A 2015 independent review into the future of student accommodation in Liverpool put the student population at a stable 50,000. The city’s four universities estimate that around 30,000 of these students need somewhere to stay - developers set the figure at a slightly higher 34,000. Whichever figure is closest, it’s clear the city’s significant student population has become an integral part of its economy. The average spend per student is estimated at £20,175 which works out at over £1 billion across the entire community. A sizable chunk of a student’s spending of course goes on accommodation. How private landlords and universities alike deal with a shortfall in rental income from their investments as many students head home during the summer differs across the sector. “During the summer months our houses are not usually occupied because we have an extensive turnaround programme,” says John Blythe, director of accommod8, which provides student houses and apartments for rent across Liverpool, maintaining close links with Liverpool John Moores University (LJMU). “Every property has to be formally checked, an inspection carried out and then we have a clearance team, a repairs team, a safety team and then a cleaning team. “We want to make sure that everything is done right because when you factor in deposit protection regulations, your paperwork has to be spot on and your procedures have to be absolutely watertight.

“It has to be coordinated and oddly for us, although we have no tenants in occupation, it’s actually our busiest time of the year. “We charge half rent over the summer as we can’t guarantee access to the property which is quite different from the halls which will be trying to generate revenue.” As John suggests, the situation with university halls of residence over the summer is a different story as universities look to maximise income during the break. “It’s about making sure the university is being used to its full capacity,” says Tammy Buckland, conference manager at Liverpool Hope University, which is responsible for selling accommodation at the university’s two campuses, Hope Park in Childwall and the Creative Campus in the city centre. “Any money that's generated over the summer period goes back into the university to be used on other services which benefit the campuses and their students. “The people who rent out our halls during the summer are made up of general ‘Joe Bloggs’ wanting accommodation in Liverpool, right up to large residential conferences with 500 people. “We get a real mixture of people using our rooms during the summer including quite a lot of residential visits from America which can include students who are working in local schools, staying on a full-board basis.” What happens to this accommodation during the summer months is often dependent on the length of time each room is vacant. Most tenants are either on a 48-week contract taking them up until the beginning of August or a 44week contract where they will be expected to move out around the start of July. “If they’re on a 44-week tenancy and we’ve got a good six weeks during the summer then we will look to do short-term lets – turn them around quickly and get someone else in there,” explains Michelle Willmott, lettings manager at L1 Student Lettings, which operates four large student developments in the city centre. “If a property is going to be empty for around a month before a new tenant is due to move in

then again it's a case of seeing if we have anyone. Sometimes if we have a tenant moving from one flat to another we will need to use a third one for a few days whilst one is being readied - flat juggling is popular here.” Exactly who private landlords and accommodation providers can let their properties out to over the summer is somewhat of a grey area, partly due to issues surrounding council tax payments as all university lodgings are registered for council tax exemption. “There are issues around council tax if you start letting accommodation to non-students as they are occupied by students during term time so providers may not have the flexibility to let to non-students,” says Amanda Kerr, manager at Liverpool Student Homes (LSH), Liverpool's official university service for private accommodation, supported by the University of Liverpool, LJMU and Liverpool Hope University. “We haven’t had any indication from the private developments that they let to nonstudents per se. If anyone approaches us for accommodation the first thing we need to know is whether or not they’re a student.” Despite these uncertainties, Michelle is keen to point out no such problem exists as long as landlords and letting agents advise the council that the tenant living at a property over the summer is not a registered student. “We have a good relationship with the council and we make sure they know that the tenant needs to pay tax and of course we record the relevant details of the tenant in case they do a bunk and don't pay it,” she explains. “We get an awful lot of short-term lets from temporary workers over the summer including quite a lot of three-month lets from the Liverpool School of Tropical Medicine (LSTM). “At the moment we’ve also got a number of builders in who are working on some big projects across the city. “Aside from temporary workers, we also accommodate people who are on placements from different universities but are working whilst they are over here rather than studying.”

