NEWS Concerns over progress of letting agency fees ban Helen Griffin-Booth is calling for the bill to include measures which protect tenants

Measures ensuring tenants “truly see the benefits of a ban to letting agency fees” are needed, according to a Liverpool expert. Government plans to stop tenants having to pay fees to cover agents’ administrative tasks when they sign up for a new home were progressed in this month’s Queen’s speech, with plans now set to be put into a draft bill later this year. The move, however, has prompted fears that the costs will instead be shifted to landlords, who could in turn increase rent for tenants to help foot the bill. Helen Griffin-Booth, director at sales, lettings and investment agency Bluerow Homes, had initially expressed concerns when the proposed ban was announced in the Chancellor’s Autumn Statement. She says: “It is great to see efforts

made by the government to protect tenants against rogue letting agents, particularly in areas like London, who are charging extortionate fees. “However, I am concerned that tenants will fail to save money as a result of the ban.” The fees are said to cover tasks like performing credit checks, taking references and confirming immigration statuses, and Helen adds: “By passing the costs onto landlords they will ultimately be shifted to tenants by hiking up rents. Adding extra costs to landlords will only make buy-to-let investment less attractive thus decreasing the housing stock available within the private rented sector. “With a draft bill planned for later this year, I hope to see a measure included to ensure that tenants can truly see the benefits of a ban to lettings agency fees.”

WORK TO BEGIN ON KNOWSLEY’S WILSON CHASE DEVELOPMENT Work is expected to get underway immediately on a new Knowsley housing development after planning permission was granted. Countryside has been given the go-ahead to transform the former Bowring Community Sports College site in Page Moss into 286 homes. The housebuilder’s plans include a mix of three and four-bedroom houses, 257 of which will be made available on the open market, and the development is to be known as Wilson Chase. Peter Vella, sales and marketing director at Countryside, says: "Demand for new homes continues to rise throughout Knowsley, so our aim is to transform this brownfield site through high quality homes that are attainable for a wide range of people. “We’re working with Knowsley Council on this development, which is known as Wilson Chase, to produce beautiful homes that are ideal for families, first-time buyers and those looking for their forever home.” Show homes are expected to open early next year at the development, which is located a mile away from Huyton town centre.

HOUSEBUILDER PLANS EXPANSION AMID SCHEME SUCCESS Housebuilder Elan has revealed plans to expand as progress continues at its current Liverpool City Region schemes.

£1 MILLION DEVELOPMENT OPPORTUNITY TO HEADLINE LIVERPOOL PROPERTY AUCTION A £1 million development opportunity is to go under the hammer at Sutton Kersh’s next auction. The former Croxteth Road nursing home is one of 147 lots lined up to feature in the firm’s biggest 2017 auction so far, and includes three four-storey buildings. Also incorporating a large carpark and landscape gardens, the site has potential to be re-developed into student accommodation, selfcontained flats or three individual houses. oasting 28 parks, award-winning visitor attractions and strong transport links, Knowsley has always had plenty to offer but the borough has suffered from an image problem in recent decades. Despite offering more green space than any other part of the Liverpool City Region, the destination has struggled to retain residents seeking high quality family homes, with many Knowsley natives moving elsewhere when the time comes to upgrade their abode. But there are signs this is beginning to change and the borough-wide regeneration initiatives which are in motion aim to banish preconceptions about the location’s housing stock entirely. Ambitious masterplans are in place to rejuvenate Huyton, Kirkby and Prescot town centres with new retail and leisure facilities, while the latter is also set to gain the proposed Shakespeare North Playhouse - a £28 million theatre tipped to act as a catalyst for further regeneration projects. Complementing the new retail and leisure offer, Knowsley’s housing supply is undergoing a serious refresh with planned ventures like the government-backed ‘Garden Village’ in Halsnead, an ambitious attempt to create a 34 Your Move

