NEWS Show apartments unveiled at The Cargo Building Initial demand for the new apartments has been high

Show apartments have been unveiled at Liverpool’s largest private rented sector (PRS) development. The Cargo Building, located between Liverpool ONE and the Baltic Triangle, features a mix of 324 one, two and three-bedroom apartments. Initial demand is said to have been high for the brand new development, which overlooks Albert Dock and also incorporates a 24-hour concierge service and an on-site gym.

Residents, who are due to start moving into the properties from August, will also receive free broadband as well as access to a private function room and use of the ‘Cargo Lounge’, where they can meet and socialise with fellow tenants. The Cargo Building is wholly owned by Vista UK Residential Real Estate Fund, a residential property fund established in 2014. Vista is a joint venture between Countrywide PLC and Hermes Investment Management.

New initiative to assist those without help from ‘bank of mum and dad’ Elan has launched a new initiative to assist buyers who can’t access help from the ‘bank of mum and dad’. Paul Nicholson

CITY LANDLORDS URGED TO BE PREPARED FOR EPC CHANGES Liverpool landlords are being urged to prepare early for changes to the Energy Performance Certificate (EPC). Paul Nicholson, managing director of Luxor Group, believes new rules taking effect in April 2018 could have “significant” cost implications for city property owners. The regulations will require all PRS (private rented sector) homes to have a minimum EPC rating of E or it will be illegal to rent them out. The rule applies to new tenancies and renewals only, but will be extended to existing tenancies by 2020. Any home rated F or G must be improved or risk being taken off the rental market, and failing to comply could result in substantial fines. Listed buildings are exempt from the changes provided landlords have done as much as they are permitted to in order to make them energy efficient. Nicholson says Luxor Group has already started checking its properties with the new regulations in mind, and explains: “The government will be publishing detailed guidelines in October to clarify the new rules and outline the obligations of landlords and agents, which will hopefully confirm a proposed cap on improvements. “With the sheer volume of PRS homes in the city, these new rules are likely to have a significant cost implication for landlords. With the timeline narrowing, landlords should act now to avoid any surprises.

Liverpool agent urges landlords to build ‘buy-to-let empire’ in city Bluerow Homes director Helen Griffin-Booth

A Liverpool estate agent is urging landlords to build their “buy-to-let empire” in the city. Helen Griffin-Booth, director of Bluerow Homes, is responding to the Residential Landlords Association’s (RLA) list of top buy-to-let hotspots in the UK, which was topped by Liverpool. The result, based on research conducted by mortgage broker Private Finance, revealed that the city offers an average rental yield of 8% after mortgage costs have been deducted. This puts Liverpool considerably ahead of its closest competitors Nottingham, which is at 5.6%, and Coventry on 5.4%.

Helen says: “The rental yields on offer in Liverpool are truly off the scale and I urge landlords and prospective landlords to build their buy-tolet empire in the city. “Liverpool’s rental market has seen a significant boost from students and a rising number of young professionals choosing the city to grow their careers. “Location is vastly important in choosing where to invest in property and cities like Liverpool that have growing industries, universities and affordable housing will continue to thrive as buy-to-let hotspots.”

LIVERPOOL’S POSITION AS A WORLD HERITAGE SITE WHS HAS NEVER BEEN MORE PRECARIOUS WITH ITS REMOVAL FROM UNESCO’S PRESTIGIOUS LIST A VERY REAL POSSIBILITY IN BUT WHAT DOES THE STATUS REALLY MEAN FOR THE CITY? IS IT A GREAT BENEFIT WE CAN’T AFFORD TO LOSE OR A SUPERFLUOUS LABEL STIFLING MUCH-NEEDED DEVELOPMENT? WE ASK EXPERTS FROM BOTH SIDES OF THE ARGUMENT

“An outstanding example of a world mercantile port city” - words onced used by UNESCO to describe Liverpool, which is now on the brink of becoming just the third location to lose its WHS status since 1978. First inscribed in 2004, Liverpool’s WHS covers six areas of the city centre and the docks; Albert Dock, Pier Head, Ropewalks and Castle Street, William Brown Street and Stanley Dock conservation areas. Alongside medieval monuments in Kosovo, Liverpool is the only other European site on

