint. Packed with aromatic spices, the lamb was full of flavour while the mixed salad added a freshness to the dish. Our indecisiveness prompted a taste of the chicken lollipop starter too, and it’s said to be one of Barton Rouge’s most popular dishes. The deep fried chicken was marinated in delicate spices which you could add more heat to when paired with the spicy tomato dip. Next up was the main event - the curries. Preferring milder flavours, my dinner guest picked the tandoori butter chicken (£9.95). Lack of spice did not mean lack of flavour, and this curry was rich, creamy and authentic. I selected the curry which was listed as a ‘must try’ for lamb lovers - the lamb pepper fry (£10.95). The medium spiced dish came with big chunks of tender lamb marinated in a peppery tomato sauce and definitely

had a kick of spice. With the saffron pilau rice (£2.50) and chapatti (£1.50), it went down a treat. In my house it’s not a proper curry night without chips, so we ordered some for good measure (£2). With both of our mains, and in fact every dish made, you could tell that each was freshly cooked to order and prepared lovingly. The food presentation, décor and ambiance gave the Indian cuisine a contemporary edge you don’t normally expect from your standard curry house. The hospitality was flawless and I’m sure any kind of celebration here would be one to remember. As someone who usually tucks into a curry from the comfort of their couch on a Friday night, Barton Rouge was such an enjoyable experience. They’ve managed to elevate wellloved Indian classics and create a fine dining experience which is just as welcoming as your sofa. As the UK’s adopted ‘national dish’, the curry is given an upmarket revival at Barton Rouge which I’m sure Scousers will love.

But perhaps the brightest jewel in our crown is the River Mersey and the waterfront. Make the most of it this summer with an evening cruise along the river on the famous Mersey Ferries. Well the Outdoor Summer Bassline Day Rave is a nightclub meets festival event that’s taking the UK by storm with events planned for Nottingham and Leeds, and now organisers have announced plans to come to Liverpool. Taking place on 12 August at a yet to be revealed outdoor location, the event promises the biggest bassline anthems, massive headliners and surprise appearances. Keep your eyes peeled for this one!

OUTDOOR THEATRE AT KNOWSLEY HALL Who doesn’t love a trip to the theatre? And if you’re going to see a play, you may as well aim for the best and watch one of the works of the Bard himself. Luckily this summer in the Liverpool City Region you get to do just that without missing out on the great outdoors. On 10 August theatre company The Lord Chamberlain’s Men will bring its touring production of Shakespeare’s ‘The Comedy of Errors’ to the grounds of Knowsley Hall. Tickets are priced at £15 for adults and £10 for children, and attendees are welcome to bring picnics, rugs and low backed seats.

GET ON YOUR BIKE

LIVERPOOL LOOP LINE If we suggested cycling along a railway line you might not be too keen - the idea of riding alongside the Merseyrail train to Kirkby is hardly up there as one of the great cycle routes of the UK countryside. However, there’s a disused line in Liverpool that actually provides a stunning cycle route through pretty woodland and it’s known as the Liverpool Loop Line. The popular route runs from Halewood to Aintree, is traffic free and is around 13 miles long. There are no hills - so it’s ideal for beginners and there’s plenty of wildlife to spot along the way.
