Despite fears of a potential slump, average prices at the end of the year were up by almost six per cent. The question on everyone’s lips now is, ‘what does 2010 hold’?

Deciding factors One key contributor to continuing recovery in all sectors is of course the labour market, which seems steadier than before. Low interest rates, which last year reduced the threat of repossessions for a significant number of homeowners, will likely remain the same for the majority of the year, easing the pressure on the market for the immediate future at least. Sales resurgence Phillip Lawton, a director at Sutton Kersh, is one Liverpool agent who is confident the steady resurgence will continue into a new decade. He commented: “Last year was a game of two halves, with the market very depressed up until May. Since then there has been a steady improvement. The increase in activity, rising sales figures and growing prevalence of professional investors are indicative of renewed confidence in the market. The market remains vulnerable but so long as there is no further deterioration in the broader economy then I would expect the resurgence in the housing market to continue into next year. I predict that there will be more properties sold in 2010 than in 2009 and that there will be a modest recovery in values. I also predict that there will be a change of government, putting a big question mark

over the future of Home Information Packs.” Steady progress A view commonly held among commentators is that the year will bring slow, steady, gradual improvements to the state of the property market. Key to that continued stabilisation, believes Venmores director Rob Farnham, is the continued influx of professional investors back into the market. Rob commented: “Funding will once more be the key to the market in 2010. The end of 2009 has seen the return of the professional investor as pricing has stabilised. I don’t think we will see any movement in prices during 2010 and I think the stability will breed confidence, which will in turn generate sales.” Return of investors Alan Bevan, managing director at City Residential, believes an influx of investors will eventually put the market in a healthier position. He commented: “This may well be a tough year and we should be prepared for a long slow recovery. Eight out of the last 10 housing recessions have seen a dip during the recovery phase and there is no reason to believe that this will not happen again. Saying that the market is being held back by poor funding and there is no doubt that this can only improve. Repossessions may increase slightly but prolonged

low interest rates will continue to offer some respite. All in all there is a tough year ahead, although there are some signs of optimism in places.” Stamp duty holiday The number of property sales increased as 2009 progressed, a factor helped in no small part due to the stamp duty holiday, which positioned the tax threshold at £175,000 rather than the usual £125,000. Many in the market would have liked to have seen the tax holiday extended beyond 2009 and help continue the momentum in the sales market. Simon Rubinsohn, chief economist at the Royal Institute of Chartered Surveyors, commented: “It is very disappointing that the chancellor has not taken the opportunity to extend the stamp duty holiday for purchases of residential property. Although activity in the market has begun to pick up, transactions still remain well down on historical norms. Rather than simply reverting back to the previous structure for stamp duty, we believe the time is ripe for a fundamental overhaul of the tax.” Lenders loosen up The availability of mortgages will also be a major factor in determining the number of sales. Lenders have adopted a more frugal approach in recent times, with the majority of buyers now requiring a 25 per

cent deposit to secure their new home. Dave Roberts, managing director of Liverpool-based Trinity Mortgage & Finance, believes some lenders will slowly start to loosen the purse strings. He commented: “The availability of mortgage funding seems to be easing, albeit gradually, with interest rates falling and loan to values increasing. Lenders seem to be planning to lend around 40 per cent more in 2010 than they did this year. I understand there are up to 30 lenders who have applied to the FSA to begin providing mortgage finance in 2010. This has to be good news as more competition is what the mortgage market needs as it will keep rates and fees down and drive loan to values higher.” Dave added: “I feel more lenders will be prepared to return to offering 90 per cent mortgages, with some already in this market. We may even see lenders offering 95 per cent deals limited to borrowers with an excellent track record.” Hope springs The world economy remains in a delicate state and few would be foolhardy enough to suggest we will see a buoyant property boom any time soon. It may not be time to start popping the champagne corks but a great deal of market experts are hopeful that the upturn seen in the second half of 2009 can continue into the new year and be measured as steady progress.