LOCAL BUYERS ‘NOT PRICED OUT’ OF HELP TO BUY: ISA SCHEME Merseyside buyers can still benefit from Help to Buy: ISA despite reports many properties are priced out of the initiative, according to a local expert. Liverpool law firm Paul Crowley & Co is calling on first-time buyers to consider taking advantage of the initiative, allowing people saving for their first deposit to increase Jenna Gall is encouraging Merseyside their funds by up to buyers to take advantage of the intiative 25% with support from the government. Bridging ‘no longer last resort’ says Merseyside lender The number of first-time buyers using bridging to help make their initial steps onto the property ladder is on the rise according to lender Bridging Finance Solutions.

The Wirral-based company has reported an increase of almost 50% compared to the same period last year with young people in particular said to be considering different approaches to financing the purchase of their first property. Typically, first-time buyers target properties which are in need of significant refurbishment and require interim funds to purchase the property before securing a long-term mortgage once the improvements have been completed. Steve Barber, managing director of Bridging Finance Solutions, says: “Young people are undoubtedly becoming more innovative in their approach to financing a property and are perceiving an acquisition in a fresh light.

“This is partly down to the fact that bridging is no longer perceived as a last resort for lending and because they appear to be prepared to be flexible and consider alternative routes to high street lending. “It seems that the next generation of homeowners aren’t adverse to some hard work and recognise the value in purchasing property that is in need of upgrade and modernisation.”

CAPRICORN KITCHENS BACKS CHARITY CYCLING EVENT Capricorn Kitchens is sponsoring a country-wide charity bike ride to raise funds for baby hospice Zoë’s Place. The Merseyside-based firm’s contracts manager Ronnie Cowen will also take part in the 163-mile trip from Scarborough to Liverpool, along with nine other amateur riders from Sefton Velo Cycling Club. The charity bike ride will take place on 26 June and Ronnie and his team aim to complete the journey in just one day. Capricorn has backed the campaign with an initial donation as well as providing support vehicles and drivers to enable the event to take place. Ronnie says: “Sefton Velo Cycling Club and the team have been fantastic, with the support for the riders enabling us to make training rides and pushing us to limits we have never been to before. “A big thank you goes out to Capricorn for not only their support but the generous donation to get the ball rolling with fundraising.” Ronnie adds that he and his fellow cyclists have covered ground that is equivalent to the distance between the UK and Australia while training for the ride. Ronnie and his team have raised more than £6,500 for Zoë’s Place so far and are aiming to hit between £7,000 and £8,000 ahead of the event. Unpleasant effect of new dividend rules Q: I have my own building business, About 10 years ago I incorporated on the advice of my accountant. Each year I draw a small salary and then I take out the profits of the business by drawing dividends. I know that dividend taxes are going up so I want to know if this is still the best strategy for me. Last year the profits of my business were £70,000, my salary was about £8,000, and my dividends were £50,000. A: The only winners under the new dividend tax rules are high earners, with proportionally small amounts of dividends. Anyone like you who was relying on their basic rate band to take ‘tax free’ dividends will lose out. In your case, I estimate that your annual total tax bill including corporation tax, will increase from about £16,600, to about £19,400, an increase of £2,800 or almost 17%. Q: Would I be better off just taking a much larger salary from the company, or by going back to being a sole trader? A: At this level of profits you are still better of continuing to trade as a limited company, and using the small salary/large dividend model, but most of the tax advantages (particularly when compared to being a sole trader) have been swept away. Depending on other factors, it might make sense for you to go back to the old sole-trader model. Some of the factors which will need consideration are: • Trading as a limited company protects you personally should the company run into problems. • Sole traders have more scope for offsetting business expenses – particularly on items with mixed private and business use. • Professional fees are higher for a limited company. • If your income is subject to CIS deductions, then the sole trader reclaim mechanism is much more straight forward. I would recommend you take specific advice before you decide what is best for you.