community with 1,600 new homes and green space from scratch. “Rather than looking inwards as we have done since the 1970s, it’s now time to look outwards and become more self-aware and selfconscious about how people see us,” Edward Perry, chair of Knowsley’s place board, tells Your Move. “We’re now able to present a very different image of Knowsley with the Shakespeare theatre and town centre masterplans in the pipeline, and this vision is coming together, project by project.” Among the core objectives of Knowsley’s ongoing transformation is to increase the number of high quality homes in the borough and bring balance to its housing stock, 77% of which currently falls into the affordable bracket of council tax bands A and B. The idea is to retain the residents the borough would normally lose while drawing in househunters from elsewhere with the promise of first class accommodation and local amenities. According to Knowsley Council’s executive director of place, John Flaherty, new and upcoming schemes from leading housebuilders such as Redrow and the local authority’s housing partner Countryside are achieving

this goal. “The quality of the homes we’re now delivering in Knowsley with developers including Redrow, Countryside and Bellway are helping to retain families, individuals and couples in the borough but also attract them from other areas in the North West,” he says. “We are absolutely ambitious in Knowlsey and serious about improving the housing offer to meet the needs and ambitions of the househunters the borough will attract once the regeneration initiatives we have in the pipeline have been realised. “In the past we were desperate for developments, but that’s no longer the case. We have huge expectations, great ambitions and the current generation of housebuyers in Knowsley share those aspirations, so it’s the developers who need to respond to that and meet the challenge it presents.” Indeed, housebuilders appear to be queueing up to develop in the borough, with Halsnead Garden Village and major schemes in Oakford and Earlesfield among those which are said to have attracted interest from Bloor Homes, Redrow, David Wilson, Storey, Stuart Milne, Taylor Wimpey, Bellway, Countryside and Roland Homes - many of which have never built in Knowsley before.

There are currently 32 housing sites under construction in the borough, but what makes Knowsley such an attractive location to developers? According to the council’s official housing partner it’s not just the flagship regeneration projects - the destination’s existing assets are as much of a draw. “Naturally, location is key when it comes to developing new homes,” says Peter Vella, Countryside’s regional sales and marketing director. “Knowsley’s close proximity to Liverpool and excellent motorway links are really positive factors for developing in the borough, as these are often high priorities for house hunters. “The variety of locations we’re developing in Knowsley means there’s something for everyone and every budget - from starter homes at Highfield Green in Kirkby to luxury family residences at Harrington Place in Roby.” Knowsley’s key regeneration initiatives are steadily progressing. A masterplan for the Garden Village is expected to go before the council’s cabinet this summer and Shakespeare North was granted planning permission last year, having overcome numerous funding hurdles. Shakespeare North alone is expected to be a game changer for the borough, drawing in new leisure businesses, permanent residents and visitors by helping Prescot capitalise on its longstanding association with the Bard, in much the same way Stratford has always done. But it isn’t just Prescot and Knowsley which stand to benefit from projects like this. John believes the impact of the borough’s revival will be felt across the Liverpool City Region, especially now that there’s a Metro Mayor overseeing the entire area. “Shakespeare North is not just a Prescot asset, it’s a city region asset and we can say the same about Liverpool’s Cruise Liner Terminal,” he says. “We will see people getting off at that terminal and coming to Knowsley to see Shakespearian plays. “This is great news for the city region and the more we collaborate, the sooner we can bring forward that development and everyone can reap the rewards. The number of jobs in the city region will shoot up, the region’s GVA (Gross Value Added) will rise and so will average wages. “Knowsley’s offer complements a rich offer across the city and the opportunity for us to collaborate across the city region has never been greater with Steve Rotheram now in office as Metro Mayor.” Edward Perry agrees. “The potential of a regenerated Knowsley to boost the wider city region is so important to us because it cannot be seen that the borough is merely ploughing its own furrow,” he adds. “The council’s leadership very much sees its place within the wider city region, its governance and its future and I’m absolutely delighted about that. “Everybody in the private sector is holding their breath to see how the Metro Mayor will bring Merseyside together, but Knowsley is passionate about playing its part in the success of the wider city region.” Your Move 35