Capital Gains Tax for owners of Two Homes Ownership of two homes in the UK is becoming more common as couples who both own houses marry, houses are inherited, parents buy houses for their children to live in, or people just buy a place in the country, either to let or to escape to at weekends. Owning two houses however does have significant Capital Gains Tax (CGT) implications.

How did you get into property? I had been working as a dental nurse and really wanted to find a new career which would allow me to branch out with new challenges. I began working at Bellway as an account assistant. A colleague at the time had contacts at Whitegates so I knew there was a position available. I went for an interview and really felt it would be a great organisation to work for. How has your career progressed? I took on this role a year and a half ago and it’s been a great step up. This allows me to have direct contact with landlords and clients. I love the variation of each day and find it so rewarding when clients are happy. I’m hoping to gain more experience on the sales side, market appraisals and dealing with solicitors, and my aim is to just keep progressing in the industry. What are your favourite websites? I love browsing products on M.A.C. makeup’s site and I recently bought some great bronzer online. I also like Delia Smith’s page as she has some brilliant recipes – the homemade leek and potato soup has become my signature dish!

Q. When my husband and I got married two years ago, we kept our individual houses because of work; we couldn’t live together at the time. We are now planning to sell both the houses, in order to buy a larger house together. What is the tax position? In the current climate we do not know the houses will take to sell. A. The answer is greatly dependent on whether you have passed your 3 year wedding anniversary at the time when you sell the houses. If you have not then things will be much simpler. The final 36 months of ownership of a property is treated as though you lived there, whether you did or not, allowing you both to claim this ‘deemed’ principal private residence relief, and exempting the whole period of your ownership from Capital Gains Tax. The situation if you have passed your three year wedding anniversary when the houses are sold is a little more complex, because as a married couple you cannot under normal circumstances have two Principal Private Residences (PPR’s). Firstly, if there were exceptional circumstances which prevented you from living together then you may like to get in touch with the taxman to see if HMRC will allow you, by concession, to each have a Main Residence for that period. Otherwise you will have to nominate one of the properties as your Main Residence. This should be done within two years of your marriage. In general it would be sensible to nominate the property which you believe has risen in value the most to be your PPR. Q. Would letting out one of the houses make any difference? A. Possibly yes, as that property would then qualify for letting relief, exempting up to £40,000 of gain as well. This would need to be integrated with the correct Main Residence nomination. In summary with a little judicious planning, it should be possible to minimize or even eliminate completely any tax bill.

What’s on your New Year’s wish list? With the possibility of a new government and other changes in 2010, what would you like to see happen in the year ahead?

“As always, I’m looking forward to a prosperous New Year and the challenges it will bring. However, this year I would like to see an end to the recession and see the economy moving again, providing much needed employment opportunities within the city. From that, we will then see economic growth, and a boost to other industries – including the property market.”

“I’d like to see lenders loosen up and start lending properly to first time buyers. That’s the only way to get them onto the property ladder. The banks need to lower the deposits needed before mortgages are agreed, and give buyers some incentive. The rates we’ve seen of late have been far too high. If I could add to that, I’d say keep the stamp duty relief.”

“This year I’d like to see Liverpool F.C. win the Europa League, the FA Cup and have a top four finish in the Premiership. Then I’d have to say for stamp duty relief to be made permanent, easier accessible mortgages for buyers and investors, and for interest rates to stay low.”

Movers Why did you choose this property? I’ve moved here from London, and wanted to live in Liverpool city centre, so this apartment is in an ideal location. It’s a short walk into town, and is easy for me to get to work. I also have a car and needed somewhere with off road parking.

Tara McNally, 26, is an assistant economist, and has recently moved into a two bedroom penthouse at The Reach development overlooking Liverpool city centre, with Keppie Massie Residential. She lives with her partner, Thomas Murray, a youth development coordinator, who’s 27.

Is it furnished? No, the flat was empty so I had the freedom to imagine exactly how I would set the place up if I bought it. What really sold it to me was the balcony - it was much larger than I was expecting and provided a great view of Liverpool. I liked the property the moment I walked into it. There was a great deal of space in the bedrooms and the living areas.