The Justice Select Committee has proposed substantial cuts to tribunal fees to enable access to justice. I spotted this story in the Law Society Gazette and it confirms what employment lawyers have said about fees since their introduction in July 2013, namely that the costs of bringing a claim, no matter how genuine, prevent many people from doing so. I studied employment law at university because it involved helping people who had been disadvantaged or treated badly by their employer. The fees are a massive hurdle to potential claimants so it’s encouraging to see MPs finally acknowledge this. I hope it leads to a full review of the fees and maybe even their eradication.

YOU COME FROM A RUGBY FAMILY IN A TOWN WHERE IT’S HUGELY POPULAR BUT HOW DID YOU GET INTO PLAYING THE SPORT YOURSELF? My dad took me down to a club one day and made me join in with the boys and ever since I’ve continued playing. The boys had games every week and I played with them until I was 11, but I eventually joined a girls’ team called Liverpool St Helens which competed regularly and things progressed from there. I found rugby tough at first, but my dad came up with a rewards system to encourage me to play. He’d give me money for every tackle I made and every try I scored, but after that I realised I just loved the feeling of scoring for my team and feeling free on the pitch. HOW DIFFICULT IS IT FOR YOUNG WOMEN IN THE LIVERPOOL CITY REGION TO GET INTO THE SPORT? I found it quite easy because I’ve always been around rugby people. Growing up in St Helens, there were always groups coming into my school to encourage girls to take up the sport. But I think it’s difficult for a lot of girls because of the stereotype that rugby is a man’s sport. Although there are still those who hold that belief, there are lots of people trying to encourage girls to get into rugby and a supportive network is in place to help them play if they want to. West Park where I used to play started touch rugby sessions just for girls, so young women can learn the fundamentals of the sport. If they discover it’s for them, the club also hosts full rugby sessions for girls. There’s a very good a set-up around the Liverpool City Region, but it could improve if there were more of these initiatives to get girls into playing rugby. YOU’VE BEEN SELECTED FOR ENGLAND AT UNDER- AND UNDER- LEVEL HOW DID YOUR EXPERIENCES AT WEST PARK HELP PREPARE YOU FOR THIS? Just being in a team environment and being around such good players and supportive coaches helped me prepare for England duty and the level I’m playing at now. I went away to college to

study for my A Levels and play rugby at the same time. The skills and fitness I developed at West Park helped me prepare for these challenges. Juggling my studies with rugby training is a struggle because it’s so demanding on both sides. I have training sessions during the week on top of my lessons and exam revision. But if you’ve got the right mindset and want to do well in both, you can manage through physical and mental discipline. HOW DOES IT FEEL TO REPRESENT YOUR COUNTRY IN A MAJOR SPORT? Every time I pull on the shirt it’s just an unreal feeling. I love being able to make my family proud, play alongside some of the best players in the county and work with the top coaches. EARNING A PLACE IN THE ENGLAND s NATIONAL TALENT DEVELOPMENT GROUP IS QUITE A FEAT WHAT WAS YOUR REACTION WHEN YOU HEARD THE NEWS? I was actually scared at the thought of joining up with the group, but I absolutely love it now. Training with the top players and best coaches is a fantastic feeling. Being part of the development squad gives me the chance to break into the full England 7s squad if I work hard enough. Having a professional contract is my dream, but I’m just taking things one step at a time. It would mean everything to me to compete in a major tournament like the Olympics. That has been my dream since I started playing and got into the Lancashire set-up. I tried for the North West team one year and didn’t get in. Missing out made me realise this is what I want to do and I started to believe I could go far. RUGBY MAKES ITS LONG-AWAITED RETURN TO THE OLYMPIC GAMES THIS SUMMER HOW BENEFICIAL DO YOU THINK THIS WILL BE FOR THE SPORT? I think it’s really important that rugby is included in the Olympics this year because it will help the sport move forward and increase its appeal as a worldwide game that anyone can take part in. I think seeing rugby at an event as prestigious as the Olympics will encourage more people of a younger age to get involved. It will also benefit the women’s game. Now that female rugby players have started getting professional contracts and the sport is gaining more recognition, a lot of girls are wanting to play and the way things are going, more of them will have the opportunity to go professional.