UNESCO’s ‘in danger’ list. It’s a list it was added to in 2012, with the granting of planning permission for the £5.5 billion Liverpool Waters project cited as the main reason. At the 41st session of the World Heritage Committee in Krakow earlier this month, the commission expressed its “deep concern” that a number of projects have been approved which could have “potentially highly adverse and irreversible impacts” on the Outstanding Universal Value (OUV) of Liverpool’s WHS. The committee concluded that Liverpool’s

status on the WHS list will be considered for deletion at its 42nd session next year unless the offending planning approvals are reversed and the scale and design of Liverpool Waters radically altered. When approached by Your Move, Peel, the company behind the controversial scheme, declined to comment. We spoke to heritage and development experts to get their views on whether Liverpool’s WHS status is something worth fighting for.

The city hasn't made as much of the WHS as it could have done in its promotional literature and its work around tourism. We can celebrate Liverpool’s heritage without it but it’s really important and we should be working to keep it if we possibly can – it doesn't have to stifle development. The city is a living, breathing organism. I don't think any heritage expert would say you have to preserve everything and never get rid of anything – it doesn't work like that. You have to allow change and where buildings can be repurposed like the Titanic Hotel and Harcourt Development’s plans for the Tobacco Warehouse, that’s great. Heritage ought to be part of regeneration - it's one of the things that sells the place and makes it more prosperous.

In the long term it’s far more significant than being Capital of Culture in 2008 which was just a one-off, one-year party whereas the WHS is meant to be something permanent and something upon which you can really build and develop your city. People have just lived off the fact that if you’ve got The Beatles, the football and Scouse then that’s enough to bring people here. To a certain extent that’s true, but once they get here what they really like about Liverpool is its sense of place and that sense of place comes from its incredible built environment. What I can’t understand about Liverpool is why there is this polarised opposition between heritage and development – they’re not in conflict. I couldn't think of a better selling line if I was developing property than to say ‘look, this property is right next to a WHS’ – it should be a win-win. Liverpool City Council should be working with the government to make sure we don't get the stigma and shame of being only the third WHS to lose that status.

managing director of ION Developments, which is behind the mixed-use regeneration of Lime Street. Liverpool is unique in that the WHS includes many undeveloped sites and a city-wide buffer zone. The test of what is acceptable within the WHS is whether a development “adversely affects the OUV” of the site. This is subjective, but in practice the WHS Management Plan sets out the parameters. Now we are being judged against this document, and there are certainly conflicts between the plan and what the city wishes to do in the future. This shouldn’t be insurmountable, but the World Heritage Committee does seem more capable of being judgmental than engaging in constructive dialogue on how the city should develop. Experts have confirmed that other locations have far greater issues but are not under threat. Ironically, if Liverpool does lose its status, heritage groups which have regularly complained to the World Heritage Committee about schemes they dislike will have damaged what they sought to preserve.

Liverpool applied for and was awarded WHS status in 2004 for its globally significant history and outstanding historic buildings – from Pier Head and Albert Dock to Lime Street station and St George’s Hall. These buildings and places bring tourism and visitors from across the UK and the world. It’s an international prize and an honour that puts Liverpool on the world stage and the city and the government rightly signed up to the responsibilities that go with it. The successful and widely acclaimed regeneration of Albert Dock, the Titanic Hotel and the current work at the Tobacco Warehouse is testament to the potential of these vast historic buildings. WHS status does not mean preservation in aspic. It simply asks that the design and height of new buildings is sympathetic to their surroundings. Heritage and regeneration go hand in hand Liverpool should continue to lead by example and show the world we care about our history and our architecture.

