and still trying to catch up with all the little jobs I kept putting off – Scouting seems to get in the way! What is your favourite campsite? As most of my involvment has been with Cubs it has got to be Paulines Lodge. More often than not it is the first time that the Cubs have been away from home and it is an ideal venue. What would you like to achieve in your new role? As I have been their Cluster Rep on the Exec. I would like to think that we can continue working together and that I can be of use to them in whatever capacity they need me.

Margaret has just taken on the role of supporting the District Commissioners for Winchester, Chandlers Ford, Eastleigh, Itchen North, Itchen South and Southampton City. As ACC( District Support) Margaret is looking to bring her wealth of experience to the role, but just how wealthy is she? Read on to find out. What is your Scouting background? Joined Scouting in 1966 at 20th Bermondsey in London as an ACSL. On the move to Fair Oak in 1975 I eventually joined 7th Eastleigh – so I could get my 8 year old into the Pack- as ACSL and then CSL. I have been DDC for 4years and DC for 11 Years. Following this I became ADC(C). I am currently Appointments Secretary, a TA and a member of the County Exec. I was also responsible for three County Balls and am currently working on another, which Eastleigh District is hosting. Watch out for details! What are your non Scouting Roles? I married Ian in 1971, have 2 children, David ADC (Comms) and Susan BSL and ADC (B). I retired from work 2 years ago

Who would you like to be the next Chief Scout? No idea. As I didn’t know who Bear Grylls was I doubt I shall know the next one. Might be an age thing..... What is the best thing about Scouting? Seeing an 6 year old entering the movement and achieving what they think is the impossible. How do you relax when you have spare time? Relax??? Haven’t done that module yet, neither have I done the one that teaches you to say NO and mean it. I do like cross stiching and gardening when time allows. Where did you go for your last holiday? Ian and I are back into cruising. Last year we did the Baltic Capitals and St Petersburg. France, Spain and Portugal are next and the Western Mediterranean later in the year for our Ruby Wedding. What is the best meal a Scout has cooked for you? Not by a Scout but by a Scout Leader. Pot roasted pork with all the trimmings, followed by Spotted Dick It took all day to cook, but it was worth it. WELCOME Spring is upon us already and as a Cub Leader I am so relieved that the clocks have gone forward. At last I can take the Cubs outside to burn off some of that energy that they have been brewing up all winter. I visited the Youth Council last weekend to get their opinions on HSN and was amazed to discover that most of them had seen a copy before. They came up with loads of suggestions including; a less square front page, more pics, less text, more colour, more smiles, product and campsite reviews, Ask the Editor feature, a quiz, colouring pages (to keep Network busy), jargon busting and loads more. I have included some of their ideas this month and hope to include others as we head towards summer. Next month we will have much more on the census report compiled by Frank at the County Office, which Adam will be presenting to the DCs at their Conference on the 9th April. Until then enjoy the freedom of those light evenings.

Our annual census results for Hampshire are now in, and the good news is that we grew Scouting in Hampshire by 1.3% last year. Thank you to everyone who helped to provide Scouting to more young people in 2010. The not-so-good news is that our growth was a lot smaller than last year, and less than the 4% target we had set ourselves as a County. Why does growth matter ? Firstly, young people join Scouting for the adventure, and they leave if they don’t get it. If Scouting is growing, it means that more young people are joining than leaving. Secondly, growth enables us to do more – to provide better Scouting to more young people. Bigger numbers enable more ambitious camps; additional subscription revenue enables us to buy more equipment. And lastly, being part of a growing organisation gives us all a buzz – the feel-good factor. Everyone wants to be part of something successful and we will recruit and retain more adult leaders. We’ve studied this year’s census, and it shows a surprising variation. Half our Districts grew and half our Districts shrank. Many Groups grew and others decreased. One Group doubled, another lost half its members. To understand what happened, we need to dig deeper at a Group, Section and Unit level, and for that we need your help in answering three questions.

1) If you increased numbers, what were the reasons for your growth ? 2) If you stayed flat, is this because you’re full, and would more leaders help you to grow ? 3) If you lost members, what would make a difference and enable you to grow this year ? We’re going to be asking District Commissioners these questions at our County Conference in April. We’ve also just appointed a full-time Hampshire Local Development Officer, whose job it will be to help Scouting grow in Hampshire over the next three years. other without the Beavers being there. We decided to have Shelterbox as our chosen charity to support this year, with money raised by the colonies we have been able to buy one whole box at £590,and send £70 to Scout New Zealand’s Sponsor a blanket appeal.

