The buy-to-let market has been a bone of contention for many in the property industry over the years, with critics putting the blame on landlords for inflating housing prices and keeping first-time buyers off the property ladder. New changes to Stamp Duty, introduced on 1 April, are aimed at combating this problem by curbing residential property investment and boosting the number of owner-occupiers. Chancellor George Osborne says that £60 million of receipts from his increased Stamp Duty charges will be put towards community housing trust projects in areas where the lack of affordable housing has had the most damaging effect. The new measures follow on from the recent restrictions on mortgage interest for residential buyto-let property and changes to the taxation of properties held via companies.

WHAT IS STAMP DUTY? Stamp Duty, or Stamp Duty Land Tax (SDLT), to give it its full title, is a lump-sum tax that must be paid when you buy property or land over a certain price in England, Wales and Northern Ireland. Stamp Duty no longer applies in Scotland as it is now referred to as the Land and Buildings Transaction Tax (LBTT). In years gone by, you would simply pay 1% on the total of any property worth £125,000 or more. However, as of December 2014, Stamp Duty is charged at different rates depending on the purchase price that falls into each tax band. For example, if you buy a house for £200,000 you’ll pay nothing on the first £125,000 and 2% on the remaining £75,000. This means you would pay a total of £1,500 in Stamp Duty.

WHAT HAS CHANGED? From 1 April 2016, anyone buying additional property above £40,000, be it a second home or buy-to-let property, will have to pay an extra 3% on top of the standard Stamp Duty rate. If the new property you are buying directly replaces your main home, you will not be liable for the extra 3% surcharge, even if you own an additional property at the same time. However, if you move out of your main residence (property one) but keep it and buy another main residence (property two), you will have to pay the higher Stamp Duty surcharge initially. If you sell property one within a 36month period of completing the purchase of property two, HMRC will allow for a full refund. George Osborne also announced in his March Budget that plans for special exemptions for ‘significant investors’ who buy 15 properties or more have been shelved. This latest move means a loophole which could have seen buy-to-let investors joining together to buy multiple properties through a company to avoid the extra tax, has been firmly closed. SECOND HOMES AND BUY-TOLET PROPERTIES OVER WILL BE SUBJECT TO AN EXTRA SURCHAGE FROM APRIL

HOW THE NEW SURCHARGE WORKS In essence, the new 3% increase will work as a slab tax, meaning the extra 3% will apply to the entire purchase price. For example, if you buy an additional property for £200,000 after 1 April you will pay £6,000 on top of the standard SDLT, taking the total Stamp Duty payable on the property to £7,500. It’s important to note that the new surcharge does not apply to caravans, mobile homes, lodges or houseboats.