Your oldest picture in this exhibition goes right back to 2007. Why did now seem like a good time for a first solo exhibition? I was a very irregular painter through most of my life doing landscapes in a similar style slightly impressionist with a pinch of David Hockney. They were interesting enough but not that good, in my view. Then I had my stroke which meant, first of all, I couldn’t paint outside in the way that I used to because my arm doesn’t work, so I couldn’t put up easels and deal with canvases and paint in outdoor weather like rain and wind. When you have a stroke you have to give up lots of things so I can’t run, swim, cycle, and ski, and this was yet another thing I had to give up. Then I thought actually that’s crazy, because if I can have a place where I have complete control of the environment I can paint again. I’ve got myself a proper studio and that, in turn, means you have to paint differently because there’s nothing to look at. I’m not very interested in painting nudes, flowers or things you can arrange in a studio, so I thought ‘right I’m going to have to paint from inside of my head’. The more important thing I’ve realised is I’ve always wanted to paint like this. I’ve always been much more interested in what people call ‘abstract’ painting. I’ve never really thought I was good enough to do it and I put it off for another time. Then after a stroke I thought that actually, life is short and I don’t know how long I’m going to be around for but while I’ve still got the energy and the strength to do it I’m going to have a go. I’m interested in where abstraction meets more realistic ideas, and how you can express emotion directly in oil paint without putting flowers and pots in the way. That’s what all of these [pictures] are really about. Eventually I completely filled up my little studio. There was nowhere to move and I had all these canvases. They’re kind of messages, like postcards to the outside world that I’d send off. I’d quite like other people to have them, see them and enjoy them and if they can then buy them and I can use the money to help a stroke charity at the same time, why not?

How important was painting to your rehabilitation after your stroke? After a stroke, everything is harder to do and more boring. Everything moves more slowly, you drop things all the time, it takes ages to get dressed, you stumble in the shower. All those little day to day life things just become more of a pain. What you need to do to keep your sanity, in a sense, is find other things which are exciting and keep you alive and vigorous, and that’s what these are. There are nods to Liverpool in your collection as paintings have names like ‘The Three Graces’ and ‘The Merseyside Moon Rocket’. Is the city a source of inspiration to you, or do you have any connections? I first came to Liverpool in the early 1980s on the People’s March for Jobs with Michael Foot addressing the crowds, but I’ve been coming here a lot for party conferences and visits. My wife’s family are all from Widnes and that’s not very far, but I’ve always been a huge fan of the Liverpool Poets and Adrian Henri so Liverpool has meant a lot to me. I was born in Glasgow, and Liverpool and Glasgow have a lot in common. They’re both Atlantic cities which look out to the sea, they’ve slightly got their backs on the rest of the country perhaps, and they have a very different, slightly radical feel to them. I also think Liverpool is a great painting city. Again, like Glasgow, there are great painting traditions in Liverpool. It’s got the John Moores Painting Prize and serious proper painting galleries like Corke Gallery, and therefore it was a really obvious place to do the show. Do you see crossovers between your political journalism career and your artwork, or is painting more of an escape? Not really, it’s an escape. There are a few things which have political memories behind them. There’s one painting here which was done on the day of the terrorist attack in Nice. Somehow in my head there was something about that. There’s also one called ‘Parliament of Birds’. It’s like a parliament of crows, the old medieval thing, which is about the yakety, yakety in Parliament and politics. Mostly [painting] is different, it’s a different part of my head.

Lots of people have talked about how the recent general election was different to others, partly because of the way people engaged more through social media. Do you see your job being affected more by that side of things in light of that? I use social media quite a lot. I tweet and hang on Twitter watching it and watching people criticising me, criticising the political system generally, and I use a lot of blogs for my information. I have done for a long time – blogs like Bella Caledonia which is a radical Scottish Nationalist blog; stuff you don’t get in mainstream press. The fact social media galvanised so many young people, particularly on the left, this time means we’ll be looking at it even more seriously in future but I don’t think we should get into the position where the mainstream media are critiquing or are, in any sense, hostile to it. There’s a whole area of jokes and fun that doesn’t appear in the mainstream media and does politics differently. We just have to be aware of that. How does this politically eventful time compare to others during your career? I started daily reporting at the high point of Thatcherism and so I’ve seen the rise and fall of Margaret Thatcher in Parliament, the John Major government, the rows over the Maastricht Treaty and the attempt to assassinate John Major as Prime Minister. All of those fights, then the rise of Tony Blair and his extraordinary first government with all that massive optimism, and that crashing down with the Iraq war and so on. Then there was Brown, who I knew quite well, and then Cameron. I’ve seen the whole thing and I’ll tell you, there is not going to be a more exciting year in the House of Commons or in Parliament than this year. Why? Because the numbers are very close which means that night after night there’s going to be votes we don’t know the result of and, secondly, because the issues are really big. Brexit is the biggest thing to happen to this country since the second world war, and what it actually means is it’s now going to be fought out night after night in the House of Commons where no party has an overall majority and that is, for a political journalist, about as thrilling as it gets.

