Stefan Tzakov heads the Energy, EU and Competition, and Public procurements and concessions departments. He is a graduate from Sofia University (LLM 1999) and a member of Sofia Bar Association and the International Bar Association. Stefan Tzakov’s work spans through all sectors of energy including nuclear, gas, mining, fuels, electricity generation, electricity distribution and supply, trading in electricity, renewable energy resources, regulatory, project finance. He is also a leading Bulgarian litigator in energy-related disputes, representing clients before Bulgarian courts, the Commission on Protection of Competition, the Energy and Water Regulatory Commission, the Ministry of Economy and Energy, the Ministry of Regional Development and others. His experience in the еnergy sector includes the privatization of the Electricity Distribution Companies in 2004, of the Bulgarian major Thermal Power Plants in 2005, and of the Heating Power Plants in 2006 (for E.ON), as well as work on the 2nd nuclear power plant Belene project (2007-2009, 2011) (for E.ON, RWE and BEH). Stefan was the main external counsel for the German company E.ON throughout its operations
in Bulgaria (2003-2012), covering all legal aspects of its subsidiaries’ operations – electricity distribution & supply, legal unbundling, electricity trading, regulatory, pricing, renewable energy, litigation. He supported E.ON in the transaction for the sale of their Bulgarian business to the Czech company Energo-Pro in 2012. Since 2007, Stefan Tzakov has been in charge of the annual updates of legal opinions to the European Federation of Energy Traders (EFET) and its members regarding the energy markets in Europe and EFET’s standard electricity purchase agreement. Stefan and his team provide investor-owned utilities, energy project developers, pipelines, energy marketers, equity investors, lenders, investment bankers, governmental entities with advice on all legal and licensing aspects associated with investments in the energy sector, electricity generation and distribution, including renewable energy resources. They handle the full range of energy regulatory issues, including energy pricing, cross-border trading in electricity, approvals associated with mergers and acquisitions, post-acquisition restructurings, corporate and commercial law matters, financing in the sector, planning and development of new builds.