WHAT DO THE CHANGES MEAN FOR THE CITY? Aside from the impact on individuals, the new changes could also have a significant impact on Liverpool’s property market. Some fear that higher costs for buy-to-let landlords could drive away investment in the city and lead to a shortage in readily available rented accommodation and an increase in rent prices. "It’s of concern that the new Stamp Duty levy could see the flow of landlords wilt and the supply of rental property decline,” says Nathan Penn, regional operations manager for Reeds Rains. “With less properties then available to rent, it’s inevitable, as has already been seen, that rents will increase. “In our latest buy-to-let index we reported that rents in the North West have risen by 2.5% over the year to the end of February. “The knock-on effect is that, if house prices also rise, many tenants may find it even harder to save for a deposit to buy – hindering their chances of becoming homeowners even further. “Ultimately, supply is the key issue and until more properties come to market and more are built, we can only see that situation worsening – with the Stamp Duty levy doing little to help.” Dan Pennington, director at Century 21, takes a slightly more upbeat view of the changes. “Of course the increased SDLT will have some impact,” he says. “We have had a flurry of buy-to-let investors purchase over the last three months, but in the grand scheme of things I don’t think it will stop investors purchasing. “Ultimately, the Liverpool property market is strong at present and investors still want to be a part of this. “They may squeeze on price more due to the fees and certainly look to raise rents a little to claw back the tax paid but ultimately, after a few months it will be the norm and I don’t see the increased SDLT fee having a long term effect on the buy-to-let market in Liverpool.” The full details of George Osborne’s pledge to use receipts from the new Stamp Duty charges to support community housing trusts are yet to be fully revealed. A recent report by the Home Builders Federation found that house building on Merseyside is “well below the levels that it needs to be”. The report states that during 2015, 400 new affordable homes were built on Merseyside but that “output is still some way off what is required”. To reach the required levels the report suggests that an extra 320 affordable houses need to be built each year across the region. It’s unclear at this time which towns and cities will benefit from the £60m boost in community housing funding promised by the Chancellor and we will have to wait and see if Merseyside is one area which is to profit from the new measures. Two new judges will help choose the winners of this year’s prestigious NWPAs, organisers have announced. Interior design and property expert, Fiona Woodward-Kelly and Greater Merseyside Learning Providers’ Federation (GMLPF) chief executive, James Glendenning will join the panel as the awards celebrate residential and commercial property achievements across the North West. The newcomers will accompany existing expert panellists Eric Wright, Elaine Cunningham, Alastair Shepherd and Lesley Martin-Wright. Fiona brings more than 25 years of experience to the panel, having started her career as an interior designer and construction project manager at Urban Splash, and has worked on residential and commercial projects throughout the region. She also launched a successful interior design and property marketing company in 2007 named Woodward-Kelly & Co Ltd, and clients have included Peel Group, Plumlife, Tamewater Developments and Bruntwood. Fiona says: “Having worked in marketing in the property industry across the commercial and residential sectors for the last 25 years I hope I can bring something to the panel and I will find it fascinating to look at all the entries, visit the schemes and work with the other judges to choose the winners." PROGRESS FOR HAMELIN PARK DEVELOPMENT The Mayor and Mayoress of St Helens have helped to kickstart construction at Gleeson’s latest Liverpool City Region development. NEWS Liverpool homeowners are the region’s friendliest, says survey Liverpool homeowners are the friendliest neighbours in the North West, according to a recent survey by Countryside. The housebuilder set out to discover how well property owners in the region know their neighbours, and results showed those in the city are most likely to befriend people moving in nearby. Of the 856 homeowners surveyed, 22% of Liverpool respondents described neighbours as close friends, compared to just 1% in other cities. Meanwhile almost half are said to have invited neighbours into their homes for a drink, and the city’s participants came out as the least likely in the region to intentionally avoid their neighbours. Peter Vella, regional sales and marketing director at Countryside, says: “We have a number of developments in Merseyside and it’s our responsibility to not only provide housing, but to build communities. MSB’S GROWTH SHOWS ‘BOUYANCY’ IN LIVERPOOL MARKET A year of growth for Liverpool law firm MSB Solicitors shows “the new build property market in both the residential and investment sectors is gaining buoyancy again”. You’re the first Comics Laureate. What has that two-year role involved so far? I’ve done some interesting things. I gave a talk to a Liverpool infant school recently and I had a really attentive audience. Children instinctively like comics and drawing stories in pictures and, although it had to be pitched at an appropriate level, they seemed to enjoy it. I’ve also done some appearances with school librarians and they seem receptive to the idea of comics, in huge contrast to when I was at school. I’ve been really heartened. Comics can do things that other forms of pictorial storytelling can’t so I’m always promoting those. I’m also working on books with a major educational book publisher which will use the comic strip medium to encourage children to read and teach them about science and history. Why has it taken so long for people to come around to the genre? Particularly in this country, the idea used to be that comics were exclusively for children so on the cultural totem pole they were near the bottom. The medium, to me, is as mature and capable of expressing the wide range of human experiences and emotions as prose, film, theatre and poetry. Traditionally though, it was only used in this country to entertain children so the range of content now has given comics a cultural significance on a par with what they’ve always had in European countries like France and Spain, and in Japan where comics are read by commuters every morning. Which comics drew you in and inspired your love of the genre? I’m sure I’d get nursery comics with stuff like talking rabbits, but I vividly remember the first ‘Superman’ comic I saw in Woolworths. I was with my granddad and he bought it for me more than 50 years ago, and I’ve still got that comic. There was something about the excitement of those kinds of comics and the colour. I was fascinated by telling stories and as a kid it’s a thing you can do – you only need paper and a pen and you can do something like you’d read in a published comic. One of your most famous projects is ‘Watchmen’, one of the most successful comics of all time. Why is it such a landmark piece of work that’s still so relevant? It hit the audience at the right time because many people had grown up reading superhero comics and still loved them, but they were stuck in a set way of doing things. What [writer] Alan Moore and I tried to do was say ‘if superheroes were real, what would they be like?’ Once you think of that you question why would somebody put on a costume? Why would they fight crime? Why would they have a secret identity? Why would they risk their lives? Once you explore the answers to those

