Don’t forget the basics – IHT planning Q: My husband died five years ago, leaving everything to me. I’m in good health but I‘ve started to worry about inheritance tax. I have a very nice house worth £500k and investments worth about £1 million. I will be leaving everything to my children, but want to try to avoid leaving them with a large tax bill. A: It’s rare for me to be able to give good news, but the Inheritance Tax (IHT) bill on your estate is set to decrease as the new Residence Nil Rate Band comes into effect over the next few years. This new allowance can be claimed for estates which include a main residence. Your potential IHT bill currently is £340,000, which is a substantial amount. I have calculated this as follows: Your assets Less: Your nil rate band (NRB) Less: Your husbands NRB Amount subject to IHT at 40%

The RNRB will still be available as long as: • The property disposed of was owned by the individual and it would have qualified for the RNRB had the individual retained it; • The replacement property and/or assets form part of the estate and pass to direct descendants. Downsizing or the disposal of the property has to take place after 8 July 2015. But there is no time limit on the period between the disposal and when death occurs. Q: Is there anything else I should think of? A: Yes – remember the basics of IHT planning • Die owing as little as possible; therefore make lifetime gifts as appropriate • Consider investments that give you a reduced rate of IHT and • Consider life cover to provide for an eventual IHT bill In your case I would suggest you find advisers who can integrate good tax and investment planning to assist you.

Work is underway on Countryside’s new Highfield Green residential scheme, which will form part of a £200 million Kirkby regeneration. The project will bring 200 new three-bedroom detached and semidetached homes to the town, which is the subject of a transformation by Knowsley Council and its partners. It also forms part of a wider Countryside project to create a total of 583 new homes across the borough and will add 30 acres of public open space and recreational facilities to the area. stint in the armed forces can be life-changing for service personnel and their families, with many returning from the frontline bearing mental and physical scars. Some veterans require day-to-day care and support while others fall upon hard times as they struggle to readjust and reintegrate themselves into society. Housing needs are among the biggest issues facing military veterans, and here in the Liverpool City Region initiatives are in place to assist them once they’re ready to set up home again. The Liverpool Veterans Project (LVP), a support organisation established by Breckfield & North Everton Neighbourhood Council, has helped house or rehouse 148 local military veterans and their families in the last three years. “Homelessness and housing needs among veterans is one of the biggest issues that LVP deals with,” Jimmy Culshaw, the organisation’s veterans housing officer tells Your Move. “Veterans may have a roof over their head but the property may not meet their needs. For instance, it may have damp or be inappropriate for their mobility issues. “A number of veterans may be sofa surfing, sleeping at friends’ or families’ and don’t have a home of their own, and a small number are actually sleeping rough.” Through partnerships with organisations including homeless charity Shelter and the Royal British Legion, LVP devises support plans for ex-service personnel affected by housing issues, which may include helping them secure accommodation at specialist developments such as Speke House. Speke House, where LVP is based one day a week, is a subsidised rental scheme in South Liverpool for service veterans and their partners. “It’s a 52-bed unit established for ex-service personnel who require ongoing support,” explains LVP chairman Bob Blanchard. “Speke House offers stop-gap accommodation for up to two years and the services it provides enables veterans to live more independently in the community.” Speke House isn’t the only residential development of its kind in the Liverpool region and the good news is that more appear to be on the horizon. Former soldier Darren Crouch set up Veterans Facility Services (VFS) after leaving the military and returning to college to train as a builder. The company, which undertakes property repairs and maintenance using both exforces and civilian tradesmen, is in the process of converting an abandoned three-storey property in the L6 area into homes for veterans. “The house that we’re converting changed the dimension of what we originally planned,” says Darren. “The owner donated the use of the building to us on a long-term tenancy so we can support and home ex-servicemen and women. “Given the size and scope of the building, it now allows us the opportunity to bring in multiple initiatives that could possibly help not just ex-forces but the wider communities of Liverpool.