So you’ve pillaged ‘Tomb Raider’ for all it’s worth, won the league more times than Celtic on ‘FIFA 16’ and are hungry for new gaming experiences. PlayStation 4 and Xbox One titles rarely come cheap, but there’s a way you can get the latest games on a shoestring budget. Offering up your unwanted games as makeweights can make a considerable dent in those hefty price tags, and there are places on the Liverpool high street where you can offload the titles you’ve played to death. Lord Street is your best bet as CEX, Granger Games and Gamestation lie within a stone’s throw of each other. All three are more than happy to take those old games and electronic devices off your hands, offering cash, store credit or part-exchange deals for them. If you can only scoff at the pittance one of them has quoted you for your barely-played copy of ‘Uncharted 4’, you can always take it next door and see if they’re willing to table a better offer.

They say they don’t make them like they used to, and this is definitely true in gaming. Those of a certain generation will have cherished memories of shunning the sun in favour of an epic Sega Mega Drive session or squandering an afternoon waiting for a ZX Spectrum tape to load. If you think it’s all been downhill since controllers sprouted more than two buttons, there’s a place in Liverpool that can help you relive your misspent youth. Located in the depths of Grand Central alongside an assortment of alternative shops, Level UP! is an independent retailer which specialises in all things retro, spanning hardware and software from the 8-bit era right up to current-generation machines and the latest blockbuster games. Level UP! is an Aladdin’s cave of computing history and this nostalgia emporium also stocks a range of other collectables, including vintage comics, DVDs and Blu-rays, trading cards, and figurines.

MERSEYSIDE MANIC MINER Wirral local Matthew Smith’s magnum opus was a giant leap for the platforming genre, singlehandedly putting it on the map in an age before ‘Super Mario Bros’ and ‘Sonic the Hedgehog’ had left the drawing board.

WIPEOUT One of the most definitive titles of its generation and a key game for the original Sony PlayStation, futuristic racer ‘wipeOut’ was developed by Liverpool’s Psygnosis before they moved to Wavertree Technology Park.

FREE FOR ALL Owning your own console isn’t a prerequisite to enjoying a thumb-numbing gaming session in Liverpool as there are places where you can play for free. A firm favourite among local students, the Font pub on Arrad Street hosts numerous consoles and two golden age arcade machines for customers who enjoy a side helping of ‘Super Mario Kart’ or ‘Street Fighter II’ with their pint. On the other side of the city centre, situated on the doorstep of Lime Street Station, the Dough Bar pizza parlour also provides on-site gaming from across the ages, with a Super Nintendo, N64 and various coin-op machines tending to your retro needs. Those who the nostalgic delights of yesteryear are wasted on won’t be left on the sidelines at Dough Bar as there’s an Xbox running ‘FIFA’ so customers can enjoy a post-pizza kickabout. Offering a more family-friendly vibe, Liverpool Central Library features a huge sound-attenuated box called GAME where visitors can partake in free Xbox 360 sessions, with titles including ‘FIFA’ and ‘Minecraft’ on offer, and borrow video games for £2.50 per week. Here you’ll also find iPads and PCs to tinker about on.

PROJECT GOTHAM RACING Developed by Speke-based Bizarre Creations, ‘Project Gotham Racing’ was a petrol-fuelled hit for the original Xbox which went on to become the second-bestselling game on the console after ‘Halo’ and spawn a successful series.

GEOMETRY WARS Fiendishly addictive shooter ‘Geometry Wars’ began life as a mini-game in ‘Project Gotham Racing’ before receiving a standalone release on Xbox. It was at one point the most downloaded game on Xbox Live Arcade.

RUN SACKBOY! RUN!

