About Meinhardt

Formed in Australia in 1955, our Australian business operates throughout the country and internationally with offices in Sydney, Melbourne, Adelaide, Brisbane, Gold Coast and Perth. We are part of the Meinhardt Group of more than 30 offices in 5 continents across the globe. Planning can be complex and issues can arise which can lead to lengthy delays to project timelines. Our planners have experience in both statutory and strategic planning gained from working on a diverse range of projects within both the public and private sector and across all development sectors including residential (infill and greenfield), commercial, industrial, retail and hospitality. We are passionate about our profession and are active in the industry. Members of our planning team are also elected representatives across leading industry body committees including the Urban Development Institute of Australia and Planning Institute of Australia. Meinhardt is also a core member of the Urban Taskforce being the only firm selected to represent multidisciplinary engineering and professional services.

We also have planning experience throughout Australia that can provide a local appreciation or a national context for planning projects, or a different perspective on projects based on experience in other states. Consequently we are in demand from national/international companies who require assistance on “roll out� projects conducted on a national scale managed from one central office.

Tom is a qualified town planner with extensive experience in leading projects in urban and regional environments. Tom regularly co-ordinates multidiscipline teams, drawing on his advanced planning, stakeholder management, and project management skills.

Diana has 18 years of experience and holds a Bachelor of Town Planning (Hons) degree from the University of New South Wales and a Master of Property Development from the University of Technology Sydney. With experience as the in-house Planning Manager for major Property Development Companies, most notably Australand, along

Paul brings to Meinhardt a wealth of experience from his 18 years in the planning, design and development industry. Paul has worked extensively in both public and private practice, managing major projects and facilitating development in both Australia and the United Kingdom.

Henry is an experienced urban planner who holds a Bachelor of Applied Science (Planning) from the Royal Melbourne Institute of Technology.

Tom has considerable

understanding and experience in utilising the Victoria Planning Provisions as well as other planning systems across Australia. Tom has represented a range of public and private clients at Planning Panel, and has held senior positions at Urbis Pty Ltd, City of Boroondara, and Murrindindi Shire Council in Victoria.

with her qualifications in Property Development, Diana has a commercial focus on all projects and is pragmatic in her approach. She also has several years’ experience at the City of Sydney Council and has been involved in landmark developments within the Central Business District. Diana combines local government experience with property development insight to negotiate and facilitate planning approvals within deadlines and resolve complex development issues.

More recently Paul has

managed the planning team at Whitehorse City Council where the municipality has experienced rapid growth in city development and Paul has been particularly pivotal influencing the change in skyline in the Box Hill MAC. Previous consulting experience in Australia includes planning and project management at leading master plan and urban design firm Robert’s Day coordinating a series of major master planning, design and development projects and with Keen Planning Services managing a range of planning permit applications and VCAT appeals.

Prior to joining Meinhardt, Henry has held various roles, including at a senior level, at numerous Melbourne metropolitan Councils. Henry works closely with all project stakeholders to build and maintain relationships and adopts a highly professional and efficient approach.

Henry has been actively involved in a broad range of project types and scales across Melbourne, enabling him to acquire a thorough knowledge of the Victorian Planning Provisions and the development process. Henry’s background, ongoing legal qualifications and broad experience provide him with well-rounded planning experience that results in successful project outcomes for clients.

Recent Projects

Shell Retail Fuel Australia-wide We are responsible for the management of Shell’s Retail Capital Works Programme and Non-Routine Maintenance Programme for their entire Australian network of over 650 sites. We project manage the development application process for service stations across Australia relating to refurbishment, tank replacement, signage, drainage, LNG tank installation and Adblue tank installation. We have facilitated development applications for over 150 service station sites including sites at Cremorne, Lane Cove, Mt Annan, Kariong, Fairfield, North Ryde, Albion Park, Bathurst and Lismore.

153 Macquarie Street, Parramatta Square Stage 3–PS3 Parramatta, New South Wales Meinhardt Planning were engaged to prepare development applications on behalf of Parramatta City Council related to the future commercial development of Stage 3 of the Parramatta Square Development. Parramatta Square is a 3 hectare mixed use redevelopment precinct located in Parramatta CBD. Parramatta Square is the most significant redevelopment project of the city centre in recent memory and looks to transform the heart of Parramatta into a thriving vibrant and livable city and strengthen its claim at being Sydney’s second CBD.

Hotel Due Diligence

Lamb Street Glendenning, New South Wales

Meinhardt regularly provides town planning due diligence assistance to our clients. In this example Meinhardt was engaged by an International Hotel Group to undertake technical due diligence services in regard to the development of a new hotel at 65-79 Sussex Street Sydney. The site is in close proximity to the core retail and business hub of the Central Business District and in the vicinity of the Barangaroo precinct. Our involvement required the review of the development application and related Planning Proposal application.

We provided planning services in the preparation of a development application for a major warehouse and distribution facility with ancillary offices of approximately 11,000m². The application also included bulk earthworks, stormwater drainage, landscaping and car parking. The subject site is located within an existing industrial precinct with strong connections to major arterial roads and motorways providing easy access for future users of the development.

Our technical expertise assisted our client to determine the development potential of the site, highlighting development constraints, key risks and operational issues which provided a valued contribution to the final investment decision.

Baulkham Hills, New South Wales Meinhardt prepared a Planning Proposal report to support the rezoning of a 20,000m² site to enable high density residential development with a potential yield of 700 apartments located in the Norwest Business Park. The subject site is in a prime location to maximise on its proximity to the Sydney Metro Northwest and Norwest Station which is due to open in 2019. The success of this project will lead to the transformation of this area into an urban village suitable of supporting residential and commercial uses with strong transport links to the Sydney CBD and surrounding areas.

Assessment of Development Applications for NSW Councils Parramatta, New South Wales We are a member of consultant panels for several local Councils in both metropolitan and regional areas. Our most recent involvement is for Parramatta City Council assessing major development applications. A key project involves the assessment of a 30 storey mixed-use development including six levels of Council carpark on Council land. The proposal was informed by a competitive design competition and was determined by the Joint Regional Planning Panel – Sydney West.

Development Application for the new Parramatta Central Library. This work was undertaken in an extremely tight timeframe.