FAREHAM EAST DISTRICT BEAVERS By Anna Dalrymple

As this is the year that Beavers are celebrating their 25th birthday, here in Fareham East we decided to start our celebrations with a” Beaver Leader, helpers and Young Leaders training fun day”, with each colony bringing along a game or craft for the “show and tell”. Everyone gained new ideas to try out with their own colonies. Module 1 was shown to all the parent helpers and Young Leaders, and with four training advisors on hand, Leaders were able to get over fifteen modules signed off between them, getting them all one step closer to gaining their wood beads. One new Leader was invested. We had visits from Teresa Ginn, Peter Moody and Adam Jollans, who joined in with all the games, and a special surprise visit from Big Beaver. Thirty of us sat down to a super three course roast dinner, cooked for us by Dan Russell and Franny Cook who were themselves Beavers only 15 or so years ago! The day ended with a campfire with some new and old songs, it was a great time for Leaders to chat and get to know each

What are our plans for the rest of the year? Well many Colonies are taking advantage of the change in the rules and will be sleeping under canvas at our District camp in May. We are planning our own District Beaver Birthday Camp for later on in the year, and there are the County events to attend, Legoland and Paulton’s Park. So all in all a busy year for all involved with Beavers here in Fareham East.

BIG BEAVER MAKES HIS PROMISE We invested the big Beaver at my county meeting and we have now launched a competition to name him!! Obviously he has the special silver necker and will no doubt be seen more and more about the place. Watch this space Teresa

ROMSEY BEAVERS

a cake with a lit candle in it and everyone sang Happy Birthday to Beavers in celebration of their 25 years. To end the afternoon Roger Daniels entertained them with a magic show.

Romsey District held their annual party on Saturday 26th February, and celebrated 25 years of Beaver Scouting. The Beaver Scouts were carefully positioned on the floor of Crosfield Hall, Romsey in the shape of a number twenty five.

ITCHEN SOUTH GATEWAY By Marie Slade

Cricket Camp site in Manor Farm Country park are supporting 25 years of Beavers by designing and building this Beaver Gateway.

Local dignitaries joined them for an amazing photo call together with their mascot Bertie Beaver. Chris Davis from SCRATCH (Southampton City Region Action to Combat Hardship) also came along to talk to the Beavers and to tell them that he had just made his Scouting promise. Chris had just been invested as the Scouting Chaplain for Southampton Central District. The Beavers collected food stuffs for the Basic Bank and handed them over to Chris at the party.

On March 5th we had the grand opening with nearly 40 beavers there. It is very big and colourful and all the Beavers loved it. Also to celebrate this special year Itchen South are holding a Beaver Fun day and Birthday Party on May 21st if you are interested in bringing your colony along please Email: m.slade123@btinternet.com

After a few games to run off the excess energy after sitting down for so long, the Beavers enjoyed a tea of hot dogs and crisps. There then followed a very special point in the afternoon when each Beaver held

COUNTY WORKSHOPS FOR CUB LEADERS “The Scout Association is committed to increasing its engagement across all sections of society and to be truly representative of the communities it serves”.

Join other leaders to share experiences. Learn about working with young people with special needs in a practical way. Come and ask questions about specific difficulties you have. Worried about making Scouting accessible to young people and adults with Special Needs? Would like to know what help and support is available? In the four months since I have taken over as ADC, it has been relatively quiet in Eastleigh. However, as the evenings get lighter and the weather (hopefully) gets warmer, we hope to have a busy summer! In June, the Cubs and Beavers joined

over 3000 youngsters on the County Day trip to Longleat Safari Park. They were able to see the animals from the coaches on the drive-round safari, and then spent the rest of the day exploring the park. The Cubs also took part in the World Record attempt for the largest Grand Howl. There was some very positive feedback, despite it being extremely hot! In September, four groups camped for the weekend at Cricket Camp as part of District Cub Camp. The Leaders had asked to run their own programmes, so there were lots of different things happening, on and off site. Some Packs went hiking, others visited Manor Farm Country Park and others did backwards cooking. There was also a campfire, with plenty of audience participation! District Cub Camp 2011 has already been booked and will be run by the District Explorers! There have been at least fifteen Chief Scout Silver Awards presented in the District in the past four months. I am sure there will be many others!