Do you have any significant items? We have some wooden sculptures, masks and prints. Some of them we bought in Sri Lanka, where I’m from originally, and some are from Sierra Leone where Tom visits for work two to three times a year.

How are you using your living space? We have about five bookshelves to put up in the living area as well as a writing bureau. As the living area is one large space with the kitchen included, we’ll have a kitchen island and dinner table towards the back of the room too. What are the bathrooms like? The bathrooms have white fittings and black galaxy tiles; it’s nice and simple.

What would be your ultimate dream buy?

How are you using the second bedroom? The spare room will be much the same as the master bedroom, and will be ideal for when family and friends come and visit.

I would love to get a hot tub out on the balcony!

How are you decorating the master bedroom? Currently it’s in dark pink, but this might change. The room will have a double bed, wardrobes and dressing table, a big chest and a comfy chair in the corner.

What is your predominant colour scheme? At present there are a few different colour schemes running through the property. However, when we’ve finished decorating I think it will be a green and wood look in general, maybe something different in the bedrooms.

What service did you receive from Keppie Massie? From the first dealing I had with the Keppie Massie team, they were really friendly and approachable, and were wonderful in helping me buy the property. As a first time buyer I was pretty clueless about what I needed to do, and the timescales to follow, but they were really patient with me and explained the process.

Zoe Lucker Interview //// TALENT IN THE CITY

interview by jonathan kearney Under the guise of the notorious Tanya Turner in ‘Footballer’s Wives’, actress Zoe Lucker negotiated her way through a host of husbands, flings, murders and other evil schemes to keep her place at the top. More recently, Zoe was doing her best to impress the ‘Strictly Come Dancing’ judges, as one of the dazzling stars of the show. The affable actress caught up with Your Move ahead of the Strictly live show at the Liverpool Arena. Are you looking forward to the Strictly live tour? I can’t wait. I’m really excited about it. I’ve been doing all that training and dancing for so long and I loved learning all the moves. The only thing I didn’t like was standing in the spotlight for the judging, so the tour is all the things I love about the show. Even if you’re in the bottom three it’s great because you’ll still be performing the next night. Do you think the live tour will be less nerve-wracking than the TV show? I used to get terrified before the show so there’s less pressure in that respect but instead of performing for live TV we’ll be at huge stadiums like Wembley and the O2. I think the first few times I’ll always be terrified, that’s just in my nature. Once I get into a groove with it I’ll go out and really enjoy the dances. What I love about the live show is that everyone gets behind it so enthusiastically because they’re all such big fans. The atmosphere will be brilliant. Which couples have really impressed you this series? I loved Natalie and Vincent. Natalie is a very good friend of mine and I have really enjoyed watching them. The whole thing has been a pleasure to watch because everybody s had something to add. Ali is a fantastic dancer and then there are people like Ricky Whittle and Jade. I was really gutted when she couldn’t dance again. The show has been so mixed this year, it’s just great.

Did you feel harshly done by to be voted off the show? I think it was a bit of a surprise. I was really upset on the Monday after more than anything because I’d got used to being taught the different moves every week. That was really sad when it sank in. James and I both felt that because of the public responses we had a feeling that we were possibly going to go out anyway. Originally we never really thought we’d be getting beyond weeks one or two, never mind seven.

You’ve done some presenting in the past. How does that compare to acting? I love presenting. I was presenting while I was pregnant and that was nice. I didn’t feel it was right to be pregnant while I was playing a role were I wasn’t pregnant, so I was never going to feel too self-conscious while I was presenting. It worked out really well for me.

You played something of an infamous character in Footballer’s Wives. Do you think any of the stories ring true for the real life WAGs? I certainly hope not – that would be terrifying! There were some quite extreme characters in Footballer’s Wives so I certainly hope none of the WAGs are anything like Tanya Turner. I think the WAGs in Liverpool always look really stunning. You always see them out and about with their Cricket bags and they always look fantastic.

Do you have any new productions lined up for 2010? The tour ends in February, so until we finish that we’ll play it by ear. It’s been years since I’ve done drama so I think it’s time to get back to that.