“Giving the ex-forces community the chance to lead on this project offers certain individuals an alternative to medical intervention, as there are many ex-servicemen and women who don’t require medical treatment, but struggle to find full-time employment. Hopefully this will give them the chance to slowly reintegrate themselves into the wider community.” Darren, who was inspired to start the project after featuring in a special veterans edition of BBC television show ‘DIY SOS’, has entered talks with Liverpool City Council and a housing association to explore the possibility of restoring other empty properties across Merseyside. Although local endeavours like this one are fighting the cause on the home front, widespread housing schemes are also doing their part to help Liverpool’s veterans return to civilian life. Charity group Haig Housing Trust has more than 1,400 properties across the country on its books, including the Liverpool-based Ogden Close estate on Muirhead Avenue and Heath Road in Allerton. These developments are usually rental schemes geared towards the needs of veterans, set amid small, well-maintained estates. “Haig’s properties - a mix of family-sized houses, maisonettes and flats - are spread throughout the United Kingdom in over 50 different local authorities,” says Bob. “The properties are for rental only at a charitable rent roughly comparable to the rents charged by local authorities. “Haig offers general needs housing and special housing solutions for severely wounded and disabled service and ex-service personnel which include options other than just rental, like Shared Ownership for example.” Merseyside’s veterans can also turn to local authorities in times of housing need as they are entitled to support under the terms of the Armed Forces Covenant, a government pledge to ensure members of the armed forces are treated fairly and recognised for the sacrifices they’ve made. “Having the Armed Forces Covenant in place means veterans who approach the council for housing support are able to be processed through the Housing Options Service, which gives priority to ex-service personnel and their family members,” says a Knowsley Council spokesperson. “Within Knowsley, the Housing Options Service has proven successful for ex-servicemen and women who have applied for such support.” Although the Liverpool City Region’s local authorities appear to have had some success meeting the housing needs of the veteran community, Darren believes more collaboration is needed between the charities, councils and individuals striving towards the same goal. “With so many charities raising millions in revenue, it’s time Liverpool took on the challenge of supporting all ex-servicemen and women who need housing or rehousing,” he says. “There are enough empty properties here, but it’s often left to individuals like us to raise the profile. “We’re hoping to convince the council, charities, businesses and individuals to get on board with our housing project because we want to help as many communities as possible.”

Tell us about your own background as an athlete. I started training as a swimmer at six and in those days you could start competing then. By the age of eight I was competing and I became the national champion when I was 12. When I came to being about 14 or 15 all my mates left swimming because that’s a classic age when you find other things in life. I migrated into modern pentathlon and fortunately I was good at it. Was it difficult going from one specialism to having to be good at everything involved? It’s that jack of all trades but master of one thing and it’s very tricky. To some extent that’s what set me up for the way I live my life now – I’m quite eclectic in what I do but I like that, it keeps me motivated. I won world silver, European bronze, I was seven times national champion and an Olympian which was really nice. Since then I’ve migrated into endurance stuff - I swam the Channel, I raced in the Marathon Des Sables which is the toughest foot race on the planet, a cycle race across America and crazy stuff like that. So you did your own challenges before working with celebrities for Sport Relief? Yeah, and alongside it as well. With Sport Relief we started training in 2005 with David Walliams and he did his now iconic Channel swim in 2006. He went on to swim the Thames in 2011. I’ve looked after all of those challenges for Sport Relief and Comic Relief and there’s been 23 of them. I’m always proud of the fact we’ve raised over £35 million for people less fortunate than ourselves so it’s quite exciting. You do the challenges with the celebrities. Which has been the toughest? They’re all tough, without a shadow of a doubt. They’re not manufactured for television, these are fly-on-the-wall documentaries about massive challenges. I think the toughest would be the Thames swim with David Walliams – seven days, 20 miles a day consecutively in September when it was brutally cold and rained an awful lot. The environment was tough. David got sick and I got a bit sick and it was a brutal attrition, but at the same time it was utterly amazing. David had already swam the Channel and John Bishop plays in charity football matches on TV, but are many celebrities starting from scratch when training for these challenges? Yes, Jo Brand was the most recent one and if you want to see transformation then in the first training session I did with Jo we did three miles and it took us over two hours. Just 15 weeks later she walked 20 miles a day

for seven consecutive days from Hull to Liverpool. Because of who Jo is, what the challenge was and critically where she came from, she was definitely not an athlete before we started but by the end of it she was truly iconic. What’s that process like of taking someone from the beginning to one of the most extreme situations? Invariably in life we’re bounded by what we think we can achieve and, critically, what other people think we can achieve. We’re bounded by what our friends, family and a lot of the wider society believe is possible. What we all have to do is step outside of that sometimes and set an audacious goal because if you do that you can really understand what’s inside of you and what you can achieve. For me, what those guys articulate best is exactly that and I think Jo really did resonate with people. Yes it’s physical, and there’s a huge amount of psychological and a massive behavioural change. It always sounds a bit crass but you are changing people’s lives. Do you find afterwards that they stay on that path? Definitely because they’ve stretched their boundaries in what is possible for them. Equally what’s interesting, and you find it working with elite athletes, is that when it comes to physical challenges they understand what misery is. Most people never push themselves far enough to understand what real misery is when it comes to physical exercise, whereas David Walliams knows what it is to be on the edge of failure and to be at his maximum capacity. Davina McCall knows that, John Bishop knows it, Eddie Izzard knows it, so it resets your boundary and you can push up much closer to it. Everyone has an idea of what a famous comedian or pop star is like, but you must see them in a way they’ve never even seen themselves. Definitely. It’s why they’re all really good friends of mine now, because it’s a very personal journey but it’s a very different one for them. Part of what they have to do is trust in me because I’m not just looking after the challenge and their personal health; to some extent I’m actually looking after their profile because I’ve done 23 now and nobody wants to be the first one to fail so it’s really important on multiple different levels. Is there another challenge in the pipeline? Sport Relief is every two years so we’re just designing for 2018, and then for Comic Relief we tend to do either team challenges like when I took the guys up Kilimanjaro, or mini individual challenges like when Dermot O’Leary danced for 24 hours, which was really good fun. Did your interest in endurance draw you into sports science? I was intrigued by what makes people who they are in terms of performers and what makes them up and how you can make that better. As an athlete that intrigued me too – at the