“Liverpool people are famous for liking clothes and fashion,” so says the world-renowned designer Vivienne Westwood, and it seems it’s an opinion that’s widely shared. The Clothes Show is getting ready to leave it’s Birmingham home for the first time in almost three decades to bring the fashion extravaganza to a brand new city and where else could be a better match than Liverpool? Spread across four venues the British Style Collective, presented by The Clothes Show, will see the city come to life with fashionistas, celebrities and designers over three days of events. finest, giving our visitors the chance to discover bespoke brand experiences and pop ups that they will not find on the high street.” But just what is it that makes the city so fashion focused? “The girls here aren’t afraid of anything and if they think it looks good, they’ll go for it,” says fashion and lifestyle blogger Stephanie Bannister, founder of the popular Scouse Bird Problems blog. “There’s no waiting for magazines or catwalks to tell us it’s ‘ok’. Likewise, if they spot a trend in its infancy, they’ll be happy to run with it. “Ask your mum and she’ll insist school, the gym, the office or whatever isn’t a catwalk, but the whole of the city is a catwalk and everyone around you is in the front row.” But this passion for fashion isn’t anything new. Liverpool has long been recognised for its love of style. Indeed, back in 1995 celebrated fashion journalist Tamsin Blanchard claimed in an article for The Independent that Liverpool was at “the cutting edge when it comes to dressing up or down.” And it seems the fashion forward folk of the city have Liverpool’s unrivalled relationship with music and culture to thank.

“Music brings fashion alive and fashion gives music a deeper dimension,” says Donna Howitt, marketing director at Liverpool ONE. “The fusing of music and fashion in a city like Liverpool creates impact not celebrated anywhere else.” And understandably so. As the birthplace of The Beatles, the now global Cream brand and of course countless pop and indie bands, Liverpool has become known as the music capital of the UK. And whether it’s copying the style of our city’s superstars, glamming up for a night at the Philharmonic or dressing down for one of the city’s music festivals it’s clear fashion and music go hand and hand. “The city has a confidence about it that runs deep particularly when it comes to style,” adds Donna. “We’re more likely to lead in the fashion stakes than most other places and the city’s reputation for setting trends inspires each generation moving forward. Style has very much become a part of Liverpool’s culture.”

Of course, in a city where fashion is so important it’s not surprising that Liverpool’s shopping offering is also a cut above the rest. “The retail scene in Liverpool is now up there with the best in the UK and more and more people are enjoying short breaks with shopping very much on the agenda,” says Donna. “It is very clear to see visitors to the city every weekend enjoying shopping and making a full day of it by enjoying the restaurants and bars as part of their visits too. “It has confidence and a certain democratic style – people aren’t afraid to be brave and bold in their approach to fashion. Liverpool likes to have fun – we do dare to fuse high street and designer brands and it comes together brilliantly.” From the big names of Liverpool ONE and the Metquarter to the quirky boutiques of Bold Street and the much loved independents based in some of the city’s suburbs, Liverpool is clearly ready and able to cater for its residents’ insatiable appetite for style.

While the city may be home to some of the biggest names in high end fashion, there is also a number of homegrown designers who have made their mark on the fashion world. From stylist to the stars Shaun Kearney who has designed clothes for A-list names as well as working for the likes of DKNY, to the queen of the tulle skirt Kirsty Doyle, there’s no shortage coming out of the city. Meanwhile, of course, the British Style Collective festival will see some big names in design bringing their styles to Merseyside, including the nephew of the late fashion designer Alexander McQueen who will showcase his debut collection of made-to-order silk scarves during the event, and London label Sorapol. Bring on the catwalk.

ORGANIC FOOD MARKET LINED UP

The LIV Organic team will venture out of their Bold Street store on 2 July to host a Food & Soul Market in the Baltic Triangle. Foodie visitors will be able to pick up organic fruit and veg, organic baked treats and cheeses, fresh organic smoothies and juices and ethically sourced, cruelty-free beauty products. Taking place at Constellations in association with Mind Body & Soul Scene, the event will also provide expert insight on the benefits of going organic and why diet plays a part in mental and physical wellbeing.