CHECK OUT THE CHESS 34 Cubs from 18 Districts took part in the 2011 County Chess Competition held in Basingstoke. Yet again we had 5 incorrect dates of births but fortunately, this time it did not preclude any Cub from taking part. The standard of play was very high. Congratulations to Omeet Atar from Bramshill who won the under 9 ½ trophy and to David Hilditch from Odiham who won the over 9 ½ trophy. Well done also to all those that took part. The smooth running of the event was once again thanks to Joe from Basingstoke Chess Club, together with Pat, Maureen and Brian from Basingstoke Active Support, Jannette ADC Cubs at Odiham, Vanessa ACC Cubs and Peter Bench DC Basingstoke West and I extend my thanks to you all.

PINEWOOD DERBY PREPARATIONS The picture above shows the Cubs from 1st Liphook Scout's Wheatsheaf Pack working on their cars at Cub night this evening, assisted by enthusiastic Dads and Mums, and directed by Wheatsheaf leader Liz Johnstone. The blocks of wood for the car bodies were cut to shape the previous week and tonight was all about painting and decoration and adding the wheels and weights. Parents are encouraged to help with the cars provided that design ownership remains with the Cub, and there was a lot of good teamwork going on !

The Pinewood Derby has been a fixture for all Sections in Petersfield for 7 years now and took place on the 26th February. Hundreds of Scouts, Leaders and Parents met up in a local hall to race their cars down a specially made sloping track. The only power allowed is that of gravity. County Commissioner Adam Jollans tweeted his approval “Better than Top Gear - a packed Pinewood Derby in Petersfield with hundreds of model cars and a visit from the local MP, Damian Hinds� 12


arrive Friday evening to plan their route, based on key locations they have to visit over the two days with an overnight stop. We will also give them refresher training on using a map, compass and safety during the evening and they will decide what their “goal” for the expedition will be.

TAKE THE COUNTY EXPEDITION CHALLENGE Creating an exciting and varied program is always a challenge so why not make it easy on yourselves and take advantage of County Events. The Expedition Challenge is coming up in May and now is the time to book your places.

The organisers will provide the food for cooking over the weekend. Scouts can attend as full Teams (min 4) or individually or in smaller groups and we will join them up with another group.

In preparation, we ask that Scouts organise their own personal kit, tents to sleep in (and cooking equipment. They will only carry a day sack with essentials during the hike/cycle, not all their equipment.

Scouts should be capable of walking for 4 hours over light hilly ground or being able to cycle to IOW Ferry on hilly roads. Familiarity with a map, grid references and bearings essential although we will provide a refresher.

The aim of the weekend is to enable Scouts to complete their Expedition Challenge. Scouts can either undertake a hike expedition or a cycle expedition and will

FAIRTRADE COOKING COMPETITION By Rayner Mayer and John Dohoo

Eight teams took part In the competition this year from Basingstoke East, Bramshill, Odiham, Fareham East & Silchester. Everyone had a thoroughly enjoyable day, displayed great enthusiasm and excellent teamwork, and all participants earned the Global Challenge Award.

Congratulations to the winning team who were the Frogmore Green B team. The runners up separated by one point were Yateley Green and Frogmore Green A teams. The standard was very high and we now plan to produice our own fair trade recipe book based on the creations of the 8 teams taking part. Thanks to Rayner and to all the leaders and parents who came and supported the teams.

The Survival kit has 8 basic items you will need in a survival situation. The waterproof bag holds an emergency whistle, mini Gerber Paraframe knife, fire starter, cotton ball fire tinder, waterproof matches, wire snare, and emergency cord. It costs £24.99. COUNTY KUDU 2011 DATES ANNOUNCED Explorer Scout & Scout Network Activity Hike - Overnight 29th/30th October Somewhere in Andover or beyond... We would like to get back to origins of this event with Districts holding District eliminator competitions then entering their best team into the County Kudu. The winning Explorer team and Network team each receive a Kudu horn trophy. Remember, BP blew a Kudu horn to start the first ever Scout camp. The overall winning team is also invited to organise the County Kudu the following year.

