Whilst central Liverpool’s number of homes may be reaching new highs, its population of residents has been growing over time alongside the area’s ongoing regeneration and expansion into now thriving communities such as the Baltic Triangle. “Over the last couple of decades the number of people living in Liverpool city centre has more than trebled to approaching 40,000 due to a combination of the resurgence in the city’s economy, extensive regeneration of retail and leisure facilities, expansion of the three universities and the policies of local bodies,” explains Professor Richard Evans, acting director and professor of urban and regional policy at Liverpool John Moores University’s (LJMU) European Institute for Urban Affairs. “Extensive provision of new apartments and conversions has augmented an already attractive city centre residential offer owing to its number of attractive Georgian and Edwardian properties. “The influx of professionals and students lured by the convenience and buzz of city centre facilities and nightlife has both boosted the local economy in terms of retail and services

and also added to the city’s skills base.” Such is the demand from young professionals to be in amongst the city’s main hive of activity that developers seem to be targeting them specifically with new developments. The Residential Development Update suggests a “current trend” of studio apartments being built in large projects such as the Baltic Triangle’s Norfolk Street and Bridgewater House, as well as 2 Moorfields and North Point in Pall Mall around the commercial district – an area of the city centre which is also seeing residential conversions of former vacant office spaces become more frequent after measures allowing such transitions to go ahead without planning permission were made permanent by the government. The long-term relaxation of the rules, which was initially intended to expire this month, has previously been welcomed by some local experts who expect it to positively impact on the city’s employers looking to recruit from a local talent pool and also see it as a means of providing more properties in the area which will attract first-time buyers. In recent weeks further lifelines have also been announced nationally for buyers looking to get a foot on the property ladder with help from the ‘Bank of Mum and Dad’ which could provide potential for the influx of young

For instance, Barclays Mortgages is introducing 100% mortgages to remove the “significant burden” high deposits place on first-time buyers and their parents. Through the initiative, ‘family helpers’ will need to pay in savings equal to 10% of the property price, which will then be paid back to them three years later with interest rather than the money having to be ‘gifted’ to their relatives. Meanwhile, Liverpool city centre accommodation has also been upping its game for renters, with Private Rented Sector (PRS) schemes which see whole complexes of apartments developed to be managed and wellmaintained by one company as opposed to numerous individual private landlords buying into the sites. Mayor of Liverpool Joe Anderson has previously credited such schemes with lifting the quality of central homes for those renting properties. “The arrival of major investment funds backing the Private Rental Sector in city centre apartments is improving the residential offer,” he says in the Residential Development Update. “The majority of what was built in the city centre (as with many other northern cities) during the last boom of 2002-2007 was not of

particularly great quality and was often designed for the buy-to-let investor/speculator. I am encouraged that this emerging new sector, where investor/developers will retain ownership of their properties will bring forward higher quality design and larger units in well managed developments.” So far the waterfront has seen prominent PRS developments get underway, with Queens Dock’s completed The Keel – the result of a residential conversion of the former HMRC office building - prove so successful in attracting tenants that its developers Glenbrook Property and Moorfield have this year submitted plans to build an entirely new block of 257 apartments on adjacent vacant land. Construction is still underway on Promenade Estates’ fellow PRS scheme Baltic Village, which overlooks the waterfront and neighbours the Baltic Triangle and will include features such as a hotel-style concierge for tenants. The scheme, however, attracted the attention of investors early on and has already been sold to Vista Fund and Hermes Investment Management for more than £50m in what was one of the largest PRS transactions outside of London at the time. Further PRS schemes are expected to act as a magnet for renters in Liverpool as City Residential managing director, Alan Bevan

kicked off 2016 with an outlook that suggested £150m worth of such developments were in the pipeline and still to be announced in the city. Alan welcomed the new developments amid a call for further residential stock which isn’t being purpose-built solely for students, who are seemingly increasing their demand for central accommodation which will position them amongst city centre activity as well as being a stone’s throw from the ‘Knowledge Quarter’, where universities which currently attract more than 50,000 students to Liverpool are continuing to grow their presence. The level of student development in the city shows little sign of slowing down, with planning applications being submitted and large-scale schemes like Bevington Developments’ 1,019 new student homes across four new blocks near to LJMU’s Byrom Street campus being given the go-ahead. This comes despite previous questions over whether the city centre’s student accommodation provisions have reached their peak, as an independent review into the demand, supply and impact concluded that there doesn’t need to be a moratorium on further projects. Student numbers are expected to “remain stable” in Liverpool with some older accommodation reaching the end of its life. Your Move 25