questions, and also start to draw them in a way which is like superhero comics but has a lot of important differences, you can give that older audience something they want to read. In a way it was quite sophisticated but it sprung from our primal instincts of telling stories that we’d like to read. The fact it was a substantial read and arguably was a graphic novel - it had the amount of incident, character and subtext you’d expect from a novel - made it very satisfying to read. When you’re working on an original project, how much of the character is there before you visually create it? The best collaborations are true collaborations where you both throw stuff into the pot. With ‘Watchmen’ the plot was very much ours and Alan first came up with the idea when he was 12 or 13 years old. He wrote an initial outline which we discussed and which I designed for, and each time we worked on monthly issues we’d talk on the phone. I can talk a lot but Alan can talk even more and we’d have five-hour phone calls to discuss everything and throw ideas in! Alan would write a more detailed script and then I’d draw it but it was always very much a joint creation and from both the story and art point of view, we were giving it the best we could. It was very organic. For instance I created the look of the character The Comedian and he just dressed in black leather. To lighten him up I gave him a smiley face badge. I thought that was the limit of its importance but when Alan saw the badge he thought we could have it at the beginning of the story to show there had been something funny that had turned very dark. That eventually became the trademark graphic symbol of the whole series. You’ve also worked on existing comics with popular characters already in place when you’ve come on board. Is it challenging to retain what the fans love? I’ve been lucky because I started as a comic fan so to draw one of your favourite characters from when you were a kid, like ‘Superman’, ‘Batman’, ‘Dan Dare’ or ‘Doctor Who’ – all of which I’ve done – is a tremendous thrill. It’s like playing on stage with the Stones or the Beatles, or football with Beckham or Pele. All you want to do if it’s a character you love is the best job you possibly can. Do you have a favourite project that you’ve worked on? ‘Watchmen’ was so much fun and it was great to collaborate with Alan. Obviously we’ve done quite well from it and it’s helped me get other work that I’ve enjoyed too. I also really enjoyed drawing and writing my own graphic novel, ‘The Originals’. I was a mod when I was growing up and that very much encapsulates, expands on and fantasises about my experience so it was very personal to me. I’ve been lucky to work on so many characters I’ve loved and to work with so many of my favourite creators – Alan Moore, Frank Miller, Mike Mignola. It’s almost like trying to pick one of your favourite children!

What do you think about your projects being adapted into films? I didn’t feel that ‘Watchmen’ becoming a movie meant it had finally arrived. I always thought ‘Watchmen’ was conceived as a graphic novel and works best as one because Alan and I were able to use all the storytelling powers of the comic strip medium, but I was happy to see it as a film and it’s flattering that all this money was spent and incredibly talented people poured their hard work into it. If they’re done well, films can be a great way of experiencing the stories. They’re also bringing people into comics who think ‘this is a cool character, where can I see more?’ Even adaptations into games and the way you can now read comics digitally; there was a fear it would hurt the basic publication of comics but it’s had the opposite effect. It’s served as a great introduction. Liverpool recently hosted its first Comic Con and WoWFest has comic themes too, plus superhero films are continuing to be released. Is there a renewed popularity in the genre? When I was growing up I had a couple of friends who I swapped comics with, but by the time I was 14 or 15 I was the only person I knew who was interested in them. If you go to the San Diego Comic Con now there are 150,000 people there so that’s our nation. We’ve finally become part of mass culture and it isn’t an oddball thing to be a comic fan anymore. If I was to look upon this as that kid who first got a ‘Superman’ comic from his granddad, it’s more incredible, fantastic and unbelievable than anything I’ve ever dreamt up! As we approached The Refinery, my dinner date immediately regretted his decision to wear trainers. Hope Street’s latest addition certainly has the appearance of a fine dining establishment; lined with topiary bushes and outside seating, the restaurant sits elegantly on the corner of Myrtle Street. However once we set foot inside, our outfit choices were no longer a concern as the casual bar layout, industrial themed décor and friendly staff confirmed that this was a destination for social eating. As we looked over the menu, we ordered cocktails and the artisan bread selection with virgin olive oil and aged balsamic (£3.50). Both Amaretto lovers, we couldn’t resist the Amaretto and Grappa sour (£6.95) and were thrilled with the bar’s interpretation of the classic cocktail. The menu is split into two sections, big plates and small plates. My date chose a big plate; aged rib-eye steak, roasted rainbow potatoes, asparagus and rosemary and garlic butter (£17.50). The