CHIEF SCOUT’S SURVIVAL CAMP FOR QUEEN’S SCOUTS 20-21 August 2011 Chief Scout Bear Grylls is holding a 24hour wilderness survival camp on his island in Wales, and eight Scout Network members aged 18 to 25 will be lucky enough to join him!. Ready for a physical challenge? Build a Trek cart and bring it along to race your team against teams from all over the County. Scouts, Explorers and Network teams are all welcome. Over the weekend there will be several different Trek Cart races run to suit the different age groups and fitness levels. All of which will be fun and challenging. There will be the Butser Hill challenge, drag cart challenge, an obstacle challenge and a 8k challenge (approx). We will also be running other activities over the weekend from a disco to Trek cart Volleyball (no you don’t play it on trek carts) and a Hog Roast on the Saturday evening. CANOE CLUB By John Golightly

HSCCC is now 6 months old and is growing fast. We now have 48 registered members, and an ever growing programme of canoe and kayak activities across the county and beyond. Our members currently range from 12 years old to over 60, and range in ability from just having passed their 2* award, to holding almost every award the BCU has invented. Some highlights this month were: Mark How (Explorer, Rotherfield), Chris Wood (ASL, 1st Whitchurch), Frank Morsman (Network, Andover District), Tom Cully (Explorer, New Forest North) and Lee Merrett (ESL, Itchen South) all passing their 3* Whitewater Kayak award on the River Exe on the 5th March. You can read more about this event under “trip reports” on our website. Also, five club members completed their “Costal Navigation and Tidal Planning” theory day in Southampton on 12th March, and are now looking forward to arranging some sea kayaking sessions for the club. Thank you to everyone that has put in so much work over the last 6 months – I look forward to seeing how much we will have grown in the next 6 months!

BCU COASTAL NAVIGATION By Frank Morsman (Andover Network)

Not being a Sea Kayaker I was wondering what doing the BCU Coastal Navigation and Tidal Planning Course was going to be like, it turns out a very enjoyable day with lots of interesting information and some great hands on activities. The day was split into 3 main parts, the first was an informative presentation on the weather, the tides and the effect that waves can have when planning sea kayaking trips. After a quick tea break we started looking at maps and charts and the skills needed to plan a suitable paddle within the remit of the BCU 4* Sea, such as reading latitudes and longitudes identifying tidal patterns and identifying key feature on the charts such as buoys that mark out major shipping lanes. The third part of the day evolved us splitting into smaller groups and being set a 4* assessment task which drew together all of the skills that we had learnt throughout the day. Overall a very enjoyable course and one that was well worth doing.

ITCHEN TOWPATH RACE GOLDEN YEAR

By John Griffin The Itchen Towpath Cycle Race is 50 years old! The first race over the present course was In 1962, and has been run every year since, with the exception of 2005 when it was cancelled because of the foot-andmouth epidemic. This year’s race nearly didn’t happen. Three days beforehand an official letter arrived from the County Council, saying that the race is illegal, and if we went ahead with it, we could be sued and prosecuted. However, after sending a long letter to the County Council by fax and having a couple of telephone conversations with the police Operational Planning Officer, I was given the green light, for this year’s event at least. I am hoping to have meetings with the authorities with a view to resolving the problem in plenty of time before the next race. This year’s event was a delight. Fabulous weather, and all 38 riders made it to the finish. It was, of course, a battle between Nick Wisby’s team from Chandlers Ford, winners for the last 6 years in succession, and the old hands from 25th Southampton, anxious to recover the Team Trophy. Many old-timers were on the starting line, including previous winners Jon Northcott, Bob Line and Old Nick himself, a winner twice at 15 year intervals. Not to mention the daddy of them all, Howard Wallace-Sims, the 1962 winner, who presented the prizes.

It wasn’t just a race for old men. The Robbins family rode in style, Mum Dad and 6 year old Grace on their own bikes and 3 year old Daisy riding pillion. The record for the youngest-ever ITCR rider goes to 5 year old Tristan Mason Smith accompanied by his Dad. Our thanks, as ever, to our sponsors GA Cycles of’ Shirley, who not only funded the prizes, but rode the course, Gary setting up what is likely to be the definitive course record of 23.30. Thanks also to our long-suffering marshals and time-keepers. And apologies to those riders who were misplaced in the results announced at the finish, due to an error calculating handicaps. The winner was Will Graham from Pheonix ESU followed closely by Jon Northcott of 35th Soton. The fastest lady was Bethany Mckeeman from 25th Soton and the team prize went to 25th Soton too. Riders took part from Eastleigh, Chandlers ford, Southampton City and Winchester and there was a late entry from the County office. If it does take place next year perhaps he will know where to find us next time. 26

A surprising number of people don’t even know that we have a County Office and even those that know we exist don’t know what we do. Hampshire is an unusually large County and has had paid administrative employees for a long time now. The aim of the County Office is to support the volunteers who make up the County Team. In the main that means the County Executive and the County Commissioner but can also include the ACCs, DCs and support staff throughout the County. Frank Wright is the full time County Support Manager and is responsible for the smooth running of the office and the day to day functions of the County Secretary.