I was interested to see that on 9 May the full searchable online database of the 11 million Panama documents will be released. I won’t be doing much searching myself, but I think HMRC will be and a few people might need a second opinion on how robust their previously ‘bulletproof ’ tax planning actually is.

SERVING A SECTION NOTICE Prior to 1 October 2015, landlords looking to regain possession of their properties at the end of a contract just needed to issue a date specific Section 21 notice. With new changes for landlords having been introduced under the government’s Deregulation Bill, this has now changed and there are a few provisos in place which all landlords need to be aware of. Proof of issue First of all, if you want to use a Section 21 notice you must to be able to prove you have issued the following valid documents at the start of a tenancy: 1. A valid gas safety certificate to the tenant 2. A copy of the Energy Performance Certificate (EPC) 3. ‘How to rent’ guide, February 2016 4. Form 6A, prescribed information completed with Section 21 5. Deposit lodged correctly 6. A valid licence on the property, where applicable

When can you serve it? How long does it last? You can no longer serve the Section 21 at the start of the tenancy; you must now wait until four months of the tenancy have lapsed before serving, and then you must give the obligatory two months’ notice. It’s no longer date specific, only to be two months’ notice after four months of tenancy have lapsed. The Section 21 used to have no end life but this has also changed as, once served, the notice must be used within six months of issue or it will expire. When can a Section 21 not be served? If a property has a Housing Health and Safety Rating System (HHSRS) order or has a complaint outstanding council decision, you cannot issue a Section 21 and you cannot use a Section 21 within six months of an improvement order being made. With property maintenance it’s important you have dealt with or started to deal with any maintenance being reported to you within 14 days.

WORK TO GET UNDERWAY ON AIGBURTH HOUSING DEVELOPMENT Work is about to commence on 40 new homes for Aigburth, the scheme’s developer has announced. The Bootle-based company, which has been working in the building and contracting industry for more than 15 years, picked up the Small-Scale Project of the Year gong in the North West category for its Liverpool Home Heating Cost Reduction Obligation (HHCRO) Scheme. Also known as Affordable Warmth, HHCRO provides funding to help eligible individuals reduce their heating costs through the installation of energy-efficient measures. Company Cars - Take Care Q: I have a construction company and have had a visit from HMRC. This was supposed to be about our PAYE, but the inspector spent most of their time quizzing us about our company cars and vans. We have a car which is used by different directors and managers so our accountant told us it was a pool car. HMRC seem to think differently – what are the rules... A: Company cars continue to cause complications, and HMRC are particularly hot on pool cars. It’s very tempting to think that if a car is insured for all company drivers and is generally available to anyone who needs to drive it, it must be a pool car and therefore not taxable as a benefit in kind on anyone. This is, unfortunately, often not true. To be exempt from tax as a benefit in kind the car must be: • Actually used by more than one employee or director • Not mainly used by one employee or director to the exclusion of all others • Not normally kept overnight at or near the home of a director or employee (unless the home in question happens to be close to business premises where the car is garaged/kept) • Not used by anyone for private travel. Note that private travel includes home to work travel (except for private use which is “incidental” to business use, such as taking a car home overnight in readiness for a business trip starting very early the next day)

The onus is on the business/employer to prove that these criteria have been met, and are notoriously strictly applied. I usually recommend to clients that a very clear log of journeys made by the car (including who was using the car) is kept to support a claim that any vehicle is a pool car Q: The other thing is that my personal car is leased by the company (we got a much better deal on the finance that way), but I reimburse the company personally for all the lease costs. The HMRC inspector says that it is still a benefit and is going back years to assess tax. This can’t be right can it?