Deputy Mayor of Liverpool Look at the Lime Street scheme, delayed by 12 months at an extra cost of £4 million, all because a certain lobby group wanted the city to retain a certain building that was in ruins and attempted to use the WHS policy as a means to challenge. I hear regular debate about Liverpool Waters and skyscrapers but remember we still have an employment rate of 64%. It should be 74%. Kirkdale has within it both the Ten Streets regeneration project and Liverpool Waters scheme - this the most deprived area in the country. This needs to change and that's why the council and its partners need development. We have made good progress, approving a new WHS Management Plan, securing European Heritage role model status and having an excellent relationship with Historic England, DCMS (Department for Digital Culture, Media & Sport) and many local partners via a reinvigorated WHS Steering Group currently chaired by one of the council’s senior regeneration officers. It’s that direct link between regeneration, heritage and its curation that is so vital if we are to grow the city's economy and celebrate its heritage moving forward.

You’re about to take part in The Open at Royal Birkdale for the second time. Does the tournament have added significance to you as a local? I’d say so. It’s also one of my favourite golf courses, which always helps. I have great memories from 2008 as it was my first Open as a professional and it feels good to be taking them into this one. Back then I played with Phil Mickelson, who was world number two at the time, and we both finished on the same score and ended up in the top 20. I had a huge crowd around me and it was a really positive experience. Which of your fellow pros are you looking forward to competing with at The Open? All of the big boys. You always want to compete against the top 10 in the world. They’re the ones you want to be amongst. There are a few lads playing really well at the moment, like Sergio Garcia - I was made up for him when he won The Masters. I’m always looking to try and improve and can’t think of a better way to do that than pitting myself against the best golfers in the world. Are there likely to be any upsets or surprises this year? The Open always throws up surprises. You can get all kinds of weather conditions throughout the day and that often has a bearing on things. There’s such a massive contrast. Some players will get sunshine while others are hit by 30mph winds. If you get on the wrong side of the draw anything can happen. You booked your place at The Open by finishing as joint runner-up at the Joburg Open? How did that feel? Securing a place in my home Open meant a lot. I was also pleased for my caddy Jamie, a local lad who’s been part of my team for about six months now and is doing a great job. He’s one of my close friends so to have him alongside me is a big bonus.

Is golf accessible enough for youngsters who want to get involved? To be honest no. I think it’s a global problem in our game which is viewed by some as an elitist, expensive and overly time-consuming sport. I know the European Tour has launched some initiatives to try and get people involved like the Golf Sixes, which is the equivalent of Twenty20 cricket. That went down really well because it was a shorter format, really fun and there was more speed golf involved. Competitors have to get around a six-hole course in under an hour and I think that will appeal to more people. Many people of the target age don’t have the time to dedicate to 18 holes. Golf needs to offer a cheaper way into the game, a format that doesn’t take up as much time and a bit more enjoyment. Shorter courses would go some way to achieving this but I think some of the rules and etiquette could also be relaxed to allow people to rock up in their own attire.

I think what the European Tour is doing is fantastic. Obviously we still play the same game, but the six-hole format makes it a lot more fun and the speed of it is a key thing. I think it’s quite important to show that golf isn’t just a slow-paced fuddy-duddy sport. There was a good number of youngsters at the Golf Sixes events.

Did you find there was support available to you as a budding pro in the Liverpool City Region? When I was younger I’d say there definitely was. My entry point came through things like junior opens and county golf. You need to be at a certain level for those events but at Bromborough Golf Club where I practise they have junior coaching for those seeking a way in. Initiatives like this are great because they bring kids together and add a social side to golf. It’s often the case that they will make friends at the coaching sessions and go out and play golf with them in the future. This is helping the sport attract a younger audience. How do you rate the courses and golf facilities in the region? The facilities are certainly there in the Liverpool City Region and it’s good that there are people here who are trying to make the sport funkier, like Ghetto Golf for instance. That sort of thing is great because it makes golf more accessible and brings out the game’s fun side. You can even have a few beers while you’re doing it. Has being from the Liverpool City Region proved beneficial to your sporting career? We’ve got a great sporting background in this region. There are some top football teams like Liverpool and Everton - it was a shame Tranmere Rovers missed out on promotion this season. We’ve also got some great athletes over this way and that inspired me to get into sport. From a golf point of view, we have some great courses here like Formby, Southport & Ainsdale, Hillside, Birkdale and Royal Liverpool. I think there are about 11 courses in Wirral - it’s prime golf real estate. Because it’s so easy to find places to play golf in the Liverpool City Region it’s made it easier for me to get around and make friends within the sport. What advice would you give to youngsters who are looking to get into golf? It’s important to find something you enjoy about the game. People are always asking ‘what does it take to make it to pro level’ but that’s just placing stress on the kids when they should be out there enjoying themselves. I always dreamed of playing professionally and competing at major tournaments but I was never putting too much pressure on myself to achieve that. It was a natural progression of what I was doing at the time, but it started off as a fun game to me and that’s the key. Your Move 45