time I thought how could I be a better swimmer and how could I be a better pentathlete? At the same time sports science has almost been born in the UK and it was a really new subject. Liverpool John Moores University actually awarded the first ever sports science degree in the UK in 1975 and I started studying sports science in 1986, so it was a really young discipline at the time. Very few places did it, very few people did it so it was almost a leap in the dark. I went on to do an MSc (Master of Science) degree in the States in human performance and then came back to do a PhD in cardiovascular function and it’s an amazing space to be in. It’s true science and true physiology but in the context of exercise and sport which is fantastic.

As someone working in sport in this city, what opportunities do you think it will bring? I’ve worked with Team England at three Commonwealth Games and it’s a fantastic festival of sport. Glasgow was amazing not only because of the sport but because of the impact it had on the city and the engagement of everybody. It was a fantastic place to be for almost a month and, in terms of volunteering, a huge number of locals got involved. The opportunity for young people to see the best in the world competing is fantastic. There are multiple levels as to why it’s brilliant and the great thing about the Commonwealth Games is that it’s really accessible. It ranges from classic track and field through to bowls – the type of sports you don’t always see at the Olympic Games but the sort of sports that engage the whole nation. In Team England in Glasgow the youngest athlete, I think, was 16 and the oldest was in their 70s. It’s an amazing eclectic mix. Is there a sporting challenge you’d still like to complete? There’s so much out there but one thing I haven’t done is a big polar challenge. For me it’s about racing, more than it’s about just competing though. A big race to the pole – south or north – would be really good fun.

With steak and tapas nights, this popular restaurant is a sublime destination where you can enjoy an excellent Moroccan Lamb Tagine. For kebab lovers, Ego has a £10 kebab night on Thursdays and the mixed Piri-Piri chicken, Moroccan lamb and chipotle steak skewered with a selection of colourful vegetables is a particular highlight.

THE OLD STABLES

Allerton Manor Golf Club, L18 The softly lit driveway leading towards Allerton Manor Golf Club, home to The Old Stables restaurant, had the feel of an exclusive American country club. Although I’ve never been to an exclusive American country club I’d like to imagine this is exactly what it would be like. The revamped clubhouse which houses the new upmarket eatery is unrecognisable from its previous incarnation and looked splendid in the fading light as myself and my date parked up. The feeling of exclusivity continued inside with a minimal yet sophisticated décor complemented by imposing smoothed stone tables. Browsing the menu I was expecting to see prices to match the restaurant’s upmarket feel, but was pleasantly surprised to find it competitively priced. After ordering a bottle of Castillo Clavijo Rioja Gran Reserva (£29.00), which proved a perfect accompaniment to our evening’s eating, it was time to begin. To start, myself and my dining partner decided to share a Meat Platter (£11.50), a combination of mini beef burgers, spicy chicken

wings, chicken satay, smoked duck and cherry compote served with a selection of dips. Although the name and list of components may not imply the most sophisticated of entrées, the platter was in fact exactly that, with the duck and cherry compotes offering a curious twist on some classic starters. Moving on to the main event, I plumped for the Gressingham Duck Breast (£16.95) served with braised chilli and garlic pak choi, honey and sesame dressing, micro coriander and baby roast potatoes. As my only previous experience of eating duck involved pancakes and plenty of hoisin sauce, I was looking forward to trying a more substantial cut. The East Anglia reared Gressingham Duck is famed for its superior taste and I’m happy to say this succulent morsel certainly didn't let the side down on this front. The richness of the game combined well with the chilli and garlic pak choi. My culinary companion also kept things classic with a

10oz Rib-eye Steak (£17.95), served alongside hand-cut chips, a flat cap mushroom, grilled tomato and watercress. As it was served medium rare and drizzled with peppercorn sauce (extra £1), my date was pleased as Punch with her steak which was cooked just to her liking. Suitably satisfied, I was ready for dessert - always my favourite part of any meal thankfully this wasn't about to change. A Crème Brûlée (£4.95) quickly soothed my sugar craving with a perfectly caramelised top giving way to the heavenly baked vanilla cream and shortbread biscuit beneath. My dinner date found her Baked New York Cheesecake (£4.95), served with fresh berry compote and crème Chantilly, an appropriately elegant finale. After stealing a slither for myself I can indeed vouch for its deliciousness. A welcome addition to South Liverpool, The Old Stables is the perfect place for a proper ‘occasion’ meal in a truly unique setting, without the hair-raising bill to match.