A: You are right that it is rational and logical to assume that if your business leases a car for your use and you reimburse every penny of the leasing cost you would have no taxable benefit. Unfortunately, although many people can be forgiven for thinking like you, the tax rules don’t agree!

HMRC have a number of tax cases to help them and again apply the rules very strictly. The benefit in kind is calculated in the normal way: List price of the car x % based on the C02 emissions of the car. You should try to argue that the benefit should be reduced by the amount you reimburse ( although even this can’t be taken for granted) Unfortunately in these days of very high taxation of company cars the benefit in kind charge for the car is likely to exceed the lease charge you have been reimbursing.

HOW IMPORTANT DO YOU FEEL THE BEATLES ARE TO LIVERPOOL? Looking back, I don't think the city fathers have always appreciated the potential of The Beatles. For example, the original Cavern Club was filled in as part of the development of the Liverpool underground. Similarly, in the 1980s, Radio City was involved with setting up the “Beatle City” exhibition on Seel Street but it didn't last very long due to lack of demand. What has changed everything for me is the budget airlines, and in more recent years the return of the cruise liners. I think initially it was the airlines which brought football tourism and Beatles tourism and made it a lot more accessible for people in Europe to come to Liverpool. You can see with The Beatles that visitor numbers are growing and I don't think it has yet reached its peak.

WHAT ARE THE AIMS OF THE BEATLES LEGACY GROUP? HOW DOES IT PLAN TO IMPROVE ON LIVERPOOL’S CURRENT BEATLES OFFERING? We must bear in mind the younger generation; it’s important that we get school kids interested in what The Beatles meant culturally to the city and what they meant culturally to the world. The industry is already thriving with the likes of the Magical Mystery Tour, The Beatles Story, the Cavern Club etc – I think it’s just making sure that it maximises its potential really. DO YOU THINK THE CITY MAKES ENOUGH OF ITS CONNECTION TO THE BAND? When people come to visit Liverpool, a lot of it’s down to The Beatles. The number of people who have visited the new statues on the Pier Head has been enormous - it’s unbelievable the reaction it has had. I’ve been to cities such as Memphis and Nashville, and we don't want to make our Beatles’ offering too commercial - I’m sure the people in the various attractions wouldn't want that. We just want to make sure that when people come here they know they are getting a top quality service. Places like Penny Lane and Strawberry Field are certainly in the remit of the group as they were mentioned in songs, but other places across the city region are being looked at too. With Penny Lane in particular, at the moment most of the shops [referenced in the song] are still there but there isn’t even parking facilities for tourists. With Strawberry Field there is a Salvation Army initiative in the pipeline. Overall it’s just to improve that experience so when people go to Penny Lane or Strawberry Field they feel as though they can spend some time there and spend some money in the local shops, rather than just getting straight back on the bus.

THE BEATLES LEGACY GROUP HAS HELD ITS FIRST INITIAL MEETINGS CAN YOU SHED ANY LIGHT ON HOW THEY HAVE GONE? There has been talk about having special events on anniversaries of album releases and that sort of thing. Also, the marketing people are looking at setting up some sort of analysis of people’s experiences but things are still in a very embryonic stage. There will be announcements over the summer in terms of things that the general public will be able to have an input into. THE FARM WILL BE PERFORMING AT A CONCERT LATER THIS YEAR TO SUPPORT MUSICIANS AGAINST HOMELESSNESS – A CAMPAIGN WHICH HAS BEEN SET UP TO INCREASE AWARENESS AROUND THE ISSUE OF HOMELESSNESS AND RAISE FUNDS FOR THE CHARITY CRISIS IS THE PROBLEM OF HOMELESSNESS SOMETHING CLOSE TO YOUR HEART? Once a year, Keith Mullin [The Farm’s guitarist], gets involved with selling the Big Issue in Liverpool, so this year I stood with him for an hour. It started me thinking about the increase in homelessness and how people’s attitudes towards homelessness have been changing for the worse over the years. Since 2010 homelessness has increased massively, I don't know the significance of that date but you can draw your own conclusions. When you walk round the streets today you can see the increase in homelessness, it’s visible. Alan McGee (renowned music executive who discovered Oasis) suggested he wanted to do something and musicians have been asked to get involved. It's a way us as musicians can highlight society’s attitude towards the issue and highlight the demonisation of the homeless. YOU HAVE BEEN INFLUENTIAL IN A NUMBER OF PROJECTS WHICH HAVE SOUGHT TO PUBLICISE THE HILLSBOROUGH FAMILIES’ -YEAR FIGHT FOR JUSTICE INCLUDING THE DON'T BUY THE SUN CONCERTS AND THE JUSTICE TONIGHT TOUR WHAT WAS YOUR REACTION TO THE VERDICT OF THE INQUESTS? It's a re-establishment of the truth. We all knew the truth, we were all there on that day. Justice Taylor’s Interim Report, which was published in August 1989, established the truth as well. It didn't have the full picture, because he didn't have access to the files of the ambulance and fire services but his report condemned the police and said it was a failure of police control which caused the disaster. The truth was there but it just got buried in the cover-up and the smears. What happened last month was a total vindication of a generation of fans and the families’ campaign.