Upon the recommendation of our waiter, David, I decided to go for three smaller plates in order to get a feel for the restaurant’s social eating mantra. I ordered beef short rib with fennel BBQ sauce and onion rings (£6.50), hand cut straw fries with fried duck egg (£4) and seared scallops, citrus quinoa and fennel shoots (£8). The small plates are definitely made for sharing and portions arrived with the dishes prepared for two people. The beef short rib was amazing and the meat fell apart in my mouth. The addition of fennel BBQ sauce was welcomed as the sweet barbeque flavours worked well with the beef. The phrase ‘it looks too good to eat’ came to mind when the scallops were served. The shells were lined with a bed of quinoa and the scallops sat on top. Perfectly

seasoned, the scallops were tender and full of flavour. Never one to say no to dessert, I ordered the muscovado treacle tart with ice cream (£5.25) and my partner went for the lemon cheesecake (£5.25). The richness of the treacle tart was complemented by the addition of orange peel and the pastry was soft and buttery. A delight to eat and the perfect way to end my meal. The bar area was busy for a Wednesday night and I was reluctant to leave. My 7am alarm was the only thing preventing me from staying to explore the bar’s extensive list of cocktails, world beers and real ales. I didn’t think casual dining could exist beyond a gastro-pub but The Refinery is proof that fine dining can be achieved without the airs and graces. It’s a restaurant that can boast high quality and beautifully presented food as well as a warm and welcoming atmosphere.

Julia Donaldson and Axel Scheffler have brought us some of the wackiest stories and it’s time for them to be brought to life at The Atkinson. ‘Tiddler’, ‘Monkey Puzzle’ and plenty more mesmerising tales are revitalised through the catchiest of songs, the craziest of characters and puppet companions to accompany us on an adventure destined for utter amusement, described by Broadway Baby as “a feast of storytelling that thrills children and parents alike”.

3 April, The Citadel Arts Centre, St Helens A final chance for eight to 12-year-olds to be inspired by William Shakespeare, as Up the Road Theatre and Unity Theatre’s Bardolph’s Box tour comes to an end in St Helens. Exploring literature, culture and history in a fun and engaging production for children, the show is among a number of events being held across the Liverpool City Region to celebrate 400 years of the Bard’s work.

YOUNG PHYSICAL FEST 7 – 8 May, Bluecoat An exciting programme of puppet shows, theatre performances and workshops from Liverpool-based artists will keep children and families entertained across two days, as Tmesis Theatre and the Physical Fest team collaborate with Bluecoat. The technicoloured journey of Dorothy and her unconventional companions is told once more in a lavish production which stars Sooty, Sweep & Soo along with Richard Cadell from CITV'S The Sooty Show! Both parents and kids alike are sure to be equally excited to see these childhood heroes in the most iconic show in town.

A fun-packed day for all the family will kick off at 10.30am with a heartwarming screening of Disney Pixar animation ‘Wall-E’. Artist Faye will be on hand for a drop-in craft session from 1pm-4pm, providing a chance for little ones to make like Wall-E himself and create their own junk bag sculpture. The event is free.

PEPPA PIG’S SURPRISE 28 – 29 May, Liverpool Empire Theatre It’s time for Peppa Pig to step out of the TV and onto the Liverpool stage. Along with her pals she’ll be inviting you into their world lavished in the brightest of colours and full of wonderful surprises. The follow-up production to national hit ‘Peppa Pig’s Big Splash’ brings along some of the show’s most memorable characters such as Mr Potato and renditions of the shows popular tunes like “Bing Bong Song” which will have your little ones singing for days on end.

The largest exhibition of Francis Bacon’s work ever to be staged in the North of England will launch at Tate Liverpool in May, providing another landmark display for the gallery. Francis Bacon: Invisible Rooms will feature around 30 paintings alongside rarely seen drawings and documents by the Irish-born British figurative artist, considered a major figure of 20th Century art. The Bacon display will be paired with an exhibition of works by fellow 20th Century painter Maria Lassnig.

Out of the Darkness EVENT

ST LUKE’S CHURCH, 68 MAY Out of the Darkness will transform St Luke’s Church into a free moving light and sound display to mark 75 years since lives were lost in one of the country’s worst bombing periods of the Second World War - the May Blitz. From 9-10pm each evening projections will be beamed onto screens placed in the Hardman Street-facing windows of the venue, which was hit by an incendiary device on 6 May 1941, and a 10-minute film will run featuring dramatic archive footage as well as a soundtrack of drones and accounts of the terrifying nights. Stained-glass lanterns, signifying the lives that were lost in the May Blitz, are being created by schools and community groups and will also illuminate the building from 8pm each night.

A regular guest on ‘Celebrity Juice’ and the star of BBC2 sitcom ‘Hebburn’, Chris Ramsey is taking his latest show ‘All Growed Up’ around the UK. Chris will be bringing his quick wit and modern approach to stand-up comedy to one of Liverpool’s most iconic theatres as he explores getting older, taking responsibility and the terrifying realisations it brings.
