Growth and advancement On the governance front, 30,000 incorporated societies across New Zealand are gearing up to re-register their societies from now until April 5, 2026. IRHACE is on track to re-register and the new Act will help to integrate best practice processes into societies and places a stronger emphasis on officers acting in the best interests of the society. Events continue to grow across New Zealand, and this is a welcome return for these networking opportunities. I can’t emphasis enough to our members, potential exhibitors and visitors that the HVAC&R Hub is the industry event of the season on June 25-26, 2024. In March 2022, the HVAC&R industry CPD programme was launched. During 2022/2023, 141 members earned CPD points and utilised either webinars, events or the online library. As a business owner I find this invaluable for my staff who can access the programme as Affiliate members and gain valuable knowledge. Those of us who are IQPs or Producer Statement Authors (the experts in the HVAC&R industry), can update their knowledge and provide proof of specific industry SS9 professional development.

IRHACE is actively engaged in promoting professional development, industry standards and networking opportunities with the HVAC&R Industry in New Zealand. I encourage all supporters of our industry to join as an Affiliate member.

Aquaheat Wellington Training

Aquaheat Wellington has just completed a training introduction for its gas fitting employer licence, in Central. This allows Aquaheat Wellington’s direct trained staff in its gas fitting manual to legally perform gas fitting works, while working for Aquaheat. The employee licence is issued to use from the Plumbers, Gasfitters and Drainlayers Board, and must be formally reapplied for every three years and requires annual external audits.

2 ASHRAE publishes first Zero Net Energy and Zero Net Carbon Standard

ASHRAE Standard 228 sets requirements for evaluating whether a building or group of buildings meets a definition of ‘zero net energy’ or a definition of ‘zero net carbon’ during building operation. • Standard 228 draws from ASHRAE Standard 105, among others, to address energy and carbon flows across a site boundary, their measurement, and their balance. • It includes allowances for sites that lack opportunity to produce adequate renewable energy, while placing additional requirements on the use of external carbon and renewable energy in the calculation. • The standard defines the calculation of energy in terms of source – a multiplier on the energy crossing the site boundary to include energy used or lost in extraction, generation and transit to the site. • The main energy calculation is made in terms of annual average factors, but allowance is made for the calculation of individual hours where data is available.

Introducing Refspecs’ innovative refrigerant return programme irhace.org.nz

OCTOBER 2023

Ticking all the boxes, it’s a convenient, cost-effective and sustainable solution for the industry Refspecs, in collaboration with Refdestruct, has launched a new initiative for New Zealand’s HVAC&R industry: a reclaimed refrigerant return scheme designed to simplify the process of handling recovered refrigerants. Save on time and cost “Filled cylinders of recovered refrigerant can be swapped out for new, clean cylinders with no need to wait for the cylinders to be emptied,” explains Rob Morgan, Refspecs manager, and this simple yet effective approach is already receiving praise from customers who appreciate leaving with a fresh, clean cylinder immediately. By offering this hassle-free ‘swap a bottle’ service, Refspecs aims to remove the wait time traditionally involved in the return of cylinders – a barrier that has hindered efficiency for businesses across the country. Previously, companies have had to wait for their cylinders to be emptied before returning them. However, this programme removes the bottleneck and eliminates that waiting period by allowing businesses to swap out filled cylinders of recovered refrigerant for new ones straight away.

What to know about Refspecs’ refrigerant collection programme: 1. You will need to either own a cylinder or purchase one to take part in the programme. 2. Refspecs provides cylinders in 20 and 40 kilogram sizes. 3. Refspecs offers customers a credit of $25 per kilogram of returned refrigerant. 4. Upon the return of a full cylinder, Refspecs will weigh and leak test it. It’s crucial to ensure that the cylinder is leak-free. Some older customer-owned cylinders have been returned leaking, and Refspecs cannot accept these. In such cases, customers will need to transfer the refrigerant into a leak-free cylinder. 5. Currently, Refspecs is unable to accept returned refrigerants that are flammable.

Environmental benefits Not only does this efficient approach allow time-saving – which ultimately translates into cost savings – it also offers an eco-friendly approach by ensuring wider recovery cylinder availability and less risk of refrigerants entering the environment. “Until recently, New Zealand had a very low recovery rate of cylinders,” explains Rob. “The widening of collection schemes such as ours has had a positive impact on the amount of refrigerant collected.” With a convenient way for refrigerants to be collected and properly managed, this contributes to reducing greenhouse gas emissions and the overall environmental footprint associated with refrigerant disposal – benefiting not only businesses and their efficiency, but also contributing to a more sustainable future for New Zealand. https://www.refspecs.co.nz

FROM THE CHAIR Greetings At this time of the year in the HVAC&R industry there are business visits overseas as part of ongoing relationships formed with our suppliers. Building and maintaining relationships with suppliers and networking with industry peers are crucial aspects of any business, especially in such a specialised field.

CCCANZ’s role of representing the voice of businesses within the industry is important, as advocating for the interests and concerns of our industry can help shape policies and regulations that are favourable for businesses and promote growth and sustainability.

Recently I was privileged to attend the recent Fujitsu General New Zealand 25-year celebration in Malta which is an island country located in the central Mediterranean Sea. There was a lot of travel to get to this destination, but it was a fantastic opportunity to network with people from our industry.

Gary

Congratulations to Fujitsu General New Zealand for their 25 years milestone. It is equally impressive that they have been a supporter of CCCANZ since its inception in 2012.

Feel free to give me a call on 021 533 447.

AN UPDATE ON HVAC&R INDUSTRY LICENSING

In 2019, cabinet decided that a new licensing system should be introduced for refrigeration, heat pump and air conditioning technicians. This is to be part of a wider licensing system for high-risk work. The expected date that these regulations were to take affect was in 2023, meaning technicians would need to be licensed in 2027, with licenses needing to be renewed every five years. The latest update from MBIE as at 25th September 2023, is that they are working closely with WorkSafe on the final stages of regulations. However, they are currently unable to provide an indication of when the regulations will be made but that this work is continuing. There is a dedicated website for further updates. Hanga-Aro-Rau (the Manufacturing, Engineering and Logistics Workforce Development Council) is waiting for this legislation to be signed off and at that point an Advisory Group will be able to review the existing standards (Level 4) to meet this legislation. Once the qualifications have been developed, WorkSafe will set the competency requirements for each of the licence types in a Safe Work instrument. The Advisory Group is made up of experienced people from the HVAC&R industry and the industry associations are involved in this process. Phil Mohan, President of IRHACE says: “This has been a long time waiting for this important legislation so that our industry can finally be licensed. The industry associations are actively participating in this process to advocate for the interests of the HVAC&R industry. This process has its challenges and frustrations, but we need to maintain a positive outlook towards achieving the goal of industry licensing. Professionals in this sector should continue to monitor updates from the industry associations for the latest information.”

STAYING INFORMED IRHACE and CCCANZ commit to keeping the industry updated on any new developments regarding these licensing regulations. Contact admin@irhace.org.nz for queries.