Woolton Picture House remains as a cinema

Flashback to early last century and Liverpool was home to the North West’s most glamourous picturehouses. The Forum, The Scala, and Lime Street’s Palais De Luxe were beautiful Art Deco buildings that delivered the ‘complete’ cinematic experience, usually enhanced by live organ recitals and intervals of ice cream indulgence. The end credits loomed for cinema’s golden era after World War II when the rise of TV revolutionised home entertainment. Several of the city’s picturehouses fought the googlebox against the odds, but few survived the multiplex invasion that followed decades later. Reminders of the glory days can still be found across Liverpool as many of these buildings are still standing today. Strolling down Lime Street, it’s difficult to miss the Futurist; an iconic picturehouse that battled on with the tenacity of a silver screen hero when Odeon and National Amusements arrived on these shores, only to end up in a sorry state of dilapidation. The 1912-built picture palace stood tall throughout the 1950s under the ownership of 20th Century Fox, but is now declared unsafe and at risk of collapse. This haven where generations of Merseyside families enjoyed unforgettable experiences is a forlorn shadow of its former self, earmarked for demolition to make way for Neptune Developments’ regeneration of Lime Street. While many of Liverpool’s other golden-era picturehouses, such as Tuebrook’s once cuttingedge Carlton Cinema, shared the Futurist’s fate, a number of these architectural treasures have been given a new lease of life. The Picturedrome in Kensington is now a JD Wetherspoons pub, London Road’s great Paramount Theatre - which became the city’s first Odeon when the company acquired the site in the 1970s - is about to become student housing, and Anfield’s Gaumont Palace is a community centre. Now called the Liverpool Lighthouse, the retired Anfield picturehouse provides support to disadvantaged youngsters, families and elderly people through schemes which usually tie in with music and the arts. With its façade largely unchanged, the centre is a stellar example of how former cinemas can continue to play a role in the local community.

“I think it was important to keep the building in the community,” says Liverpool Lighthouse chief executive Modupe Omideyi. “When we bought it around 1990, Anfield was quite a lively area but things started closing up in the years that followed. If the cinema building was to close as well, it would have been another nail in the coffin of this area. The work that goes on here now is really important to the community.” Another of Liverpool’s former picture palaces could one day be added to the list of repurposed cinemas as Dingle’s 1,500-seat Gaumont Cinema, a one-time bingo hall which currently lies vacant, has been the subject of various redevelopment plans over the years. Local property firm Warehouse Lifestyle Living is currently exploring the possibility of transforming the Gaumont with a mixed-use development which could include luxury flats alongside a retail and leisure offering.