GAMING FESTS If a quick pint and a ‘FIFA’ session is too low key for your tastes, Liverpool plays hosts to larger scale gaming events where you can showcase your skills and mingle with fellow console addicts. The iPlayGaming festival, a celebration of console culture and food, is on its way back to the Baltic Triangle’s Constellations venue on 25 June so attendees can eat, play and party the night away. Dispelling the notion that most gaming sessions take place in a bedroom or the basement of somebody’s parents’ house, the festival includes competitions, multiplayer and team gaming sessions, retro arcade action and more edibles than a ‘Pac-Man’ maze. iPlayGaming will also return to Merseyside early next year, but if you can’t wait that long to upstage your friends in public, the Repetitive Game Injury group meets in Maguire's Pizza Bar on Renshaw Street on the fourth Monday of each month for retro gaming hijinks, quizzes and tournaments.

The once Liverpool-based Sony still maintains connections to the city, enlisting the help of city centre-based studio Firesprite to create a mobile spin-off from its ‘LittleBigPlanet’ series. ‘Run Sackboy! Run!’ is available on iOS, Android and PS Vita.

KOOP Bold Street, L1 As the name suggests, this recently opened Bold Street eatery, formerly Chez le Coq, has lost none of its previous incarnation’s fondness for all things poultry. The re-launched restaurant has built on its predecessor’s rotisserie chicken-based menu with the addition of a clutch of burgers and magnificentsounding milkshakes. With this renewed menu on offer I didn't need much convincing to head along to Koop to give it a try. After being shown to our seats by the bubbly front of house staff, my dining partner and I were given a chance to settle in and enjoy Koop’s laid-back atmosphere whilst perusing the new menu. It was soon apparent Koop was generating plenty of interest on Bold Street as every other passing shopper seemed compelled to crane their necks for a good nose at the new eatery. Before picking our starters, our friendly waiter suggested a couple of Koop’s most popular milkshakes. At first I wondered whether Go Nuts (£3.50) - peanut butter and banana, and The Dodger (£3.50) - crushed Jammie Dodger biscuits and fresh strawberries with homemade soft ice cream, might have been an overly sweet way to kick things off but I couldn't have been more wrong. My dinner date and I were blown away by the size

REVIEW BY LAWRENCE SAUNDERS and presentation of the things to start with - The Dodger was particularly spectacular, proudly displaying a couple of Jammie Dodger biscuits half-submerged in the top of the chunky jam jar glass. Just the right thickness for my taste, full of flavour and incredibly smooth, the milkshake was easily the best I’ve had in Liverpool. Suitably refreshed, my date and I plumped for an assortment of ‘Wing Shack’ boneless chicken wings (£15 for 20 wings) to start. Each portion was generously smothered in a thick coating of appetising sauce including Sweet Thai Chili, Original Buffalo, Smokey BBQ, Garlic & Parmesan and Oriental Express. Crispy on the outside and juicy in the middle, the wings were a finger-licking way to start our meal with the Oriental Express just edging it in taste stakes. The break in proceedings gave us an opportunity to order another round of delightful shakes. This time we plumped for The Koop (£3.50), served with Ferrero Rocher and banana, alongside the truly indulgent Naughty Nutella (£3.50), made with a generous helping of the hazelnut spread, triple chocolate brownie, chocolate sauce and more soft ice cream.

In all honesty, after two milkshakes and half a coop’s worth of chicken wings, I could have probably called it quits feeling suitably full. However the promise of a quarter of chicken straight from the spit roast coated in Koop’s hot sauce (£4) gave me the strength to persevere a little longer. Served simply with a wedge of lemon, I ordered a couple of sides to go with my main; sweet potato fries (£3) and the homemade coleslaw (£3), which nicely offset the heat of the spicy sauce. My date didn't divert from the poultry theme either with her main course, choosing the Dust Up (£4); a fried chicken wrap with lettuce and mayo, which she found to be a refreshingly light deviation from our sticky starter. With no alcohol on the menu we were forced to head elsewhere for an after dinner aperitif (okay, a pint of Guinness in The Liffey) but I certainly won’t be holding this against Koop. Offering more than reasonable prices for a city centre restaurant and with those incredible milkshakes available to takeaway, if you’re looking for somewhere to head post-pub on Bold Street or even to grab something filling on your lunch break, Koop is a must.