Executive, Core team and Management Team meetings. He manages the finances for the capitation fees and for projects like the World Scout Jamboree funding for the County and expeditions like last years Zambia trip. Sandra works 4 days a week as part time County Bookkeeper and is responsible for the accurate recording of entries into the Sage accounts system. In the last few years as the County Club accounts have been integrated into the main Hampshire County Scout Council account this has seen the number of transactions she deals with soar ever higher. She also records all the data for Ferny Crofts accounting system and for expeditions, one off events and the Jamboree.

Working alongside Sandra is Nicky He has since he arrived developed new who works one day a week to support the work of the County Treasurer. She systems for the office IT including a database which automatically updates is responsible for ensuring that the Executive have management accounts other programs and allows the simple and that the County is prepared for printing of directories. He is also responsible for putting together the the annual audit. Previously a lot of County Report, the Census Report as well the work she does was done by the external accountants and auditors and as minutes and agendas for the County 28


was brought in house to save time and money.

WHAT SHOULD THE COUNTY OFFICE BE DOING?

Tim is part time County Administrator and has been for 6 years now. He receives and answers all queries from the public including “Want to join� enquiries via email, phone and letter. He is responsible for new appointments paperwork, grants paperwork, printing training paperwork, award applications, recording event bookings like Longleat and updating the database.

You now know what we do now but are we supporting the County as we should be? In early May we are having a review of what we do hosted by County chairman Peter Moody and this is where you come in. Peter wants your opinion of the County Office and what is does.

In the last 3 years he has been editor of Hampshire Scout News taking it from being a 4 page A4 text document to the 36 page Colour magazine it now is. We currently sent out 1400 copies of HSN and it is read online by around 600 people.

Is there something we do that could be done by a volunteer or by the Districts. Is there something the Districts do that they would rather we did? Are we doing something badly or particularly well? How well are we supporting you in your role? Do you think HSN is irrelevant to you or do you want it in colour?

* The Denmark team on a great training camp at Lyons Copse, on great glow-in-the-dark sweatshirts for both the Jelly Beans and the Fireflies, and for surviving the sub-zero temperatures while camping over the weekend. The expedition is coming together really well and I’m looking forward to their final training camp at the start of June (DCs invited as well) and to visiting them during the expedition out in Denmark. * 2nd Bentley Scout Group on a great family AGM on Wednesday evening, which mixed social time and presentations to young people with the formal part of the AGM. The Group is thriving, including winning the Emlyn County Scout Camping Competition last September.

BURSARY OPPORTUNITIES AT FERNY CROFTS Are you young, keen to learn new skills, hardworking and passionate about the outdoors? At Ferny Crofts we are currently looking to take on 2 Bursary Students. The scheme provides for 2 young people to learn more about running an activity centre with the opportunity to take part in nationally recognised training schemes. 40% of your time will be spent working with the Ferny Crofts team and the remaining 60% will be spent on personal development. Board and lodgings will be provided at Ferny Crofts and a grant of £50 a week is paid to cover out of pocket expenses.

* Kevin Lee on being awarded his Queen’s Scout Award and Duke of Edinburgh’s Gold Award - by not one, but two County Commissioners (me and Hamish Stout from Berkshire). Kevin gained his awards in Maidenhead and is now ADC Cubs in the City of Portsmouth - and we’re very pleased he’s moved into Hampshire.

The scheme starts in September and lasts for 10 months with the possibility of full time employment over the summer months providing activities for the thousands of Scouts who will be camping at Ferny Crofts.

* Kandersteg on another great Supporters Weekend, with sunshine, snow, sledging, and international Scouting. Hampshire are back there with Suisse Adventure in 2013.

He was always very much a people person with a great sense of humour. He was much admired by all who knew him at District and County level.

GONE HOME Tony Wyborn

1929 – 2011

Tony Wyborn and his family were very involved with the 26th Fleet Sea Scout throughout the 1970s. Tony was the Group Scout Leader and his wife Maureen (who sadly died too early) was the Akela of Diomede Cub Pack. Tony became our District Commissioner in 1980 and was very involved with the division of the District in 1985. He also had another short spell as our DC in 1988.

We send our condolences to the Wyborn Family. Ray and Pat Oldham. Cliff Drury Cliff Drury went home on Saturday 27th February after a relatively short battle with cancer. He was very involved particularly with Hill walking & Mountaineering over the years. I am sure there will be many who knew him.