Although many of Liverpool’s most cherished picturehouses still exist in other forms, there are survivors from the golden age still in operation, with the singlescreen Woolton Picture House and Crosby’s community-run Plaza flying twin flags for the ways of old. Nestled in the heart of leafy suburbia, the Woolton whisks film fanatics back to the good old days of independent cinema, a time when going to the movies was as much about the ambience and the ice cream intermission as the film itself. So how is it that humble picturehouses like the Woolton have come to hold their own in a world of Goliath multiplexes? According to the cinema’s manager Joseph Carmichael, it’s all about the experience they offer, the public’s hunger for nostalgia in the current climate, and the picturehouse’s ability to move with the times without compromising its ethos. “I believe the reason we’ve been able to keep it running is that we’ve updated the technology as times moved on to give people the most up-to-date experiences, but also kept the original feel for a cinema,” he tells Your Move. “Times may have changed since the rise of multiplexes, but the idea of going to a traditional picturehouse is more of an experience. Everyone seems to be into nostalgia now, everyone likes the old style. People are interested in going back to the old days as a one-off experience.” The Woolton has had to evolve to survive. In late 2011, the cinema secured a liquor licence to sell alcoholic drinks on the premises, a move that Joseph describes as “extremely successful”. Our 24/7 culture and need for consumer choice allowed multiplexes to thrive, but the continued success of the Woolton and the emergence of the retro-themed Liverpool Small Cinema on Victoria Street prove there’s still a market for traditional picturehouse experiences and the fuzzy sense of nostalgia they conjure. GIN JOURNEY

Tour of Liverpool gin bars, www.ginjourney.com With the warmer months fast approaching our invitation to the first official Gin Journey (tickets £45) of spring was very welcome indeed. Having launched its first London venture back in 2013 it was only a matter of time before the Gin Journey made its way to Liverpool, putting its own unique stamp on the city’s vibrant cocktail scene. Our hopes were high as we made our way to Oh Me Oh My - the first stop of the night - where we were greeted by our ‘Gin Guardian’ Kate and whisked up onto the majestic roof garden (pictured). After acquainting ourselves with the rest of the group we were served a specially brewed G ‘n’ Tea (Oh Me Oh My is a sister venture of Leaf on Bold Street so we knew it would be good!) – Leaf rose petal tea infused with Liverpool Gin and topped with Fever Tree tonic and a rose petal garnish – a light and refreshing start. Suitably impressed we sipped away overlooking the Royal Liver Building and the River Mersey as we were told all about the tricks and tips of gin tasting and the spirit’s long and colourful history with the city. With the sun on our side

we ventured across the city to the Baltic Triangle (via Gin Carriage), where we found ourselves in one of Liverpool’s most exciting summer venues, the Botanical Garden. Here we sampled a Rosemary and Sloe Gin Fizz – Plymouth Sloe Gin, lemon and sugar, topped with soda and a rosemary garnish – as Kate imparted yet more of her vast gin knowledge onto us. We jumped at the opportunity to order some of the Cuban street food (not included in the ticket price) on offer, courtesy of Finca Liverpool - bunuelos and cubanos proved firm favourites. By now we were starting to recognise certain botanicals and discovering our favourite blends as we moved onto Filter & Fox and my personal favourite cocktail of the evening, the Marmalade Spritz. A zesty blend of Sipsmith and Campari with a bar spoon of orange marmalade, pink grapefruit juice and topped with Cava and San Pellegrino. A distinctive flavour which I’m sure is going to become my drink for the summer. Next was Buyers Club,

a vibrant venue where we sampled one of its latest creations; a Rhubarb Ramos. This is no ordinary cocktail as it took a whole 12 minutes of shaking for the perfect consistency, using Warner Edwards (the gold dust of gin) mixed with rhubarb, sugar, lemon and lime, with cream and egg white for a silky smooth finish. A splash of absinthe was added to unleash the flavours. With the evening drawing to a close we approached the final destination of our Gin Journey - the business district’s atmospheric speakeasy, Jenny’s Bar. Here we were served up a very 70s (and very wonderful) Disco Ginferno - Whitley Neil gin with sugar syrup, lemon juice, pink grapefruit and peche de vigne, topped off with Fever Tree tonic. Overall the evening provided a unique voyage into Liverpool’s rich history with gin, revealing some of the city’s best hidden bars and, of course, exceptional cocktails. Already somewhat legendary amongst its alumni, the Gin Journey is certainly a must try.