I’ve just watched Sherlock Holmes and that was amazing. The only genre I don’t like is horror. Every time my husband Jim tries to put a horror film on I’ll give it a go and he’ll fall asleep, so I’ll have to turn off all the lights at the end of the night on my own.

Yes, you can lay tiles over existing tiles. It would be worth getting a professional tiler to do this as the floor first needs to be cleaned thoroughly and the correct products need to be used. The existing tiles need to be primed and then you would need to lay the new tiles using a flexible adhesive and grout. Before you purchase your new tiles, it would be worth you considering the depth as this will effect how much your doors etc. will need to be trimmed. Then feel free to make the most of your conservatory and enjoy the extra space!

A new deli in St Paul’s Square is tantalising tastebuds in the city’s commercial quarter. Franklins Deli, situated on the ground floor of Hill Dickinson’s Liverpool office in the development, just off Old Hall Street, is serving locally produced, ethically sourced food for breakfast, lunch and corporate events. The salad bar and ‘grab and go’ ready made sandwiches are set to become favourites in the business district, complementing Brew Tea Bar.

New slice of success Hope Street favourite, The Quarter, is set to expand with a retail offer to complement its restaurant produce. “St Paul’s Square is the only development in the city centre to offer HomeBuy Direct”

At 62 Castle Street, stunning Victorian architecture brings tranquil luxury to the heart of the city centre in Merchants Bar & Restaurant. The venue, decorated in opulent shades in keeping with its high ceilings and architectural detail, opened in August 2008. It’s now preparing for the New Year with delicious incentives for shoppers and those in the business district. David Caught, Muse Developments’ sales and marketing director is visiting the city to meet the agents, King Sturge, charged with sales at the St Paul’s Square site. As he joins me for lunch, he remarks on its impressive interior setting, and the appeal of the city as a whole. With the incentive for buyers to purchase one and two bedroom apartments at St Paul’s Square on the government’s HomeBuy Direct scheme, the market has really picked up of late, to Muse’s advantage: “It’s a fantastic scheme which allows people who don’t have a huge deposit to become homeowners, and St Paul’s Square is the only development in the city centre to offer it. Since the

prices of the properties were adjusted to reflect the market, the take-up has been phenomenal.” Quality and choice are also tenets at Merchants, where starters range from eggs benedict with parma ham or smoked salmon, to salt and pepper squid. Muse Developments’ work in the UK is equally diverse, with projects in Reading, Plymouth, Leeds and Manchester as well as Liverpool, but an overall focus on delivering successful schemes in urban regeneration areas. Of course, St Paul’s Square no longer seems to fit the ‘regeneration’ category, as the area has transformed dramatically in recent years. The appeal of the properties to first time buyers, young professionals and retired couples is attested to by the scheme’s agents. For our main courses, David orders the penne carbonara with wild mushrooms and pancetta, while I opt for the ‘Merchants Classic’ chicken pie with puff pastry, leeks and tarragon cream. David’s career path also followed a traditional route. From working at an

estate agent’s after leaving school, he moved into selling new build properties. He began running his own business as a consultant, and that led him to work on a range of projects for national housebuilders. Over a browsing of the dessert menu – which offers Everton mint crème brulee and bread and butter pudding with orange marmalade - and coffee, David reveals he is relishing his current role: “The new build side to the business has always fascinated me, and working for Muse on landmark sites is very exciting. Although I’m very much focused on the sales side, the large-scale projects are a very interesting business to be involved in.” He added: “Melissa Porter, the TV presenter on property, was very impressed with St Paul’s Square when she visited and put together a piece for the website. The units are much larger than you’d expect for a city centre apartment, with two bedroom apartments at 900 sq ft – typically you’d see something more like 700, or 750 sq ft – and one bedroom apartments at 590 sq ft.” The firm is also busy

completing new sites in Wakefield and Canning Town, again with a mixture of office and residential units, and creating landscapes for the future. For David, the Liverpool scheme success story unfolded, despite a difficult climate, because of the specification of the properties and the developers’ vision: luckily, that seems to be something which is set to continue.