BROADWAY CAFÉ GIVEN THE GO-AHEAD A new café is heading to the Broadway area of Norris Green. Plans submitted to Liverpool City Council to convert a former blinds shop on Broad Lane have been approved. The café, which will be located across the road from the Co-op, will serve food and also include outdoor seating at the front.

GREEN LIGHT FOR CHILDWALL COFFEE SHOP A former charity shop in Childwall is to be converted into a new coffee shop. Applicant Ibrahim Demir has received planning consent from Liverpool City Council to transform the old Claire House store on Childwall Abbey Road. Ibrahim says the new venue will be trendy with an upmarket décor and will serve a range of teas, coffees and food alongside a patisserie selection.

I don't know about you but, for me, the best bit about a Chinese banquet is the starters; siu mai, crispy duck and pancakes, spring rolls, prawn toast…the list of delicious appetizers is almost endless. Also, by the time the mains come I’m already half stuffed so when I heard about Chamber Thirty Six and its ‘Pan-Asian tapas’ menu I couldn't wait to try it out. Perched on the end of Berry Street within sight of Chinatown, Chamber Thirty Six couldn't be more dissimilar to Nelson Street’s plethora of Chinese restaurants in its style. Named after the fabled point of inner harmony and peace sought by the famous Shaolin monks, it offers a modern take on Oriental cuisine focused around dim sum. After being shown to a spacious window booth, my dining partner and I had a chance to study the menu which was packed full of many of our Chinese and Thai favourites. On the advice of our wonderfully helpful and bubbly waitress, we chose five small plates and one side which we were told would be just the right amount for two people. As we waited to find out if she was right, it was time to sample a cocktail from an extensive list which includes signature creations, classics, and the intriguingly titled Hung Gar (The Hard Way) and Wing Chun (The Soft Way) sections.

BY LAWRENCE SAUNDERS I kicked (sorry) things off with the Bruce Lee-Chini (£7) from the signature selection. It was a delicate and refreshing mix of Absolut Vodka, Kwai Fei lychee liqueur, watermelon and lime. Meanwhile my partner found her Rasp-berry Street (£7) - Beefeater gin, Chambord and violet liqueur shaken with fresh raspberries and lemon - the perfect accompaniment for a summer night out. As we slurped down the last of our cocktails, the first of our small plates emerged; calamari (£5.60); pan-fried asparagus (£4.70) and satay chicken skewers (£5.50). Mid-bite on a calamari ring and my date politely informed me that she isn’t in fact a massive fan of squid (apparently she’s told me this before). Unfortunately this meant I had to eat the lot. Somehow I found the strength to wolf down every deliciously salty piece with a substantial helping of garlic mayonnaise. Thankfully the asparagus was much more to my partner’s taste - as were the skewers which delicately combined a rich satay sauce with subtle chargrilled chicken. Next onto the table were the evening’s star trio; aromatic duck pancakes (£5.90); salt and pepper siu mai (£5.60) and salt and pepper chips (£3.00).

The duck pancakes, often the highlight of any Chinese feast, didn't disappoint with my only gripe being that I wished the portion size was bigger, but that's me just being greedy. Onto the siu mai. Every other time I’ve sampled these little steamed bundles of joy they’ve been on the soggy side. I’m not sure whether this is the way they’re meant to come out but these delightful dumplings had a lovely delicately crispy outer. Bathed in a heavenly salt and pepper mix, there’s no doubt these beauties were my standout dish of the night. Meanwhile the salt and pepper chips, a staple of any self-respecting chippy tea, were magnificent - even if they did look like supermarket-bought crinkle cut fries. Eyeing up the dessert menu I congratulated our waitress on her spot on advice - five plates and a side had left us suitably full with just enough space for a pudding. And what a pudding it was. Nutella chocolate spring rolls (£4.50) - with a name like that, need I say more? Go try them now. Chamber Thirty Six does, of course, do main meals and I’m sure they’re great, but for me this alternative running order is the only way to go. Cocktails, starters and a pudding - who could say no? I’m sold.