MATTA’S TO OPEN CAFÉ Bold Street veteran Matta’s is set to open its own café. Matta’s International Foods, which has been in the Ropewalks since 1984, has had plans approved by Liverpool City Council to convert the first floor of its shop into a new eatery. According to documents included with the planning application, the café will serve “healthy meals based on a range of international cuisine”. As part of the plans, the second floor will also become a yoga and meditation centre which will host small classes and offer massage and physiotherapy treatments.

RESTAURANT LINED UP FOR BELLE VALLE SHOPPING CENTRE A new restaurant could be heading to Belle Valle Shopping Centre. Applicant Ice Drinks and Snacks Ltd wants to convert two vacant retail units into a new eatery at the site. According to a planning application submitted to Liverpool City Council, the proposed new restaurant would seat up to 98 diners. The establishment would include a mezzanine area and a ‘grab and go’ style café.

FOODIE OFFERING HEADING TO PRIDE A host of international food stalls and bars will serve up a range of tasty treats at this year’s Liverpool Pride celebrations. The food and drink offer will form part of 2017’s fun-filled ‘We Are Family’ element of the festival. The free family friendly programme of entertainment will be part of Pride for the second year, and is expected to be even bigger when it returns to the city’s St George’s Quarter on 30 July. Visitors to the site will also be able to enjoy live entertainment, workshops, craft stalls and fairground rides.

With the words ‘bowl food’ proudly emblazoned across the far wall of Vincent Asian Kitchen, this Bold Street eatery makes no attempt at hiding what’s on offer. All of the food is gluten, dairy and wheat free; strange for a restaurant which describes itself as a fast food establishment. But this is fast food with a twist - diners can choose from a selection of Asian-inspired dishes from a set menu or alternatively they can build their own bowl from a choice of seasonal ingredients freshly prepared at the counter. The vibe is Subway meets Wok and Go meets the Body Coach, and this interpretation of fast food is definitely one that I can get on board with. While presenting a modern twist there are elements of classic fast food joints throughout the restaurant, such as a selfserve Coca-Cola dispenser and bowls served on

REVIEW BY LYDIA CONNOLLY plastic trays. The concept is simple; choose a base and pick a layer of meat, fish or tofu, then decide on a vegetable portion. Follow it with a sauce and garnish to complete the bowl. Not the creative types, my dining partner and I put faith in the expert chefs and went for set bowls suggested on the menu. My choice was the Protein Bowl (£8), a dish combining rice noodles, Thai grilled chicken, charred corn, peanut sauce, kimchi pickled vegetables and crushed peanuts. With flavours reminiscent of satay chicken, I was surprised by how tasty and filling a dish could be without dairy, wheat or gluten. My dining partner made the better choice of dish, however, with the Hangover Bowl (£8).

This brown rice-based serving comprised pork char sui, spicy beans, mushroom and pak choi stir fry, sprinkled with crispy shallots. All of this was topped off with a perfectly cooked hen’s egg. I can see where this dish gets its name as it’s exactly the kind of food I’d love to be eating if I had a hangover! The saltiness of the pork was balanced by the sweet shallots and the runny egg yolk combined with the flavours perfectly. With the option to eat in or takeaway, these flavoursome bowls would be ideal to bring back to the office on your lunch break, or great for a quick bite to eat with friends. Vincent Asian Kitchen wouldn’t be out of place on a trendy Los Angeles avenue and is certainly a great fit for Bold Street and its eclectic food offering.