CULTURAL COLLABORATION

A

s fireworks lit the skies on Bonfire Night around 250,000 spectators are said to have packed both sides of the River Mersey’s waterfront to see this year’s headline extravaganza. A collaboration between Liverpool City Council and Wirral Council, the 5 November ‘River of Light’ event saw the local authorities replace annual park displays with one showstopping event in the most iconic location the city region has to offer. Families flocked to the Wirral side of the water for that picture perfect moment of colourful pyrotechnics with Liverpool’s landmark-littered skyline as a backdrop, while Liverpool’s crowds were promised a fun-packed build-up featuring a parade of world-renowned drummers. According to Culture Liverpool – Liverpool City Council’s cultural service – this dramatic change for 2016 was both a result of the financial challenges local authorities are facing as they look to retain free events, and a hint of the more collaborative approach which lies ahead for the city region. Earlier this year the Liverpool City Region Combined Authority announced a new Cultural Partnership would be chaired by UK City of Culture head and Mersey TV founder, Professor Phil Redmond with an aim to put the region on the map as a ‘cultural and creative powerhouse’ for the North. Among the partnership’s goals is a vision to broaden the reach and audience of cultural events and activities around the whole area. Plus recent experience of large scale Liverpool events such as 2015’s hugely successful Three Queens celebrations on the river has opened local authorities’ eyes to the potential they hold for surrounding boroughs. “We looked at what happened through the Three Queens and both Wirral and Sefton had a huge amount of people who went and watched it from the varying boroughs,” Claire McColgan, director of Culture Liverpool, tells Your Move. “What the boroughs were very keen on doing was working much more closely with us so we could do a joint event, rather than for us to do the event and them be passive spectators. “They really wanted to take a very active role in making sure they got the most out of it for the communities they serve.” According to Claire, more collaboration between Liverpool and Wirral councils to create one single bigger and higher profile event from the outset came with additional benefits in terms of spreading the crowds of spectators to attracting additional funding support and business backing. “We’ve had the events in the parks for as long as I can remember and it was really important for us, because 5 November was on a Saturday this year, to really try and see if we could galvanise an audience on both sides of the water,” says Claire. “It saves both councils money as well because the private sector invested heavily in this and they don’t when it’s in the parks so it was a real test for us, but if you don’t try anything new you don’t know.” Your Move 49

River of Light not only attracted Arts Council contributions towards the entertainment prior to the main display but private sponsorship covered the cost of the fireworks and, with the likes of the high flying Twister Aerobatic Team adding to the spectacle, visitors were inevitably keen to take advantage of the restaurants and bars with prime positions overlooking the new waterfront location. “We’ve had a lot of responses from businesses and that’s what’s been interesting,” adds Claire. “With the parks we always struggle with getting commercial sponsors and with the river we haven’t. “The private sector has been really keen to support us on it but it’s still free for people to come and see.” The River of Light event may have attracted mixed reviews from those who flocked to see it in its inaugural year, with Claire reflecting on elements that have made organisers “really proud” and others which they plan to “look at carefully moving forward,” and there’s a pledge to “build on the best bits” when it comes to putting together some sort of Bonfire Night celebration in 2017. As for Liverpool’s wider cultural calendar though, event goers in the area can certainly expect to see more of the collaboration across local authorities that was used to create a bigger platform and aim to broaden the impact of River of Light. Wirral Council, for one, is keen to continue working to balance the benefits of such events moving forward. “Wirral has the fastest growing visitor economy in the Liverpool City Region,” says Juggy Landay, senior manager of visitor economy at Wirral Council’s Strategic Hub. “It is valued at over £385 million, attracts over 8m day and short break visitors each year, and employs over 5,000 individuals. “The River of Light over the River Mersey, delivered in partnership with Liverpool City Council and the private sector, is an example of the region’s desire to work together to achieve even more for all.” The year 2018 in particular, which will mark 10 years since the city held its prestigious European Capital of Culture status, poses opportunities as 18 new cultural commissions are being lined up including the return of the Tall Ships and another potential visit from Royal de Luxe’s giants. “What is great is when you see things like the Tall Ships, which we’ve announced is coming in 2018, will turn into a very big event on the river and we share the river,” says Claire as she looks forward to more collaboration across Liverpool City Region local authorities. “We’ve got expertise on all parts that we can use together so it saves individual councils money but also you can use the best of the best as you’re working. “It’s really important that we carry on working like that but it’s also very practical. It’s been a really great experience for both Wirral and Liverpool putting River of Light on together.” 50 Your Move
